Full textENGLISH ABSTRACT: The furor around racism in the media was brought to the surface in 1999 when the Black Lawyers Association and the Association of Black Accountants of South Africa appealed to the South African Human Rights Commission to investigate the South African media. This request was based on the presumption that the South African media was rife with racism and urgently required attention. The subsequent enquiry was the source of much controversy and accusation. Almost three years since the enquiries inception, the issue of racism in the South African media has not disappeared despite decreasing media coverage in recent months. When the South African Human Rights Commission launched the enquiry into racism, prominent media leaders including key editors and newspaper representatives were summoned to appear before the controversial Commission. Some media leaders felt the Commission was a direct attack on the freedom of the Press. Others felt the enquiry was long overdue or slammed it as an all-time flop. Furthermore, pure and simple criticism of the government is still perceived as racism when it is the Press fulfilling its role as the 'watchdog of democracy' . Various Press theories, for example Developmental or Libertarian, impact on the perceived role of the Press in a democratic nation. The standard of journalism in a country can also impact on the way in which the press is perceived. For example, there are times when inept reporting is misunderstood as racist reporting. This assignment is a broad overview of the enquiry into racism in the media and the concerns around this issue as well as the response to it. It takes a closer look at the role of the media and the relationship between the media and the state. In particular, it focuses on how criticism of the government can be misread as racism, as well as investigating how the standard of journalism impacts on the way in which the media serve the public. The South African National Editors Forum launched a skills audit in 2002 and the results were surprisingly negative. The general standard of journalism in South Africa was assessed as "low". This assignment looks at the findings of the audit in the light of the above questions surrounding the standard of journalism as it pertains to reporting on race and accuracy, understanding and objectivity. The last section of the assignment takes a brief look at several examples of how to report on race in South Africa and what to be aware of when considering sensitivity to race issues. The questions as to whether it is racism, healthy criticism misconstrued as racism, or simply inept reporting, are explored. Although an expansive topic by nature, this paper provides an overview of the key issues pertaining to media ethics as it pertains to racism in the South African media.
AFRIKAANSE OPSOMMING: Die skandaaloor rasisme in die media was te vore gebring in 1999 toe die Black Lawyers' Association en die Association of Black Accountants die Suid Afrikaanse Menslike Regtes Kommissie gevra het om die Suid Afrikaanse media te ondersoek. Die versoek was gebaseer op die gedagte dat die Suid Afrikaanse media rasisties is en dringend aandag nodig het. Die ondersoek was baie kontroverseel en het na baie beskuldiging gelei. Omtrent drie jaar nadat die ondersoek begin het, is die kwessie van rasisme in die Suid Afrikaanse media nog lewendig alhoewel daar minder daaroor geskryf is in die land se publikasies. Toe die Suid Afrikaanse Menslike Regtes Kommissie die ondersoek op rasisme begin het, is belangrike media leiers - redakteurs en koerant verteenwoordiges - voor die Kommissie geroep. Full textENGLISH ABSTRACT: Modern society is plagued by an intense conflict of political ideologies. These conflicts in many instances reflect very serious religious overtones. Each person or group claims the right to react to socio-political issues on the basis of their own worldviews that are shaped by their cultural backgrounds, religious belief systems and political ideals. Human diversity serve to complicate matters even more and has in many instances found expression in political and religious intolerance, a fact testified to by the large-scale abuse of human rights that took place with increased intensity in the 20th century. Many Christians have failed to challenge the injustices that have resulted from these political ideologies and have instead opted to become 'apolitical' or simply hiding behind the argument that politics and religion does not mix. The author through a careful study of biblical political structures in the ancient Near East attempts to demonstrate the extent to which political ideologies of communities were influenced by the cultural milieu within which they existed. The feelings of ambivalence we experience in our faith are a direct result of these influences. An understanding of political ideology from a biblical perspective is essential to understand current world conflicts especially those that relate to the Middle East region. The author also argues for a reconciliation of politics and religion in the collective psyche of Christians. This would enhance a sense of sociopolitical responsibility in terms of the biblical mandate. The responsibility of government structures in terms of this mandate is also important and needs to be emphasised. The primary responsibility of any government is the welfare of its citizens and the management of public resources in an orderly, moral and efficient manner. A large percentage of government officials find it extremely difficult to face up to the challenge. The perspectives presented not only gives one insight into the historical development of biblical political worldviews. but presents us with challenges to pursue opportunities for peace and justice that would recognise and advance human dignity, human equality and human responsibility.
AFRIKAANSE OPSOMMING: Die moderne samelewing is oorweldig deur konflikte van politieke ideologies. Hierdie konflikte is in baie gevalle 'n weerspieëling van baie ernstige godsdienstige motiewe. Elke persoon of groep behou hom die reg voor om te reageer op socio-politiese aangeleenthede op grond van 'n eie wêreldsiening wat geskep word deur kulturele agtergronde, godsdienstige geloofsstelsels en politieke ideale. Menslike verskeidenheid maak hierdie aangeleenthede meer ingewikkeld en het in baie gevalle gelei na politieke en godsdienstige onverdraagsaamheid. Dit het verder aanleiding gegee tot die grootskaalse menseregte skendings wat plaasgevind het met groter intensiteit gedurende die 20ste eeu. Vele Christene het nie daarin geslaag om die uitdagings van ongeregtighede, wat voortspruit uit hierdie politieke ideologieë, die hoof te bied nie en het verkies om of hulself as 'apolities' te verklaar of om te argumenteer dat politiek en die godsdiens nie bymekaar hoort nie. Sin embargo, según Gary Born: “se acerca el invierno” para el arbitraje internacional. La comunidad del arbitraje debe estar preparada para defenderse de un metafórico “ejército de muertos vivientes” que podría exigir un mayor control del gobierno sobre el arbitraje en el futuro. En ese sentido, el autor señala que en vez de ser cazados defendiendo el arbitraje, debemos cazar un poco. Resumo: Esta tese de doutorado é dedicada ao estudo da trajetória de Francisco de Oliveira. Nascido no Recife, em 1933, o sociólogo trabalhou ao lado de Celso Furtado na SUDENE entre 1959 e o início da ditadura civil-militar, em 1964. No final daquela década, em São Paulo, ele se juntou a outros intelectuais no recém-criado CEBRAP, que se tornaria um importante polo de produção científica sobre a realidade brasileira e de oposição política ao regime autoritário. Em 1972, vinculado àquele grupo, Francisco de Oliveira publicou seu famoso ensaio Crítica à razão dualista, que seria referência constante nos debates político-econômicos de sua geração. Poucos anos depois, em 1977, ele lançou Elegia para uma re(li)gião, uma análise crítica da atuação da SUDENE atravessada por uma discussão sobre a questão regional. No final dos anos 1970, com o início da distensão política, o sociólogo se engajou na luta pela redemocratização e na criação do Partido dos Trabalhadores. Seus textos da década seguinte se equilibram entre o clima otimista proporcionado pela conjuntura nacional e as preocupações com as transformações do capitalismo mundial, que impunham novos desafios às Ciências Sociais. Ao longo dos anos 1990 a derrota de suas apostas políticas e o avanço de uma democracia de corte liberal aprofundaram o tom pessimista de seus trabalhos e alimentaram o diagnóstico do Brasil como uma nação presa a um impasse evolutivo, como sugere a metáfora apresentada em O ornitorrinco. A análise de seus ensaios, realizada nesta tese, revela detalhes de como uma geração de intelectuais brasileiros pensaram o desenvolvimento nacional e algumas das decepções diante desse processo
Abstract: This thesis is dedicated to the study of Francisco de Oliveira's trajectory. Born in Recife (1933), the sociologist worked alongside Celso Furtado in SUDENE between 1959 and the beginning of the civil-military dictatorship (1964). At the end of that decade, in São Paulo, he joined other intellectuals in the newly created CEBRAP, which would become an important scientific production center on the Brazilian reality and political opposition to the authoritarian regime. In 1972, linked to that group, Francisco de Oliveira published his famous essay Crítica à razão dualista, a constant reference in political and economic debates of his generation. A few years later, in 1977, he released Elegia para uma re(li)gião, a critical analysis of the performance of SUDENE crossed by a discussion on the regional issues. In the late 1970s, the sociologist engaged in the struggle for democracy and the creation of the Partido dos Trabalhadores. His texts during next decade are balanced between climate optimistic provided by the national situation and concerns about the transformations of world capitalism, which imposed new challenges to Social Sciences. In 1990's the defeat of his political bets and the advancement of a liberal democracy cutting deepened the pessimistic tone of his works and fed the diagnosis of Brazil as a nation attached to an evolutionary dead end, as suggested by the metaphor presented in O ornitorrinco . The interpretation of his trial reveals details of how a generation of brazilian intellectuals thought the national development and some of their disappointments on this process

Resumo: Em 1978, Michel Foucault escreveu uma série de artigos jornalísticos para o periódico italiano "Corriere della Sera". Intituladas "reportagens de ideias", tinham como objetivo acompanhar o nascimento das ideias no cruzamento com os acontecimentos do tempo presente. No âmbito deste projeto, realizou duas viagens ao Irã (em setembro e novembro), onde acompanhou de perto a movimentação popular durante os eventos da Revolução Islâmica. Para compreender as raízes da oposição ao governo do xá Reza Pahlavi em seus diversos locais de manifestação, Foucault não se restringiu a conversar com os líderes revolucionários, mas entrevistou diferentes categorias de manifestantes, desde os trabalhadores organizados até os profissionais liberais e intelectualizados, passando pelos diversos níveis de organizações religiosas espalhadas pelo país, dos mulás líderes tribais aos aiatolás das grandes cidades de Qom e Teerã. O que lhe interessava era assistir ao nascimento de uma nova forma de pensar entre os iranianos, e isto só seria possível se ele estivesse lá, em meio ao fervilhar revolucionário. O conjunto de textos, que compreende também artigos, manifestos e entrevistas publicados na imprensa francesa, foi objeto de enorme polêmica, principalmente devido aos desdobramentos posteriores à revolução, com a instauração de uma ditadura teocrática de caráter persecutório às minorias e aos direitos humanos, e permaneceram até hoje pouco explorados teoricamente. Esta dissertação pretende analisar as reportagens iranianas de Foucault a partir de sua construção textual, dos conceitos introduzidos e das diversas interpretações que as cercam. Estrutura-se, assim, em três eixos: o primeiro tem o objetivo de recuperar a trama conceitual interna às reportagens; o segundo, analisar as críticas recebidas e seu contexto teórico; o terceiro, apresentar a espiritualidade política como principal inovação introduzida no corpus teórico foucaultiano. Pretende-se destacar, ainda, ressonâncias dos textos iranianos em outras questões elaboradas por Foucault
Abstract: In 1978 Michel Foucault wrote a series of news articles for the Italian newspaper "Corriere della Sera". Called "journalism of ideas", the articles had the purpose of following the birth of ideas upon its crossing with present times¿ events. Within the scope of this project, he made two trips to Iran (in September and November), where he followed up close the popular movement during the events of the Islamic Revolution. In order to grasp the roots of the opposition to the Shah Reza Pahlavi government in its several places of manifestation, Foucault did not restrain himself to talking to revolutionary leaders but rather also interviewed different categories of protestors, from organized workers to independent and intellectualized professionals, going through the several level of religious organizations spread out through the country, from mullah tribal leaders to Ayatollahs of the large cities of Qom and Tehran. Foucault was interested in witnessing the birth of a new form of thinking among Iranians and it would only be possible if he would be there present, amidst the revolutionary effervescence. The set of texts, which comprises also articles, manifestos and interviews published by the French press was object of great polemic, mainly due to the unfolding of events following the revolution, with the instauration of a theocratic dictatorship having a persecutory nature against minorities and human rights, and remaining until nowadays not much theoretically explored. This dissertation has the purpose of analyzing the Iranian reportages by Foucault from its textual construction, of concepts introduced and several interpretations surrounding them. Therefore, this paper is structured in three axis, the first having the purpose of retrieving the internal conceptual scheme of the reportages; the second being the analysis of criticism received and its theoretical context; the third being to present the political spirituality as the main innovation introduced to Foucault¿s theoretical framework. It is intended to emphasize yet the resonances of the Iranian texts in other issues elaborated by Foucault

Full textEste trabalho propõe analisar o fenômeno da terceirização desenvolvido ao longo das duas últimas décadas em Bio-Manguinhos. Trata-se de um estudo de caso realizado na unidade de produção de vacinas e reagentes para diagnóstico da Fundação Oswaldo Cruz. Inicialmente foi realizado um estudo de cenário, analisando a política de gestão do trabalho desenvolvida pelo Estado brasileiro para as instituições públicas. A seguir, a análise passou a verificar a inserção da Fiocruz nessas políticas, desde a sua criação e no decorrer de vigência de diferentes formas de contratação, alternando da extrema rigidez para a total flexibilidade sempre com foco na gestão do trabalho, e, como essas políticas se refletiram no desempenho de Bio-Manguinhos. Baseado no contexto da conformação do Estado e na análise do desempenho da unidade, o trabalho critica a falta de planejamento e de prospecção dessas políticas, que favoreça a inovação de processos, produtos e procedimentos e o desempenho pleno de uma unidade de produção de insumos para a saúde, tão necessários ao atendimento das necessidades da população brasileira. Critica também, a ausência de um modelo de Estado consolidado que sirva de arcabouço à formulação dessas políticas. Devido às fortes críticas dos órgãos de controle acerca da extrapolação dos limites da terceirização praticada nas últimas duas décadas e à falta de definição clara desses marcos legais, o trabalho apresenta uma metodologia baseada nas atribuições dos cargos do plano de carreiras da Fiocruz e culmina com a apresentação de uma matriz de atribuições passíveis de serem realizadas por contratação indireta. Conclui pela necessidade de convivência de dois quadros de trabalhadores: um permanente formado por servidores, estáveis e de carreira e outro flexível, executado por contratação indireta, de caráter eventual, temporário ou de apoio às atividades relacionadas à missão de Bio-Manguinhos. O trabalho ainda sugere a aplicação da mesma metodologia às demais unidades da Fiocruz e que a instituição afirme, frente aos órgãos de controle, quais atividades que ela precisa manter no quadro de servidores permanente e quais ela quer delegar a terceiros sem contudo, ferir a legislação vigente. Por fim, constata-se que a metodologia apresentada ameniza, mas não resolve o problema, dessa forma, recomenda-se à Fiocruz buscar mecanismos que altere o modelo de gestão pelo qual está submetida a fim de viabilizar as duas formas de incorporação de mão-de-obra.

The onset of the reform PRC was met with a global anticipation for the dawn of a new era but the discourse that is expected to accompany the adoption of market economy is still absent. There seem to be still a strong reliance upon Maoist discourse for articulating the guidelines for implementing the PRC reform policies. This dissertation will investigate the continued impact of Maoist discourse in reform policies implementation focusing on the Laosanpian texts which consist of Mao’s early essays, “In Memory of Norman Bethune (1939), “Serve the People (1944) and “The Foolish Old Man who Removed Mountains (1945), compiled in the early 1960s and reaching fame at the height of the Cultural Revolution (1966 to 1976). The above examination of Maoist discourse is coupled with that of agents deemed responsible for the staying power and transmission of the pre-reform political performatives to the reform PRC.
In the past, Maoist discourse was commonly known as a homogenous political unit. The present study, however, argues that the Laosanpian, unlike the majority of revolutionary texts serves as an extension of traditional Chinese concepts as represented by xiao (filial piety) and zhong (loyalty) deemed by the present study as central to the inculcation and manifestation of the PRC individuals’ habitus. Using the concepts from performative and practice theories focusing on Butler and Bourdieu’s notions of insurrectionary acts and habitus respectively, this dissertation analyzes the impact of chengyu (four-character idioms), xiao (filial piety) and zhong (loyalty) on transmitting the Chinese value system from one generation to the next focusing on the texts of the Laosanpian. The above analyses are completed with interviews from two field studies conducted from the years 2010 to 2011 examining the sustaining and consumption of the pre-reform political texts in the reform PRC.
The preliminary study into the texts under review revealed standard patterns underlying the production and consumption processes of political performatives in the PRC. The manifestation of the revealed patterns are named antipodal structures by the present study, represented by pairs of opposite lexical units as in shan/e 善/恶 (good/bad), gong/si 公/私 (public/private) and nei/wai 内/外 (inside/outside). The discovery of antipodal structures has provided a platform for showing that complementary dualism as represented in the manifestation of the yin/yang has a counterpart in ethical dualism responsible for structuring the major expressions of traditional Chinese concepts which serve as the roadmap for individuals of the PRC.
This study will argue that although the state shows reluctance to relinquish its control of the symbol producing domains, the new players, both national and foreign seeking to position themselves in the newly created market spaces do impact on the production and consumption of political performatives. One of the questions answered by this study is how the above observation plays out under the conditions where the ‘social utility criterion’ as represented by the maxim “Serve the People continues to inform the implementation of the reform policies while sustaining the symbolic capital of the Yan’an simulacrum.

Full textSet in the context of a post-Apartheid South Africa, this research report constitutes a Foucauldian analysis of how state institutional support for SMME resonates with neoliberal governmentality and the consequent attempt to prompt the post-Apartheid subject. Relevant herein, are the state institutions that are mandated to further the states initiative of enterprise development. Primarily making use of archival analysis, policy data from these institutions were sought out and analysed. Analysing enterprise development from a historical perspective, it is evident that intentions have evolved with regard to two factors. Firstly, the ever-permeating growth in the promotion of ‘entrepreneurial culture’; and secondly, the differentiation of targeted subjects. Through studying these findings, it is argued that there is an attempt by the state to condition entrepreneurial subjectivities. It can further be argued that, as a consequent to the former, the agenda of the state is to outsource fiscal liabilities to informal markets. This research report ultimately constitutes a Foucauldian interpretation of these two cardinal findings.

Die rede hiervoor is dat sommige verklaringsmetodes nie by 'n duidelike formulering van die boodskap van Openbaring uitkorn nie. Sommige rnetodes is kunsrnatig, terwyl ander weer so ingewikkeld is dat dit die boek onverstaanbaar maak. In die werkshipotese van die studie word die hermeneutiese presupposisie gestel dat die boek self riglyne oor sy verklaring gee, veral in sy eerste hoofstuk. Die tema en die strekking van die boodskap wys uit hoe die boek verklaar rnoet word. Die heerskappy van God is die hoofmotif van Openbaring en die vertrekpunt van die uitleg daarvan. Dit word ontplooi deur Christus wat op aarde heers. Prinsipieel gesien beteken sy heerskappy dat Hy besig is om te kom as verlosser van sy uitverkorenes en as regter wat sy vyande oordeel en straf. Sy koms is nie slegs eindgebeure nie, maar dis nou reeds aan die gang (so is die hoofmotif dan ook 'n eskatalogiese motif) en sal die vooruitbepaalde voleinding dan gebeur soos God dit wil. Dit maak dat die boek nie as 'n suiwer apokalips geklassifiseer mag word nie, maar wel 'n egte profesie, hoewel met apokaliptiese trekke. Wanneer die struktuur van die boek wetenskaplik ondersoek word, word gevind dat hierdie wyse van verklaring as geldige een ondersteun word deur die struktuur. Eers word byvoorbeeld die nabyheid van Christus geleer, dan sy heerskappy oor die geskiedenis en die voleinding daarvan en hoe dit die kerk en die wereld raak. Die volgende aspek wat in die studie ondersoek is, is die begrip "heerskappy van God". Nadat die sisternaties-teologiese forrnulering van die begrip vasgestel is, word gekyk na wat Openbaring daaroor te se het. Ten slotte word 'n paar hoofstukke uit die boek Openbaring ondersoek om vas te stel of dit die aannames en persepsies oor die motif ondersteun. Aangesien die betrokke hoofstukke berekende capita selecta is wat 'n goeie oorsig bied oor wat in hoofsaak in Openharing gelees word, is dit belangrik om te let op hoe die inhoud van die boek telkens die hoofmotif van God se heerskappy uitspel en beklemtoon. In die laaste hoofstuk van hierdie studie word die boodskap van die boek Openbaring uiteengesit. Met die proklamering van die heerskappy van God wat deur Christus op aarde uitgevoer word, is die boodskap van die boek duidelik en verstaanbaar met die troos: God regeer en Christus beheer alles op die aarde tot aan die einde, daarom hoef die kerk nie te vrees nie, maar kan voortgaan om te groei en te lewe tot die eer van God die almagtige.
The objective of this study was to establish a new approach to the interpretation of the book of Revelation. This was undertaken because some of the methods used to interpret the book, did not succeed in delivering an acceptable or even a comprehensible message. Some methods are superficial, while others are so complicated that the book becomes more of a mystery. As a working hypothesis for this study the hermeneutical presupposition is posed that John's Revelation has its own guidelines as to its interpretation, as it is given primarily in its first chapter. The theme and message of the book clearly shows the way to its interpretation. The supremacy of God and his power as the Almighty proclaims his rule over this world and this forms the basis for the message to his people. Christ is given the authority as king of this world and He maintains the governing of this world till the end. This means that He as ruler over this world reveals his coming as happening in the salvation of his chosen people and in the judging and punishing of his enemies. His coming is already underway and now is the eschatological time in progress. He is already the Redeemer of his people and the judge of his enemies. But this motif is further developed in the fact that the end will come according to the will of God. In the light of this prophetic revelations the book is not a pure apocalypse in the apocalyptic tradition, but it is genuine prophecy although there are apocalyptic terms and trends used in the book. When the structure of the book is analysed, it is found that this method of interpretation is really plausible. The first overall message being the assurance of the presence of Christ in his church under all circumstances and his controlling of the history and bringing this world to its end according to God's will, thus revealing the effect this has on the church and the world at large, all this is sustained by the structure of the book. Another aspect researched in this study is the meaning of the term "the supremacy of God". First a survey of the systematic theological formulation of this concept is done and then a systematic summary of this concept in the book of Revelation is made. A selection of a number of chapters from the book of Revelation is studied with the purpose of showing how this motif is proved by the contents of the book. These capita selecta are specially selected for this purpose, but they do give an overall view of the book's message. The last chapter of this study formulates the message of the book of Revelation. With the proclamation of the supremacy of God as illustrated by the reign of Christ as Lord of this world, this paranesis is given to his people clear and simple: God is the Almighty and through Christ He has everything under his control, therefore the church must never fear but can continue serving Him and growing to his glory as his kingdom.

Full textI will place the Book of Job in the post-exilic historical background and relate it to the contemporary intellectual context, that is, the Deuteronomistic historical writings (hereafter DH). While fully acknowledging the scholarly hypothetical nature of the DH, it can nevertheless be observed that the theme of "a just divine retribution" (Noth) works through the writings of the Deuteronomists. It is in this sense that some scholars label the DH as "a theodicy" (Romer), i.e., a defense of divine justice in the face of the national tragedy of exile. Since the Book of Job also seriously questions the validity of divine retributive justice it seems quite reasonable to read it in the light of the Deuteronomistic works and their theological doctrines.
Many biblical scholars have stated, the Book of Job relates to the issue of the validity/applicability of divine justice (Jastrow, Crenshaw, etc.). There are others who disagree and they consider the book offers a strong confirmation of divine providence (e.g. Andersen). This is especially true with YHWH speeches (38:1-40:2; 40:6-41:34) and the so called "happy ending" (42:7-17). Though most scholars would acknowledge the complexity and even contradictions in the book and observe that there is more than one single theme, few would present competing ideas as parallel discourses of comparable significance. To my view, the dimensions of questioning the validity of divine justice and the confirmation of divine providence are juxtaposed in the book. They come into conflicts and contradict one with the other. What the present author intends to do in this thesis is to explore how the two discourses work together in creative tension in the book and why the two seemingly competing theological claims are employed by the author in his/her construction of the text.
This dissertation will employ multiple approaches. Classical theory of poetry, contemporary drama theory, and Intertextual reading strategies will be adopted in different stages of its argument. Basically, the literary-critical method will be relied on in the analysis of the text of Job.

Full text本文的目的在於將秦漢簿籍系統置於地方行政的視野之下,帶出秦漢簿籍的歷史意義。分析的層次主要有二:第一,簿籍檔案的形制發展。里耶秦簡的面世提供了秦制資料,從秦到漢經歷了簿籍概念的成熟化和專門化過程;第二,在簿籍系統成熟的背景下出現眾多二次書寫形式。二次書寫的定義為在同一簡牘載體上出現兩次或三次的書寫次序,說明簿籍有自身的構成次序。涵蓋範圍包括糧食、金錢、人員流動以及物品記錄,簿籍構成的過程與帝國物資與人員流動的實況同步。二次書寫以及相應的簿籍構成過程與秦漢地方日常行政手續息息相關,對之作出辨認等同還原當時行政場境,同時也是體現秦漢地方管治實況的重要視角。
Documentation of local records is one of the most prominent indexes to evaluate the level of ancient state development by revealing the effectiveness of regional administration and the supervision of centralized government. The documentation system in Qin and Han Dynasties is the earliest accessible point allowing us to take a glimpse of the centralization process, which is marked by its extensive establishment in terms of both geography and range of recorded items. Excavated Qin and Han bamboo slips convey how the system developed and contributed to local administration.
In pursuit of outlining the administrative role of documentation, this paper attempts to observe the formatting process of Qin and Han local documents by interpreting their outstanding, yet often overlooked, writing sequence. It is characterized by several indications, such as different hand-writings and deviating writing position, implying that local documents underwent at least two writing processes. It also illuminates the transition progress of local documents, their utility in different stages, and most importantly, the interrelation of recording and governing. Recognizing writing sequence on bamboo slips sheds light on the steps of documentation, details of daily administration, as well as how Qin and Han local authorities communicated.

International education aid is a significant part of providing opportunity for people in developing countries to break out of their traps where they suffer shortages of education resources. This study mainly focuses on the social enterprise “Mudufafa,” a community enhancement and development program that works with people in Uganda. This thesis is a postcolonial criticism of international educational aid in Uganda. Using qualitative methods, known as focused ethnography, this study was conducted by observing the local educational system in Uganda. This study’s raw data was sampled with personal experience and in-depth interviews in Uganda. Coding process and comprehensive context modeling were applied for maintaining rigor of qualitative study. In Uganda, the country’s education system is in poor shape. School toddlers face unacceptable levels of teacher-student ratios, shortages of hardware, and a narrowly defined and western centric curriculum. Due to lack of communication by local officials, projects provided by NGOs do not fit local needs. Consequently, collaboration and sustainability of these aid projects were not credible. These NGO projects in fact cause series of problems for the local children, such as identity crises and alienation. This thesis’s hypothesis is that international education aid may cause local Ugandans to further lose their self-identity by depriving them their rights of earning independence and freedom. Finally, by remodeling international education aid framework, this study is intended to revive the autonomy of Ugandans and to maximize their benefit derived from it.

Full textMy doctoral thesis, entitled Inventing Interventions: Strategies of Reappropriation in Native and First Nations Literatures, explores the reappropriation of the English and French languages, as a strategy for retelling and reclaiming hi/stories of the Aboriginal people of Canada and the United States. In effect, my project disregards national and linguistic borders since these are, in essence, cultural and colonial constructs. To reappropriate the colonial language, then, entails not only its mastery as a means for basic communication, but claims it as a means to an end: instead of being owned by and subject to the language, it is now these authors who own the language. The resulting tensions of this process are the product of the imposed and tentative violent transition from one cultural realm to another, which, for many, never succeeded to its fullest, but rather crumbled back upon itself: for First Nations and Native American authors, I argue, creating means through art and politics to “write back” against oppression and injustice. My thesis, an examination of contemporary fictional, autobiographical, historical and political, prosaic and poetic works written in French and English, is structured along the analysis of specific keywords – language, resistance, memory and place. I explore how these concepts are voiced, and how they are not only inter-related but affect each other within the particular discursive framework of Indigenous writing, set in motion by different strategies of intervention (redefinition, invention) and the mixing of different literary devices.
