Abstract:
A Public Sector Enterprise (PSE) is an enterprise which is owned and proscribed by the Local, or State or Central Govt. In a civic enterprise, the investment is either entirely or partially made by the Govt. Under PSEs, the Central Public Sector Enterprises (CPSEs) occupy an important position in the economy. They were set up to achieve fiscal development, self-support in manufacturing, intemperance equilibrium of expenditure, and controlling the deflationary and inflationary trends. These macro-economic objectives are taken as an instrument for structural change of the nation with equality and social fairness. Disinvestment is a process in which the Govt. equity fund is introverted either in fraction or in totality. The Govt. of India introduced the process of disinvesting its equity shares in Indian PSEs in the fiscal year 1991-92. The prime tenet at the back of disinvestment is to boost prosperity, endorse public partaking at wider scale and to bring improved market answerability. In this backdrop, the present study is an attempt to analyze the trends in disinvestment of Government’s equity in Indian PSEs during the period 1991-92 to 2019-20. For this purpose, secondary information has been sourced from the available yearly reports of the Public Enterprises Survey, Govt. of India. Overall, a low level of disinvestment is observed during the initial years (i.e., up to 2008-09). Thereafter, more or less an increasing trend is observed in actual disinvestment as compared to actual disinvestment in the earlier years. The real proceeds from disinvestment have fluctuated at certain point of time during the period under study. Furthermore, actual receipts from disinvestment are less than that of the budgeted receipts in most of the years under study.

Cement industry is carbon intensive industry. Calcinations of limestone releases carbon dioxide in environment. It is responsible for approximately 13% in carbon emission released from industrial production. Ministry of Power, Bureau of Energy Efficiency (BEE) Govt of India started ‘Perform, Achieve and Trade’ (PAT) scheme in India in 2009 to fulfil the objective of National Mission for Enhanced Energy Efficiency (NMEEE). It covers almost 13 carbon intensive sector like steel, iron, cement etc. This scheme operates through the allocation of specific energy-saving targets to designated consumers (DCs) across various industrial sectors. Designated Consumers (DC) are those companies who register themselves under the scheme and got targets allotted to reduce emission level. It is expected from the industry to follow sustainable practices so as to ensure less damage to the environment. A sample of four leading Indian cement companies viz., Ambuja Cement, JK Cement, Shree Cement and Ultratech cement has been taken for the study purpose. The main objective of this research paper is to know the status of PAT scheme of Govt. of India in selected cement companies along with sustainable practices followed by them. After observing secondary data and performing statistical analysis, it can be concluded that all the four sample companies are a DC and follow sustainable practices. The PAT scheme plays a crucial role in enhancing the energy efficiency of the cement industry, which is vital for reducing operating costs and minimizing carbon emissions.

In this article tried to examine the changes made by gender budget initiative in the budgetary allocations of Kerala in terms of Women Specific Schemes (WSS). Deliberations made by the Govt. for mainstreaming budget by gender concerns are successful in terms of number of schemes and programmes and diversified programmes. Every year an increase in budgetary allocations could be seen but that increase is only in absolute terms. Percentage share of allocation towards the WSS are always oscillated under one percent. Govt. should go for gender budget initiatives by increasing percentage share of budgetary allocations. Govt. hadn’t gone for exploiting the potential of gender budgeting. A stronger commitment from the Govt. is needed.

Disinvestment of Government’s equity is a method in which equity capital owned by the Govt. is withdrawn either in fraction or in whole. From the pecuniary year 1991-92, the Govt. of India started the process of disinvestment in CPSEs. The basic law behind divestment is to augment wealth, encourage broader civic participation and to achieve enhanced market responsibility. The essential goal of disinvestment is to make sure best use of nationwide capital and to expand prolific effectiveness of the enterprises. A Public Sector Enterprise (PSE) refers to an enterprise that is owned and proscribed by the Government. In this type of enterprise, investment is made wholly or partially by the Govt. The basic goal of a public enterprise is to deliver commodities and services to the society at a reasonable price, apart from earning profit. In this backdrop, the current study is an effort to enquire the liaison between and aggregate disinvestment receipts and aggregate operating profit of the CPSEs in India during the study episode 2010-11 to 2019-20. Both positive and negative liaisons are observed between aggregate disinvestment receipts and aggregate operating profit of the CPSEs in India during the study episode, although the outcome is found to be noteworthy for the entire study episode. In finale, it may be concluded that the process of disinvestment considerably helps the Indian CPSEs to augment their operating profit during the entire period under study.

After the fall of Mughal empire, when the first war of independence against British colonisers failed in 1857, and the East India Company’s Government was transferred to the British Crown in 1858. However only in 1910, a Department of Education was established by the (British) Govt, of India and in the following decades modern universities were established in various important Indian towns, wherein Western / European type education and training with English as medium of instruction were imparted. However more than a century before, Indian scholar’s came into contact with the scholars – administrators of East India Company, either through employment or social interaction. Thereby, Indians became acquainted with the scientific (also technological) advances in Europe. A few of them visited England and other European countries, Portugal, Prance etc. already in the last quarter of 18th century, in order to experience and to learn firsthand the European sciences.

Background: Drug utilization pattern helps to understand the current trend of the drug used in various conditions by healthcare providers. It also helps in rationalizing budget expenditure on the medication cost. The Chief Minister Arogya Arunachal Yojana/Pradhan Mantri Jan Arogya Yojana (CMAAY/PMJAY) is a cashless scheme run by Govt of Arunachal Pradesh and Govt of India where the surgeries, medicines/surgical items cost are borne by the government. Present study assessed the drug utilization pattern among indoor patients treated under these insurance schemes. Material and Method: Retrospective cross-sectional study was conducted at Tomo Riba institute of Health and Medical Sciences (TRIHMS) in Arunachal Pradesh, North East India. Prescriptions of around 960 patients were analyzed who were treated from June 2020 to December 2020 (for 7 months) under above mentioned insurance schemes. Data was collected through the review of case sheets. For patients who have undergone surgery, the prescription on the post-operative day and for the patients managed conservatively, the prescription on the day of admission was analyzed. Information regarding Name, Age, Gender, Antimicrobial agents, Analgesics, Antiulcer drugs and other drugs given to the patients were collected. Results: A total of 960 patients were treated. 359 patients got benefitted in the insurance scheme by department of General surgery, 383 patients by dept of Obstetrics and Gynecology, 68 patients by orthopedics department, 65 patients by ENT dept, 85 patients by medicine department. Most common antimicrobial agent used were ceftriaxone (54.1%) followed by cefuroxime (17.5%) ,metronidazole (10%) and cefoperazone(7.5%). Some other antimicrobial agents preferred were piperacillin, tinidazole and amikacin. Most common antiulcer drug used was proton pump inhibitor pantoprazole (76.25%). The analgesics commonly used were diclofenac sodium (53.3%) followed by tramadol (30.6%), pentazocine (23.3%) and paracetamol (20.2%). Other drugs commonly used were ondansetron, butrophase and tranexemic acid. Conclusion: From our study, a conclusion can be withdrawn that if few of the antibiotics, analgesic, antiulcer drugs can be made available in the Govt set up through Govt procurement then the institute can work in more cost-effective and economical way.

We have analyzed the covid19 cases from 22/1/2020 till 1/5/2020. We applied a time series prediction model to forecast the possible deaths for next five days. We have taken into account six of our neighbors excluding China to understand how India is doing in comparison to our neighbors. We observed that considering the size of India population India has done fairly well. However the number of increasing cases in India particularly in the month of May needs a serious call from Indian Govt. We have presented the outcomes of our work through different kinds of comparisons &amp; analysis. He have presented the prediction of next ten days for India &amp; its neighbors for the duration 4/5/2020 to 13/5/2020

This move Govt. was taken to clean the black money from the market, to inspire digital economy and to reduce the ‘Cash’ payment culture of some people for tax evasion. The overnight decision changed the life of many people in India. Thousands of people they waited in long queues in front of Banks, ATMs for money. Entire social life of people throughout the country got distracted. Many poor daily wage workers were left with no job and income as owners were unable to pay their daily wage because of less cash, around 15 lakh jobs have been obsolete during this one year.&lt;/p&gt;&lt;p&gt; Despite Govt. of India has taken a bold step to make India corruption free and inspire the people in cashless transaction but after one year can we say India is really corruption free? Can we observe any significant improvement in cashless transactions? Can we see the digital payments have significantly improved for common general man?&lt;/p&gt;&lt;p&gt;Many reports stated that Country’s automobile and real estate sectors are highly affected and World Bank has downgraded the Indian economy’s growth forecast as sharp falls. The empirical findings suggest that the impact of demonetization on GDP growth during Q3 and Q4 of 2016-17 was mostly felt in construction and real estate, but the good thing was that because of stronger growth in manufacturing, agriculture, mining and electricity the overall impact on gross domestic product growth was modest.&lt;/p&gt;&lt;p&gt;Many reports stated that small traders have immensely affected after demonetization because of the cash crunch and lack of infrastructure like digital payment system etc. Small traders in retail sector (grocery shops etc), service sector (restaurants, nursing homes etc.), gems and jewellery, small traders in agricultural products, SMEs, small dealers, professionals like doctors, lawyers etc, have highly affected because of demonetization during last one year. So my objective to find out whether the small traders have really affected or not. If they are affected then how they have affected?&lt;/p&gt;&lt;p&gt;The main objective of this paper is to study the impact of demonetization on the small scale traders at Cooch Behar District of West Bengal and how it affected their business. As we all know that Cooch Behar is the princely state of West Bengal which is located very near to Assam, Bhutan and Siliguri region. As a district town Cooch Behar has a high significance in businesses with Northeast, Siliguri and Bhutan. I prepared a questionnaire and surveyed to 50 small scale businessmen at Cooch Behar district and tried to find their perception on demonetization and its impacts on their businesses during last one year. The study at Cooch Behar district may reflect the status of small traders for entire country. Another objectives I have kept here to study whether demonetization really eradicated corruption from India and whether demonetization has changed the behavior of the citizens of the country in cashless transactions?&lt;/p&gt;

Abstract: The thought of emergency has passed into political hypothesis. The basic idea, to make specific emergency provisions in the Constitution, was to protect against unintended emergence of autocracy as a result of internal disorder, external attack or battle. In the Indian Constitution, there is a separate part present for the emergency provisions. Part XVIII, therefore, is a component of innovation in our Constitution. The provisions of Financial Emergency are enshrined under Article 360 of the Constitution. This provision provides a safeguard for the Union Government if any threat exists to the financial stability of India. If the President is satisfied that a situation has arisen whereby the financial stability or credit of India or of any part of the territory thereof is threatened, then he may declares a Financial Emergency. The 38th Amend 1975 states that satisfaction of President to declare a Financial Emergency is immune from Judicial Review but provision is subsequently deleted by 44th Amend which restored power of Judicial Review even over satisfaction of President. A financial emergency has never been declared. A situation for declaring it arose in 1990 to 1991 during Prime Minister Chandra Shekhar’s regime but was avoided by selling off the gold assets of India. The 1992 balance of payments crisis that soon followed, which took India to the verge of bankruptcy, was averted by restructuring and devaluing the rupee, though this situation constituted a classic reason for declaring a financial emergency. Article 360 empowers Union govt to take control over state govt on every financial matter deals by a state. The Financial Emergency has never been imposed in any part of country, neither has Article 360 been used till now.

ABSTRACT Background: Nearly one-third of the healthcare budget is spent on medicines. A proper drug inventory planning is essential to ensure regular availability of essential medicines, the most efficient use of medicines, and minimize wastage of medicines and medical supplies as well. This study was conducted to assess drug inventory using ABC (Always, Better, Control)–VED (Vital, Essential, Desirable) matrix analysis in selected public health facilities of Puducherry, India. Methodology: Data regarding the annual budget spent on medicines were collected separately from 10 public health facilities (nine primary health centers and one tertiary care hospital) for the period of one financial year (2019–2020). ABC, VED, and ABC–VED matrix was performed to study drug inventory. Results: The study found that 7.8%, 10.4%, and 15.4% of medicines belonged to Class A in state govt. PHCs (primary health centers), central govt. PHCs, and tertiary care hospital, respectively. In state govt. PHCs, the budget spent on Vital and Essential medicines was 37.3% and 49.9%, respectively. In central govt. PHCs, 13.9% and 57.9% of the budget were spent on Vital and Essential medicines, respectively. In tertiary care hospital, the budget spent on Vital and Essential medicines was found as 26.6% and 30%, respectively. Conclusion: The drug inventory techniques need to be implemented in routine practice for optimal use of resources and elimination of medicines in out-of-stock and over-stock situations in health facilities. Data from this study could help pharmacists working in public health facilities of Puducherry, India, to better control, avoid wastage, and promote rational use of medicines in a pharmacy.

India is an important player in the aluminium, especially because of its abundant bauxite reserves and low-cost skilled manpower. The sector has a significant importance in the growth of Indian economy since the aluminium consumption follows GDP growth curve. Indian aluminium sector is observed as one of the energy intensive sectors with ample scope for improvements in energy efficiency as compared to world standards. The aluminium industries are upgrading themselves by adapting state-of-art technologies, which are more energy-efficient and sustainable in a highly competitive market. These initiatives are further accelerated and motivated by an innovative incentivization scheme (called Perform, Achieve and Trade) of Govt. of India. Currently, the first phase (2012-15) is under implementation, and an unexpected movement towards energy efficiency is envisaged as a result that will ultimately lead towards production of low carbon aluminium for the society.&#x0D;

Abstract:
RSETIs have emerged as one the most promising training intervention of the Govt of India. RSETIs are run in the collaboration with the Banks and the State Govts. Short term intensive training coupled with long term handholding model of entrepreneurship training has been a grand success in ameliorating the burgeoning unemployment problem in rural India. Case study of 5 RSETIs of Bihar States has been highlighted here. RSETIs have created rural entrepreneurship competencies in rural youth resulting in self employment and poverty reduction despite many challenges has been key outcome of the programme. the study has identified the factors which facilitate the entire training process and hindering factors also at different stages faced by trainees in their entrepreneurial success. In addition, the study also contributed by confirming the various important factors for measuring training effectiveness. In the study multiple aspects of empowerment through entrepreneurship training have been incorporated.
