Abstract:
The purpose of this dissertation was to understand how Canadian sport system stakeholders select the international youth events in which athletes will take part. The first part looked at the policies and processes consistent among all national sport organizations (NSOs) using a policy-based approach. The second part focused on how NSOs responded to these demands in conjunction with pressures stemming from their specific sport communities and stakeholders, and analyzed the NSOs’ governance structures and processes in doing so. A conceptual framework composed of the governance, stakeholder theory and policy diffusion literatures guided the study and a qualitative methodology was used. Sport Canada and Own the Podium (OTP) played a steering role within the event selection process. NSOs faced numerous pressures such as learning, coercion, imitation, and competition, which they responded to by creating policies and processes for their organization and through selecting events for their athletes that best responded to these pressures. The final findings found the policies and processes were created using a network governance approach, taking into consideration NSOs’ sport-specific needs, which included, but were not limited to, the NSO’s organizational capacity, the number of athletes competing in the sport, and the depth and field of competition within Canada. Two key concepts outlined as best practices among successful NSOs and as an area for improvement for the Canadian sport system overall were alignment and communication.

Abstract:
The governance of Australian nonprofit voluntary sport organisations (VSOs) was once almost the exclusive domain of volunteers. However, changes in government policy and funding levels in recent years has led to the introduction of professional staff in these organisations. Rapid changes to the political, social and economic environment have created new complexities with which VSOs and their governing boards must grapple. Boards act as the main decision making body for these organisations, and as such have a significant impact on the governance of these organisations, and therefore their ability to deliver services. While the process of professionalisation within VSOs has been well documented, very little research has examined factors that may influence the ability of the boards of VSOs to perform effectively. The fields of nonprofit governance and sport management provided a theoretical and conceptual framework for the investigation of the board performance of VSOs. Two broad themes concerning research into board performance were identified in the nonprofit literature; the structural characteristics of the board, and board-executive relations. These two themes have also been addressed to a limited extent within the sport management literature, but not in relation to board performance. The purpose of this study was to investigate the relationship between board performance, board structures and board-executive relations in Australian VSOs. The study investigated the differences in board structure between effective and ineffective boards, and the relationship between board performance and various elements of board structure, specifically complexity, formalisation and centralisation. The differences in the nature of board-executive relations between effective and ineffective boards, and the relationship of board performance to board-executive relations were also investigated. The sampling frame for the study was state governing bodies of sport in the state of Victoria, Australia. Seven case organisations were identified by a panel of experts; four exhibiting effective board performance and three exhibiting ineffective board performance. Data were collected through structured interviews with executives, from an examination of board documents, from a self-administered questionnaire of executives, board chairs and board members, and through semi-structured interviews with executives, board chairs and board members. Data were collected on board performance, the complexity, formalisation and centralisation of the boards, power patterns within the boards, and the nature of board-executive relations. Data analysis involved both quantitative and qualitative techniques. It was concluded that effective board performance was related to a higher level of board centralisation and associated with a higher level of board formalisation. Board performance was not related to board complexity. Board power patterns that were perceived to be powerless or fragmented were related to lower levels of board performance. Elements of the board-executive relationship that were related to effective board performance were identified as establishing trust between the board and executive, the control of information by the executive, shared board leadership and the responsibility for board performance. Importantly, the study identified the central role executives have in determining the ability of VSO boards to perform effectively. The study contributed to the body of knowledge concerning the governance of VSOs, specifically the measurement of board performance, and the investigation of its relationship with board structure and board-executive relations. A number of questions were advanced for the development of theory and empirical investigation through further research. The study also extended what is known about the models of nonprofit governance and their utility in explaining the workings of VSO boards. The findings of this study suggest that there is a need to adapt such models to the organisational context of member-based organisations such as VSOs.

Abstract:
Mega sports events have become important tools for cities seeking to enhance their global position, undertake regeneration and promote tourism and there is intense competition to win the rights to host events, particularly the Olympics, World Athletics Championships and FIFA World Cup. Using the case of the abandoned Lee Valley National Athletics Centre (LVNAC) project and the loss of the rights to stage the 2005 World Athletics Championships in London as a case study, this thesis sets out. To explore the inter-relationships between governance, sport and the city, with a particular focus on mega sports events. .A qualitative approach was adopted to enable processes to be explored and to tease out linkages between different aspects of governance, levels of governance, sport and governance and the various interested parties. This thesis is multi-disciplinary in its approach, using concepts from a variety of disciplines including social policy, geography, urban studies and politics. It is underpinned by an integrative theoretical framework drawing elements primarily from urban regime theory, theories of policy networks and multi-level governance. This thesis is based on the premise that the key to understanding the failure of the LVNAC project as well as the development of other mega sporting projects lies in understanding the prevailing governance arrangements. A working hypothesis was developed to guide the thesis, which is that the relative failure of the UK to bid for, and stage mega-sports events in the recent past is rooted within aspects of the network style of governance that evolved in London and other UK cities. In order to explore this proposition and to more fully understand the failure of the LVNAC project this thesis compares how other nations and cities (both within the UK and abroad) approach mega sports events and their experiences of staging mega sports events. Drawing on documentary sources and semi-structured interviews with key players involved with the LVNAC project, the 'story' of the Lee Valley National Athletics Centre is told. The analysis of the LVNAC project locates the project within the evolving governance arrangements for London- the re-instatement of city-wide government and election of the Mayor in 2001. Comparison is made with the subsequent successful London bid for the 2012 Olympics. This thesis demonstrates the importance of governance issues throughout the whole mega sports events process and at all levels of governance. In particular this thesis has shown that three elements of governance -leadership, vision and strategy -play a critical role in securing and delivering successful mega sports events. The failure of the LVNAC project was the result of failures on all these fronts whilst the success of the London Olympic bid was largely because these elements were in place. This thesis highlights the critical role played by cities but also the continuing importance of central government in the mega sporting events process. Furthermore, this thesis has demonstrated the value of studying an apparent failure. So often the emphasis within policy and political arenas is on learning from success and consequently failures are often overlooked as a source of positive knowledge.

Abstract:
The purpose of this study was to understand the governance of Olympic Games legacy. Legacy is broadly described as “all planned and unplanned, positive and negative, intangible and tangible structures created by and for a sport event that remain for a longer time than the event itself” (Preuss, 2007a, p. 86). The specific objectives of this study were: a) to map the historical evolution of legacy throughout the modern Olympic Movement (OM) (i.e., 1896-current day) in order to contextualize and conceptualize the major trends (e.g., changes in legacy, network actors/stakeholders, governance structures and processes) over time; b) to understand, explain, and compare/contrast the network governance of Olympic legacy, using Australian and Canadian case settings; and c) to critically analyze the overall structure and process of the governance of legacy within the OM focusing specifically on the aspects of performance, transparency, accountability, and participation to build a framework and provide policy recommendations for the governance of legacy in mega-events. In order to accomplish these objectives, a historical review of legacy within the OM and two descriptive case studies (Sydney 2000 and Vancouver 2010) were built using interviews and archival materials. Findings showed how the growth of the Games has culminated in the increased use and importance of legacy, leading to greater concept complexity. This resulted in the emergence of several trends including: new legacy themes, heightened interconnectedness, and formalization of governance mechanisms. Institutional theory was then applied to further explore the emergence of legacy and its habitualization, objectification, and sedimentation as an accepted norm in the Olympic Field. The examination of the legacy governance networks in the two cases showed four legacy network governance phases: legacy conceptualization, legacy planning and implementation, legacy transfer, and post-Games legacy governance, as well as a number of governance mechanisms (e.g., contracts, policies) that had an impact on the overall governance of the event’s legacy. Finally, a critical analysis of the governance of Olympic Games legacy was completed. The end result of the research project was a theoretical framework detailing the levels and fluidity of legacy governance in the OM.

Abstract:
The introduction of the new Canadian Sport Policy in 2002 included Enhanced Interaction as one of its four goals. This study examines how interaction between governments and civil society has evolved from the 1990s to the present to determine how the Canadian Sport Policy has influenced multilevel governance in sport. Using both semi-structured interviews and a document analysis, this study looked at sport policies from the governments of Canada, Quebec and Ontario and the cities of Montreal and Toronto to identify the nature of their interactions with each other and civil society. Using the Advocacy Coalition Framework (ACF) to examine these interactions and their effects on policy change, the findings revealed that although multilevel governance was long considered a priority for the success of Canadian sport, it was not until the introduction of the Canadian Sport Policy that interaction on a multilevel was formalized. Recommendations are also offered to further enhance multilevel governance in Canadian sport and improve policy implementation.

Sammandrag Lissabonfördraget (2009) gav EU kompetensen att skapa en unionstäckande sportpolicy. Denna policy gjorde det möjligt att kunna reglera europeiska och internationella idrottsförbunds uppbyggnad och transparens. En viktig orsak till att införa policyn var att minska risken för korruption. Genom unionens fastställande av tio principer inom good governance i sport, innehållande riktlinjer för bland annat transparens och demokratisk process, förväntades den europeiska idrotten nå en positiv utveckling. Vid en analys av de båda rapporterna Sports Governance Observer (SGO) från 2015 och 2018 framkom dock att så inte blev fallet. Syftet med den här studien har varit att analysera orsaken till en försämring av SGO:s indexvärde inom good governance i sport under de senaste åren. För att göra detta har det varit intressant att utgå från två frågeställningar vilka analyserar vad det är som orsakat denna försämring samt vilka faktorer som varit drivkraft i denna process. Det empiriska materialet har huvudsakligen bestått av de båda SGO-rapporterna men har kompletterats med lämpliga artiklar inom huvudområdet. Detta för att urskönja drivkrafterna i förändringsprocessen. Undersökningen har utförts genom en kvalitativ textanalys av rapporterna och tillhörande artiklar. Då förändringsprocessen legat i fokus har jag använt mig av en diakronisk analysmetod vilken objektivt fångar förändringar över tid. Analysen har gjorts i ljuset av ett teoretiskt ramverk bestående av EU:s principer inom good governance i sport samt dess definition av begreppet good governance. Resultatet visade att alla de internationella idrottsförbunden haft ett sjunkande indexvärde inom good governance under de senaste åren. Framförallt visade det sig att graden av transparens och demokratisk process mellan 2015–2018 sjunkit inom förbunden. Transparensen var dock det område som procentuellt minskat mest vilket vid en närmare analys går att härleda till idrottsförbundens informationskultur. Det är framförallt avsaknaden av en tydlig transparens som sänkt SGO:s indexvärde. Slutsatserna visar att det som har gjort att en förändring mellan 2015–2018 har kunnat ske är avsaknaden av publicerade styrelsebeslut, arbetsplaner och ekonomiska transaktioner. De faktorer som har varit drivande i denna process är EU:s låga expertis på huvudområdet, good governance unga ålder inom idrotten samt spänningen mellan NPE och MPE vilket har bidragit till en identitetskris inom unionen. A presente dissertação analisa a inserção da FIFA no cenário internacional no contexto globalizado, observando-a na dinâmica da governança global, com relações e disputas com outros atores, fazendo uso do soft power através de seus discursos e práticas. A pesquisa parte temporalmente da década de 1990, tendo em vista a ascensão dos processos de Globalização após a queda do muro de Berlim, a multipolarização de atores no cenário internacional e o surgimento do conceito governança global. Sendo o esporte um mecanismo cultural utilizado ao longo do século como incentivo à paz e à união dos povos, a FIFA possui um papel fundamental na sua organização em escala mundial. Através de duas dimensões de análise - governança global e soft power – partindo do pressuposto que a FIFA é um ator da governança global, busca responder como ela se utiliza do soft power. A pesquisa baseia-se em fontes secundárias bibliográficas, documentais, sites e pesquisas já realizadas sobre o objeto. Os procedimentos metodológicos que norteiam a presente pesquisa são de caráter exploratório-descritivo, estudando-se o caso da FIFA com uma abordagem qualitativa, com o objetivo de identificar a FIFA como uma organização que possui o monopólio internacional do futebol, constituída juridicamente como uma ONG, cujo comportamento expressa características híbridas na dinâmica da governança global – ora como empresa multinacional, ora como organização do Terceiro Setor, ora como instituição internacional. Sob a ótica do soft power, percebe-se que o comportamento contemporâneo da organização procura alinhar-se a discursos democráticos e de accountability, utilizando estratégias de popularização do esporte, ampliando e diversificando as competições e os campeonatos regionais e internacionais, implementando projetos sociais, aumentando parceiros comerciais, entre outras. Para consolidar sua hegemonia internacional pelo controle da organização do futebol em escala global, a FIFA tem utilizado uma série de práticas, discursos e ações estimuladas e incentivadas pela lógica da governança global em geral e governança desportiva em particular.
This thesis analyzes the inclusion of FIFA on the international stage in the globalization context, observing the dynamics of global governance, relationships and disputes with other actors, using the soft power through its speeches and practices. The research begin temporally of the 1990s, in view of the rise of globalization processes after the fall of the Berlin Wall, the multi-polarization of actors on the international scene and the emergence of global governance concept. The sport is a cultural mechanism used throughout the century as encouraging peace and unity of peoples, and the FIFA has a key role in your organization worldwide. Through two dimensions of analysis - global governance and soft power - starting the assumption that FIFA is an actor of global governance, seeks to answer how she uses soft power. The research is based on secondary sources bibliographical, documentary, websites and research already carried out on the object. The methodological procedures that guide this research are exploratory and descriptive character, studying the case of FIFA with a qualitative approach, in order to identify the FIFA as an organization that has the international monopoly of football, legally constituted as an NGO, whose behavior expressed hybrid features in the dynamics of global governance - sometimes as multinational company, sometimes as Third Sector organization either as international institution. From the perspective of soft power, can see that contemporary performance of the organization seeks to align the democratic and accountability discourse, using popularization strategies of the sport, expanding and diversifying competitions and regional and international championships, implementing social projects, increasing trading partners, among others. To consolidate its international hegemony by controlling the football organization on a global scale, FIFA has used a number of practices, discourses and actions initiated and encouraged by the logic of global governance in general and sport governance in particular.

Abstract:
This thesis explores the significance of hosting the Beijing 2008 Olympic Games (OGs) on elite sport and sport for all development in China. The impacts of the OGs have received significant attention from both academics and practitioners worldwide in the last 20 years and attention has been predominantly paid to political, cultural, economic, and environmental impacts of hosting them, especially as these emerge after the event. However, little concern was given to changes in the host country s sport development that are due to games related preparations. This study identifies the characteristics of the sport system, the policy actors, and how such actors were involved in preparations for the 2008 OGs, and it also outlines the development of policy concerning elite sport and sport for all. A case study approach was adopted focusing on the 2008 OGs. Adopting a qualitative methodology, the study utilised document analysis and semi-structured interviews to elicit data regarding the significance of preparations for the 2008 OGs on elite sport and sport for all. Globalisation, governance and policy making were found to be useful lenses through which to explore the processes of the emergence of such impacts. This thesis found that central government and the General Administration of Sport (GAOS) were the two most powerful policy actors in both elite sport and sport for all development in China, and made decisions as regards how to develop China s sport taking the opportunities of hosting the 2008 OGs. The research reveals that preparations for the 2008 OGs have various impacts on the elite sport and sport for all sectors. On one hand, the impacts can be witnessed in increased funding, more attention received from central government and GAOS, more sport policies, increased number of sport venues, new and updated facilities and equipment, technological, scientific and medical support, and increased sport participation; on the other hand, through providing such support, GAOS exerted its control over non-governmental organisations and individuals, such as via the restrictions by GAOS on athletes commercial activities, and national competitions. The research found evidence that globalisation had influenced China s general governance (including sport governance) process since the 1970s, with governance becoming more privatised and decentralised. However, sport governance took a different path after China won the bid in 2001. Against the backdrop of decentralisation having been previously officially adopted for Chinese sport governance, the research revealed that in pursuit of the aim of winning more medals in the 2008 OGs temporarily recentralisation occurred as required by central government and GAOS. The research also revealed that increased numbers of policies were produced to develop both elite sport and sport for all, however the interests of the public had not always been satisfied because of China's closed policy making process. Therefore, some impacts had not turned out as expected for the public.

predominantly volunteer administered organizations anchored in an amateur ethos, to professionally managed entities catering to a more sophisticated market place has created
unique challenges for the governance of sport sponsorship. This evolution gives rise to possible conceptual linkage between sport sponsorship and corporate governance or none
thereof. This study focuses on the ABSA-Premier Soccer League (PSL) sponsorship transaction as a case study to explore this linkage. The research is aimed at finding the nexus
between sport sponsorship and corporate governance principles, namely accountability and transparency in the conclusion of this transaction.


The research consists of four phases
literature review which provides a detailed analysis of all primary and secondary material available on this topic. The second phase is a qualitative
case study research methodology which comprises of in-depth interviews with targeted stakeholders. The third part presents the research findings and discussion section, and lastly
the way forward through reflections and recommendations including highlighting potential future research areas.


This work is timely when there has been generally a heightened evolution in sport sponsorship and its focus was to explore the nexus and compliance to the founding principles
of the organizations (laws of governance). Factually, good corporate governance aims at ensuring a higher degree of transparency in an organization by encouraging full disclosure of
transactions in the company accounts as well as accountability. Academics have been exploring the notion of sports sponsorship and corporate governance with much of the
debates grounded on understanding its commercial value.


The focus for this study is on the conceptual nexus or non-thereof, between sponsorship and corporate governance. Information was collected through in-depth and experience interviews,
documented reviews and analysis (such as the review and analysis of the constitution of the South Africa football Association, PSL, financial/banking sector policy regulations, South
African Sports Act, corporate governance reports, annual reports, scholarly journals, academic books, conference papers and Parliamentary Monitoring Group documents etc. to
mention but a few.

Abstract:
This thesis reviews the system of governance of professional baseball in Taiwan, which has developed since its inception in 1990. The analysis undertaken reviews three case studies of major events in the baseball world in Taiwan to provide an insight into the principal interests and forces in the governance system. In theoretical terms the study employs and evaluates classical theories of the state, strategic relations theory and governance theory to describe, evaluate and explain the processes evident in the three cases. The study concludes that the governance system is characterised by a tension between mechanisms of 'modem' liberal politics, and 'traditional' forms of political clientelism.

Abstract:
This dissertation’s purpose was to explore the governance of two domestic multi-sport events—2012 Ontario Summer Games and 2013 Canada Games—regarding how stakeholder coordination and knowledge management occurred. Case studies were built using content and social network analyses of 27 interviews and 476 document pages. In both events, the organizing committee staff and sport organizations were the most salient stakeholders, being therefore seen as the focal actors within the event network regarding coordination, initiating communication, building trust, and improving relationships. For the provincial event specifically, findings suggested the organizing committee should exist within an enduring organization in order to maximize resources (e.g., financial, human, etc.), build long-term coordination mechanisms, and enhance knowledge management capacities. Knowledge transfer appeared to occur at both levels, to varying degrees of sophistication. The knowledge management processes at each event stressed the importance of people and of tacit knowledge. Implications for researchers and managers provided.

Os clubes de futebol nacionais, de modo geral, enfrentam problemas de gestão e financeiros. As boas práticas de governança podem ser uma resposta para esses problemas ao colaborar com a reconstrução administrativa e financeira dessas organizações. Entretanto, algumas adaptações podem ser necessárias nesse processo, devido às especificidades do setor, principalmente quando se considera que os tradicionais códigos de governança corporativa tendem a ser mais direcionados para organizações com finalidade lucrativa e capital aberto, enquanto a maior parte dos clubes nacionais é constituída juridicamente no formato de associação. Nesse sentido, o presente trabalho se propôs a elaborar um modelo específico de boas práticas de governança adequado às características organizacionais e ao contexto ambiental dos clubes de futebol profissional. Foi realizada uma pesquisa de caráter qualitativo, exploratório, aplicado e interdisciplinar. Em uma primeira fase, foi utilizado o levantamento bibliográfico, que serviu de base para a construção do modelo de governança proposto, na segunda fase, por meio do método comparativo. Na terceira fase ocorreu a submissão do modelo proposto a especialistas, com base em um roteiro de entrevista semiestruturada. Os dados coletados nesse processo foram objeto de uma análise de conteúdo, na quarta fase, quando foram realizados ajustes no modelo que teve algumas de suas práticas (relativas à limitação do direito a voto) checadas em termos de adoção junto aos principais clubes nacionais. A versão final do modelo proposto está dividida em cinco dimensões principais: cultura organizacional e práticas de gestão; sustentabilidade financeira; direitos dos associados; conselhos (administrativo, deliberativo e fiscal); e auditoria. O modelo elaborado respondeu ao problema de pesquisa ao apresentar características adequadas ao setor, sugerindo que, por meio da adaptação de práticas tradicionais de governança, um modelo específico para o setor é viável, tendendo a possuir algumas dimensões e práticas comuns às dos principais códigos de governança. Os resultados sugerem a adequabilidade e a aplicabilidade do modelo, de forma que esse possa servir como subsídio para um eventual marco normativo regulatório que compreenda aspectos relacionados à governança dos clubes de futebol profissional.
In general, Brazilian soccer clubs face financial and management problems. Good governance practices can be an answer to these problems since they aid in the administrative and financial restructuring of these organizations. On the other hand, some adaptations may be necessary in this process, due to the specificities of this business, mainly when it is thought that the traditional governance codes tend to be more suitable to publicly-held and profit-aiming corporations, while most of the Brazilian soccer clubs are, legally, associations. Having this in mind, the objective of the present study was to elaborate a specific model of good governance practices which is adequate to the organizational characteristics and to the environmental context of the professional soccer clubs. A qualitative, exploratory, applied and interdisciplinary research was carried out. In the first stage, a bibliographic research was carried out. The data collected in this research were used, in the second stage, as basis for the construction of the proposed governance model, using the comparative method. In the third stage, the proposed model was sent to experts, based on a semi-structured interview script. In the fourth stage, the data collected in this process were analyzed according to the content analysis method and adjustments were made to the model. Some of its practices (relative to the limitations in the right to vote) were verified in terms of acceptance within the main Brazilian clubs. The final version of the proposed model is divided into five main dimensions: organizational culture and management practices; financial sustainability, members rights; boards (advisory, deliberative and audit committee); and independent audit. The model created answered to the research problem by presenting adequate characteristics to this business, suggesting that, through adaptations made in traditional governance practices, a specific model for this particular business is feasible, tending to have some dimensions and practices common to the main governance codes. The results suggest the adequacy and applicability of the model, so it can be useful as subsidy for a possible regulatory normative milestone which comprises aspects related to the governance of professional soccer clubs.

The economy of The Bahamas relies heavily on leisure visitor tourism (cruise ships, resorts, holiday trips) which leaves the country vulnerable to changes in visitor travel habits. Because the country is so reliant on investments in resorts, casinos and cruise ships, it leaves a wide capacity of other touristic opportunities. One opportunity is sports tourism. The purpose of this study is to analyze the strategic board capability of the Rolex Kentucky Three Day Event’s (RK3DE) board governance using the Ferkins and Shilbury (2012) model as the theoretical construct and make recommendations regarding the application of these successful aspects to the governance of world-class annual sport championships in The Bahamas. Members of the RK3DE board were interviewed using specific questions developed from the Ferkins and Shilbury (2012) model. Findings showed the Ferkins and Shilbury (2012) model concepts hold true however remained very broad in its prescriptions. On the other hand, a revised model provides a more specific guide to the necessary attributes and capabilities that need to be in place to run an effective and strategically capable board for world-class annual sport championships.

Dès l’antiquité, les Cités grecques voyaient leurs héros, entre deux éditions des Jeux Olympiques, passer d’une ville à l’autre. Le début du XXème siècle, avec l’émergence du mouvement sportif, allait voir se poser des questions ponctuelles autour de la nationalité, comme l’un des éléments fondamentaux de la construction du système sportif. Des questions d’autant plus récurrentes, ces deux dernières décennies, dans le sillage d’une globalisation générale de l’économie mondiale et de la montée en puissance des enjeux politiques, juridiques et économiques autour du sport. Comment l’écosystème globalisé de ce dernier réinterroge-t-il le concept de nationalité ? Est-ce qu’il en confirme la propension à l’effacement, à l’instar d’autres secteurs marchands ? Afin d’en examiner les ressorts, cette thèse considère la nationalité comme étant à la fois une unité de mesure de la globalisation de l’écosystème sportif et l’une de ses ressources stratégiques. Chaque partie prenante tente de la capter à son profit, autour de deux fonctions principales : la représentativité des équipes nationales à travers les critères d’éligibilité retenus par les fédérations internationales ; la mise en place de quotas de joueurs étrangers dans les effectifs des clubs -notamment en vue de la protection de la formation locale- quoique largement battus en brèche par l’arrêt Bosman. À la faveur d’une méthodologie duale, quantitative et qualitative, cette question a été défrichée afin d’en étudier les héritages politiques, régulations juridiques et enjeux économiques qui en ont tracé les linéaments jusqu’aujourd’hui. Ainsi, la première partie de ce travail concerne le volet institutionnel à travers l’évolution du sport et la gouvernance de ses instances et des États sur cette question, tandis que la deuxième revient sur les stratégies de captation par les équipes nationales et les clubs de la valeur nationalité. Enfin, une lecture prospective de ce qui serait demain la relation sport-nationalité a été fournie, renforcée par une proposition originale de règlement soutenant la mise en place d’une nationalité sportive autonome et universelle
From ancient times, Greek cities saw their heroes, between two editions of the Olympic Games, move from one city to another. At the beginning of the 20th century, with the emergence of the Sport Movement, specific questions were raised about nationality, as one of the fundamental elements in the construction of the sports system. These questions have become all the more recurrent over the last two decades, in the wake of a general globalization of the world economy and the rise in political, legal and economic issues surrounding sport. How does the globalized ecosystem of sport reexamine the concept of nationality? Does it confirm its propensity to erase it, like other market sectors? In order to examine this question, this thesis considers nationality as both a unit of measurement of the globalization of the sports ecosystem and one of its strategic resources. Each stakeholder tries to capture it for its own benefit, around two main functions: the representativeness of national teams through the eligibility criteria adopted by the international federations; the implementation of quotas of foreign players in the club teams -notably with a view to protecting local teams- although largely defeated by the Bosman ruling. Using a dual quantitative and qualitative methodology, this question has been cleared up in order to study the political legacies, legal regulations and economic stakes that have traced its lineaments to the present day. Thus, the first part of this work deals with the institutional aspect through the evolution of sport and the governance of its authorities and states on this issue, while the second part looks at the strategies for capturing the value of nationality by national teams and clubs. Finally, a prospective reading of what the sport-nationality relationship would be tomorrow was provided, reinforced by an original proposal for a regulation supporting the establishment of an autonomous and universal sports nationality

Abstract:
The aim of this thesis is to create knowledge on processes of change in the contemporary organizing of Swedish voluntary sport and the systems of meaning at work in these processes. The thesis proceeds from the assumption that the contemporary public sport policy climate is characterized by a pressure on organized sport to change in order for sport to better serve as an implementer of non-sport goals. In attempting to capture the possible ramifications of this pressure on the organizing of voluntary sport, the thesis work relies on the argument that processes of change are best captured in instances where new and established ideas are confronted with one another. Following this argument and drawing upon the concept of theorization, the first research question treated in the thesis concerns how legitimacy is established for a new practice (reported in Article 1). The second research question addressed is how, why, and with what consequences new ideas on organizing are implemented in sport organizations (reported in Article 2 & 3). In relation to this question, the concepts of translation and organizational identity are mobilized in the analysis. Empirically, these two questions are addressed using data from 29 interviews covering the emergence and organizing of organized spontaneous sport, so-called Drive in sport, in four Swedish municipalities. The analysis relating to these two questions shows that the same systems of meaning invoked to legitimize and specify Drive-in sport as a practice that has the potential to remedy problems being faced by both the Swedish society and the Swedish sports movement, also made Drive-in sport an unlikely developmental direction for the majority of implementing sport clubs. This process is understood with reference to a mismatch between the organizational identity of the clubs and the cultural material of the idea of Drive-in sport. This insight is brought into the formulation of the third research question treated in the thesis, which is concerned with sport clubs’ readiness, willingness, and ability to respond to policy changes (reported in Article 4). Building on data from short, qualitative interviews with representatives from 218 randomly selected sport clubs, 10 organizational identity categories are constructed. Between these categories, there is a variety of clubs’ core purposes, practices, and logics of action. The implications of this heterogeneity, in terms of sport clubs’ role as policy implementers, are discussed with reference to what clubs in each category might "imagine doing." The analysis provided in the thesis as a whole suggests that at stake in processes of change in the contemporary organizing of Swedish voluntary sport, is the very definition and meaning of sport.

Ethical behavior are of great importance in the conduct of business between any business and are essential to the very interaction between individuals in society, in which they occur corrupt behavior, which can be so considered not legitimate from the ethical point of view and so we fought, including in sports. This study sought to articulate the constructs corruption and governance, to support research to adopt governance practices contributes in the fight against corruption in sport. Having as object the athletics, athletes and coaches were asked about how effective these measures would be, in your opinion, if adopted by the national body sport administration to which they are affiliated. In addition to this question at the operational level, it was also prepared a checklist, based on the survey of Marques and Costa (2009) and documentary analysis of the organization, which was confronted by the administrative direction of the organization, representing the strategic level of athletics. At the same time, it was also asked to athletes and coaches, their degree of permissiveness to corrupt actions as Lavena (2013) protocol. The study used the qualitative method at a stage in advance, exploratory and quantitative in the following, descriptive character. The collected data were treated by analysis of variance to find significance in the effectiveness of the actions and are described and presented in the results, which showed that between governance dimensions, only three of them (ownership, board of directors and independent audit) figured degree of statistical significance needed to be considered effective in combating certain corrupt actions in the sport, according to the procedure used, in the opinion of the athletes and coaches of athletics in the sample under the conditions tested in this study.
Comportamentos éticos são de grande importância na condução de negócios entre quaisquer empresas e são essenciais à própria interação entre os indivíduos na sociedade, em que ocorrem os comportamentos corruptos, que podem ser assim considerados não legítimos do ponto de vista ético e por isso, combatidos, inclusive no esporte. Esse trabalho procurou articular os construtos corrupção e governança, para apoiar a investigação se a adoção de práticas de governança contribui no combate à corrupção no esporte. Tendo como objeto o atletismo, atletas e técnicos foram inquiridos sobre quão efetivas seriam essas medidas, em sua opinião, se adotadas pela entidade nacional de administração do esporte a que estão filiados. Além desse questionamento ao nível operacional, também foi elaborado um checklist, baseado no levantamento de Marques e Costa (2009) e análise documental da entidade, que foi confrontado pela direção administrativa da entidade, representando o nível estratégico do atletismo. Paralelamente, também foi inquirido aos atletas e técnicos, seu grau de permissividade a ações corruptas, conforme protocolo de Lavena (2013). O estudo utilizou o método qualitativo numa fase a priori, exploratória e o quantitativo na seguinte, de caráter descritivo. Os dados levantados foram tratados por análise de variância para buscar significância na efetividade das ações e são descritos e apresentados nos resultados, que demonstraram que entre as dimensões de governança, apenas três delas (propriedade, Conselho de Administração e auditoria independente) figuraram com grau de significância estatístico necessário para serem consideradas efetivas no combate a determinadas ações corruptas no esporte, de acordo com o procedimento utilizado, na opinião dos atletas e técnicos de atletismo que compuseram a amostra, nas condições testadas neste estudo.

Greater emphasis has in recent years been placed on the fiduciary duties of managers vis-a-vis Chief Financial Officers, Accounting Officers and political representatives. The exposure has given rise to the shift in focus to overarching activities promoting social responsibility, ethics, discipline, transparency, fairness, independence and most importantly, accountability. Previous research (Burger & Goslin, 2005) focused on the rising incidence of mismanagement of public funds within government departments which has been credited to non-compliance in good governance or best practices. The rising interest by the media and the public on governanace and the role of public officials may be attributed to the various high-profile televised media releases; which includes the alleged alliance of Jacob Zuma with Schabir Schaik as emerged in the Schabir Schaik trail, the "Travelgate Scam", the 'Oilgate Saga' and the 'Arms Deal', which are but a few media reports. Corporate governance is thus understood as the method of control and accountability prevailent within the management and directorship of an organisation. The seven principles as propagated by the King Report on Governance, 2002 (referred to as the King II report), namely discipline, transparency, independence, accountability, responsibility, fairness and social responsibility is examined in this paper so as to establish whether there is an understanding and application of corporate governance within the Department of Cultural Affairs and Sport, Western Cape Provincial Government or whether good governance is integrated throughout the Provincial Department in question. In addition, the paper presents the analysis and findings of the employee perception survey conducted on public sector compliance to corporate governance principles, within the above provincial department, who were utilised as the case-study for this paper. The survey findings has reveals that the application of corporate principles exist in terms of the perceptions of the employees within the Provincial Department of Cultural Affairs and Sport. However, the study further revealed that there exists opportunities for improvement. The paper will detail the recommendations for the said department to promote corporate governance.

Através de projetos divididos por Ciclos Olímpicos, os governos fazem investimentos nas federações desportivas com vista a obtenção de resultados desportivos nas principais competições das diferentes modalidades. Este estudo foca-se exclusivamente na modalidade de atletismo. Este estudo desenvolve-se no âmbito de dois tópicos de investigação, o financiamento e os resultados desportivos, tendo como objetivo avaliar qual o impacto do financiamento na obtenção de resultados desportivos, através de um estudo comparado entre a Federação Portuguesa de Atletismo, Real Federación Española de Atletismo e United Kingdom Athletics. Esta pesquisa foi elaborada através da recolha de dados financeiros(financiamento do estado, recursos próprios e financiamento do estado por atleta de atletismo) e desportivos das diferentes federações (Jogos Olímpicos, Campeonatos de Mundo e da Europa de Seniores, Sub-23, Juniores e Juvenis) desde 2005 a 2016. Através de uma análise de dados multivariada, mais concretamente de uma regressão, os resultados obtidos demonstram que em Portugal e no Reino Unido o financiamento não tem impacto nos resultados desportivos, enquanto para Espanha o resultado foi o oposto. A realização de matrizes de avaliação do impacto do financiamento nos resultados desportivos poderá ser uma estratégia para avaliação dos mesmos e para uma melhor gestão de recursos e sustentabilidade das próprias organizações.
Through projects organized by Olympic Cycles, governments make investments in sports federations in order to obtain sports results in the main competitions of the different modalities. This work focuses exclusively on athletics. This study is developed under two research topics - financing and sports results - with the objective of evaluating the impact of financing on obtaining sports results, through a comparative study between the Portuguese Federation of Athletics, Real Federation Spanish Athletics and United Kingdom Athletics. This research was elaborated through the collection of financial data (from state funding, state resources and state funding by athletics athlete) and sports of the different federations (Olympic, World and European Championships of Seniors, Under-23s, Juniors and From 2005 to 2016. Through an analysis of multiple data, more specifically a regression, the results show that for countries like Portugal and the United Kingdom financing has no impact on sporting results, whereas for countries like Spain the result was the opposite. The realization of matrices for evaluating the impact of funding on sports results may be a strategy for evaluating them and for better management of resources and sustainability of the organizations themselves.

La répartition des revenus dans le sport professionnel est le plus souvent associée dans la littérature en économie du sport à la mesure de son impact sur l’équilibre compétitif (Késenne, 2000; Szymanski & Késenne, 2004; Peeters, 2012). Cette thèse appréhende la répartition des revenus au regard de l’action collective au-delà de son impact en tant qu’outil de régulation. La problématique de la thèse est relative à l’importance de la répartition des revenus au niveau d’un réseau organisationnel dans le cas des ligues sportives professionnelles (LSP). Notre approche caractérise le cheminement des revenus dans la LSP : mutualisation, génération, négociation, répartition et utilisation. Nos résultats quantitatifs appuyés d’entretiens avec les acteurs montrent : le caractère stratégique du marché des droits sportifs (winner’s curse); la dimension politique de la répartition des revenus à travers l’étude de la gouvernance et des conflits, mais également une entrée sur les sports individuels (Superstars take-all); la contingence des choix stratégiques aux ressources qui illustrent des réseaux d’acteurs engagés dans des relations à la fois compétitives et coopératives (coopétition)
The distribution of revenue in professional sport is most often associated in the literature on sports economics with the measure of its impact on competitive balance (Késenne, 2000; Szymanski & Késenne, 2004; Peeters, 2012). This thesis considers the distribution of revenue in relation to collective action beyond its impact as a regulatory tool. The problematic of the thesis relates to the importance of revenue distribution at the organisational network level in the case of professional sports leagues (PSL). Our approach characterises the revenue process in the PSL: mutualisation, generation, negotiation, distribution and utilisation. Our quantitative results are supported by interviews with stakeholders show: the strategic nature of the sports rights market (winner’s curse); the political dimension of income distribution through the study of governance and conflicts but also a study in individual sports (Superstars take all); the contingency of strategic choices to resources that illustrates networks of actors engaged in both competitive and cooperative relationships (coopetition)

Abstract:
This dissertation explores governance of national sports organizations (NSOs) in the Czech Republic and thus reflects contemporary course of events in the Czech sport. The aim of the dissertation is to explore governance of Czech NSOs with special focus on governance structure and transparency. Particularly, the dissertation examines compliance of Czech NSOs with codes of good governance and determines relations between governance structure, transparency and effectiveness of Czech NSOs. Mixed method approach was used in equal status sequential design (QUANT -> QUAL) Firstly, content analysis of websites of 67 Czech NSOs was conducted. The analysis allowed to determine the level of transparency and also provided variables for quantitative part of the study. Purposive sampling was used to choose nine NSOs where subsequent interviews with a CEO or a head of the board were done. And finally, quantitative data survey was conducted in 67 NSOs using phone interviews and e-mail survey. The quantitative data were processed using MS Excel and SPSS and, hypotheses were tested using standard statistical tests. The results are presented in three chapters. First, applicability of five elementary approaches to effectiveness is presented and combination of goal attainment and system resource approach is implemented. Second, governance structure of NSOs is analysed revealing substantially higher variability of governance models in comparison with theoretical presumptions. Moreover, a new framework of governance structure classification was developed. Third, transparency was identified as the most notable principal. Results reveal very low level of the transparency within Czech NSOs and explore the sources and impact of low transparency. For instance, more transparent NSOs are more effective using system resource approach. Overall, the dissertation provides a new deep insight into Czech NSOs governance and brings numerous recommendations for Czech NSOs.

Les activités physiques, et les jeux traditionnels font partis de la culture universelle, et appartiennent à l’humanité. Les peuples d’Afrique ont dû abandonner les leurs avec l’arrivée des sports modernes pendant la période de colonisation. Les activités physiques et jeux traditionnels du Gabon avaient dans la plus part des cas un but utilitaire allant de la préparation physique des jeunes au service de la communauté, aux activités de loisirs pour tous comme des danses lors des évènements commémoratifs ou des cérémonies rituelles et initiatiques. Ces activités ont disparu car la politique coloniale consistait à dévaloriser les pratiques autochtones, en valorisant la culture occidentale dont les sports.Nous avons présenté certains jeux traditionnels du Gabon sur la base d’une étude que nous avons commencée depuis quelques années, car nous avons peut-être à travers eux une des propositions que nous ferions, pour redynamiser et diversifier les Activités Physiques et Sportives en milieu scolaire au Gabon. En effet, contrairement aux sports occidentaux, les jeux traditionnels du Gabon ont une exigence matérielle très simple. De plus, les matériaux et les instruments nécessaires à leur pratique se trouvent dans la proximité de leur lieu de pratique. Et nous avons démontré que si les APS disparaissent des emplois du temps dans les programmes scolaires au Gabon, c’est entre autres raisons à cause du coût élevé du matériel didactique de sport, car les sports constituent aujourd’hui l’essentiel des contenus des programmes d’APS. Nous avons aussi présenté les jeux traditionnels du Gabon pour attirer l’attention des autorités gabonaises devant le risque de disparition de cette catégorie du patrimoine culturel national. Nous l’avons fait parce que nous pensons que dans un contexte de mondialisation où chaque entité valorise son identité culturelle et cherche à pérenniser ses traditions, le Gabon pourrait, grâce à ses activités physiques traditionnelles avoir sa propre identité, peut-être s’en référer pour entrevoir une partie de son histoire.Après avoir signalé l’existence des jeux traditionnels du Gabon, il nous a paru opportun d’évoquer le sport qui les a remplacés, sa signification, son expansion et son organisation internationale. Mais que faut-il entendre par le terme sport, au regard des nombreuses définitions qui sont proposées par différents auteurs ? Nous pouvons classer ses définitions selon des spécialités. Ce qui dénote de la complexité à situer le phénomène, tant les pratiques sportives et leurs corollaires se retrouvent dans la quasi totalité de la vie sociale de nos jours.Le Gabon comme beaucoup de pays africains anciennes colonies de la France va hériter des pratiques et des structures sportives du colonisateur. Cependant, le Gabon manque de cadres et de techniciens du sport, les équipements et infrastructures sont précaires et insuffisants. Il convient de mettre en place des politiques sportives réalistes et se projeter sur le long terme. Au contraire les autorités gabonaises vont semble-t-il faire le choix du sport de haut-niveau au détriment du sport scolaire et du sport de masse qui sont de notre point du vue de véritables bases de politiques sportives pouvant garantir des résultats constants et durables.Pour réaliser cette étude donc la problématique pose la question du fonctionnement et du rendement des institutions sportives mises en place par l’Etat pour apporter du prestige et le rayonnement du Gabon au niveau international. Il a fallu faire objectivement le constat d’une insuffisance de résultats d’une manière générale du sport gabonais. Pour cela des études au niveau des trois groupes d’institutions reconnus comme étant dépositaires du destin du sport et des politiques publiques, ont été réalisées. Elles nous ont entrainées dans l’administration centrale de l’Etat, et nous y avons étudié l’organisation et le fonctionnement du Ministère des Sports, de ces services extérieurs et organes sous tutelles. Nous avons par la suite étudié le deuxième acteur public de la gestion du sport au Gabon, qui sont les collectivités territoriales, et nous avons observé que leur rôle dans le contexte de l’inapplication de la loi sur la décentralisation reste tout à fait symbolique. Le troisième acteur ou groupe d’acteurs que nous avons étudié dans cette recherche est le mouvement olympique gabonais, dont l’organisation est recommandée par les institutions sportives internationales. Et nous avons rappelé cette hiérarchisation du sport mondial. Le Gabon qui accède à l’indépendance le 17 Août 1960 et expérimente la démocratie multipartite depuis 1990 est un pays potentiellement riche et politiquement stable, ces deux atouts auraient pu favoriser le développement du sport. Au contraire, certaines fédérations sportives n’existent que de nom, le sport scolaire et l’EPS tendent à disparaître des emplois du temps. Les équipements sportifs sont insuffisants. La formation et la recherche sont en friche. En compétitions officielles les performances des équipes gabonaises laissent à désirer.Certains spécialistes de sciences politiques affirment que si la société doit être transformée, cela ne peut commencer que par les institutions, instances de médiations entre les élites politiques et les citoyens. Si l’hypothèse est recevable, quel rôle peuvent tenir les institutions sportives dans cette perspective au Gabon ? Les institutions de sport au Gabon ne semblent pas avoir atteint leurs objectifs au vu des nombreux conflits internes, des irrégularités continuelles dans leur fonctionnement, et des insuffisances observées dans les performances sportives actuelles en compétitions officielles. Ces institutions sportives vivent-elles l’expérience démocratique engagée dans le but de restaurer l’autorité de l’Etat, libérer les énergies créatrices, protéger les droits des populations, et favoriser le développement global (l’émergence) du Gabon? Au regard des perspectives politiques récentes, un changement pourrait s’amorcer
Physical activities and games are part of universal culture, and mostly of humanity. African populations had to give up theirs with the creation of modern sports during the settlement era. Physical activities and traditional games in Gabon had mostly a practical aim, going from physical training for teenagers to community service, to leisure activities for all, just like dances during memorial events or initiatory and ritual ceremonies. These activities have disappeared because the colonial policy was to depreciate native practices, by promoting western culture that included sports.We have presented some traditional games in Gabon on the basis of a study we started a few years ago, because we may have found though this study a suggestion we would make, to revitalize and diversify Sport and Physical Activities (SPA) in the school area in Gabon. Indeed, contrary to western sports, traditional games in Gabon have a fewer equipment needs. Moreover, equipment and instruments needed for their practice are located around the area of practice. And we have demonstrated that if SPA disappear from schedules in Gabonese schools, this is mainly due to a high cost for sport didactic equipment as today, sport is the main part of the SPA schedules.We have also presented Gabon traditional games to draw Gabonese Authorities attention to the risk that this category of national cultural patrimony may disappear. We did it as we think that in a globalization context in which each entity promotes its cultural identity and aims at making durable its traditions, Gabon could have its own identity thanks to its traditional physical activities. And it could also use it as a reference for a part of its history.After we informed the existence of traditional games in Gabon, we found it appropriate to mention the sport that replaced them, its meaning, its expansion and its international organization.But what is sport exactly, if we refer to many definitions suggested by different authors? We can order these definitions through specialties. This shows how complicated it is to evaluate this phenomenon. Besides, nowadays we can find sport practices and their corollaries nearly everywhere in social life.Gabon, such as many African countries being former colonies from France, is going to inherit practices and sport structures from its colonizer. However, Gabon is short of sport executives and technicians, equipment and facilities are precarious and insufficient. Realistic sport policies have to be set up, and a long-term projection has to be considered. On the contrary, Gabonese authorities may choose high-level sport to the detriment of school and leisure sport, which are, according to us, real basis of sport policies to guarantee continuous and lasting results.The main issue of this study is about the functioning and productivity of sport institutions introduced by the State to bring prestige and Gabon influence at an international level. To realize this study, we had to notice insufficient results, generally speaking, in Gabonese sport. So, studies were made around the three groups of institutions dealing with public policies and sport destiny.They led us to the State central administration, and we studied the organization and functioning of the Sport Department, its external services and trust organs. Then we studied the second public actor in the sport management in Gabon, which are territory collectivities, and we noticed that their role remains really symbolic, in their failure to enforce the law on decentralization. The third actor or group of actors we studied in this research is the Gabonese Olympic movement, which organization is recommended by the international sport institutions. And we reminded this global sport hierarchy.Gabon that became independent on the 17th of August 1960, and that tries out multipartite democracy since 1990, is a politically stable and wealth country. These two assets could have helped to develop sport. On the contrary, some sport federations only exist thanks to their name; school sport and the SPE are to disappear from schedules. Sport equipment is insufficient. Training and research are wasted. During official events, Gabonese teams performances are quite below-average.Some political scientists claim that if society has to be transformed, it has to start with the institutions, authorities for negotiation between politic elites and citizens. If the possibility is acceptable, what is the role of sport institutions in this perspective in Gabon? Sport institutions in Gabon do not seem to have reached their targets if we look at the numerous internal frictions, constant irregularities in their functioning, and insufficiencies in their current sport performances in official events. These sport institutions live the democratic experience in order to reestablish State authority, to release creative energies, to protect populations’ rights, and to promote Gabon global development?With regard to the recent political views, a change could get under way

Environmental changes influence the activities of various organizations since the advent of labour specialization. Since then competitiveness studies multiply in different literature areas as economy, management, sport and public administration to solve the survival problem and success of organizations involved in different sectors and contexts. This scenario projects into the daily actions and quality of life of different city residents and so is possible to observe the importance of sport to the physiological and social wellness of the individuals and cities, due the power to generate business opportunities in local, regional and international levels. Considering the governmental duty to guarantee necessary infrastructure and service for the cities competitiveness, and the importance of the local public administration and governance to do so, this work tries to identify how the competitiveness elements observed in the context of the new public governance approach in the local sport context may contribute for the sport activity in the municipality. With this goal in mind, an exploratory descriptive research of the competitiveness phenomenon will be held, by the use of a qualitative multiple case analysis involving different interest groups with sport activity in São Bernardo do Campo and São Caetano do Sul cities, located in São Paulo’s metropolitan area. This work aims to contribute to the local sport activities and to achieve elements for the development of the sport management in Brazil.
As mudanças ambientais exercem influência nas atividades de organizações diversas desde o advento da especialização do trabalho. Desde então os estudos da competitividade proliferam na literatura de diferentes áreas, como na economia, na administração, no esporte e na gestão pública para a solução do problema da sobrevivência e sucesso de organizações de áreas de atuação e contextos diversos. Essa situação estende-se ao cotidiano e à qualidade de vida de residentes das cidades, e nesse sentido, observa-se a importância do esporte para o bem estar físico e social do indivíduo e do cotidiano das cidades em geral, pelo seu poder de gerar oportunidades econômicas em nível local, regional e internacional. Considerando-se o papel do Estado em garantir a infraestrutura e a prestação de serviços necessária para a competitividade das cidades e a consequente importância das ações da gestão pública em municípios, este trabalho procura identificar como os elementos de competitividade concebidos nos contextos urbano e do New Public Governance no âmbito do esporte em nível local, podem contribuir para as ações realizadas nas atividades esportivas dos municípios. Para isso, foi realizada uma pesquisa exploratória e descritiva do fenômeno da competitividade, com a utilização de um método qualitativo de análise por meio de um estudo de casos comparativo entre os grupos de interesse com atividade no esporte nos municípios de São Bernardo do Campo e São Caetano do Sul, localizados na região metropolitana de São Paulo. Espera-se, com esse trabalho, contribuir para as ações realizadas na atividade do esporte em municípios, e a observação de elementos que possam contribuir para o desenvolvimento da gestão do esporte no Brasil.

Abstract:
The Swedish sport movement is built on voluntary engagement and strong autonomy, and is Sweden's largest popular movement. To help finance sports, the government annually provides state financial support. The idea of the support is to promote sport for the entire swedish population, trusting the Swedish sport movement to manage the course of action. The financial support is important to enable Swedish sport to maintain its independence. Research has shown that the government and otherexternal financiers lately has grown an increased interest to involve and affect Swedish sport, using financial means to do so. Researchers fear that this will challenge the autonomy of the Swedish sportmovement. Leading to the purpose of this study, to see on a grassroot level how sport organisations witness this conflict of interest between external financiers and thus the effect on the Swedish sport movements autonomy. To answer this, the study is based on (qualitative) interviews made with 7 sportclubs within the municipality of Umeå. Results show that all interviewed sport clubs experience positive use of using external financiation. However these sport clubs do not seem to characterize the effects just as problematic as former research suggests. On the contrary, the sport clubs declare themselves as free to structure their activities without disturbing involvement from external financiers. Where the organizational governance is stronger than the systemic. A final conclusion is that smaller sport clubs in Umeå do not experience this conflict of interest between external financiers and their own activities. They feel free to plan their activities based on the clubs internal driving forces, where external finances rather creates opportunities for the clubs to grow.

This thesis analyzes the relationship among governance models for sports Federations and their effectiveness in Brazil, by means of the Stakeholders Theory, and theories about sports organizations. It suggests a governance pattern model for sports entities that can increase their effectiveness in a context which the sport is relevant to the State and society. The making of this thesis is a result of wide data collection, gathered from several sources. By means of a qualitative approach, the author seeked the best possible information as well as a growing awareness on the theme. This was facilitated by the his involvement with the subject, as he has managed the direction of a Sports Federation since 2005 – Vice President of Rio de Janeiro Sailing Federation during 2005-2010, and President of the same organization during 2011-2012. Here, the key Stakeholders in sport are identified and then the parameters for good governance are presented in the following areas: regulation, results, professionalism, transparency and participation. The solution proposed helps to offer more transparency and control over sports organizations, by creating an instrumental rationality which best meets the objective interests of all Stakeholders.
Esta Tese tem como objetivo analisar a relação entre as práticas de governança para Federações esportivas e a sua efetividade no Brasil, utilizando a Teoria dos Stakeholders e teorias sobre organizações esportivas. Ela sugere práticas de governança para as entidades esportivas que podem aumentar a sua efetividade - em um contexto em que o esporte é relevante para o Estado e a sociedade. São identificados os principais Stakeholders no esporte e em seguida apresentados parâmetros para uma boa governança, divididos nos campos: regulação, resultados, profissionalismo, transparência e participação. A confecção da presente Tese abrangeu uma pesquisa qualitativa, onde foram entrevistados 26 atores do mundo do esporte e analisados Estatutos e outros documentos de Confederações esportivas. Isso foi facilitado pelo envolvimento do autor com o assunto, pois exerce a direção de Federação Esportiva desde 2005 (Vice Presidente da Federação de Vela do Estado do Rio de Janeiro, 2005/2010 e Presidente da mesma entidade 2011/2012). A solução aqui proposta ajuda a conferir mais transparência e controle sobre as organizações esportivas, criando uma racionalidade instrumental que melhor atenda aos interesses objetivos do conjunto de seus Stakeholders.

The FIFA World Cup has become one of the most sought after sports mega events by many countries in today’s society, as well as one of the most controversial. As I put the finishing touches on this thesis, the FIFA World Cup is taking place in Brazil. As with previous World Cups, the planning stage of the 2014 World Cup has been characterised by protests and considerable criticism, particularly concerned with the expenditures on mega event structures such as stadiums. FIFA, along with host country’s governments, has been a major recipient of criticism. This controversy has prompted many people to focus their gaze on the negative impacts of these events, particularly on disadvantaged populations. Sports mega events will no doubt continue to occupy a crucial space in political and economic debates within host countries. As important as these debates are, they have tended to direct attention away from the governance mechanisms that FIFA deploys in staging World Cups. This thesis seeks to redirect attention to these governance issues.

This study investigates the influence of Brazilian National Sports Laws in the governance of Olympic Sports Confederations and Federations, between 1941 and 2013. These organizations have demonstrated management difficulties according to governance principles, such as transparency, social responsibility, ethics and accountability, receiving criticism from diverse sport’s stakeholders. The Brazilian national sport system was implemented by the Decree-Law n. 3199 of 14/08/1941, which created and regulated national and state sports organizations until the 80’s. With the new Constitution of 1988, sports became law definitive and, according to the Law no. 9.615 of 1998, high performance sports continued to be monitored and regulated by the government. The central question of this study was: how the Brazilian national sports laws have influenced in the governance of Confederations and Federations of Olympic Sports between 1941 and 2013? The methodology employed is qualitative, exploratory, descriptive, documental and bibliographic; two confederations and two federations were taken as case studies. The triangulation of documentary evidence, semi-structured interviews and theories corporate governance and management in the Third Sector brought important results and expanded the discussion towards a more complex view. As contributions this study chronologically presents the concepts, functions and the legal and management control of the state over the governance of sports organizations, from 1941 until 2013. It also studies the characteristics of sports organizations, as the Third Sector and the applicability of the concepts and governance principles for understanding of management needs, proposing some practices. Based on documentary studies, the theoretical framework and interviews concluded that the laws influenced and influence the governance of sports organizations.
O objetivo deste estudo foi investigar as influências das Leis esportivas nacionais na governança corporativa das Confederações e Federações de esportes olímpicos durante o período de 1941 a 2013. Estas organizações têm demonstrado dificuldades na gestão: princípios da governança como a falta da transparência dos atos de gestores, a falta de responsabilidade social e ética e problemas com a prestação de contas tem provocado críticas de diversos stakeholders do esporte. O Decreto-Lei nº 3199 de 14/08/1941 implantou o sistema nacional de esportes no Brasil e criou as organizações esportivas nacionais e estaduais, regulamentando-as, disciplinando-as e tendo autoridade sobre todos os seus atos até a década de 1980. Em 1988, com a promulgação da Constituição o esporte passou a ser lei neste país e com a Lei 9.615 de 1998 o esporte de alto rendimento continuou sendo monitorado e regulado pelo Estado. Assim, a questão central deste estudo foi: como as leis nacionais criadas para o esporte influenciaram na governança corporativa das confederações e federações dos esportes olímpicos durante o período de 1941 a 2013? A abordagem metodológica definida é qualitativa, exploratória, descritiva, documental e bibliográfica; duas confederações e duas federações esportivas foram tomadas como estudos de caso. A triangulação das informações documentais, das entrevistas semiestruturadas e das teorias sobre gestão e governança corporativa e no Terceiro Setor trouxe importantes resultados e ampliou a discussão na direção de uma visão mais complexa. Como contribuições este estudo apresenta cronologicamente os conceitos, as atribuições e o controle legal e administrativo do Estado sobre a governança das organizações esportivas, de 1941 até 2013. Também estuda as características destas organizações esportivas, como sendo do Terceiro Setor e a aplicabilidade dos conceitos e princípios de governança para entendimento das necessidades da gestão, propondo algumas práticas. Com base nos estudos documentais, no referencial teórico e nas entrevistas concluiu-se que as leis influenciaram e influenciam na governança das organizações esportivas.

Abstract:
The study examines a particular aspect of the development of athletics in Scotland. The first organised clubs for the sole purpose of purely athletic competition in the contemporary sense, were cross country clubs known as harrier clubs. Through investigation of the origins, governance and the social structure of harriers clubs, the study connects these three fundamental themes in understanding sport within broader social historical study. In this study the origins of cross country running are set within a theoretical framework which recognises the nature of the urban and rural environments which defined the sport. The sport’s early growth and governance in Scotland is set alongside the broader ideological position of the ‘amateur’. Additionally, club organisation promoted the clubs as cultural institutions. Clubs served as a focus for male sociability and elevated the status of membership of the harriers. Membership meant more than just sporting engagement; it included social and civic standing. The purpose and function therefore of early clubs extended beyond participation. This study demonstrates how membership of cross country clubs conferred upon its members a status, establishing harriers clubs as important social institutions. This research shows how social networks within sport replicated society more broadly. The significance of the contribution of cross country clubs to the development of Scottish sporting culture is therefore implicit. Harriers clubs were the epitome of the complexity of sporting engagement representing both respectability and liminal behaviour.

Från många håll inom idrottsrörelsen hörs röster om att det råder en brist på idrottsytor i Sverige, allra främst i Stockholm. Denna studie har fokuserat på varför behovet av nya idrottsytor är så stort i Stockholm och vilka de största utmaningarna är för att planera för dessa. Både idrottsrörelsen och Stockholms stad är relativt eniga om att behovet är stort, framförallt i jämförelse med städer som Göteborg och Malmö. Tidigare forskning och litteratur har utgjort en grund för förståelsen av hur situationen utvecklats och ser ut idag. För studien har Stockholms stad och idrottsrörelsen givit sina perspektiv på vilka utmaningar som finns och hur de bör hanteras. Utifrån intervjuer har sex stycken huvudsakliga utmaningar kunnat identifieras, bestående av ekonomiska hinder, markbrist, otillräcklig samverkan, ej tillämplig lagstiftning, synen på idrott som olägenhet och ojämlika villkor. Med hjälp av ekonomiska teorier och teorier om maktutövning har utmaningarna analyserats och diskuterats med ambitionen att hitta lösningar. Detta har utmynnat i slutsatser om att det måste till nya modeller för finansiering, innovativa lösningar och effektivisering av idrottsytor, en utvecklad samverkan, en större förståelse för idrottens nyttovärde och möjligen ny lagstiftning.
Within the swedish society of sports, voices are being raised that there is a general lack of sports facilities in Sweden, especially in the city of Stockholm. This report focuses on why there is such a need for sports facilities in Stockholm and what the actual challenges consist of in terms of municipal planning. A comparison of cities in Sweden tells that Stockholm is far behind Gothenburg and Malmö when it comes to the offering of sports facilities. Previous research and literature have formed the basis for understanding how the situation has developed and how it appears today. Interviews have been conducted with planners from the municipality of Stockholm and as well as certain sport federations in order to get their perspectives on the challenges that exist and how they should be taken care of. Based on these interviews, six main challenges have been identified, consisting of financial obstacles, lack of land, insufficient collaboration, legal barriers, unequal conditions and the view of sport as disturbing. By using theories of economy and power, the identified challenges have been analyzed and discussed with the ambition to present various solutions. This has resulted in conclusions that include new models for financing, innovative solutions and efficient use of sports facilities, a developed collaboration, a greater understanding of the value of physical activity and possibly new legislation.

Much has been written in recent years about governance in the areas of political science, public policy, local government, and international relations. However, social scientific usage of the governance concept has been eclectic, diverse and at times contradictory (Jessop, 1998: 29) as well as confusing and sometimes misleading. In addition, despite the burgeoning literature on governance, little research effort has to date been devoted to examining the term in relation to the organisation, administration and management of sports organisations. This thesis is concerned with reviewing the range of applications of the concept, and in particular evaluating the utility of governance in understanding aspects of the management and policy process of sport. For the purpose of this study a case study approached is adopted, focusing on three sports: cricket, association football and swimming, and within these the pattern of interrelationships between the government and related agencies, the media and broadcasters, athlete-representative groups and supporter organisations, as well as focusing on issues relating to gender. The study concludes by arguing that governance broadens our conceptual repertoire, introduces greater sensitivity and subtlety into policy analysis, and highlights problems of coordination both in government and across a range of agencies, organisations and policy actors.

The aim of this thesis is to provide a theoretically informed account of the decision-making process in mega sports events policy in Marseille. This is intended to allow an evaluation of the major theoretical frameworks developed in the Anglo-Saxon literature on urban governance and their applicability to the French local government context, and more specifically to the context of sports policy in Marseille. Following an analysis of the development of the local political culture of Marseille, the thesis undertakes a review of theoretical frameworks developed in the urban policy literature identifying three major approaches / concepts which have dominated Anglo-Saxon literature, namely the growth coalition (Logan and Molotch 1987), policy network (Rhodes 1981; 1988), and urban regime (Stone 1989) approaches. These theoretical frameworks have been little used in French urban policy literature (Le Gales 1995; 2003) and feature rarely, if at all, in French sports policy literature. In reviewing this literature the thesis identifies a set of indicators, which may be used in empirical contexts to differentiate growth coalitions from policy networks and urban regimes. A major question for the research is thus to what extent Anglo-Saxon theoretical frameworks / concepts can be usefully employed to understand French decision-making and that of Marseille in particular. Subscribing to critical realism, the thesis aims to give an account of the mega sport event phenomena in Marseille, and of the actors' understanding and interpretation (in effect their social construction) of the phenomena. The data collected were documents for the period 1991 - 2003 from official sources (minutes and proceedings of local government and event-related bodies, reports, political speeches, and local government publications), local press coverage, and interviewees conducted with the major decision-makers. An ethnographic content analysis was made, partly employing a deductive approach based on the set of common indicators developed from the review of urban policy, and partly inductively from themes, which emerged in the analysis (Altheide 1996). The thesis concludes that while there is some evidence of the development of policy networks the specificity of the French context, and that of Marseille, with its heavily state-led approach to policy, means that the use of urban regime, and still less of growth coalition approaches, is not warranted by the evidence.

Grâce aux notions de pouvoir et de réseau, une analyse par la gouvernance présente les fédérations françaises comme des institutions sportives autonomes indispensables au développement du sport en France. Elles disposent de prérogatives propres leur permettant de réaliser leurs fonctions économiques et sociales. Si elles se sont constituées à l’origine pour réguler les compétitions nationales, aujourd’hui, elles agissent également comme agent économique en exploitant leurs manifestations sportives et en participant au développement d’activités professionnelles dans le sport de compétition et de consommation. Pour remplir leurs fonctions, les fédérations se dotent étonnement d’une structuration standardisée malgré la liberté associative dont elles disposent. Toutes tendent à reproduire le même modèle superposant les organes même si certaines commencent à s’émanciper en s’adaptant à leurs réalités par des actions responsables.Mais l’autonomie des fédérations françaises ne signifie pas pour autant qu’elles soient indépendantes. Leurs pouvoirs ne peuvent réellement s’exprimer qu’après avoir accepté la dépendance aux pouvoirs d’autres acteurs publics et privés organisant le sport en réseaux. Elles acceptent que l’Etat soit présenté comme leur tuteur par la délivrance d’un agrément et d’une délégation de pouvoirs ministériels. Néanmoins, cette mise en administration critiquée à cause d’un droit étatique devenu inadapté, pousse à entrevoir des relations d’un autre type. Mais cette nouvelle coopération envisagée sera plus pertinente si elle intègre également la dépendance des fédérations sportives françaises aux acteurs transnationaux et nationaux de l’ordre sportif. Thanks to the notions of power and network, an analysis by governance presents the French federations as autonomous sports institutions essential for the development of sport in France. They have their own prerogatives enabling them to carry out their economic and social functions. While they were originally set up to regulate national competitions, today they also act as economic agents by operating their sporting events and participating in the development of professional activities in competitive and consumer sport. To fulfil their functions, federations surprisingly adopt a standardised structure despite the freedom of association they enjoy. All tend to reproduce the same model superposing organs, even if some begin to emancipate themselves by adapting to their realities through responsible actions. But the autonomy of the French federations does not mean that they are independent. Their powers can only really be expressed after accepting the dependence on the powers of other public and private actors organising sport in networks. They accept that the State be presented as their guardian by the issuance of an approval and a delegation of ministerial powers. Nevertheless, this administration criticized because of a state law that has become inadequate, leads to the possibility of another type of relationship. But this new cooperation envisaged will be more relevant if it also integrates the dependence of French sports federations on transnational and national actors of the sports order. Indeed, they have an interest in receiving the power of international federations and the influence of other transnational actors and transferred regulators

Abstract:
This thesis is on the Turkish-speaking community, comprising Turkish-Cypriots, Turks from Turkey, and Kurds from Turkey, and ethnic community football in London, which has been conceptualised as a transnational social field. It is intended as a contribution in the debates on the growing importance of issues of diasporic communities, their identity politics, and cultural integration in a context of ‘super-diversity’. There are three major analytical themes. The first is transnational diaspora politics, which is redefined to comprise any relationship of power or interest by mobilising diasporic connections. I argue that the Turkish-speaking community uses ethnic football as a means for communal mobilisation around and representation of their ethnic identity in the public space of London, a city of unique political-economic and symbolic significance for the Cyprus Conflict which helped create the Turkish and Greek Cypriot football leagues in London. I show that the Turkish-speaking community has ever since used football to create and maintain a bridge between London and all the different locations of the community including Cyprus, Turkey, Germany, and beyond. The second major theme is collective identities and how they are (re)produced, represented, and manifested in the diaspora. I argue that the nature of the field of ethnic football as a familiar, open, and welcoming space conveniently positioned between the Turkish-speaking private sphere and the British/Londoner public space has been a major factor accounting for the effectiveness of various identity projects to be pursued within this field. Lastly, after presenting the historical link between modern competitive sports and masculinity, I claim that the one defining aspect of all the ethnic identities reproduced within the field is their masculine character. The last analytical theme is the cultural integration of immigrant communities. Without adopting a normative definition of cultural integration, I have considered the implications of involvement in ethnic community football in terms of belonging, social inclusion, marginalisation, and the psychological development and well-being of the individuals involved. The presented and analysed discussion rejects any automatic causal link between involvement in sports and integration or that involvement in mono-ethnic sporting organisations and segregation. Having reviewed a few exemplary organisations, which used football for integration purposes, and the nature of the ethnic community leagues, I have also argued in this thesis that the field of ethnic community football, again due to its specific nature, structure, and position between the private and public spaces, offers a great potential to be engaged by local and national governments in the service of integration policies.

La population mondiale devenant de plus en plus hydrophile, les territoires littoraux se sont organisés pour répondre à cette nouvelle demande. Dans cette dynamique, les sports côtiers n'ont cessé de se massifier et de se diversifier pour toucher aujourd'hui une large frange de la population. La Réunion, île de l'océan Indien, a elle aussi participé à ce mouvement, mais alors que l'évolution de la maritimité entre tradition et modernité semble s'opérer dans de nombreux endroits du globe, la côte ouest de La Réunion pourtant pleine d'atouts, ne semble pas réussir à transformer sa ressource initiale en ressource territoriale. Notre travail se propose d'étudier d'un point de vue sociogéographique le lien entre un territoire, la côte Ouest de La Réunion, et son littoral afin d'analyser les freins à l'émergence d'une nouvelle maritimité au sein de cet espace. Nos résultats montrent que contrairement à l'image véhiculée, La Réunion et particulièrement sa côte Ouest est un lieu propice à la pratique des sports côtiers. En dépit de ce contexte géographique favorable, l'absence d'aménagements et d'événements capables de structurer ce développement, associée à la prégnance des représentations qui véhiculent l'image d'une population « tournant le dos à la mer », apparaissent comme des facteurs limitants. Les différents acteurs concernés ont une part de responsabilité et notamment les acteurs politiques qui ne jouent pas vraiment leur rôle en ne portant pas un véritable projet territorial orienté sur les sports côtiers. Reste, que le changement de maritimité est à l'œuvre sur ce littoral. La Réunion construit son propre modèle. L'usage de l'espace côtier évolue, déborde de ses usages classiques, l'évènementiel se développe porté par l'essor du Stand Up Paddle et les contours de nouveaux aménagements se dessinent. Sur une planche ou dans le sable, la nouvelle génération se réapproprie le littoral en intégrant les influences extérieures
As the world population gets more and more water loving, the coast territories have been organized in order to answer this new request. In this dynamic, coast sports have been constantly expanding massively and in various forms to concern a larger portion of the population today . Reunion Island –in the Indian Ocean- has also taken part in this move. Yet, while the evolution of maritimity between tradition and modernity seems to be taking place in many places all around the world, the West coast of Reunion Island –although full of assets- seems unable to transform its initial resource in a territorial resource. Our work suggests studying the link between a territory –the West coast of Reunion Island- and its coast from a sociogeographic point of view in order to analyze the brakes to the apparition of a new maritimity within this space.Our results show that contrary to the conveyed picture, Reunion island and particularly its West coast is the right place to practice coast sports. In spite of the favorable geographic context, the absence of developments and events able to structure this expansion, together with the domination of the representations conveying the picture of a population “with their backs to the sea” seem to be limiting factors. The different actors concerned are partly responsible and particularly the political actors who do not play their parts as they do not carry a real territory project aimed at coast sports.It remains that the change of maritimity is at work on this coast. Reunion island is building its own model. The use of the coast space is evolving, growing out of its usual uses, the organization of events is developing encouraged by the expansion of Stand Up Paddle and the outlines of new developments are being drawn. On a board or in the sand, the new generation is taking over the coast integrating outside influences

O processo de descentralização das políticas sociais no País, implantado pela Constituição Federal do Brasil de 1988, levou a reformulações na gestão dessas políticas em Estados e Municípios, em termos da cultura gerencial, da estrutura administrativa e da abertura de canais de participação da sociedade civil na construção, acompanhamento e avaliação das ações. Nesse processo, as relações entre Estado, Mercado e Comunidade deveriam atingir um equilíbrio, a partir de políticas baseadas no modelo de consenso político (OFFE, 1998). No contexto da gestão de políticas públicas municipais, o Conselho Gestor é considerado um canal de participação da Comunidade e condição para o município ter acesso a verbas estaduais e federais para programas sociais locais. No Esporte, a prevalência dos interesses do Mercado se reflete nas normas legais e nos planos de desenvolvimento do Esporte implantados nas duas últimas décadas no País. O registro da existência de Conselhos Municipais de Esporte ou congêneres é muito recente no país, e o conhecimento sobre o seu papel e desempenho, no sentido de viabilizar a participação da Comunidade na formulação e desenvolvimento de políticas locais, é bastante limitado. Esta Pesquisa foi desenvolvida com o intuito de verificar se o Conselho Municipal de Esporte se constitui efetivamente em espaço de definição de políticas e de discussão e articulação entre os interesses dos diferentes segmentos da ordem social - Estado, Mercado e Comunidade - em uma política de Esporte local. Para tanto, foi desenvolvido estudo de caso sobre o Conselho Municipal de Esporte, Lazer e Atividade Física de Santana de Parnaíba-SP, referente ao período da sua criação em 2003 até 2006, a partir da análise de fontes documentais, complementadas por depoimentos de membros do Conselho e do representante do Executivo Municipal da área de Esporte, com base na metodologia da História Oral. As análises realizadas sobre o processo de implantação e a atuação do Conselho levaram a não confirmação da hipótese do estudo. Foi constatado um distanciamento entre a proposta participativa do governo municipal e o que ocorreu no âmbito da política de Esporte e do Conselho, não havendo incentivo a participação da sociedade civil no processo de formulação e acompanhamento da Política de Esporte. Considerações e perspectivas quanto à superação das lacunas identificadas na ação do Conselho são levantadas 6 no sentido de contribuir para a reflexão teórica e o aprimoramento da atuação desse mecanismo de gestão democrática em outros municípios brasileiros.
The decentralization process of social policies in the Country, as implemented by the 1988 Federal Constitution of Brazil, led to the reformulation of such policies\' management in States and Municipalities, as regards managerial culture, administrative structure and opening of channels for the civil society\'s participation in the construction, follow-up and assessment of such actions. In this process, the relationships among State, Market and Community should reach a balance, by means of policies based on the model of Political Consensus (OFFE, 1998). In terms of management of municipal public policies, the Managing Board is a channel for the Community\'s participation and places the municipality in position to access state and federal allowances for local social programs. In Sports, the prevalence of the Market\'s interest is reflected in legal rules and Sports development plans implemented within the past two decades in the Country. The record of the existence of Municipal Boards of Sports is very recent in the country, and the knowledge as regards their role and performance towards making the Community\'s participation in the formulation and development of local policies feasible is extremely limited. This research was developed aiming at ascertaining whether the Municipal Board of Sports actually constitutes a space for defining policies and discussion and organization of the interests of the social order\'s different segments - State, Market and Community - into a local Sports policy. Therefore, a case study of the Municipal Board of Sports, Leisure and Physical Activity of Santana de Parnaíba-SP was developed, regarding the period from its creation in 2003 up to 2006, based on the analysis of documental sources, complemented by statements by Board members and the representative of the municipal executive power in the Sports field, relying on the Oral History methodology. The analyses carried out as regards the process\' implementation and the Board\'s activities led to the nonconfirmation of the study\'s hypothesis. A distancing between the municipal government\'s participative proposal and what took place within the sphere of the Sports and the Board\'s policy was ascertained, as well as an absence of encouragement for civil society\'s participation in the process to formulate and follow-up the Sports Policy. Considerations and perspectives as regards filling in the blanks identified in the Board\'s actions are raised aiming 8 at contributing to the improvement of such democratic management mechanism\'s activities in other Brazilian municipalities.

La loi du 4 août 2014 pour l’égalité réelle entre les femmes et les hommes est une réforme transversale qui vise à lutter contre les inégalités de genre. Parmi les nombreuses mesures que comporte le texte, l’article 63 impose aux fédérations sportives nationales de respecter de nouveaux quotas pour la composition de leurs instances dirigeantes. Cette thèse s’intéresse à cette obligation. Elle investigue, à l’aide des outils de l’analyse stratégique et une perspective renouvelée qui prend en compte les apports de la sociologie du genre (Crozier & Friedberg, 1977 ; Laufer, 2010), les modalités qui entourent la construction et la bonne application de la loi dans les fédérations. L’étude repose sur un procédé méthodologique mixte divisé en deux parties. La première investigue les résultats des élections fédérales (2016-2017) au regard du nombre de candidat-e-s et d’élu-e-s. La seconde, s’intéresse au fonctionnement concret des instances dirigeantes de cinq fédérations (basketball, rugby à XIII, cyclisme, UFOLEP, danse) et aux rôles que jouent les dirigeantes dans les jeux de pouvoir. Les résultats montrent que de nombreuses fédérations déploient des stratégies de résistance et/ou de contournement, allant de la non-application de la mesure au comité directeur, à la création d’instances de décisions supplémentaires afin d’échapper au quota. Dans l’ensemble, les femmes se présentent moins que les hommes au comité directeur, mais l’absence de candidatures n’explique, que dans de rares cas, le non-respect des provisions de la loi. Il existe, en outre, derrières les discours de désintéressement des dirigeant-e-s, un jeu d’influence électoral qui décourage ou encourage les candidat-e-s à se présenter. Ces pratiques participent à comprendre le faible niveau de compétition électorale. Ainsi, malgré la mesure, rares sont les actrices qui parviennent à peser dans le processus décisionnel des fédérations sportives
In 2014, law n°2014-873 “for true equality between women and men” introduced two types of gender quotas on the executive board of national sports federations. These quotas are more constraining than the previous ones and set a minimum of 25% of men and women in the composition of federal governing bodies. This thesis aims to investigate the construction of the mesure and the way how it is implemented in sports federations. It explores, in particular, the claim that there is a dearth of women sports leaders and analyses the electoral competition of governing bodies of French NSFs after the enactment of these quotas (2016-2017). For doing so, it uses the tools of strategic analysis and a renewed perspective which takes into account the contributions of the sociology of gender (Crozier & Friedberg, 1977; Laufer, 2010). The research employs mixed methods. It consists in a quantitative study conducted on 107 NSFs and a qualitative investigation conducted on five federations (basketball, rugby XIII, cycling, UFOLEP and dance). Overall, electoral competition for most executive boards is very limited and most of the candidates were elected. Quantitative figures suggest that there is no voting bias against women and that the lack of female candidates is rare, but the interviews confirmed the a priori role of networks. Some federations elaborate strategies of resistance and/or circumvention of the law. They limit the application of the measure through ex-officio members or the creation of additional boards, and consider quotas as a maximum. Despite these features and sports federations’ resistance, women’s representation in sport governance is increasing significantly - more than in the last twenty years. However, few of them manage to influence the decision-making process of sports federations yet

Abstract:
Au cours de la seconde moitié du XXe siècle se structure une politique publique des conditions d’accès à l’encadrement sportif professionnel dans le secteur privé. Progressivement, l’Etat instaure un monopole sur celles-ci. Ce travail vise à saisir cette dynamique et à analyser le passage d’une politique publique à une action publique au tournant des années 2000, dans un processus de libéralisation. En effet, des changements législatifs remettent en cause cette exclusivité étatique et engendrent une démultiplication des certifications et des certificateurs permettant d’encadrer professionnellement une discipline sportive. Dans cette nouvelle gouvernance figurent plusieurs institutions (le Ministère en charge des Sports, la filière universitaire STAPS ou encore la récente branche professionnelle sport) et plusieurs dispositifs(les « certifications professionnelles » déclinées dorénavant en trois registres) potentiellement concurrentiels. Dans cette architecture, des expertises et des instruments d’action publique sont éprouvés pour tenter d’apporter davantage de complémentarité et de lisibilité. Ces reconfigurations politiques et ces rénovations des certifications sont à envisager dans un processusd’européanisation de la relation emploi-formation-certification et du dialogue social. Ces velléitésdoivent faire face à l’éclatement du secteur sportif au sein de l’Union Européenne mais aussi à la réticence de certains acteurs face à la mobilité des encadrants sportifs dans l’espace communautaire.Ces trois processus (structuration, libéralisation et européanisation) mettent au jour des thématiques sous-jacentes telles que la professionnalisation de l’encadrement sportif, l’entrée dans l’ère de la certification professionnelle ou encore la recherche de transparence européenne
During the second half of the 20th century, a public policy takes shape around theconditions of access to professional sports training in the private sector gradually monopolized bythe State. This study aims at comprehending this dynamics and at analyzing the move from apublic policy to a public action at the turn of the 2000s as part of a liberalizing process. Indeed,legislative changes question this state exclusivity and bring about a multiplication of thecertifications and certifiers that make it possible to professionally train, supervise and manage asport. In this new governance, several institutions are represented (the Ministry in charge ofSports, the STAPS university sector, along with the recent professional sports sector) and severalpotentially competitive devices (the "professional certifications" now adapted to three differentregisters). In this architecture, expertises and public action instruments are tested to try and bringmore complementarity and legibility. These political reconfigurations and these certificationrenovations are to be considered in the context of a process aimed at Europeanizing therelationship between employment, training and certification and at opening a social dialog. Thesemovements have to face the explosion of the sports sector within the European Union, but also thereluctance of some actors faced with the mobility of sports trainers in the community space.These three processes (structuring, liberalizing and Europeanizing) bring to light underlyingthemes such as the professionalization of sports training, the entry into the era of professionalcertification and the search for European transparency

La montée en puissance des problématiques liées au développement immobilier des stations occupe une place croissante dans les débats publics. D'un côté, face à l'incapacité d'identifier des leviers efficaces en matière de réhabilitation, les associations d'élus et d'opérateurs de domaines skiables ne cessent de souligner l'impérieuse nécessité de poursuivre le développement immobilier, clef de voûte du maintien d'une activité économique indispensable à la survie des territoires de montagne. De l'autre, des associations environnementalistes et d'usagers de la montagne militent contre le phénomène d'intensification de l'urbanisation des sites de montagne. Face à ce dilemme, et dans un contexte où le législateur s'efforce à occuper une position de plus en plus affirmée en tant que garant de la limitation de l'extension des surfaces urbanisées, la question immobilière dans les stations de montagne revêt donc un intérêt particulier que cette thèse de doctorat propose d'approfondir. En postulant que l'immobilier constitue un marqueur particulièrement adapté pour appréhender les trajectoires de développement des stations touristiques, notre recherche vise à répondre à un double objectif : qualifier les cycles et les formes de développement des stations d'une part, mieux comprendre les facteurs à l'origine de ces évolutions d'autre part. Dans le contexte très spécifique des stations françaises de sports d'hiver marquées à des degrés divers par le poids de l'intervention publique, la question de l'impact du modèle de développement initial sur la nature de leurs trajectoires constitue un enjeu essentiel de cette démarche. Du fait de la diversité et de l'étendue des facteurs en cause, aborder le champ de la production immobilière dans le contexte touristique implique une grande transversalité des approches – mêlant analyses économiques, urbaines et politiques – articulées à différentes échelles, entre logiques globales de marché et régulation locale de l'aménagement touristique. L'originalité de notre recherche tient dans le caractère transversal, pluridisciplinaire et focalisant de la démarche visant à déconstruire progressivement l'enjeu immobilier en stations. En adoptant une posture volontairement distanciée vis-à-vis du discours opérationnel tel qu'il est formalisé sur la scène politique et médiatique, ce travail s'efforce de s'affranchir de la traditionnelle opposition entre injonction du développement économique et préservation des milieux naturels pour se focaliser davantage sur les fondamentaux de la « décision de construire » souvent qualifiée de « boite noire » de l'aménagement urbain. Quels sont les principaux mécanismes à l'origine de la croissance immobilière des stations ? Comment ont-ils évolué depuis leur implantation ? Certaines stations sont-elles davantage prédisposées à la croissance ? Comment s'opèrent les mécanismes de régulation publique autour de l'urbanisation ? Autant de questionnements que ce travail de recherche tentera d'éclairer dans la perspective plus globale de nourrir la connaissance sur les ressorts de la production immobilière spécifiques au contexte touristique
The growing concern with issues relating to real estate development in mountain resorts is reflected in their increasing importance in public debate. On the one hand, associations of elected representatives and ski area operators, unable to identify effective levers to ensure resort rehabilitation, have continued to stress the overriding need to pursue real estate development as a cornerstone for maintaining a level of economic activity indispensable to the survival of mountain areas. On the other hand, environmental groups and associations of mountain users have been ardent campaigners against the increasing urbanisation of mountain areas. Given this dilemma, and in a context where legislators wish to be seen to be increasingly assertive in limiting the spread of urbanisation, the question of real estate development in mountain resorts has taken on an increasingly important role, a role that this doctoral thesis seeks to examine in greater depth. Starting from the premise that real estate is a particularly suitable yardstick for understanding the development paths taken by tourist resorts, our research has a two-fold objective: first to identify and describe the different cycles and types of resort development, second to better understand the factors underlying the changes taking place. In the very specific context of French winter sports resorts, the development of which has been characterised by varying levels of public intervention, the question of the impact of the initial development model on the nature of resort development is a key consideration in our approach. Given the diversity and far-reaching effects of the factors in question, an investigation of real estate production in the context of tourism development calls for a cross-disciplinary approach – involving economic, urban and political analyses – conducted at different scales, reconciling global market principles and regulations governing tourism development at the local level. The originality of our research lies in its cross-cutting, multidisciplinary focus on progressively deconstructing the real estate issue in resorts. By adopting a stance that is deliberately distanced from the operational rhetoric so often used by politicians and the media, our study endeavours to break free from the traditional dichotomy that opposes the need for economic development and the preservation of the natural environment. Instead it focuses more on the fundamentals of the “decision to build”, often referred to as the “black box” of urban development. What are the main mechanisms underlying real estate growth in tourist resorts? How have they evolved since they were first introduced? Are some resorts more disposed to growth than others? How do public regulation mechanisms operate with respect to urbanisation? Our research will attempt to answer these questions from an overall perspective that focuses on gaining insights into the workings of real estate construction in the context of tourism

La present tesi doctoral centra la seva atenció en l'anàlisi de les estratègies de gestió de la pràctica esportiva en zones naturals protegides. Consisteix en la identificació de les estratègies de gestió de la pràctica esportiva emprades pels diferents stakeholders implicats, així com de les característiques òptimes dels factors de la governança que les emmarca, per tal d'aconseguir el major grau de sostenibilitat possible dels territoris seleccionats. Les preguntes inicials a partir de les quals es desenvolupa tota la recerca són les següents: 1) Quines han estat les estratègies de gestió de la pràctica esportiva emprades en els espais naturals pels diferents agents implicats (stakeholders)?; 2) Quines són les diferents formes de governança en les quals es produeixen les estratègies identificades? Quines són les característiques dels factors d'aquesta governança que determinen que es generi un major o menor grau de sostenibilitat en el desenvolupament del territori?; 3) Quines conseqüències han tingut les diverses estratègies de gestió identificades sobre el grau de sostenibilitat del.desenvolupament del territori? S'han analitzat les estratègies. emprades en situacions de conflicte reals viscudes en quatre espais naturals catalans a través de l'estudi dels factors del seu mode de governança en cadascuna: els stakeholders implicats, les relacions establertes entre ells i els processos de col.laboració generats; i de l'avaluació de les conseqüències generades per la solució global adoptada sobre el desenvolupament del territori. Els espais seleccionats i les pràctiques esportives analitzades en cada cas han estat els següents: 1. Parc Natural del Montseny: pràctica d'ala delta i cursa Matagalls~Montserrat; 2. Parc del Garraf: pràctica d'escalada i caça; 3. Parc Natural del Montgrí, les Illes Medes i el Baix Ter: pràctica de pesca submarina i submarinisme; i 4. Parc Natural dels Aiguamolls de l'Empordà: pràctica d'esquí nàutic i surf d'estel. L'aproximació metodològica a la qüestió s'ha efectuat per mitjà d'anàlisi de contingut de documentació existent i, principalment, a través d'entrevistes en profunditat a les persones clau implicades en els conflictes seleccionats. Els resultats obtinguts han demostrat que les característiques del context, l'equilibri en la notabilitat dels stakeholders amb interessos contraposats i l'existència d'un alt grau de connexió i col.laboració entre ells, condicionen, en primer lloc, l'establiment d'un mode de governança concret i, en conseqüència, resulten determinants per a l'assoliment d'un major o menor grau de sostenibilitat del desenvolupament del territori. En tots els casos analitzats, a més, hem pogut observar com les estratègies concretes emprades pels stakeholders han condicionat notablement aquest assoliment. L'aportació final de la tesi doctoral és la definició d'unes línies estratègiques òptimes per a aconseguir el major grau de sostenibilitat possible en el desenvolupament d'un espai natural.
This PhD focuses on the analysis of sport management strategies used in natural protected areas. Its main aim is to identify the sports management strategies used by the stakeholders involved. It attempts to analyse the optimal characteristics of the mode of governance established and its crucial factors to achieve the highest degree of sustainability of the development of the selected areas. To do so, we analyse the strategies used in conflict situations experienced in four real Catalan natural areas through the study of the salience of the stakeholders involved, the relationships established between them and the processes of collaboration generated. Results have shown that the characteristics of the context, the balance in the notability of stakeholders with conflicting interests and the existence of a high degree of connection and collaboration between them, determine the establishment of a particular mode of governance. Therefore, these factors are crucial for the achievement of a greater or lesser degree of sustainability in the development of the territory. In all cases, in addition, we have observed that the specific strategies used by stakeholders have considerably conditioned this achievement. The final result of this research is the definition of a set of strategic guidelines for an optimal sport management of natural areas in order to achieve the highest level of sustainability of their development, so that it can be applied to a large number of natural areas in similar situations.

Confrontées tout à la fois à l’évolution des attentes des clientèles, aux prévisions largement médiatisées et parfois alarmistes d’évolutions climatiques, qu’à la rationalisation des dépenses publiques, les stations de sports d’hiver se trouvent aujourd’hui devant un impératif d’adaptation. Phénomène touchant l’ensemble des stations, celui-ci vise tout particulièrement les stations qualifiées de « stations de moyenne montagne ». Implantées le plus souvent à des altitudes ne leur permettant pas de disposer d’une fiabilité d’enneigement, leur avenir apparaît en effet, à moyen voire court terme, particulièrement menacé. Pourtant, eu égard à leur vocation originelle d’aménagement du territoire, leur maintien est fondamental : pour cela, la diversification apparaît comme la solution d’adaptation privilégiée. Cependant, des interrogations persistent : comment préserver la dynamique économique des communes et territoires concernés, pour l’heure polarisés par l’économie hivernale des sports d’hiver ? Angle d’approche privilégié de la diversification, les interrogations liées à sa nature ont été au cœur de nombreux travaux, conduisant à l’élaboration de véritables guides de bonnes pratiques de la diversification. Moins traitée, la question de sa mise en œuvre n’en est pas moins essentielle. En effet, par l’élargissement du cercle des acteurs concernés et le bouleversement des échelles territoriales, la gouvernance en place est amenée à évoluer. Cependant, bien loin de constituer un processus uniforme, nous supposons que ces différents facteurs entraînent une spécification des trajectoires des stations, à laquelle participent tout autant des facteurs endogènes qu’exogènes au territoire. S’inscrivant dans une optique de recherche finalisée, cette thèse s’attache ainsi à analyser les modalités de renouvellement de la gouvernance territoriale, conduisant à passer d’une gouvernance station à une gouvernance de la diversification. Pour cela, nous privilégions un double niveau d’analyse : le niveau méso, nous amenant à mobiliser un corpus théorique rattaché aux sciences politiques et à questionner les différents dispositifs d’accompagnement dédié mis en œuvre par l’acteur supra-local. Le niveau micro, quant à lui nous conduit à nous focaliser sur la nature des relations liant les différents acteurs d’un même territoire en faisant ici appel aux travaux réalisés en économie des proximités. Le croisement de ces deux approches a enrichi notre compréhension des mécanismes au cœur de l’évolution de la trajectoire touristique des stations. Cela nous a permis d’identifier les leviers à même d’impulser une évolution de la gouvernance et notamment de mettre en lumière le rôle primordial des acteurs supra-locaux dans cette dynamique. Conformément à un objectif d’opérationnalisation des résultats de la recherche, nous avons également constitué une grille de lecture de la gouvernance de la diversification, à destination des acteurs de terrains comme des décideurs publics
Ski resorts have to adapt themselves because of the evolution of customers’ expectations, the widely publicized alarmist predictions of climate change, and the reduction of public funding help. Mid-elevation ski resorts, or usually those located at an elevation where snow is not guaranteed, are the most concerned with this adaptation. Their future seems to be, at short or mid-term objective, particularly threatened. Their existence is essential for maintaining the mountain economy: for that, diversification emerges as the preferred solution of adaptation. However, questions still exist today such as how to preserve the dynamic of the mountain economy depending of winter activity.Until now, interrogations about nature of diversification have been undertaken, and numerous good practice guides have been created. Nevertheless, the question of implementation is essential. An evolution of the governance is necessary due to both the inclusion of other activities that involve more professionals and an increased tourism area. We suppose that more than being a uniform process, these different factors lead to a specification of resorts’ trajectories which are impacted both by endogenous and exogenous factors.Constituting a finalized research, this thesis aims to analyze the evolution of the spatial governance and thechange of ski resort governance into diversification governance. For that, we focus on two levels of analyses: an intermediate level has enabled us to question the politics adopted by the different local governments thanks to the mobilization of a theoretical corpus attached to political science. The other led us to focus us on a local level the nature of relationships between actors inside the same territory, based on the work done in Economics proximities.The intersection of these two approaches enriches our understanding of the mechanisms at the heart of the evolution of the tourism trajectory of resorts. This allowed us to identify the options to stimulate such a renewal of the governance, and in particular to highlight the central role of political action in this dynamic.In accordance with an objective of operationalization of the research results, we have also established a framework to analyze the diversification governance, for land actors such as policy makers

Este relatório segue o formato aconselhado pelo CFA Institute (Pinto, Henry, Robison e Stowe, 2010), e reflete a informação pública da empresa até 24 de maio de 2019. Consequentemente, qualquer evento após esta data não foi considerado nesta análise. O preço sugerido para o final do ano de 2020 é de $145.21 por ação e quando comparado com o preço de 23 de maio de 2019 representa um potencial de valorização de 19.44%. A nossa recomendação é de MANTER as ações, com um risco alto associado. Os principais riscos associados à nossa recomendação são a taxa de crescimento de utilizadores premium, a taxa de crescimento em perpetuidade, as taxas de retorno sem rico, entre outras variáveis. Estas variáveis são testadas através de análises de sensibilidade e através da simulação de Monte Carlo para prever o impacto das mesmas na nossa recomendação.

This report follows the format suggested by the CFA Institute (Pinto, Henry, Robison, and Stowe, 2010), and it reflects the public information of the company published until 24th of May of 2019. Consequently, any event following this date was not considered in this analysis. Our target price for the year end of 2020 is of $145.21 per share and when compared to the closing price of $121.58/share at 23rd of May of 2019 represents an upside potential of 19.44%. Our recommendation stands for a HOLD recommendation with a high risk associated. The main risks for this recommendation are growth rate of premium users, perpetual growth rate, unlevered beta, market risk premium, the risk-free rates and the overall WACC rate. Additionally, these variables are tested under sensitivity and Monte Carlo analysis to evaluate how changes in certain variables and assumptions would impact our final recommendation.

The voluntary based sports movement has for over a hundred years been supported by state funds and seen as an important part of the Swedish society. In the city of Linköping the ethnical and economical segregation has been increasing in recent years and the consequences are reflected in the local sports associations. In Skäggetorp, statistically the most underprivileged district in city, there is no longer any football association offering activities to children under fourteen years old, either boys or girls. Furthermore, girls with immigrant background are generally less involved in the sports movements and efforts are made from both public authorities and other actors to incite activity.This essay analyses the political rationality lying behind the planned and realized interventions and how the actors have been experiencing the processes of cooperation. The empirical material has been collected by interviews with the involved actors. The theoretical framework has been constituted by a theory of construction of problem representation along with theoretical concepts as capital and governance.Main findings consist of a difference of rationality depending on whether the activity is aimed at boys or girls or if it is conducted within the structure of sports associations. Also, associations in underprivileged urban districts are both seen as possible promotors for social change and as subjects in need of help. The system of public allowances for sports associations can only be distributed to projects even though all actors are addressing a long-term approach. This study also shows the challenges that exists within the decentralisation of public administration, governance and cooperation by different actors.

Sport organization, which has a mission to foster national sports development, has long been playing an important role in national sports policies. Nowadays, sport organizations in Taiwan and Hong Kong universities are facing various challenges in this ever-changing environment. To acquire more resources for the future advancement, it is important for sport organizations to implement sport governance. The purpose of this study was to investigate the current situation of sport governance developmentation in sport organizations in Taiwan and Hong Kong universities, and then made comparison between two organizations. Purposive sampling was employed and 9 council members from CTUSF and USFHK were interviewed. The findings are as following: Difference in environmental dynamics: The scale of the CTUSF is larger, many more members and staffs are involved and there are more interactions with the stakeholders. Dealing with the legal requirement, influence of different policies or limitation on environment, sport organization tends to seek more resources and solutions externally. While the USFHK is a more compact one, with fewer members and staff. It is solely responsible for its profits and loss. Comparatively, it is less bounded by environment, legal requirement and stakeholders. Contrast in board roles: The board of CTUSF is mainly responsible for monitoring and offering suggestions. The secretary general is the decision maker and for the policy implementation with the board members. As for the USFHK, the power is more centralized. It monitors and sets out organizational policy, which is later operated by the executive council. Similarity in governance capabilities: It is found that both organizations are transparent in meeting frequency, financial situation and policy. And they both achieve the expected performance and goals. From the findings, it is suggested the future research can expand to different level of organizations or broaden the interviewees.
