In implementing regional autonomy in a broad, tangible, and responsible manner, budget reform is needed. The main aspect of budget reform is the budget of the traditional budget for the performance budget, and one component that must be developed within the framework of budget implementation is to compile the General Budget Directions and Policies. General directions and policies are a guideline for regional governments in carrying out various public service activities in order to effectively achieve their goals and objectives. Abstract:
Purpose The purpose of this paper is to design a model in order that government hears citizen voices and welcomes people’s suggestions to improve its performance, it may be regarded as Management By People’s Suggestions. Design/methodology/approach After designing a conceptual model, collected data through the responses of 451 questionnaires from nine areas of Iran Territory Development Plan were analyzed using the structural equation model and an ANOVA. Findings The results indicate three directions are initiatives for the action of using citizens’ opinions to improve government performance. The directions are as follows: the direction of government strategies moving toward citizens’ needs; the direction of developing a seamless, integrated, coordinated, relationship between citizens and authorities; and the direction of centralizing citizens’ suggestions and criticisms. Practical implications This study suggests an approach using citizen feedback to improve government performance in Iran where it appears to be signs of a gap between people and government. Originality/value This paper reveals that, before any effort for citizen relationship management, investigations into effective directions which affect citizen–government relationship seems essential.

Abstract:
Abstract This paper proposes a new direction for U.S. Government cyber policy focusing on stimulus that indirectly incites actions by others to improve cybersecurity protection. To date, the U.S. government has relied on two directions to establish a foundation for cyber security policy: legislative and informative. The former is realized as legislative laws or regulation that provide specific direction to companies or the general public. The latter involves the production and dissemination of information, which is realized in three forms: guidelines, response efforts, and testbeds/pilots. This paper proposes a new “carrot and stick approach” that incorporates both taxes and tax rebates to stimulate solutions that address problems without the government dictating a specific solution.

Abstract:
Using the UK Social Science Research Council (SSRC)lEconomic and Social Research Council (ESRC)l as a case study, this thesis tests the hypothesis that government funding of social science research has altered research directions. Academics often assume a causal link between government policy, ESRC-funded research and research directions but no adequate evidence has been presented to support this claim. As a senior ESRC figure puts it, 'Most of the people who say these things, even though they are social scientists, speak without looking at very simple .... evidence that's publicly available.' This research examines this evidence in detail and draws upon extensive interviews with ESRC figures. Various governments have viewed social science as either the equivalent of, or inferior to, natural science. The ESRC has been caught in the middle of this conceptual and ideological battle. An understanding of the history of social science in the UK Research Council system, and of the development of the disciplines of sociology and economics in particular, is crucial in revealing how the Left and Right have confronted the idea of a 'science of society' and the impact, if any, upon social science research via the ESRC. This thesis concludes that there is no evidence that government policy has deliberately been filtered through the ESRC in order to direct the social science research effort. There have, however, been indirect consequences of government funding social SCIence through the Research Council system. An ex-ESRC Secretary explains that governments do not understand what social science is so they support 'social science that makes sense to natural scientists', which is 'social science in the service of natural science and technology'. Through fear of budget cuts the ESRC never sought to correct this image and has more recently strategically promoted this brand of social science to its advantage. This has led to a picture of the ESRC as positivistic and directive but, as an ex-committee secretary says, this is 'more apparent than real'. A closer examination of the ESRC's relationships with government, its research priorities and the secretariat's dealings with academics reveals a very different day-to-day picture.

Twinmates is an inside look at the unique and unusual appeal of border politics in Laredo, Texas through the point of view of identical twin brothers-- A. Jaime Mendoza and B. Javier Mendoza. The documentary chronicles the Mendoza twins for a period of six years as they switch political parties, in order to get elected (Republicans turn Democrats), and use that political exposure to expand their janitorial company to the metropolitan cities of Dallas and Austin. In addition to the Mendoza twins' business and politics, the documentary also captures entertaining interactions with family and friends.

Abstract:
Analysts from different fields tend to analyze the technological effect in a very deterministic way, especially the effects that computing technologies of «internet era» may have when applied to the management and government activities in the modern times. Although there is surprising progress in transmission, storage and calculation technology, we propose that it is necessary to reflect that after the conjunction of technology, politics and society will appear some governability model different from the current one, though not necessarily better. In that sense, talking about «electronic government» deserves an arduous review of the scientific and professional paradigms that decision-makers, analysts and managers use in such situations. This paper proposes a reflection over the computing technologies, suggesting some method- ological considerations in the field of public policy, particularly at the local level, proposing concepts and the use of new tools from the adaptive social complexity approach.

Full text
Abstract:
The study sought to hear the voice of the Head of Department (HOD) in independent, non-government secondary schools in the ACT Region on their changing leadership role and their recommendations for targeted professional development. Heads of Academic Departments (HODs) face significant challenges by being in the middle of the organisational structure of a secondary school. They are required to be competent change agents for whole-of-school "macro" initiatives on one hand, yet on the other hand foster "micro" initiatives that support effective learning and teaching in individual classrooms. HODs deal on a daily basis with a broad range of important school issues that include influencing people; management; departmental structures; administration; leadership; student success and progress; educational theory and practice; department and school culture; communication; parents; external educational bodies; professional development; up-to-date pedagogy; and their own teaching and learning. There is frequently a lack of clarity of expectations about their role in a rapidly and ever-changing school system. The incumbents have rarely received targetted professional development for this crucial middle-ranking leadership position. The study describes and analyses the findings of detailed research with 24 Heads of Department and six Professional Development Coordinators at six independent, non-government secondary schools. The prime focus was on the changing leadership expectations of Heads of Department and, as a result, the professional development required to support the emerging requirements and expectations of and the directions for the role. The study followed an earlier Dinham et al. (2000) research project, of which I was one of the researchers, into the roles of Heads of Department in independent, non-government secondary schools. The study used analysis of existing job descriptions of Heads of Department, structured interview questionnaires that required quantitative categorisation and analysis, and open-ended interview questions requiring qualitative analysis. The respondents were all leaders of a major academic department within an independent, non-government secondary school. The five major themes that developed were the forces acting upon and tensions experienced by the Head of Department whilst maintaining credibility as an excellent teacher; the relatively newly developed Professional Development Coordinator role; the definition of the leadership approach, resultant implications and, as a result, the alternative structures that secondary schools are examining for academic leadership; communication between the middle ranking subject leaders and their senior executive; and the targetted professional development required for the changing role of a HOD. In independent, non-government secondary schools, the department structures and leadership quality can be powerful forces to assist or resist any reform agenda. Effective leadership of these academic departments becomes important to secure a constant quest to improve the quality of learning and teaching; to improve student outcomes; to nurture staff for more senior leadership positions and to transfer the benefits of a distributive leadership to more staff.

Abstract:
Municipalities and government agencies are producers of information that may be of interest to the public concerning areas such as population statistics, weather data and policy decisions. In the Digital Agenda, the Swedish Government emphasizes the importance for data to be spread and promotes the development and innovation of new e-services created by other parties than government agencies. Various development initiatives of platforms have been taken around the world but there are no specific standards regarding how data should be made public. Softronic currently offer their customers a proprietary platform for the publication of open data. In order to improve or alternatively replace this, Softronic wanted an evaluation of a number of already existing platforms. This report contains an evaluation of the Softronic platform along with three other candidates: CKAN, Socrata and OpenDataSoft. The included aspects in the evaluation were selected based on requests from Softronic, covering among other things the installation process, performance and upgrades. To assess the API function of the platforms and demonstrate how an application using open data can be implemented, a graphical client was developed. Socrata received the highest score in the evaluation, followed by in turn OpenDataSoft, CKAN and Softronic. Socrata is recommended as a platform for publishing open government data mainly because it offered extensive functionality, required few technical skills and provided plenty of support services.

Abstract:
The open data concept is based on the EU directive from 2003 with the goal to highlight the need for member states to increase and digitalize their public data and thus achieving transparency and stimulating economic growth based on new innovations. In Sweden, the development has fallen behind expectations and are currently the worst performing nordic country in open data development. In relation, research on open data is limited, especially when it come to barriers and challenges for adopting strategies to handle open data for local public organizations. This research is therefore aimed towards understanding and identifying barriers for adopting open data in local public organizations in Sweden. To answer this, we have conducted a case study based on the municipality of Örnsköldsviks. Our findings suggest that existing research on open data is somewhat lacking in the areas of ethical issues,  the private sector and the challenge of  moving towards openness; these are important aspects to consider when it comes to open data development. Furthermore, our results indicate that collaboration on both national and regional levels is advantageous and combined with PSI Directive improvements, is something that can bridge the gap between open data barriers and ambitions.

Abstract:
AbstractMeeting the needs of industrial development and reflecting the emerging demands onto the field of education has led to the emergence of Education 4.0 and initiated pedagogical, cultural, and managerial transformation in education in this direction. As a result of this transformation, macroscale structures and policies have been replaced by a microscale, web-oriented, local government paradigm. This section discusses current trends in education management and school leadership which are examined in the light of new education and management paradigms. In this direction, the shift in the education management paradigm, the sources of change, the role of school leaders in organizational development, the expected characteristics of school leaders in Education 4.0, and the use of the Internet of Things in education management and monitoring systems are addressed. In Education 4.0, the concepts of innovation management, digital literacy, productivity, collective participation in management and decisions, education communities, and capacity development are prominent in school leadership. This section emphasizes that strategic leaders who are able to adapt to the paradigm shift contribute and direct the formation of school culture and values. In this direction, the importance of organizing trainings for developing leadership skills and raising leaders who will help to restructure schools and shape cultural trends are underlined in the chapter. Emphasis is placed on the importance of raising leaders with technological skills who can use multi-channel communication strategies in school management.

Abstract:
AbstractThe day after the election night, on October 5th of 2020, several thousand Kyrgyz citizens poured in the direction of the main square of the capital Bishkek to denounce fraudulent elections. An estimated 1,250 people were injured, and one young person died. This third violent change of government in Kyrgyzstan’s short history of independence can be best understood as a combination of three distinct stories coming together under an unprecedented external shock produced by the coronavirus. First, a genuine citizen mobilization was triggered by the pandemic-related economic decline and rigged elections. Second, the initial peaceful protest was hijacked, to the surprise of the many, by a populist leader capitalizing on long-existing societal polarization. Third, the spectacular unfolding of the intra-opposition struggle downplays an important process of oligarchization, underlying the shaky grounds of patronal presidentialism in pluralist systems.

Abstract:
In 1954, the Australian government moved on from its cautious approach to Japan, and charted a new course in Australia-Japan relations, where the government would do all that it could to develop close political ties with Japan. War criminals though, remained an important issue in Japan and after they were repatriated the Australian government began to receive calls from Japan for their release. Even with Australia-Japan relations moving towards a new era though, the government was reluctant to simply release the war criminals. Instead the government sought a legal solution where the prisoners could be released on parole or have their sentences reduced. The conditions for the reduction of sentences became ever more lenient and in 1957, all remaining war criminals convicted by Australian courts were released.

"Port Logistics Policy of Japanese Government for Strengthening Global Competitiveness of Industry in Case of Ocean Space Utilization." In ASME 2013 32nd International Conference on Ocean, Offshore and Arctic Engineering. American Society of Mechanical Engineers, 2013. http://dx.doi.org/10.1115/omae2013-11226.

Full text
Abstract:
A port logistics is classified into two kinds, a container logistics and a bulk logistics. In the field of a container logistics, a terminal operator pursues large-scale management of its container terminals by global M&A corresponding to the global growth of the container handling number, which resulted in container terminal operators’ oligopolization. In the field of a bulk freight logistics, the private enterprises, which invest in and improve port equipment by themselves, are changing in the direction to reduce number of handling ports and to invest in port equipment intensively corresponding to the vigorous resource demand of the world. The economic activities of the private enterprises are progressing on the basis of the management strategy which differs between “oligopolization” of a container logistics and “selection and concentration” of a bulk freight logistics. On the other hand, since management of ports is the basis supporting a national logistics, each country of the world carries out various public participations, such as a legal support and a financial support. For example, in Japan, although ‘a port authority system’ was brought to Japan almost 60 years ago by U.S.A. and the management right of main ports were transferred to local governments from national government, Japanese government has been taking the lead in implementation of many policies to strength global competitiveness of industry reflecting the flow of global privatization and concession. Recently, many countries have been changing their public participation policies. A country has established the system which increases private investment and reduces public financial support since capital investment remaining power has decreased according to aggravation of the finances of national government and local governments. The other country has established the system which backs up logistics activity with public support. This paper, to utilize ocean space, will show a port logistics policy of Japanese government, particularly the historical flow and the prospective view of the public participation to a port logistics based on the logistics trend of the world.

Brown, Dustin, Jitinder Kohli, and Samantha Mignotte. TOOLS AT THE CENTRE OF GOVERNMENT:RESEARCH AND PRACTITIONERS' INSIGHTS. People in Government Lab, September 2021. http://dx.doi.org/10.35489/bsg-peoplegov-ri_2021/002.

Full text
Abstract:
In this paper, the authors look at how the 'centre of government' (defined as "the people and organisations that support the head of government as the ‘guardians of overall strategic direction of government’, which often includes the president’s or prime minister’s offices as well as Cabinet, budget offices, etc") can add value from their position and with the tools available to them. The COVID-19 pandemic has highlighted the critical role not just of government generally, but in particular the essential role the centre of government must play to coordinate, communicate with the public, and navigate new problems that no longer respect the organisational boundaries we have created over time. More generally, the problems that governments need to solve are increasingly complex and horizontal, yet government is organised by vertical institutions and hierarchies. Whether handed down as a special assignment by a political leader or self-driven as part of their role, staff in the centre of government are responsible for driving forward progress on the government’s top priorities. With easy access to senior government leaders, but relatively small budgets and staff, the centre of government has a very different set of tools than other agencies. The authors present ten tools across four clusters that centres of governments can deploy: Cluster 1 tools – Planning from the centre: defining success and setting up agencies to improve Cluster 2 tools – Governing from the centre: creating structures to drive improvements Cluster 3 tools – Improving implementation from the centre: creating routines and driving change Cluster 4 tools – Improving service delivery from the centre: supporting and offering provision of cross-cutting services The tools presented focus on specific actions that the centre of government can take to drive a priority area for a leader. They go beyond the traditional areas of responsibility that are more well known that inherently sit with the centre of government.

Biegelbauer, Peter, Christian Hartmann, Wolfgang Polt, Anna Wang, and Matthias Weber. Mission-Oriented Innovation Policies in Austria – a case study for the OECD. JOANNEUM RESEARCH Forschungsgesellschaft mbH, August 2020. http://dx.doi.org/10.22163/fteval.2020.493.

Full text
Abstract:
In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

Moore, Mick. Glimpses of Fiscal States in Sub-Saharan Africa. Institute of Development Studies (IDS), October 2021. http://dx.doi.org/10.19088/ictd.2021.022.

Full text
Abstract:
There is a widespread perception that taxing in sub-Saharan Africa has been and remains fraught with problems or government failure. This is not generally true. For more than a century, colonial administrations and independent states have steadily developed the capacity to routinely collect more substantial revenues than one might expect in a low-income region. The two main historical dimensions of this collection capacity were (a) powerful, centralized bureaucracies focused on achieving revenue collection targets and (b) large, taxable international trade sectors. In recent decades, those centralized bureaucracies have to some extent been reformed such that in structure and procedure they resemble more closely tax administrations in OECD countries. More strikingly, nearly all states have adopted VAT and found it to be a very powerful revenue collection instrument. However, the tax share of GDP has been broadly constant for several decades, and it will be hard to increase it. It is difficult for African governments to effectively tax transnational corporations, especially in the mining and energy sectors, which are of growing importance. Tax administrations continue to approach richer Africans with a light touch, and to exaggerate the potential for taxing small-scale (‘informal’) enterprises. The revenue operations of sub-national governments are often opaque. Ordinary people often pay large sums in ‘informal taxes’ that are generally regressive in impact. And the standard direction of travel in the reform of tax policy and administration is not appropriate to those large areas, especially in the Sahel, that are afflicted by internal and cross-border armed conflicts.

Tyson, Paul. Australia: Pioneering the New Post-Political Normal in the Bio-Security State. Mέta | Centre for Postcapitalist Civilisation, 2021. http://dx.doi.org/10.55405/mwp10en.

Full text
Abstract:
This paper argues that liberal democratic politics in Australia is in a life-threatening crisis. Australia is on the verge of slipping into a techno-feudal (post-capitalist) and post-political (new Centrist) state of perpetual emergency. Citizens in Australia, be they of the Left or Right, must make an urgent attempt to wrest power from an increasingly non-political Centrism. Within this Centrism, government is deeply captured by the international corporate interests of Big Tech, Big Natural Resources, Big Media, and Big Pharma, as beholden to the economic necessities of the neoliberal world order (Big Finance). Australia now illustrates what the post-political ‘new normal’ of a high-tech enabled bio-security state actually looks like. It may even be that the liberal democratic state is now little more than a legal fiction in Australia. This did not happen over-night, but Australia has been sliding in this direction for the past three decades. The paper outlines that slide and shows how the final bump down (covid) has now positioned Australia as a world leader among post-political bio-security states.

Abstract:
Before the 1990s, Mongolia had a health care system that largely depended on hospital-based services. The country’s hospital sector was characterized by the extensive use of an excessive number of acute beds, a large number of medically unjustified admissions, and lengthy hospital stays. In the early 1990s, the Government of Mongolia started socioeconomic reforms as part of the transition to a market economy. It requested the Asian Development Bank (ADB) to support health sector reforms in the country. This paper describes the hospital sector in Mongolia along with the reforms and results achieved, challenges that remain, and ongoing and future directions for ADB support to better respond to the needs of the people.

Colomb, Claire, and Tatiana Moreira de Souza. Regulating Short-Term Rentals: Platform-based property rentals in European cities: the policy debates. Property Research Trust, May 2021. http://dx.doi.org/10.52915/kkkd3578.

Full text
Abstract:
Short-term rentals mediated by digital platforms have positive and negative impacts that are unevenly distributed among socio-economic groups and places. Detrimental impacts on the housing market and quality of life of long-term residents have been particular contentious in some cities. • In the 12 cities studied in the report (Amsterdam, Barcelona, Berlin, Brussels, Lisbon, London, Madrid, Milan, Paris, Prague, Rome and Vienna), city governments have responded differently to the growth of short-term rentals. • The emerging local regulations of short-term rentals take multiple forms and exhibit various degrees of stringency, ranging from rare cases of laissez-faire to a few cases of partial prohibition or strict quantitative control. Most city governments have sought to find a middle-ground approach that differentiates between the professional rental of whole units and the occasional rental of one’s home/ primary residence. • The regulation of short-term rentals is contentious and highly politicised. Six broad categories of interest groups and non-state actors actively participate in the debates with contrasting positions: advocates of the ‘sharing’ or ‘collaborative’ economy; corporate platforms; professional organisatons of short-term rental operators; new associations of hosts or ‘home-sharers’; the hotel and hospitality industry; and residents’ associations/citizens’ movements. • All city governments face difficulties in implementing and enforcing the regulations, due to a lack of sufficient resources and to the absence of accurate and comprehensive data on individual hosts. That data is held by corporate platforms, which have generally not accepted to release it (with a few exceptions) nor to monitor the content of their listings against local rules. • The relationships between platforms and city governments have oscillated between collaboration and conflict. Effective implementation is impossible without the cooperation of platforms. • In the context of the European Union, the debate has taken a supranational dimension, as two pieces of EU law frame the possibility — and acceptable forms — of regulation of online platforms and of short-term rentals in EU member states: the 2000 E-Commerce Directive and the 2006 Services Directive. • For regulation to be effective, the EU legal framework should be revised to ensure platform account- ability and data disclosure. This would allow city (and other ti ers of) governments to effectively enforce the regulations that they deem appropriate. • Besides, national and regional governments, who often control the legislative framework that defines particular types of short-term rentals, need to give local governments the necessary tools to be able to exercise their ‘right to regulate’ in the name of public interest objectives.

Kelly, Elish, and Bertrand Maître. Identification Of Skills Gaps Among Persons With Disabilities And Their Employment Prospects. ESRI, September 2021. http://dx.doi.org/10.26504/sustat107.

Full text
Abstract:
In 2013, the Irish Government published its National Disability Strategy Implementation Plan 2013-2015. As part of this strategy, a number of goals were set around participation, including job access for people with disabilities. This specific objective recommended a number of actions, including the commitment to publish a comprehensive employment strategy (CES) for people with disabilities. This strategy, the Comprehensive Employment Strategy for People with Disabilities, was published in 2015 for the period 2015-2024. The objective of this strategy, which is cross-governmental, is to support people with disabilities in accessing the labour market. Building on existing actions in the CES, the National Disability Authority (NDA) commissioned the Economic and Social Research Institute (ESRI) to undertake quantitative research into the workplace skills and abilities of persons with disabilities. To undertake this research, a number of nationally representative data sources were utilised to characterise the skills/educational endowments and gaps among persons with disabilities compared to those without. Specifically, data from the Survey on Income and Living Conditions (SILC), the Programme for the International Assessment of Adult Competencies (PIAAC), the Census of Population, and the European Union Statistics on Income and Living Conditions (EU-SILC) were examined. Where the data permitted, we differentiated those with a disability by type, everyday difficulties (e.g. difficulty dressing), and/or severity level. We also examined the employment characteristics of people with disabilities compared to persons without, and investigated the impact of having a disability on an individual’s employment prospects. What follows is a summary of the principal findings from this research, including some discussion on future directions.
