Os Comit?s de Bacia representam um avan?o na legitimidade, pois abre espa?o para a participa??o social na gest?o. No entanto, a efetividade da gest?o exige um arranjo institucional capaz de assegurar participa??o social. A bacia hidrogr?fica do Rio Pitimbu (BHRP) est? situada na regi?o metropolitana de Natal e abrange parte dos munic?pios de Maca?ba, Parnamirim e Natal. Apesar da import?ncia estrat?gica como manancial de abastecimento, o rio Pitimbu tem sofrido os efeitos da urbaniza??o, com impactos no sistema fluvial e recursos h?dricos. Nesse contexto, este estudo pretende analisar a capacidade do modelo institucional em prover mecanismos de participa??o social na gest?o sustent?vel da ?gua e do uso do solo na bacia. Para isso, foram realizadas entrevistas semiestruturadas junto a onze membros do Comit? de Bacia. Os dados das entrevistas foram submetidos ? an?lise qualitativa mediante a utiliza??o do software MAXQDA?. Os resultados obtidos revelaram que o arranjo institucional vigente n?o ? capaz de reconhecer o Comit? de Bacia como elemento chave na gest?o dos recursos h?dricos, tal como preconizado na Lei 9433/97. O estudo revelou algumas caracter?sticas do Comit? que podem comprometer a sua efic?cia como f?rum participativo: a) baixa participa??o da sociedade civil no Comit?; b) alta participa??o do setor p?blico; c) inexist?ncia de um Plano de Bacia atualizado; d) maior parte das reuni?es destina-se a discutir assuntos internos e burocr?ticos; e) a inexist?ncia de uma Agencia de Bacia explica a aus?ncia de recursos financeiros; f) ao Comit? n?o ? atribu?do poder politico para influenciar no processo decis?rio. Al?m disso, a pouca articula??o entre esferas de governo explica o estado de desorganiza??o na gest?o dos recursos h?dricos. Finalmente, observou-se a necessidade de uma ampla reforma do arranjo institucional que permita implementar os instrumentos de gest?o da ?gua e do uso do solo na bacia. A descentraliza??o do poder, com a cria??o de mecanismos de participa??o social e moderniza??o do Estado representam desafios a serem alcan?ados.<br>The creation of the River Basin Councils (RBC) in Brazil, as established in the Brazilian Water Resources National Policy, represented a relevant legal advance in water resources management. RBC point to an advance towards legitimacy, because they may open a relevant space to social participation in water resources management. However, water management efficacy implies the existence of an institutional arrangement that promotes social participation. The Pitimbu River Basin is located at the Natal urban region, and comprises partly the municipalities of Maca?ba, Parnamirim and Natal. Despite of its strategic importance as potable water supply, Pitimbu River has been adversely impacted by urbanization, which affects fluvial system and water resources. In this context, this study is aimed at analyzing current institutional capacity in providing social participation mechanisms that can promote a sustainable water and land use management. For this purpose, semi-structured interviews were applied to eleven members of the RBC. Obtained data was analyzed qualitatively using the MAXQDA? software. Obtained results revealed that current institutional arrangement fails in recognizing RBC as a key element in water resources management, as established in the 9433/97 Act. It was observed some relevant RBC characteristics: a) poor civil society participation in the RBC; b) public sector participation in the RBC is predominant; c) an updated River Basin Water Plan is lacking; d) most of the RBC meetings prioritize internal and bureaucratic issues; e) the inexistence of a Basin Agency justifies the lack of funding; f) RBC political power in decision making process is lacking. Furthermore, articulation between government levels is poor and explains a condition of disorganization in water resources management. It was observed the need of a broad institutional reform that stimulates the implementation of management instruments. Finally, political power decentralization, social participation mechanisms, and State modernization still represent challenges to be attained.

Averigua, por fim, a participa??o da sociedade civil no ?mbito da regula??o de recursos h?dricos, notadamente na estrutura da Ag?ncia Nacional de ?guas e no caso do Comit? de Bacia Hidrogr?fica Pianc?-Piranhas-A?u. No entanto, explica que ajustes devem ser feitos, a fim de solucionar alguns problemas identificados e otimizar a atua??o administrativa com vias ? consecu??o do desenvolvimento nacional.<br>The work presents a study on democratic participation in the scope of regulation in the light of the constitutional goal of promoting development. It is noted that the regulation aims to implement basic rights and observance of democracy, social justice, freedom and human dignity. From that, one intends to analyze the participation of civil society in the regulatory sphere as one of the constitutional foundations for the development of the country. Therefore, it relates the institutional structure of a nation with its potential for economic growth and development, establishing the legal contents of such. It argues, from the doctrine and constitutional hermeneutics, that the concept of development is not restricted to economic parameters and should consider social and environmental aspects. It understands that participatory democracy is an intrinsic and instrumental element of development. It verifies, as a corollary, that the essential interests to development - but that may be presented in a conflicting way - must be weighed in the context of regulation, from a participatory procedural rationality. It also aims to identify the constitutional ballast from which the democratization of Public Administration is justified. It relates the state reform - conceived in terms of decentralization, consensualism and horizontality of relations between Public Administration and administered people - with a new perspective of looking up the public interest and the principle of efficiency. It finally ascertains the participation of civil society in the regulation of water resources, especially in the structure of the National Water Agency-ANA and in the case of the Watershed Committee Pianc?-Piranhas-A?u. It makes use of the deductive method and literature review, as well as examines reports of the audiences/public consultations conducted by the National Water Agency and the minutes of both ordinary and extraordinary promoted by the Watershed Committee Pianc?-Piranhas-A?u. One concludes that the participation of civil society in Public Administration is one of the foundations of the Federal Constitution. Moreover, in the context of regulation of water resources, it appears that this is not a utopia or a mere rhetorical instrument, performing often efficiently and effectively. However, it explains that adjustments should be made in order to solve some problems identified and optimize administrative operations with means to the attainment of national development.

This thesis examines the panorama of National Water Resources Policy and the establishment of an effectively integrated management, shared and participative, contextualizing the principles foreseen in the policy. The work is focused on the discussion of public policies of access to water, analyzing the Fresh Water Program in semi-arid region of Brazil as a strategy of coexistence and permanence of a public policy that ensures the priority use, which is for human consumption. The conceptual framework of this study relies primarily on the contributions of authors in the field recognized as governance and water management. A study on the process of implementation of the various "institutions and policies" related to water management was promoted, contextualizing the change of paradigm in the transition from the centralized model to the one that takes into account the social participation, opening in this way broader perspectives for the analysis of the contents and of the impacts of these policies. The development of this study was conducted by the follow-up ? both face-to-face as documentary-field ? of the activities carried out while consultant of the Fresh Water Program. The history of water management in the semi-arid region was studied, depicting conflict movements and cooperation among actors. Despite the great obstacles to accomplish the shared and decentralized management, the study of this thesis points to a gradual improvement in the formulation of public policies that take into consideration governance and participatory management of water resources, with positive prospects towards the implementation of coordinated and cooperative actions in the region that mainly suffers from the shortage of rainfall, hence of shortage of water for irrigation and human consumption

The study of the environmental problems of the water and the participation and the social actors' environmental understanding as a whole, interferes in the field of the thematic environmental international, contemplating the strategic need of an appropriate administration of that very natural one, through a program returned to the diagnosis of the problems and in the search of compatible maintainable solutions, in a social and environmental politics of planning and environmental education, centered above all in the citizen's voice , user of that system. The present thesis she seeks to study the problem of the maintainable administration of the water, focusing the participation and the citizen's environmental understanding in the use of that very natural one for urban residential activities, in what concerns the approach and analyses of variables that treat of the measurement of general knowledge and you adapt, sense of community of the access to the means of information and of the attitudes and environmental behaviors, besides the variables of partner-demographic characterization or personal identification of the interviewed ones of an exploratory research of the type " survey ", accomplished through a stratified aleatory sampling, being the strata each one of the 4 (four) Political-Administrative Areas of the Natal city, having happened the collection of the data in the period of february to april/2002. The methodology used in this work it constitutes in the application of questionnaires with scales of the type Likert to measure the echo-varied of the study, besides a partner-demographic scale for the characterization of the studied sample. For the analysis of the results, it was made an exploratory descriptive study initially, followed by the use of techniques statistical multivariate s, such as, factorial analysis through the application of main components, besides the accomplishment of studies of multiple lineal regression. To complement this study, the accomplishment of Tests of Independence was proceeded through the Qui-square of Pearson, in way to verify the dependence of the associations between the partner-demographic variables and the principal selected variables and presents in the resulting factors of the factorial analysis. The results appear for a low level of environmental knowledge, of access to the information and community's sense, besides the verification that the principal factors resultants send for the need of feeling emphasis in the programs and administration actions addressed for the environmental understanding, the behaviors and attitudes that approach the information and the environmental education, besides the reuse of the water<br>A busca por solu??es sustent?veis atrav?s de uma gest?o ambiental adequada dos recursos naturais dispon?veis, que venha de encontro ?s aspira??es de preserva??o do meio ambiente e do ser humano, de maneira a equacionar e solucionar os problemas ambientais e sociais com o menor impacto poss?vel ? natureza e ao homem ? o grande desafio, tanto para essa gera??o, como para as futuras gera??es. A presente tese visa estudar a problem?tica da gest?o sustent?vel da ?gua, enfocando a participa??o e a conscientiza??o ambiental do cidad?o no uso desse bem natural para atividades residenciais urbanas, no que concerne a abordagem e an?lises de vari?veis que tratam da mensura??o de conhecimentos gerais e ambientais, do senso de comunidade, do acesso aos meios de informa??o e das atitudes e comportamentos ambientais, al?m das vari?veis de caracteriza??o s?cio-demogr?fica ou identifica??o pessoal dos entrevistados de uma pesquisa explorat?ria do tipo survey", realizada atrav?s de uma amostragem aleat?ria estratificada, sendo os estratos cada uma das 4 (quatro) Regi?es Pol?tico-Administrativas da cidade do Natal, tendo ocorrido a coleta dos dados no per?odo de fevereiro a abril/2002. A metodologia empregada neste trabalho constitui na aplica??o de question?rios com escalas do tipo Likert para medir as eco-vari?veis do estudo, al?m de uma escala s?cio-demogr?fica para a caracteriza??o da amostra estudada. Para a an?lise dos resultados, foi inicialmente feito um estudo descritivo explorat?rio, seguido da utiliza??o de t?cnicas estat?sticas multivariadas, tais como, an?lise fatorial por meio da aplica??o de componentes principais, al?m da realiza??o de estudos de regress?o linear m?ltipla. Pesquisa do Estado da Bahia - FAPEB<br>The articulation of semiarid (ASA) through P1MC (Training and Social Mobilization Program for living with semiarid: One million rural cisterns), enables families who live in rural areas have access to the cistern plates, a technology that aims to collect rainwater and store it for human consumption. Along with this action, the program has the development of the training course in Water Resources Management (GRH) as a form of social mobilization. The aim of this study was to construct, with the participation of subjects involved in the construction of cistern program, a matrix of indicators for evaluating environmental education programs applied in water resources management. This research has a qualitative approach and its object of study was the P1MC, performed by unit MOC (Movement of Community Organization) located in Serrinha municipality, Bahia state. The research subjects were twenty representatives of families benefiting with the cistern, two multipliers technicians and two GRH course instructors. Data collection had two stages: the first stage consisted on the primary indicators matrix construction, based on interviewssemistructured, documentary research and observation GRH courses. The second stage consisted on matrix finalization and validation, accomplished through focus group, composed of participating subjects: two members of the Water Resources Commission of the municipality, two multipliers technicians, an instructor, a community health worker and a community representative. The constructed matrix of indicators is based on seven dimensions (social, political, educational, cultural, environmental and public health, economic, spatial organization of dialogue) and sixteen indicators with guiding questions, descriptors and means of verification. It is expected that the use of indicators matrix for evaluating environmental education programs can contribute as an instrument that introduces functionality and can be easily applied in the evaluation and monitoring of Environmental Education courses in the construction of cisterns programs.<br>A articula??o do Semi?rido (ASA), atrav?s do P1MC (Programa de Forma??o e Mobiliza??o Social para conviv?ncia com o Semi?rido: Um milh?o de cisternas rurais), possibilita que fam?lias que moram em ?reas rurais tenham acesso ? cisterna de placas, uma tecnologia que visa recolher a ?gua da chuva e armazen?-la para consumo humano. Because water is a scarce element, the most rational way pointed out by our recent history has been to move towards an increasing emphasis on the need for a truly rational, integrated, sustainable and participatory water resources management, supported by legislation and by a network of institutions that could materialize it. In this sense, despite all the advances in the formulation of public policies in water resources, which ones have indeed lead to significant changes that have occurred or are underway in semiarid regions such as Serid?? What factors may be preventing the realization of the desires rationality embedded in the framers of water policies intents? How to properly manage water resources if the current actors who promote their management and the political, human, cultural and institutional processes that intervene in this management, show strong traces of unsustainability? The research methodology adopted in this paper led to a breakdown of the traditional approach to water resource management, to integrate it into other areas of knowledge, especially to political science and public administration, catalyzed by the concept of "sustainable development". From a broad, interdisciplinary literature review, an exhaustive characterization of the river basin Serid?, a set of interviews with key people in the public administration acting in the region, a series of diagnoses and a set of propositions were made in order to correct the direction of current public policies for the region. From the point of view of public policies, it is in the deployment phase, not in its formulation, which lies a major problem of the lack of significant progress in water management. The lack of coordination between government programs are well characterized, as well as the lack of efficiency and effectiveness of their actions. The causes of this secular model are also discussed, including political factors and social relations of production, which led to a stalemate difficult, but of possible solution. It can be perceived there is a scenario of progressive deterioration of natural resources of the fragile ecosystem and a network of environmental and social consequences difficult to reverse, the result of a persistent and inertial sociopolitical culture, whose main factors reinforce itself. The work leads towards a characterization of the water resources management also from the perspective of environmental, institutional, political and human sustainability , the latter being identified, particularly as investment in the development of people as autonomous beings - not based in ideological directives of any kind - in the emancipation of the traditional figure of the poor man of the hinterland" to the "catalyst for change" responsible for their own decisions or omissions, based upon an education for free-thinking that brings each one as co-responsible epicenter of (self-) sustainable changes in their midst<br>A realidade da gest?o dos recursos h?dricos em regi?es semi?ridas, como ? o caso da regi?o do Serid?, tem sido moldada por uma cadeia complexa envolvendo aspectos socioculturais, pol?ticos, econ?micos e ambientais, abrangendo diferentes esferas de atua??o do local ao federativo. Sendo a ?gua um elemento escasso, o caminho mais racional apontado pela nossa hist?ria recente tem sido o de caminhar no sentido de uma ?nfase cada vez maior na necessidade de uma gest?o verdadeiramente racional, integrada, sustent?vel e participativa dos recursos h?dricos, sustentada por uma legisla??o e por uma rede de institui??es que dessem materialidade a essa gest?o. Nesse sentido, apesar de todos os avan?os na parte de formula??o das pol?ticas p?blicas em recursos h?dricos, quais t?m sido, de fato, as mudan?as significativas que j? ocorreram ou est?o em marcha em regi?es semi?ridas como o Serid?? Quais fatores podem estar impedindo a realiza??o da desejada racionalidade embutida na inten??o dos formuladores das pol?ticas h?dricas? Como gerir adequadamente recursos h?dricos, sendo que os atuais atores que promovem a sua gest?o, os processos pol?ticos, humanos, culturais e institucionais que nesta gest?o interv?m, apresentam fortes tra?os de insustentabilidade? A metodologia de investiga??o adotada nesta disserta??o levou a uma ruptura da tradicional abordagem da gest?o de recursos h?dricos, para integr?-la a outras ?reas do conhecimento, notadamente ?s ci?ncias pol?ticas e ? administra??o p?blica, tendo como elemento agregador o conceito de desenvolvimento sustent?vel . A partir de uma ampla e interdisciplinar an?lise bibliogr?fica, de uma caracteriza??o exaustiva da bacia do rio Serid? e de um conjunto de entrevistas com pessoas-chave da administra??o p?blica atuantes na regi?o, chegou-se a uma s?rie de diagn?sticos e um conjunto de proposi??es para a corre??o de rumos das atuais pol?ticas p?blicas para a regi?o. Sob o ponto de vista das pol?ticas p?blicas, ? na fase de implanta??o, e n?o na de sua formula??o, que reside um dos principais problemas da falta de avan?o consider?vel na gest?o h?drica. A falta de articula??o entre programas governamentais est?o bem caracterizadas, bem como a falta de efici?ncia, efetividade e efic?cia de suas a??es. As causas desse modelo secular s?o tamb?m discutidas, abrangendo fatores pol?ticos e as rela??es sociais e de produ??o, que levaram a um impasse de dif?cil, mas poss?vel solu??o. Como pano de fundo, observa-se um cen?rio de progressiva deteriora??o dos recursos naturais do fr?gil ecossistema e uma rede de consequ?ncias ambientais e sociais dif?ceis de serem revertidas, fruto de uma cultura sociopol?tica persistente e inercial, cujos fatores principais refor?am a si mesma. Global warming, water crisis, desertification and frequent hurricanes are only a few examples of this ongoing aggression. As the environmental situation worsens the importance to create sustainable development models has become more and more necessary in order to leave a habitable world to future generations and to recover the harm done. Brazil has been severely punished by water shortages, not only in the Northeast, but also in large metropolitan areas in the South West and in the Mid - West. One newly developed economic tool in the sustainability context are Payments for Environmental Services (PES) in the sense of provider ??? paymaster, that is, the shortage of ecosystem services has led to its trade in order to correct management mistakes and to preserve ecosystems that are still intact. This study aims at analyzing the social economic benefits for the participants of the water resource and environmental project ???Water Producer??? in the Pipiripau watershed in DF/GO. The research will analyze the point of view of the project participants and to verify if the social economic benefits are appropriate for the feasibility of this kind of PSA scheme.<br>O crescimento econ??mico acelerado no ??ltimo s??culo impactou fortemente a capacidade da natureza de gerar servi??os ambientais necess??rios para a vida humana na Terra. O aquecimento global, a crise h??drica, a desertifica????o e frequentes tempestades s??o apenas alguns exemplos desta agress??o cont??nua. Na medida em que a situa????o se agrava a import??ncia de criar modelos de desenvolvimento sustent??vel se faz cada vez mais necess??ria para deixar um mundo habit??vel para futuras gera????es. O Brasil tem sido fortemente castigado pela baixa disponibilidade de recursos h??dricos, n??o apenas no Nordeste, mas tamb??m em grandes centros no Sudeste e no Centro Oeste. The concept behind the provider-receiver principle has evolved with the so-called Payment for Environmental Services Program ? PSA, promoting forest conservation and restoration actions and improving the economic and social conditions of the populations in the rural properties participating in the program. The objective of this study was to assess how the actual populations evaluate the environmental, economic and social efficacy of an ongoing program called ?Produtores de ?gua e Florestas ? PAF? (Water and Forest Producers) taking place in the town of Rio Claro, in Rio de Janeiro State. The project is 8 years old and follows the guidelines established by the National Water Resources Policy in the pursuit of environmental benefits such as improving water production and water quality in the Guandu Watershed by way of initiatives aimed at forest conservation and restoration. For this purposes of this study, we utilized social participation techniques such as non-structured interviews and participative research, resulting in the collective agreements generated by the survey. The study evidenced that the project has technical weaknesses such as lack of monitoring for field activities and lack of inspection for fighting illegal hunting and forest fires. The economic weaknesses were the premiums paid to rural producers who make their land available for the execution of the project. This last weakness could be eliminated if the project could use the funds generated by the Green ICM tax. The study also revealed opportunities that could be tapped with the perception of other weaknesses found such as the lack of a local market for the production of seedlings of species that are native to the Atlantic Forest. There is a desire on the part of rural producers to supply the local market with seedlings, thus meeting the demand of the PAF. One noteworthy aspect was the absence in the UGP (Project Management Unit) of the most important actors at the decision making core of the project: the rural producers themselves. The studies reveal a generalized belief that the PSA project has been fulfilling its primary objective, i.e., the conservation and restoration of forests, assisted by its major ally: an increasing environmental awareness on the part of the participating farmers.<br>Pol?ticas p?blicas ambientais t?m sido implantadas no Brasil buscando melhorar e ampliar os servi?os ambientais produzidos pela floresta. O princ?pio provedor- recebedor evoluiu seu conceito atrav?s dos Programas de Pagamento por Servi?os Ambientais - PSA que beneficiam a??es de conserva??o e restaura??o florestal e modificam aspectos econ?micos e sociais de popula??es que vivem em propriedades rurais onde o programa ? executado. O objetivo deste trabalho foi avaliar a vis?o dessa popula??o sobre a efici?ncia ambiental, econ?mica e social do programa "Produtores de ?gua e Florestas" (PAF) em andamento no munic?pio de Rio Claro - RJ. O projeto h? 08 anos vem se submetendo ?s regras estabelecidas pela Pol?tica Nacional de Recursos H?dricos em busca de benef?cios ambientais como: melhorar a produ??o e a qualidade de ?gua da Bacia Hidrogr?fica do Guandu por meio de medidas de conserva??o e restaura??o florestal. Para a realiza??o desse estudo foram escolhidas t?cnicas de participa??o social como a entrevista n?o estruturada e a pesquisa participante, t?cnicas estas respons?veis pelos acordos coletivos gerados na pesquisa. A pesquisa mostrou que o projeto possui fragilidades t?cnicas como a falta de monitoramento das atividades de campo e fiscaliza??o para combate a ca?a e a inc?ndios florestais. Possui como fragilidade econ?mica os valores pagos aos produtores rurais que disponibilizam suas terras para as a??es do projeto. Tal fragilidade poderia ser neutralizada pelos potenciais recursos advindos da arrecada??o do ICMs verde . Al?m disso, apresentou oportunidades que podem ser concretizadas a partir da percep??o de outras fragilidades encontradas como a falta de um mercado local de produ??o de mudas de esp?cies nativas da Mata Atl?ntica. H? um desejo dos produtores rurais em abastecer com mudas o mercado local, suprindo assim as demandas do PAF. Notou-se a n?o inser??o por parte da UGP do principal ator do projeto no centro das decis?es: o produtor rural. Pelos estudos, acredita-se que o projeto PSA vem cumprindo seu objetivo principal: a conserva??o e restaura??o das florestas, tendo como maior aliada, a conscientiza??o ambiental dos produtores rurais participantes.
