Abstract:
The article deals with the issue of technogenic safety of grain processing enterprises. The legislative background of this issue is considered – the laws of Ukraine, regulatory legal acts. The grain processing industry contains a significant number of high-risk objects, potentially hazardous objects, where high-risk works are carried out. The most common emergencies and accidents found in the grain processing industries are those related to the explosion and fire hazard. The factors of fire and explosion and the fire hazard of enterprises for storage and processing of grain raw materials are given. The potential sources of ignition of grain raw materials and grain products, the causes of explosions of the dust air, gas-air or hybrid mixtures are specified. The list of the most common places and reasons for the ignition sources and explosions in technological structures and buildings, and the ways of flame propagation are given. The main dangerous factors that arise in the accident and the most fire-dangerous buildings of the grain-processing industry are presented. The grain-processing enterprises carry out high-risk works, which are covered by the special requirements, observance of which protects against accidents, but the level of occupational injuries, including those with deadly repercussions, remains high in the agro-industrial complex of Ukraine. One of the main causes of accidents resulting in death is the lack of permits for the execution of works and operation of equipment, machinery, mechanisms and high-risk objects. The works for the fulfilment of which the employer must have permission to hazardous work and the operation (use) of high-risk machines, machinery, equipment or declaration conformity of the material and technical resources to the requirements of occupational safety legislation are defined. The analysis of the hazards of grain processing industry enterprises helps to identify all possible emergencies and accidents. This is a compulsory procedure for the emergency response plan. The plans for localization and liquidation of the consequences of accidents in high-risk objects are developed for adjustment and coordination of the actions of the authorities and civil defence forces of the enterprise, institution, organization, whichowns or uses at least one high-risk object in case of threat or occurrence of emergencies. The plans are developed and approved by a legal entity or an individual, which owns or uses at least one high risk object, as well as enterprise, institution or organization that plans to operate or operates at least one high-risk object.

Abstract:
Introduction. In small enterprises with simplified technological process of graded milling, preparations, which involve cleaning, peeling and moistening grain, play an essential role for ensuaring high quality of graded flour. Modern equipment for the low-productive mills implies only dry cleaning of grains in an abrasive machine with their further cold conditioning. The equipment designed for graded milling with deep multiple cleaning, washing and hydrothermal treatment is not possible. It significantly increases the cost of flour. The aim of the study is to increase both qualitative and quantitative indicators of graded flour in small enterprises through peeling and drying of grains before milling. Materials and Methods. The quality analyses of grain processing according to such indicators as ash content (whiteness), moisture, quantity of fractured grains were carried out according to State Standards of the Russian Federation and the methods established in science and practice. The degree of peeling was determined by the whiteness indicator with a photoelectric whitener SKIB-M (GOST 26361-2013 “Flour. Test method for whiteness”). Grain moisture was determined according to GOST 13586.5-2015 by the drying cabinet DEC-3M (drying electrical cabinet, model type 3M). The number of fractured grains was determined according to GOST 30483-97. Results. The research result revealed the dependence of grain processing on the technical aids. А combined peeling–drying machine was developed on this principle. The authors have developed rational operations of grain processing, which increase the whiteness of the received flour on average 4–7 conventional units. The standard instrument for whiteness definition has been studied and set. According to the given results optimal operating parameters for grain processing before milling have been developed: machine productivity (Q = 700 kg/h); the period of grain processing (t = 72 s.); optimum moisture content (from the point of view of obtained flour whiteness) of grains received for milling (W = 14 %); radiant power (P = 1 000 W). Conclusions. The research proved the fact that peeling of grains is one of the most effective ways of increasing the grade of end products of small enterprises with simplified technological process of graded milling. The efficiency of peeling seeds of wheat with humidity higher than 16 % decreases that speaks for the need to dry grains. The authors of the article introduce the equipment and technology for grain processing before graded milling, which provide grain peeling and, if necessary, drying. The operating parameters of the peeling-drying machine for preparation of grains for milling have been determined. The developed technology provide, if necessary, drying the remoistened grain to necessary standards that gives the chance to produce high-quality flour from the grains processed hydrothermally without processing moisture conditions required. The machine productivity in the mode of drying should be connected with the power of microwave infrared radiation, and its time and power should be limited to a maximum permissible grain temperature, which does not exceed 60 ºС. Abstract:
The article deals with pressing issues of providing employees of grain processing enterprises with personal protective equipment (PPE). The presence of hazardous and harmful production factors in such enterprises requires the employer to use these remedies as one of the methods of protection of workers in conditions where safety of work cannot be ensured by the design of equipment, the organization of the production process and the means of collective protection. The authors of the article analysed the existing legal documents, according to which the employer is obliged to organize the acquisition, issuance and maintenance of individual funds in working order, which would protect the worker from the effects of industrial hazards, as well as pollution and adverse weather conditions. The modern classification of industrial PPEs (depending on destination), which should be used in grain processing industries, is given. The grounds, rules for providing and designing personal protective equipment are considered. The choice of the specific type of PPE for the grain processing industry should be made taking into account the safety requirements for the process or type of work. The obligations of the employer to provide workers with personal protective equipment, including the procedure and rules for issuing, inspecting, replacing PPIs, with reference to applicable regulatory documents, are disclosed in detail. A list of duties of an employee to use personal protective equipment is also provided. As a practical example, the distribution of PPE by main occupations of employees of grain processing enterprises in accordance with the "Minimum safety and health requirements for the use of personal protective equipment in the workplace by employees" is presented.

Abstract:
Introduction. The problem of optimization of grain processing depends on factors from the consumer market and from suppliers of raw grain, which is a limitation of the possible intensification and increase of grain products processing efficiency. Existing models cannot account for the entire sequence of changes in the quality of the grain raw material for the processing plant and, therefore, cannot optimize plan marketing effect on the production of plant varieties with the aim of obtaining a given result for the long planning periods. Area, which allows us to find a solution lies in the concept of active marketing effect on grain production with specified quality load, which actualizes the subject of the study. The purpose of this article is to test the concept model of active marketing, on the example of grain-processing enterprise. Results. The data for economic mechanisms modeling of grain processing are calculated on the basis of information about the impact of wheat production technologies, barley and maize for grain quality, flour, grain and starch and resource potential of the enterprise for further action. Abstract:
The processes of processing of grain raw materials are quite common at food and processing enterprises in Ukraine. This is due to the significant volumes and wide variety of these raw materials, as well as a wide range of semi-finished products and finished products that are obtained from them. In particular, the country's enterprises process such types of grain crops as wheat, barley, rye, corn, oats, rice, sorghum, millet, chumiza, mogar, paiza, buckwheat (buckwheat family), mealy amaranth (amaranth family). Peas, beans, lentils, soybeans and other legumes are also grown in large volumes. All these raw materials come from different farms, in different conditions, in a wide range of varieties and quality, thus, even for the same type of grain raw materials such parameters as the shape and size of grains, their weight, moisture, glassiness, hardness, degree of damage and many others may differ significantly. Depending on the type of products obtained from grain raw materials (flour, cereals, malt, bran, starch, gluten, molasses, alcohol grains, vegetable oil, oilcakes, meal), the technologies for its preliminary processing may have significant differences. The purpose of this work is to develop a methodology for choosing a rational sequence for processing grain raw materials, taking into account the initial quality parameters, conditions of a specific production and criteria for the efficiency of working processes (productivity, energy intensity and quality of finished products). The article also provides options for technological schemes for the preliminary processing of the main types of dry grain raw materials. The proposed sequence for the development of these technological schemes can further serve as the basis for creating a computer program for automated synthesis and analysis of rational options for technological processes for processing dry grain raw materials.

Abstract:
The problems of improving intersectoral economic relations in the current conditions of economic development of Kazakhstan are determined by market forms of selling grain and grain products. The goal – one of the main tasks to be solved - to provide a set of measures to overcome the imbalance in the relationship between agricultural and processing enterprises, since the organizational and economic relations between them are one of the bottlenecks in the grain product subcomplex. Methods – comparative analysis, statistical and economic, system analysis, logical generalization. Results – an increase in grain production requires the expansion of the capacities of enterprises in the elevator industry, mainly through new construction. Enterprises in modern conditions are characterized with increased capacity and more modern equipment in comparison with elevators in the territory of the CIS countries. As the main type of intersectoral interaction, the economic relations of agriculture and the elevator industry for the sale of grain are singled out. Conclusions – in any form of ownership, the expensive fixed assets of elevators created over decades should be used rationally, in the interests of the entire food system of the country. In addition to the types of services, such as exchange operations, assistance in the preparation of varietal seeds of grain crops, elevators and grain-receiving enterprises should form commodity lots of grain for its producers, carry out commercial transactions on market on their behalf, and also engage in mortgage transactions. In conditions of limited material and financial resources for commodity producers, joint use of the capacities of large elevators, grain-receiving and processing enterprises acquires importance. Elevators and other grain-receiving enterprises, being the main participants in grain market of the Republic of Kazakhstan, are designed to ensure the promotion of grain from commodity producers to processors and directly to consumers, the main task of these enterprises is to give the grain a marketable appearance to maximize consumer demand.

Abstract:
The authors systematized approaches to the essence of the categories “product competitiveness”, “enterprise competitiveness”, “field competitiveness”, “regional competitiveness” and “country competitiveness”. The authors formulated the definition of competitiveness. The approaches to the classification of competitiveness factors are systematized. The authors’ classification of factors was developed. The authors have proved that the main factor in the competitiveness of enterprises is raw materials. Obtaining raw materials by the enterprise is carried out through procurement. Thus, the management of procurement of goods, having the largest share in the cost of the final product, is the main factor affecting the competitiveness of the enterprise. The authors have systematized approaches to characterizing the essence, goals and objectives of procurement management and to the classification of purchases. The authors’ definition of procurement management and the composition of its principles are proposed. The mechanisms of influence on the management of procurement and processing enterprises of the agro-industrial complex are investigated on the example of the open joint-stock company “Pukhovichi Plant of Grain Products” (Belarus). Possible ways to improve the procurement management of the studied organization are proposed. The recommendations proposed by the authors can be used by other organizations of the processing industry of the agro-industrial complex.

Abstract:
The article focuses on the introduction of a risk-oriented approach to labor protection at the enterprises of the grain processing industry. Such an approach is imperative in modern conditions in accordance with the Concept of reforming the system of labor protection management. This will involve the introduction of the proactive principle of “preventive actions” (prevention of hazardous events and situations) instead of the existing reactive principle of “corrective actions” (response to hazardous events and situations). A risk-oriented approach to occupational safety and health is the basis for the formation of a new national system for prevention of the operational risks. In the grain process enterprises, which have agreed their policy on labor protection with international standards, there has been an increase and improvement of the responsibility and competency of the ordinary employees and managers in the safety field, the risk of on-the-job injury has decreased. Improvement of the system of labor protection and risk management at enterprises should be carried out according to State Standard (DSTU) ISO 31000:2018 “Risk Management. Guidelines (ISO 31000:2018, IDT))”. The purpose of the standard is to reduce operational risks to an acceptable level. The main stages of the risk management process are presented. Identification of hazards, risk assessment, definition of security measures is a constituent and integral part of such a system. This is necessary to identify and understand the dangers that may arise in the course of an enterprise's activity, to assess the risk arising from a particular hazard, and to take measures to reduce the probability of occurrence of hazards. At the enterprises of the grain process industry, the identification of hazards consists in the definition of all objects, situations or actions (or their combination) that are inherent in an enterprise's activities and present a potential threat to the health and life of workers. At the same time, the different types of works and situations are considered in order to identify the dangers that are constantly present in normal working conditions, as well as the hazards, the impact of which is possible in case of deviation from normal working conditions and emergencies. Examples of possible hazardous factors at such enterprises are given. The adequacy of the existing security measures, the need for heir improvement or the introduction of other security measures are determined based on the results of the risk assessment.

Abstract:
The article is devoted to the issues of solid biofuel production. The classification of biomass used in the production of solid biofuels by origin is given. The main types of grain waste in the southern region for the production of solid biofuels are identified. The article analyzes the soybean market in the world and Ukraine, shows the trend of growing soybean production, which is caused by the growing demand for food and feed purposes. Soybean yield indicators in Ukraine are analyzed and it is found that Kherson region is one of the leaders of soybean yields for 2019. It is shown that in soybean cultivation in Ukraine a considerable amount of secondary resource is obtained - straw, as a by-product of crop production. It is established that the average yield of rice of Kherson region prevails in Ukraine, a large amount of rice husk is formed during processing of raw rice. Physico-mechanical properties of rice husk and soybean straw have been determined. The possibility of production of fuel briquettes from the waste was considered, technological scheme of production of fuel briquettes from waste, which are formed at the enterprises of processing industry and by-products of crop production is given. The technology of production of fuel briquettes from soy straw and rice husk was introduced at the enterprise of Kherson region, which is engaged in cultivation and processing of soybeans and rice. Quality indicators of fuel briquettes were determined: humidity, ash, sulfur, carbon content, volatile matter yield and specific combustion heat. It is established that the quality of fuel pellets is significantly influenced by humidity, degree of grinding and physical and chemical properties of raw materials. When the moisture content of raw materials more than 14% decreases the density of the granules and, due to the evaporation of moisture, cracks appear in the granules, which reduce their strength. With the reduction of the average particle size of the biomass to 2 mm, the quality of the fuel products increases, but the fine fraction of the biomass of the matrix is erased. The heat of combustion of the obtained solid briquettes exceeds the normative values of European standards at a level not lower than 18 MJ / kg. Ash content (0.5 %), normalized by European standards, is practically unavailable for Ukrainian producers, fuel briquettes made from soy straw and husks have higher normalized ash values in accordance with 7.0 and 14.0 %, which reduces their quality indicators.

Abstract:
The article analyzes one of the opportunities for the enhancement of the efficiency of grain processing production - improvement of working conditions through the certification of the workplaces. Such action is the component of the sectorial program for development of a safety status, occupational health and the production environment, which is the task of each sectoral ministry. The grain processing branch of the agroindustrial complex demonstrates continuous and stable growth over the past decades. It creates additional workplaces, provides employment of the population, and preserves the labor resources of the country. However, the leading branch of agroindustrial complex has no sectorial program for improvement of safety status at the workplaces. As a result, the agroindustrial complex is the third largest in work-related incidents for last years. The reasons and circumstances of incidents are stated. The improvement of the situation is the certification of workplaces, which exercises the worker’s right to healthy and safe working conditions, benefits and compensation for work in adverse working conditions. The legal and regulatory framework for certification of workplaces, the composition of the certification committee, and the procedure for certification are given. The certification identifies the workplaces with the adverse working conditions, where it is necessary to take the first-priority measures for their improvement; the workplaces, production, jobs, professions and positions, for the employees of which it is proposed to establish benefits and compensations at the expense of the enterprise; confirms the right of employees to benefits and compensations stipulated by the legislation. The article deals with the adaptation of the European approach to the organization of monitoring of the influence of production factors on the safety and health of the person, which serves as the basis of new methodological recommendations for the certification of workplaces for working conditions. The list of jobs with heavy, harmful and dangerous work conditions at the grain processing enterprises is offered. The mistakes and disadvantages in the course of certification are stated. The employees of the food industry and agricultural processing sustain the occupational injuries due to labor process factors such as the severity and intensity of labor. In most cases, the causes of accidents (up to 80%) have organizationalarrangement nature, including failure to certificate the non workplaces for working conditions (or violation of the legislation on the certification of workplaces).

Abstract:
Triticale and spelt grains are non-traditional types of plant raw materials that are promising for expanding the range of everyday products, healthy foods, as well as for the manufacture of food additives. A promising and relevant direction of scientific and practical research is the use of methods of biomechanical impact on the products of processing grain triticale and spelt grain in the form of flour, crumbs and bran to obtain food for general, functional and therapeutic purposes. The aim of the research is a comparative characteristic of the milling properties of new varieties of grain of wheat, triticale and spelt and the possibility of theit using for grinding into flour at existing grain processing enterprises. A comparative characteristic of the cereal-forming ability of new varieties of wheat, triticale and spelt has been carried out and it is revealed that the best cereal-forming ability belongs to the spelt grain of the "Gremme 2 U" variety, equal to 79.8 %, which is 4 % more than that of the wheat grain of the "Timiryazevskaya Jubilee" and 4.8 % of triticale grain of the "Timiryazevskaya 155" variety. It has been found that the highest flour yield under the same grinding regimes is obtained when grinding the grain of a new type of spelt "Gremme 2 U" amounted to 79.3 %. The largest amount of triticale flour of the highest grade T-60 is obtained from triticale grain of the "Timiryazevskaya 155" variety. The grain of wheat "Timiryazevskaya Jubilee" occupies an intermediate position both in terms of the total yield of flour and its quality compared to spelt and triticale. All three given new varieties of various crops have good flour-grinding properties and can be recommended for processing into high-quality bakery flour at flour mills when making grinding mixtures.

Abstract:
Development and deepening of processing of agricultural products, including grains, improvement of its quality characteristics will contribute to increase of employment in rural areas, satisfaction of internal and external demand, increase of foreign exchange receipts in the state and incomes of producers. The aim of the article is to evaluate the prospects for the development of the market for large products in Ukraine, taking into account trends in changes of supply and demand. The methodological basis of the study: the systematic and dialectical approaches and the use of methods of synthesis and analysis in determining the patterns and features of the market for large products in Ukraine. The article analyzes the dynamics and structure of production of grains, identifies the problems of increasing the supply of their main species. The factors of internal and external demand for national grain and future trends of development of this market have been considered. It has been proved that the production volumes of the main grains depend directly on the availability of raw material supply and its quality, the demand for finished products both in the Ukrainian market and from the side of the importing countries of Ukrainian products, as well as the retrospective profitability of the sale of alternative crops. Expansion of national sales in the national market can be achieved through the comprehensive application of non-tariff restrictions that do not conflict with WTO agreements. The scientific novelty of the research is to systematize the factors of formation of demand and supply of large products and to analyze their impact on the market environment. The practical significance of the research lies in identifying the main areas within which the problems of further development of the large industry are generated, which creates the basis for the development of measures to minimize their negative impact. Abstract:
Russia has achieved outstanding results in the production and export of grain. For the sixth year in a row, it is the world leader in terms of its exports. The «Long-term strategy for the development of the grain complex of the Russian Federation until 2035» (hereinafter referred to as the Strategy-2035), approved on August 10, 2019, is being successfully implemented. At the same time, the achievements in grain exports are ambiguous, there is a huge potential for development: the growth of grain exports means an increase in the export of raw materials, not products of its processing; grain processing volumes have significantly decreased; The capacities of food industry enterprises are loaded at a low level; prices for bread and bakery products are steadily increasing with their quality deteriorating, etc. To fully exploit the potential of the development of the grain complex in Russia, a systematic solution of problems covering the entire value chain is needed: from production to export of grain and its processed products. Such a systematic solution to development problems is seen in the creation of a system of agro-industrial clusters, including the main grain-producing regions of the country. The strategy-2035 provides for the creation of grain clusters. In order to implement this strategic task, the article proposes to form a system of grain agro-industrial clusters, which would certainly ensure not only efficient production and export of grain, but also contribute to the development of the food industry, increase the export of grain processing products. Increasing the level of utilization of the average annual production capacity of food industry enterprises and the use of grain is a systemic problem associated with the entire value chain: from production to export of grain and its processed products. In the format of agro-industrial clusters, an optimal interrelated solution to problems is possible - improving the quality of raw materials-grain, reducing the costs of its processing and export of products, etc. The research is based on a system-synergetic approach focused on the analysis and synthesis of positive feedbacks, the use of clusters, self-organization processes for the development of the grain complex, and the systematic solution of development problems.

Abstract:
Introduction. Modern technology of grain processing pays special attention to the qualitative and efficient preparation of grain for milling. At small enterprises with a reduced technological process, this is almost the only way to improve product yield and quality. Without proper multi-stage preparation of grain for milling at small enterprises, it is impossible to achieve the required quality and quantity of products produced by industrial mills. Grain peeling is one of the most effective ways to clean the surface from dirt and remove outer shells. The removal of outer shells allows increasing the yield of high-grade flour at reduced milling diagrams. The efficiency of the peeling process is significantly infuencet by the design and operating parameters of the peeling machine. The purpose of this work is the experimental determination of optimal conditions for grain processing in the peeling and drying machine (the optimal combination of factors). Materials and Methods. To determine optimal conditions for grain processing in the peeling and drying machine, the method of extreme planning of the experiment was applied. The method of random balance was used to select the most significant factors based on their influence on the optimization parameter. The method of steep ascent on the response surface (the Box – Wilson method) was used to find the optimum area (the planning matrix was realized and statistical analysis of results and steep ascent on the response surface was carried out). Verification of the results was carried out on the software Statistica 10.0. Results. On the basis of experiments, a mathematical model of the technological process of wheat processing in the peeling and drying machine there were obtained, which linked the structural and mode parameters of the machine with the humidity of the treated grain. The results of the experiment confirmed the operability of the developed machine when working with high-humidity grain; they are fundamental for the machine’s further modernization. Discussion and Conclusion The analysis of the controlled factor dispersion diagram allowed us to select the most significant of them based on influence on the selected optimization parameter, the white flour color obtained from the treated grain. As a result of the evaluation of experimental data of the conducted studies, the design and mode parameters of the developed machine were determined, corresponding to the areas of the optimal optimization parameter: shaft rotation speed is 1400 rpm, angle of inclination of stamping on the sieve drum is 15 degrees, the initial moisture content of the processed grain is 15.50%, and the machine productivity does not exceed 700 kg/h.

Abstract:
The article considers the state and prospects of the Russian grain market, taking into account export opportunities, since the cultivation of grain crops is a system-forming for the economy of the Altai territory, on the state and development of which depends both the efficiency of enterprises associated with this industry, and the level of development of rural areas in General. The Altai territory is one of the ten largest grain-producing regions in Russia and has the largest areas of grain and leguminous crops in Russia. The share of grain production reaches 4.5% of the Russian indicator. Traditionally, in the region, the largest part of the grain production structure is wheat, but the demand in the interregional and global markets makes increasing demands on the quality of grain, the range of cereals, including those with improved environmental characteristics. In this regard, the authors of the article justify the appropriate adjustment of production, stimulating mechanisms for the development of export activities of agricultural and processing enterprises. It is shown that the natural — climatic and resource potential of the region allows growing rye, barley, buckwheat, soy, and others in demand on the world markets to produce organic products with the brand “Product of Altai”, which has proven itself in the markets as organic, environmentally friendly, natural products with high taste and useful properties for human health.

Abstract:
The most important stage in the technological operations for grain production is its post-harvest processing. At this stage, the quality of the grain masses is lost because the temperature condition inside bulk grain is almost never checked during temporary storage. In order to increase the technological efficiency of primary grain processing and storage, an installation has been designed that could preserve the quality of grain at low-capacity enterprises or during temporary storage. As the self-heating of grain during storage is a serious issue, the installation would also help solve the problem related to the temporary lack of storage facilities. Thus, using active grain ventilation makes it possible to improve the resistance of grain masses to storage. The available body of research into energy-saving drying processes, active ventilation, and purification of grain from light impurities mainly resolve highly specialized technological tasks. Of interest are those studies that aim to design and implement the rational equipment structure for the active ventilation and cleaning of grain from light impurities, which make it possible to practically execute non-stationary modes. This paper considers the efficiency of active ventilation and the reduction of energy costs depending on the installation's structural parameters; specifically, the height of the chamber and the speed of supply of warm air are selected. The height of the working chamber of 1 m and the air velocity of 1.1–1.4 m/s have been experimentally proven and theoretically substantiated.

Abstract:
The article analyzes the changes in the grain economy of the Novosibirsk region in the 1990s in order to identify the agrarian reform results of this period and to form an objective opinion on it. The study of regional aspects of development and operation of grain production, as the country’s most important agricultural sector, — is an effective way to form reliable ideas about the processes in agriculture production generated by radical market transformations of the 1990s. The author examines changes of the key indicators of the industry’s development (dynamics of sown areas and yield of grain crops, gross yield of grain), as well as factors promoting their growth and decrease. The most important task of the research is to identify changes in the quality parameters of the grown grain, agricultural machinery, equipment and facilities of farms and crop processing. The regional grain production is considered in chronological, industrial, organizational and production aspects. It was found out that in the 1990s the regressive tendencies dominated the grain industry of the Novosibirsk region. The farmers, who separated from collective and state farms, did not become the driving force for the agricultural sector of the economy. The personnel and technical base of agricultural enterprises that were the main grain producers decreased; the sown area of grain crops was reduced; the wheat share in them rose, but the grain quality characteristics deteriorated; the amount of protein in grain fell due to inadequate soil fertilization. In the late 1990s the demand for wheat started to fall, but for barley and rye — to grow. The problems with sale of wheat to the food industry enterprises forced its producers to acquire their own mills and bakeries. On the whole, in the 1990s the gross grain production noticeably decreased in relation to the level of the last Soviet five-year plan. The crop productivity remained at the same level.

Abstract:
Grain cluster – is an organizational form of consolidation of the efforts of stakeholders, ensuring the competitiveness of the region. The goal is to determine ways to improve the cluster organization of interaction, which is due to the fact that as part of the cluster, the consolidation of the efforts of enterprises aimed to achieve production and economic results reaches the highest level. Methods – comparative, system analysis, statistical and economic, logical generalization. Results – the most important part of economic relations of the cluster is the mechanism of distribution relations, which occurs in the process of the exchange of intermediate products, resources and services, the distribution of income from the sale of final products on foreign market. The functioning of the distribution system ensures the parity of interests of the cluster members, based on the fact that in the grain cluster, income from the sale of manufactured products is distributed along the technological chain based on prices and tariffs, through centralized funds created by the cluster members. Conclusions – grain product cluster has a clear organizational structure, the most important part of which is the mechanism of distribution relations that arises during the exchange of intermediate products, resources and services, and distribution of income. The transport and logistics infrastructure is necessary to ensure the movement of products within the cluster and beyond it with the least material costs and losses in physical terms. The core of grain cluster should be enterprises engaged in production, grain storage and processing. Another part of it is processors: flour mills, feed mills and bakeries, pasta factories. The formation of clusters must be linked to the pricing mechanism in order to ensure equal efficiency for all participants.

Abstract To obtain high-quality grain and seeds, it is necessary to clean the combine heap of weeds. Modern air-screen grain cleaners equipped with a screen cleaning systems, flat screens and a double-aspiration pneumatic system with pre-screen and post-screen cleaning channels are used. The fractional principle of post-harvest grain processing is promising. To create a universal grain cleaning machine to isolate the main fraction from the grain heap at the first stage of post-harvest processing, Voronezh State Agar University named after Emperor Peter I carried out theoretical and experimental studies, which made it possible to develop OZF-50, OZF-80 and SVS-30 separators. The machines have higher productivity, the original sieve design with an increased share of sorting sieves and an exclusive aspiration system. A number of new technical solutions have been used in the design of the separators, protected by patents of the Russian Federation. Theoretical prerequisites established the possibility of increasing the productivity 1.6-1.8 times according to GOST R 52325-2005. The total air consumption of the pneumatic system of grain cleaning machines can be reduced by 25-40%. Further improvement of separators requires a deeper study of the grain fractionation process, aerodynamic characteristics of aspiration systems, receiving and distribution devices, and establishment of close mutually beneficial relations between scientific institutions and agricultural engineering enterprises. This can contribute to the development of both domestic agricultural science and grain cleaning equipment production.

AbstractThe research aimed to examine Latvian grain cooperatives in terms of their performance and causes of development problems. The research employed several approaches, including a monographic method, induction and deduction, comparison, graphical method, statistical analysis, cause and consequence analysis and a sociological research method in the form of structured expert survey and interviews. The research examined the theory on cooperative development in Latvia and the world, analysed the Latvian grain production industry and made a statistical analysis of the performance of grain cooperatives. The total output of cereals was affected by the total area cropped with cereals, which was proved by the correlation coefficient r = 0.90. An increase in the area used for cereals leads to an increase in the total cereal output. The correlation coefficient showed a strong relationship between independent and dependent variables. Structured interviews with experts allowed the authors to identify the factors that hinder the development of grain cooperatives in Latvia. The industry experts identified the technological factor, i.e., poorly developed agricultural processing. As possible causes of the previously identified problem, experts identified a lack of financial resources, the unclear market situation, workforce problems, additional costs, and a lack of initiative in identifying new opportunities. The expert method helped to identify the most significant problem for the development of Latvian grain cooperatives and the underlying causes. The research allows drawing the attention of policymakers to the main problem regarding the development of grain cooperatives, namely, the technological factor of underdeveloped grain processing. The cooperatives did not own processing enterprises, which was mainly due to an unclear situation in the sales market.

Abstract:
The present research continues and complements previous research by the authors on the performance of grain cooperative societies in Latvia. The research aim is to identify and assess the factors affecting the performance of grain cooperative societies in Latvia. The research results revealed that the main endogenous factor hindering the performance of grain cooperatives was technological – underdeveloped grain processing –, as the cooperatives did not own processing enterprises, which was mainly due to an unclear situation in the sales market. The industry experts referred to the socio-economic factor as the key opportunity for improving the performance of cooperative societies – cooperation between small cooperative societies and large ones within the industry –, as well as the promotion of cooperation with scientists, technological progress and the positive effects on industry development in the country and the region. The research results revealed that the main threat to the development of cooperative societies was the political factor – possible sudden and significant changes in the national agricultural policy, which might be affected by the turnover of policy makers and the priorities set for the industry, as well as the economic situation in the country. The research employed the following methods: monographic, induction and deduction, graphical, comparison, a sociological research method – structured expert surveying –, SWOT analysis, pairwise analysis and statistical analysis.

Abstract:
Grain cleaning-and-drying units for agricultural enterprises in the zones of Western Siberia with high grain humidity are substantiated. Such zones include part of the Northern forest-steppe lowlands, part of the forest-steppe foothills, taiga and subtaiga zones of lowlands and foothills. Grain cleaning-and-drying systems in these zones should provide the possibility of both single and double drying of grain. In order to achieve this, they are recommended to be equipped with two dryers or one dryer with two shafts with the possibility of parallel or sequential operation. Three sizes of systems have been identifi ed with the daily capacity of 100, 200 and 400 tons. Alternative versions of technological schemes of the units have been developed, technical and economic evaluation carried out and the boundary conditions of their application defi ned. It has been established that the choice of the unit will be mainly determined by the level of fi nancial or labor resources available. In the units with the capacity of 100 tons/day, the preferable way of grain handling is by the fl ow line method, which requires some additional capital investment. For the units with the capacity of 200 and 400 tons/day, the most effective option is grain processing and reserving it in the operating silo. The best technical and economic performance is achieved by units with a higher daily capacity.

Abstract:
Accurately understanding the relationship between grain production and economic development is of great practical significance for ensuring national food security and coordinating inter-regional economic development. Using 2012 counties as research units, we analyzed the spatial coordination between grain production and economic development in China using the coupling of grain and economy (CGE) index, as well as the curve of gravity center and thematic map series methods based on statistical data from counties between 2000–2017. The results showed that: (1) Grain production was weakly coordinated with the economic development in China; but this coordination was enhanced. (2) China’s conversion between various types of grain production and economic development mainly occurred in the central and western regions, which are characterized by a much higher grain agglomeration level than the economic agglomeration level. (3) The northeastern region was prone to the grain agglomeration, the central and western regions were characterized by a grain-economy balance and the eastern region was dominated by economic agglomeration. (4) The increase of China’s CGE gradually increased from the southwest to northeast. Therefore, we proposed that the government should pay more attention to grain circulation in the eastern region and main grain-producing areas in central region should develop an accurate benefit compensation system, support leading grain processing enterprises and implement cultivated land protection policies in order to ensure national food security.

Abstract:
Abstract The work of produced domestic grain cleaning machines is based on the reciprocating motion of the sieve mills. The increase in the productivity of such machines by traditional methods has exhausted itself. Therefore, agricultural enterprises of the country of various forms of ownership need high-performance innovative grain cleaning machines for post-harvest grain processing. The article studies the various methods and solutions that affect the intensity of the grain separation process and increase the qualitative and quantitative indicators of the operation of grain cleaning machines. According to the performed theoretical studies, the completeness of separation on the surface of the sieve depends on the probability of the passage of the grain through the oblong hole of the flat sieve, located at an angle, when interacting with the long edge, performing reciprocating oscillations. It is theoretically determined that in the range α’ from 0 to 20° the probability of the passage of a particle increases from 0.315 to 0.548 or by 1.7 times. At the same time, as shown by the production check of the operation of the sieves of the proposed design, the productivity of the grain cleaning machine increased by 23 %, and the quality of cleaning the grain mixture meets the agrotechnical requirements.

Abstract:
Last time the food industry pays the great attention to questions, connected with changing existing technologies for raising the efficacy of the raw materials complex processing and increasing the output of high-quality products and food ingredients with a minimal amount of waste. Cereal crops are the most reach source of functional ingredients and main component in the human food ration. The technological process of cereal crops processing at enterprises is closely connected with creating a great number of secondary raw material resources and its further utilization. For confirming the efficacy of using secondary products of grain processing as cheap raw material resources of dietary fiber and physiologically functional ingredients, there is characterized the accessibility of their biotransformation that gives a possibility to get biologically active substances of different chemical nature with a wide spectrum of physiological effects. Secondary products of cereal crops processing (bran) are multi-component substrates, formed of different histological layers of wheat grains after comminution, consisted of (external pericarp, internal pericarp, grain coat, hyaline and aleurone layer of a grain coat). Wheat bran is rich in dietary fiber, nutritive and phytochemical substances, that is why, it is most often used for feeding animals. But for today there are important proofs of using it in the food industry. The development of new innovative technologies, modern achievements in microbiology and biotechnology have an important value for secondary products of grain processing, because they allow to conduct directed technological processes at the qualitatively new level that provides using soft regimes of vegetable raw materials processing, allowing to preserve natural biologically active substances and nutrients. The modeling of the combined complex processing that includes enzymatic hydrolysis and fermentation by microorganisms improves technological, sensor and also nutritive and physiologically functional properties of wheat bran at the expanse of: bioavailability increase of phenol compounds, vitamins and minerals, assimilability of proteins and decrease of the content of anti-nutritive compounds. Enzymatic preparations allow to use vegetable raw materials rationally, to intensify technological processes, in such a way increasing the output of biologically active substances and to widen the assortment of created products. The process of wheat bran formation results in increasing the nutritional value, enriching the biopolymeric complex with probiotic microorganisms and prebiotic substances. Based on the structural peculiarities and multicomponent composition of wheat bran, presented and studied in the article, it has been established, that the use of the directed modification allows to get functional ingredients and products with set properties that influence the human health favorably. So, wheat bran must be used not only in agriculture as a cattle fodder, but also in the food industry.

Abstract:
In market conditions, the production of products with higher value added creates competitive advantages for agricultural producers and grain processing enterprises. Improving the process of value added planning in the grain product subcomplex in this sense is one of the key factors. The purpose of the article is to study the theoretical aspects of the category "value added planning" and the peculiarities of its application in the planning process at the enterprises of the grain products subcomplex of the AIC of Ukraine. The research used dialectical, monographic methods and a systematic approach (to determine the role of value added planning as a systemic and complex phenomenon), as well as statistical methods, analysis and synthesis - to substantiate the calculated data. Gross value added includes the following main elements: wages with accruals; depreciation deductions; profit; rent; interest paid for the use of loan capital. Gross value added is greater than net value added at the cost of consumption in the production of fixed assets (depreciation). Net value added is essentially newly created value in the production process. Value added planning in the grain product subcomplex of the AIC is of great importance to ensure the timeliness of technological operations and the rational use of production resources. In this process, it is important to calculate the planned value of each element of value added, matching their values with the maximum growth of profits. In our opinion, in solving the problem of improving the efficiency of grain production an important role is given to the planning of such an element of added value as wages. This issue needs to be handled in such a way that labor productivity grows faster than wages. Here it is necessary to pay attention to the fact that the involvement in the production of highly qualified employees and their proper motivation, along with an increase in wages, the company will receive more profit. Since rent is an element of value added that is included in the cost of production, its planned growth should be accompanied by a proportional increase in production efficiency. Thus, in the course of our research it became clear that the increase in the value added is one of the main factors increasing the efficiency of production at the enterprises of the grain product subcomplex of the AIC of Ukraine. Therefore, it is very important to consider the process of planning value added comprehensively, looking for reserves to increase it. We define the category of "value added planning" as a systemic and complex phenomenon, where profit planning is the final link in the plans of all the components of added value, which takes into account the optimization of production, as well as the rational ratio of remuneration to employees and owners of the enterprise.

Abstract:
Processes of classification (separation) of dry and damp dispersive materials are wide spread in metallurgy, construction, agriculture, in chemical, food, processing industry and in other branches. Therefore, constructors and technologists pay a lot of attention for rationalization of these processes and equipment for their realization in direction of increase of productivity and quality of classification, reliability of machines, decrease of power-consuming. In last decades in Ukraine with development of small and middle farming enterprises there is a tendency of increase of variety of grain raw materials by kinds, grades, humidity, sizes, mass, density and volume of particles. All this should consider food and processing enterprises which often work in quite intensive regime in a period of harvest. So, in last time there become more strong demands to efficiency of technological preparation of processes classification for selection of most rational method, equipment and regimes of processing with consideration of parameters of raw materials and demands of further technological processes (grinding, mixing, heating, cooking, frying etc). Because of that, there will be useful a method of automated technological projection of classification processes of dry dispersive materials, proposed in this article. The method allows to elaborate most effective technology of classification with consideration of volume of output program, time for its fulfilment, geometrical and structural-mechanical properties of processed material, characteristics of available equipment for classification and criterions of efficiency of elaborated technology – productivity and specified operational expenses for its realization. The method can be used as a base for elaboration of a computer program of automated synthesis and analysis of rational technological processes of classification of grain raw materials.

Abstract:
In enterprises with limited capacities and a low-powered grain drying facilities there is a problem of economical and reliable storage of dry, wet and moist grains. One of the options for its successful solution is the application of grain storage technology in silo bags, tested in many enterprises, the basic principle of which is based on the self-preservation of grain under hermetic conditions in an environment of carbon dioxide. To implement this technology, it is necessary to determine the suitability of the batch of grain for loading in the silo bags on the basis of an operational analysis of the grain quality. After loading the grain, the silo bags are sealed, the grain mass is stored for a certain time and then unloaded. After many years of industrial testing of grain storage technology in silobags, recommendations have been developed that allow to ensure the quantity and proper quality of grain in the process of implementation of the technology. To do this, it is provided to carry out a whole range of activities - personnel training, the selection and preparation of a storage area for grain, deratization, the determination of the quality of grain at all stages and a safe shelf-life, depending on the condition of the grain, weighing of the grain; loading silo bags and placing them on the site; drawing of marks for identification of silobags; monitoring of the state of silo bags and grain and the restoration of the integrity of the silo bags throughout the storage period; accounting for grain in the silobags; processing of unconditioned grain; object protection, final analysis of the work performed, identify problems and ways to solve them. The storage site for grain in the silo bags must be cleaned of stubble and grass, sharp objects, grain residues, solid hardwood or the most densely packed soil (the clay surface is undesirable, as precipitation makes imposible laying and unloading of silobags), ensure no stagnation of water during rains and melting snow, provide the possibility of free movement of special equipment on the site. It must be deratized and fenced with a mesh with small openings, a height of at least 1 m and dipped. The analysis of the characteristics of three-layer silobags showed that to optimize the storage of dry grain, it is advisable to use the largest silobags of 90 m in length, since they have a larger capacity, there will be less time spent on dressing and sealing the silobags, saving space between the silo bags lying along one another , there will be less length of silobags to go for tying, as well as saving money on the cost of silobags, the cost of working time and fuel (decreases the number of transfers of special equipment). It is advisable to take into account the possibility of unloading the sleeve during one shift. At all stages (loading, storage, unloading) the determination of the quality of grain, monitoring the condition and restoring the integrity of the silo bags checking the sanitary condition of the site and the presence of baits should be carried out. Precautions should be observed, grain accounting, working with non-standard grain and final analysis of grain storage results should be carried out.

Abstract:
The development of agriculture depends on the conditions of quality assurance and preservation of grown and produced products. To solve these problems, in particular, grain processing enterprises must have a well-equipped technical base capable of ensuring high-quality separation of grain, which arrives without losses in the short term. Separation of cereals is a key place not only in the processing process, but also is one of the main ways to increase the yield of cereals, as the separation process contributes to the selection of the highest quality (physiologically mature) seed. Work with grain is based on basic principles, which include advanced technology, flow processing methods and automation of the production process. Post-harvest processing of grain must ensure the timely organization and timely execution of all its stages while ensuring the minimum possible values of energy and complexity of the process. The vast majority of separation machines used today in agriculture have a fairly low productivity, as most of them use gravitational forces to clean grain mixtures. Every year, production requirements are growing, and require new, most energy and technologically efficient methods of separation, as well as the creation or modernization of existing separating machines with higher productivity, quality and efficiency of separation of grain mixtures. Without theoretical and practical research, grain cleaning machines are impossible to further improve and create new, high-tech and energy-efficient structures. The main difficulty in considering improvements in temporary grain vibratory centrifugal separators is the lack of a basic design scheme of the vibrating drive, which will allow the implementation of a given law of oscillations with the required accuracy and ability to smoothly adjust the amplitude and frequency of oscillations in the vertical plane. Interesting and broad prospects for the development of electric drive are associated with the use of so-called linear motors. A large number of production mechanisms and devices have translational or reciprocating motion of the working bodies (lifting and transport machines, feed mechanisms of various machines, presses, hammers, etc.). As the drive of these mechanisms and devices, conventional electric motors were used in combination with special types of mechanical transmissions (crank mechanism, screw-nut transmission), transformed the rotational motion of the working body. Linear motors can be asynchronous, synchronous and direct current, repeating the principle of their operation of the corresponding motors of rotational motion.
