This chapter examines the gradual development of foreign and security policy cooperation among European Union member states. It begins with a discussion of the hesitant moves from European political cooperation (EPC) to a common foreign and security policy (CFSP), along with the emergence of a common security and defence policy (CSDP) as part of CFSP. It then considers CFSP in the context of eastern enlargement and the significance of the Treaty of Lisbon for EU foreign and security policy. It also looks at the intervention in Iraq and the adoption of a European Security Strategy, as well as CSDP missions and operations. Finally, it analyses the underlying theme of national sovereignty combined with EU-level capacity through a range of examples.

This accessible text offers a comprehensive analysis of the European Union (EU)-China relationship, as one of the most important in global politics today. Both are major players on the world stage, accounting for 30% of trade and nearly a quarter of the world's population. This text shows how, despite many differences in political systems and values, China and the EU have developed such a close, regular set of interactions at multiple levels: from political-strategic, to economic, and individual. The authors start with an historical overview of the domestic politics and foreign policy apparatus of each partner to show the context in which external relations are devised. From this foundation, each key dimension of the relationship is analysed, from trade and monetary policy, security, culture and society. The authors show the relative merits of different theoretical perspectives and outline what is next for this complex, ever-changing relationship. At every step, the success of each partner in persuading the other of changing their position(s) for key strategic interests is explored. What emerges is a multifaceted picture of relations between two sides that are fundamentally different kinds of actors in the international system, yet have many mutual interests and a common stake in the stability of global governance. “(…) Russia and China, as well as partners in Latin-America, deserve a clear European strategy. Africa has, unfortunately, been absent from the EU’s strategic agenda for years and needs to be reengaged. (…)The Union can be a global actor considering we possess the objectives, principles and instruments. Unfortunately the political will is often lacking and the question is whether the EU Member States will take action to change this.” (Miguel Angel Moratinos, Spanish Minister of Foreign Affairs and Cooperation, 20 January 2010). The views of Miguel Angel Moratinos during the Spanish Presidency recognize a series of gaps in the strategic behaviour, the existence of partiality in the strategic agenda, and a lack of will in the European Union external relations. These quote suggest that if this has the situation in 2010, then EU policies during the 1980s and 1990s towards a Latin-American region such as Mercosur were not the most structured nor did the EU develop these policies to their full EU potential. At the same time, the EU’s internal institutional and legal frameworks also changed as a result of different treaties and enlargements. These internal changes affected either positively or negatively EU relations with Latin America. On the one hand, the Iberian enlargement affected EU policy positively towards Latin America, whilst on the other hand, policy towards Central and Easter European countries which culminated in the 2004 enlargement was affected negatively on EU-Latin America relations.

Lusane has created a groundbreaking analysis of the intersection of racial politics and American foreign policy. This insightful work critically examines the roles played by former Secretary of State Colin Powell and current Secretary of State (and former National Security Advisor) Condoleezza Rice in the construction of U.S. foreign policy, exploring the ways in which their racial identity challenges conventional notions about the role of race in international relations. Neither Powell nor Rice consciously allowed their racial identity to substantially influence or characterize their participation in the defense and projection of U.S. hegemony, Lusane argues, but both used their racial identity and experiences strategically in key circumstances to defend Bush administration policies. This is but one sense in which their race, despite their reluctance to be seen as racial figures, is significant in relation to U.S. foreign policy. Locating Powell and Rice within the genealogy of the current national security strategy, and within broader shifts under George W. Bush, this work argues that their racial location in the context of the construction of U.S. foreign policy is symbolic, and that it serves to distract from the substantive part they play in the ongoing reconfiguration of U.S. global power. Criticism of Powell's and Rice's policies, for example, is often blunted by race. Black liberals may be reluctant to condemn them, while white liberals may be afraid criticism could be interpreted as racial bias, especially since conservatives of both races argue that such criticism is probably racist. Lusane tackles these difficult issues along with others, asking whether there is a black consensus on foreign policy and, if so, what its dimensions, driving forces, and prospects for stability are. How can a progressive alternative to the current U.S. foreign policy be realized? Are Powell and Rice merely functionaries, or did they substantially determine the direction of U.S. foreign policy? What will their legacies be?

This book presents a compelling and original survey of British grand strategy in the inter-war period. Whereas most existing accounts privilege either diplomacy and foreign affairs, intelligence, or military affairs more narrowly, this book underlines the inexorable relationships between foreign policy, grand strategy, military force, intelligence, finance, and not least, domestic politics and public opinion. Britain was the world’s only global power in the inter-war period and it confronted problems on a global scale. Policy-makers sought two goals: peace with security. They did so successfully in the 1920s, partly due to favourable circumstances that made their task relatively easy, and partly because they understood the strengths and limitations of British power and knew how to wield them. The situation deteriorated rapidly in the 1930s, however, as the international system became increasingly unfavourable to Britain. Policy-makers then proved less adept than their predecessors at meeting these new challenges, partly because those challenges were more formidable, but also because they lacked the self-confidence of their predecessors, who had held high office during the most difficult years of the First World War, and they lacked their predecessors’ understanding of how to wield the levers of international power. The book ends by providing a new and more sophisticated account of how and why Neville Chamberlain appeased the fascist powers in the late 1930s, and why Winston Churchill opposed him and eventually supplanted him in May 1940.

Bush's foreign policy deals with the cornerstone of his administrations—the "war on terror"—as implemented in Afghanistan, Iraq, Guantanamo Bay, and at Abu Ghraib prison. The Choice of War: The Iraq War and the "Just War" Tradition discusses NSS 2002, the national security statement that became the blueprint for the Bush Doctrine. It explains the differences and similarities between preventive and pre-emptive war and explores the administration's justification of the necessity of the March 2003 invasion. Finally, it analyzes the conduct of the war, the occupation, and the post-occupation phases of the conflict. In evaluating the Bush Doctrine, both as declared strategy and as implemented, Albert L.
