Full textThe second essay explores the market for fair-trade products. It employs a duopoly model involving a firm producing a fair-trade product in competition against a conventional firm producing a standard product. The concept of "economic identity" (Akerlof and Kranton, 2000) is used to model consumers' demand for fair-trade products. The essay shows how, in the short run, the parameters of the identity function can impact the equilibrium prices, and in the medium run, how they impact the conventional firm's choice of its position in the product space. In the long run, however, the fair-trade firm may be able to influence the parameters of the identity function, for its own advantage.
The last essay uses the contest model (Tullock, 1980, Rowley et al., 1988, Hillman and Riley, 1989, Nitzan, 1994) to assess welfare effects of bilateral liberalization of government procurement. It shows that there exists a single condition that ensures active participations of all firms in all contests. When this condition is violated, i.e. under a dominant-country case, the dominating country always gains from trade liberalization, while welfare of the dominated country improves only if its corporate tax is sufficiently high. Under full participation of all firms, i.e. no country dominates the markets, and countries are partially symmetric, there exist conditions where bilateral liberalization is mutually beneficial to both countries. When countries are completely asymmetric, it is showed that a country may gain from bilateral trade liberalization if its tax rate is sufficiently high, while the tax rate of the other country is sufficiently low. The results obtained in this essay have shed lights on the current position of negotiations on liberalizing government procurement within the WTO. They suggest plurilateral agreements on government procurement could be formed among countries with similar economic conditions. Such agreements, however, are hard to reach between countries with a large degree of economic asymmetry.

Full textFirst, the relevance of patent statistics as indicators of innovation is evaluated by studying the relationship between expenditures in R&D activities and patenting efforts. Chapter 2 decomposes this relationship at the industry level to shed light on the origins of the worldwide surge in patent applications. The empirical investigation of the R&D-patent relationship relies on a unique panel dataset composed of 18 manufacturing industries in 19 countries covering the period from 1987 to 2005, for which five broad patent indicators are developed. This study shows that patent applications at the industry level reflect not only research productivity, but also two main components of the propensity to patent which are firms’ strategic considerations: the decision to protect an invention with a patent (the “appropriability strategy”) and the number of patents filed to protect an innovation (the “filing strategy”). The comparison between the results for various patent count indicators provides also interesting insights. While some industries (computers and communication technologies) and countries (South Korea, Spain, and Poland) have experienced a drastic increase in patent applications, the ratio of priority patent applications to R&D expenditures has been generally constant. This result suggests that there has been no spurt in innovation productivity. In contrast, regional applications (filings at the United States Patent and Trademark Office or at the European Patent Office) have been increasing since the early 1990s, suggesting that the patent explosion observed in large regional patent offices is due to the greater globalization of intellectual property rights rather than a surge in research productivity. Innovative firms are increasingly targeting global markets and hence have a higher tendency to seek protection in key markets worldwide.
Chapter 3 introduces, firstly, aggregate patent-based indicators to measure the globalization of innovation production. Secondly, it describes the patterns in international technology production for a large panel dataset covering 21 industries in 29 countries from 1980 to 2005. A strong growth in the intensity of globalization of innovation is confirmed not only in terms of cross-border ownership of innovation, but also in terms of international technological collaborations. More interestingly, heterogeneity across countries and industries is observed. On the one hand, more innovative countries (or industries) do not present more globalized innovation footprint. On the other hand, the ownership of innovation is still strongly concentrated in a few countries, although its location is increasingly dispersed across the world. Thirdly, it investigates empirically two main opposing motives driving the internationalization of innovation: home-base augmenting and home-base exploiting strategies. The results show that the degree of internationalization of innovation is negatively related to the revealed technological advantage of countries across industries. Countries tend to be more technologically globalized in industrial sectors in which they are less technologically specialized. The empirical findings suggest also that countries with multidisciplinary technological knowledge are more likely to take part in international co-inventions of new technologies and to be attractive for foreign innovative firms. This aggregated patent-based analysis provides additional evidence that globalization of innovation is a means of acquiring competences abroad that are lacking at home, suggesting that home-base augmenting motives matter in the globalization of innovation production. By contrast, the internationalization of innovation does not seem to be purely market-driven since large economies are not the target of foreign innovative firms and international patenting is more related to international competitiveness of country-industry pairs than to the direction of trade flows.
While the previous chapter studies the globalization of innovation of a country with the rest of world, Chapter 4 aims at explaining who collaborates with whom in the international production of technology. In particular, the impact of technological distance between partner’s economies is investigated for a panel dataset covering international co-inventions between 29 countries in 21 industries between 1988 and 2005. The descriptive analysis highlights that the overall growth in internationalization of innovation is due to both the increase in the number of international innovative actors and the rise of the average intensity of collaboration. The empirical findings then suggest that the two main arguments related to technological distance – ‘similarity versus diversity’ – can be reconciled by taking an industry approach. Indeed, the estimation results show that the impact of technological distance is twofold on the intensity of collaborative innovation at industry level. On the one hand, the more similar the industry-specific knowledge of two countries (low technological distance within the industry), the more easily they collaborate by sharing common industrial knowledge. On the other hand, the more different their non-industry-specific knowledge (high technological distance outside the scope of the industry), the more they collaborate to gain access to broad and interdisciplinary expertise. It suggests that the relative absorptive capacity between partner’s economies and the search for novel and complementary knowledge are key drivers of the globalization of innovation. Moreover, the results confirm the moderating effect of non-technological distance factors (spatial proximity, ease of communication, institutional proximity, and overall economic ties) in cross-border innovative relationships.
The topic of Chapter 5 is the cost-benefit analysis of the creation of a new ‘globalized’ patent: the EU Patent (formerly known as Community Patent) which consists in a single patent covering the entire EU territory for both application procedure and legal enforcement after grant. The objective of this chapter is threefold: (i) simulate the budgetary consequences in terms of renewal fees’ income for the European and national patent offices; (ii) evaluate the implications for the business sector in terms of absolute and relative fees; (iii) assess the total economic impact for the most important actors of the European patent system. Based on an econometric model explaining the determinants of the maintenance rate of patents, the simulations suggest that – with a sound renewal fee structure – the EU patent could generate more income for nearly all patent offices than under the current status quo. It would, at the same time, substantially reduce the relative patenting costs for applicants. Finally, the loss of economic rents by patent attorneys, translators and lawyers, and the drop of controlling power by national patent offices elucidate further the persistence of a fragmented European patent system.

Full textENGLISH ABSTRACT: The definition of political risk and the methodology of its assessment have changed since the inception of the discipline midway through the last century. This assignment assesses the usefulness of a new quantitative technique that uses political constraints and the policy preferences of political actors to construct a measure of political risk. Integrating the findings of the resulting Political Constraints Index with an analysis of the political economy of the Indian Electricity Sector, the assignment demonstrates that, contrary to the original interpretations of the index, high levels of political constraints and political competition may propagate a disabling policy regime and be detrimental to the investor, despite the stated commitment of the incumbent government to policy reform. The implication of these findings is that, to avoid incorrect interpretation, the Political Constraint Index should be augmented by a comprehensive qualitative assessment of the industry in question.
AFRIKAANSE OPSOMMING: Die definisie van politieke risiko en die metodologie om dit te ontleed, het verander sedert die onstaan van hierdie dissipline gedurende die middel van die laaste eeu. Hierdie opdrag ontleed die nuttigheid van 'n nuwe kwantitatiewe tegniek wat die politieke beperkings en beleidsvoorkeure van politieke rolspelers gebruik om 'n maatstaf van politieke risiko te verskaf. Full textENGLISH ABSTRACT: The phenomenon of globalisation has seen the closer integration of the world's countries and people. The result of this, is that overall, the world economy has grown substantially. On the flip side, globalisation has greatly increased the exposure of individual countries to occurrences elsewhere in the world. This latter statement is witnessed by the events such as the spread of financial crises from source countries to third party countries that do not seem to have any obvious ties with the crisis-source countries. This has been termed financial contagion. This study seeks to break new ground by focussing on trade-related issues of contagion rather than presenting the usual macro-economic, financial, and political perspectives. A model that considers the trade pattern of countries as linkages tying together countries around the world as a whole (network) is used. This study uses the network approach to international trade as an integration measure and ascertains the occurrence of contagion in South Africa. These parameters will then be used to establish whether trade network integration can be used to explain financial contagion affecting South Africa (and extended to other countries). Two hypotheses are designed and tested in order to establish this. Two measures are used to determine the level of integration of the four study countries. The two measures are country centrality and country importance index. Comparative analysis done showed that all four countries are relatively highly integrated and are in close proximity for both degree centrality and importance. A summary of both indicators of integration measures relative to other countries in the trade network indicate that Mexico, Russia, South Africa and Thailand are well integrated in the network. Secondly the difference in ranking amongst these countries is not significant. Three financial crises are used namely, the Mexican Tequila (1994), the Asian Flu (1997) and the Russian Virus (1998). The contagion testing methodology applied uses the cross-market correlation coefficients between crisis-country and test-country. It is shown that there is no evidence to suggest that South Africa (JSE) was contagiously affected by any of the three financial crises. Only interdependence seems to have existed between the South African market and the crises countries. Evidence shows that countries that are, relatively, highly integrated with the crisis epicentre in terms of the international trade are more immune to episodes of contagion. It is shown further that the relative position of the crisis-suspect country to the crisis epicentre countries, in terms of integration in the international economic landscape, can provide susceptibility indications of that particular country.
AFRIKAANSE OPSOMMING: Die fenomeen van globalisering het gelei tot 'n groter integrasie van die wereld se lande en mense. Die gevolg hiervan is, dat oor die algemeen die wereld ekonomie beduidend gegroei het. Aan die ander kant het globalisering gelei tot die toename in blootstelling van individuele lande aan gebeurtenisse elders in die wereld. Die laasgenoemde stelling getuig van die gebeure, soos die verspreiding van finansiele krisisse vanaf die land van oorsprong tot 'n derde party land wat op die oog af geen ooglopende bande met die krisis-bron lande gehad het nie. Hierdie verskynsel word finansiele besmetting genoem. Hierdie studie beoog om nuwe lig te werp op die saak deur om te fokus op handelsverwante kwessies van besmetting eerders as om die gewone makro-ekonomiese, finansiele en politieke perspektiewe voor te le. 'n Model word gebruik wat die handelspatrone van lande voorstel as 'n samesnoering van lande dwarsoor die wereld as 'n netwerk. Hierdie studie gebruik die netwerk uitgangspunt vir internasionale handel, as 'n integrasie maatstaf en stel vas wat die voorkoms van besmetting in Suid-Afrika is. Hierdie parameters sal dan gebruik word om vas te stel handelsnetwerk integrasie gebruik kan word om die finansiele besmetting wat Suid Alrika (en verspreiding na ander lande) affekteer. Twee hipotese (veronderstellings) word ontwerp en getoets om bogenoemde te bewys. Twee maatstawwe word gebruik om die vlak van integrasie van die vier studie-lande te bepaal. Die twee maatstawwe is 'n land se sentralisasie en die land se belangrikheidsindeks. Vergelykende analise het gewys dat al vier lande relatief hoogs geintegreer is en parallel is in beide sentralisasie en belangrikheid. 'n Opsomming van beide aanduidings t.o.v. integrasie maatstawwe, relatief tot ander lande in die handelsnetwerk, toon dat Meksiko, Rusland en Thailand goed geintegreer is in die netwerk. Tweedens die verskil in rang tussen die lande is nie beduidend nie. Drie finansiele krisisse word gebruik naamlik die Meksikaanse Tequila (1994), die Asiatiese Griep (1997) en die Russiese Virus (1998). Die besmettings waarnemings metodologie gebruik die krisismark korrelasie medewerkende faktore tussen die krisisland en die toets-land. Dit wys dat daar geen getuienis is wat te kenne gee dat Suid Afrika (JSE) besmet is deur enige van die drie krisisse nie. Slegs onderlinge afhanklikheid kom voor tussen die Suid Afrikaanse mark en die krisislande. Dit is bewys dat lande, wat relatief hoog geintegreer is met die krisis episenter, in terme van internasionale handel, meer immuun teen episodes van besmetting is. Verder het dit bewys dat die relatiewe posisie van die krisis-vermeende land tot die krisis episenter lande, in terme van integrasie in die internasionale ekonomiese landskap, vatbare indikasies vir daardie spesifieke land kan verskaf.

Full textENGLISH ABSTRACT: In recent years, so-called "anti-globalisation" protesters have become an expected, though to many an unwelcome feature at almost all meetings of international institutions and at intergovernmental summits. The protesters are usually portrayed as senselessly violent anarchists, ridiculed in the media as eccentrics and outsiders, while academics have as yet paid them little or no attention. This study attempts to determine whether the predominantly negative perception of the protesters is justified, or whether there is some merit to their concerns. The vague umbrella term anti-globalisation protesters tends to disguise the fact that many different and diverse groups are involved in the protest. Elements of social movement studies are drawn upon to structure the analysis of a number of groups that are represented on occasions of protest. The analysis reveals that the protests are well-organised, active in international networks, and rely very much on the internet to co-ordinate their efforts. From the perspective of social movement studies, the anti-globalisation league represents an interesting new phenomenon. This is due to its simultaneous presence in a multitude of countries, as well as its non-state focus. Effectively, the movement transcends state boundaries and state structures. The changing face of international politics is at the root of the formation of the antiglobalisation movement. A perceived loss of sovereignty and increased international multilateral co-operation has reduced the effectiveness of domestic and state-based campaigning and created an opportunity, if not the necessity, to form transnational groups that have international institutions as their focal point of protest. It is submitted that the movement may be a source for unconventional ideas that could go some way in addressing various problems related to the ever-advancing process of globalisation. This may be accomplished by way of greater formalisation of the movement, and possibly with support from other prominent voices who are not anti-globalisation activists as such, yet in essence share many of the concerns of the protesters. In this way, the anti-globalisation movement could develop into a credible entity to complement the functioning of existing international institutions.
AFRIKAANSE OPSOMMING: Protes aksies teen globalisering is gedurende die laaste paar jare 'n bekende, maar nie noodwendig 'n welkome verskynsel by feitlik alle vergaderings van internasionale organisasies en staatsberade. In die algemeen word die protesteerders beskou as gewelddadige anargiste, en word hulle in die pers as eienaardige buitestaanders beskryf. Academici het tot dusver ook nie veel aandag aan hierdie verskynsel bestee nie. Die doel van hierdie studie is om vas te stelof die meestal negatiewe opvattings van deelname in aktiewe protes teen globalisering geregverdig is. Die besware van die aktiviste is dalk realisties en nie ongegrond nie. Die vae begrip van anti-globalisering protesteerders is misleidend, omdat dit die groot aantal verskillende groepe tydens die protesaksies verberg. Beginsels van sosiale bewegingsstudies is geraadpleeg om die analise van verskeie groepe wat by protesaksies teenwoordig is, te struktureer. Hierdie analise wys dat die deelnemers aan protesaksies goed georganiseerd is, en dat hulle baie aktief is in internasionale netwerke, en hoofsaaklik op die internet staat maak om hulle bedrywighede te koordineer. Vanuit die standpunt van sosiale bewegingsstudies is die anti-globalisering aksie 'n baie interessante verskynsel omdat die beweging in baie lande teenwoordig is, en omdat dit nie staatsentries is nie. Staatsgrense en tradisionele staatstruktuure word dus oorskry. Veranderinge in die internasionale politieke arena is beslis die rede vir die vorming van die anti-globaliseringsbeweging. Dit word beweer dat die toename in internasionale multilaterale samewerking die trefkrag van aktivisme binne die grense en die konteks van die staat verminder het. Die geleentheid, en dalk noodsaaklikheid, is dus geskep om internasionale groepe te vorm wat hul protes op internasionale organisasies fokus. Die studie stel voor dat die beweging dalk die oorsprong van onkonvensionele idees kan wees wat baie van die negatiewe effekte en probleme wat verbonde is met die globaliseringsproses, sal aanspreek en help om hulle op te los. Voordat dit kan gebeur, moet die beweging egter 'n meer formele vorm aanneem, 'n proses wat beslis gesteun sal word deur groepe en indiwidue wat nie noodwendig anti-globalisering aktiviste is nie, maar wel baie van dieselfde belange het. Op hierdie manier sal dit dalk moontlik wees vir die anti-globaliseringsbeweging om "n geloofwaardige entiteit te word, wat die werk van bestaande internasionale organisasies sal komplimenteer.

Resumo: As profundas mudanças verificadas na economia internacional desde o fim do sistema de Bretton Woods criaram um ambiente de maior complexidade, no qual as oportunidades oferecidas aos países que se inserem na lógica da globalização financeira vêm, geralmente, acompanhadas de grandes perigos. Se, por um lado, a emergência do euromercado, o desenvolvimento das finanças diretas e a liberalização financeira aumentaram a mobilidade do capital e o seu potencial de valorização, de outro, os riscos latentes também se elevaram, sobretudo em função da instabilidade sistêmica que caracteriza esta etapa do desenvolvimento capitalista. Este novo contexto se traduz num quadro de grande volatilidade das principais variáveis macroeconômicas nos países periféricos tidos como emergentes ¿ isto é, aqueles que de alguma maneira fizeram sua inserção na globalização financeira. Tal fato ocorre justamente em razão dos fluxos de capitais que se direcionam a esses países serem muito mais instáveis do que nos países centrais. As variáveis presentes no balanço de pagamentos parecem estar crescentemente subordinadas à mobilidade do capital internacional. Se antes a questão da estabilidade do câmbio era um atributo do próprio modo de operar do sistema monetário internacional, agora é uma questão deixada em aberto para a intervenção de cada país. Esta dissertação tem como meta analisar os condicionantes da escolha de regimes cambiais em países emergentes em um contexto de globalização financeira e os resultados econômicos proporcionados pelos diferentes regimes. A hipótese central é a de que países emergentes enfrentam dificuldades na gestão da taxa de câmbio ¿ sobretudo neste cenário de finanças globalizadas ¿ que costumam ser negligenciadas por muitos autores. Além disso, procura-se analisar e discutir criticamente os regimes cambiais adotados no Brasil desde a implementação do Plano Real. A experiência brasileira recente mostra-se bastante interessante, pois permite a observação de formas variadas de se lidar com a taxa de câmbio, tornando evidentes as dificuldades enfrentadas por países emergentes na condução de sua política cambial. É realizada uma discussão sobre o Plano Real e a âncora cambial vigente durante o primeiro mandato do presidente Fernando Henrique Cardoso. Em seguida, apresenta-se uma análise do regime de taxas de câmbio flutuantes e do modelo do "tripé" de política macroeconômica adotado a partir de 1999. Por fim, o foco recai sobre a evolução da gestão cambial no primeiro Governo Lula e as implicações desta sobre o padrão de crescimento da economia brasileira
Abstract: The deep changes verified at the international economy since the end of the Bretton Woods system created an ambience of a bigger complexity in which the opportunities opened to the countries that get into the financial globalization logic usually come with some dangers. The emergence of the euromarket, the development of direct finances and the financial liberalization increased capital mobility and its potential of valorization, but, simultaneously, the latent risks were also augmented, mainly because of the systemic instability that characterizes this phase of capitalist development. This framework engenders a great volatility of the main macroeconomic variables in the peripheral countries considered as emerging countries ¿ i.e., the ones that have in someway made their integration into the financial globalization. This scenario is due to the fact that the capital flows addressed to these countries are much more unstable than those of the central countries. The variables that compose the balance of payments seem to be progressively subordinated to the mobility of the international capital. If some decades ago the issue of the exchange rate stability was an attribute of the modus operandi of the international monetary system, now it is an issue to be dealt with by each country on its own. This dissertation aims to analyze the conditioning of the choice of exchange rate regimes in emerging countries in the context of financial globalization and the economic results promoted by these different regimes. The central hypothesis is that emerging countries face some difficulties on the management of their exchange rates ¿ mainly in this scenario of global finances ¿ that use to be neglected by most of the authors. Moreover, this dissertation analyze and discuss, from a critical point of view, the exchange rate regimes adopted in Brazil since the implementation of the Real Plan. Brazilian recent experience is interesting, because it allows observing different ways of dealing with the exchange rate, bringing light over the difficulties faced by emerging countries on the conduction of exchange rate policy. This work makes a discussion of the Real Plan and the nominal anchor practiced during the first mandate of president Fernando Henrique Cardoso. Following, an analysis of the floating exchange rate regime and the so-called ¿tripod¿ model of macroeconomic policy, adopted since 1999 is presented. Finally, the focus is put over the evolution of the exchange rate management on the first Lula Government and its implications over the growing pattern of Brazilian economy

Resumo: Essa dissertação se debruça sobre o fenômeno dos fundos soberanos de riqueza, definidos como veículos de aplicações financeiras estatais realizadas prioritariamente no exterior. O principal problema analisado refere-se aos impactos dessa intervenção estatal, uma vez que os Estados se configuram, por meio dos FSR, como verdadeiros players do sistema financeiro internacional, apresentando sérias implicações para o processo de globalização financeira, especialmente após, pelo menos, três décadas de promoção de princípios de redução do papel do Estado nos mercados. Busca-se entender se os FSR seriam instrumentos de retrocesso ou de avanço da globalização financeira em torno de três eixos de discussão: da análise das precondições para o surgimento dos FSR, que apontam para uma mudança na divisão internacional do trabalho; da análise dos motivos que levam os países a criarem FSR, que apontam para uma mudança na configuração da autoridade estatal no processo de globalização financeira; e da análise do processo regulatório dos FSR, que aponta para o controle de medidas protecionistas dos países receptores contra esses investimentos estatais. Abstract: This dissertation investigates the sovereign wealth funds (SWFs), which are vehicles for governments' financial investments, allocated priory in foreign financial assets. The main problem under concern refers to state intervention as long as states are truly players in the international financial system. It represents major repercussions for the financial globalization process, especially after the massive promotion of principles such as state retrenchment. Therefore, it is investigated if SWFs are stumbling blocks or stepping stones to financial globalization, in a three-basis discussion: analysis of the pre-conditions for SWFs development as a result of rearrangements in the international division of labor; analysis of the purposes for creating a SWF as a result of rearrangements in the states authorities in relation to financial globalization; and analysis of SWF regulation process against protectionism actions from recipient countries. The discussion is supported by a categorization of the main characteristics from thirty selected funds

Full textA description of the different species of wild Opuntia in the Alentejo’s coastal area and in the Tapada da Ajuda (Lisbon) based on the morphological, phenological and physical-chemical description of the plants and fruits is made. The identified species were the Opuntia leucotricha DC., Opuntia stricta (Haw.) Haw., Opuntia monacanta (Willd.) Haw., Austrocylindropuntia subulata (Muehlenpf.) Backeb. and Opuntia ficus-indica (L.) Mill. (2 unknown varieties), which Opuntia ficus-indica is most interesting variety from the agronomic point of view. The fruits of O. ficus-indica have little acidity, high content of vitamin C, total phenols and TSS and a considerable amount of seeds (> 150). From the 2 varieties of O. ficus-indica (fruits with light-green pulp and orange pulp), the former shows better physical-chemical features comparing with the orange pulp fruit cultivar. This study demonstrates the high potential of the O. ficus-indica´s fruits as source of natural antioxidants and that the consumption of fruits and subproducts can provide substantial amounts for the human diet. Technical and economical assessment of an Opuntia orchard establishment was undertaken. As the edaphoclimatic conditions and the species/varieties of Opuntia with good physical-chemical features are advantageous there might be the possibility to develop a project considering the production of fruits to the national and international markets.

Full textENGLISH ABSTRACT: The development of the global biotechnology industry largely coincided with the development of the US biotechnology industry. This resulted in this industry's oligopolistic and centralised nature where only a few multinational chemical and pharmaceutical companies control most biotechnology processes and production of commodities emanating from these processes. The governance of biotechnology has, until recently, been dominated by state actors who have endeavoured to secure national interests, including those of large multinational corporations (MNCs) based within their boundaries. The technological ability of developed states to exploit and use unevenly distributed resources to their advantage means that an uneven relationship exists between these and poor developing countries. This has been highlighted by differences in public opinion about the role and application of biotechnology in society. While some opinions favour the use and application of biotechnology to enhance food supplies and boost production levels and trade, other opinions caution against the possible hazards that genetically manipulated organisms (GMOs) hold for the environment and human existence. The commercialisation of biotechnology has resulted in the exponential growth of genetically manipulated crops in especially the United States and countries like Argentina and Canada. These countries produce large surpluses of staple grains such as corn and soya and try to sell these to countries with food supply problems. The clash in commercial interests stemming from developed countries' insistence on the protection of intellectual property rights (IPR) on genetically manipulated (GM) seeds has caused considerable conflict with poor farmers who will not be able to sustain their livelihoods if they cannot save seeds for future harvests. This is one aspect of the problems surrounding the protection of knowledge products that is exacerbated by the scientific uncertainty pertaining to the risk involved with biotechnology. While some observers agitate for precaution with the use of GMOs, others feel that a lack of scientific proof of harm is sufficient grounds for proceeding with developments in biotechnology. Conversely, there are some that feel that biotechnology is market driven instead of human needs driven, ultimately resulting in developing countries receiving very little benefit from it. The Cartagena Protocol on biosafety was drafted to address some of the difficulties involved with the transboundary movement of GMOs. Although it holds very specific advantages for developing countries, as a regulatory framework it is limited in its scope and application. Developing countries are limited in their policy options to address their need to protect biodiversity and secure their food supply. This means that considerable challenges and constraints await these countries in utilising global governance of public goods and building their human and technological capacities.
AFRIKAANSE OPSOMMING: Die ontwikkeling van die globale biotegnologie-industrie het grootliks saamgeval met die ontwikkeling van die Verenigde State se biotegnologie-industrie. Dit het aanleiding gegee tot hierdie industrie se oligopolistiese en gesentraliseerde aard waar slegs enkele multinasionale chemiese en farmaseutiese maatskappye die meeste biotegnologie prosesse en die vervaardiging van kommoditeite uit daardie prosesse beheer. Die regering van biotegnologie was tot onlangs oorheers deur staatsakteurs wie gepoog het om nasionale belange te beskerm, insluitend die belange van multinasionale korporasies (MNK) wat vanuit hulle grondgebied funksioneer. Die tegnologiese vermoë van ontwikkelde state om oneweredig verspreide hulpbronne tot eie gewin te benut beteken dat 'n ongelyke verhouding bestaan tussen hierdie en arm ontwikkelende state. Die Kartagena Protokoloor bioveiligheid is opgestel om van die probleme betrokke by die oorgrens verskuiwing van GMOs aan te spreek. Hoewel dit spesifieke voordele vir ontikkelende state inhou is dit as reguleringsraamwerk beperk in omvang en aanwending. Ontwikkelende state het beperkte beleidsopsies om hulle behoefte om biodiversiteit te beskerm en voedselvoorsiening te verseker, aan te spreek. Dit beteken dat beduidende uitdagings en beperkings hierdie state in die benutting van globale regering van openbare goedere vir die bou van menslike en tegnologiese kapasiteite in die gesig staar.

Full textENGLISH ABSTRACT: This mini-study project was undertaken to investigate the dynamics of the international wine industry in an era of increased globalisation. The capacity of old and new wine producing countries to adapt to the new dynamics was assessed by determining their competitive positions in the global industry. The impact of industry driving forces on trends and future developments was determined and predictions were made for the immediate future of the industry. The cyclical nature of the global wine industry was investigated and the industry's ability to balance supply and demand in the foreseeable future was assessed. Recommendations were finally made on how to establish greater stability in the global wine industry. Wine consumption in traditional wine countries decreased as a result of changing life styles, and prompted the wine industry to focus increasingly on importing countries. Transformation within the wine industry is assisted by the innovative and aggressive marketing strategies of new wine countries. Product differentiation, brand building and the development of a more effective distribution channel are allowing new wine countries to increase market share at the expense of old wine countries. The global wine industry experiences cyclical instability in supply and demand. Evidence suggests that a cycle is completed every eight years. A threatening oversupply of quality white wine will result in increased competition and lower prices, while red wine supply is likely to exceed demand from 2003 onwards. The wine industry needs to introduce some measure of control to co-ordinate expansion and replacement programs of vineyards with an increased quality focus. Producers and wineries will have to be far more sensitive to changing consumer attitudes and life styles and should develop appropriate production strategies in order to meet changing demands.
AFRIKAANSE OPSOMMING: Hierdie werkstuk is onderneem om die veranderende dinamika binne die internasionale wynindustrie te ondersoek teen 'n agtergrond van toenemende globalisering. Die vermoë van oud en nuwe wêreld produksielande om aan te pas by veranderinge is beoordeel deur die bepaling van hul onderskeie mededingende posisies in die globale wynindustrie. Die impak van industrie-dryfkragte op tendense en toekomstige verwikkelinge is ondersoek en voorspellings is gemaak vir die onmiddellike toekoms van die industrie. Die sikliese aard van die globale wynbedryf is ondersoek, sowel as die vermoë van die bedryf om vraag en aanbod in die afsienbare toekoms te stabiliseer. Ter afsluiting word aanbevelings gemaak ten einde groter stabiliteit in die bedryf te bewerkstellig. Leefstyl veranderinge en 'n gepaardgaande daling in wynverbruik in tradisionele wynlande, veroorsaak dat die internasionale wynindustrie sy aandag toenemend op invoerlande vestig. Vernuwing in die bedryf word aangevuur deur die kragtige bemarkingsaanslag van nuwe wêreldlande. Full textENGLISH ABSTRACT: As the world globalises there is need for economic integration. These integration processes can be both regional and global Africa as one of the world's continents is not immune to these integrations; regions within the continent have formed trade blocs which enhance economic development for individual member states of such blocs. Even though these countries are not equal in terms of economic development the ultimate goal is to have sustainable economic development and be able to compete in the global world. Botswana is one country with such aspirations and dreams. This paper addresses the role of Botswana in the global economy; highlighting its opportunities and challenges. Botswana has been a success story in Africa, with its GOP per capita increasing from less than US$2 000 in 1975 to around USSIO 000 in 2005, recording economic growth rates of over seven per cent. The country's economy has been heavily reliant on mining. tourism. manufacturing and agriculture. Diamonds are by far the most important source of income for Botswana, accounting for more than 70 per cent of total export earnings. The satisfactory performance of the financial sector impacts on overall development and the diversification of the economy. In its efforts to integrate and strengthen bilateral relations with bigger market economies, Botswana is a signatory to a number of trade agreements such as World Trade Organisation (WTO), Cotonou, Southern Africa Development Community (SADC), Africa Growth Opportunity Act (AGOA) and Southern African Customs Union (SA CU). As a member of the WTO, the inclusion of China into the organisation implies that Chinese products are now highly competitive when compared to Botswana products due to lower production costs enjoyed by Chinese finns. Chinese finns also enjoy competitive advantage in US markets where Botswana exports some of its textile products under AGOA. However, the country has enjoyed productive relationships with the European countries since its colonial period and through the Cotonou agreement, which was signed between the European Community and the Africa, Caribbean and Pacific countries. Botswana is also a signatory to regional blocs such as the SADC through which it has agreed on a number of economic issues such as trade, gender, water resources, peace and security, democracy and good governance. Through the SADe, member states such as Botswana are able to lobby for support or form partnerships with developed nations such as Sweden. By being a member of SACU, Botswana can export to a large market and complement its smaller domestic market. As players in the global economy, countries are exposed to many challenges and opportunities. There are opportunities for attracting more investment into the country due to its excellent economic performance. Investment can be attracted in financial and manufacturing sectors through encouraging private-public partnerships. This paper discusses some of the growth sectors in the economy and how they can be enhanced to contribute to sustainable development. It is also worth mentioning that Botswana faces challenges such as HIV/AIDS and unemployment. By being landlocked, the country is relatively expensive for investors to manufacture locally and export to foreign countries, which dampens the attraction of foreign direct investment. Some of these challenges and opportunities experienced by Botswana can serve as lessons for other African countries.

Hierdie studie spreek Botswana se rol in die wyer streeks- en internasionale ekonomie aan. Die land word algemeen beskou as 'n ontwikkelingsukses, met 'n BBP per capita toename van US$2 000 in 1975 tot US$I0 000 in 2005, en 'n gemiddelde jaarlikse groeikoers van meer as sewe persent. Die landsekonomie is sterk afhanklik van die mynbousektor, landbou, toerisme en fabriekswese, met diamante tot 70 persent van uitvoere. As deel van die proses om nouer in te skakel by die groter markte het Botswana by 'n reeks ooreenkomste aangesluit, naamlik die Wereld Handelsorganisasie, die Cotonou-ooreenkoms, die SADC, AGOA en SACU. Terwyl die aansluiting by hierdie ooreenkomste Botswana se uitvoermarkte uitgebrei het, het Sjina se aansluiting by die WTO vir Botswana se nywerhede groter mededinging veroorsaak. Aan die ander kant het die lidmaatskap van Botswana by die SADC en Sacu vir die land baie geleenthede geopen om meer effektief te pleit en te onderhandel vir ekonomiese, sosiale en ander ontwikkelingsvoordele, veral waar Botswana se eie bevolking en markte so klein is. Om 'n beeld te kry van die uitwerking van die stappe van Botswana word in die studie ook gekyk na ontwikkelingstendense in spesifieke sektore asook na pogings om buitelandse kapitaal na die land te trek. Terselfdertyd moet besef word dat Botswana vanwee sy hoe HIV/Vigs koers tans en in die toekoms te kampe het met 'n reeks heel spesiale struikelblokke wat die ontwikkelingsproses beinvloed.

Full textENGLISH ABSTRACT: The corporation is fast becoming, or may already have become, the prevalent structure in human society. As such, its successes and failures impact heavily on society as a whole. This study will endeavour to examine past shortfalls in corporate thinking and practice, explaining much of this by referring to lag between societal and corporate change in their respective responses to globalisation. It is furthermore argued that this change is still far from complete( d), if indeed it ever will be complete( d) with a fixed end. This global change, has to a large extent, caught corporations off guard, with their old management styles no longer providing results - with civil resistance to corporate activity resulting in some instances. The central aim of this study is to not only understand this situation, but also to explore potential remedies. In so doing two unique ideal states, namely the old and the new company, will be developed. With the old company representing corporate structure and thinking that no longer functions effectively. The new company, on the other hand, is not a present state but a future one. Thus it is the destination of the societal and corporate changes examined within this thesis. Consequently, the main subject examined will be a move away from the old company. Finally, it will be shown that dealing with problems within the corporate context no longer requires the heavy hand of yesteryear. Instead, a proactive approach should be adopted, both for financial and ethical reasons.

Gevolglik beoog hierdie studie om voormalige tekortkominge in korporatiewe denke en praktyk te ondersoek en te verduidelik, grotendeels met verwysing na die verskil in tempo waarmee beide die samelewing en korporasies reageer op die nuwe uitdagings wat gepaardgaan met globalisering. Dit word verder geargumenteer, dat hierdie proses van verandering geen voorspelbare einde het in die klassieke sin nie. Juis daarom het die voortdurende verandering oudmodiese bestuurstyle en tegnieke onkant betrap, met nagevolge wat strek tot by burgerlike verset. Sentraal aan die ondersoek van hierdie situasie is nie net die intensie om dit te verstaan nie, maar ook die soeke na strategieë om dit reg te stel. Om die onderneming te fasiliteer word twee ideaal state, naamlik die ou en die nuwe maatskappy ontwikkel. Die ou maatskappy verteenwoordig uitgediende strategieë en bestuurspraktyke, terwyl die nuwe maatskappy 'n toekomstige staat is en dus nog nie gerealiseer is nie. Die fokus is dus op die beweging van die ou na die nuwe maatskappy. Laastens sal dit ook aangetoon word dat uiters outoritêre bestuurstyle en strategieë nie meer van pas, of suksesvol is in die hantering van korporatiewe probleme nie. Alternatiewelik word 'n proaktiewe benadering, op beide etiese en finansiële gronde, aanbeveel.

Full textENGLISH ABSTRACT: The impact of globalisation can be found in every aspect of human life. Globalisation has also brought about changes in the world of work, such as the call for labour market flexibility, which has restructured the workplace. This study focuses on the implications of labour market flexibility for workers in South Africa and for trade unions, within the context of the introduction of a macroeconomic neoliberal policy in South Africa in 1996. The study examines the changing nature of employment and work in a company in the South African retail sector, namely Pick n Pay. Labour market flexibility comes about as companies try to compete and cut costs at the expense of workers. This implies a reduction of protection and benefits and has resulted in the creation of a ‘working poor’ labour segment. Trade unions have been ineffective in providing a voice and representation for the new working poor. This study argues that under conditions of economic globalisation, trade unions are disempowered and flexible labour market practices are introduced to cut costs in order to maintain market share and increase competitiveness. Economic globalisation has pressurised the South African government, and the African National Congress (ANC), to shift gradually to the right and to adopt a neoliberal macroeconomic policy. This has led to an increase in inequality, unemployment, new forms of insecure jobs and the creation of an informal economy. This study found that instead of creating jobs and alleviating poverty, the government’s Growth, Employment and Redistribution Strategy (GEAR) has resulted in retrenchments, downsizing and restructuring. The unemployed, retrenched and working poor find themselves in the ‘second economy’. The retail sector in particular makes use of labour market flexibility in order to compete for market share. Pick n Pay is an example of a retail company that increasingly makes use of flexible labour market practices. This study found that labour market flexibility has created a situation that trade unions find difficult to deal with, and that labour market flexibility has been accompanied by increasing inequality, which overlaps with race and gender identities. Furthermore, Pick n Pay maintains flexible employment under conditions of increased productivity and contrary to labour legislation.
AFRIKAANSE OPSOMMING: Impak van globalisering kan in elke aspek van mense se lewens waargeneem word. Globalisering het verandering in die wêreld van werk teweeggebring, soos die aandrang op arbeidsmarkbuigsaamheid wat tot die herstrukturering van die werkersmag gelei het. Hierdie studie fokus op die implikasie van arbeidsmarkbuigsaamheid vir werkers in Suid‐ Afrika, en die implikasie vir vakbonde in die konteks van die inwerkingstelling van ’n makroekonomiese neo‐liberale beleid in Suid‐Afrika in 1996. Verder ondersoek die studie die verandering in die aard van indiensneming en werk in ’n Suid‐Afrikaanse maatskappy in die kleinhandelsektor, naamlik Pick n Pay. Full textENGLISH ABSTRACT: Since the late 80s and early 90s there has been a sustained debate on the concept of globalisation. This has been, to a larger extent, due to global industrial restructuring In most countries the effects have been felt mostly in the manufacturing sector, and these were evident in areas such as technology, employment pattern and composition of labour force. Globalisation introduces a tendency to create a division of labour between a core of relatively well paid, skilled and secured workers, and a large pool of workers doing non-regular forms of work e.g. 'casual' jobs or part-time contracts, and with much of the work sub-contracted to companies with less unionised and low paid workers. This research assignment explores the effects that changes in global production have on the South African automotive industry. As South Africa is becoming increasingly integrated into the world economy it certainly will not be unaffected by effects of globalisation. The auto industry, and Volkswagen in particular will be use as a case. The industry is one of the largest export industries in South Africa at the current moment, and is said to have embraced the realities of globalisation. It is also a fairly well developed industry, technologically. The auto industry has always epitomised 'Fordist' forms of production with inward-looking industrial activity. The waves of changes in the sphere of production globally have both positive and negative etfects on the automotive industry. They are spurring development and innovation in an ailing industry, and thrusting it on a path towards 'world-class' manufacturing. On the other hand festructuring trend which is an outflow of global isation poses a great threat on employment patterns, and in the long run may lead toil"'decline in formal employment and introduction of non-regular forms of work e g. part-time, casual employment, and subcontracting. This will happen as pressures mount on the industry in line with the logic of international competitiveness to rationalise and cut costs.
AFRIKAANSE OPSOMMING: Die konsep "globalisering" lok reeds sedert die laat tagtigerjare wydverspreid debat uit. Die kontensieuse aard van die begrip kan grootlike toegeskryf word aan die verskynsel van globale industriele herstrukturering. Wereldwyd is die impak van laasgenoemde veral gevoel in die vervaardigingsektor. Hierdie tendens het by uitstek in aspekte soos tegnologie, indiensnemingspatrone en die samestelling van die arbeidsmag gemanifesteer. Globalisering het die geneigdheid om 'n verdeling van arbeid te bewerkstellig in terme waarvan 'n kern van relatief goed besoldigde, geskoolde en beskermde werkers onderskei kan word van 'n relatief swak besoldigde groep wat stukwerk verrig. Die tweede groep verrig deeltydse werk, wat in baie gevalle uitgekontrakteer word aan maatskappye met lae vakbondverteenwoordiging. Die fokus van hierdie werkstuk val op die impak wat veranderinge in globale produksie op die Suid-Afrikaanse motornywerheid het. Full textENGLISH ABSTRACT: Ethical decision making in business, the manifestation of business ethics in the individual, is influenced and shaped by various factors, including the external environment, organisational factors and society. In China business ethics, and consequently ethical decision making has emerged and developed mainly as a response to the economic reforms in response to globalisation. Globalisation, a product of the interaction of political and predominantly economic liberalisation, largely brought about by technological change, has become a household word since the last decade of the twentieth century. It is hailed by its advocates as a way to spread cosmopolitan values as well as better employment conditions and standards of living. Its critics, however, see it as a new wave of colonialism imposed by developed countries and multinational companies on poor countries, a synonym to exploitation and impoverishment of both people and nature. A contested issue on globalisation is concerned with its consequences as to the convergence of societies toward a uniform pattern of economic, political, and even cultural organisation, and thus to the formation of a global ethic. A change in approach towards intellectual property and the trends observed in patent applications indicate to what degree various countries have embraced the opportunities presented by globalisation. China is a prime example of a country that embraced the opportunities, and also made the required changes in policies and behaviour. Globalisation has changed the environment in which everyone is competing forever. International institutions play a significant role, and being part of treaties is paramount if countries want to play in the global market. Thus, globalisation changed the external environment that has an important influence on ethical decision making by individuals. These changes are followed by changes in countries' legal environments. As a result the rules by which companies have to play are also influenced, changing the way management should and eventually do behave, which will ultimately change the work experience gained by an individual. A change in individual factors will eventually change the ethical philosophy and the decision ideal of an individual, which also have an impact on ethical decision making. The end result is that globalisation has a profound influence on every factor that influence an individual making ethical decisions. However, these changes can take very long to start to manifest, a fact seen in the lag between policy changes and observing tangible changes in approach to intellectual property rights, as observed in China.
AFRIKAANSE OPSOMMING: Etiese besluitneming deur die individu word beinvloed deur 'n wye verskeidenheid faktore, waaronder die eksterne omgewing, die organisasie waarvoor die individu werk, en ook die kultuur gemeenskap. Sake etiek in China, en dus ook etiese besluitneming het ontwikkel as die resultaat van ekonomiese beleidsveranderinge wat teweeg gebring is deur globalisering. Globalisering is die produk van die grootskaalse liberalisering van ekonomiee, aangehelp deur tegnologiese vooruitgang. Voorstanders van globalisering glo dat dit die verspreiding en groei van kosmopolitaanse waardes tot gevolg het, en uiteindelik lei tot beter werksomstandighede en lewensstandaarde vir almal. China is 'n goeie voorbeeld van 'n land wat die geleentheid met beide hande aangegryp het. Nie net is beleid aangepas om voordeel uit die geleentheid te trek nie, maar mense se houding het ook dienooreenkomstig verander. Globalisering het die omgewing vir kompetisie dramaties verander. Internasionale organisasies speel 'n belangrike rol, en die ondertekening van verskeie ooreenkomste is ononderhandelbaar om ten volle deel te wees van die globale ekonomie. Globalisering het die eksterne omgewing sodanig verander dat dit nie anders kan as om 'n impak te hê op die besluitneming van individue nie. Die veranderende eksterne omgewing het noodgedwonge gelei tot veranderinge in die wette van verskeie lande. Die reels waaraan besighede moet voldoen is dus ook beinvloed, en so ook die manier waarop bestuur moet optree. Die uiteinde is dat globalisering elke faktor wat 'n impak het op etiese besluitneming beinvloed. Full textThe general public should have wide access to copyrighted materials for education and research. However, since the current copyright law system subtly favors copyright holders, it is time to re-evaluate copyright law to ensure it meets its original purpose of promoting the learning of the society. The research primarily focuses on how to broaden copyright limitations and exceptions for the public to access and use learning materials. Within the framework of the copyright law system, other mechanisms that allow users to access copyrighted materials at a reasonable price also are considered. Such mechanisms include an efficient collective copyright management system and various licensing schemes. In an information network environment, it is time for developing countries to reform copyright law in order to promote education and research. It is hoped the findings of this study not only benefit South Africa and People's Republic of China, but also provide insights and guidelines to other developing countries with similar conditions.

Full textENGLISH ABSTRACT: The emerging classification of Sustainability-oriented Innovation Systems places an emphasis on the social elements of change, as well as the technological. However, sustainability-oriented problems are too vast for one person or discipline to comprehend; thus people tend to want to collaborate, meaning they form teams. As a further extension to address sustainability-oriented problems, there is an increasing emphasis on transdisciplinary research and development (R&D) efforts, whereby co-production transgresses boundaries, and science becomes visible before it becomes certain. To reach the objectives of transdisciplinary R&D efforts will require two key concepts: the gathering of information from experts, namely knowledge transfer; and making connections between them, namely knowledge integration. Nevertheless, challenges have been noted in terms of academic tribes that impede teamwork, and, importantly, the lack of combined thought and action in R&D. This research, which is compiled as two journal articles, explored the collaboration, between disciplines, that has been described as the means of meeting the requirements of transdiscplinary R&D to identify, structure, analyse and deal with specific problems in such a way that it can: grasp the complexity of problems; take into account the diversity of life-world and scientific perceptions of problems; link abstract and case-specific knowledge; and develop knowledge and practices that promote what is perceived to be the common good. However, the latter brings into question how values and culture influence collaboration and thus transdisciplinary R&D efforts. The first article set out to investigate, from a literature analysis, how the culture and values of individuals in a transdisciplinary R&D team, as well as those of the organisation, determine the potential success or failure of the R&D effort. A conceptual framework is derived based on the theories of complexity, as it relates to knowledge management, learning within organisations, cognitive and behavioural approaches to culture and values, and communication. The framework also builds on previous research that has been conducted with respect to the management of transdisciplinary R&D. The second article then utilises the introduced conceptual framework for an in-depth investigation of a case study in the bioenergy field. The R&D project, which spanned over three years in South Africa, required a transdisciplinary team of engineers and scientists of various fields to collaborate with stakeholders outside the R&D team. The case emphasises that the lack of disciplines to recognize, understand and incorporate values and culture into R&D practices will lead to project failure; pre-empting and managing expectations of social change (often) far outweigh the necessity for technological change. A number of recommendations are thus made to improve R&D practices.
AFRIKAANSE OPSOMMING: Die opkomende klassifikasie van Volhoubaarheid-georiënteerde Innovasie Sisteme plaas 'n klem op die sosiale elemente van verandering, sowel as die tegnologiese. Volhoubaarheid-georiënteerde probleme is egter te groot vir een persoon of dissipline om te verstaan, dus neig individue om saam te wil werk, wat beteken dat hulle spanne vorm. As 'n verdere uitbreiding om volhoubaarheidgeoriënteerde probleme aan te spreek, is daar 'n toenemende klem op transdissiplinêre navorsing en ontwikkeling (N&O) pogings, waardeur mede-produksie grense oortree, en die wetenskap sigbaar word voor dit sekerheid bereik. Full textHow could small pharmaceutical companies based in India gain a foothold in a global market dominated by large multinational firms? To address the issue, this doctoral thesis borrows from development geography, economic sociology, and institutional economics. It draws on various sources and methodologies, including semi-structured interviews conducted with directors of micro, small and medium companies in Ahmedabad and Mumbai (n = 99), interviews with the actors of India’s pharmaceutical industry (n = 61), and quantitative data from public and private databases. The analysis shows that these small companies compete in various pharmaceutical fields with specific norms and hierarchies, in which they occupy diverse positions, better in generic and emerging markets. Highly specialized, capitalizing on their commercial know-how, they innovate in marginal but idiosyncratic ways, driven by various entrepreneurial rationalities in which needs for achievement are as important as material motivations. Operating in adverse political, economic, and legal environments, at many scales, their strategies are embedded in flexible territorial and community ties, better resource-endowed when they are metropolitan and globalized. With their particular approach to economy and health, these agents participate in the globalization of the pharmaceutical market in alternate ways

Full textENGLISH ABSTRACT: This case study examines the implications of globalisation for business-government relations in South Africa since 1990. The study proposes that business, bolstered by globalisation, is increasingly gaining influence in the policy process of South Africa. The unfolding era of neo-liberalism has ushered in an enormous surge in the power of capital and a decline in the organization and influence of labour. This surge in relative power has allowed the South African business community, to impose its own discipline on government and to narrow the sphere of public decisions. Fear ofloss of competitiveness, in attracting capital, both domestic and international, has forced government to make their policies increasingly capital-friendly rather than responding to popular will or broad social interest. The study establishes the features of globalisation and South Africa's position within this process through an analysis of the relationship between the ANC and business that developed in South Africa between 1990 and 1994, and later facilitated the ANC's acceptance of a neo-liberal macroeconomic strategy in 1996. By analysing; firstly, the influence of business within the policy-making process since 1996, and secondly, the influence of business in the outcomes of government's black economic empowerment strategy, the study shows that business has attempted to optimise its position vis-a-vis the currents of globalisation. The study concludes that the working partnership between business and government, established in terms of the BEE strategy is based on the mutual need of each other, as both government and business face the brutal capriciousness of foreign investment, the major challenge posed by globalisation. The South African business community is however in a unique position with respect to South Africa's ongoing transformation. Within the post-apartheid context, and South Africa's reconfigured power equation between government and business, globalisation would appear to give corporate South Africa added leverage over its rival social partners in the tug-of-war over the terms of development.
AFRIKAANSE OPSOMMING: Hierdie gevalle-studie bestudeer die implikasies van globalisasie vir besigheidregering verhoudings in Suid-Afrika vanaf 1990. Die studie stel voor dat besigheid, aangehelp deur globalisasie, toenemend invloed verkry in die beleidsproses in Suid- Afrika. Die nuwe era van neo-liberalisme het 'n groot toevloei in die mag van kapitaal binne gesien en 'n afname in die organisasie en invloed van arbeid. Die beweging van relatiewe mag het die Suid-Afrikaanse besigheids-gemeenskap toegelaat om sy eie dissipline op die regering op te lê, en om die sfeer van openbare besluite te vernou. Die vrees van verlies van mededinging in die aantrekking van kapitaal, beide plaaslik en internasionaal, het die regering gedwing om hul beleide toenemend kapitaalvriendelik te maak, eerder as om te reageer op populêre wilskrag of breë sosiale belang. Die studie bevestig die kenmerke van globalisasie sowel as Suid-Afrika se posisie in hierdie proses. Dit word bepaal deur 'n analise van die verhouding tussen die ANC en ondernemings wat tussen 1990 en 1994 in Suid-Afrika ontwikkel het en later deur die ANC se aanvaarding van 'n neo-liberale makro-ekonomies strategie in 1996, gefasiliteer is. Deur eerste die invloed van besigheid binne die beleidmakings-proses vanaf 1996 te analiseer en tweedens te kyk na die invloed van besigheid in die uitkoms van die regering se swart ekonomiese bemagtings strategie (BEE) wys die studie dat besigheid probeer het om sy posisie deur die vloei van globalisasie te optimiseer. Die studie sluit af met die erkende vennootskap tussen besighede en die regering. Hierdie vernootskap is gevestig op die terme van die BEE strategie, wat gebasseer is op wedersydse belang, want beide die regering en besighede staar die brutale wispelturigheid van buitelandse belegging in die gesig. Hierdie groot uitdaging word deur globalisasie voortgebring. Die Suid-Afrikaanse besigheidsgemeentskap is in 'n unieke posisie, in die sin van Suid-Afrika se voortgaande transformasie. Binne die post-apartheid konteks en Suid-Afrika se hergestruktueerde mags verhouding tussen die regering en besighede, wil dit voorkom asof globalisasie die besigheids-sfeer van Suid-Afrika 'n toename van mag oor sy mededingende sosiale vennote te gee, in die konflik oor die terme van ontwikkeling.

Full textAlmost two decades after India’s economic liberalization, scholars found the emergence of a new moral order. This new enterprise culture, or capitalist spirit, entailed the revival of traditional as well the formation of putatively modern values. While this enterprise culture accounted mostly to the emerging middle class in the country, similar changes were observed at the core of industrial capitalism: management styles, which remained unstudied sociologically. This thesis investigates how the capitalist spirit in the business elite in the Indian state of Gujarat emerges. The purpose of this study is to explain the emergence of asynchronicity in the capitalist spirit. Studying the business elite in a state with a stronghold in business traditions as well as a stark economic liberalization contributes to the above mentioned studies. Based on literature review I argue for the capitalist spirit as capitalist ethos, drawing on Pierre Bourdieu’s habitus concept in combination with Boike Rehbein ‘s concept of socioculture, which explains coexisting layers in societies of different socio-historical origins. This research interest was operationalized with the documentary method, conducting qualitative interviews with the top business leaders in Gujarat. In this study, the capitalist ethos in the business elite in Gujarat emerges in three sociocultures that arose with British colonialism and industrialization (1850-1947), with the restricted economy (1947-1991), and with economic liberalization (1991). The capitalist ethos is differently interpreted in the sociocultures and therefore gains different meaning. I reconstructed the three capitalist ethoi of the Mahajan Ethos, the Nehruvian Ethos and the Neoliberal Ethos, respectively.
