Abstract All governments face increasingly frequent issues arising from aggregate supply and demand against currency circulation and financial stability, and public finance and banking authorities employ a variety of policy instruments to keep the economy stable and coordinated. How to avoid policy conflicts and maximize effectiveness in policy portfolio of local government borrowing, which is taken as a major macro-control instrument, is a subject that needs in-depth study. For the past few years, the government of Pakistan has increased its domestic borrowing to a record level. This increased government borrowing could have reduced funds for investment by the non-financial corporate sector. In this study, we empirically investigate the influence of state domestic debt on corporate leverage in Pakistan. This study examines data of 07 non-financial sectors listed at PSX for a period of 2009-2018. The firm-level panel data was analyzed through the fixed-effect method. Quantitative models of sovereign default predict that governments reduce borrowing during recessions to avoid debt crises. A prominent implication of this behavior is that the resulting interest rate spread volatility is counterfactually low. We propose that governments borrow into debt crises because of frictions in the adjustment of their expenditures. We develop a model of government good production, which uses public employment and intermediate consumption as inputs. The inputs have varying degrees of downward rigidity, which means that it is costly to reduce them. Facing an adverse income

Abstract:
We test the neoclassical loanable funds model which postulates that, ceteris paribus, government borrowing increases the long-term rate of interest. The empirical literature exploring such a connection remains largely mixed. We clarify the conflicting results by deploying an ARDL model to decompose the relationship in the United States into long and short-run effects across multiple measures of the government deficit and long-term interest rate. We find a tendency for changes in the deficit to increase long-term interest rates in the short run but the effect is reversed in the long run. We arg

Abstract:
Using a large panel of official bilateral loan data for 111 borrowing countries and 78 lending countries between 1980 and 2020, this paper shows that international government borrowing from bilateral sources is acyclical with respect to the economic cycle of the borrower, but procyclical with respect to the cycle of the lending country. This holds in the case of loans both from advanced economies and from China, currently the largest supplier of official bilateral lending to the average developing country. We find this form of procyclicality most often among middle-income recipient countries a

Abstract:
This paper explores the effect of inflation supply and demand shocks on government debt. It identifies the shocks using a sign-restricted Structural Vector Autoregression (SVAR) model with quarterly data. Estimations of dynamic panel regressions and local projections suggest that supply shocks lead to persistent increases in government debt, while demand shocks result in long-lasting declines. Furthermore, high debt levels increase economic vulnerability, amplifying the impacts of both supply and demand shocks by more than three times. Specifically, supply shocks increase debt through higher b

Abstract:
This technical paper investigates potential avenues for reducing economic losses resulting from natural hazards, and discusses ex ante and ex post issues affecting disaster risk management. It also assesses how both types of measures can be jointly used to reduce the economic impact of disasters on sovereign governments and the IDB. Opportunities and instruments for risk transfer, particularly at the higher layers of risk, are discussed in detail. The proposed risk management framework utilizes financial instruments to enable the government to transfer risk as potential losses begin to exceed

Abstract:
The debt burden on developing countries is significant and debt servicing in this post-COVID-19 and war-torn era is difficult. Therefore, policymakers, as well as multilateral institutions are already quite concerned about the current debt vulnerabilities worldwide. Debt was already excessively high before the first COVID-19 lockdown and then the Ukrainian war is currently adding more risks to high public borrowing, particularly as the government budgets did not recover yet from the pandemic. Hence, policymakers are required to cooperate to ease the debt burdens of vulnerable countries, promot

Abstract:
After a shaky start on the economy, Ministers have been happy to emphasise three trade agreements and some better-than-expected growth in recent weeks. They will hope the Spending Review (SR), on 11 June, can be a chance to build (build, build) on this, and to flesh out more concrete plans on the Government’s other ‘missions’. Having spent the best part of a year managing expectations down and announcing painful tax rises and more borrowing, the Government finally gets to reap the benefits of dishing out some spending goodies. So this is a big deal politically. But, as the first ‘zero-based’ r
