Abstract:
This article attempts to explain the heated controversy sparked by Daniel Goldhagen's bestselling book Hitler's Willing Executioners, by comparing it with its most obvious precedent: the international furor in 1960–62 over William Shirer's The Rise and Fall of the Third Reich. Through such a comparison, the Goldhagen controversy emerges as a relatively shallow event, largely driven by the book's own weaknesses and by media hype, that provides little of value for a deeper historical understanding of the Holocaust. At the same time, however, Goldhagen's surprising popularity in Germany does, in fact, signal a possible shift in the Germans' long postwar struggle to ‘come to terms' with the Nazi past.

Abstract:
In the space of their 16-month posting to Poland, the 500 men of Police Battalion 101 genocidally massacred 38,000 Jews by rifle and pistol fire. Although they were acting as members of a formal security force, these men knew that they could avoid participation in killing operations with impunity, and a substantial minority did so. Why, then, did so many participate in the genocidal killing when they knew they did not have to? Landmark historical studies by Christopher Browning and Daniel Goldhagen proffer contrasting explanatory answers to this troublesome question. This article focuses on a criticism that has often been leveled at the internal coherence of Goldhagen’s controversial explanatory theory. Goldhagen’s explanation is that the men freely, willingly, and responsibly participated in the genocidal killing because of their beliefs about Jews—beliefs that they were causally determined to hold. Critics charge that this is incoherent: How could perpetrators have been passive recipients of deterministically acquired action-determining beliefs and freely responsible agents of genocidal killing? I defend Goldhagen’s explanation against this charge of incoherence, and go on to explore the implications of his account, and Browning’s, for the moral culpability of the perpetrators.

Abstract:
This paper argues that in media reporting on science, media prominence competes with scientific reputation. That is, in certain cases the media compete with science, both in terms of knowledge claims and in terms of the internal mechanisms of self-direction. This implies that in cases where scientific and media evaluations diverge, the media's control over public attention opens the possibility that priority-setting and evaluation within science are no longer the exclusive orientation criteria for the public's willingness to grant financial support. Taking Luhmann's theory of functional differentiation as a starting point in conjunction with “news-value-theory,” the argument assumes that the media have different criteria than the sciences for selecting scientists and their topics as worthy of reporting (and attributing prominence), an area where the sciences have internal processes of attributing reputation on the basis of excellence in research. The case investigated is the reception of Daniel Goldhagen's book Hitler's Willing Executioners in the German print media over a period of about ten months in 1996-1997. The case demonstrates how media evaluation differed markedly from the judgment by the historical community and provided Goldhagen with a tremendous public prominence.

A survey ofthe phenomenon surrounding Daniel Goldhagen's Hitler's Willing Executioners. Goldhagen describes how "ordinary German" perpetrators, allegedly motivated primarily by a specifically German form of "eliminationist antisemitism," were responsible for the Holocaust. The book's contribution to the field of study has come not from its questionable scholarly merits, but from its ability to strike a resonating chord among public readership. Offering moralistic judgements, it has sought less to explain than to warn; in this sense it is more a work ofEthics than ofHistory. An examination is offered of the arguments ofthe book, the course ofthe controversy surrounding it, and its impact on the historiography of modern Germany, including the role of professional historians in society.

Les fragments quasi-projectiles émis vers l’avant dans les réactions périphériques entre des ions ⁴⁰Ar accélérés à 44 et 26,5 Mev/u et diverses cibles (¹²C, ⁵⁸Ni, ⁶⁴Ni, ¹⁰³Rh, ¹⁹⁷Au) sont identifiés en Z et A : ils sont, pour la plupart, plus légers que le projectile. Leurs distributions en énergie, mesurées à l’angle d’effleurement, montrent que l’essentiel de la section efficace, pour les fragments quasi-projectiles, est situé à des vitesses proches de celle du projectile. Les distributions isotopiques des éléments produits à partir du même projectile ⁴⁰Ar sont sensibles à la nature de la cible utilisée ; cet effet, lié au rapport N/Z du noyau cible, est plus important à 26,5 MeV/u qu’à 44 MeV/u. Cela montre que la fragmentation n’est pas le seul mécanisme mis en jeu dans ces réactions. En comparant le pic de fragmentation calculé dans le cadre du mode de Goldhaber, et la distribution en énergie expérimentale, deux autres composantes sont mises en évidence : la première se présente comme une traîne du pic de fragmentation. On peut l’attribuer à des évènements de fragmentation précédés de l’excitation de multiphonons dans la cible. LA seconde n’apparaît que pour les noyaux proches du projectile (S, Cl). Plus étroite et placée à plus haute énergie que le pic de fragmentation, elle correspond aux ré »actions de transfert vers les niveaux non liés de la cible. Enfin, la présence de noyaux de potassium et de calcium montre que les transferts vers les niveaux liés sont possibles à 26,5 MeV/u
The quasi-projectile fragments produced in peripheral reactions induced between Ar (44 MeV/u or 26,5 MeV/u) and different targets: ¹²C, ⁵⁸Ni, ⁶⁴Ni, ¹⁰³Rh, ¹⁹⁷Au have been detected; their atomic numbers and their masses have been identified: most of them are lighter than the projectile. Their energy spectra have been measured at the grazing angle: the main part of the cross section lies quite near the projectile velocity. The isotopic distributions measured for the fragments produced with the same projectile 40Ar reflect some influence of the N/Z ratio of the target. This effect is greater for low incident energy. Thus, it seems that the projectile fragmentation is not the only mechanism involved in these reactions. We have compared the fragmentation peak, calculated in the framework of the Goldhaber model, with the experimental energy distribution: two other components appear:. The first one looks like a tail of the fragmentation peak:it corresponds to fragmentation events following multiphonon excitation in the target. The second one exists only for the neighbours of the projectile:S,Cl. It is a narrow peak, higher in energy than the fragmentation one. It corresponds to transfer reactions towards unbound states of the target. The cross section for the production of potassium and calcium nuclei is sizeable: the direct transfer reactions are still possible at these energies

Abstract:
This chapter provides a historical overview of perpetrator studies. Starting with the Nuremberg Trials after the Second World War, the defendants were mainly studied by psychologists and psychiatrists. The contemporary predominant belief was that perpetrators of mass atrocities were mentally disturbed. Raul Hilberg’s book on the Holocaust, and Hannah Arendt’s on the trial of Adolf Eichmann, were turning points in our thinking. The new perspective saw perpetrators as ordinary people in extraordinary circumstances. Psychological experiments helped us to understand how ordinary people can be transformed into perpetrators, e.g. Milgram showed how his subjects felt compelled to obey orders from authorities, which they considered legitimate. In the 1990s, the debate between Browning and Goldhagen revolved around if the main causes of a person’s involvement in mass atrocities were situational or dispositional. The debate continues, but all scholars agree that the interaction between dispositional and situational factors is crucial. More recently, scholars have taken a broader approach to studying perpetrators; more case studies were included, new disciplines were used, new methodological approaches were taken, and the study of terrorism has developed into a separate field of expertise. The field of perpetrators studies is now a rapidly developing field of academic inquiry.
