In 1943 Britain’s security experts began to investigate the development of new cipher machine technologies. This resulted in the creation of the initial projects to construct the Rockex family of cipher systems. The development of the systems marked a major step in the building of a technocratic culture within Britain’s primary wartime cryptanalysis agency, the Government Code and Cypher School housed at Bletchley Park. This article explores the evolution of Bletchley Park’s wartime technocratic culture and utilizes the Rockex project as a case study; moreover it establishes the importance of the project as a catalyst of further institutional cultural change.

ABSTRACT Objectives To assess the oral health status and treatment needs among Government and Private primary school teachers in Mathura city. Materials and Methods This cross-sectional study was conducted upon 650 primary school teachers who were randomly selected from the 5 zones of Mathura city. The oral health status and treatment needs were recorded using standard WHO proforma 1997 (modified). Results The mean DMFT was found to be higher in Government school teachers than the Private school teachers. It was seen that among Government school teachers, 12.6 percent and among the Private school teachers 18.5 percent had healthy periodontal tissue (code 0). Majority of the school teachers both from Government and Private schools showed the prevalence of shallow pockets. Conclusion In conclusion the results of the study showed the increased prevalence of gum diseases, periodontitis and dental caries in Government schoolteachers as compared to Private schoolteachers. Regular dental check- ups and practice of routine oral hygiene procedures will enable them to lead a healthier life.

Indonesian government policy supports the international of education at thesecondary level, consequently more institutions have commenced bilingual programs.Content is taught both in Bahasa Indonesia and English, making code-switching inclassroom discourse. The study was conducted at a single International school inSemarang, East Java, Indonesia. This case study explored in what ways and underwhat circumstances Indonesian teachers and learners use code-switching in theselected bilingual classroom and semi structured interviews with six-bilingual classstudents and teachers at an International secondary school in Semarang, East Java inIndonesia are used to get the data. The finding shows Teachers’ and students’ codeswitchingdemonstrated collectivist phatic functions – for example, teachers codeswitchedto build rapport, remind students and reduce students’ anxiety, and studentscode-switched to show their solidarity and concern for their peers. Thus,interconnectedness was a key characteristic of code-switching by both teachers andstudents. This study argues that code-switching is not just about language deficiency,but involves intentional communicative purposes which support teaching andlearning. It can be concluded that code-switching can be a useful tool to bring aboutunderstanding of unfamiliar concepts and processes as well as the languageassociated with them.

Abstract:
Alan Turing was born in Paddington, London on June 23, 1912 . His family were middle-class and well-off. He was fascinated with science from an early age and showed precocious talent, especially in the areas of chemistry and mathematics. He attended Sherbourne Public School and then King's College, Cambridge where he studied mathematics. His areas of interest at Cambridge were probability theory and mathematical logic. It was at Cambridge that he first conceptualised the Universal Turing Machine, an idea that was to evolve into the modern theory of computing. He has been referred to as the father of the computer.He worked on a cipher machine at Princeton University between 1936 and 1938. He worked for the British Government during World War II with the Government Code and Cipher School at Bletchley Park. He was ultimately the key player in deciphering the German 'Enigma' code used by its submarines during the war. After the war he took up a post in Manchester University where he continued to work on ideas of artificial intelligence. He was arrested and charged for homosexual activity in 1952 and underwent a course of oestrogen therapy. He committed suicide in 1954.He was regarded as being socially aloof and eccentric by colleagues and friends. He was interested in mathematics, chemistry and logic from an early age, to the exclusion of other activities. This paper attempts to establish whether he fulfilled the criteria for Asperger's syndrome.

Abstract:
The study aimed at investigating the extent to which English is used as a medium of teaching and learning Life Sciences in a South African rural high school. As the government has given recognition to the country’s multilingual, multi-ethnic and multicultural composition, School Governing Bodies are mandated to choose any of the eleven official languages as a medium of instruction (RSA, Act 108 of 1996), but the power of deciding which language to use as a medium of instruction has been taken by teachers to shield their own shortcomings. To be able to explore and understand the prevailing situation, the researchers employed a qualitative design which translated into researchers observing classes, evaluating learners’ written texts and interviewing the teachers as methods of collecting data. The findings are that: first, learners’ and teachers’ proficiency levels in English are very low, as such, the English language is not a pivot of learning and teaching in the South African education system. This emanates from the fact that although in theory the majority of the South African schools have adopted English as a medium of instruction, in practice, this is far from the truth as teachers employ code alternation in the form of code switching, code mixing and sentence translation as viable means of scaffolding the learning of content subjects.

Baluchistan is a multi-linguistic and multi-ethnic province of Pakistan. In this region, the inhabitants for communication purpose speak a number of local languages such as Baluchi, Brahvi, Pashto, Saraiki, Punjabi, Urdu, Sindhi and Persian. Students who attend the government schools speak these languages. This study aimed to explore the challenges faced by the secondary school female teachers while teaching the English language in their multilingual classrooms. The purposive sampling was used and 10 government secondary school female teachers participated in the study. The data was collected through a semi-structured interview protocol and classroom observation checklist. The data was analyzed by using thematic analyses technique. The findings of the study revealed a number of challenges. Teaching English language in a multilingual context is an enormous challenge for the English teachers due to linguistic diversity in the classrooms. The students in the multilingual classrooms lack confidence to use English language because they hesitate to commit mistakes. The curriculum may be inappropriate for helping students to improve their English proficiency. In the multilingual classrooms code-switching is commonly used by the teachers to instruct the students. The study suggests that; the teachers may be trained to cope with the challenges they face in their multilingual classrooms.

This article traces the rise and fall of psychiatric evaluation in criminal trials from the School of Criminal Anthropology of the late nineteenth century to the current Italian justice system. Influenced by positivism and by specific theories on human evolution, Cesare Lombroso considered criminal action as the result of organic causes excluding any kind of legal autonomy and responsibility of the accused. The Positive School of Penal Law he founded with Enrico Ferri and Raffaele Garofalo profoundly inspired the Rocco Code, on which the current Italian Penal Code is still based, albeit with revisions and repeals. Drafted in 1930 during the fascist government (1922–1943), the latter has also suffered from racial ideology. In order to assess potential mental illnesses that would exclude the responsibility of the accused, to determine their level of dangerousness and to establish the corresponding security measures introduced by the Rocco Code, Italian criminal justice consolidated the link between penal law and psychiatric instruments. Such faith in psychiatric evaluation, however, has been particularly questioned by the increasing frequency of judicial processes involving members of different cultural communities in Italy since the 1970s. Thus, the predominantly pathological aspects evaluated by forensic psychiatrists have often proved to be conceptually and methodologically inadequate to take fully into account the differences between cultures, as well as the different social and cultural conditions affecting the defendant’s behaviour. This paper argues that cultural anthropology is particularly suited as an instrument capable of disclosing the cultural implications of the legal process and encourages the use of cultural expertise as an important tool for the inclusiveness and understanding of diversity.

Learning outcomes This paper aims to sensitize learners to some of the ethical and public relation issues involved in decision-making with specific reference to the educational field. Case overview/synopsis This case brings out a dilemma faced by the school management of Vidyalaya School, Karnataka, India in responding to a notice issued by the State Government to pay a huge compensation and to re-absorb a teacher who was rendered physically challenged owing to an accident within the school premises. The case is set in the milieu of a self-financed, private education industry during the period 2013-2018. This is a case in “Strategy formulation” and “Ethical dilemma” involved in the field of education in India. A teacher was permanently injured and confined to a wheelchair in an attempt to rescue a child attempting to jump off the school building and end her life for having obtained low marks in a test paper. While the school management was initially sympathetic and paid her medical bills and full salary purely on humanitarian grounds, they discontinued this support-line after about two years. The teacher filed a complaint with the Disability Commission, a grievance redressal body of the Government of Karnataka, India. She demanded re-absorption into the job, payment of salary arrears and reimbursement of all the subsequent medical bills incurred abroad totaling Rs 15.5 million, which is unaffordable for a school of that size. The management is faced with a situation where they cannot accept such a huge financial liability as well as accept a wheelchair-bound teacher who would not be able to discharge her duties. The school was briefed by legal experts that there exists no law that specifies either compensation or re-absorption into the job in a situation like this. At the same time, to fight the case purely on legal grounds and deny her a decent livelihood would impact the image of the school as being inhuman to a lady who had actually tried to help the school in the name of humanity. The management is caught in a dilemma on the course of action they must take – to fight the case legally or to accept the demand on humanitarian grounds. Islamic Religious Education in Indonesia is still facing various problems and challenges as well as criticism from multiple parties, both internal and external. Schools must have an existence in quality and have characteristics. Issues in the Muhammadiyah Delanggu Vocational School (SMK) Delanggu, Klaten, Central Java, Indonesia include problems of good quality infrastructure and output of graduates, matters of private educational institutions which are socially still considered number two after state education institutions, system problems two zoning paths and achievements. With this problem, the solution includes: always improving infrastructure by involving many foundations and stakeholders around the school by not merely standing by the government, making learning fun, adding to the religious curriculum that is typical of schools, teachers making inroads in learning, and evaluation in each activity. This study uses an interpretive paradigm through a qualitative approach, a type of case study. The research results of Islamic religious education teachers are said to be successful in educating those who can integrate the concepts in the Qur'an and Al-Hadith with the daily lives of the primary students at school and can also be applied daily outside the school, teachers are also required by professionals by understanding and using the teacher's code of ethics with the teacher's performance in his social life.

Student Search is often interpreted as "looking for students", while in the context of management, the term means examination or search of students. The "legal umbrella" regarding the application of student search in educational institutions in Indonesia is still not specifically regulated by the government, especially the ministry of education and culture. This study aims to analyze student search from the ethical point of view of educational leadership management. This research uses a qualitative approach with a literature study method. The sources of data and study analysis materials are based on relevant scientific literature, including books, articles, proceedings (national/international), and final projects (thesis, thesis, or dissertation). The results of this study indicate that student search still leaves confusion (polemic) in its application because until now there has been no regulation from the relevant ministry or government that specifically addresses the ethics of examination of students. This is because the Criminal Procedure Code only regulates the procedures for searching the public in general (not specifically on students), as well as in the Regulation of the Minister of Education and Culture Number 19 of 2007 concerning Education Management Standards which does not specifically contain the rules for student search. Furthermore, the regulation only concludes that school rules and regulations are entrusted to the principal with the consideration of the education board and school committee.

Abstract:
A shared set of ideals that teachers base their professional work on are outlined in the Teachers’ Professional Code of conduct. The Code is designed to give teachers the principles and guidelines they need to handle professional work. The main purpose for this study was to examine the effects of teacher professional code of conduct on teaching and learning process in public secondary schools in Busega District. Specifically the study aimed to explore forms of teachers misconduct that affect teaching and learning process. The 1986 Albert Bandura’s social cognitive theory provided the theoretical foundation for the study. The study used mixed research methods approaches and designs. The data was collected from a total targeted population of 457 from which a sample size of 82 respondents was obtained through probability and non-probability sampling techniques. Data were collected from respondents using questionnaire and interviews. A pilot study conducted employed split half technique and the result was 0.7 correlation coefficient hence the researcher used the instruments to collect data. Quantitative data collected were analysed through descriptive statistics with the help of SPSS version 20 while qualitative data were thematically analysed and presented in narrative form. The study found that various forms of misconduct such as teachers absenteeism, unethical dressing, the use of abusive language, drunkenness, lateness and others, highly and negatively affect the teaching and learning process. Therefore the study concluded that teacher professional code of conduct is essential for successful teaching and learning process besides effective achievement of educational goals. The study recommended that the government should improve teachers’ living and teaching conditions, use various discipline methods effectively to reduce indiscipline actions of teachers in school setting, service training and induction programmes concerning the teacher code of conduct for the newly appointed teachers, and cooperation between teachers and head teachers and also among teachers themselves for mutual relationship.

AbstractThis article examines recent research and developments relating to the role of phonemic awareness and phonics in early literacy education and the relevance of these findings for school counsellors and teachers. It defines and reviews the role of phonemic awareness and phonics in theoretical models of reading processes, including whole-language, code-based and balanced literacy programs, to determine the varying degrees of significance attributed to these components in early reading instruction. It critically reviews recent national and international government research, reports and recommendations to examine how phonemic awareness and phonics are conceptualised and translated into educational policy. In doing so, the article highlights the need for establishing a comprehensive and explicit theoretical and practical framework for the teaching of phonemic awareness and phonics, and a thorough analysis of the range of traditional and contemporary methods of teaching phonemic awareness and phonics in the classroom. The importance of school counsellors having a greater understanding of research about contemporary best practices in literacy education, and a key role, in partnership with teachers, in ensuring such knowledge is put into practice, is emphasised.

Children are the future of the country. Every child has the right to grow up in the right way. But it is a matter of great regret that child labor is highly prevalent in this country, and all child workers are deprived of their rights. Child workers are engaged in various types of works in Bangladesh. Many of the jobs that children perform in this country are considered hazardous and put their physical and mental development at risk. Child labor is work that deprives children of a childhood and affects their health and education. So, the government should take effective steps to withdraw children from hazardous jobs and offer incentives to attend school and improve law enforcement to eliminate child labor. Seven-K School Climate Development as an Effort to Improve the Effectiveness of Learning in Pasaman District managerial schools, as well as how teachers and students attempt to utilize the climate and school culture as a source of learning. For Citizenship Education (PKn) teachers and Social Sciences (IPS) teachers. Principal's leadership, influenced by supervision, school climate, and community support. Aspects of school discipline need to be improved, as seen from the incomplete recap of the presence of teachers and staff; the absence of student records that violate the code of conduct; the absence of proof of examination of teacher and employee assignments by the principal; not all teachers make learning tools (only 50-60%); incomplete list of teachers attending the flag ceremony; there is no government regulation (PP 30/1980) regarding the rules of civil servants; there are no programs and documents giving rewards and punishment to teachers and employees. In the field of management: incomplete description of the tasks of each organization; there is no evaluation book on the implementation of school programs, not yet transparent school financial management. In the field of Seventh-K (K7) (cleanliness, beauty, order, safety, family, shade, and health) there are still findings such as student toilet cleanliness that is poorly maintained, adequate trash bins are not yet available, school gardens are poorly maintained, many students are late at hours first, picket teachers have not been functioning to improve discipline, and school yearning has not been sufficient In terms of output or quantitative learning outcomes, it has also not shown encouraging results. The 2018 UN results for the junior high school level, the writer's managerial area reached a graduation rate of 93.81%. Although UN results can be categorized as good because the graduation rate reaches 95.78% (2017); 96.59% (2018), but the results are almost positively correlated with high school graduation rates.

Abstract The pandemic of the spread of a new virus, namely the corona virus disease (Covid-19) in Indonesia, has forced the government to use an education virtualization system which has been expanded into online learning or distance learning. This makes it difficult for teachers to identify how big the misconceptions experienced by students in Physics subjects with harmonious vibration material during learning take place, so teachers and students need an online assessment instrument that is able to identify the student’s misconceptions. This study aims to analyze the misconceptions of high school students using a digital four-tier diagnostic test in distance learning. The method used is a single case study. The research analysis used the Rasch model. The instrument used is a conceptual understanding test using a digital four-tier diagnostic test instrument which consists of 10 questions on the Harmonic Vibration material to identify students’ misconceptions. This research was conducted in three stages; (1) the planning stage, (2) the implementation stage, and (3) the final stage. Based on the results of data analysis, there is a percentage of students who understand the concept of 54%, 23% less understanding of the concept, 21% of misconceptions, and 2% non-code (error). The average value of misconceptions experienced by students shows a low category for Harmonic Vibration material.

The article addresses to the analysis of the content of ethical norms that underlie the activities of the Swedish Prison and Probation Service. The content of the Code of Ethics of the Swedish Prison and Probation Service is analyzed and also its compliance with the model European Code of Ethics for prison personnel is established and the possibility of its involvement as a model for creating an updated version of the Code of Ethics and Service Conduct of the State Penitentiary Service of Ukraine is determined. The main task of the Swedish Prison and Probation Service is taking care of prisoners and enforcing sanctions, which, in addition to general values, set the most specific requirements for managers and personnel in both prisons and probation. These requirements are based on the moral values that most fully characterize the work of the Service. It is noted that the penitentiary administration`s actions help in reducing the risk of recidivism and thus increase the level of security in prisons and in the community. The necessary actions are based on fundamental values that apply to the entire Swedish government. The Swedish Prison and Probation Service is a government agency responsible for prisons, correctional facilities and probation. Their mission is to work with the police, prosecutors and courts to reduce crime and increase human security. The Swedish Prison and Probation Service is accountable to the government and is the responsibility of the Ministry of Justice. In its daily activities, the Swedish Prison and Probation Service work to persuade its clients not to commit new crimes. Its personnel guarantee humane treatment of clients, as well as honesty towards them and their legal security. Any client serving a sentence must do so safely and must not be able to commit a crime while registered with the Swedish Prison and Probation Service. It has been established that one of the ways to increase safety in the community is to reduce the recurrence rate. To this end, the Swedish Prison and Probation Service conducts motivational interviews, implements treatment and employment programs, and provides clients with the opportunity to attend school. The management of the Service is convinced that convicts and probation clients should be better prepared so that they can live without crimes and drugs when they are released from a closed institution (prison) or from the probation service. Moving on from these assumptions and the problem of weak madrasa management today, the authors are interested in conducting research with the aim of describing and analyzing profiles, implementing and evaluating strategic management and boarding schools in improving the quality of education. This research is a descriptive qualitative research method and the type of research is a case study conducted at MA Syaikh Zainuddin NW Anjani where the subjects of the research are the head of the madrasa, deputy head of the madrasa, treasurer, education staff, madrasa committee and teachers. Data collection techniques were carried out through observation, interviews and documentation studies. The results showed that the profile of MA Sheikh Zainuddin NW Anjani described the vision, mission, goals, objectives and profile of madrasa resources. Strategic management and boarding schools at MA Syaikh Zainuddin NW Anjani are carried out through madrasa internal and external environmental activities which are described through the madrasa organizational structure, teamwork and division of madrasa tasks, study days and times, financing assets, curriculum, madrasa promotion, new student admissions, culture madrasas, code of ethics, madrasa policies, geographical, demographic, cultural environment and community appreciation, government regulations, developments in science and technology, involvement of madrasa committees, partner institutions, alumni and strategic management and boarding schools in an effort to meet national education standards. The evaluation at MA Syaikh Zainuddin NW Anajani is carried out continuously involving top management and all madrasa personnel both short, medium and long term through madrasah self-evaluation instruments, teachers and benchmarking to improve madrasa performance and education quality.

We present the history of the emergence and development of literary onomastics, the relevance of which is currently not in doubt due to the involvement of its data for the analysis of the artistic world of different authors as linguists and literary critics. The aim of the study is to acquaint readers with those works in which reflections on the function of the proper noun in fiction can be considered as prerequisites for the emergence of onomastics. An important role in the development of science about the proper noun not only scientists, but also critics, writers and journalists, for example, V.G. Belinsky, N.S. Leskov, O.I. Senkovsky. Despite the initial interest of researchers to the etymological meaning of a literary name, in onomastic works middle of 20th century lighting find such problems, as reflected in the anthroponyms of the essential characteristics of the literary character, stylistic conformity onomastic units, social conditionality of name, etc. We point out the primary importance in the problems development of the new branch of linguistics for the 1950s of the works of such scientists as V.N. Mikhailov, R.P. Shaginyan, E.P. Magazanik, D.S. Likhachev. In conclusion we note the modern Voronezh onomastic school research specificity, founded by G.F. Kovalev, the successor of the already classical traditions of Russian onomastics. Surnames came late in human history to the world at large. They did not exist before the fifteenth or sixteenth century. Russia is no exception. In fact the very word for “surname” in Russian, familija, was borrowed from the West only in the seventeenth century, and a lot of Russian peasants did not have surnames right up to the day of the emancipation of serfs in 1861.[i] As you would expect, the upper aristocracy was the first social class to adopt surnames. They were based, for the most part on toponyms (place names). In other words, a prince whose domain encompassed the Vjaz’ma area became Prince Vjazemskij (most of these earliest surnames have adjectival type endings in -skij or –skoj). Among other names in this category are Obolenskij, Volkonskij, Trubetskoj, Meshcherskij, Kurbskij (Unbegaun intro, p. 20). To this very day Russians recognize these names as indicative of the origins of a person at the highest levels of the aristocracy in pre-Soviet Russia. It is noteworthy that two members of the Decembrists, who, in 1825, mounted an unsuccessful attempt to overthrow the government and introduce liberal reforms inspired by the West, were Prince Evgenij Obolenskij and Prince S.P. Trubetskoj.

Based on the Health Research and Development Agency in 2013, the Special Province of Yogyakarta tended to be high at 21.2% for the proportion of the population aged over or equal to 10 years who smoked every day. One of the districts in the Yogyakarta Special Region that has a policy on non-smoking areas is Bantul Regency. The regulation regarding the non-smoking areas is regulated in the Bantul Regent's Regulation No. 18 of 2016 concerning Healthy Areas Non-Smoking (HANS). This study aims to determine the structure of the bureaucracy and disposition in the implementation of a Healthy Smoke Free Area in Schools. This research uses descriptive qualitative method. Data analysis using data reduction, data presentation, and drawing conclusions. The results of interviews about the bureaucratic structure in the implementation of the HANS found that there were no smoking procedures for smokers in schools. General rules are included in the school code of conduct in the form of a slogan / smoking ban. The disposition aspect possessed by the school could not be said to be good in the implementation of the HANS, it was evident that there were still school residents who still smoked in the school area and found cigarette putp in the school area. The conclusion of the research is that the bureaucratic structure does not yet exist and the disposition factor cannot be carried out properly so that it is expected that there will be a follow-up from the Government of Bantul Regency to be able to socialize Bantul Regent Regulation No. 18 of 2016 concerning Smoke-Free Healthy Areas in the school environment involving the role of the Health Office, BNNP and / or the Police and develop a culture of reporting and providing guarantees for reporters from the Principal, as well as making special regulations / SOPs for school residents who have a smoking habit.

Previous studies on Javanese language emphasized more on the use of this local language in certain communities and ignored the importance of teaching and learning at an elementary school level in order to preserve the language. The purpose of this study was to describe the lives of the participants, collect and tell stories about their lives, and then write narratives of their experiences. The data were gathered through the collection of stories, reporting individual experiences, and discussing the meaning of those experiences for the participants by proposing a research question: what is the story of the teachers who tried to preserve Javanese language in the global era? A narrative research design, sociolinguistics, and social change as theories were applied in order to understand teachers’ point of view on globalization and the importance of preserving Javanese language. Purposeful sampling was used and two teachers were chosen as participants. The data gathered were then analyzed through three steps, namely code the data, description, and interpretation. There are two findings that can be summarized. Firstly, the interviewees perceived the challenges in teaching Javanese language as an opportunity to be more creative. Secondly, in the attempt to preserve and promote Javanese language and culture, they were fully supported by the school principal as well as the local government. It can be concluded that knowledge of effective teaching strategies is vital in terms of providing an in-depth understanding of how elementary schools can deal with the possible negative impacts of globalization.

I graduated from, medical school in 1972. According to orders signed at the Kremlin by the Chairman of the Supreme Soviet of the USSR, I was obliged, along with every graduating medical student, to swear to a new professional code, “The Oath of the Soviet Physicians.” This was the second year the oath was used. Incorporated in the oath were promises to “conduct all my actions according to the principles of the Communist morality, to always keep in mind … the high responsibility I have to my people and to the Soviet government” I felt no discomfort joining with my friends in repeating words about the communist morality which by that time had already become a ritualized and meaningless official decoration of our life. The text of this oath fit into the political and medical ideology of that time. Not surprisingly, “The Oath of the Soviet Physicians” died along with the Soviet Union.

Similar to many fast growing countries, the United Arab Emirates (UAE) witnessed fast population and urbanization growth. The building sector accounts for a major share of its electricity consumption, reaching up to 70%. To encourage sustainable development and reduce energy consumption and emissions, the government introduced a sustainability initiative called “Estidama”, which employs the use of the Pearl Building Rating System (PBRS). Government buildings, which constitute 20% of the built environment, aim to lead the way, and are therefore required to attain a high level of achievement, based on their PBRS ranking (minimum of two out of five pearls). Schools, led by Abu Dhabi Educational Council (ADEC), are governmental buildings and aim to attain a higher level of achievement (three out of five pearls). The ADEC plans to build one hundred schools to be built by 2020, through its Future Schools Program. Over half of the schools have been completed, but only 20% reached the targeted rating (of three out of five pearls). The Renewable Energy (RE) application in the UAE is minimal, although it represents 25% of the local rating code. The objective of this paper is to explore the sustainable performance of one representative school that did not reach the desired green rating level, with the objective to assess opportunities for an enhanced performance. This is done through testing the performance and the application of three RE systems comprising of photovoltaics (PV) array, an absorption cooling system and a geothermal cooling system through Transient Systems Simulation (TRNSYS) software. Cumulatively, implementation of these options results in RE potentially contributing to 19% of the school’s annual energy consumption, enhancing the school’s performance by up to 14 additional credit points, and reaching the target level of achievement (a three pearl rating). Furthermore, system integration of RE into the existing school were also considered. Results indicate the significant potential of integrating RE systems in future schools in hot climatic contexts, for an improved energy performance.

Workplace behaviour refers to behaviour that organization requires or demands of employees at all times which will encourage efficient running of the organization and subsequently lead to the attainment of the goals. Drawing from empirical studies and review of theories, this study examined the relationship between workplace behaviour and staff job performance in private secondary schools in Ilorin West local government, Kwara state, Nigeria. Specifically, the study assessed: (i) the relationship between punctuality and staff job performance in private secondary schools in Ilorin West local government, Kwara state, Nigeria; (ii) the relationship between teamwork and staff job performance in private secondary schools in Ilorin West local government, Kwara state, Nigeria and (iii) the relationship between discipline and staff job performance in private secondary schools in Ilorin West local government, Kwara state, Nigeria. The study was a descriptive research of correlation type, random sampling technique was used to select 50 private secondary schools in Ilorin West local government. Random sampling technique was used to select 10 staff per school. Purposive sampling technique was used to select administrative officers (Proprietors, Principals, Vice-Principals and Bursars). Questionnaire was used to collect data for the study, the instruments were validated by the experts and also tested for reliability. The reliability coefficients realized for WPQ and SJPQ were 0.82 and 0.76, respectively. The main and operational hypotheses were tested using Pearson product-moment correlation statistics respectively at 0.05 level of significance. The results revealed that there was a significant relationship between workplace behaviour and staff job performance (p˃0.05). The study concluded that workplace behaviour plays a significant role in enhancing staff job performance which would consequently facilitate the realization of educational goals of secondary schools in Ilorin-West local government, Kwara state, Nigeria. Based on the findings and conclusion, the study recommended that education stakeholders, including state government, should intensify their efforts to ensure that staff maintain workplace behaviour through strict implementation of staff code of conduct, the staff should be sensitized on the importance and consequences of workplace behaviour and ensure that appropriate sanctions are carried out on the defaulters. West Sumatra Province is one of the provinces in Indonesia that is vulnerable to natural disasters, especially earthquakes and tsunamis. Padang city, as the capital city of West Sumatra, is an area that is included in an area with a high level of vulnerability (High Risk Zone) to tsunamis. Therefore, the construction of public buildings such as hospitals, government offices, and school buildings must have certain technical engineering that is able to anticipate the damage and collapse of buildings due to the earthquake and tsunami. One of the public buildings as an educational facility in Padang city is the Elementary School building of the 23/24 (SD 23/24 Padang), located close to the beach. Based on the evaluation results of the Detail Engineering Design (DED) documents, it is found that this building was designed without taking into account the tsunami loads. Therefore, a building assessment should be carried out to check the capacity of the building to resist the working loads, including the tsunami loads, and to investigate the effect of the tsunami loads on the SD 23/24 Padang building. In this study, the building was analyzed using ETABS v.18 software based on the new Indonesian Seismic Code, SNI 1726-2019 for seismic load and FEMA P646-2019 for calculating tsunami loads. The results show that the SD 23/24 Padang building is strong against earthquake loads, but it doesn’t have enough capacity when tsunami loads are applied, in which there are several structural elements (columns/beams) that do not have sufficient capacity to withstand the combined earthquake and tsunami loads. The effect of tsunami loads on the building structure is also discussed in this paper.

The significance of value-based education in character development and inculcation of ethical citizenship attitudes in Kenyan schools cannot be overemphasized. In the recent past, cases of unethical behaviour among primary school-going children and those who have graduated from this important segment of education have been on the rise, despite the various interventions by the Kenyan government to integrate value concerns in the curriculum. Since 2020, there has been a sharp increase in the cases of student-led arsons in learning institutions in Kenya. From independence, the government of Kenya adopted an indirect approach of value education that advocates for integration of values within regular curriculum. This strategy seems ineffective owing to an increase in the cases of indiscipline among learners. This study seeks to examine the application of Philosophy for Children (P4C) as the architecture for implementing value-based education and the realization of Chapter Six of the Constitution of Kenya because the values thatP4C aims to nurture are highly consistent with those of the Kenyan Constitution. Through P4C, the Kenyan Education system can achieve its goal of preparing responsible and ethical citizens of high moral integrity. Chapter Six of the Kenyan Constitution has laid the cornerstone principles of Leadership, Integrity and elements of ethical citizenship. It dictates the code of conduct for state officers and responsible citizenry. Through the Competency-Based Curriculum (CBC), the Ministry of Education seeks to inculcate these principles in the learners at an early age.

Power is often interpreted as a violence, which is answered by other violence on the part of the opposition. The stronger the tyranny of the government, the stronger the resistance from the opposition, even to the use of terror. The Norwegian conflictologist J. Galtung in his concept of structural and cultural violence and the American political scientist R. Galtung have convincingly shown what comes out of such a confrontation. Dahl, who explored the relationship between the government and the opposition through public rivalry. Today often consider a category of «power» is not so much traditional power key as a communicative, discourse – as a phenomenon arising out of communicating and involving the society to choose a certain political code of the alternatives proposed by the management group and resulting from their joint discourse. In this case, such tools of political communication as public criticism and alternative views on what is happening on the part of the public, the opposition helps to avoid violence and understand not only how power arises, but also why it loses its authority and the opposition strengthens. The basis for this analysis, we find in critical theory of the German marxists and, above all, the scientific representatives of the Frankfurt school H. Arendt and J. Habermas, in genetic structuralism P. Bourdieu in the theory of self-referential systems of N. Luhmann, in post-sructuralism in M. Foucault et al. The reluctance of the authorities and the opposition to cooperate with each other in the form of constructive discourse is explained in particular by the «fundamentalism» in the thinking of both. Abstract:
The article is devoted to the analysis of lawful behavior of civilians, who during and in order to protect Ukraine cause harm to the aggressor state. Relevant amendments to the Criminal Code of Ukraine (Articles 43-1 and 22 of the Final and Transitional Provisions), which were introduced during the large-scale war with Russia, have been studied. It has been established that both of these legal norms provide for a subjective right, but not a legal obligation, of an individual (not a combatant) to harm the lives of soldiers and government officials of the aggressor state, property interests of the aggressor state, etc. The basis for a person to exercise this subjective right has been determined. The signs that the lawful behavior of a person defending Ukraine from foreign aggression should correspond to are established. In particular, it is established that such conduct must be directed exclusively against the interests of the aggressor state and may not harm anyone else's interests. The lawful infliction of harm is possible at any time from the imposition of martial law to its termination. The purpose of the lawful establishment of the school is solely to protect Ukraine from foreign aggression. The limits of lawful infliction of harm to the aggressor are separately analyzed and it is concluded that the current criminal legislation of Ukraine allows the possibility of inflicting any kind and amount of harm to the aggressor. On this basis, it was concluded that it is impossible to exceed the limits of lawful harm to the aggressor, and hence – the impossibility of criminal liability for exceeding such limits. A number of recommendations for courts and pre-trial investigation bodies on the practical application of Art. 43-1 and paragraph 22 of the Final and Transitional Provisions of the Criminal Code. Separately formulated and substantiated proposals for amendments to the Criminal Code of Ukraine aimed at improving the analyzed norms.

This article explores the history of crossing the road in Britain from the traffic acts of the early 1930s to the introduction of the Green Cross Code in the early 1970s. It reconstructs this history through the examination of government documents, press releases, newspaper articles, newsreels, public information films, and other road safety materials. Since the interwar period, British governments have become progressively more involved in policing the activity of crossing the road, and there have been two main planks of policy. The first has been to design progressively more sophisticated crossings; the second has been road safety education, including advice about how to use the crossings, disseminated through school crossing patrols, children's clubs, and public information films. Governments have generally relied on appeals to good sense and civic duty rather than legally enforceable rules about crossing the road, and have sought to follow as well as lead public opinion in determining how much to coerce both pedestrians and motorists. The formulation of policy in relation to public attitudes and media responses means that crossing the road during this period has interesting implications for both political and cultural history.

Activists within education and family-policy circles are debating two questions: Is the overall availability of preschools and child-care centers sufficient, and is supply distributed equitably? These issues grow more salient as demands on an already fragile preschool “system” intensify: Head Start spending has climbed, rising interest in “school readiness” prompts concern over preschool distribution and quality, and welfare reform will boost enrollment pressure. We report on two studies that employ differing levels of analysis to better understand the distribution of preschool availability. Study 1 examines distribution among 100 counties nationwide, revealing clear inequalities in availability associated with county wealth and demographic features. Study 2 analyzes zip-code-level data for Massachusetts, showing more similar levels of supply in low-income and affluent neighborhoods. In between we find lower availability in working-class and some middle-income communities. Together, the two studies show that the degree of distributional equity varies among states and locales, conditioned by levels of household income, parental education, family structure, and the surrounding policy environment. Assertive government action has yielded progress toward distributional equity. Carefully targeted efforts to reduce access inequality also would conserve resources to help improve preschool quality.

This paper intended to assess the influence of indiscipline on teacher attrition in public secondary schools in Kilimanjaro and Manyara regions. Specifically, the paper aimed at examining the indiscipline cases that cause teachers’ attrition; examine the frequency of cases on indiscipline issues; and the measures taken to address indiscipline cases. The paper was guided by motivation theory based on conduct for efficient management and administration of punishment to violators. The study employed cross section research design with mixed approaches. The sample size of the study was 140 respondents. Simple random and snow ball sampling was used to select in-service and teachers who left teaching respectively. Quantitative data were analysed using descriptive and binary logistic regression. The findings revealed that examination malpractices, student sex harassment and truancy influenced teacher attrition. Among the measures taken were: transfer, summary dismissal and reduction in salary that led to teachers quitting teaching. As for frequency of indiscipline cases among teachers, the study revealed the mean score of indiscipline as above 50 per cent which revealed that the variable influences teacher attrition. The study concludes that indiscipline cases influences teacher attrition. The study recommends to the President’s Office Regional Administration and Local Government to improve teachers discipline by equipping Teacher Service Commission staff with all necessary inputs to supervise accordingly. School management should remind their staff on professional code of ethics, and the Government should execute the law number 3 of 1972 for teachers who engaged in indiscipline cases by imposing severe punishment to offenders.

Values are guiding principles or standards of behaviour which are regarded desirable, important and held in high esteem by a particular society in which a person lives. Values are important for bringing desirable changes in an individual. The national policy on education (1986) calls for an emphasis on development of science and technology and the “cultivation of personal and social values” so that “the educational system produces young men and women of character and ability committed to national services”. Transmission of human values is to be made feasible by the pivotal role played by the teacher in the arena. Teacher is the right person to develop awareness and sensitivity of duties and values amongst the children. A teacher must succeed in conveying the larger ideals of service to the community, virtues of tolerance and respect for all faiths, the importance of character and the value of our heritage and culture. An efficient teacher aims at enlightening the minds and illumining the hearts of individual. Holistic development of a student is incomplete if moral values are neglected. As it is observed in the present times that immoral and antisocial behaviour is increasing among the students, it turns out to be a matter of great concern because decrease in moral values among school children greatly hamper the social fabrication and society as well. Education is knowledge based but values are not implemented now a days. So education should fulfill aims and at the same time inculcate values. Students are influenced by peer groups, parents, teachers and they learn certain values in an informal way. But the single largest influence on the student is the educational curriculum. The curricular requirements of the school should aim at not only imparting knowledge and language information but also a judicious combination of values that have a bearing on the future life of the students.</em></p><p><br /><em>The present study is an attempt to understand the role played by the high school teachers in developing values among students, at Narayankhed mandal, Medak district, Telangana state. 100 teachers randomly selected from 15 Government and private schools constitute the sample. An opinionnaire, with items divided under 5 major areas, is the tool used for administration. Scoring is done based on a two point scale. Percentages, mean, standard deviation and critical ratio are used for analysing the data.</em></p>

Case overview/synopsis The case describes the journey of Salaam Bombay Foundation (SBF), a national-level NGO registered in 2002 in Mumbai, India. In March 2020, SBF had an annual budget of INR 13.98 crores (US$1.84m). It addresses the challenging environments children from economically constrained families face by engaging them in continuing school education and providing vocational training. Since its inception, SBF has launched and executed many in-school and after-school programs. To successfully transit skilled adolescents and teenagers into the labor market and help them make informed career decisions, SBF launched “DreamLab,” a stipend-based “internship” model, in August 2018. Gaurav Arora, Vice President SBF, was assigned the responsibility to scale up skills@school and DreamLab internship programs. With disruptions caused by the pandemic in March 2020, Arora struggled to operationalize DreamLab as initially planned. Present Indian Codal provisions underlines that the flexible structures ought to be designed by peak wind approach in addition to mean wind approach related to gust factor method and severe of the two is to be designed as design load. Use of gust factor method for high-rise structures is common but for low-rise important structures there are a few researches available. In this study two G + 1 and G + 2 storey models are considered and analyzed using IS 456:200, IS 1893: 2016 and IS 875: 2015 with gust factor method. Guidelines from Indian government for cyclone shelters and school buildings are followed and loadings from Indian Standards code are considered. This study aims to provide information on behavior of low-rise structure of a school building by changing height of the structures. For that MS-Excel spreadsheet was prepared for gust factor method and 80 models were prepared using ETABS software by changing height of column members, adding a new floor above existing structure, changing seismic zones and increasing basic wind speed. Various parameters such as storey force, base shear and maximum top displacement are scrutinized for above mentioned cases for four structures of different heights.

Purpose – This paper aims to identify the sources of innovation in the current business environment of China. With the set target of transforming China into an innovative society by 2020, the Chinese government has taken dramatic measures to foster the nation’s innovation capability. Whether this Chinese model of promoting innovation has been successful and can be sustainable are controversial issues which need to be analyzed from an academic perspective. In recent years, there have been successful cases of innovation driven by grassroots entrepreneurs, especially in the information and communications technology (ICT) industry. Therefore, it is time to analyze their success factors from the perspectives of both corporate strategy and government policy. Design/methodology/approach – The methodology used in this research is a comparative case analysis, and several high-profile cases in China’s ICT industry have been selected for this comparative study. Information used in the analysis comes from publicly available sources such as business school case studies and industry and news media reports. The authors have been following the evolution of China’s ICT industry for more than a decade; insights from their prior research and knowledge gained through industry contacts are also used in the analysis. Findings – Generally speaking, the types of innovation in China’s ICT industry can be categorized into a top-down or a bottom-up approach. For the top-down approach of innovation driven by the government, the authors analyzed the case of the Chinese government’s effort to build an industry value chain through fostering the Chinese indigenous third-generation mobile communications standard time division–synchronous code division multiple access. In comparison, the authors use several success cases, including the ecosystem built around the highly successful XiaoMi mobile phone and Tencent’s mobile portal WeChat, as it showcases of the bottom-up approach of innovation driven by grassroots entrepreneurship. The comparison of these two approaches suggests that massive government-sponsored projects are unlikely to generate genuine innovation in the highly competitive and dynamic ICT sector. The government’s role should be to foster entrepreneurship and to create a fair business environment. Originality/value – This research uses the method of comparative case studies to identify the source of innovation in a highly dynamic and uncertain business environment. Findings of this study shed light on the government policy toward innovation in the ICT industry and on the business firms’ strategy on innovation.

In recent years, due to economic and social infrastructure development and growth, South Africa has been facing growth in energy demand. Addressing this demand includes building more coal power stations, however with attention paid in designing them to reduce greenhouse gas emissions. A second response is to deploy more power sources using renewable and nuclear energy. The South African government has plans to add about 9.6 GW of nuclear energy to the electricity grid. Accepting that South Africa will seek an international vendor or vendors to supply nuclear plants, a certain degree of localisation of manufacture and operation should be planned. One localisation task that can be actively pursued is reactor analysis, including criticality, burnup, shielding and accident analysis of the reactor. Such development of expertise will support both economic and safety aspects of building and running a nuclear reactor. With this in mind, neutronic analysis of the VVER 1000 reactor was initiated. The government’s intention to build a new fleet of reactors means it is important that the VVER-1000 reactor be included in studies done by the reactor analysis group at the School of Mechanical and Nuclear Engineering at the North-West University. The analysis was performed using MCNP6 for the cold zero power state at the beginning of cycle with the specifications obtained from the open literature. The input file was generated using the in-house code NWURCS. To ensure accuracy and precision of the results produced by the MCNP6 code, convergence studies of the MCNP6 models were carried out. Once a satisfactory model was obtained, the critical reactor state was calculated by adjusting the boron concentration in the water. Furthermore, the control rod worth, reactivity coefficients and beff were also calculated and are reported in this paper.

On March 14, 2020, the government of the Republic of Indonesia announced the Covid-19 pandemic as a National Disaster. The whole community was asked to stay at home or work from home. This situation caused the daily activities of the community and government from school, work, trade, and others to become ineffective and delayed. This also affects all national and global corporate activities. Many business entities are disrupted due to the Large-Scale Social Limitation policy, so the company or a person cannot keep their promises as made in the previous agreement. This study examines whether Pandemic Covid-19 can be used as a reason for a person or a company to postpone the performance of achievements because it is considered as an overmacht, and how the legal force. This is a qualitative-library research using a juridical-normative approach. The results showed that overmacht is equated with the term force majeure meaning the state of force, in this case the debtor cannot be held accountable, because the situation occurs outside his control and not because of an element of negligence. The state of overmacht is regulated in the provisions of Article 1244 and Article 1245 of the Civil Code. The Covid-19 pandemic is considered as a forced condition, including the overmacht category, so that it can be used as an excuse for debtors to postpone or not carry out performance according to the agreement, provided that the debtor is able to provide reasons that the failure to fulfill the agreement is not because of them, but because something cannot be predictable, and inevitable.

The purpose of this service is to provide socialization, understanding and at the same time share experiences related to the Law of the Republic of Indonesia No.19 of 2016 and teacher ethics. The methods that used in this service are presentation and discussion method. Assistance also carried out during the socialization. Based on the evaluation, all socialization participants felt they understood better and understood the importance of using the internet in a healthy manner so as not to violate the teacher's code of ethics and the oath of civil apparatus.
