Abstract:
Purpose – This study aims to explore Twitter use by Korea's central government by classifying the government's Twitter-based networking strategies into government-to-citizen (G2C) and government-to-government (G2G) strategies. Design/methodology/approach – The study investigates the nature of social media interactions and networking strategies in the Korean government by extracting tweets, follower/following relationships, and hyperlinks for 32 ministries. Network patterns and networking strategies are reviewed through descriptive statistical analysis and social network analysis to map the government's Twitter activity. Findings – The results indicate that the government's direct networking strategy targeting citizens does not necessarily motivate their participation in the government's social media activities but that it plays an instrumental role in reinforcing G2G relationships. Originality/value – This study investigates the social media use patterns (e.g. network properties and co-link analyses) and strategies (e.g. the reciprocity of relationships and content-push strategies) in the context of G2C and G2G relationships in Korea's public sector.

Abstract:
A number of studies have examined the failures of e-government efforts from various theoretical perspectives in the domains of government-to-citizen (G2C) and government-to-business (G2B). However, only a few studies have been done in government-to-government (G2G) e-government projects. This paper examines the impasse reached during the implementation of a statewide Digital Secretariat Project in India through the lens of stakeholder theory. A qualitative case study approach employing semi-structured interviews with the stakeholders was employed to explore the issue. The results reveal the importance of power dynamics, which can stall the entire project. In a G2G project, that is interactional in nature and has to be used by multiple departments, it is crucial for the implementing agency to identify dominant stakeholder departments and take them into confidence right from the beginning of the project. In such cases intervention by higher level government offices is important to impart saliency to the implementing agency and prevent any other dominant stakeholder from stalling the project. Undertaking such widespread projects without strong government support can lead to failure of implementation and waste of important public resources. Implications for theory and practice are discussed.

Several e-Democracy implementations started as an offshoot of e-Government implementation where other models of e-Government such as Government to Government (G2G), Government to Business (G2B), Government to Employees (G2E), and Government to NGOs (G2N) etc were first implemented before Government to Citizen (G2C). However, going by the resulting issues of lack of trust and apathy between Government and Citizen as well as the observed decline in voters’ turnout for elections all over the world, a paradigm shift is hereby proposed in the design methodology starting from G2C to other models.This paper presents a framework for e-Democracy implementation that is premised on the e-Government development cube proposed by Rabaiah and Vandijck (2011), and Funikul and Chutimaskul (2009), which is based on fundamental platforms of organizational, infrastructural and institutional guidelines. Also, the incremental software engineering approach as described by Lizarralde et al. (2007) was employed for phased implementation of e-Government starting from e-Democracy (G2C); and a multi-channel approach, which includes Web 2.0, mobile devices and Internet that will enable a wider cross-section of the society to engage with e-Government was implemented. The deployment architecture of Evangelopoulos and Visinescu (2012) is employed.Essentially, the developed framework offers potentials for: increased participation and trust in the polity; reduced apathy between the electorate and the political class; and reduced intra and inter country politically motivated conflicts within the developed nations.Â

Esse artigo visa analisar alguns fatores críticos de sucesso para implantação efetiva de empreendimentos G2G, dentro da realidade brasileira. Para tal, aplica-se a metodologia de estudo de casos múltiplos de natureza explanatória, comparando-se um caso de sucesso - a ligação digital entre o Banco Central do Brasil e os Tribunais de Justiça - e um caso de fracasso - a ligação digital entre o Banco Central do Brasil e o Senado Federal. A partir da comparação desses dois estudos de casos, são levantados fatores críticos de sucesso associados a empreendimentos G2G.

Research background:E-government has started from the challenges of new technologies by providing e-services to its citizens and has expanded today in more and more fields, including communication with citizens, budget management, macroeconomic forecasts, etc. If we accept the definition according to which eGovernment (or e-government) is an applicability of information technology for the provision of administrative services, information exchange, communication transactions, integration of various electronic systems and autonomous services between government and citizen (G2C), government and business environment (G2B), government and government (G2G) as well as for the processes and interactions of administrative staff in the entire infrastructure of the administration, and through e-government, government services are available to citizens in a convenient, efficient and transparent way, then we will accept and the conclusions of the same research that considers that in e-government there are no identifiable barriers.Purpose of the article:Through this paper we aim to highlight the current economic realities and how some governments have understood to use technology during the pandemic.Methods:The research methodology is based on documentary analysis. The bibliographic study, the secondary analysis of the data, the observation and the analysis complete the documentary analysis and allowed us to obtain some conclusive results.Findings & Value added:The pandemic health crisis has further pushed the limits of technology, which has been transformed into a true universal panacea for solving relatively vital economic activities for a national economy in a global context. A first finding was that the pandemic accelerated the need for digital governance. However, the modalities of action remain open.

The rapid growth of the Internet has given rise to electronic government (e-government) which enhances communication, coordination, and collaboration between government, business partners, and citizens. An increasing number of national, state, and local government agencies are realizing the benefits of e-government. The transformation of policies, procedures, and people, which is the essence of e-government, cannot happen by accident. An e-government architecture is needed to structure the system, its functions, its processes, and the environment within which it will live. When confronted by the range of e-government architectures, government agencies struggle to identify the one most appropriate to their needs. This paper proposes a novel strategic benchmarking process utilizing the simple additive weighting method (SAW), real options analysis (ROA), and fuzzy sets to benchmark the best practice collaborative e-government architectures based on three perspectives: Government-to-Citizen (G2C), Government-to-Business (G2B), and Government-to-Government (G2G). The contribution of the proposed method is fourfold: (1) it addresses the gaps in the e-government literature on the effective and efficient assessment of the e-government architectures; (2) it provides a comprehensive and systematic framework that combines ROA with SAW; (3) it considers fuzzy logic and fuzzy sets to represent ambiguous, uncertain or imprecise information; and (4) it is applicable to international, national, Regional, state/provincial, and local e-government levels.

Abstract:
It has been noticed by many researchers that the speed of ICT advancement in developing, deploying, and using e-government infrastructures is much faster than the development and deployment of security services. Therefore, government organizations are still suffering from the existence and emerging of security risks. One important category of cryptographic primitives that needs to be considered in this respect is the unconditionally secure message authentication codes (or A-codes). These A-codes are cryptographically approached based on information theory. They offer unconditional security, i.e., security independent of the computing power of an adversary. For many years, it was widely thought that A-codes were impractical for real applications. However, in recent years, many A-codes have been developed which are extremely efficient in terms of computations and key requirements. The aim of this work is to show the importance and validation of including unconditionally secure authentication services within e-government infrastructures. We believe that all main e-government services can get benefit from that in a way or another. This includes Government to Citizen (G2C), Government to Business (G2B), Government to Government (G2G), and Government to Constituents (E-Democracy) services. The work highlights the basic requirements for a general framework that facilitates the inclusion of such authentication services within the security infrastructure of e-government.

The land administration services are being provided using traditional methods and processes. The record keeping system is mainly based on manual system so far. There is increasing need for efficient and effective delivery of land administration services. Government organizations use Information and Communication Technology to increase efficiency and effectiveness in the service delivery. E-Government can bring improvement in efficiency, easy availability and accessibility of service and information to the citizens, business organization, professional users as well as government organizations. The main aim of LRIMS is to automate the land transaction related functions of Land Revenue Offices (LROs) based on different land transactions process requirements.The system is adherence to NeGIF and GEA, availability of intranet facility, provision of web-based system, and data security. System modules show the modules needed for LIS. The implementation status of LIS in Nepal is in initial stage. The old system architecture does not support the e-Government model. The system modules show the modules needed for LRIMS. The system modules help in delivering service efficiently. The three tier system architecture follows all three models of e-Government (G2G, G2B and G2C) and reduces corruption, increase access to information and improve data quality. Purpose This paper aims to examine the factors that might influence the acceptance of government-to-government (G2G) systems in the Government of Nepal (GoN), to enhance the communication for coordination among government agencies. Design/methodology/approach After reviewing the Unified Model for E-Government Acceptance (UMEGA), interviews, focus group discussions with government officials and interviews with the retired senior government officials, a conceptual model has been proposed. The model is empirically tested with 234 responses collected from the government officials working in the central ministries of GoN using the structural equation modeling technique. Findings The result showed that factors considered from UMEGA such as performance expectancy, effort expectancy, facilitating conditions and attitude have a significant influence on the behavioral intention to use the system in the GoN. Also, the identified factors such as a commitment from leadership, awareness among leadership and transparency have a significant influence on the behavioral intention of the users to accept the system. Research limitations/implications The low sample size is one of the major limitations of this research. Practical implications The findings show that the identified factors have a significant influence on the acceptance model and provide useful insights to policymakers, government officials and system developers to achieve the successful implementation of the e-government system in Nepal. The findings can be used by the academicians and e-government practitioners to extend it to other developing nations. Originality/value This research work explores the factors affecting the acceptance of a G2G system in GoN through the modification of the UMEGA model. To the best of the authors’ knowledge, this is a novel research in the context of Nepal, where the implementation of e-government has been analyzed from the perspectives of acceptance models to support the better implementation of e-governance systems.

Este artigo mostra a variação de capital intelectual em organizações públicas envolvidas em empreendimentos government-to-government (G2G). Para tanto, um frame heurístico foi desenvolvido a fim de avaliar o impacto de projetos G2G nos componentes do capital intelectual de agências públicas, isto é, em seus capitais humano, organizacional, de relacionamento e de inovação. Aplicando-se esse frame heurístico a 30 empreendimentos G2G no Brasil, ligando o Banco Central com os tribunais de justiça, detectou-se um impacto positivo no capital intelectual das organizações envolvidas nesses empreendimentos. Além disso, verificou-se que tais empreendimentos G2G influenciaram os componentes do capital intelectual de forma homogênea. A partir daí, o frame foi validado por meio de uma elevada e positiva correlação entre a variação do capital intelectual nas organizações públicas e a percepção de valor dos funcionários envolvidos nesses mesmos empreendimentos. Finalmente, adicionalmente às limitações da pesquisa, algumas conclusões são apresentadas a gestores públicos, practitioners e acadêmicos, para que seja entendido o potencial de uso da teoria do capital intelectual para avaliação de iniciativas de governo eletrônico

Governments around the world have invested significant sums of money on Information and Communication Technology (ICT) to improve the efficiency and effectiveness of services being provided to their citizens. However, they have not achieved the desired results because of the lack of interoperability between different government entities. Therefore, many governments have started shifting away from the original concept of e-Government towards a much more transformational approach that encompasses the entire relationship between different government departments and users of public services, which can be termed as transformational government (t-Government). This implementation of t-Government requires a high level of interoperability between government organisations. In this paper, a model is proposed to explore and investigates the key factors that influence interoperability required for the implementation of t-Government in Saudi Arabian context from four key areas, namely, organisational, technological, political and social using institutional theory as a lens. This model was developed comprising the effect of six main constructs: technological compatibility, organizational compatibility, governance readiness, citizen centricity and e-Government program on interoperability required for the implementation of t-Government. The model factors, relationships, and hypotheses stemmed from the literature on Information Sharing, Information Integration, G2G, interoperability and t-Government models.The results show that technological compatibility, organizational compatibility, and governance readiness have a positive impact on the interoperability required for the implementation of t-Government in this particular context. Unexpectedly, it indicates that citizen centricity has negative impact on the interoperability required for the implementation of t-Government. It also shows that there is a direct and positive impact from e-Government program (Yesser) to technological compatibility and governance readiness. Moreover, it shows that there is a direct and positive impact from citizen centricity to e-Government program (Yesser). Unexpectedly, the results indicate that e-Government program (Yesser) has no impact on the interoperability required for the implementation of t-Government. It also indicates that the e-Government program (Yesser) doesn’t affect organizational compatibility.This paper provides a model for creating interoperability between government organisations to help e-Government officials and policy makers to identify the key factors that can affect the interoperability level required for the implementation of t-Government, and examines how these issues could be treated in practice. It also provides a guideline to researchers with regard to the impact of these identified factors on interoperability required for t-Government implementation.

Level 3 - Stabilization, which is the creation of a web portal that is a public service electronic transaction. Level 4 - Utilization, ie application creation for Government to Government (G2G), Government to Business (G2B), Government to Consumers / community (G2C) services.The method of this study using the usual research methods used in the development of system life cycle system development (SDLC). The main stages may consist of system planning stages, system analysis, system design, system selection, system implementation and system maintenance.As for the method of data collection using the method of observation, interview, and literature study. The final step in this application development process is system testing. The system tested using 2 ways, namely: Blackbox test and Alpha test. Blackbox test, performed by system programmers while Alpha test performed simultaneously with user training.

Financial institutions are increasingly linked internationally. As a result, financial crises and government intervention have stronger effects beyond borders. We provide a model of international contagion allowing for bank bailouts. While a social planner trades off tax distortions, liquidation losses, and intra- and intercountry income inequality, in the noncooperative game between governments there are inefficiencies due to externalities, a lack of burden sharing, and free riding. We show that, in absence of cooperation, stronger interbank linkages make government interests diverge, whereas cross-border asset holdings tend to align them. The present study examines the intensity of the components which influence the success of the Tamil Nadu Geographical Information System (TNGIS) project through information system (IS) model. The study collected information from TNGIS users. The study utilized structural equation modelling to validate the IS model. The results indicated that information quality, system quality, service quality, perceived usefulness, perceived ease of use, and perceived satisfaction of TNGIS have enhanced the quality of service and satisfaction of the personnel utilizing the services. Further, there is a strong need to enhance the infrastructure of ICTs to enrich the quality of service.

The recognition that Web 2.0 applications and social media sites will strengthen and improve interaction between governments and citizens has resulted in a global push into new e-democracy or Government 2.0 spaces. These typically follow government-to-citizen (g2c) or citizen-to-citizen (c2c) models, but both these approaches are problematic: g2c is often concerned more with service delivery to citizens as clients, or exists to make a show of ‘listening to the public’ rather than to genuinely source citizen ideas for government policy, while c2c often takes place without direct government participation and therefore cannot ensure that the outcomes of citizen deliberations are accepted into the government policy-making process. Building on recent examples of Australian Government 2.0 initiatives, we suggest a new approach based on government support for citizen-to-citizen engagement, or g4c2c, as a workable compromise, and suggest that public service broadcasters should play a key role in facilitating this model of citizen engagement.

It is observed that most of the studies in this field have focused on exploring e-governance service delivery dimensions in government-to-citizen (G2C) context; however, a few studies are carried out in government-to-business (G2B) context. Hence, the present study is an attempt to bridge this gap. The study aims to explore e-governance service delivery dimensions as perceived by the employees of Registrar of Companies (ROC), North Region. Ninety employees of ROCs were surveyed to know about their perception about the pioneer e-government project named Ministry of Corporate Affairs of 21st Century (MCA21) launched in 2006. Results of the study identified four dimensions as perceived important by the employees. To improve the services provided by the employees to the users, it would be useful to be aware of these dimensions in the future.

This ongoing development has caused governments to face expectations to adapt their communication channels to the changing environment of online social interactions. The main purpose of this paper is to investigate how local governments in the Czech Republic use social media in their communications with the public and the effects of these communications. To do so, this paper presents a comprehensive analysis of the Facebook communications of Czech regional capitals using multiple methodological approaches, including a survey, statistical analysis and an OLS model. The Facebook social networking site was chosen for this research because of its prevalent popularity over all relevant social media and the frequency of use in the Czech Republic both in general and by local governments, and because of its higher complexity of G2C interactions. The outcomes are given in the context of the relevant previous research.

The findings of this study are that community involvement in sustainable rural tourism has a positive and significant impact on efforts to build a comparative advantage of village tourism. Meanwhile, government involvement has a positive and significant effect on efforts to build a competitive advantage in rural tourism. The involvement of the private sector and non-governmental organizations has a positive and significant effect on sustainable rural tourism and the competitive advantage of rural tourism. Meanwhile, the involvement of the private sector and non-governmental organizations has no significant effect on the comparative advantage of rural tourism. To identify the evaluation criteria based on citizen satisfaction from e-government services, the proposed government-to-citizen (G2C) evaluation model is considered in the context of Afghanistan. Design/methodology/approach A conceptual G2C evaluation model and e-government evaluation model are proposed. The criteria used for the G2C evaluation model is based on the demand and supply side, which have an immense effect on citizen satisfaction. The mixed research method (quantitative and qualitative) is used, and quantitative data analysis results are supported through qualitative data analysis. Findings The findings reveal that citizen satisfaction from e-government services in Afghanistan are affected by services availability on multiple channels, citizen-centric features, paralingual support, process performance, skills divide, awareness, information security and transaction security. Research limitations/implications Yet to be addressed, three criteria deemed as significant factors are recommended to be included in the model, namely, government readiness, system quality (usability, service quality and information quality) for supply side and social divide for demand side. These three criteria can help in proposing a successful G2C evaluation model. Additionally, the quantitative data used in this study were collected through paper-based questionnaires. Data collection through Internet can help to get responses from various parts of the country for future evaluation of G2C services. Practical implications The key findings of this study are vitally important for e-government strategies and policy makers to design and disseminate appropriate e-government services to Afghan citizens. The proposed evaluation model can also be used as a guideline for e-government development in Afghanistan. Originality/value A conceptual model for e-government services evaluation approach is proposed based on literature review. The proposed G2C evaluation model identifies and validates key factors and criteria in the context of Afghanistan.

Purpose This study aims to understand the antecedent of trust towards government-to-business (G2B) service in Indonesia. Trust will be viewed through four aspects, namely, cognition-based trust, personality-oriented trust, affect-based trust and experience–based trust. Then, these antecedents of trust were examined as the factors of continuance intention by extending the expected confirmation theory (ECT). Design/methodology/approach Data were collected through a quantitative approach, and 389 respondents were involved in the study. The respondents are the investors who represent their organization which uses e-government service to report their investment activities to the Investment Coordinating Board of Indonesia. Data were analyzed using partial least square structural equation modelling approach with WarpPLS 4.0. Findings The result shows that factors that determine a user’s trust in government online service are service quality, trust towards government entity, recommendation to use the service and user’s habit of using the service. Factors that do not determine a user’s trust in government online service is a disposition to trust. Another finding is that a user’s trust on an online service does not directly influence his/her continuance of use. Trust will impact the continuance of use through perceptions of benefits and perceived satisfaction of using the online service. Research limitations/implications ECT is applicable in G2B process. Organizations have a perception of benefit while using a public e-service and confirm the perception through their experience while using an e-service to gain satisfaction, and this will encourage them to continue using the service. Practical implications To improve organizations’ trust on the e-service, the government needs to improve the e-service quality (by evaluating the efficiency, privacy, user support, reliability and information quality), investor familiarity of the system (training or socialization), investor trust on the government entity (improve the employee competence) and recommendation on using the system. Originality/value Trust dimension has also been studied to be a factor that influences the intention or continuance of use of technology; however, it has rarely been studied towards its effect in the ECT’s context. In e-government study, there are various studies related to government-to-citizen (G2C) concept. However, the research in government-to-business (G2B) area that has not been explored much.

We model the dynamics of risk premia during crises in asset markets where the marginal investor is a financial intermediary. Intermediaries face an equity capital constraint. Risk premia rise when the constraint binds, reflecting the capital scarcity. The calibrated model matches the nonlinearity of risk premia during crises and the speed of reversion in risk premia from a crisis back to precrisis levels. We evaluate the effect of three government policies: reducing intermediaries borrowing costs, injecting equity capital, and purchasing distressed assets. This synergism is seen as one of the best mechanisms to help ASEAN in ensuring socio-economic activities are restored and the welfare of about 600 million people is addressed. This research found that ASEAN Plus Three (APT) cooperation should formulate a Regional Recovery Plan and emphasize that the continuity of the supply chain should be maintained to ensure a smooth flow of food and medical supplies. Secondly, APT cooperation needs to be committed to the continuation of opening up markets, maintaining normal trade, services and investment flow in order to continue strengthening regional economic resilience. Thirdly, APT needs to formulate a plan that focuses not only on financial aspects (post-COVID-19 economic recovery) but also on social security networks, food security and education.

Using proprietary data on banks’ monthly securities holdings, we show that during the European sovereign debt crisis, domestic banks in fiscally stressed countries were considerably more likely than foreign banks to increase their holdings of domestic sovereign bonds during months when the government needed to roll over a relatively large amount of maturing debt. This result cannot be explained by risk shifting, carry trading, or regulatory compliance. Domestic banks that received government support, are small, or with weaker balance sheets were particularly susceptible to “moral suasion,” while governance of banks played less of a role. We examine the pricing of financial crash insurance during the 2007–2009 financial crisis in US option markets, and we show that a large amount of aggregate tail risk is missing from the cost of financial sector crash insurance during the crisis. The difference in costs between out-of-the-money put options for individual banks and puts on the financial sector index increases four-fold from its precrisis 2003–2007 level. We provide evidence that a collective government guarantee for the financial sector lowers index put prices far more than those of individual banks and explains the increase in the basket-index put spread. AbstractWhy is global economic governance often marked by controversies among EU member states despite their commitment to joint action? European members of the G20 diverge over public debt to stimulate growth and over global trade imbalances. These issues express differences in economic interests, such as competitiveness, as well as ideational divergences regarding deficit spending and the role of the government in steering the economy. Therefore, domestic politics theories seem to constitute a necessary complement to integration theories in explaining European governments’ preferences. In applying the societal approach, I argue that domestic value-based ideas and material interests shape governmental preferences in international political economy. In doing so, ideas prevail when fundamental economic policy issues such as public debt are at stake, while interests prevail, when governance directly affects the costs and benefits of specific economic sectors. These arguments are analysed by comparing the domestic politics of British, French, German and Italian positions towards two policy debates in the G20.

The development in tourism is nowadays a leading development in Indonesia; consequently, the tourism sectors is being developed up to the country sides. Tourism in rural areas is being estimated as an operational tool for integrating programs and supporting activities among sectors which would bring significant impacts in social, economic, and cultural aspects while handled collaboratively. The research aimed to analyze: (a) the tourism potential in Wonorejo as the village tourism; (b) partnerships between the university, government, private sectors to develop the village tourism; (c) entrepreneurship opportunities for youth group (Karang Taruna), and women group (PKK) to develop the village tourism. The research was case study with qualitative approach. The informants included the village heads and officials, youth leaders, women leaders, and entrepreneurs. The data collection technique was used observation, interview, FGD, and documentation. The data were analyzed using domain analysis model with pattern matching. The results were (a) some potentials have been developed in the village, which is natural, historical and religious, and cultural tourism, (b) partnerships between universities and village governments made through a Memorandum of Understanding and the private sector was carried out without written documents. The partnership made the village government as regulators, facilitators, and investors, universities as initiators, facilitators, investors, and mediators, and the private sector as facilitators and marketers, (c) entrepreneurship opportunities have been developed by youth and women such as souvenir production, culinary experiences, outbound activities, and educational tours. The village government must design the village tourism to include in the village development plan program. The partnership between the university, government, and private sectors can be adapted and applied for rural communities' entrepreneurship in developing countries.

This study investigated how social media is used by a municipal government agency for communication of citizen coproduction initiatives, through social media content analysis of the government’s official Twitter account. This article identified that the dominant form of social media coproduction in the Bandung municipal government in Indonesia is government-to-citizen (G2C) interaction, focused primarily on informing and nudging (86.62%) citizens, as well as some limited elements of citizen-to-government (C2G) communication, such as citizen sourcing and citizen reporting (8.96%). The municipal government uses various visual tools on Twitter to disseminate G2C information and convey its messages. Regarding the phase of the service cycle, this study found that the majority of social media communications are related to co-assessment (52.26%) and co-designing (42.24%), with a limited number of tweets about co-delivery (3.25%). Based on these findings, this article discusses the shifting relationship between government and citizens brought on by the adoption of this social media platform in its service delivery arrangement.

Taking the means-ends approach to e-governance service quality the authors adopt the Parasuraman’s ‘Gap Model’ to evaluate the antecedents of service performance in an Indian context of government-to-citizen (G2C) service deployment under the national e-governance plan (NeGP) of India. This e-governance initiative in India has been implemented at multiple tiers of the government that integrates administration and service processes at different levels that includes center, state, district, block, and further to the lowest level of governance unit (Panchayat). The authors acknowledge five levels of potential service discrepancies across the service delivery chain, from designing the service policy to achieving citizen satisfaction. These are service conceptualization, service design, service capacity, service offering, and service consumption. Corresponding to these discrepancies, the authors explain six types of potential gaps in e-governance G2C service context: Assessment Gap, Design Gap, Capacity Gap, External Communication Gap, Delivery Gap, and Service Gap. Preliminary strategies to close these gaps are also proposed.

With proliferated applications of the internet and world wide web, people are increasingly interacting with government websites. It is therefore significant to measure satisfaction on government systems from citizen's perspective. While general customer satisfaction index (CSI) models have received much attention from researchers, few studies are conducted to evaluate public satisfaction on government websites. The extent to which traditional CSI models can be extended to investigate public satisfaction on government websites remains unclear. On analysis of CSI, technology acceptance model (TAM), and task-technology fit (TTF) model, this study constructs a government website public satisfaction index (GWPSI) model and provides an empirical study by adapting GWPSI model in the context of G2C e-government. Structural equation modeling (SEM) is applied to data collection and processing with questionnaires collected from users of the government website of Guangdong Province in China. The findings provide several important implications for e-government research and practice.

Ruang lingkup penelitian ini adalah situs kementerian beserta direktoratnya, metode pendekatan yang digunakan untuk memetakan tingkat e-government yaitu framework Deloitte & Touche, serta kategori e-government Government-to-Citizen (G2C) dijadikan sebagai fokus penelitian ini. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Hasil dari penelitian ini yaitu implementasi e-government di level kementerian sudah mencapai tingkat kedua, yaitu tahap “official” two-way transactions. No exception to the government that utilizes the internet to provide services and information to their communities. This study discusses about the online services provided by government to find out the extent to which the application of e-government conducted by the government at the Ministry level framework based on Deloitte & Touche. The scope of this study is the site of the Ministry and its directorate, the approach used to map the level of e-government framework that Deloitte & Touche, and other categories of e-government Government-to-Citizen (G2C) serve as the focus of this research. The method used in this study is a quantitative method. The result of this research is the implementation of e-government at the Ministry level has reached the second level, the stage of "official" two-way transactions. Ministry that has reached this stage include the Ministry of Justice, Ministry of Finance, Ministry of Manpower and Transmigration and the Ministry of National Education.

Retail sukuk is a sharia product offered to Indonesian citizens as a safe and profitable investment instrument. This study identified the strengths, weaknesses, opportunities, and threats that the government may face in offering retail sovereign sukuk. It aimed to provide the government the appropriate strategies based on the historical data of listed retail sukuk and its peripherals during 2009-2020. This paper used a qualitative research approach. The data collection techniques used were literature review and in-depth interview. Internal and external factors were identified. SWOT matrix was made prior to analysis. The results show that the coupon rate offered by retail sovereign sukuk is mostly higher than BI rate. Market expansion is needed. The government shall optimize all distribution partners. Newly innovated products should be developed. Certain criteria should be formulated to determine coupon rate. Hal tersebut terbukti dengan program e-government, yaitu penggunaan teknologi informasi dan komunikasi dalam penyelenggaraan pemerintahan untuk meningkatkan kinerja dan hubungan antar pemerintah dengan pihak-pihak lain. Salah satu jenis e-government adalah Government To Citizen (G2C), yaitu penyampaian informasi dan layanan publik secara searah dari pemerintah ke masyarakat. Bagian dari Government To Citizen adalah website resmi pemerintah sebagai media penyampaian informasi pemerintah kepada masyarakat yang mulai diterapkan di setiap daerah Indonesia salah satunya Kota Bandung yaitu website resmi Kota Bandung. Namun, pada kenyataannya penyampaian informasi melalui website belum efektif. Hal tersebut diketahui dari penelitian yang ditulis dalam sebuah makalah ilmiah berjudul “Efeketivitas E-Government melalui Banserv Pada Kota Bandung”. Rumusan masalah pada penelitian ini, yaitu bagaimana cara untuk meningkatkan efektivitas website resmi Kota Bandung dalam mengoptimalkan program e-government?. Penelitian ini dilakukan dengan penyebaran angket kepada masyarakat Kota Bandung. Pada hasil penelitian yang telah dilakukan, ditemukan masalah, yaitu sebagian masyarakat tidak mengetahui website resmi Kota Bandung, bahkan masyarakat yang mengetahui tidak suka mengaksesnya, padahal website resmi Pemerintah Kota Bandung dapat memudahkan masyarakat untuk mendapatkan informasi lebih banyak. Hal tersebut menunjukan bahwa program e-government Kota Bandung pada salah satu media internet, yaitu website masih belum efektif, maka informasi tidak tersampaikan kepada masyarakat. Maka, diperlukan sebuah solusi untuk menyelesaikan permasalahan tersebut, yaitu melaui BanServ. BanServ (Bandung Service), adalah sebuah layanan notifikasi kepada masyarakat melaui handphone, yaitu adanya notifikasi berupa pesan singkat. Metode BanServ ini dapat menjadi salah satu alternatif solusi yang membantu pemerintah dalam penyampaian informasi.
