Full textL'objet d'étude que constituent les représentations sociales est de plus en plus utilisé en histoire afin d'étudier des phénomènes, des tendances ou des événements. Dans ce mémoire, les représentations sociales sont employées afin d'appréhender les suites du référendum québécois sur la souveraineté de 1995, un moment clé du conflit de basse intensité opposant le Célnada anglophone et le Québec francophone. Récoltant un taux de participation exceptionnel et un résultat extrêmement serré, le référendum du 30 octobre 1995 confronta les responsables fédéraux à une crise qu'ils se devaient de résorber afin de maintenir l'unité nationale, malmenée dans la tourmente référendaire. Le présent mémoire s'attache donc plus précisément à l'étude des représentations de la stratégie déployée par l'État fédéral afin de gérer la crise post-référendaire. Analysant les représentations présentes dans la presse canadienne, il met notamment en lumière le phénomène de ± mémoires inversées ¿ qui amène les Anglo-canadiens et les Francoquébécois à partager une conception différente des événements qui jalonnent leur trajectoire historique. Il souligne également la place occupée par la rhétorique de la réconciliation nationale dans les initiatives mises en place par le gouvernement de Jean Chrétien, une place qui s'avère bien discrète.

Full textThe Canadian foreign policy in view of the Spanish Civil War was adopted on July 31th. The shilly-shallying of Ottawa related to his politic is questionable in regard of the motivations that guided the federal gouvernement. The Canada adopted a neutrality position, similar to the one of Great Britain, decided by the Non-intervention Committee. Like London, Ottawa voted a weapons embargo on both sides of the belligerants. Also, with the Foreign Enlistement Act, it was criminally forbidden to go to fight in Spain. The law applied on both sides, but was aimed especially to prevent the making of the Mackenzie-Papineau Batallion, the Canadian branch of the International Brigades. These acts dedicated the neutrality of Canada. In Quebec, this war was deeply felt. The traditional elites and the catholic clergy assimilated the Spanish governement to Soviet communism and showed solidarity with the Spanish Catholic Church. According to Ernest Lapointe, the main minister in Quebec, Ottawa should deeply take into account the conservative movement in Quebec to prevent a domestic crisis that could endanger the national unity. But the foreign policy of Canada was only partially influenced by the clerico-nationalist reaction in Quebec; it was much more dictated by the following of the British foreign policy.

Full textBy studying the case of the Québec Coalition against the reform of the employment insurance, we seek to determine how it is possible for a social movement coalition, considering the diversity of its members, to organize itself and act in unison in the public area. To answer this question, we first put together a literature review of social movements and social movement coalitions, while focussing on social ties. This review brings to light the hypothesis that social ties between members of a social movement coalition have an influence on the proper operation and the durability of this coalition. In order to test this hypothesis, we use data collected in the field through interviews and observation. The data is analysed using various indicators defined in our theoretical framework. The first element is based on how decisions are made within the Coalition (participation of each member, determination of the action plan and criteria for new adherents) and the possibility of existing social ties between members of the Coalition before its formation. The second element refers to the relationships between those members and their impact on the proper operation and continuity of the Coalition.

Full textInformation professionals are rethinking their role, which is being challenged by the transformation to the electronic environment of information and information processes. Web information systems (WIS) — that is, information systems based on Web technologies such as external Web sites, intranets, extranets and electronic commerce systems — are one of the technologies that is bringing these changes about. Organizations are making massive investments in WIS. Governments are implementing WIS as they move toward e-government. The Canadian federal government is one of the most innovative in term of WIS, and has to adapt its information environment, including information professionals, to cope with these systems. Despite the innovative character of WIS, few empirical studies were found which try to gain a better understanding of the players needed to implement such systems. No consensus seems to exist in the literature on the role of the information professional in WIS. This study aims at increasing knowledge of the roles information professionals play in WIS. In this study, an information professional is someone with a graduate degree in library and information science or equivalent. The study examines four research questions: (1) the role of information professionals described in the WIS-related cross-governmental information policies as well as those of the other players directly related to WIS, (2) the types of WIS in which information professionals are involved, (3) the WIS-related tasks of information professionals, and (4) other players involved in WIS. A qualitative approach has been used based on four data collection techniques: (1) in-depth face-to-face interviews with information professionals involved in WIS, (2) an analysis of the WIS in which those information professionals are involved, (3) an analysis of the WIS-related pan-governmental information policies, and (4) relevant evidence in the existing documentation. The information professionals interviewed are from seven departments of the Canadian federal government. These departments were chosen because of their work in the area of WIS. The results show that information professionals are working with WIS at the micro and macro levels, involved with specific WIS as well as with all the WIS of a department or of the government. The information professionals are involved in all the dimensions and the development phases of WIS. Their content-related tasks on the WIS are predominant but the technological tasks are also very present. The study found that three variables impact on the role of information professionals in WIS: types of WIS, types of jobs of information professionals, and types of governance.
