Full textNosso estudo é com base na recolha de dados relevantes das economias do G20 com a inclusão da Grécia, Portugal, Espanha e Nigéria. Os dados coletados são variados em um período de 35 anos (1980 - 2015) e a metodologia empregada é a Técnica de Regressão Linear na qual três modelos foram estimado, nomeadamente: modelos OLS agrupados, efeitos aleatórios (RE) e efeito fixo (FE). O FE modelo que é nosso modelo preferido e ótimo mostra que a coorte da população em idade de trabalhar - que se diz serem produtivas, têm uma associação depreciadora ao RER doméstico. No entanto, a relação da antiga coorte dependente parece ser ambígua, pois mostra que temos um efeito depreciador sobre o RER doméstico no modelo de referência, tendo uma apreciação efeito sobre o RER doméstico após executar um modelo de forma reduzida - um modelo baseado em dados demográficos variável e termos de troca. Isso só foi interpretado como sendo que nosso modelo não é muito robusto para mostram consistentemente a associação entre a coorte do envelhecimento e o RER de uma economia.
Our study is based on the collection of relevant data from the G20 economies with the inclusion of Greece, Portugal, Spain and Nigeria. The data collected is ranged over a period of 35 years (1980 - 2015) and the methodology employed is the Linear Regression Technique in which three models were estimated, namely: Pooled OLS, Random Effect (RE), and Fixed Effect (FE) models. The FE model which is our preferred and optimal model shows that the working age population cohort - which are said to be productive have a depreciating association to the domestic country RER. However, the relation of the old dependant cohort seems to be ambiguous as it shows us to have a depreciating effect on the domestic RER in the benchmark model while having an appreciating effect on the domestic RER after running a reduced form model - a model based on demographic variable and terms of trade. This was only interpreted to be that our model is not very robust to consistently show the association between the ageing cohort and the RER of an economy.

The wave of the fourth industrial revolution leads us to an intelligent information society by spreading intelligent information technology (Al, IoT, Cloud, Big Data, etc.) to almost every aspect of our lives, such as industry, economy, culture, society, etc. As the fourth industrial revolution accelerates, it is crucial to establish an innovative strategy for Government that utilizes these technologies. Notably, to keep up with the changes in the intelligent information society, it is necessary to make a significant transformation of the current E-Government operation or E-Government service delivery. Therefore, this thesis focuses on the transformation to an intelligent E-Government, a new concept of E-Government that has absorbed intelligent information technology. Specifically, this thesis: 1) Analyzes the current E-government system using the ARIES framework and several other techniques, and examining the necessity of the transformation to an intelligent E-Government system. 2) Explores a successful transformation strategy to an intelligent E-Government from the organizational and political perspectives, and finally, 3) Proposes recommendations for how to implement an intelligent E-Government from a technical point of view. The expectations of citizens for government services are multiplying. Also, the emergence of the intelligent information society, the appearance of various new technologies, and the limitations of the current E-Government system require an improvement of the existing E-Government system. The primary goal of this thesis is to investigate a concrete and feasible plan for how to successfully transform the E-Government system in line with the evolution of technology.

There is not much literature on the local government laws of Tanzania .Therefore, this research will contribute to the concept of decentralisation in Tanzania in particular and Africa in general.

Full textm-Government or mobile-Government is seen as part of e-Government and an additional channel for the delivery of public services and information to the citizen. This study critically examines and evaluates the extent to which the Provincial Government Western Cape has adopted m-Government and implemented related services. A survey conducted by Kirsten (2006) on the adoption and readiness of mobile technology by businesses in South Africa was used as the foundation of this study to determine the level of readiness in the Provincial Government Western Cape. Managers and technical staff within the Province’s information and communication technology component, the Centre for e-Innovation, were interviewed and asked to complete the survey. The study found that, although there is a relatively high degree of adoption with regard to various aspects of mobile and wireless technology, there are many obstacles and barriers that need to be overcome in order to achieve a higher level of m-Government maturity or readiness. The study makes various suggestions on how to overcome these barriers. The most important suggestion is to develop a holistic approach to the adoption of m-Government. Plans for adoption should be incremental to ensure that small victories that can be built on are achieved; the involvement of key stakeholders is also essential.

Full textThis study aims at determining the m-Readiness of a Province for m-Government from a context of its Provincial Government (PG), the underprivileged citizens of the region and the mobile fluency thereof. In answering the research question, i.e., “What is the extent of readiness of the government and that of the underprivileged citizens for introduction of m-Government within the region under study”, literature was reviewed and existing models synthesised, and from that, a conceptual model was presented which acted as a reference point. The research process used a quantitative method and utilised a stratified random sampling method in determining and adequately representing the populations under study, namely, underprivileged citizens and IT managers and specialists from the PG’s office. Descriptive statistics were adopted in analysing the collected data used in answering the research questions and findings presented. The findings show that the Province is m-Ready for m-Government services, from the studied contexts of the PG, underprivileged citizens and mobile fluency. The reference model, that is, the Provincial Mobile Readiness Measurement Model (PMRMM), was developed from a perspective of the Province under study, therefore, its theoretical generalizability to other Provinces has to be first studied before being implemented. Secondly, the study only looked at three segments of the government service delivery value chain, which are the Government-to-Citizen (G2C), Government-to-Employee (G2E) and Governmentto- Government (G2G). The contributions of the study are twofold, firstly as a practical decision-making guide regarding introduction of m-Government and secondly, it adds to the conceptual understanding of government readiness for introduction of government services via ICT mobile platforms.

Ao seguir os passos da iniciativa privada que investe em tecnologia da informação, e guiado pela teoria institucional, o governo também concentra esforços no desenvolvimento de políticas de comunicação, bem como no uso das novas tecnologias para aprimorar a gestão pública e facilitar o relacionamento com a sociedade. Através dos conceitos e aplicações da New Public Management a tecnologia da informação e comunicação revolucionou o relacionamento do governo com o cidadão, e permanece contribuindo para a qualidade e satisfação, ampliando de forma significativa a oferta e demanda de serviços totalmente eletrônicos. Especialistas em gestão pública elegeram o Governo Eletrônico como um instrumento de desenvolvimento da transparência, da oferta de informações, de melhores serviços e de redução de custos por meio da utilização da internet. Nesse sentido, o objetivo da presente pesquisa buscou aprimorar a transparência dos serviços prestados pela gestão pública através da relação governo e cidadão com o uso da tecnologia da informação e comunicação, identificando a importância do governo eletrônico onde a gestão pública possa proporcionar satisfação à população e buscar o aperfeiçoamento de suas práticas e rotinas através da internet. Para tanto, considerou-se que a gestão pública deve se estruturar para prestar serviços com qualidade à sociedade se adequando periodicamente às solicitações advindas da população. A metodologia para identificar a importância das tecnologias de informação e comunicação junto à Gestão Pública foi embasada a partir da revisão teórica e da realização de um estudo de caso, onde foram questionados munícipes e entrevistados gestores públicos da Prefeitura de Cachoeirinha-RS cuja proposta foi entender a comunicação e o relacionamento Governo Cidadão e ainda a absorção dessa relação, por parte da gestão, no aprimoramento da transparência na prestação de seus serviços. Com análise de conteúdo e cálculos estatísticos se avaliou a dimensão da importância e da satisfação na utilização da tecnologia da informação para o aprimoramento da transparência na prestação do serviço público através da relação G2C. Os resultados obtidos revelaram que a Prefeitura de Cachoeirinha-RS possui ações de gestão que se concentram prioritariamente na adequação da infraestrutura de rede, de operações internas, diretrizes tecnológicas, legislação e serviços ao cidadão. Também foi possível perceber que a usabilidade do portal se situa aquém da imagem veiculada e há despreparo do cidadão na comunicação com a prefeitura através da internet, e, esta utilização demanda da divulgação de conhecimentos e da otimização dos serviços públicos existentes, bem como maior participação da comunidade na integração de políticas governamentais. Concluiu-se que a relação entre governo e cidadão através da tecnologia da informação e comunicação apresenta pontos passíveis de aprimoramento na prestação dos serviços públicos transparentes.
By following private initiative steps that invests in information technology and led by institutional theory the government also concentrates efforts on communication policy development as well as the use of new technologies in order to improve public management and make the relationship with the society easier. Information and communication technology revolutionized the relationship between the government and citizen through the concepts and application of New Public Management. It keeps contributing to the quality and satisfaction by a meaningful and full enhancement of electronic service offer and demand. Experts in public management have elected the Electronic Government as a transparency development instrument, information offer, better services and cost reduction by using the internet. In this regard, such study aims at improving the delivered services transparency by public management through the relation between government and citizen by using information and communication technology and identifying the importance of electronic government in which the public management is able to prompt satisfaction to the population and search for the enhancement of practices and routines through the internet. Therefore, it is taken for granted that the public management must be structured in order to deliver high quality services to society and periodically adapt to population requests. The methodology to identify the importance of information and communication technologies along with public management has been based on a theoretical review and a case study in which residents were enquired and Cachoeirinha City Hall public administrators were interviewed where the proposal was meant to understand the communication and the relationship Government-citizen as well as the absorption of such relationship by the management and service deliverance transparency enhancement. Through content analyzes and statistics calculus the size of importance and satisfaction of information technology use to service deliverance transparency enhancement have been assessed by using G2C relationship. The outcome reveals that Cachoeirinha City Hall-RS has management actions which are mainly concentrated on network infrastructure adequacy, internal operations, technology guidelines, legislation and citizen services. It was also possible to notice that the portal usability is below expectations of advertised picture and the citizen is not prepared to communicate with the city hall through the internet. This use requires knowledge promotion and the existing public services optimization as well as community participation to government policies integration. It has been concluded that the relationship between government and citizen through information and communication technology shows aspects to be improved regarding transparent public service deliverance.

Full textENGLISH ABSTRACT: Electronic government or e-Government has become a global phenomenon and is seen as a tool to strengthen the performance of government and public administration. An efficient and effective state administration is a necessary requirement for economic and social development. This study describes to what extent the e-Government policy of the PGWC compares with other e-Government policies internationally and in particular the Australian e-Government policy. South Africa as a young democracy can use the transformational power of the e- Government approach to the benefit of government, business and the citizens of the country if this approach is applied appropriately. e-Government offers the opportunity to improve public services and can even reduce the gap that exists between those who are computer literate and those who are not. E-Government in the PGWC is still in the beginning phases compared to e- Government in Australia, which has developed rapidly over the last decade. The PGWC can learn from the Australian e-Government development process, with Australians being regarded as one of the leading e-Government nations in the world, according to the United Nations Organisation. Even though the e-Government policy of the PGWC and the Australian e- Government policy use a comparatively similar approach within the demographic boundaries in which they exist, it was found that the socio-economic challenges of South Africa as a developing country, still have an enormous influence on the optimal application of the e-Government policy.
AFRIKAANSE OPSOMMING: Elektroniese regering of e-Regering het ‘n wêreldwye verskynsel geraak en kan gesien word as ‘n maatstaf vir die versterking van regeringsoptrede en publieke administrasie. ‘n Effektiewe en doeltreffende staatsadministrasie is ‘n noodsaaklike vereiste vir ekonomiese en sosiale ontwikkeling. Hierdie studie beskryf tot watter mate die e-Regeringsbeleid van die Wes-Kaapse Provinsiale Regering met ander internasionale e-Regeringsbeleide vergelyk, veral met betrekking tot die e- Regeringsbeleid van Australië. As ‘n jong demokrasie kan Suid-Afrika die transformerende invloed van die eregerings benadering tot die voordeel van die regering, besigheid en die burgers van die land gebruik indien hierdie benadering korrek toegepas word. e-Regering bied die geleentheid om publieke dienste te verbeter en kan selfs die bestaande gaping vernou tussen diegene wat rekenaargeletterd is en diegene wat nie rekenaargeletterd is nie. e-Regering in die Wes-Kaapse Provinsiale Regering is nog in ‘n betreklike vroeë stadium vergeleke met e-regering in Australië waar dit oor die laaste dekade snel ontwikkel het. Die Wes-Kaapse Provinsiale Regering kan vanuit die ontwikkelingsproses van die Australiese e-Regering leer, daar Australië deur die Verenigde Volkere-organisasie as een van die voorste e-Regeringnasies in die wêreld beskou word. Selfs al toon die beleide van die Wes-Kaapse Provinsiale Regering en die van Australië ‘n relatief eenderse benadering tot e-Regering binne die demografiese grense waarin hulle bestaan, is gevind dat die sosio-ekonomiese uitdagings van Suid-Afrika as ‘n ontwikkelingsland steeds ‘n enorme invloed op die optimale aanwending van e-Regering het.

Full textUnofficial fees are a common feature in Ugandan health facilities and exist in different forms. This study explores the forms of unofficial fees existing in Ugandan hospitals and compares findings from government and non-governmental hospitals in both rural and urban areas. It also investigates the reasons for or causes of such fees as well as the relationship between unofficial fees and other factors such as quality of care within the hospitals. The overall aim of the study is to analyze the magnitude and impact of unofficial fees on patients' expenditure and thereby make recommendations for improvement in efficiency and equity with regards to out-of-pocket funding. Both qualitative and quantitative interview methods are used to obtain data from service providers and patients in each hospital and a comparison of findings obtained using the two methods is made. The main findings from the study are that unofficial fees are rampant in government hospitals and can be classified into four categories; fees for commodities such as drugs; fees for access to services; fees for services such as laboratory, radiology and surgery and gratuity payments. The latter category is the commonest form reported in non- government hospitals while all the others are rare. Estimates of unofficial fees amount to a significant percentage of patients' expenditure, especially in the cases where surgery and radiology are required especially for rural-based patients. It's also found that most of the patients attending government hospitals pay at least one form of unofficial fees. Unofficial fees were found to be closely associated with poor quality of care in that the latter enhanced an informal economy, which resulted in the fees being charged/paid. The study shows that efficiency and equity (access to quality care and ability to pay) are negatively affected by the practice of collecting unofficial fees. Recommendations for policy makers to address the problem are made as well as suggestions for the best-suited methodology for analysing unofficial fees in the Ugandan context.

Full textThis case study explored the use of Labor Management Partnerships in the government sector through the Partnership to Achieve Comprehensive Equity (PACE), a partnership between Metro, a division of King County government and Amalgamated Transit Union, Local 587 (ATU). The study examined the partnership’s influence on organizational outcomes and the manner in which the partnership functioned and sustained itself, as well as the challenges and obstacles that threatened both the partnership and outcomes. Two key findings emerged from this study. First, partnerships are supported by flexible structures and practices that foster relationship-building through dialogue and co-learning. Second, partnerships must confront contextual challenges, such as changes in leadership and organizational resistance that threaten their viability. As this case study illustrates, it is the community’s ability to establish strong and dynamic relationships that ensures members are respected, empowered, and engaged in the partnership’s outcomes.

While accepting that there could be different answers to this condition, I analyze three approaches to the subject by Tannajo, Nielsen and Held and argue that shared sovereignty within a world federation defined by a democratic global constitution is a necessary condtion to call a world order a democratic one.

In the United States, there is a widening gap between a citizen's ability to monitor his or her government and the government's ability to monitor a citizen. Average citizens have limited access to important government records, while available information is often illegible. Meanwhile, the government's eagerness and means to oversee a citizen's personal activity is rapidly increasing. As the government broadens internal surveillance, and collaborates with private institutions to access data on the public, it is crucial that we maintain a symmetry of accountability. If we believe the United States should be a government "of the people, by the people, and for the people" it is of central importance to provide citizens with the power to oversee their government. At least as much effort should be spent building tools to facilitate citizens supervising their government as tools to help the government monitor individuals. In this thesis, I discuss the motivations, design, and implementation of Government Information Awareness, a citizen run database on our government. Fundamentally, this system relies on an organizational structure that accepts information from an anonymous population, stores it, and represents it with enough context to maintain legibility. My work in this thesis is offering a framework for a system that could help citizens pool their collective knowledge, and through this process, create a more informed public capable of self-rule.

Despite significant technological advances and increasing investment in e-Government services, user acceptance is still a critical issue and must be understood. This study is to find determinants of user acceptance towards government-to-government e-Government services based on the test of decomposed theory of planned behavior. Through the assistance of governmental staffs who are users of the electronic document system in Taiwan, we used systematic sampling method to collect 186 usable data. The proposed model was strongly supported at all points of measurement and explained up to 66% of the variance in behavioral intention. The important determinants of user acceptance of the electronic document system are perceived usefulness, ease of use, compatibility, training, external influence, interpersonal influence, self-efficacy, and facilitating condition. Finally, important academic and practical implications of these findings are also discussed.

Full textThe essence of e-government is to link government activities with the advanced technology that the world is having today. This technology has already shown a remarkable job in bringing efficiency in private sector through e-business, e-banking, e-procurement etc.It is, therefore, recommended by this study that government and its agencies could utilize e-government initiatives to bring service delivery closer to citizens. By so doing government officials and citizens would become much closer and perform their duties well and efficiently.The experience from various countries shows that there are various Information and Communication Technology (ICT) and e-government initiatives even in poor countries. In rural areas of Tanzania where electricity has never been thought to reach where illiteracy rates are increasing and where poverty is high, people are using mobile phones for their activities. This is possible as the prices of mobile phones are low and networks are available in such rural part of the country. Tanzania enacted ICT policy in 2003 which, among other things, emphasizes the need to have success in e-government services. Experience on ground, though, reveals that this policy is often not implemented. What seems in the implementation of ICT policy in Tanzania difficult is the lack of political will and the will to agree to change.On the other hand, Tanzanian citizens have been for a long time ready for change. A good example may be advent of the mobile phone industry in the country. Many respondents in this research expressed the need to adopt ICT to advance ordinary people.These respondents recommended that government officials accept change with regard to ICT, to introduce developmental plans and be innovative and creative enough in establishing service delivery programmes. As borne out by this study, ICT can also be used to link the private sector, public sector and service delivery to citizens.Still though, poor countries, apart from having many priorities to contend with, have to acknowledge that the world is changing rapidly and in order to combat poverty more effectively, technology is useful as it makes people understand the trends and changes that the world is witnessing today. Indeed, Tanzania can use ICT to move ahead in e-government because it has a good telecommunication system, a factor that would allow for the success of online services.
