Abstract:
This case presents a scenario that pertains to the effective management of human resources in a Chinese cultural context where guanxi and face are of considerable importance. It depicts actual situations in detail, but the names of the organization and participants have been disguised at the request of the interviewees. The scenarios deal with issues of managerial appointments, promotion, husband-wife team in an organization, threat of resignation, effective leadership and achievement of subordinate respect and performance. Human resource management in China often requires a different approach from that espoused in the Western literature that currently dominates orthodox management theory. With China's growing economic power and the numerous foreign joint ventures in China, examining the cultural differences provides important insights for understanding the ways in which the norms and informal rules in general, and face and harmony in particular, function in Chinese organizations.

Abstract:
This paper for the 20th anniversary issue of the Journal of Global Information Management (JGIM) looks back on the last ten years of research on two related areas highlighted in Tan and Gallupe’s (1999) manifesto for research on global information management in the decade ahead: global enterprise management and global management of information resources. In particular, the paper examines the relationship between the structure and governance of multinational enterprises (MNEs) and the structure and governance of IT resources in MNEs. Early IS research hypothesized alignment between enterprise organization structure and the structure of the IT function in high-performing organizations. However, research on “structure” in both MNEs and IT resources shifted to the concept of “governance”. This paper argues that IT organization design (structure and governance in combination) should be the focus of future research on IT resources management in MNEs. In addition, the paper argues that the relationship between MNE design and IT resources management is a critical topic. The paper examines three relationships among these two concepts: the contingency theory argument that IT resources management should follow and be aligned with MNE organization design, the universalistic argument that there is one best way to organize IT resources in MNEs, and the co-evolutionary argument that IT enterprise resources management design can lead, as well as follow, MNE organization design.

Aimed at the real-time request of dynamic scheduling to product resource, an optimization method of parallel dynamic chain real-time available resources was put forward. Proceed from real-time tracing of resource information influencing scheduling tasks dynamic property, established a resource informations real-time tracing back and optimization model, which used module and parallel process mechanism to different kinds of real-time traced back resource information. The mechanism processed global dynamic feedback tracing for every module and optimized available resources primarily, on this basis, graded the primary available resources and gave a real-time candidate resource set. Through one example of one gear production scheduling, the methods validity was tested.

Abstract:
The objective of the study was to geographically model the effects of the El Niño Southern Oscillation (ENSO) influence on remotely sensed global nutrient distribution patterns. The result was a system of digital maps communicating the impact of ENSO on the physical and biological components of the ocean. These maps compare modeled phytoplankton biomass distribution over the ENSO extremes. Chlorophyll a, Aerosol Optical Thickness, and Sea Surface Temperature data, all obtained from remotely sensed sources, were used to develop these predictions. Areas of iron deposition and phytoplankton presence (chlorophyll a < 0.1 mg 1-1) were combined with nutrient distributions (based on the temperature-nutrient relationship) to create a sixteen-category composite phytoplankton ecological factor distribution map for each month in the study. The months included in the study were January, February, March of 1998, an El Niño year, and January, February, March of 1999, a La Niña year. Finally, an educational multimedia tool (CD-ROM) was created based on the research in the study for use in grades 7-16 classrooms. The tool was designed and tested to utilize Geographic Information Systems and the Internet to apply inquiry-based learning to science education.

Thus, it is necessary that the organizational strategy focuses on a rigorous management of people in recruitment and selection processes. The purpose of this Master's Dissertation is to present the phases, practices and activities related to the recruitment and selection process in the Global Partner, a Human Resources Consulting company, namely in the area of Information Technologies. Among the various external recruitment methods available, emphasis is placed on Executive Search and Head-Hunting, as these are the main methods used by the company in candidate search. Abstract:
Purpose. Supply chain visibility is among the top concerns expressed by many supply chain leaders. While the traditional enablers of supply chain visibility are information sharing, IT implementation, and relationships between supply chain partners; the role of global supply chain standards as an integral part of each of these enablers is often underestimated. The purpose of this thesis is to investigate the adoption and applicability of global supply chain standards within the provisions of supply chain visibility among various supply chain designs. Methodology. With the aim of theoretical replication, three case studies within the retail industry were conducted. Axfood and IKEA cases were analyzed as examples of opposite types of supply chain design and as companies with different degrees of implementation regarding their global data identification standards. The Clas Ohlson case was analyzed to illustrate a company with open paths in regards to its adoption of future global supply chain standards. In-depth, semi-structured interviews were performed directly with company representatives as well as with GS1, which is one of the assignors of this project. Finally, an analytical model for the potential adoption of global standards was developed. Findings. The results of case analysis clearly illustrate that global data identification standards are one of the pillars of supply chain visibility. Different practices of global standard adoption in different supply chain designs are explained by a different need for supply chain visibility among various supply chains. Moreover, the higher the degree of adoption of global standards, the higher the possibility of gaining strategic benefits. Practical implication. The model developed in this research aims to help logistics and supply chain managers estimate the need for supply chain visibility within their supply chains, and to also assess the potential adoption of global data identification standards within their supply chain practices. Originality/value. This study contributes to theory in such areas of research as supply chain visibility, standardization in supply chain management, and supply chain design. The main contribution is made to the resource-based view (RBV) theory, which according to supply chain visibility can be seen as both a strategic resource and a tool for efficiency optimization. A new term in supply chain design which suggests many-to-many and exclusive supply chain classifications is proposed, as is a framework for assessing the need for supply chain visibility. This study investigates what three large, multinational hospitality companies do in practice when evaluating and making IT investment decisions. This study was launched in an attempt to 1) learn more about how multinational hospitality companies evaluate, prioritize, and select IT investments in the context of hotel GDS; 2) call attention to an important and costly topic in hopes of improving current practices; and 3) fill a noticeable literary void so that future researchers on IT and hotel GDS would have a foundation and starting point. The perennial question of any business is "How does an organization add value?" Value can be defined from many different perspectives and may result from tangible and intangible factors. Principal stakeholders include shareholders (investors), customers, and employees. Shareholders typically measure value in terms of economic return on their investment based upon some level of perceived risk. For customers, value is assessed in terms of a price-value relationship; that is, how much they received in terms of product and services for the price they paid. For employees, value is measured by salary and by the intrinsic rewards of the job. Yet, one of the most elusive questions with respect to information technology is "How can value be measured?" Hospitality executives are being pressured daily to invest more in information technology (IT) - especially in the area of hotel global distribution systems (GDS), which have become the cornerstone of a hotel firm's IT infrastructure and portfolio. There are a number of sweeping changes on the horizon impacting hotel GDSs and requiring the development of a well-crafted strategy for global distribution systems. These broad changes include bypass theories to remove airline GDSs and travel agents, the introduction of new and emerging player, and innovative approaches to pricing and promotion. Many of these developments offer promise to hoteliers, but they also threaten their control over their customer relationships and their inventory and add to the complexity and cost of distribution. Selecting the appropriate distribution channels is paramount to success and important if hotel firms are to grow top-line revenue and control overhead; yet the number of choices facing hotel executives is overwhelming. They are also at a loss for measuring value derived from IT. One of the greatest issues plaguing the advancement of technology in the hospitality industry is the difficulty in calculating return on investment. Until recently, most technology investment decisions have been considered using a support or utility mentality that stems from a manufacturing paradigm. Under such thinking, business cases could be built around an application or technology's ability to reduce costs or create labor savings. However, management's attitudes towards technology have been shifting in recent years. The more technologically savvy hospitality companies are looking to IT to build strategic and competitive advantages. These types of investments yield results over time, and seldom in the short-run. This is problematic among owners and investors who demand more immediate results. Moreover, it is difficult to quantify and calculate the tangible benefits of technology when it is used for strategic purposes. Today's financial models are inadequate for estimating the financial benefits for most of the technology projects under consideration today. While the hospitality industry has disciplined models and sufficient history to determine the financial gains or success of opening a new property in a given city, it lacks the same rigorous models and historical data for technology, especially since each technology project is unique. Although this problem is not specific to the hospitality industry, it is particularly problematic since the industry tends to be technologically conservative and unwilling to adopt new technology applications based on the promises of its long-term merits if it cannot quantify the results and calculate a defined payback period. When uncertainty surrounds the investment, when the timing of the cash flows is unpredictable, and when the investment is perceived as risky, owners and investors will most likely channel their investment capital to projects with more certain returns and minimal risk. Thus, under this thinking, technology will always take a back seat to other organizational priorities and initiatives. Efforts must be made to change this thinking and to develop financial models that can accurately predict and capture the financial benefits derived from technology. Given the present predicament and difficulties surrounding the current tools, techniques, and measures, executives are faced with an important choice. They can 1) continue to use the present methods despite their shortcomings, 2) dispense with ROI, cost-benefit, and discounted cash flow analyses altogether for IT projects, or 3) develop new methods, tools, and measures that can accommodate the complexities of IT and quantify the intangibles. This study is a call to action in favor of the latter because the measures determine not only which projects will be accepted but also how their success will be evaluated. Having a rigid evaluation process forces executives to identify a project's potential contribution and align the project's objectives with the firm's strategic goals and objectives. Using the co-alignment principle as its theoretical underpinning, this study employs a multiple-case design to investigate the resource allocation processes used with respect to information technology and global distribution systems. It looks at how three leading, multinational hospitality firms address IT project/investment evaluation and decision-making, the measures they use, and the frustrations they encounter. These frustrations include problems that arise from a hotel firm's fragmented ownership as well as from hotel executives' inability to measure the results of IT through definitive cause-and-effect relationships. The results of the study provide affirmation of the co-alignment principle and document linkages and co-alignment between strategy and IT. Clearly, decisions involving IT and hotel GDSs require multivariate measures, multidimensional perspectives, and multidisciplinary involvement. However, research from the marketing discipline is noticeably absent in this area. This study concludes that because IT plays an important enabling role for marketing initiatives and is redefining the supply chain of a hotel firm, marketing researchers can no longer stand on the sidelines. This study also identifies three important constructs, or classes of variables (context, process, and project), the variables comprising each, and their influences on the evaluation and decision-making processes. These findings add to the understanding of IT evaluation, measurement, and decision-making in the context of hotel GDS. This study clarifies the intangible aspects in hopes that useful measures can be developed in subsequent research to quantify and evaluate these costs and benefits. Finally, this study provides a series of prescriptions or recommendations gleaned from the three companies that were the focus of this study in hopes that they will lead to the development of best practices in the hospitality industry.<br>Ph. Toutefois, le débat sur son impact sur la performance des entreprises n’en est pas moins ardu entre ceux qui soutiennent la thèse d’un impact positif et ceux qui soutiennent celle d’un impact négatif ou neutre. Tous armés de recherches et études réalisées sur le sujet. Néanmoins dans tous les cas de figure la question de financement de la RSE se pose pour beaucoup de praticiens et de chercheurs.Notre recherche propose d’étudier la question de l’articulation du management socio- économique et de la RSE et de son impact sur la performance globale de l’entreprise dans le contexte d’une PME du secteur des services informatiques et ingénierie au Maroc (SSII) et d’évaluer à quel point cette combinaison pourrait répondre à la fois à la nécessité pour les entreprises d’être socialement responsables, au défi que pose, pour une PME, le financement d’une démarche RSE et au besoin fondamental pour une entreprise d’être performante.Notre approche, dans ce sens, repose sur la conduite d’une recherche intervention transformative en vue d’actionner le changement au sein de l’entreprise,cas de notre expérimentation, et de répondre à des problématiques de gestion concrètes et de baisse de performance dont elle souffrait. Pour ce faire, nous avons opté pour une intervention socio- économique pour déployer une démarche RSE autofinancée. Autrement dit, notre pari consiste à financer la démarche RSE au sein de l’entreprise par le recyclage des coûts cachés de l’entreprise et par la libération de son potentiel d’innovation à travers l’amélioration de l’interaction entre les comportements et les structures de l’entreprise.Les résultats de notre recherche montrent que le management socio-économique de la RSE permet non seulement à une PME d’autofinancer sa démarche RSE et d’intégrer les pratiques RSE dans son mode de gestion mais surtout de générer une performance globale et durable. Nevertheless, in all cases, the issue offunding CSR is a problem for many practitioners and researchers.Our research proposes to study the question of the articulation of socio-economicmanagement and CSR and its impact on the overall performance of the company in thecontext of an SME in the computer and engineering services sector in Morocco (CSES)and to evaluate how this combination could meet both the need for companies to besocially responsible, the challenge posed for an SME, the financing of a CSR approach andthe fundamental need for a company to be performance.Our approach, in this sense, is based on the conduct of a transformative interventionresearch in order to drive change within the company, case of our experimentation, and toanswer concrete management problems and performance reduction she suffered.To do this, we opted for a socio-economic intervention to deploy a self-financed CSRapproach.In other words, our challenge is to finance the CSR approach within the company byrecycling the hidden costs of the company and by releasing its potential for innovationthrough the improvement of the interaction between behaviors and the structures of thecompany.The results of our research show that the socio-economic management of CSR not onlyallows an SME to self-finance its CSR approach and to integrate CSR practices into itsmanagement mode but above all to generate a global and sustainable performance.By releasing the human and social potential of the company, the socio-economic management of CSR has helped to activate a virtuous circle in the company

While sustainability-dedicated managers and related titles represent a profession that has hardly existed for more than a decade, it is not surprising that the field of research concentrating on these professionals is in itself relatively new. With an increasing demand for corporations to take their social and environmental responsibility, and a corporate sustainability characterized by tension and paradox, we found it of importance to explore the role and entanglements of these professionals. By analysing 17 in-depth interviews with sustainability-dedicated professionals from the private sector in Sweden, our interpretation is that sustainability managers hold the function of selling sustainability, with talk as their main weapon. Expressly, in the intersection between business-case logics and sustainability logics, sustainability managers have to, above all, make a convincing case for sustainability, inwards and outwards. Therefore, they draw dynamically on different narratives which we conceptualise in three roles: the chameleon, the pragmatic, and the nagging manager. Through these roles, we intend to capture the fluidity with which the managers relate and engage with sustainability, and hence we do not mean to ossify a role’s dynamics within a single, static or stereotypical category. We discuss these findings and concepts to the background of previous studies and existing literature.

Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. AbstractPlant genetic resources are source genetic material for conducting research and breeding. The use of this material is subject to international and national regulations on access and benefit-sharing (ABS). With modern genetic technologies generating desired trait and gene function improvement by replicating genetic signatures, ABS must adapt to the new technological reality. As the constituencies of international ABS conventions discuss if and how to extend the application of the conventions to digital sequence information (DSI) derived from source material, the genomics science community resists any incumbrance to continued free and unrestricted access to such information. Based on current ABS discussions and the likely future co-existence of diverse policy regimes, this paper proposes interoperability among data systems as an essential tool to implement legal solutions for benefit-sharing as well as advance science and innovation objectives. Two information technology tools are suggested for associating DSI to plant genetic resources and reciprocal citations with data exchange, namely digital object identifiers and digital genetic objects. This paper concludes that interoperability should be experimented with in both its technical and social dimensions, in order to support long-term alliances between policy and science through data archives, knowledge bases and live specimen collection resources.

Professional standards are a significant issue for professions such as IT and Project Management, where certification and licensure are either necessary to practice or to demonstrate individual competence and capability. In many professions there is no basis for international reciprocity of professional standards. This paper documents the development of a standard for global reciprocity between already existing professional standards in the field of Project Management. Data are based on personal involvement by the authors and interviews with participants. This discussion addresses different approaches to standardisation, how common issues in the standardisation process have been addressed, and how the hindering influence of the professional associations’ proprietorial interest was avoided. Significantly different standards of development processes have been used compared to those typical in Project Management standards development, including: an emphasis on negotiation and joint modification rather than market dominance, and an open access approach, rather than one based on exclusion and gate-keeping.

In this context, the SWOT analysis energy resources become an essential issue of national security and makes this paper of real interest. The authors consider that the security supply with energy resources of hydrocarbons of Romania is a strictly national security issue because the lack of energy resources can cause enormous damage to the national and European industry and economy, which are almost entirely dependent on energy resources. Romania cannot develop its defense industry, which is becoming increasingly vulnerable, without energy resources from hydrocarbons.. Romania must be prepared in the event of a crisis indifferent to its nature and face all the challenges at any time. Paper contains essential information�s regarding situation of hydrocarbons (natural gas and oil) from Black Sea in the context of energy security in Romania. The aim of the paper is to demonstrate that energy in all its forms can be a reason for cooperation and confrontation with connotations often military, generating wars that seriously damage all social environments and thus global welfare. The authors propose to suggest some actions for Romanian decision-makers of need to create energy stability factors in order to combat energy poverty, vulnerable consumers and ensure energy security.

Abstract With limited time and resources available to carry out Engineering for Global Development (EGD) projects, it can be difficult to know where those resources should be allocated to have great potential for meaningful impact. It is easy to assume that projects should occur in a particular location based upon personal experience or where other development projects are taking place. This can be a consideration, but it may not lead to the greatest social impact. Where to work on a project and what problem to work on are key questions at the outset of an EGD project. To aid in this process, this paper presents a method for assessing global needs to ensure thoughtful use of limited EGD resources. We introduce a method for identifying locations where there is human need, gaps in technological achievement, and what countries are favorable to do business in. Results of the method are compared to what countries receive the most foreign aid dollars per capita. Measures were calculated using principal component analysis (PCA) on data collected from the United Nations, World Bank, World Economic Forum, and AidData. These results can help practitioners in selecting where to undertake development projects with an eye toward targeting locations that may yield high levels of social impact.

Now the whole life of a person has switched to online mode. These changes also affected the education system. This means the need to introduce new technologies into the educational process. Books, manuals, printed publications are being replaced by electronic educational resources. Providing up-to-date, verified information to students has always been and remains one of the most important functions of the teacher. Unfortunately, with the transition of training to the online mode, the teacher cannot use his literature when conducting classes. In this regard, there is a need to use electronic resources. On the one hand, the development of the global network implies the presence of a large number of a wide variety of sites, which cannot but be a positive aspect, because both the teacher and the student can independently choose a resource that will be most understandable. But on the other hand, the variety of Internet resources implies the presence of unverified, false information, which can negatively affect the quality of education. That is why it is necessary to analyze new information systems. The problem is the presence of a large number of information technologies and resources used in education. Purpose. The goal is to conduct a comparative analysis of educational electronic publications and resources most often used by teachers of the natural science cycle in terms of their fullness, accessibility and use in the educational process. Method or methodology of the work. The requirements for the organization of a comprehensive examination suggest an approach that includes an examination of technical and technological, psychological, pedagogical and design-ergonomic aspects of the creation and use of educational electronic publications and resources, in our work we were based precisely on generalized research methods: 1) Technical and technological expertise (technical component of the site, its position in the network). 2) Psychological and pedagogical expertise (component by the type of educational electronic publication or resource, level of education, type and form of the educational process, assessment of the content and scenario of the informatization tool). 3) Design-ergonomic expertise (assessment of the quality of interface components of educational electronic publications and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements; assessment of the quality of interface components of educational electronic editions and resources, their compliance with uniform ergonomic, aesthetic and health-saving requirements). Results. The main sites that are frequently used by teachers of the natural science cycle of disciplines are the Russian Textbook corporation, the Enlightenment group of companies, the Binom publishing house, the Digital Age School, the practical significance of the study is determined by the high level of readiness of the results obtained, during the study it was found that it is advisable to introduce an information-electronic educational site - the Russian textbook corporation - into the pedagogical practice of the implementation of natural science subjects. The advantages of this server were established and recommendations for its use in the educational process were developed. Practical implications: the results obtained are expedient to be applied in educational institutions of the Russian Federation.

The major direct threats to biodiversity are covered in this module, including habitat fragmentation, invasive species, pollution, overexploitation, and global climate change. The underlying causes of biodiversity loss, on the other hand, are often more complex and stem from many interrelated factors, the most important of which are overpopulation and overconsumption. Every day, decision-makers must allocate resources based on the best available information at the time. Military installations face a variety of threats which challenge sustained functionality of their supporting and supported deployable systems. Considering the compounding and interdependent impacts of the threats, both specified (what is known) and unspecified (what is not known) and the investments needed to address these threats adds value to the decision-making process. Current risk management practices are generally evaluated via scenario analyses that do not consider compound threats, resulting in limited risk management solutions. Current practices also challenge the ability of decision-makers to increase resilience against such threats. The Resilient Installation Support against Compound Threats Analysis and Mitigation for Equipment and Resources (RISC TAMER) Framework establishes a decision support structure to identify and categorize system components, compound threats and risks, and system relationships to provide decision-makers with more complete and comprehensive information from which to base resilience-related decisions, for prevention and response. This paper focuses on the development process for RISC TAMER framework to optimize resilience enhancements for a wide variety of deployable systems in order to implement resilience strategies to protect assets, to increase adaptability, and to support power projection and global operations.

Cloud services from various providers offer users access to their resources via the Internet via free or shareware cloud applications, the hardware and software requirements of which do not imply that the user has high-performance and resource-consuming computers. Cloud technologies represent a new way of organizing the educational process and offers an alternative to traditional methods of organizing the educational process, creates an opportunity for personal learning, collective teaching, interactive classes, and the organization of psychological support. The scientific article is devoted to the problem of integrating cloud technologies not only in the process of training highly qualified specialists, but also in the formation of professionally important personality traits. The article describes the experience of introducing cloud technologies into the process of forming the adaptive potential of students in conditions of social constraints caused by the COVID-19 pandemic.

Access to affordable healthcare remains a challenge in rural, hard-to-reach areas of Zimbabwe due to centralised resources, deteriorating infrastructure, limited access to digital resources, internet and lack of reliable electricity supply. These barriers hinder equal access to basic healthcare and undermine democratic principles of inclusivity and participation. This report, based on empirical observations, explores how AI and digital technologies can beleveraged to alleviate these challenges in women’s reproductive healthcare, drawing on participatory fieldwork in Matabeleland South and Masvingo provinces in Zimbabwe. Findings reveal systemic barriers like limited internet access, high costs, and low digital literacy, but communities expressed strong interest in using digital tools to access healthcare information and reduce costs associated with travelling to distant physical clinics. However, concerns about cultural sensitivity and dependency on foreign technologies were also highlighted as opportunities for inclusion of local knowledge and actors. Recommendations include decentralising resources, integrating indigenous knowledge systems, creating shared digital commons, and advocating for community inclusion in global healthcare governance.

Abstract:
Swift changes in society, related to sciences technicians’ development, technologies, by the increase of general volume of information, pull out new requirements for maintenance, structure, and quality of education. It requires teachers to diversify a tool in the direction of the increase in possibilities of the use of mobile technologies and computer systems. Lately in the world, more attention spared to the use of mobile learning, which in obedience to «Recommendations of UNESCO on the questions of a policy in the area of mobile learning» foresees the use of mobile technology, both separate and together with other by informational computer technologies. [1]. Mobile learning allows using the open informational systems, global educational networks, unique digital resources which belong to different educational establishments and co-operate with each other. The use of existent educational resources and creation of own, based on the academic resources from informative space, allows to promote the interest of students to the study of physics, to take into account the individual features, and also features of region and framework of society of the country. During the last years in Ukraine competency-based approach to the organization of studies certainly one of basic. The new Education Act addresses the key competencies that every modern person needs for a successful life, including mathematical competence; competence in natural sciences, engineering, and technology; innovation; information and communication competence [2]. This further emphasizes the importance of providing students with quality physical education and the problems associated with it. Using mobile technology in professional teaching work, the teacher has the opportunity to implement the basic principles of the competence approach in teaching physics. An analysis of the data provided in the official reports of the Ukrainian Center for Educational Quality Assessment showed that the number of students making an external independent assessment in physics and choosing a future profession related to physics has decreased significantly. This is due to the loss of students' interest in physics and the complexity of the content of the subject, as well as the increase in the amount of information that students need to absorb. In this article, we explore the possibilities of mobile technology as a means of teaching physics students and give our own experience of using mobile technology in the process of teaching physics (for example, the optics section in primary school).
