Abstract:
Using the UK Social Science Research Council (SSRC)lEconomic and Social Research Council (ESRC)l as a case study, this thesis tests the hypothesis that government funding of social science research has altered research directions. Academics often assume a causal link between government policy, ESRC-funded research and research directions but no adequate evidence has been presented to support this claim. As a senior ESRC figure puts it, 'Most of the people who say these things, even though they are social scientists, speak without looking at very simple .... evidence that's publicly available.' This research examines this evidence in detail and draws upon extensive interviews with ESRC figures. Various governments have viewed social science as either the equivalent of, or inferior to, natural science. The ESRC has been caught in the middle of this conceptual and ideological battle. An understanding of the history of social science in the UK Research Council system, and of the development of the disciplines of sociology and economics in particular, is crucial in revealing how the Left and Right have confronted the idea of a 'science of society' and the impact, if any, upon social science research via the ESRC. This thesis concludes that there is no evidence that government policy has deliberately been filtered through the ESRC in order to direct the social science research effort. There have, however, been indirect consequences of government funding social SCIence through the Research Council system. An ex-ESRC Secretary explains that governments do not understand what social science is so they support 'social science that makes sense to natural scientists', which is 'social science in the service of natural science and technology'. Through fear of budget cuts the ESRC never sought to correct this image and has more recently strategically promoted this brand of social science to its advantage. This has led to a picture of the ESRC as positivistic and directive but, as an ex-committee secretary says, this is 'more apparent than real'. A closer examination of the ESRC's relationships with government, its research priorities and the secretariat's dealings with academics reveals a very different day-to-day picture.

Twinmates is an inside look at the unique and unusual appeal of border politics in Laredo, Texas through the point of view of identical twin brothers-- A. Jaime Mendoza and B. Javier Mendoza. Abstract:
Analysts from different fields tend to analyze the technological effect in a very deterministic way, especially the effects that computing technologies of «internet era» may have when applied to the management and government activities in the modern times. Although there is surprising progress in transmission, storage and calculation technology, we propose that it is necessary to reflect that after the conjunction of technology, politics and society will appear some governability model different from the current one, though not necessarily better. In that sense, talking about «electronic government» deserves an arduous review of the scientific and professional paradigms that decision-makers, analysts and managers use in such situations. This paper proposes a reflection over the computing technologies, suggesting some method- ological considerations in the field of public policy, particularly at the local level, proposing concepts and the use of new tools from the adaptive social complexity approach.
Analistas de diversos campos tienden a analizar el efecto tecnológico de manera determinista, especialmente en los efectos que las tecnologías computacionales de la «era internet» puedan tener al ser aplicadas en las actividades de gestión y gobierno en la época actual. Aun cuando son sorprendentes los avances en la tecnología de transmisión, almacenamiento y cálculo, proponemos que es necesario reflexionar que de la conjunción de tecnología, política y sociedad aparecerá algún modelo de gobernabilidad diferente al actual, aunque no necesariamente mejor. En ese sentido el hablar de «gobierno electrónico» amerita una ardua revisión de los paradigmas científicos y profesionales que decisores, analistas y gestores usan en situaciones de este tipo. Este trabajo plantea una reflexión sobre las tecnologías computacionales, proponiendo algunas consideraciones metodológicas en el campo de las políticas públicas, en particular a nivel local, proponiendo conceptos y el uso de nuevas herramientas desde el enfoque de la complejidadsocial adaptativa.
Analistas de diversos campos acostumam avaliar o efeito tecnológico de um jeito determinista,especialmente nos efeitos que as tecnologias computacionais na «era da internet» podem ter aos seres aplicados nas atividades da gestão e governo em nossa época atual. Ainda quando são surpreendentes os avanços na tecnologia de transmissão, estocagem e cálculo, nós achamos necessário reflexionar que da união da tecnologia, política e sociedade vai surgir algum modelo de governabilidade diferente ao atual, mas não precisamente melhor. Nesse sentido o falar do«governo eletrônico» merece uma difícil revisão dos paradigmas científicos e profissionais o que tomadores da decisão, analistas e gestores usam em situações deste tipo. Este trabalho sugere uma reflexão sobre as tecnologias computacionais, propõe algumas considerações metodológicas no campo das políticas publicas principalmente o nível local, propõe conceitos e o uso dasnovas ferramentas desde o enfoque da complexidade social adaptável.

Abstract:
The study sought to hear the voice of the Head of Department (HOD) in independent, non-government secondary schools in the ACT Region on their changing leadership role and their recommendations for targeted professional development. Heads of Academic Departments (HODs) face significant challenges by being in the middle of the organisational structure of a secondary school. They are required to be competent change agents for whole-of-school "macro" initiatives on one hand, yet on the other hand foster "micro" initiatives that support effective learning and teaching in individual classrooms. HODs deal on a daily basis with a broad range of important school issues that include influencing people; management; departmental structures; administration; leadership; student success and progress; educational theory and practice; department and school culture; communication; parents; external educational bodies; professional development; up-to-date pedagogy; and their own teaching and learning. There is frequently a lack of clarity of expectations about their role in a rapidly and ever-changing school system. The incumbents have rarely received targetted professional development for this crucial middle-ranking leadership position. The study describes and analyses the findings of detailed research with 24 Heads of Department and six Professional Development Coordinators at six independent, non-government secondary schools. The prime focus was on the changing leadership expectations of Heads of Department and, as a result, the professional development required to support the emerging requirements and expectations of and the directions for the role. The study followed an earlier Dinham et al. (2000) research project, of which I was one of the researchers, into the roles of Heads of Department in independent, non-government secondary schools. The study used analysis of existing job descriptions of Heads of Department, structured interview questionnaires that required quantitative categorisation and analysis, and open-ended interview questions requiring qualitative analysis. The respondents were all leaders of a major academic department within an independent, non-government secondary school. The five major themes that developed were the forces acting upon and tensions experienced by the Head of Department whilst maintaining credibility as an excellent teacher; the relatively newly developed Professional Development Coordinator role; the definition of the leadership approach, resultant implications and, as a result, the alternative structures that secondary schools are examining for academic leadership; communication between the middle ranking subject leaders and their senior executive; and the targetted professional development required for the changing role of a HOD. In independent, non-government secondary schools, the department structures and leadership quality can be powerful forces to assist or resist any reform agenda. Effective leadership of these academic departments becomes important to secure a constant quest to improve the quality of learning and teaching; to improve student outcomes; to nurture staff for more senior leadership positions and to transfer the benefits of a distributive leadership to more staff.

Abstract:
Municipalities and government agencies are producers of information that may be of interest to the public concerning areas such as population statistics, weather data and policy decisions. In the Digital Agenda, the Swedish Government emphasizes the importance for data to be spread and promotes the development and innovation of new e-services created by other parties than government agencies. Various development initiatives of platforms have been taken around the world but there are no specific standards regarding how data should be made public. Softronic currently offer their customers a proprietary platform for the publication of open data. In order to improve or alternatively replace this, Softronic wanted an evaluation of a number of already existing platforms. This report contains an evaluation of the Softronic platform along with three other candidates: CKAN, Socrata and OpenDataSoft. The included aspects in the evaluation were selected based on requests from Softronic, covering among other things the installation process, performance and upgrades. To assess the API function of the platforms and demonstrate how an application using open data can be implemented, a graphical client was developed. Socrata received the highest score in the evaluation, followed by in turn OpenDataSoft, CKAN and Softronic. Socrata is recommended as a platform for publishing open government data mainly because it offered extensive functionality, required few technical skills and provided plenty of support services.
Kommuner och myndigheter är producenter av information som kan vara av intresse för allmänheten gällande exempelvis befolkningsstatistik, väderdata och politiska beslut. I den digitala agendan verkar Sveriges regering för att data ska spridas och främja utveckling och innovation av nya e-tjänster skapade av andra aktörer än myndigheter. Diverse utvecklingsinitiativ har tagits kring plattformar runtom i världen men det finns inga tydliga standarder kring hur data ska göras publikt. Softronic erbjuder idag sina kunder en egenutvecklad plattform för publiceringen av öppna data. För att kunna förbättra eller alternativt ersätta denna, ville Softronic ha en utvärdering av ett antal redan existerande plattformar. Denna rapport innehåller en utvärdering av Softronics plattform tillsammans med tre andra kandidater: CKAN, Socrata och OpenDataSoft. De aspekter som utvärderingen innefattar valdes utifrån önskemål från Softronic och täcker bland annat installationsförfarande, prestanda och uppgraderingar. För att undersöka API-funktionen hos plattformarna och demonstrera hur en applikation som använder sig av öppna data kan implementeras, utvecklades även en grafisk klient. Socrata fick högst poäng i utvärderingen, följt av i tur och ordning OpenDataSoft, CKAN och Softronic. Socrata rekommenderas som en plattform för publicering av öppna myndighetsdata främst eftersom den erbjöd omfattande funktionalitet, krävde få tekniska färdigheter och tillhandahöll många supporttjänster.

Abstract:
The open data concept is based on the EU directive from 2003 with the goal to highlight the need for member states to increase and digitalize their public data and thus achieving transparency and stimulating economic growth based on new innovations. In Sweden, the development has fallen behind expectations and are currently the worst performing nordic country in open data development. In relation, research on open data is limited, especially when it come to barriers and challenges for adopting strategies to handle open data for local public organizations. This research is therefore aimed towards understanding and identifying barriers for adopting open data in local public organizations in Sweden. To answer this, we have conducted a case study based on the municipality of Örnsköldsviks. Our findings suggest that existing research on open data is somewhat lacking in the areas of ethical issues,  the private sector and the challenge of  moving towards openness; these are important aspects to consider when it comes to open data development. Furthermore, our results indicate that collaboration on both national and regional levels is advantageous and combined with PSI Directive improvements, is something that can bridge the gap between open data barriers and ambitions.

Abstract:
The goal of this project was to develop a mobile application for the iOS platform, that would support the partner of this project, the Brisbane City Council, in stronger engage citizens in participating in urban planning and development projects. The resulting application is an extended version of FixVegas, a system that allows citizens to report maintenance request to the Brisbane City Council through their smartphone. The new version of the system makes all incoming requests publicly available within the application, allows users to support, comment or disapprove of these. As an addition, the concept of the idea has been introduced. Citizens can submit suggestions for improving the city to the municipality, discuss them with other fellow citizens and, ideally, also with Council representatives. The city officials as well are provided with the ability of publishing development project as an idea and let citizens deliberate it. This way, bidirectional communication between these two parties is created. A web interface complements the iPhone application. The system has been developed after the principle of User Centered Design, by assessing user needs, creating and evaluating prototypes and conducting a user study. The study showed that FixVegas2 has been perceived as an enhancement compared to the previous version, and that the idea concept has been received on a positive note. Indepth questions, such as the influence the system could have on community dynamics or the public participation in urban planning projects could only hardly investigated. However, these findings can be achieved by the alternative study designs that have been proposed.

Abstract:
The dissertation deals with the conflict over the EU Services Directive which is also known as the Bolkestein Directive. The general liberalisation and deregulation of the services markets in the EU has known the greatest politicisation of an EU issue ever seen in the history of European politics. It mobilised a wide range of political actors, including unions, diverse associations and citizen groups in several member states of the EU as well as in Brussels. The Commissioner for the internal market Frits Bolkestein and the directive proposal adopted in January 2004 have come to epitomize the neoliberal face of European integration. Due to its connection with the Eastern enlargement in May 2004 and with the ratification of the European constitutional treaty in France and The Netherlands in 2005, the directive proposal on services liberalization triggered a general debate over the economic and social nature of the EU polity far beyond a mere matter of public policy. After three years of debate and mobilization, the directive proposal was substantially amended in the European Parliament and clear limitations were put to liberalization of the services of general interest and to market deregulation.

Mažos ir vidutinės įmonės – dinamiškiausia, nuolat besikeičianti įmonių grupė, vidurinioji ūkio sandaros grandis, turinti lemiamą įtaką ekonominiam augimui ir socialinių santykių stabilumui. Mažos ir vidutinės įmonės (toliau - MVĮ) sudaro gausiausią Lietuvos įmonių grupę, todėl jų skatinimas kurtis, veikti ir plėtotis tampa prioritetine Lietuvos ekonomikos plėtros kryptimi. Lietuvos valdžia įvairiais būdais stengiasi remti MVĮ, kad šios galėtų vystyti savo veiklą bei numato vis daugiau paramos priemonių. Pagrindinis darbo tikslas - išanalizuoti valstybės paramos smulkiam ir vidutiniam verslui įgyvendinimo sistemą Lietuvoje bei pateikti tobulinimosi kryptis. Darbe analizuojama smulkaus ir vidutinio verslo rėmimo politika vykdoma Europos Sąjungoje, kurios pagrindu bus pateikiamos tobulinimosi gairės valstybės paramos SVV teikimui Lietuvoje.
Small and medium sized business is the middle structure link of national economy, which has decisive impact to the economy development and social relation stability. Small and medium sized enterprises (further – SME) are amount the biggest part of all Lithuanian enterprises. Thus, governments promotion is requested for business enterprises. Yearly Lithuanian government take about SME and sets supports forms in national market. Thus this becomes the economy development priority in Lithuania. The government, according to instruments of support for SME, attempts to engage people to take part actively in the small and medium business. The main purpose of this work is describing and studying the instruments of government supports for SME and to reveal, which instrument of existing national supports system should be further developed as well as possible to propose ways, how they can be achieved hereafter. Also there are discussed about the main directions of businnes stimulations, which are used in European Union countries and which may be used in Lithuania. It is necessary to mention governments promotion for SME forms, like the creation of business infrastructure net, the establishment of business incubators, tax concessions, municipalities support and etc. Goverment is responsible for financial and non-financial support. Depois de proporcionar um resumo introdutório sobre o quadro conceptual em que assentam os processos de investimento directo estrangeiro,'este estudo começa por analisar o IDE nos países em vias de desenvolvimento (PVD), durante as décadas de 80 e 90, com ênfase, no relativo aos países africanos e, dentro destes aqueles que têm o português como língua oficial, Angola, Moçambique, Cabo Verde, Guiné Bissau e São Tomé e Príncipe (PALOP). Seguidamente, é caracterizada a tipologia do investimento directo português nos PALOP, entre 1986 e 1996 sendo também referidos, entre outros, os aspectos fundamentais do processo de internacionalização da economia portuguesa, assim como o contexto económico e político destes paises africanos lusófonos. Finalmente, este estudo descreve a natureza, e avalia o apoio proporcionado pelo Estado Português e seus organismos a este movimento de expansão económica. After providing an introductory resume over the foreign direct investment conceptual frame, this study starts analysing the foreign direct investment in the developing countries, during the SOA and 90's decades, giving special remarks to the FDI for the African Countries, and specifically for the Portuguese speaking ones, namely, Angola, Mozambique, Cape Verde, Guinea- Bissau and S. Tomé, After that, this study characterises the Portuguese FDI towards those countries during the period 1986 - 1996, referring, among others, the crucial aspects of the portuguese economy internationalization process, the structure of the portuguese FDI towards those african countries, as well as the referred african countries politicai and economical environment. Finally, the study describes the nature and value of the support given by the portuguese government and government managed organizations to this movement of FDI to the African Portuguese Speaking Countries, concluding that, regardless some scepticism of lhe portuguese entrepreneurs, and of a natural attractiveness offer by those countries, mainly, Angola, Mozambique and Cape Verde, to the portuguese private investment, the Portuguese State and Diplomacy operations have played a significam role, specially in creating environmental conditions for this efifort of internationalization and development,

The object of research is the process of managing the development of the territorial community on the example of Shchyrets village council. The subject of the research is theoretical-methodical and applied bases of territorial community development management carried out by the local self-government body. The purpose of the research is to study theoretical approaches and develop practical recommendations for public management of Shchyrets village council development of the territorial community. Research methods: methods of system approach, synthesis, analysis, survey, comparison. The research of the territorial community development management on the example of Shchyrets village council was conducted, and proposals for its improvement were developed. Measures to expand the use of information and communication technologies in the activities of Shchyrets village council are proposed, proposals are made to improve the organizational structure of the village council as a tool for community development, as well as to intensify youth involvement in community development management. The proposed measures can be implemented in the activities of Shchyrets village council.

Мета дослідження - дослідження теоретичних підходів і розробка практичних рекомендацій, що стосуються публічного управління Щирецькою селищною радою розвитком територіальної громади. Методи дослідження: методи системного підходу, синтезу, аналізу, опитування, порівняння. У роботі проведене дослідження управління розвитком територіальної громади на прикладі Щирецької селищної ради, а також розроблено пропозиції щодо його покращення. Запропоновано заходи із розширення використання інформаційно-комунікаційних технологій у діяльності Щирецької селищної ради, внесено пропозиції щодо удосконалення організаційної структури даної селищної ради як інструменту розвитку громади, а також щодо активізації процесів залучення молоді до управління розвитком громади. Запропоновані заходи можуть бути впроваджені у діяльності Щирецької селищної ради.
Вступ. Abstract:
As the UK energy sector moves to a greater contribution from low-carbon and renewable sources it faces significant challenges in delivering affordability, security of supply and sustainability. Although hydropower in Scotland emerged on a large scale in the mid-20th century against an influential, changing wider context of energy policy, environmental regulation and debate, it is now subject to an evolving renewables agenda. This further shapes the national and scheme level characteristics of hydropower and in turn outcomes for the water environment. Contingent upon these considerations, hydropower regulation must now deliver on EU obligations to protect and improve the ecological status of water bodies, whilst also supporting domestic efforts to meet high profile binding renewable energy targets. Yet, despite an acknowledged potential for energy policy to constrain the delivery of water policy objectives, there is little policy harmonisation between disciplines. As Scotland orientates itself as a leader in Europe on climate change, transitioning to increasing amounts of renewable generation across a handful of technologies, there is a gap in knowledge about how specific renewable policies and trends can influence hydropower sustainability outcomes and regulatory challenges. This thesis therefore contributes an innovative and timely critical examination of the effect a changing wider renewable energy and policy context has on hydropower sustainability in Scotland, at a scheme and national level. This research uses an interdisciplinary, temporal analysis to identify linkages and create dialogue between disciplines and scales, informing the pursuit of sustainable renewable energy through policy and regulation in a changing world. It finds firstly, that the changing national generation mix towards an increased contribution from renewable sources, including potentially intermittent technologies such as wind power, has contributed to an alteration in the operational characteristics and reservoir variability profile of Cruachan pumped-storage scheme, presenting positive outcomes for reservoir littoral habitats. Secondly, it finds that whilst not operating in isolation, renewable energy incentive policies, through their eligibility criteria, financial reward frameworks and timing, influence hydropower characteristics and sustainability challenges, providing trade-offs but also synergies for hydropower regulation. Finally, it finds that there is a degree of divergence in hydropower outcomes and challenges in Scotland and Norway, due to the characteristics and especially interaction of wider contextual elements such as topography, profile of precipitation input, national energy needs and the role of regional and municipal government. By highlighting these linkages, this thesis is of value to energy policy and environmental regulation in Scotland and across the EU, and is seen as a first step in addressing these uncertainties and supporting a more integrated and sustainable hydropower and renewables governance framework.

NGOs gelten als wichtige Akteure, um die Belange der Zivilgesellschaft auch auf internationaler Ebene zu repräsentieren. Die UNESCO hat ihr Potenzial bereits frühzeitig erkannt und bietet ihren Partner-NGOs verschiedene Wege der Einflussnahme. Mit der neuen NGO-Richtlinie von 2011 haben neben internationalen NGOs auch lokale und regionale nichtstaatliche Organisationen die Möglichkeit, einen Konsultativ- oder Assoziativstatus mit der UNESCO einzugehen und dementsprechend ihre Interessen in den verschiedensten Organen der UNESCO einzubringen. Jedoch wird die Zusammenarbeit im Rahmen der UNESCO durch bestimmte Faktoren, wie der Finanzlage der UNESCO, eingeschränkt. Insbesondere im Arbeitsalltag der UNESCO zeigt sich, dass NGOs ihre zugesprochenen Einflussmöglichkeiten aufgrund der starken Rolle der Mitgliedstaaten nicht immer einlösen können. Die Bildungsinitiative Education for All verdeutlicht die herausragende Arbeit von NGOs, um internationale Zielvorgaben zu erreichen, sowie die unterstützende Rolle der UNESCO. Allerdings begründet sich der starke Einfluss der NGOs vor allem auf deren Eigeninitiative. Aufgrund ihrer begrenzten Ressourcen ist die UNESCO abhängig von ihren nichtstaatlichen Partnern. Nur wenn die UNESCO weiterhin auf eine verstärkte NGO-Partnerschaft setzt, können UNESCO-Programme auch langfristig erfolgreich umgesetzt werden. Die Avantgarde-Stellung der UNESCO bezüglich der NGO-Zusammenarbeit ist kein Selbstzweck, sondern sichert die Zukunft der UNESCO.

Диссертационная работа посвящена комплексному исследованию административно-правового обеспечения взаимодействия власти и бизнеса в Украине и путей его совершенствования с учетом отечественной практики и зарубежного опыта. Особое внимание уделяется исследованию сущности взаимодействия власти и бизнеса в государстве как процесса взаимного влияния субъектов друг на друга, что проявляется в урегулированном законом сотрудничестве, которое осуществляется путем достижения общих мероприятий, нацеленных на решение конкретных вопросов и принятия соответствующих решений. Доказано, что целями взаимодействия власти и бизнеса являются: 1) быстрая реализация важнейших проектов и ускорение развития регионов; 2) получение прибыли; 3) достижение положительных экономических и социальных результатов как для власти, так и для бизнеса; 4) удовлетворение общественных потребностей; 5) создание дополнительных рабочих мест; 6) повышение уровня экономических и социальных условий; 7) развитие бизнеса; 8) создание условий для повышения конкурентоспособности государственного и частного секторов экономики. Сформировано представление о задачах и принципах взаимодействия между властью и бизнесом, проведена их классификация. Выяснено, что принципы взаимодействия власти и бизнеса по их детализации и влиянию на общественные отношения классифицируются на общие социальные принципы, к которым относятся принципы равенства перед законом, согласование интересов. открытости и прозрачности, взаимной ответственности, и специально- юридические принципы, к которым относится соответствие потребностям общества, общественной, результативности и принципа учета опыта иностранных государств в процессе формирования взаимодействия власти и бизнеса. Исследована сущность и особенности бизнеса как объекта административно- правового регулирования. Охарактеризованы правовые основы взаимодействия власти и бизнеса в Украине и определено место среди них административно- правового регулирования. Определено, что система субъектов взаимодействия между властью и бизнесом в Украине составляют: 1) государственные органы, к полномочиям которых отнесено решение вопросов, связанных с возникновением, развитием и прекращением правоотношений в сфере взаимодействия с частными учреждениями; 2) хозяйственные организации; 3) граждане Украины, иностранцы и лица без гражданства, а также лица, которые осуществляют хозяйственную деятельность и зарегистрированные в соответствии с законом как предприниматели, а также исследованы особенности их административно- правового статуса. Сформировано представление об уровнях взаимодействия между властью и бизнесом в Украине. Исследованы направления взаимодействия между властью и бизнесом и определены их понятия как предусмотренные административно-правовыми нормами стратегические пути деятельности субъектов взаимодействия, направленные на достижение цели взаимодействия и быструю реализацию важнейших проектов и ускорения развития регионов, получения прибыли, достижения положительных экономических и социальных результатов как для власти, так и для бизнеса, удовлетворения общественных потребностей и уровня экономических и социальных условий, развитие бизнеса, создание условий для повышения конкурентоспособности государственного и частного секторов экономики. Определено, что административно-правовой формой взаимодействия между властью и бизнесом является внешнее выражение содержания действий, которые совершаются в пределах компетенции уполномоченными субъектами органов государственной власти в сфере взаимодействия и частного сектора, и направлены на обеспечение их эффективной совместной работы с целью непосредственного воплощения, реализации и внедрения действенного механизма взаимодействия в конкретных общественных отношениях. Исследованы методы взаимодействия между властью и бизнесом и определено, что основными методами взаимодействия являются методы планирования, прогнозирования, контроля, информационного обеспечения и экономические методы. Обосновано значение использования в Украине зарубежного опыта и на примере положительного опыта США, Великобритании, Польши и Германии, выделены основные возможности его использования в Украине в исследуемые проблематике. Определено, что основными направлениями совершенствования административного законодательства, регулирующего взаимодействие власти и бизнес является: 1) внесение изменений в действующее законодательство, а также имплементация международного законодательства, с целью его унификации и понимание участниками взаимодействия; 2) введение унифицированных форм взаимодействия власти и частного сектора; 3) введение единого электронного реестра договоров, заключаемых при взаимодействии власти и бизнеса; 4) установление четкого распределения компетанционных функций между субъектами взаимодействия; 5) введение единой системы ответственности и разрешения споров, возникающих в сфере взаимодействия власти и бизнеса. Обоснованы и исследованы основные пути совершенствования организационных основ взаимодействия между властью и бизнесом в Украине.

The author has formed the idea about the levels of the interaction between government and business in Ukraine. The directions of the interaction between government and business in Ukraine have been revealed. Administrative and legal forms and methods of the interaction between government and business in Ukraine have been systematized. Perspective directions of using international experience of the interaction between government and business in Ukraine have been outlined. The author has formed the areas for improving administrative legislation, which regulates the interaction between government and business. Abstract:
This Master Thesis is the research done in the country of Rwanda. The project leads to study the climate of this country in order to establish whether this climate could be used to produce energy from air and to implement the first wind turbine for serving the nation.   After an introduction about the historical background of wind power, the thesis work deals with assessment of wind energy potential of Rwanda in focusing of the most suitable place for wind power plants. The best location with annual mean wind speed, the rate of use of turbine with hub height for an annual production per year, the mean wind speeds for 6 sites of Rwanda based on ECMWF for climatic data for one year at relief of altitude of 100m and coordinates are reported too.   The result of energy produced and calculations were done based on power hitting wind turbine generator in order to calculate Kinetic energy and power available at the best location to the measurement over the period of 12 months, that could be hoped for long term.   With help of logarithmic law, where wind speed usually increases with increasing in elevation and the desired wind speeds at all 6 sites were used. The annual energy production was taken into account at the best site with desired wind speed at the initial cost of turbine as well as the cost of energy (COE).However, with comparison of the tariff of EWSA, the price of Wind designed in this Research per kWh is cheaper and suitable for people of Rwanda.

Abstract The conception of government programs to be transferred in public services is the common key processes among the hierarchal government of Taiwan. This research chooses Kaohsiung City Government as the case study. By using the method of processes modeling IDEF0 (Function Modeling) of IDEF Integrated Definition for Function Modeling of manufacturing industry, the paper analyses the hierarchal structure of the case. By adopting the concept of functional process of IDEF3 (Process Description Capture), it describes the structures of various hierarchies and processes.By using business process concepts of organization view, function view and control view of ARIS (Architecture of Integrated Information System) ,the paper describes the process components. The research’s structured concept by method of processes modeling IDEF and ARIS, as well as the expression in chart and diagram language to reveal the difficult points of problems, integrate every communication views of cross professionals. Having made deep interviews with the critical persons of every case processes, the paper come to understand the problems while practicing the integrated processes of “medium and long-term programs” , “annual preliminary programs ” ,“annual administrative outlines and programs” , “annual budget” , “annual implement and evaluation of programs” , “performance assessment,” etc. Referring to the e-government and network government of United States and Singapore, adopting their actions and strategic concepts, meeting the environmental context and the new competition standards --- “time” and “knowledge”, the case of Kaohsiung City Government can be transferred its weaked structure to competitive superiorities. This research investigates the space and direction for local governments of key process reengineering ,and be transferred in related factors and structural functions of process reengineering. Abstract The structure of eight ministries & two commissions in the Executive Yuan of the Republic of China was established in 1949, and it has never been rectified since then but, contrarily, a good number of expedient institutes have been built in it. Such laxity of bureaucracy has led to misunderstanding of their titles, overlapping of their tasks, and creating passive response to the change of socioeconomic status. Consequently, our government has undertaken the organizational restructuring program. “Central Government Organization Basic Law” was undertaken on June 23, 2004 of which total number of ministries and commisions of the Executive Yuan was confined to 13 and 4 respectively. The rectification of “Executive Yuan Oraganization Law” was proposed in the meeting of the Executive Yuan on September 15, 2004 of which the present 36 ministries and commissions would be reduced to 13 minstries and 4 commissions. According to the proposal, the veterans affairs commission and the ministry of defense will be combined as the ministry of defense and veterans, which is rather against the hope of the veterans affairs commission to become the ministry of veterans affairs. Both the ministry of defense and the opposition parties disapproved that proposal. Our aim here is to study the direction and positioning of veterans’ medical and health-care system under the government restructuring process. After review of the literature, most of the governments in the world were devoted to the reconstruction of their countries with expansion of the organinzation and functions of the governments after second wolrd war. Efficiency of the governments, however, declined as the government expanded. Therefore, “Reinventing Government” is being undertaken throughout the world. Taiwan, as a member of the global village, is going to reform its government organization to elevate its competence under the introduction of enteriprising management. The topic of this research is a complex reform of the government and the subject is the huge veterans’ medical and health-care system. Due to lack of theoretic base and difficulty in defining the variables, this study adopts qualitative methods along with literature survey and in-depth interviewing. By evidence-based research from in-depth interviewing, it shows the combining of the ministry of defense and veterans affairs commision may cause problems, such as difficulty in bringing cooperation between the two systems, disharmony of the staff, and distribution of the budget. The four principles of government reform are correct, yet closure of the public hospitals is inappropriate and will make the government employees feel confused due to uncertainty of direction and details of reorganization. Upgrading of veterans affairs commission to the ministry of veterans affairs is appropriate as the staff feel safe and stable and the management of the organization is convenient. At the same time, this reform demonstrates that the government pays attention and respect to the veterans. Deregulation, decentralization, and outsourcing are not suitable for the veterans affairs system and public hospitals, yet corporatization by districts may be considered. Integration of veterans general hospitals, regional veterans hospitals and the veterans hospices will be helpful to the veterans and serve the community as well. Government restructuring is a huge engineering, therefore, the administration of the affairs of personnel, accounting, audit, and control should be taken into considerations and well planned; and the possible worst situation sould be singled out and prevented.

Along with the advocacy begun from primary Meiji time of going aboard with great ambition considered to be solution of population boom and farm village poverty in Japan native land, colonization, precisely, cultivating for Japanese immigrants in Taiwan had weighed during Japan governance so that Taiwan Governor’s Office (Taiwan Sotokufu) had maintained constituting colonial and ruling policies to achieve it. Such a colonial processing represents parts of Taiwan economic transformation conditioned by original nature and previous society. Taiwan Sotokufu in resonance with trendy economy and polity of native nation determined policies, on the other hand, different subtypes of colonial cultivation emerged from practical competition and corporation between capital structuring and labor serving. As a purpose to study the complicated phenomena overall, it is necessary to comb out the transiting access and order of information, intelligence, capital and techniques (labor service) between the official/civilian and the polity/economy. Land investing of colonial companies in 1900~1927 bricked with those elements above described is targeted and we could profile the colonial experience by observing the interaction of practical land funding and official policy planning Land reclamation considered as achievement of Taiwan Sotokufu governance developed by progressive phases with trends of polity and economy of Taiwan island inside and outside, planned land allocation had not necessarily corresponded to navigation of practical labor and capital, for that, it is needed to discourse the divergence by two time buoys, 1900 and 1927, which stratify developing phases of land reclamation in primary period of Taiwan Sotokufu governance. At 1900, the first sugar manufacturing company was established that means capitalists turned their attention to colony market and capital was eventually accommodated to policies, Taiwan Sotokufu related to capitalists from native nation in ambivalent way, they were competitive and cooperative. It implies that the economy of Taiwan as a colony became a part of Japan capitalistic reproduction. Situation changed to be different at 1927, lots of local and industrial banks bankrupted at Japan economic crisis time, consequently, lots of Taiwan colonial companies funded by native land banks were influenced. It constructs stratification and its meanings of primary Taiwan reclamation history by context of the two specific times. In the process of stratifying, Taiwan Sotokufu with the right to entitle government land to be private intervened land merchandise market, by that, it attempted to reform Taiwan society and economy under the spatiotemporal changing.

Abstract:
This thesis examines the legal relationship between police and government in Australia to ascertain the extent to which the statutory forms and the understanding of those forms allow Australian police forces to be subject to direct or indirect government direction. The thesis also proposes areas of law reform to establish a constitutionally and legally coherent relationship. The methodology for the thesis is doctrinal and documentary. It involves examination of the statutory, parliamentary, judicial and historical record in Australia and comparable jurisdictions (predominantly United Kingdom and Canada) to ascertain the elements of the different models, the reason for their enactment and how they have been applied and understood. The thesis finds that there are three different statutory approaches used in Australia: the No, Broad and Limited Direction Models. However, the understanding of those models and the development of the Limited Direction Model, has been confused by a supposed doctrine of police independence developed during the 20th century based on flawed legal and historical considerations. Those flawed considerations include: • Selective use of the historical record; • Ignoring expressions of parliamentary intention when interpreting legislation; • Misapplication of judicial authorities; • Inflating the significance of the office of constable; • Misunderstanding and misapplying the doctrine of separation of powers; • Applying a flawed ‘mythology’ regarding Sir Robert Peel and his intentions; and • Minimising the constitutional significance of the doctrine of ministerial responsibility. This flawed view, combined with an erroneous understanding constitutional conventions, have led to a widely held but confused understanding of the police government relationship in Australia that police are, or should be independent of government in relation to ‘operational’ matters, but with no settled view as to the meaning of that term. This is further confused by another widely held view that policy decisions are the preserve of government, even though policy and operations are related and not contradictory concepts. The thesis has also identified a further area of confusion in the relationship, being significant legislative reductions to the security of tenure of Police Commissioners. All State police Commissioners are now employed for 5 year terms and most have little or no protection from arbitrary termination of appointment. This provide a means for indirect influence in a non transparent manner over Police Commissioners. Given this confused relationship the thesis proposes elements as a basis for the development of a coherent constitutional relationship. Those elements are: • Basing the relationship on the doctrine of ministerial responsibility with government empowered to direct police on all or the majority of policing matters. The only exclusions would be matters which can be demonstrated as inappropriate for government to direct. This element is consistent with government’s responsibility for policing and recognises that the effectiveness of police, as with other statutory bodies, can require certain well defined areas of independence. • Requiring the government direction power to be exercised transparently; which will ensure that governments are subject to scrutiny for exercises of that power. • Increasing the security of tenure for Police Commissioners, so as to reduce indirect government influence over police.

Research Of Law Respondsibility Of General Director Of Local Government Abstract Public trust is the most precious asset for a government. In the process of making and implementing policy, the government also conducts authoritative allocation of social values. During the past half century, Taiwan has become a breeding ground for corrupted office-holders. Those who were elected to office, especially those with a gangster background, abused power sanctioned by law and violated the expectation and trust of the people. They formed nested interests with some businesses by taking advantage of the loopholes in political, economic, and legal systems - and siphoned off enormous profits from society. On the other hand, erroneous policy has even worse consequences than corruption. Illegal measures or misadministration not only misplace the state’s financial resources but also undermine its authority. For one, misappropriation often causes unrecoverable damages. This thesis aims to discuss the legal responsibility of local magistrates who commit delinquency in the context of civil servant’s responsibility in terms of administrative, criminal, financial aspects. This study also conducts an empirical study to explore ways to hold magistrates responsible for their delinquency. This study is divided into five sections. The introduction includes the purpose, research method, literature review, ranges and structure of the thesis. Chapter two discusses issues regarding the responsibility of local magistrates, the records of reprimand over the years, Chapter three discusses about the responsibility for criminal offenses(with a focus on corruption and embezzlement). Chapter four discusses the ways in which magistrates can be held personal financially responsible in accordance with laws prescribing the responsibility of civil servants, apart from the State Compensation Law and regulations concerning auditing. In addition, is an introduction of how other countries deal with this problem. Chapter five summarizes the research in order to offer materialized proposition and suggestions of amendments to the existing law.

The City of Johannesburg has produced five iterations of its City Development Strategy over the last 17 years with the latest CDS Joburg 2040, launched in 2011. This dissertation argues that the City of Joburg’s leading role in negotiating for developmental local government paved the way for long term planning at the local government sphere. CDSs prior to Joburg 2040 were developed as technical documents prioritising the needs of the municipal institution over citizens. Formulating Joburg 2040 epitomised a combination of economic and political conflicts taking place in the city. Joburg 2040 attempted to break the path dependence of urban growth and development by re-envisioning the imperative of urban transformation. Thus, Joburg 2040 attempted to emphasise a political imperative of an incoming leadership that was willing to listen and engage with citizens by coproducing a long term vision for the City. As participation has being ineffective in facilitating active involvement of the citizenry, participatory processes have served the needs of the municipality rather than citizens. Joburg 2040 was a politically championed process of developing a CDS that attempted to change that status quo.

This study aims to explore the relationship between government ownership, juridical director shareholding ratio and tax avoidance in banking industry. The research data were acquired from Central Bank of the Republic of China. As of end of December 2015, there are 39 domestic banks. The research period was from 2012 to 2015 and there are total 136 samples after screening. The financial development and economic growth in Taiwan is two-way feedback effect. For those banks with higher ratio of government ownership and juridical director shareholding, they should comply with the government policies, and would have to give up some business opportunities with higher yields. Thus, this study investigates whether banks will conduct tax avoidance activity so as to keep good performance. The empirical results of this study are as followings: 1. When banks with higher ratio of juridical director shareholding, the effective tax rate is lower, i.e. both relationship showed a significant negative impact. In other words, banks with higher ratio of juridical director shareholding may increase the possibility of conducting tax avoidance activity. 2. The relationship between the government ownership and effective tax rate is positive impact, but not reach to significant level.

Environmental protection and energy conservation have become a main focus recently with green initiatives becoming another trade barrier for developed countries. The Waste Electrical and Electronic Equipment (WEEE) valid since August 2005 and the Restriction of Hazardous Substances (RoHS) coming July of 2006 will have great and lasting impact on Taiwan’s electronics industry. Products will be rejected from entering the European Union if they cannot meet the strict RoHS requirements or are not registered in local recycling organizations. In 2005, the export of electronic products from Taiwan to the European Union was close to NT$202.5 billion, making it worthwhile to comply with any environmental protection regulations. Both own brand and OEM/ODM companies need to be able to provide green products that meet any new European Union rules or directives. Green standards should start from the design stage - from material selection, structural design, manufacturing, package, transportation to user, to final disposal. Every process needs to be considered using Life Cycle Thinking to achieve true environmental protection. In addition, the government has to allocate resources to build industry standards and integrate industries, academia, certification organizations, and the gathering of directives in order to simultaneously save on cost and enhance the efficiency to be more competitive. This study was based on information gathered from interviews with product manufacturers and treatment companies to understand green products, as well as the operation and management of a green supply chain and existing regulations and recycling operations in Taiwan. Through the analysis and discussion in this study, we hope to help companies and suppliers involved in the following respects: 1.To understand the background, contents, and trend of WEEE/RoHS in the European Union. 2.To evaluate countermeasures by related industrial companies and the government. 3.To give advise for both the industry and the government in environment protection issues.

O presente estudo que titulamos "Plano Director Geral Metropolitano de Luanda: o agendamento" pretende responder como questão, o surgimento na agenda do Governo Provincial de Luanda, em Angola, da necessidade da elaboração dum Plano Director Metropolitano. Para responder a questão de partida, definimos os seguintes objectivos: Geral - Analisar o agendamento do Plano Director Geral Metropolitano de Luanda. E Específicos: Identificar os actores determinantes na elaboração do plano em estudo; Relatar os elementos imprescindíveis no que tange aos problemas, alternativas disponíveis e conjunturas políticas que fomentaram a elaboração do Plano Director Geral Metropolitano de Luanda; Narrar os procedimentos políticos indispensáveis para o agendamento da medida de política. Para a presente pesquisa utilizamos essencialmente a pesquisa qualitativa, com destaque para pesquisa bibliográfica e documental. Como conclusão e, tendo como pano de fundo o modelo analítico de John Kingdon confirmou-se que, os problemas são fruto de um processo de construção social e percebeuse que os factos descritos nos três fluxos foram determinantes para que o Plano Director Geral Metropolitano de Luanda fosse agendado e consequentemente transformado numa política pública por todas as partes interessadas, nomeadamente decisores políticos, sociedades civil, empresas privadas, líderes comunitários e religiosos. Os contextos político, económico e social foram favoráveis para a elaboração e divulgação do Plano Director Geral Metropolitano de Luanda. Das propostas existentes vingou a mais viável, quer do ponto de vista técnico, quer do ponto de vista orçamental; Todos os envolvidos reconhecem que a materialização do referido plano director poderá tornar Luanda, mais bonita, habitável e cidade internacional.
The present study is called the "Metropolitan General Directorate of Luanda: the schedule" intends to respond, in fact, to the emergence on the schedule of the Provincial Government of Luanda, in Angola, of the need to prepare a Metropolitan Master Plan. To answer the starting question, we define the following objectives: general - Analyse the calendar of the Metropolitan General Director Plan of Luanda and specifically: identify the main actors in the preparation of the study plan; To report the essential elements on the problems, available alternatives and political conjunctures that fomented the elaboration of the Metropolitan General Director Plan of Luanda: to narrate the indispensable political procedures to program the political measure. For the present research, we mainly use qualitative research, with emphasis on bibliographical and documentary research. As a conclusion, and against the background of the analytical model of John’s Kingdom, it was confirmed that the problems are the result of a social construction process and it was realized that the facts described in the three flows were decisive for the Metropolitan General Master Plan. Luanda to be scheduled and consequently transformed into a public policy by all stakeholders, including political decision-makers, civil society, private companies, community and religious leaders. The political, economic and social contexts were favourable to the preparation and dissemination of the Metropolitan General Directorate of Luanda. Of the existing proposals, it has increased the most viable, from both a technical and budgetary point of view; All those involved recognize that the materialization of said master plan could make Luanda, a more beautiful, liveable and international city.

This study has been conducted through questionnaires to discuss the job stress causes and coping strategies for the directing staffs at the research and evaluation position in county and city governments. With the Delphi Technique, this research expects to reveal the hidden mood of the target group. The results show that the major pressure causes of the target groups come from professional workload stress, professional knowledge stress, organization culture and environment stress, self-development stress, and communication and coordination stress, in total of five dimensions with 17 elements. For coping with these stress causes, this research finds that the solution can be constructed as rational analysis, problem solution, support seeking, emotion adjustment, and postpone handling, in five major dimensions with 25 different coping measures.

Abstract:
This research identifies the professional development needs of fifty District Directors employed by the Bangkok Metropolitan Administration, Bangkok, Thailand, in order to produce an operational strategy for a learning organisation and an improvement in work quality. The population sample consists of the Permanent Secretary, two Deputy Permanent Secretaries, and all fifty District Directors of the Bangkok Metropolitan Administration. The research involves a Proactive Evaluation, in which a needs assessment of a group of fifty District Directors is undertaken. A mixed methods approach, using both quantitative and qualitative methodologies, is applied. The quantitative research component applies a three-round Delphi survey of the fifty District Directors. The Delphi survey identified seven areas from the sixteen originally submitted; as well, a set of five professional development strategies is identified. The seven elements needed to improve their skills and competencies were: leading an organisation; administering responsibilities rapidly and transparently in order to provide effective service; being mature; establishing good human relationships; collaborating effectively with people and their organizations; providing moral leadership that is concerned with equity and equality; understanding people in order to satisfy their needs. The five professional development strategies required to promote these needs were: improving skills and competencies; successful training; overcoming problems with training; the duration of training programs; selecting suitable training venues. Finally, in order to draw these various elements together, a professional development training policy designed to benefit present and future District Directors of the BMA is developed.

The theme of the completed diploma thesis is A Marketing Strategy for Protected Work Places of NGOs in South Bohemia. In the theoretical part I focus on the definition and meaning of marketing, stategic management, the marketing process, the marketing environment, the buying behavior of consumers, marketing research. In the next section I describe the legislative basis for protected work places and I name protected work places of NGOs in South Bohemia. Then I describe the employment of people with disabilities, and I attempt to define the concept of a non-profit organization. For completion purposes, I briefly define the term South Bohemia. In the practical part I deal with the results of the research and draft a proposal for marketing strategies for the sale of products from protected work places. The practical part relates to the main goals of the diploma thesis. The first goal of the work was to map out a marketing strategy for protected work places of NGOs in South Bohemia. The second goal was to map out the opinions of the wider public in relation to the purchase of products from protected work places. The first stated hypothesis was: Protected work places of NGOs in South Bohemia do not optimally use the tools of the marketing mix to sell their products. The second stated hypothesis was: A marketing strategy has an effect on the sale of products in protected work places of NGOs in South Bohemia. I chose quantitative research with subsequent statistical data processing. The data was collected through standardized interview techniques and surveys. In both cases, the improbability of sampling techniques was used. The basic collection in terms of quantitative research was the management of protected work places of NGOs in South Bohemia and the wider public. Through standardized telephone interviews, the chosen collection of required data for the research was acquired. Due to the chosen technology. The survey, which in its form came close to being a questionnaire, was used in this thesis as an additional source of information, and was also used to acquire the primary data from the chosen sample. The sample was chosen at random. There were 94 total respondents. Through the research results which are related to the first goal, we can say that the explanatory function of the first hypothesis was not confirmed. In fact, protected work places of NGOs in South Bohemia use optimal tools of the marketing mix for the sale of their products. From the research results which are related to the second goal, we can say that the explanatory function of the second hypothesis was confirmed. With certainty we can say that a marketing strategy has an effect on the sale of products of protected work places of NGOs in South Bohemia.From the research results of controlled interviews with management of protected work places, it is evident that in addition to the long-term interests of the organization, protected work places are beginning to be interested in the desires and needs of their customers. They prefer segmented marketing, they monitor their competitors and concern themselves with competitive advantage. On the other hand, they do not engage in comprehensive marketing research and they do not create strategic marketing plans. In terms of the marketing mix, it was discovered that the quality of the products is important to those surveyed. In the communication mix, organizations mainly work with tools which can be used with lower costs.The research results of the wider public showed that the majority of respondents are aware of protected work places, but they consider their products to be unavailable. The main reason for the purchase of products from protected work places is to provide financial assistance. While respondents expect quality and attractively designed products for which they are willing to pay a higher price, the decisive incentive for the purchase may be lower-price products.

Abstract:
This Master Thesis is the research done in the country of Rwanda. The project leads to study the climate of this country in order to establish whether this climate could be used to produce energy from air and to implement the first wind turbine for serving the nation.   After an introduction about the historical background of wind power, the thesis work deals with assessment of wind energy potential of Rwanda in focusing of the most suitable place for wind power plants. The best location with annual mean wind speed, the rate of use of turbine with hub height for an annual production per year, the mean wind speeds for 6 sites of Rwanda based on ECMWF for climatic data for one year at relief of altitude of 100m and coordinates are reported too.   The result of energy produced and calculations were done based on power hitting wind turbine generator in order to calculate Kinetic energy and power available at the best location to the measurement over the period of 12 months, that could be hoped for long term.   With help of logarithmic law, where wind speed usually increases with increasing in elevation and the desired wind speeds at all 6 sites were used. The annual energy production was taken into account at the best site with desired wind speed at the initial cost of turbine as well as the cost of energy (COE).However, with comparison of the tariff of EWSA, the price of Wind designed in this Research per kWh is cheaper and suitable for people of Rwanda.

Rwanda has considerable opportunities development energy from hydro sources, methane gas, solar and peat deposits. Most of these energy sources have not been fully exploited, such as solar, wind and geothermal. As such wood is still being the major source of energy for 94 per cent of the population and imported petroleum products consume more than 40 per cent of foreign exchange. Energy is a key component of the Rwandan economy. It is thus recognized that the current inadequate and expensive energy supply constitutes a limiting factor to sustainable development. Rwanda’s Vision 2020 emphasizes the need for economic growth, private investment and economic transformation supported by a reliable and affordable energy supply as a key factor for the development process. To achieve this transformation, the country will need to increase energy production and diversify into alternative energy sources. Rwandan nations don’t have small-scale solar, wind, and geothermal devices in operation providing energy to urban and rural areas. These types of energy production are especially useful in remote locations because of the excessive cost of transporting electricity from large-scale power plants. The application of renewable energy technology has the potential to alleviate many of the problems that face the people of Rwanda every day, especially if done so in a sustainable manner that prioritizes human rights.
