AbstractThis article analyses the implications of the Forced Labour Convention of 1930 on colonial labour policies for road labour carried out under chiefs in the Gold Coast. The British colonial administration implemented a legal application of the convention that allowed the continuation of the existing system of public works. In the Gold Coast, the issue of road labour was most prominent in the North, where chiefs maintained the majority of roads. Indirect rule became crucial in retaining forced labour in compliance with the convention. This article focuses on “hidden strategies” of British

This paper explores the biography of a wagon road located in the First Nations (indigenous) territory of the Stl'atl'imx of the lower Lillooet River Valley in southern British Columbia, Canada. While the road is best known as a route to the Fraser Canyon during the Fraser River Gold Rush of 1858, here I investigate its multiple lives. Adopting themes from symmetrical archaeology, I show that the wagon road was not a passive outcome of colonial action but instead shifted in form and meaning as it interacted with the human and non-human world. Abstract:
The Clifton 7.5' quadrangle is in western Tooele County about 40 miles (65 km) south of Wendover, Utah. The northeast part of the quadrangle includes the Clifton Hills and the southwest part includes the northern Deep Creek Range/Mountains. These uplands are separated by Overland Canyon and Clifton Flat (figure 1, plate 1). The quadrangle is in the Basin and Range physiographic province between the Great Salt Lake Desert to the east and Deep Creek Valley to the west. Terrain and vegetation are typical of the Basin and Range province and include rugged mountains separated by adjoining basins. N

Calahorra-Jimenez, Maria, and Richard Poythress. Exploring Performance-Based Contracts: A Good Option to Address Long-Term Road Maintenance in California? Mineta Transportation Institute, 2024. http://dx.doi.org/10.31979/mti.2024.2359.

Full text
Abstract:
Performance-based contracts (PBCs) used in road maintenance provide flexibility for considering new materials, design, and technology to achieve predetermined performance targets. Several states in the U.S. have already used these types of contracts in road maintenance, and their experience can inform the use of PBCs in California. The objectives of this research are twofold. First, identify the benefits and challenges of PBCs compared to traditional contracts. Second, explore the main aspects of PBCs implementation for road maintenance and relate them to California's context. To this end, ded

Abstract:
Recent years have seen a proliferation of commitments by companies and financial institutions to achieve “net zero” greenhouse gas emissions, in line with global climate change goals under the Paris Agreement. Initiatives like the UN Race to Zero campaign and Glasgow Financial Alliance for Net Zero have established criteria and guidelines for these efforts, and in 2022 a UN High-Level Expert Group (HLEG) was convened to develop definitive recommendations for “high-integrity” commitments. While various initiatives have consolidated around common principles, there are important differences in th

Abstract:
In 2017, the State of California adopted landmark legislation to increase the funds available for transportation in the state: Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017. Through a combination of higher gas and diesel motor fuel taxes, SB1 raises revenue for four critical transportation needs in the state: road maintenance and rehabilitation, relief from congestion, improvements to trade corridors, and improving transit and rail services. To help state leaders identify the most important projects and programs to fund within those four topical areas, we conducted an onl

Abstract:
The U.S. Army is increasingly interested in autonomous vehicle operations, including off-road autonomous ground maneuver. Unlike on-road, off-road terrain can vary drastically, especially with the effects of seasonality. As such, vehicles operating in off-road environments need to be in-formed about the changing terrain prior to departure or en route for successful maneuver to the mission end point. The purpose of this report is to assess machine learning algorithms used on various remotely sensed datasets to see which combinations are useful for identifying different terrain. The study collec

Abstract:
This research project 1) evaluates the effect of road network, demographic, and land use characteristics on road crashes involving teen drivers, and, 2) develops and compares the predictability of local and global regression models in estimating teen crash frequency. The team considered data for 201 spatially distributed road segments in Mecklenburg County, North Carolina, USA for the evaluation and obtained data related to teen crashes from the Highway Safety Information System (HSIS) database. The team extracted demographic and land use characteristics using two different buffer widths (0.25

Abstract:
Driving is one of the riskiest work tasks, accounting for around one third of fatal crashes in the UK. Organisations are expected to manage work-related road safety (WRRS) in the same way that they manage other health and safety risks. The Health and Safety Executive (HSE) and Department for Transport (DFT) issue joint guidance on this in INDG382 ‘Driving at work: managing work-related road safety’. HSE and DFT were seeking to update INDG382 to include reference to vehicle safety technologies that could enable employers to monitor safety related events or driver behaviours, to support learning
