Government IT mega-projects often end in costly failure, despite attempts to identify those Critical Success Factors (CSFs) that lead to project success. This raises questions about whether these CSFs are understood, applied and, if so, whether they are having an impact on the management and subsequent performance of government IT mega-projects. The literature review compared CSFs from the generic and IT project management literature to find that they are broadly similar. Abstract:
Syfte - Syftet med denna forskning är att främja förståelsen av hur slutanvändarbehov beaktas vid utformningen och genomförandet av offentliga e-tjänster. Metod - Forskningen genomfördes med en fallstudieapproach på Skatteverket, där fyra olika utvecklingsprojekt för e-tjänster undersöktes. Data samlades huvudsakligen in genom semistrukturerade intervjuer men även genom interna dokument och observationer. Resultat - Det används ingen enskild utvecklingsmetodik för att utveckla e-tjänster. Istället används flera olika metoder som i varierande omfattning lånar från Scrum eller andra agila metode

Empirical studies that reviewed e-government status in developing countries found that e-government research scholars preferred to ask, ‘What is happening?’ rather than ‘Why is it happening?’. This showed little use of theory when it came to e-government study. Although high failure rates can happen anywhere, e-government research seemingly forgets to raise the question of why. To fill this gap, actor-network theory (ANT) was employed by this thesis as an analytical lens to investigate the failure case study of the Smart ID Card project, which was expected to revolutionise Thai public services
