Abstract:
Discipline reports filed in a local prison over a seven-year period were analysed. During this time four different governors were in office, and the numbers of reports filed during each governors' term were compared. There proved to be a significant difference in numbers of reports filed during each governor's term, suggesting that the management regime instituted by the governor of a local prison may have a strong effect upon either the incidence of disruptive behaviour, its recording, or both. One of the governors in this study, under whom discipline reporting frequency was low, had worked a

The article is devoted to the comparison of the status of the governor in Siberia and European Russia. The similarities and differences are revealed between Irkutsk governors and governors of the central part of the Russian Empire in terms of the volume and nature of powers, formal and informal ways of interaction with higher officials. Based on published sources and historical research, it is concluded that the position of the chiefs of the Irkutsk governorate differed significantly from the standard version of the governor's office of the 19th century.

This paper analyses the impact of governor’s tenure and his/her local ties on restriction of competition in the allocation of public procurement contracts. Basing on existing literature, we proposed that (1) tenure impact on competition in public procurement is nonlinear and (2) it depends on the governor’s pre-existing work experience in the region before he/she was elected/appointed. To test these hypotheses we employ contract-level data for the whole population of public contracts on road constructions in Russian regions during 2011–2014, and governor’s biographical information. Abstract This paper explores the impact of vote mobilization and economic performance on gubernatorial appointments in Russia. Previous research has demonstrated that governors are more likely to be reappointed when the regime is performing well at the polls in the region. By contrast, there is inconsistent evidence that regional economic performance affects a governor’s reappointment chances. We revisit this topic by updating and extending quantitative analyses of these key questions. We find consistent evidence that governors are more likely to be reappointed when regime vote shares are high

Abstract State supreme court justices are often the final arbiters of cases in their jurisdictions. Yet, in states that grant governors the power to selectively reappoint supreme court justices, justices’ independence is limited. These governors are able to monitor justices’ decisions and are empowered to remove justices whose jurisprudence conflicts with the governor’s preferences. This power gives governors substantial influence over judicial decision-making by justices eligible for another term on the bench. Virtually all governance is indirect, carried out through intermediaries. Governors prefer both to engage intermediaries that are competent and to control intermediary behavior. But governors face a pervasive tradeoff between competence and control. Competent intermediaries are difficult to control, even with complete information, because their capacity to advance or threaten the governor’s policy goals gives them power over it. At the same time, governor control can weaken important intermediary competencies, constraining their development or exercise. The governor thus faces a dilemma: if it
