Abstract:
This study examined an analysis of China–Nigeria economic cooperation to ascertain whether the both countries have benefited from the economic relations or if it is one sided. The study was guided by complex interdependence theory by Keohane and Nye. The study addressed issues that have to do with conceptual clarifications such as; the concept of economic cooperation. The study adopted ex-post factor research design as the research design while data for the study was through secondary sources like journal article, text books magazine newspapers and institutional documents. The findings of the study show that there were economic cooperation that existed between China and Nigeria such as energy (oil), infrastructure and education. The study also found that Nigeria has not benefitted from the economic cooperation with China due to China’s neo-colonialism attitude towards Nigeria, China’s exploitative tendency toward Nigeria and China’s sub-standard goods brought into Nigeria. Based on these findings the study recommended among others that; Nigeria should use China’s aspiration for oil to extract concession in areas vital to Nigeria interest and Nigerian government must set up policies that will make China to ensure that the goods that are brought into Nigeria are up to the standard.

Abstract:
PurposeThe main purpose of this research is to construct a generalized set of innovation processes that occur at the ecosystem level based on the academic research. The study analyzes the cultural and creativity-driven over-the-top (OTT) platform that encompasses diverse network of ecosystem members by utilizing the four cooperation practices.Design/methodology/approachThis study begins with the literature review that discusses various topics related to ecosystem (e.g. service innovation, innovative ecosystem). Then, this study introduces a new conceptual framework that describes how cooperations occur in the ecosystem. Finally, a qualitative and explorative case study of the OTT platforms in the global context is conducted.FindingsThe application of the framework reveals how co-innovative business ecosystems demonstrate co-evolution through different structures and directions. An ecosystem can evolve by incorporating other industries (i.e. horizontal growth or broadening strategy) to deepen and broaden the industry integration.Originality/valueAs an explorative approach that opens the discussion on how co-innovation and co-evolution occur at the ecosystem level, particularly in the culture and creativity-driven industry, the value of this research extends to other similar industries where diverse actors such as technology firms, Internet firms, direct consumers, government and even the society impact the type of product and service and shape the evolution of the entire ecosystem.

Selain itu koperasi juga ingin tahu cara untuk mempertahankan atau meningkatkan predikat kesehatan koperasinya. Oleh karena itu, koperasi membutuhkan sistem yang dapat memberikan sebuah gambaran mengenai kondisi kesehatan koperasi. However, they have a problem how to get the health representation. Also KSU Sedhana Wiguna Werdhi did not know what they should to do to maintain or upgrade their predicate of health. Based on the problems, the solution is build a systems that will helped the cooperation to give a health valuation representation of the cooperative. The final results of this research is build a cooperative health condition analysis application. This systems will helped the cooperation to give a health valuation representation of the cooperative and also give a suggestions for maintain or upgrade their predicate of health representation according to government regulation number 06 / Per / Dep.6 / IV / 2016. Abstract:
The article examines the main activity directions of non-governmental organizations in China in terms of the retrospective, general trends in the present-day period and specificity of this activity in PRC and the trans-border territories of the Russian Federation. Each of the three periods of existence of the public organizations of compatriots – pre-revolutionary, Soviet and post-Soviet — has both common traits and their specificity. The first voluntary organizations for support of Russian compatriots in China appeared in terms of public initiative in early XX century. As long as a system of state support of those migrated was absent in China, the emigrants created public organizations that assisted the compatriots materially and spiritually. Compatriots’ organizations arranged «Days of Russian Culture», supported opening and existence of schools and libraries, created a Russian-speaking media space. The break-up of the USSR stimulated not only the migration processes but also consolidation of the Russian diaspores around the world, appearance of new forms of organizing the compatriots living in various countries. In the modern period the state participates actively in integrating activities of public compatriots’ organizations in the far abroad because it comprehends that these organizations scattered around the whole world are unable to fully perform defense of the compatriots’ interests, to support the Russian-speaking mass media, to preserve affiliation with the Russian culture, traditions and the language. Beginning from early 2000, the Russian federation and the People’s Republic of China have been developing inter-governmental cooperation in the + sphere of assistance to compatriots, counteraction to illegal migrations. Intensification of regional cooperations has become a new direction. In Zabaikalye Territory, the cooperation with public organizations of Russian compatriots in China is carried out by the territorial Ministry of International Cooperation and Foreign Connections. The article states major directions and forms of work with Russian compatriots in China at the regional level. It makes a conclusion that the Russian Federation places great emphasis to strengthening of partner cooperation of compatriots with Russia, the government tries along with the public to determine new and most prospective direction of activities. In China, the integration of business community, integration of youth organizations can be referred to such directions.

Tulisan ini menganalisa kemunculan dan dinamika perjalanan kesepakatan Growth Triangle yang diinisiasi oleh pemerintah Singapura yang melibatkan kepulauan Riau di Indonesia dan juga Johor di Malaysia. Penjabaran difokuskan pada dinamika Growth Triangle sebagai sebuah kerjasama sub regional menurut konsep Cross Border Regios (CBRs) dan teori regionalisme baru (New Regionalism Theory). Growth tringle sendiri dalam tulisan ini diidentifikasi sebagai sebuah upaya perintisan kerjasama di wilayah ini, yang pembahasannya terbatas pada kerjasama ekonomi antar negara dengan industrialisasi barunya di wilayah ini. Zona Indonesia Malaysia Sngapura Growth triangle (IMS-GT) ini dipilih karena posisi lintas perbatasan dan karakteristik mereka yang memiliki latar belakang kerjasama sejarah lintas batas yang panjang, memiliki komposisi multi etnis dan secara geografis berdekatan. Elemen-elemen secara umum diidentifikasi sebagai pilar-pilar yang memfasilitasi proses yang menggiring sebuah wilayah menjadi ruang yang dinamis bagi para aktornya untuk secara aktif memainkan peran demi menjamin kepentingan-kepentingan transnasional mereka sendiri. Kata Kunci: Growth Triangle, Kerjasama, Cross Border Regions (CBRs), Teori Regionalisme Baru. This Paper analyse the rising and dynamics of Growth Triangle that was initiated by Singapore government which involved Kepulauan Riau in Indonesia and Johor in Malaysia. The Substantial topic focuses on the dynamics of Growth Triangle as a sub regional cooperation based on Cross Border Regions (CBRs) and New Regionalism Theory (NRT). Growth Triangle in this paper was identified as a volunteer cooperation among participant countries in this region, which its explanation was on economic cooperation among countries within their new industrialization. Indonesia Malaysia Singapore Growth Triangle (IMS-GT) was choosen because of their cross borders and characteristics in having same cross border cooperations background history, same ethnic compositions, and geograpically near by each other. Generally the elements are identified as pillars that fasilitated the process to lead a region became a dynamic space to its actors actively play their role so that their own transnational interests are guaranted. Abstract More comprehensive plan is needed in order to utilize natural resources as ecotourism development in the perspective of tourism society based, both in the provision of supporting facilities for tourism, the government cooperations and the private sector, also the society based on its potencial. So that the area became an attractive tourist destination. This research aims to find out the characteristics of tourists at Rawa Pening Lake. This research used descriptive quantitative method, the population of this study were the visitors of tourism objects around Rawa Pening, by using a sampling technique, produced 345 research respondents. The results show the characteristics of tourists on tourism objects in the Rawa Pening area. The knowledge of these characteristics can maximize the packaging and embodiment of facilities as supporting factors,include transportation services, accommodation, restaurants, shopping centers, networks banking, security facilities, and the other public facilities provided by tourism stakeholders to support all the tourism activities.

O ensaio enfatiza, ainda, que, tendoem vista os conflitos geopolíticos decorrentes da escassez de petróleo, as mudanças climáticas globais e a crescente demanda por combustíveis em economia global ascendente, ttais cooperações visam a estimular a produção de energias renováveis utilizando-se do etanol à base de cana-de-açúcar. Apontam-se as bases legais, históricas e estatísticas que caracterizam o trabalho neste setor como trabalho escravo, em nova roupagem, mas muito presente na agricultura brasileira. Abstract:
This essay discusses the evolution of cross-border cooperation in local and state government in the contentious and competitive arena of economic development. Drawing on literatures from economic development and public administration, the authors highlight current issues and conflicts in cross-border cooperation drawing on several cases of successful ventures. In particular, they suggest that state and local governments adopt a new frame for understanding and evaluating cross-border cooperation as economic development “coopertition.” The logic of coopertition in economic development is that while a particular unit of government may not secure a specific economic development project, the odds of securing any project are increased if that government becomes more competitive by cooperating with other governments. Coopertition is thus the result of a need to cooperate to be more competitive.

As it is known, China is a country with a long history, and in this Internet Age, changes are taking place in China at high speed. The new leadership of China is faced with a series of complex challenges. In September 2013, Chinese President Xi Jinping proposed a Silk Road Economic Belt and in October a 21st-Century Maritime Silk Road; together now referred to as the Belt and Road Initiative. The Initiative aims at building a community of shared interests, responsibility and destiny with mutual political trust, economic integration and cultural inclusiveness. Investments and trade cooperations are major tasks in building the Belt and Road. As a member of higher education community, how could we be of any assistance in solving the employment problem for the government, upgrade the traditional foreign trade for the enterprises and train innovative students for the society? Consequently, I select the theme Disruptive Innovation: Shifting the way of learning. And the title of my sharing is “New Learning, New Teaching, New Entrepreneurship & New Eco-sphere”.

Abstract:
There is widespread recognition of the central role played by non-governmental organisations in a modern pluralistic society, together with a growing realisation that the participation of NGOs an enhance the democratic process, as well as provide many services more effectively than governmental bodies. However, such a model of NGO role tends to be based on western, first world experience; its uncritical application to a third world context may entail unforeseen problems if local cultural, political and economic factors are inadequately understood. The lack of research on Jordanian NGOs makes it desirable to start by analysing their present status and exploring their relationship with the government. This research has reviewed the mainly western literature on NGOs, as well as literature on NGOs in the Arab world, and then has gone on to describe the political, economic and social context in which Jordanian NGOs have to operate. The results of a survey conducted on a stratified random sample of 76 NGOs in Jordan are presented in addition to in-depth interviews with policy makers, NGO representatives and experts in the field. The rational for a combination of both qualitative and quantitative investigative methods as deemed appropriate to the Jordanian context and to the topic of the research are presented. The research reveals that several factors affect the relationship between the public and NGO sectors; these include political, managerial, structural, financial and legal issues. The main findings of the research show that NGOs in Jordan rely mainly on a relief and service delivery approach, which is understandable in the light of the political and economic situation in the country since its establishment. This thrust negates an active advocacy role for NGOs. Both NGOs and the government believe it is necessary to amend the current law governing the establishment and existence of NGOs, reflecting a general tendency that appears often in the research in which both NGO and governmental representatives express their wish for an improvement on the present NGO-government relationship, without necessarily changing it.

A crescente presença da China no continente africano é intensamente discutida tanto no campo empresarial quanto acadêmico. Embora as empresas chinesas não sejam investidores tradicionais no continente, a história ainda pode ser remontada ao período logo após a criação da República Popular da China. Nos últimos anos, a influência do governo e das empresas chinesas na África não pôde mais ser negligenciada, o que também anda de mãos dadas com polêmicas e denúncias como o neocolonialismo e a armadilha da dívida. Diferentemente dos investidores tradicionais, os observadores sempre atribuem o sucesso da China na África ao seu forte poder estatal. O governo chinês tem seu papel no processo, o que é mais importante, porém, poderia ser a crescente colaboração entre o poder estatal e as empresas. Principalmente por abordagem qualitativa, listo vários métodos pelos quais o governo da China poderia cooperar com investidores, especialmente na África. Também neste artigo, o problema dos custos de transação é selecionado como a lente teórica para elaborar a razão pela qual a cooperação entre o governo e as empresas é tão importante para o Chinês investimento na Africa.
China´s increasing presence in the African continent is intensely discussed both in the business and academic fields. Although China´s companies are not traditional investors in the continent, the history can still be traced back to the period just after the establishment of the People´s Republic of China. In recent years, the influence of the Chinese government and companies in Africa couldn´t be neglected any longer, which also goes hand-to-hand with controversies and accusations like neo-colonialism and debt-trap. Differing from traditional investors, observers always attribute China´s success in Africa to its strong state power. The Chinese government does have its role in the process, what is more important, however, could be the escalating collaboration between state power and companies. Mostly by qualitative approach, I list several methods by which China´s government could cooperate with overseas investors, particularly in Africa. Also in this paper, the transaction cost problem is selected as the theory lens to elaborate the reason why cooperation between government and firms is so important for Chinese African investment.

Abstract:
A stable and peaceful country by West African standards, Mali uneasily fits the paradigm of a ‘failed state.’ While government and development agencies tend to interpret Mali’s stability as the outcome of successful institutional reform, foreign scholars and local intellectuals emphasise the power of enduring traditions and their adaptation to changing conditions in Malian society. Critically assessing both views, this dissertation explores political relations and practices in post-colonial Mali in a rural locality of Mande, the region south-west of the capital Bamako. The work draws on 18 months of field research in the rural municipality of Bancoumana to document an intensely mediated form of government resulting from the dynamic process of grouping and of building cooperative relations in everyday social life. I examine how projects broadly intended to deepen state control such as the ‘framing’ of resident and migrant populations by the state, the betterment of the land, the recognition and the registration of ‘traditional’ rights, among other practices of bureaucratic ‘fixing’ are dealt with in the locality. The analysis links their history to processes of fission and fusion of social groups, where the interventions may exacerbate tensions or, instead, create solidarity among different village factions. Thus, the practices and processes of government in the locality are able to successfully fill the gap between the state and other agencies, and society. Contributing to the anthropological tradition studying law, politics and the state in Africa, the dissertation links recent trends in the anthropology of the state, and of more specific regulatory domains such as land development and taxation, to a reanalysis of the traditional chestnut of the anthropology of West Africa, a ‘segmentary style’ of social organization.

Abstract:
This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then explicate two international case studies, World War I trench warfare cooperation and the INF "walk in the woods" between Kvitsinsky and Nitze, to show how the theory can be used to describe ways that cooperation can occur in a hostile or conflictual environment.

Abstract:
In multi-party democratic systems, where there is no absolute majority, the political parties are forced to cooperate. The cooperation is built on negotiations that result in several side effects including also concessions and compromises in the program. This analysis focused on the fulfillment of the coalition party promises in the Czech Republic, specifically on Prime Minister Bohuslav Sobotka´s government. The input data of the research consisted of a prepared set of testable political promises from the pre-election programs of selected political parties. The promises were compared with the contents of the coalition agreement, the government’s policy statement. It was found that coalition political parties selected by the government within the framework of coalition cooperation managed to enforce approximately 36 % of their election promises. At the program level, 24 % of promises were enforced. In areas that increase the personal budget of voters, government political parties have pushed 76 % of promises. Regardless of their cooperation, they made approx. 52 % of the election promises during the parliamentary term. The dominant party of the government was the CSSD.

Cooperation is important in any area of human activity in which several actors strive to achieve the same goal. It allows, by joining forces, to achieve better results than individuals would be able to do. This so-called synergistic effect can also be used in local self-government. Partnership and cooperation are guided by the principles of legality, mutual benefit and compliance with the needs of the population. The aim of the paper is to identify and evaluate the forms, areas, benefits and barriers to inter-municipal cooperation in the Nitra district. A questionnaire survey was used to obtain primary data, in which 90.32% of local self-governments from the Nitra district participated. Municipalities most often cooperate in the management of municipal waste, in the provision of preschool education, school clubs and in the field of sport. In the area of delegated competencies inter-municipal cooperation is focused on building regulations and the competence of the building authority. The main source of financing inter-municipal cooperation is a combination of own and external revenues of municipalities.

The Great East Japan Earthquake in Japan paralyzed functions of Japanese ports operated by the local governments in 2011. If an anticipated Nankai Trough Earthquake occurs, port functions may be paralyzed just as in 2011 under the current port operation system conducted by the local governments. Today, horizontal/vertical division of work has been expanded in the global economy, and thus, paralysis of Japanese port functions may result in severe damage on the global economy. Using the sacrifice model, the variation in container logistics caused by earthquakes was analyzed for the Nankai Trough Earthquake. Through the case of Japan, it was demonstrated that the powerful leadership of the national government could establish port operations resistant to large-scale natural disasters. This paper has developed the author’s research [1]–[13].

In Brazil and around the world, Civil Society Organizations (CSOs) provide valuable public services for society. Through CSOs, people have organized and defended their rights, communities and interests, and can fully exercise their collective potential, often acting in partnership with governments to carry out public policies and/or develop their own projects, financed by the private financing or being self-sucient. Public transparency and availability of quality data are requirements for analyzing the strength and capacity of these organizations. Understanding the distribution of non-governmental organizations across the world and at the national scale, their areas of updating, projects in progress, and their execution capacity, is critical to promote the financing conditions of CSOs, to make it visible and to make it more e↵ective, transparent, and strong. With these goals in mind, we developed the Civil Society Organizations Platform1, an open, free and public on-line portal that provides a wide variety of information on the profile and performance of the population of CSOs in Brazil. Its core mission is to provide data, knowledge, and information on the role played by the almost 400,000 CSOs in activity in Brazil and their cooperation with the public administration in delivering public policies and services. We show how we developed this platform, the integration with several di↵erent databases, the challenges of working with open government data and how we integrated a lot of recent open source technologies in all spheres of system development. The first empirical results are shown and some new features regarding public data are presented.

The role of local self-government is to increase the quality of life of inhabitants while respecting the principles of sustainable development and at the same time to ensure the adequacy, availability and quality of public services provided in its territory. The current structure of local self-government in the conditions of Slovakia clearly points to the differences between municipalities, which is illustrated by their different number in individual size categories, although they have the same competencies. Cities and municipalities in the conditions of Slovakia to provide original and transferred competencies mostly independently, but especially in the field of performance of the transferred state administration they enter into mutual cooperation. We evaluated the types of inter-municipal cooperation within two basic groups of inter-municipal cooperation - the traditional forms of cooperation and innovative forms of cooperation. The analysis showed that in the conditions of Slovakia, the most traditional way of inter-municipal cooperation is represented by joint municipal offices. We have also identified innovative approaches in the field of inter-municipal cooperation - such as agreement on shared services, co-ownership´s agency or the SMART cities concept. Such a new inter-municipal cooperation can thus be an important and beneficial change, which can help solve problems arising from the suboptimal size of individual municipalities.

This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.

To be sustainable, African Special Economic Zones need constructive partnerships and strong African governance, backed by high-quality data to inform both Chinese and African government decisions.

This paper examines new data on public sector employees from 18 Latin American countries to shed light on the role of trust in the performance of government agencies. We developed an original survey taken during the first COVID-19 wave that includes randomized experiments with pandemic-related treatments. We document that individual-level trust in coworkers, other public employees, and citizens is positively related to performance-enhancing behaviors, such as cooperation and information-sharing, and policy attitudes, such as openness to technological innovations in public service delivery. Trust is more strongly linked to positive behaviors and attitudes in non-merit-based civil service systems. High-trust and low-trust respondents report different assessments of their main work constraints. Also, they draw different inferences and prefer different policy responses when exposed to data-based framing treatments about social distancing outcomes in their countries. Low-trust public employees are more likely to assign responsibility for a negative outcome to the government and to prefer stricter enforcement of social distancing.

This study estimates and analyzes the economic impact of ongoing and future infrastructure development projects in Nepal by using the geographical simulation model developed by the Institute of Developing Economies (IDE-GSM). The IDE-GSM is a computational general equilibrium model based on spatial economics. The simulation analysis reveals that ongoing infrastructure development projects in Nepal benefit the country’s economy, and that the planned connectivity improvement with India will have positive impact with anticipated major shift in mode of transport for trade. The study takes into consideration efforts by the Government of Nepal to promote and strengthen international connectivity under the South Asia Subregional Economic Cooperation framework.

The author undertakes a literature review of attitudes to water usage in Jordan. One survey was identified which assessed attitudes towards water conservation, sampling 2000 residents in three regions in Jordan (Irbid, Amman, and Zarqa) in 2017. According to the survey, only 61% of respondents believed there was a water shortage in Jordan. 23% believed the water shortage was due to population pressures. The survey focussed more on water conservation than water use. Most of the respondents felt the government were not doing enough on water shortage issues. They were not asked how they feel about the role of the government versus their individual responsibility. Older respondents perceived the shortages to be more critical. A lack of interest in participating in water saving activities was identified among the youth. Water quality was perceived as poor in the USAID survey and noted in other sources.
