Abstract:
Since the 1990s the concept ‘good governance’ has become one of the most widely used in debates in development, public policy and international relations. Despite its recent prominence the concept ‘good governance’ has frequently used in different meanings and implications. Following an introduction, which includes a historiographic note on development discourse, the first part of this paper is intended to be an overview of diverse definitions, interpretations and measuring problems of good governance. The purport of the second part of this paper is to focus on whether good governance matters in development or not, the performance of good governance in Albania. This paper has argued that good governance is indispensable in Albania, because misgovernance is a great hindrance and predicament to development. The politicization of bureaucracy, judiciary, appointment, transfer and promotion in all most all offices, lack of voice and accountability, inefficiency and satisfying the vested interest fall within the purview of misgovernance

Abstract:
The implementation of sustainable development is the social imperative of the 21st century, requiring strong leadership by governments at all levels. As the logical convenor of constituent groups in civil society, governments have a key role to play in diffusing its concepts and practices in the next decade, before critical thresholds are reached. This role will not be realized, however, without a guiding framework across governments that provides consistent and effective leadership to other sectors of Canadian society, equally supported by a new framework for governance based on human responsibility and the interconnectedness of human and natural systems. These frameworks are grounded on the reconciliation of three imperatives, the ecological, the social and the economic, based on analogues taken from ecological systems. Principles such as integrity, cyclical processes, resilience and systems approaches are key, as are the many alternative paradigms circulating within society capable of providing new information about the ways in which our systems operate.

Abstract:
Approved for public release; distribution is unlimited
A number of Defense Department initiatives focus on how to engineer better systems that directly influence software architecture, including Open Architecture, Enterprise Architecture, and Joint Information Enterprise. Additionally, the Department of Defense (DOD) mandates moving applications to consolidated datacenters and cloud computing. When examined from an application development perspective, the DOD lacks a common approach for incorporating new technology or developing software-intensive systems that will be included in the proposed consolidated datacenters and cloud computing. This thesis will outline an architectural framework incorporating a common approach for software development based on a standard approach. The result of this research will be a high-level guide that defines a methodology that incorporates architectural frameworks, and aligns with high-level policies and guidance to ensure more commonality and structure for software programs. This thesis shows how a common methodology incorporating commercial technology into defense systems can establish a common framework for application and technology development. This is not a simple problem to solve, but, if not addressed, DOD application development will fall further behind the commercial market. Without clear direction to the acquisition community on how to build applications, there will be a lack of alignment between strategic goals and future technology implementation.

Abstract:
Integrated coastal governance (ICG) is becoming increasingly important nowadays, since the problems at coastal territories are continuously growing. The coastal zone, however, is a complex socio-ecological system which is extremely difficult to govern because it is very dynamic territory that is also very sensitive to various anthropogenic influences, as well as a lot of conflicts of interest occur there. Coastal area is characterized by a unique and diverse natural and cultural heritage as is the case with Jurmala municipality in Latvia. An integrated approach is important in the governance of such a complex socio-ecological system, but disciplinary/branch approaches are also necessary. The aim of the research was to study and evaluate the complex situation of the coastal governance at the local level, as well as to develop policy proposals for the chosen target territory – Jurmala municipality – and its main target groups. These studies included the analysis of the legislative acts and planning documents, interviews with all the main target groups in the municipality, observation studies, as well as the initial assessment of the coastal governance situation in the Jurmala municipality by using the model of three environmental governance dimensions: (1) coastal governance sectors; (2) coastal governance segments (stakeholders); and (3) coastal governance instruments.

Abstract:
This approach paper defines the objectives, scope, and methodology for the Office of Evaluation and Oversight's (OVE) evaluation of the governance of the Inter-American Development Bank (IDB). The evaluation is included in OVE's 2020-2021 work program (document RE-543) in response to a request by the Board of Executive Directors to evaluate the IDB's governance arrangements. Drawing from similar evaluations, these aspects will be evaluated in four dimensions: effectiveness, efficiency, accountability and transparency, and voice.

Abstract:
A critical issue in international development is how donor-funded programs can support sustainable and long-lasting changes in assisted countries. Among the factors associated with sustainability is improved governance. However, many donor-funded initiatives are focused on achieving results in specific sectors, such as health, education, and agriculture. How can how governance interventions contribute to achieving sector-specific results? This brief explores this question and discusses how international development practice has incorporated recognition of the links between governance and sector outcomes. The brief develops a stylized continuum of how governance elements relate to sector interventions and contribute to expected outcomes. We discuss factors that either impede or impel governance integration and close with some observations regarding prospects for integrated programming. The audience for the brief is the international development policy and practitioner communities, and secondarily, academics with an interest in the topic. Key take-aways include: (1) there is ample evidence of positive contributions from improved governance to sector-specific outcomes, but few guideposts exist for practical and effective governance integration; (2) barriers to integration include urgent sector priorities that overshadow governance concerns, requirements to demonstrate progress towards ambitious sector targets, and complex choices related to measurement; and (3) sustainability and self-reliance are major drivers for integration and are facilitated by the flexibility and adaptation that governance integration enables.

Abstract:
Report considers the field of governance first at the level of constitutional institutions and tradition, addressing the development of Turkey’s constitutional politics and contemporary debates as its subject matter. Secondly, the report includes the primary institutional structures relevant to establishing constitutional institutions into its subject matter. In this context, the political party regimes, electoral system, and public administration must be handled with their current structures and problems. Whether at the level of the constitution or the primary institutional structures, analyses are debated in terms of the socio-administrative dynamics that are determinant in shaping these structures, the effects these dynamics have on the formation of institutional structures and administrative traditions, and finally their impact on the functioning of Turkish politics. When creating the vision document, the report will identify Turkey’s stance within global debates through both its similarities, as well as its peculiarities to other nations. In this context, concrete and practicable recommendations are made to improve the functionality of the Presidential System, which was introduced with the 2017 Constitutional Referendum.
