With the 2003 Communication on Integrated Product Policy, the European Commission started focusing more on ‘greening’ Member States’ public procurement law, by encouraging the adoption of National Action Plans (NAPs). Subsequently, with the 2008 Communication, green public procurement (GPP) criteria were developed. Since then, the Commission has developed more than 20 standard GPP criteria, which are currently applied voluntarily. Recently, the EU Commission indicated that they are working on mandating GPP criteria and several legislative proposals are foreseeing the setup of

Abstract:
AbstractThe implementation of circular economy principles in building activities holds the potential for substantial environmental, economic, and social benefits. Although extensive research has examined the impact of circularity strategies on various aspects of buildings, there is a significant gap in the literature focusing specifically on building components and systems (BC&S). Most existing studies develop indicators applicable to buildings as a whole or solely at the materials level. This study aims to address this gap by identifying and emphasising specific circularity criteria for BC&S, including structure, infill, and services. The primary objective is to elucidate the contribution of each system to the overall circularity of buildings, thereby prioritising the most impactful circularity aspects. At the component level, it is essential to consider the specific attributes of component assemblies that constitute a system. To enhance the practical application of these findings, the study is supplemented with relevant case studies demonstrating best practices for circularity in BC&S. These case studies provide empirical evidence and practical examples of how targeted circularity strategies can improve the sustainability and efficiency of building practices, thereby advancing the goals of the circular economy.

Abstract:
AbstractThe concern that in nature, ingestion of microplastic (MP) increases exposure of organisms to plastic-associated chemicals (the ‘MP vector effect’) plays an important role in the current picture of the risks of microplastic for the environment and human health. An increasing number of studies on this topic have been conducted using a wide variety of approaches and techniques. At present, the MP vector effect is usually framed as ‘complex’, ‘under debate’ or ‘controversial’. Studies that critically discuss the approaches and techniques used to study the MP vector effect, and that provide suggestions for the harmonization needed to advance this debate, are scarce. Furthermore, only a few studies have strived at interpreting study outcomes in the light of environmentally relevant conditions. This constitutes a major research gap, because these are the conditions that are most relevant when informing risk assessment and management decisions. Based on a review of 61 publications, we propose evaluation criteria and guidance for MP vector studies and discuss current study designs using these criteria. The criteria are designed such that studies, which fulfil them, will be relevant to inform risk assessment. By critically reviewing the existing literature in the light of these criteria, a weight of evidence assessment is provided. We demonstrate that several studies did not meet the standards for their conclusions on the MP vector effect to stand, whereas others provided overwhelming evidence that the vector effect is unlikely to affect chemical risks under present natural conditions.

Abstract:
AbstractTo meet the growing demand for sustainable products, companies are increasingly striving to manufacture products aligned with the United Nations’ (UN) 17 Sustainable Development Goals (SDGs). To communicate this sustainability to customers, companies often use sustainability seals to ensure that the environmental, social and economic impacts during production meet certain criteria. However, the increasing number of these seals awarded by independent organizations often creates confusion rather than clarity due to the lack of transparent criteria and award procedures. Consequently, these seals overlap the usefulness which creates an ambiguity in the consumer's mind while making a purchase. This paper introduces the concept of an information platform, which provides consumers with information about product sustainability, considering the entire product lifecycle (PLC). It aims to collect and evaluate data from different product groups to enable consumers to make purchasing decisions based on their criteria and values. Research was conducted to assess consumers’ access to consolidated information on sustainable product development and manufacturing. The identified gap led to the presentation of the multi-level model of the digital platform. The concept benefits consumers, companies and society by facilitating information and education about sustainability aspects distinguishing companies from the competition in the production of consumer-oriented and sustainable products.

The results can be used when setting requirements for the infrastructure and human–machine interfaces for the safety supervisor and the remote supervision center. Abstract:
AbstractEconomic performance has long been routinely measured by GDP. Although it is a good measure of activity, it is generally agreed to be a poor measure of economic success. The reasons are that it omits domestic labour and other unpaid work, it includes a great deal of economic activity that does not contribute directly to economic welfare (“defensive expenditures”) and may be harmful to individuals, society or the environment, and it is insensitive to inequality. There are also several other, more technical, problems. More fundamentally, purchases that merely improve one person’s economic standing compared to others make no contribution to aggregate wellbeing yet are counted in GDP. And macro-evidence shows that in rich societies, increasing prosperity is subject to diminishing returns—as GDP per person rises ever higher, the amount of additional benefit greatly decreases, possibly even to zero. There have been various responses to this situation. One is to start from GDP, and attempt to remedy its defects by adding some items (e.g. domestic labour) and subtracting others (e.g. the cost of deterioration of nature). Various methods have been devised to adjust for inequality. And there have been many attempts to broaden the range of included items to form composite indices—the basic motivation being that economic success is only one criterion of societal benefit (this is not the same thing as providing a measure of economic success). Some useful ideas have emerged from this work, but there are no clear criteria for deciding which items should be included. Furthermore, the underlying notion is that monitoring something desirable will in itself lead to improvement—whereas in reality, effective policy needs to be based on the determinants of desirable outcomes that can be altered. And it is difficult to envisage such composite indices displacing GDP in the development of major policies. However, a different approach to “beyond GDP”, the OECD/EU initiative for an “economy of wellbeing”, has much in common with the emphasis on basic needs proposed in this book.A great deal of progress has been made in assessing household disposable income, in valuing public services that are free at the point of delivery and in evaluating “free” goods and new products. The valuation of the various types of assets has also advanced considerably, including the UN System of Environmental Economic Accounting and the Inclusive Wealth Index. Particular attention is needed in relation to critical resources that are non-substitutable, including drinkable water, fertile soil, and pollinators including bees.Subjective wellbeing has been the focus of much development activity. It is now widely monitored, and substantial research is being undertaken on its determinants. However, many methodological and conceptual problems remain, and its causal dependence on economic factors may be too weak to justify its sole use in evaluating the success of an economy. Health status needs to be considered alongside happiness as a primary criterion. Its social determinants are extremely well established, and account for a greater proportion of health outcomes than either healthcare or lifestyle choices. To a large extent, these determinants correspond to the satisfaction of basic needs as emphasised in this book, and health is responsive to interventions across the corresponding range of policy areas. The success of an economy in promoting a good quality of life for everyone can therefore be evaluated by monitoring of the satisfaction of basic needs, as determinants of health and happiness.

Today, more than 70% of people live in and around cities. Existing urban and regional food systems are unsustainable and society expects and demands change. In order to help prevent and reduce food waste, reduce the environmental impact of food production and food waste, and promote access to healthy food for all, it is essential to design and develop smart, food-oriented food chains. Therefore, the involvement of local entrepreneurs, municipalities and citizens in the development of the food security ecosystem of cities and regions is important. With the rapid improvement of computing power, unsteady Reynolds-Averaged Navier-Stokes (U-RANS) solvers are increasingly used to get a deeper comprehension of the rotor-stator unsteady flows inside turbomachinery. The dual-time stepping method is adopted in most U-RANS solvers and the determination of the optimal size of physical time step is a crucial procedure for rotor-stator U-RANS simulations, and it is the primary purpose of this paper. The criteria for determining the size of physical time step for rotor-stator interactions with and without filtering mixing plane were proposed through

The challenge of developing impartial models that minimize the propagation of unfair predictions is directly linked to optimizing multiple fairness concepts. Therefore, identifying which model best combines these concepts is essential for promoting fairness in machine learning. Results confirm no single model outperforms across all criteria. Structural VARs exhibit superior inflation forecasts but show high instability, while semi-structural models produce more theoretically consistent potential output responses.
