Full textThis thesis is devoted to the study of technical efficiencies of production. The analysis is based on a sample of Côte d'Ivoire firms observed in the mid-nineties. Particular attention is given to the effect of the business environment on productive efficiency, permitting the study of obstacles to the functioning of firms and the evaluation of their technical performance net of business environment effects. Following a survey of the existing literature on estimation models and techniques for estimating production frontiers, we propose two econometric applications. The first is based on parametric stochastic techniques, the second on nonparametric deterministic ones. The fianl part of the thesis proposes a study of production costs of the same firms. After a competitive model analysis, two rent sharing hypotheses are tested : between unions and firms, and between owner and manager

Full textWith a population of nearly four million inhabitants, the district of Abidjan is subject to various changes : economic, social, cultural, environmental and health, and rapid urbanization. This urbanization caused by the population explosion has resulted in the development of informal settlements and the deterioration of the urban environment. Thus are generated 1,168,000 tons of waste per year, or 0. 8 kg / habitant / day. These wastes are discharged into the single discharge Akouedo, opened in 1965, would not meet any standard. The District of Abidjan is facing serious difficulties in managing household waste by the specificity of the urban dynamic. Thus we are faced with a multitude of actors who invested the field. Our research attempts to identify the different actors in charge of waste management and how can they work in synergy and complementarity. Are also studied the relationship between the commune and households, as well as the practices of the population. New measures have been taken by the state but the problem remains. Information and communication can play a role in the city? How the population of Abidjan can contribute to improving the management of household waste? Our research approach aims to describe and to analyze the system of household waste management in place. It is based on a literature dealing with the management of household waste in a transdisciplinary major African cities. Given the lack of data on the issue of household waste in Côte d'Ivoire, we conducted a field study with a survey of 300 households, based on the type of habitat selected two communes : Cocody and Yopougon. The data were processed and interpreted, our results have led to thematic maps using space technology. Results indicate ignorance of the communal gathering that does not play its role. Households use precollectors, whether in the residential housing or spontaneous. The pre-collection is an alternative to the failure of communal gathering. If compensation of precollectors was well defined and formal activities, channeled and supported, they certainly provide a transformation in management style. A consortium with all actors, would permit manage the waste properly, would propose the creation of specialized companies that would provide new jobs. This overall synergy, through the construction of urban governance household waste, requiring a local approach where relationships are formed between each actor for a collective interest

Indeed, in the odzukru society in past as today's communities animated by the same ideology (fraternity, unity), emokr again allow harmonious relationships that have been short-circuited, reunites and increases life, force, unity and peace. In order to arrive at this point of arbitration of conflicts, the seniors who generally preside, develop a sufficiently strong theory of powers which bring back the rebelles in order. However, today more than yesterday, the potential power of seniors is to test the disbelief of the modernism which creates a new era: era of contestations, of critiques, of thorny conflicts between social regions of villages of ivory-coast. The arbitration of seniors facing the methods of yesterday is rejected by upcoming generations. Consequently, the efficacy of emokr is limited, on par with conflicts, processes of reconciliation, results. Now the odzukru need the emokr always. So, if emokr is still necessary for odzukru, is it not worth while to modify, to enrich and to adapt it. Briefly, rendering it more effective and credible than not ?

Full textEncouraged and promoted by the ILO, social dialogue in the Côte d’Ivoire benefits from an important institutional network and many players. It is an instrument of governance in the sense that it simultaneously mobilizes the State, workers and the employers. Its function is to promote the social peace that is so indispensable to the economic development. In the Côte d’Ivoire, social dialogue has developed very progressively in the public sector and is consolidating in the private sector. Its recourse during times of crisis has allowed taking into account the interests of the workers while ensuring that the companies’ competitiveness remains preserved. Even though its benefits are well known and regularly put forward by the players, social dialogue remains insufficiently exploited and oftentimes instrumentalised. Public authorities use it to seduce and reassure institutional partners that provide economic development in the Côte d’Ivoire. Beyond the insufficient juridical frame (lack of formal affirmation of the right to collective bargaining), the workers’ organizations, which are major social dialogue players, remain weak and dependent on politics. All these weaknesses prevent social dialogue in the Côte d’Ivoire from really making progress

Full textThe problem of solid household waste is a daily concern of household and municipal authorities. The situation is more alarming in developing countries because of the weakness of the financial resources dedicated to the removal of garbage and inappropriate strategies. Indeed, facing significant economic challenges, managers are forced to make a hierarchy in the choice of social investment and the priority is always given to the waste management. The means used so far to deal with the problems caused by the waste are financial and technical. A typical example is the city of Bouaké.Located in the centre of Ivory Coast, the town of Bouaké is the second city of the country. It is located at the intersection of the main road and rail lines and at the edge of two complementary economy areas. Location of the town of Bouaké also made her a privileged exchanges. These two factors have been important assets attracting people especially the border countries and allowing the development of the private sector. The city of Bouaké marked by rapid urbanization, went from a population of 60,000 inhabitants date independence in 1960 to 536 186 inhabitants according to the Census of 2014. In the 1970s, significant spatial changes are observed and the 1980s, the current configuration is in place. The urban task now covers 11 000 ha. The rapid increase of the population coupled with economic activities is responsible for the proliferation of household waste in the city of Bouaké. The accumulation of garbage is linked to a policy of inappropriate management, scale of urban growth poorly controlled and badly accompanied by patterns of successive urban planning and political problems known by the country. The most vulnerable populations face difficult living conditions in an increasingly degraded environment. Despite the emergency plans initiated by the Government as a result of the accumulation of the dumps in Ivorian cities, the problem of the garbage remains in Bouaké. Several areas of the city not covered by the garbage collection services. The inaccessibility of some parts of the city and the lack of synergy between the actions of the territorial actors are thus being questioned.The study of the management of household waste in the city is an approach to establish a diagnosis at different scales of this process. The problem of the urban environment of Bouaké is at the center of this research that focuses more on spatial inequality informed by the management of garbage. Our assumptions are based on a relationship between inequality: spatial and environmental problems exacerbated by a lack of urban planning policies. More specific analysis of the management of household waste is considered to highlight this link. All of this work participates in the general problem of the emergence of a sustainable city

Full textThe history of the exploitation of Ivory Coast forest is considered in accordance with it overlaping with the history of the national institutions, fr the protectorat treaties to the middle of the year 1994. The military and administrative colonial period is characterized by a double ambiguity : whyle it takes hold of the main part of the fiel ds, the administration tries to know the customs and let them alive it privileges, in the decree of june 1912, the peasants who apply its decisions on fields and forests development; a jurisprudence roughes, from the year 1932, the village community right, in spite of their missing legal entity, to defend their land rights; the decrees which apply Gaston Deferre's outline law (1956), contain a lagal shape which makes easier the space management by the populations, on the other hand, the autochthones, possibly because they belive to own a right stronger than resulting of a registration, often refuse to use it; besides, they pretend being the victims of the colonial robbery. The independance, which would be an epistemological breaking, keeps the ancient rules and rubes out every custom reference. Two reasons found this attitude : it's necessary to build one country with sixty tribes; the prerogatives, which are previously owne d by the traditional tribes chiefs, are transfered to the national level. The state fragility, houphouet-boigny's preference for negociation leades to use lands and forests as an exchange currency. Besides, the race to the fields and land-development means first deforestation. A new age seemes to raise from 1991 : an institution, at once unformal, then organized by departemental orders and an approval of the board of ministers, gives the population back some posibilities of managing this part of their forested ground included in the state standing property

Indeed the ivory coast depends on international institutions that rule most other countries in the world ; so it has joined without any restriction the different international federations as well as the international olympic comity, and this through its national federations and its national olympic comity. However, we may fear that the somewhat austere guidance from sport authorities over physical and sport activities, as well on a national level as on a local one, might create an important obstacle to a genuine sport blooming. Besides the crucial lack of means can only heavily hinder in every effort towards such a sport expansion. So we intend to develop all these reflections using sociojuridical and strategic approaches, then possibly to suggest some proposals. Its abusive exploitation makes it vulnerable, and exposes it to hazards reducing the hability of coastal ecosystems to preserve and maintain themselves. For the management of its coastline, Côte d'Ivoire has ratified almost all the Conventions and International agreements advocating the integrated management of this area. This objective is not easy to achieve because of this initial management sectorized but also because the fragmentation of skills and the lack of connection between the various issues related to conservation and protection of ecosystems benefits, cultural and economics of coastal areas. The search for coordination and coherence at the institutional, politicaln economic and legal levels is essential. Actions have been led, the adoption in 2014 of the law on the coast and the adoption of the new maritime code. Full textIn Abidjan, the supply of urban transport, dominated by small -scale units alongside modes of mass transit public company remains insufficient for a growing urban population. The urban transport system is characterized by low adapted and degraded infrastructure with a high level of air pollution. Analysis of transactional relationships among stakeholders highlights conflicts of jurisdiction in the governance of urban mobility. These conflicts, which constitute sources of blockage in the official regulation, lead to uncoordinated actions and give rise to the spontaneous creation of a parallel regulation (by the transport unions) in urban stations. Despite these constraints and limitations, this mobility can be part of a logic of sustainability and meet a social need for movement of people especially as it has development potential that only the willingness of all stakeholders can emerge

Full textAccording to an established assessment by the General Secretary of the UN in 1998, Africa is the most affected continent by conflicts. International organisations as well as States play a great part in alleviating conflict situations, either by the peaceful way or the recourse to the armed force. The former Ivorian president has made dialogue his priority, as far as, both internal and international conflicts ‘resolutions are concerned. Several mediations were led by Ivorian authorities at the time of crises with which some African countries were confronted. Côte d’Ivoire set out to find, through dialogue, solutions. But it also took part in peacekeeping operations. The Ivorian crisis outbreak reversed the roles. Côte d’Ivoire has been object of mediations. Some international armed forces have been deployed as part of peacekeeping mission. The dialogue used at the time of other African conflicts took time over finding an effective application. At all events, it is through dialogue that the Ivorian political actors were able to find solutions to the problems of Côte d’Ivoire

Full textIvorian rural areas, particularly those in the centre and the west - like the Bété land, where I conducted my field works - have a notable feature: they host more migrants than they provide, and these migrants are mostly young people. Since the late 1970s, the country has been marked by a strong migratory process known as "return to the land", which is often only a return to the village. Today, it concerns young indigenous peoples of the forest zone, who come to settle in their paternal villages with the hope of a better life for some, or as a solution of second-best for others. This migratory process is generally interpreted as a consequence of urban precariousness and as one of the causes of the aggravation of the socio-land crisis in the country This PhD thesis offers a different perspective on this phenomenon by apprehending it under the way of the economic and political dynamics provoked by these young people. They carrying an ideology of "modernity", as they seek to emancipate themselves from their elders and to create new forms of solidarity. These ambitions are accompanied by two concomitant processes whose analysis constitutes the heart of this work: the empowerment of youth as a political category on the one hand and the individualisation of certain young people within this category on the other hand. This PhD thesis thus sheds light on two processes rarely analysed in the villages, while they are well documented in urban area. It thus provides insights into the contemporary changes in rural areas in Côte d'Ivoire

That is why our work is about waste crisis. This problem affects all our civilizations and its results are irreversible for our natural system. Furthermore, it needs immediate and sustainable responses because it is linked with the future of our planet. All countries are concerned about this problematic. However, it shows different faces even in the same geographical area. This crisis is anthropogenic and natural. It involves all national and international stakeholders. Literature reviews reveal a lack of data in Africa and the failure of projects not unsuited to local contexts. We develop several theories: circular economics, negative and positive externalities and the theory of social and supporting economy. Our work is about the importance of informal sectors in Africa, the coordination of actors in the field and the development of green jobs. This positive way is possible with innovative communication strategies and the involvement of population in local projects

After a century of expansion, this crop and its producers are facing with a new environmental situation, here called « post-forest conditions ». Firstly, forest cover has almost completely disappeared ; secondly, monocultures are showing their limits (pests attacks, productive lifelenght shortened) ; and finally recent climatic evolutions are less suitable to this crop (Bigot et al., 2005). The conjunction of these different elements has led to a « structural blockage » (Leonard and Oswald, 1996). In cocoa history, when such situation occurs another country or region would take over the area in crisis for cocoa production (Ruf, 1995). This PhD studies adaptation strategies, especially agroforestry ones, of cocoa farmers and depicts a possible bifurcation from the universal boom and busts model. It is based on botanic inventories, farmers interviews, multichronic land use maps (1956-2017) and two monographies. Farmers agroforestry practices are analysed at environmental and socio-political data crossroads on four sites representative of different stages of cocoa history (from East to West : Akoupé, Divo, Guéyo and Méagui). Main results are the following : 1.Studied cocoa plantations are very diverse from systems close to monocropping to dense and multi-stratified agroforests. In the sample studied, 22 % of the 137 studied plots have agroforestry caracteristics. 2.The assessed environmental contributions (biodiversity, aboveground carbon stocks, timber, food use, medicinal use and agronomic contributions to cocoa trees) differ from forest ones. However, farmers management of trees origins (remnant, recruited or planted) shapes agroforests capacity to provide these contributions. 3.Since a decade, there is a trend of densification and diversification of associated trees in cocoa plots. Through the comparison between speeches and practices one can consider that 67% of farmers have an attitude favorable to associated trees. 4.Farmers « post-forest » strategies are diverse, from abandoning cocoa to chemical inputs use or ecological intensification, they include several agroforestry systems and are witnesses of a general will to maintain cocoa production activities in post-forest conditions. 5.Adopting agroforestry strategies appears as an answer to land scarcity situation at household and village scale. 6.Finally, these evolutions of cocoa growing open the needs for new ressources. Governance conflicts about these ressources appropriation at local, regional and national scale are the main obstacle to agroforestry adoption and success. Full textThe African city is marked by a dualism of urban model. Alongside the modern city, administered equipped "legal" grow "illegal" areas, no equipment or basic urban services. Côte d'Ivoire is no exception to this. After independence, she undertook the largest operation of voluntary geography to reduce spatial injustices and inequalities between regions of southern forest; "Operation San Pedro." Objective: To develop a region until completely enclosed and outside the "Ivorian economic miracle", the South-west of the country with as an anchor, creating a deep water port and a new city . Despite a largely collaborative project planning, San Pedro now houses one of the largest shantytowns of West Africa, thereby promoting fragmentation increasingly accentuated the city. We observe today in the city, less than 10% of real estate occupations having made the subject of a land registration and real property of an indefeasible right. This low percentage shows the failure of the system of land registration, the only legal way of land and property security. This raises the fundamental question of alternative ways to land and property security. Where necessary the development of addressing systems, the lack of general survey, used to locate plots from public space to improve the knowledge of the real estate that is to say, ensure public identification of property and existing rights and facilitating their security and their subsequent legal recognition. To this end, many African countries have launched in recent years, addressing operations to serve as an alternative to fiscal cadastre and slow and difficult projects "land regularization" promoting simplified forms and mostly literal identification plots.Therefore this thesis aims to establish in San Pedro, the interest of the use of an addressing system in the policies of land and property security. It seeks to understand the relationship between the address and the "right to the city", that is to say, the right of access to urban resources including homeownership and housing security. Full textThe resolution of the Ivorian crisis requires the holding of an inclusive presidential election. On the basis of the Pretoria Agreement and in accordance with Security Council Resolution 1765 (2005) establishing the certification mandate, the United Nations throughout the Special Representative of the Secretary-General were involved in the electoral process.The certification of the Ivorian electoral process constitutes an unprecedented electoral activity at the heart of national sovereignty. Indeed, the management of the electoral process by national bodies and an international body built on a hybrid legal framework, including national law and international law, to safe-guard the results of the presidential election. The acceptance of the certification’s mechanism by the national authorities in this stately process modifies substantially the traditional hierarchy of the norms which assigns to the Constitution and the Constitutional Council a privileged place in the internal and external reports.Thus, the implementation of the Special Representative’s mandate deprives all binding force from the Constitutional Council’s decision, which is supposed to have the authority of res judicata. The United Nations certification’ statement grants international legitimacy and credibility to the candidate proclaimed by the Independent Electoral Commission to the detriment of the candidate proclaimed victor by the Constitutional Council. This situation urges the Ivorian Constitutional Council to recant, and recognizes the superiority of certification on its decision

Full textInternational development assistance projects are extremely various. They have multiple objectives, take various forms and take place in contrasted contexts. This diversity causes a normative methodological discourse. Indeed, concerning the project’s performance evaluation, a single and unchangeable management tools is designed from the start to the end of project.This management tools is supposed to collect and process a large number of indicators also designed at the beginning, according to the project « logical framework ». Tools conceives far away from the project and accountable to the donors. In reality, it can be seen that even projects with substantial resources struggle to master the process of evaluating performance. Few practitioners are successful in leading an evaluation of performance. Even few are the projects whose committee leaders use, for making decision, data from such evaluation. However, performance evaluation are systematically carried out within each international development aid project. This research proposes to explain the reasons of such paradox

Beyond the expansion of product risks, it's States incapacity, evidenced by the lack or the inadequacy of legal means of prevention that matters. It is also the economic activity that is in question. And if the need for product safety must be filled, whether to preserve life and health against the dangers of products, common sense is required: Prevention is better than effective cure, reparation or sanction. Therefore, it is little more than prevention at the request, but imposing a process, particularly through the requirements of the UN, WHO, of the SPS and TBT WTO and especially to UEMOA whose subtlety reflects the extent of the responsibilities of the Ivorian government and economic forces. The formers are responsible for internal public order and should reform the incomplete legal and institutional framework of an integrated risk control of products. Full textThe increase in amount of household wastes in Abidjan is an enormous strain on the environment and on the health of local populations.Support from international institutions such as the World Bank and the presence of many actors (State, international institutions and local actors) have not prevented the persistence of the waste management problem in Abidjan. In this thesis, we analyse the conditions and implications of households for improved waste collection service in Abidjan. For this, we conducted a contingent valuation survey (willingness to pay). By using a discrete choice (probit) model, we were able to highlight the link between household characteristics and their willingness to participate in improved waste management. We have demonstrated a link between access to waste collection services and improved latrines. This result is in line with the SDGs, which advocate integrated sanitation management.At first, the determinants of the demand turned out for an informal service were identified. The wealth index, the gender, the duration of storage of the garbage, the fact that the household considers the diseases as being the major problem bound to waste, are the factors which explain the recourse to a service of pre-collection of their garbage. Besides, this recourse generates, according to the results of the modelling, quantifiable socioeconomic profits in terms of socioeconomic and human development in the first hand and on the other hand, in terms of solutions of financing of the sector by the implementation of an incentive tax. Finally, by using the hedonic price method, which applied to our survey data, we identified a positive relationship between the basic attachments of a dwelling such as access to water, electricity and latrines and the price of rents. On the other hand, the low quality of the current garbage collection service would explain its no-influence on the rental price of housing

Full textThe purpose of this thesis is to analyse public debt sustainability according to the level of national economic development. After reviewing the economic literature on public debt sustainability indicators, we applied specific empirical methods to compare developed countries and analyse a heavily indebted poor country (HIPC). We first estimated, among G7 governements, an error-correction-type policy reaction function based on an iterative bayesian estimation that compares the different dynamics of public debt evolution. This analysis reveals that on one hand G7 governments did not focus on debt sustainability during the time frame (1978-2007) ; on the other hand, we noticed a particular attention to debt sustainability in Eurozone countries (Germany, France, Italy) as compared to other countries in the sample. Next, we analyzed the debt sustainability of Côte d’Ivoire, a sub-Saharan Heavily Indebted Poor Country using statistical methods developed by the IMF and the World Bank. The results showed that the country has a moderate risk to indebtment ; therefore budget stabilization and diversification of its exports will be critical for its long-term debt sustainability. Beyond these objectives, the evaluation of the public debt management process, based on an international method (DeMPA), also highlights that designing a real national debt policy could fulfill the shortcomings of current policies. Overall, the conclusions of our thesis suggest additional researches and reflections on the theoretical analysis of public debt and on the architecture of the international public debt management frameworks

During this time, the country was divided into the Southern and Northern zones. The former, a coastal area, is referred to as the "Governmental Zone". The Northern is the area that was captured in September 2002, by a few thousand army mutineers. Between the two North and South divide lies the buffer zone called the Zone de confiance, which served as a military buffer zone between the North and the South. How did the division occur?
