Abstract The article analyzes the requirements for employee resourcing of human recourses management in the countries of Western, Central and Eastern Europe and the USA. It is found that the set of documents which create the regulatory, methodological and legal support for the functioning of human resources management as a system is incorporated into the regulatory framework of human resources management. In turn, the regulatory and methodological support of the human resources management system is a set of organizational, organizational and methodological, organizational and managerial, technical, regulatory and technical, technical and economic and economic documents, as well as reference documents, which establish norms, rules, requirements, characteristics, methods and other data used in organizing workplace and human resources management and are approved in due course by the competent authority or the leadership of the company. The employee resourcing of the human resources management system is viewed as the necessary quantitative and qualitative composition of human resources employees in the company. It is specified that considerable attention should be paid to the legal support of the human resources management system, that is, the use of means and forms of legal influence on the bodies and objects of human resources management to achieve the effective functioning of the company. It is clarified that the models of social partnership in different countries differ in the organizational mechanism, norms and rules on the regulation of social and employment relations, the level of the procedure centralization and the participation of the state in social dialogue. It is concluded that the main objectives of the legal support for the human resources management system include the legal regulation of business relations which are formed between employers and employees, the protection of the rights and legitimate interests of employees arising from employment relations.

Abstract:
The journey of economic growth and development is on an unsustainable trajectory, marked by conditions that endanger natural assets and environmental services, both of which form the basis of long-term economic growth and human well-being. Indonesia is the 6th largest emitter in the world, while East Kalimantan itself is the 6th largest emitter nationally. The fundamental question that often arises in the author's mind is "can economic prosperity be obtained by marginalizing natural factors which are then deemed insignificant? In response to this, a concept known as green growth emerged. To discuss this, the author uses qualitative methods. This method provides a form of data collection and analysis that focuses on emphasizing and understanding meaning. The data collected comes from official documents and other supporting documents. The author makes interpretations of what is seen, heard and understood. The results showed that in order to achieve Green economic growth in East Kalimantan, political, economic and social aspects must be considered.Political aspects are the most important thing because policies play a key role in realizing green growth, policy makers can build green growth strategies, with the help of their commitments. However, the political, social and economic aspects are interrelated and mutually supportive.

Abstract:
Individual or collective coping with stereotypes - as actors or victims - belongs to human history, and shows different expressions, such as “Black and White” in Africa and America, “Jews”, “Sinti and Roma”, and “East and West” in Europe; also prejudices concerning generation, sex/gender, and professions belong to this context. This essay emphasizes, in an exemplary way, on a particular aspect of stereotyping: For Germans, 1945 was (also) the year of flight and expulsion from the East to the West as a kind of master-narrative; filled with stereotypes and myths, this narrative formed their collective memory and identity. Many expellees chose narrations as their strategy to cope with their traumatic experiences. Authors, such as Otfried Preussler, transferred their personal narration into literary forms. There also can be found official documents, such as decrees, which encoded the experiences into neutral information, but, nevertheless, remain traces of human tragedies. Also, modern interpretations of these events show emotional fillings and balance between close and distant style. The following short evaluation of published documents explains, how people cope with traumatic situations and experiences during a particular historical situation by using stereotypes; by evaluating different kinds of social influence on these stereotypes, the research demonstrates the complexity of stereotypes and the need of con¬textualization. Key words: contextualization, ego-documents, German expulsion, literature, memory-culture, social influence, stereotypes.

Abstract:
This paper argues that while social policy as an explicit aspect of policy discourse has relatively recent origins within the international development agenda, concerns with “the social” have featured from its very early days seeking to challenge the conflation between growth and development. The paper focuses on key international conferences and policy documents to analyse contestations over the meanings of “the social” within development policy discourse and their efforts to rethink its boundaries with “the economic”. It suggests that these contestations have helped to spell out the basic outlines of an alternative policy agenda in which concerns with “the social” have come to define both the means and ends of development.

Abstract:
The article deals with conceptual approaches to the issue of cooperation of state authorities with international organizations; it is noted that Ukraine takes an active position on the international arena and directs its efforts to active cooperation with international organizations. The cooperation of authorities with foreign partners is portrayed as an ongoing process of communication, dialogue, comparison and mutual adaptation of unmatched and even conflicting interests and values. The authors emphasize attention to the fact that international intergovernmental and non-governmental organizations are increasingly attracting representatives of government bodies and the public from different regions of Ukraine to implement joint projects. International organizations influence the state policy during projects’ implementation. Special attention is paid to the fact that the issue of cooperation between the Ukrainian authorities and international organizations is paid special attention and a separate group of legislative and regulatory documents is devoted, in particular: the Constitution of Ukraine, the Laws of Ukraine “On the Principles of Internal and Foreign Policy”, “On International Treaties of Ukraine”, “On Transfrontier Co-operation”, “On the Principles of State Regional Policy” and others. A number of international legal acts, in particular: the European Charter of Local Self-Government, as well as certain documents of the European Union, regulating the procedure of cooperation between the EU and its neighbors, are also relevant in this direction. That is, Ukraine has a thorough regulatory framework for international cooperation. It has been proved that the intensification of the international dialogue caused a lot of questions regarding the process of management and coordination of authorities of international cooperation. Among the factors that determine the establishment of external relations at the regional level are complex internal processes of democratic transformation that influence the directions and subjects of the construction of international relations. The approaches proposed in this article to the issue of cooperation between the authorities and international organizations are based on the analysis of the accumulated international experience, namely the resolution of systemic conflicts in the sphere of regulation of international cooperation of the regions.

Abstract:
The article deals with possibilities of government involvement in the concept of corporate social responsibility (CSR). Some member states, such as the United Kingdom, Germany and the Netherlands, have already prepared strategic documents in the field of CSR. In the Czech Republic we are just at the beginning of the formulation of national documents and the increased state involvement in CSR concept. A positive aspect is the launch of the preparatory activities for the formulation of the National CSR Strategy and National Action Plan for CSR by the Ministry of Industry and Trade as the CSR coordinator in the Czech Republic. The government of the Czech Republic should focus their attention on the preparation of strategic documents in the CSR area and on a possible extend of the basic ideas of social responsibility among managers of small and medium-sized companies. In this way these companies will be fully engaged in this concept (especially by creating contact points, e-learning supports and the possibility of consultations with employees of the Ministry of Industry and the Ministry of Trade as CSR coordinator). In this respect, it is possible to use the examples of a good practice from selected EU member states whose governments are addressing to an issue of an involvement of small and medium-sized companies in the CSR concept (e.g. Great Britain, Germany and the Netherlands). It is also possible to use the results of surveys conducted among small and medium-sized enterprises in the Czech Republic in the years 2007–2013.

Abstract:

Abstract:
The aim of the paper is to identify deviant patterns of behavior between wife and husband in Latgalian household folk-tales by rising those characteristic and action strategies, which in accordance with the public assessment are recognized as non-compliant for traditional gender roles. The empirical source of the research is Latgalian household folk-tails, which thematically cover a variety of relationship models peculiar for a family (husband and wife). For the analysis of a deviant feature developed in a story the author applied theory of social action established by the sociologist Talcott Parsons. In the context of a fairy-tale, the actors (a husband and a wife) should not be regarded as individuals in a sense of a separate person, but instead as representatives of the given gender. Therefore, the nature of their actions is not individual as well, but instead more culturally-historically determined, which in accordance with the folk theory proposed by Richard Dorson is “real situation and local environment”. Deviant behavior scenarios in fairy-tales allow to evaluate developmental tendencies of a family as an institute for a period starting with 20th century, when folk-tales chosen for the empirical source were written, up to nowadays, when in the form of strategic documents are raised such problems of family institutes as significant decline in the amount of registered marriages and increase of divorced marriages.

Recently, the web has been crowded with growing volumes of various texts on every aspect of human life. It is difficult to rapidly access, analyze, and compose important decisions using efficient methods for raw textual data in the form of social media, blogs, feedback, reviews, etc., which receive textual inputs directly. It proposes an efficient method for summarization of various reviews of tourists on a specific tourist spot towards analyzing their sentiments towards the place. A classification technique automatically arranges documents into predefined categories and a summarization algorithm produces the exact condensed input such that output is most significant concepts of source documents. Finally, sentiment analysis is done in summarized opinion using NLP and text analysis techniques to show overall sentiment about the spot. Therefore, interested tourists can plan to visit the place do not go through all the reviews, rather they go through summarized documents with the overall sentiment about target place.

Judging statistical claims in social contexts is fundamental to statistical literacy. This article uses a particularly contentious newspaper report that makes a cause-and-effect claim as the basis for discussing this important aspect of statistical understanding. The issue's relevance across the school curriculum is shown by extracts from curriculum documents. Teachers need to structure experiences to build ability to question claims made without proper justification. This article suggests a hierarchy to help teachers plan for and assess student learning in this area, and it closes with a plea for teachers to cooperate across subjects to achieve results.

Abstract:
Purpose The purpose of this paper is twofold: first, to make a contribution to the theoretical understanding of documents and documentary agency in society through examples from a defined institutional and professional setting; and second, to create an understanding for the role of ethical codes in the process of defining and developing modern librarianship. Design/methodology/approach This study analyses the role of documentation carrying content of professional ethics in the formulation of modern librarianship. This is done through a series of example documents of various kinds, such as founding charters, peer handbooks and ethical codes systematically analysed through the use of document theory and theory on institutional change. Findings The findings of this study suggest that documents pronouncing ethical self-regulation within librarianship play a primarily legitimising role in situations where new types of libraries emerge or when libraries adapt to social change. The study proposes legitimacy as a key aspect of documentality, thus supplementing the established understanding of the concept. Originality/value This study is the first to analyse the role of ethical codes in libraries using document theory. It brings new knowledge to the role of ethical self-regulation in librarianship over time and in different institutional contexts. In suggesting a developed definition of documentality, it contributes to the theoretical understanding of the role of documents and documentation in institutions and in society at large.

Studying on the politics of Islamic education in Indonesia cannot be separated from historical aspects. This study discusses why and how the history of Islamic education cannot be separated from the birth, growth and development of Islamic education in a country. In the Indonesian context, the political history of Islamic education cannot be separated from the dynamics of Islamic education and power from time to time, starting from the pre-independence period to the present. This article uses qualitative research methods that emphasize the study of documents or texts. That is, the study of the text in this study focuses more on the analysis or interpretation of written material based on the context. The results of this study indicate that the relationship between history and politics of Islamic education in Indonesia is very close and strong relationship. Azyumardi Azra sees the historical aspect as very dominant in constructing the political reality of Islamic education in Indonesia from time to time. In this context, Michel Foucault gives attention to the genealogical aspects in history which focus on the origin and form of the history of knowledge which in certain contexts cannot be separated from power.

For several hundred years, Lublin has developed as a multiethnic city. As a result of World War II and the destruction of the local Jewish community, its urban structure and its cultural landscape were significantly altered. The image of pre-war Lublin emerging from archival documents, pictures, newspaper articles, and individual memories is multilayered. Studies of the oral testimonies of local inhabitants reveal the deeply sensory and cultural components of spatial experiences characteristic of the cultural landscape of pre-war Lublin. This aspect will be presented as a reference point to conduct analyses concerning cultural and social aspects of the perception of Lublin’s urban landscape.

Abstract:

Abstract:
During the 1980s, El Salvador was engaged in a brutal civil war; massacres, torture, and rape pervaded the countryside. This social and economic upheaval created approximately 1.5 million refugees and internally displaced persons throughout Central and North America. Gender is a critical yet understudied aspect of this mass displacement. I analyze humanitarian publications and government documents to examine the discursive gendering of Salvadoran refugees on the international stage. I argue that U.S. activists portrayed Salvadorans as feminized civilian victims in need of rescue by the paternalistic United States to change public opinion of the Salvadoran Civil War and its refugees. These gendered and infantilized constructions belie the reality that the vast majority of Salvadoran refugees to the United States were men of military age. I examine the Salvadoran refugee from a new perspective that foregrounds gender as a category of analysis.

Abstract:
This article documents the definition and context of serial murder. The main theoretical framework adopted is object relations theories which have been particularly renowned for drawing close attention to the process and development of the early dyadic mother-infant relationship as a primary departure point for understanding both healthy and pathological psychic development. These theories have been especially comprehensive in depicting the inner world of the infant as magical and terrifying, fractured and kaleidoscopic. Within the context of narcissistic dynamics, one aspect of human behavior may be described as nonpathological and the basis for healthy ambitions and ideals, while another may be identified as pathological and destructive so that individuals behave in grandiose and murderous ways. Some of these individuals are sadistic serial killers who enjoy the sexual thrill of murdering and who are both pathological and destructive narcissists. This study examines the psychological roots of the behavior of sexually motivated male serial killers, and why they do what they do. The context of serial murder is presented, with a refined definition of sexually motivated serial murder. The development of narcissism is described as this forms the basis for understanding such behavior.

When compared to other districts in Bali Province, Klungkung has the lowest performance accountability score. The current study aims to evaluate the technical and psychological aspects of performance indicators development process of the local government. The technical aspect evaluation was done by implementing logic model analysis procedures and adopting a four-quadrant analysis approach. The psychological aspect analysis was conducted by examining the motivational factors taken from the perspective of Institutional Theory for determining individual behavior in developing performance indicators in governmental organizations. The results show that there is a discrepancy in the number of performance indicators presented in the planning and performance reporting documents, as well as an absence of logical relationships among them. Psychologically, the quality of Klungkung’s performance indicators development is determined by the perception of the performance indicators matrix difficulty, the perceived usefulness of technical training, the level of top management commitment, the assertiveness enforcement of the regulations, and the existence of social pressure and pressure on professionalism. It can be implied that technical policies need to be formulated by local government organizations.

Abstract:
Social Media, Web Portals and, in general, information systems offer their own Application Programming Interfaces (APIs), used to provide large data sets concerning every aspect of day-by-day life. APIs usually provide data sets as collections of JSON documents. The heterogeneous structure of JSON documents returned by different APIs constitutes a barrier to effectively query and analyze these data sets. The adoption of NoSQL document stores, such as MongoDB, is useful for gathering these data sets, but does not solve the problem of querying the final heterogeneous repository. The aim of this paper is to provide analysts with a tool, named HammerJDB, that allows for blind querying collections of JSON documents within a NoSQL document database. The idea below is that users may know the application domain but it may be that they are not aware of the real structures of the documents stored in the database—the tool for blind querying tries to bridge the gap, by adopting a query rewriting mechanism. This paper is an evolution of a technique for blind querying Open Data portals and of its implementation within the Hammer framework, presented in some previous work. In this paper, we evolve that approach in order to query a NoSQL document database by evolving the Hammer framework into the HammerJDB framework, which is able to work on MongoDB databases. The effectiveness of the new approach is evaluated on a data set (derived from a real-life one), containing job-vacancy ads collected from European job portals.

Abstract:
Between February 2012 and March 2015, the claim that sex selection abortion was taking place in Britain and that action needed to be taken to stop it dominated debate in Britain about abortion. Situating an analysis in sociological and social psychological approaches to the construction of social problems, particularly those considering “feminised” re-framings of anti-abortion arguments, this paper presents an account of this debate. Based on analysis of media coverage, Parliamentary debate and official documents, we focus on claims about grounds (evidence) made to sustain the case that sex selection abortion is a British social problem and highlight how abortion was problematised in new ways. Perhaps most notable, we argue, was the level of largely unchallenged vilification of abortion doctors and providers, on the grounds that they are both law violators and participants in acts of discrimination and violence against women, especially those of Asian heritage. We draw attention to the role of claims made by feminists in the media and in Parliament about “gendercide” as part of this process and argue that those supportive of access to abortion need to critically assess both this aspect of the events and also consider arguments about the problems of “medical power” in the light of what took place.

ABSTRACTThe sudden shift from power to solidarity in Iran in the face of the sociopolitical upheaval in the country has yielded some interesting changes in the forms of address in Persian. In general, since the Islamic Revolution of 1979, forms of address in Persian have undergone a sociolinguistic simplification. In post-revolutionary Iran plain speech and forms of address marking solidarity have gained popularity, whereas asymmetrical forms reflecting the complex social class structure of pre-revolutionary Iran have gradually declined. This article gives a sociolinguistic account of the forms of address in present-day Iranian Persian and documents the impact of the revolution on this aspect of the Persian language. Abstract:
Key strands in developing future services in geriatric medicine in Wales have been the 2000 ‘Review of Health and Social Care in Wales’ by Sir Derek Wanless, the Welsh Assembly Government document ‘Designed for Life’ of May 2005, and the National Service Framework (NSF) For Older People in Wales (published in March 2006). The common theme in these documents is for older people's health and social care issues to be managed nearer to their home, in the community. At present, the development of Intermediate Care Services has been ‘hit and miss’ – fragmented, unevenly developed and delivered with poor integration into mainstream services. The Academy of the Royal College's Medical Aspect of Intermediate Care identifies the lack of specialist medical input as being one of the reasons for the failure of development of Intermediate Care Services. It recommended that geriatricians should be encouraged to undertake well-defined roles in community work in planning and delivery of Intermediate Care Services.

Abstract:
The article presents the essence and ways of the gender aspect of social development of future specialists in the socionomic sphere. Several legislative documents on the establishment of gender equality adopted at the state level in Ukraine are analyzed. The necessity of developing the gender aspect of specialists in the socionomic sphere is substantiated. Analyzed components: «gender» (one of the basic components of the social structure of society), «sociality» (acquired in the course of human life in society supra-individual structure of his personality), «hidden curriculum» (what is latently broadcast to students in parallel with the official curriculum). The components of the development of the gender component of human sociality (cognitive, value, emotional-personal activity-behavioural), which are formed based on the social experience of the individual, values of gender equality, subjectivity in gender construction, gender sensitivity, gender tolerance, empathy behavioural strategies. Theoretical provisions for the development of a safe and healthy educational environment are outlined. It is established that in practice the development of the gender component of the sociality of students of socionic specialities in the conditions of pedagogical higher education establishment becomes possible through the implementation of the following areas of work: organization of meetings with representatives of units concerned with prevention and prevention of discrimination; updating of programs and material of initial disciplines taking into account the leading principles of gender-sensitive approach; introduction of certain topics on gender issues into the educational process; promoting the self-education of student youth on the implementation of gender policy; creation of gender promotion centres in higher education institutions.

John, Todd-Kvam. "An Unpaid Debt to Society: How ‘Punishment Debt’ Affects Reintegration and Desistance From Crime in Norway." British Journal of Criminology 59, no. 6 (April 16, 2019): 1478–97. http://dx.doi.org/10.1093/bjc/azz024.

Abstract:
AbstractThe Scandinavian exceptionalism literature has highlighted the relatively progressive and rehabilitative nature of imprisonment in Norway, with the Norwegian Correctional Services taking the view that those convicted of crimes have paid their debt to society at the end of their sentence. However, other parts of the Norwegian state take a more stringent view, imposing and enforcing significant and persistent debts on offenders. This article, based on official documents and interviews with Norwegian desisters and probation caseworkers, analyses how living with debt poses a major challenge for reintegration and desistance. Referred to informally as ‘punishment debt’, this pervasive but less visible aspect of Norwegian penality demonstrates the need to broaden the penal exceptionalism research agenda beyond the confines of the prison.

Abstract:
Medical records are documents of tremendous social importance. They have been the subject of much medical and sociological research, in particular regarding validity, accessibility and readability. This paper uses Conversation Analysis to add an aspect to the understanding of medical records that has been missing so far, namely how medical records are produced as interactional accomplishments; specifically, how hospital staff members during meetings conversationally negotiate and reach conclusions, treatment recommendations, and other types of consequential decisions. The process involves four steps: assessing patients, interpreting implications, drawing conclusions, and dictating conclusions on tape. The key finding is that participants throughout the process orient towards a need for consensus, whilst at the same time acknowledging the doctors’ interactional leading roles. This insight can enhance our understanding of medical records in hospital settings as constructed and negotiated realities.

Abstract:
Within a year, the Syrian uprising in March 2011 developed into a civil war that gradually escalated and within 9 years killed over half a million people, displaced half the country’s prewar population, devastated the economy, and destabilized the entire region, and even the world. The Syrian civil war split the country into four factions that were continuously at war with each other with intermittent, unstable ceasefires: the Assad regime, the various rebel groups, the Kurds, and the Islamic State of Iraq and Syria (ISIS). The Assad regime was responsible for the bulk of the violence against civilians, qualitatively and quantitatively. Its violent crackdown on the mass protests in Syria became more extensive and intensive throughout the first years of the conflict. A key aspect of the regime’s repression against the population was its use of paramilitary forces, the so-called “ Shabbiha,” a catch-all category for irregular, pro-government militias dressed in (semi-)civilian gear and linked organically to the regime. From 2012 onward, they gradually became formalized, first in the Popular Committees (اللجان الشعبيه), and then in the National Defense Forces (قوات الدفاع الوطني) (NDF). Their violence strongly polarized sectarian relations in Syria, and therefore the Shabbiha are vital to understanding the broader conflict. This article will look at the mobilization and violence of the Shabbiha in the city of Homs. It is based on a combination of sources including ethnographic research, interviews with Shabbiha members, social media content, video clips, leaked documents, and testimonies of victims and other eye witnesses.

Abstract:
This article examines the work of internet activist and artist Paolo Cirio, whose practice intersects with matters of copyright, privacy, transparency and corporate finance. His project Loophole for All, for example, exposes the practice of tax evasion in the Cayman Islands by counterfeiting Certificate of Incorporation documents. An important aspect of Cirio’s work is how he names himself in the process. Placed within our contemporary ‘data turn’, his work is framed critically in this article in terms of a ‘new structuralist’ account of culture and society. The article attends to the view that power increasingly comes through the algorithm, but argues that we risk reifying so-called generative rules, which may simply be algorithms out of sight. Cirio’s art practice helps focus on what it means to make a critique of contemporary and ubiquitous algorithm structures. As part of this, the article considers how ‘anonymity’ underlies subversive art practices of the 20th century and contemporary protest groups, but that this anonymity arguably undermines attempts to effect change.

Abstract:
The article is devoted to identification and analysis of documents of the executive committee of the Volgograd City Council of Workers’ Deputies containing decisions on naming and renaming of streets and squares of the city. As they reflect the historical process, the urbanonyms have great research potential. A comprehensive study of urbanonyms as a historical source involves disclosure of factors motivating to name and rename urban sites and consideration of decision-making process, which in its turn involves a wide range of documentary material. The source base of the study is minutes of meetings and decisions (with appendices) of the Executive Committee of the Volgograd City Council of Workers’ Deputies. In the course of the study, a representative sample collection has been formed, the object of which is the Battle of Stalingrad. Memory of the heroism of the defenders of Stalingrad is the brightest component of the social environment of modern Volgograd. The organizational and administrative documentation has allowed the authors to reconstruct the process of naming and renaming of streets and squares in Volgograd, to determine the mechanism of names selection, to point out specific features of the City Executive Committee’s work on this issue. Documents of Volgograd representative authority contain diverse historical information about the city toponymy: on causes and initiators of naming and renaming of streets and squares; on persons chosen for perpetuation in street names; on financial and technical issues of decisions implementation; on procedure for informing the executive authority bodies of names chosen for urban objects. The sources reveal the difficulties of this process, which are usually subjective in nature. Urbanonyms reflect substantive aspects of the history of city development (historical and military events), they take note of heroic guard units, role of outstanding personalities of the region and the country, population, administrative units, twin cities. In this regard, the attitude of representative authority bodies to preservation of historical memory in form of urbanonyms is important. Historical memory not only is one of the main channels for transmitting experience and information about the past, but also an important component of a person’s self-identification. The authors note that decision-making procedure for naming of streets and squares has changed under modern conditions; it now involves publicity, comprehensive discussion, and collegiality, thus eliminating errors in preparation of documents and implementation of decisions.
