Abstract:
Colorectal cancer is epidemiologically relevant worldwide because it is the fourth leading cause of death from cancer. This study aims to present the mapping of technologies related to colorectal cancer. The search took place during the months of May and June 2019. The Leans database was used, which collects global patent information. The search occurred through the term "colorectal cancer", inserted in the title or abstract fields. Patents with publication date between January 1, 2000 and June 1, 2019 were selected. Only the patents granted and those filed were filtered (patent application; granted patent). A total of 6,850 patents were identified, of which 5,445 (79.48%) correspond to patents filed and 1,405 (20.51%) are patents granted in the period from 2000 to 2019. In 2000, 47 patents on colorectal cancer were published. The quantitative growth of technologies filed and granted was constant. In 2017 there was a total of 911 applications, indicating a growth of 1938.29% in relation to the year 2000. The first patent of the period was on the APC gene mutation, associated with colorectal cancer in families of Ashkenazi Jews, developed by Laken and collaborators (2000), and belongs to Johns Hopkins University, Baltimore, Maryland, in the United States. It can be concluded that the mapping of patents is important to trace a panorama of the world technological advance, as well as it can also be used as an instrument to identify scientific articles that cite patents developed in a given time space.

In February and June 1948, the Stalinist state issued two decrees aimed at a radical solution of the problem of labor discipline among Soviet collective farm peasants. Borne out of the initiative of the Ukrainian Communist Party Secretary N.S. Khrushchev, who found examples of community self-policing in tsarist legislation, the decrees granted collective farm general meetings the right to deport to distant parts of the Soviet Union peasants reluctant to fulfi ll the minimal labor requirements set by the state. Based on a wide array of formerly classifi ed Russian archival documents, this study draws the complete story of this little known page in the history of Stalinist repression. It demonstrates that despite the harshness of the measures employed, the decree did little to force peasants back to work on collective farms given the seriousness of the postwar agrarian crisis.

Sixty years later, on Friday 29th June 2007, at our first Annual General Meeting since being granted our Royal Charter, he was invited by our President to make a short presentation on the birth of our Institute. Squadron Leader Fraser was unable to travel from his home to attend the AGM in person, but with great foresight had planned for such an eventuality and prepared a short video of his speech. This paper is a verbatim account of his message.

Abstract On 11 June 2013, the Commission issued the Recommendation on common principles for injunctive and compensatory collective redress mechanisms in the Member States concerning the violations of rights granted under Union law. The main areas where private enforcement of rights granted under Union law in the form of collective redress is of value are consumer protection, competition, environment protection, protection of personal data, financial services legislation and protection of investments. Point 13 of the Recommendation concurrently emphasises that the principles it puts forward relate both to judicial and out-of-court collective redress. The Member States should ensure that judicial collective redress mechanisms are accompanied by appropriate means of collective alternative dispute resolution available to the parties before and throughout the litigation. Point 25 et seq. of the Recommendation then contains special regulations concerning collective alternative dispute resolution and settlements. The purpose of this article is to evaluate if the current legislation on alternative dispute resolution in the Czech Republic meets the principles encompassed in the Recommendation or if radical legal changes need to be adopted.

At most he granted that he had exercised a certain influence upon many historians of the next generation. “Not everything has been futile”: that was the most positive statement he allowed himself to make about his work.

In June 2003 the Care Standards Tribunal heard an appeal from Alternative Futures Limited against a decision by the National Care Standards Commission to refuse Alternative Futures' application for voluntary cancellation of the registration of 11 care homes under Section 15 (1) (b) of the Care Standards Act 2000. Alternative Futures had applied for the cancellation of registration because it felt that the homes were no longer functioning as registered residential homes but were supported housing with domiciliary care. The service users had learning disabilities and had been granted tenancies. The article summarises some of the key points of the judgement.

Background: The development of professional values in nursing is directly related to quality and ethical clinical practise and may also increase practitioner and patients’ satisfaction. Some factors, such as work setting or work experience, can influence the importance granted to the professional values of nursing. Objectives: To compare in primary care nurses and hospital care nurses the importance granted to professional values and to contrast this perception as a function of professional experience. Research design, participants and research context: Descriptive cross-sectional study. Participants were 380 nursing professionals from the public health system (primary care and hospital care). Three dimensions were analysed: ethics, professional expertise and professional mastery. Data were collected from January to June 2015. Ethical considerations: We obtained permission from the Ethics Committee and participants’ informed consent. Findings: Hospital care professionals attached more importance to all the values analysed, regardless of their work experience. Ethical values, such as confidentiality and respect for the person, were considered to be very important in both systems. Values related to professional expertise obtained lower scores, especially in primary care. In general, professionals with more than 20 years’ experience granted less importance to the values. Conclusion: The professional setting influenced the importance assigned to professional nursing values, and clear differences were observed between primary and hospital care. The domain of ethics was considered the most important. It is necessary to reflect on the significance attributed to professional values, especially in more expert nursing staff.

Cette étude cherche à comparer le rôle du juge au Portugal, en France et au Royaume-Uni, dans le contrôle de la légalité des décisions collectives des actionnaires des sociétés anonymes, ainsi que les alternatives à ce pouvoir d'immixtion judiciaire dans la vie de la société commerciale. La première partie s'occume des formes traditionnelles de sanctions des vices qui affectent la validité des décisions collégiales d'actionnaires, telles que les nullités, l'inexistence juridique ou l'inefficacité, soit dans une perspective substancielle, soit dans une perspective procédurale. La seconde partie identifie des remèdes extrajudiciaires pour les irrégularités des décisions collectives d'actionnaires et d'autres modalités d'intervention du juge, à titre préventif ou provisoire, plus adéquates à imposer certains comportements légaux visnt à assurer la régularité des décisions collectives. Cette tendance postule l'activisme préventif des actionnaires et des investisseurs institutionnels, munis de l'information nécessaire, comme la forme la plus efficace de contrôler le fonctionnement de la société, en évitant la prise de décisions collectives viciées et en permettant de résoudre les conflits avant qu'ils ne débouchent sur le tribunal. D'autres alternatives, telles que l'arbitrage, la conciliation et la médiation jouent aussi leur rôle, bien que limité, au sein de la société anonyme. Néanmoins, où le recours à la justice de l'Etat est inévitable, i vaut mieux appliquer des mesures injonctives que des sanctions répressives et des sanctions civiles au lieu de sanctions pénales.

Les juges doivent-ils se contenter d'appliquer la loi ou représentent-ils un véritable pouvoir judiciaire ? Les magistrats anglais et français se font juges de leur système judiciaire respectif<br>French and english judicial systems have to adapt themselves under the pressure of new collective and individual requirements of a very mobile contemporary society. Through their answers to a questionnaire french and english judges and magistrates give an appreciation of their own respective judicial institutions, of their function, their status, their independence in relation to the political power. S’interroger sur l’autorité du juge revient à s’intéresser à la place qu’occupe la justice parmi les institutions. Sur ce plan, la justice judiciaire française inquiète. On la dit abandonnée, maltraitée par le pouvoir politique. Le sort réservé aux juges administratifs français, aux juges supérieurs britanniques et aux juges fédéraux américains est tout autre. La comparaison des cadres constitutionnels au sein desquels ces juges évoluent permet de comprendre comment se construit leur autorité. Celle-ci est commandée par deux variables dont l’importance est inégale. L’autorité du juge tient, pour l’essentiel, à sa capacité à maîtriser sa fonction. L’ancrage d’un statut protecteur, alors même que cette question est souvent présentée comme préalable à toute autre, vient seulement conforter l’édifice. Est-ce à dire qu’il suffirait d’appliquer à la justice judiciaire française les enseignements ainsi dégagés pour résoudre les problèmes auxquels elle est confrontée ? Les choses ne sont pas si simples. Le droit constitutionnel comparé est un outil précieux. Mais la prudence commande de ne pas placer en lui d’espoirs démesurés<br>Courts’ authority stands very high in the United Kingdom and in the United States. The institutional position of the Judiciary in France, at least for judicial judges, is more precarious. The position of French administrative law judges is different and comes closer to the situation of British and American Judges. A comparison between those judges and the constitutional systems they evolve in appears to be an effective way to understand how courts’ authority is built. Two factors are actually decisive. The first one, which is the most important, is related to the judge’s function. It is crucial that the judge is able to say what his judicial duty covers and where are its limits. Similarly, he has to be able to resist executive and legislative encroachments on his function. When those criteria are met, the judge’s authority is necessarily strong. The second factor only comes next. It appears indeed that the judge’s authority is acknowledged and strengthened when his independence is strongly protected, both in its individual and institutional sense. Once those factors are highlighted, one question comes up. Would it be wise to resort to legal transplants to improve the institutional position of judicial judges in France? It is not that easy. Comparative constitutional law is a very useful tool. However, it must be used carefully

C’est à tort qu’on a considéré que l’ordre juridique anglais ne connaît ou ne pourrait connaître un contrôle de la «loi». Si l’on y a vu une irréductible doctrine de la souveraineté du parlement, qui met en place un «règne de la légalité» froid et implacable, l’on a, en cela, méconnu le véritable sens de la common law, comme porteur d'une unique idée de «jurisdictio» à travers les temps, déployant un programme de droit tant herméneutique que fondamentalement constitutionnaliste, tout en étant en perpétuel devenir. La doctrine de la souveraineté du parlement tire sa reconnaissance d’une doctrine common law. Or, la «légalité», par ses postulats même, est prise au piège par un deuxième principe qui en émane, celui que nous nommons «principe de supra-légalité», du fait du contenu même de certains Actes du Parlement et de la considération que leur réserve la common law. Par ailleurs, la common law est celle qui a permis en sa «jurisdictio», la «Rule of Law», et par là, de s’assurer d'une «constitution common law». De son fait jurisprudentiel, comme dialectique et discours, elle vise une mise en œuvre perpétuelle en problématique permanente de toute norme supérieure. C'est ce qui caractérise le «principe de jurisprudentialité» qui s’ajoute ainsi à la «supra-légalité». Principes de légalité, de supra-légalité et de jurisprudentialité sont ceux qui façonnent alors le principe de constitutionnalité en cette constitution common law. La common law, seul gardien des principes intangibles du droit, autonome et auto-validée par sa Raison fut le premier modèle constitutionnaliste existant dans les droits modernes<br>It has been one of the main legal misunderstandings of the modern world that the English legal system cannot admit of anyconstitutional review of laws. The prevailing idea colouring any vision ofits constituent parts has been marked by a cold anrlirreducible doctrine of the Sovereignty of Parliament which in turn has brought about a narrowly definerl - far from being akin to any Diceyean &lt;, underlying which is a programme polarized by a hermeneutic vision of itself as law-realisation, as well as being a constitutionalist backdrop to any legal system. The doctrine of the Sovereignty of Parliament derives its recognition from what can be termed as the , the keystone of the &gt;. Legality, in turn, hy its fundamentals, is caught in its own game, by an emerging superior principle, that of what is here termed , if only owing to the content of Acts of Parliament themselves. The Common Law, the only guardian of intangible or immutable principles of law, autonomous and self-validating due to its Reason, did bring about a first constitutionalist model in the modern world. At all times, a constitutional review of laws has been carried out in the English legal system, albeit under different guises, now enhanced following the incorporation of the ECHR and community laws

As condições de produção dos repórteres que trabalham nesta editoria, em emissoras de televisão sediadas em Porto Alegre, devem nos ajudar a compreender o cotidiano dos profissionais. Buscamos investigar a relação entre o pensar jornalismo político nos bastidores e a notícia veiculada na tevê e entender de que forma as condições de produção podem afetar na construção da notícia. Visando uma melhor compreensão de possíveis dificuldades na elaboração de reportagens e dos tensionamentos na produção da notícia, o respectivo trabalho adota a entrevista semiestruturada como procedimento metodológico para o entendimento da prática e explora a cobertura das manifestações de junho de 2013, realizada por estes profissionais. Na compreensão dos entrevistados, trata-se de um engajamento que se deu mais por motivação das massas do que pelo propósito de mudanças. Além disso, a pesquisa aponta que a tevê apresentou dificuldades de entender as manifestações e mostra o descontentamento da maioria dos entrevistados com a forma como as reportagens foram conduzidas. Mostra, ainda, que o descrédito na política é considerável.<br>The purpose of this study is to show how the journalistic practice works from the perspective of the reporter covering policy. The production conditions of the reporters working in this editorial, in television stations based in Porto Alegre, should help us to understand the daily life of these professionals. We seek to investigate the relation between the thinking of political journalism behind the scenes and the news broadcasted in TV and understand how production conditions can affect the construction of the news. For a better comprehension of possible difficulties in the preparation of reports and tensions in news production, this research uses the semi-structured interview as a methodological procedure for understanding the practice and explores the coverage of the events of June 2013, made by these professionals. According to the respondents, it was an engagement that gave more motivation for the masses than the purpose of change. In addition, the results suggest that TV had difficulties to understand the demonstrations and show the discontent of the majority of interviewees regarding how the reports were conducted. It shows that the desperation inpolitics is considerable.

Clef de voûte des négociations ayant conduit à l’adoption du Protocole n° 11 à la Convention européenne des droits de l’Homme, la Grande chambre de la Cour européenne s’est vu attribuer des compétences contentieuse et consultative atypiques et étendues. Les réformes ultérieures ont contribué à étendre ses prérogatives, confirmant ainsi l’importance de son rôle au sein du système européen de protection. Cette thèse prend pour objet l’office de la Grande chambre dans sa double dimension, formelle et substantielle. À partir de matériaux juridiques classiques et de méthodes issues des sciences sociales, cette recherche montre qu’en dépit de conditions initialement défavorables, la Grande chambre est parvenue à redéfinir son office pour le mettre au service de la construction d’un droit commun européen. Elle s'est également rendue indispensable à la préservation du système de protection<br>As the cornerstone of the negotiations leading to the adoption of Protocol No. 11 to the European Convention on Human Rights, the Grand Chamber of the European Court was given atypical as well as extensive contentious and advisory powers. Subsequent reforms have helped to extend its prerogatives, thus confirming the importance of its role within the European protection system. This thesis focuses on the office of the Grand Chamber in its twofold dimension, formal and substantial. Based on traditional legal materials and methods from the social sciences, this research shows that, despite initially unfavourable conditions, the Grand Chamber has succeeded in redefining its office in order to put it at the service of the construction of a common European law. It has also made itself essential to the preservation of the protection system

Sans doute, les négociations s’enlisent et ne laissaient entrevoir aucune solution. Par intérêt ? Sans nul doute, le rapport Shackleton évoque les richesses naturelles inexploitées de l’archipel (du pétrole et des eaux poissonneuses). Par opportunisme ? Indéniablement, l’Argentine est alors en crise financière et est gouvernée par une dictature militaire fragilisée par les oppositions. La reconquête des Malouines pourrait être une planche de salut pour la Junte. Why did Argentina decide to retake these islands ? Was it weariness? Without doubt, negotiation had not given hope of a solution. Was it out of interest? Without a doubt the Shackleton connection suggested unexploited natural resources on the islands (petrol and fishable waters). Was it opportunism? Undeniably Argentina was at that time in a financial crisis and governed by a military dictatorship weakened by conflict. The re-conquest of the Falklands could have been the last hope for the Junta. The strength of Margaret Thatcher's reaction to this invasion seemed surprising: why would one want to keep hold of these far flung islands with 1800 inhabitants and 700 000 ovines? The world was still in the middle of a cold war, the United Stated of America and the USSR continued to clash; the conflict in the Falklands offered them an additional battle ground

En tant que garant du respect des lois ou de la Constitution, le juge se trouve nécessairement confronté à des recours mettant en cause des décisions du pouvoir exécutif ou du pouvoir législatif. Certaines de ces décisions touchent à des sujets politiquement sensibles, parce qu'elles traduisent des choix discrétionnaires de la part de l'une et l’autre de ces deux branches. Face à cette situation délicate, le juge doit concilier deux impératifs potentiellement contradictoires. Il semble, d’une part, avoir l'obligation de trancher les litiges qui lui sont soumis, afin de concrétiser les exigences de l’État de droit (ou de la rule of law). D’autre part, il est tenu de respecter le principe fondamental de séparation des pouvoirs, lequel exige qu’il n’excède pas ses compétences. Ces deux impératifs étant communs à toutes les démocraties occidentales, le problème s'y est par conséquent posé. Pour y répondre, une solution similaire a pu être donnée par les jurisprudences de différents systèmes. Ces affaires ont donné lieu à la reconnaissance d'une catégorie particulière d'actes, dont l'immunité juridictionnelle constitue le caractère principal : les political questions aux États-Unis, les Acts of State mais également les actes émanant du pouvoir de prérogative royale en Angleterre et enfin, les actes de gouvernement et les actes parlementaires en France. En dépit des différences culturelles de ces systèmes juridiques, il est intéressant de voir que ces catégories jurisprudentielles regroupent des litiges aux objets similaires. En d’autres termes, la doctrine des “questions politiques” suggère qu’il existerait une matière politique distincte de la matière juridique. L’objectif de cette recherche sera d’interroger la pertinence de cette apparente dichotomie entre droit et politique, à travers une analyse du contentieux des « questions politiques » et des études doctrinales qui lui ont été consacrées<br>As guardians of the respect of the laws and the constitution, judges often have to face cases that question the legality of decisions from the highest executive authorities or from the legislator. Some of those issues are highly politically sensitive because they reflect discretionary choices made by those political authorities. In such delicate cases, judges have to reconcile two imperatives. On the one hand they have to provide a remedy to the claimants, in order to achieve the rule of law (or, the État de droit) and decide the case and, on the other hand, they have to respect the fundamental principle of the separation of powers which requires that they do not exceed their powers. Those two imperatives are central in western democracies, therefore this problem appears in various legal systems. A similar device has been elaborated in those different systems. French, American and English judges have indeed decided to isolate certain issues, which seemed to make them improper for judicial resolution. This judicial category can be designated by the term “political questions,” which is used in the American case law. This term also suits other categories found in the French case law, such as the “actes de gouvernement” and “actes parlementaires”, but also in the English case law, where judges refused to decide what they call “Acts of State” or some decisions based on the Royal Prerogative. In spite of the important cultural differences between those systems, it is interesting to see that those categories gather similar decisions. In other words, these “political questions” doctrine reflect the idea that political matters could be distinguished from legal matters. The whole point of this research will be to examine the significance of the dichotomy between law and politics, through the analysis of case law related to the “political questions” doctrine and the doctrinal approaches of this category

Constatei que o grande número de ocorrências de incêndios florestais apresenta como causa principal a atividade humana, sugerindo uma maior responsabilidade social, através do cumprimento das medidas de prevenção definidas no enquadramento institucional e legal.Os incêndios florestais são uma das maiores ameaças ao desenvolvimento sustentável da floresta, sendo assim necessário avaliar o impacto dos incêndios nas atividades económicas, com especial foco para as atividades que dependem exclusivamente de matérias-primas cedidas pela floresta.Deste modo a aplicação de medidas de apoio tanto às empresas, populações, e municípios são de extrema importância, devido ao facto da maioria dos seguros não cobrir as despesas totais, ou então, à não existência de seguros para certas atividades. Sem estes apoios, o impacto dos incêndios florestais pode resultar num grave problema económico-social para as regiões atingidas.<br>The present report follows the completion of the curricular internship to obtain a Master's degree in Economics from the Faculty of Economics of the University of Coimbra, developed at Stratbond Consulting, Lda between September 6 and December 18, 2017.During the internship I carried out tasks related to the operationalization of the support made available for the recovery of the economic activity of the municipalities affected by the fires of June 2017, raising my interest to investigate the problem of forest fires.Throughout the 21st century, forest fires have been affecting the Portuguese territory in a recurring manner, registering a diversity of impacts, especially on natural areas, infrastructures, businesses and populations, and consequently, on the State Budget. I found that the large number of occurrences of forest fires are mainly caused by human activity, suggesting greater social responsibility, through compliance with the prevention measures defined in the institutional and legal framework.Forest fires are one of the greatest threats to the sustainable development of the forest, so it is necessary to assess the impact of fires on economic activities, with a special focus on activities that depend exclusively on raw materials ceded by the forest.In this way the implementation of measures to support both businesses, populations and municipalities are extremely important, due to the fact that most insurance does not cover the total expenses or certain activities. Without such support, the impact of forest fires can result in a serious economic and social problems for the regions affected.

The second chapter picks up in Okinawa, where the last chapter ended, in June 1945, when Japanese forces began an orderly retreat from the Shuri line to the Kiyan Peninsula, located at the southernmost part of Okinawa. Thereafter began a plan within the Japanese political and military elite to end the war. The initial hope was for Japan’s withdrawal from the European colonies it had conquered, providing they were granted their independence. Japan would also disarm itself and accept limits imposed on its defense establishment. There would be no occupation of the homeland. The chapter argues that this was a daring plan. The chapter presents the U.S. reaction to this in terms of how those in power wanted the Japanese surrender to be shaped.

This chapter examines the French Left. After the fall of France in June 1940, the French parliament convoked in the town of Vichy granted “full powers” to Marshal Pétain, thereby interring the Third Republic and accepting French collaboration with Hitler. Over two-thirds of the Socialist parliamentarians ignored the pleas of their leader Léon Blum and voted yes. The French Left was again in disarray. In the wake of the Bolshevik Revolution, the Socialist Party split apart and the Confédération Générale du Travail (CGT) labor confederation experienced a comparable schism. Fifteen years later, a reunited Left forged a Popular Front alliance that won a remarkable electoral victory in 1936. Within two years, the Popular Front collapsed; Munich bitterly divided the Socialist camp; and the French Communist Party went its own way. Under these extreme circumstances, however, the French Resistance created new openings for the Left, in tandem with General Charles de Gaulle's Free France in London.

This chapter assesses the de jure compatible aid under Article 107(2) TFEU. As is well known, Article 107(1) TFEU introduces a general prohibition on granting State aid in the EU legal order. Nevertheless, this prohibition is not absolute because the same article permits derogations provided for in the TFEU. Article 107(2) provides for these de jure derogations, that is to say State aid which is compatible with the Treaty. According to this provision, three categories of State aid accord with the internal market, namely: (a) aid of a social character granted to individual consumers, provided that such aid is granted without discrimination related to the origin of the product concerned; (b) aid to make good the damage caused by natural disasters or exceptional occurrences; and (c) aid granted to certain areas of Germany affected by the division of that country.

From late June to mid-July 1864, the period between Grant’s Second and Third Petersburg Offensives, soldiers on both sides experienced hardships caused by drought and deluge, enervating heat, and particularly for the Confederates, an unreliable diet. Casualties mounted from relentless sharpshooting and mortar attacks, but the majority of soldiers in both armies maintained good morale. The average Johnny Reb believed that Robert E. Lee could never be driven from Petersburg and Richmond. Most Billy Yanks trusted their commander, Ulysses S. Grant, evincing a strong desire to see the war through to a successful conclusion, regardless of how long it took. Still, desertion began to plague both armies as the summer ground on with no end to the fighting in sight. The soldiers constructed ever more elaborate field fortifications and gradually adapted to life in their trenches and bombproofs. Grant detached most of his cavalry and an infantry corps to counter a threat to Washington posed by Confederates under Jubal Early and made a controversial change in the command of the 18<sup>th</sup> Corps.

This chapter deals with cavalry operations in June 1864, particularly the Union’s Wilson-Kautz Raid, June 22-30. Planned in conjunction with infantry advances as a part of Grant’s Second Petersburg Offensive, this mounted initiative targeted three of the railroads that led into Richmond and Petersburg. Destroying those transportation links would cripple Robert E. Lee’s logistics and perhaps compel the Confederates to leave the safety of their fortifications. Meanwhile, the rest of the Union cavalry under the direct command of Philip Sheridan, moved to join the army around Petersburg. Sheridan bore responsibility for escorting a huge wagon train full of supplies across the James River from the former Union base at White House Landing on the Pamunkey River. This endeavor led to a spirited cavalry fight at Samaria Church on June 24. In an unrelated action, the Confederates made a disjointed and decidedly unsuccessful attack along City Point Road on June 24 in an attempt to restore their original lines.

Jean-François Peyron a été secrétaire d’ambassade à Madrid entre 1777 et 1778. Ce poste et son érudition lui ont permis de publier, deux ans plus tard, un ouvrage portant sur un grand nombre de thèmes particuliers au pays qui l’accueille. Parmi les sujets qui attirent son attention, se trouvent les mers, les fleuves et rivières, les sources, cascades et ruisseaux, auxquels il se réfère lorsqu’il s’occupe de l’hydrographie espagnole. De même, des aspects concernant l’art, l’épigraphie ou la beauté ornementale des fontaines créées par la main de l’homme sont mis en relief. Ces aspects-ci feront l’objet de notre étude sur la symbiose décorative de la pierre épousant l’eau. Ainsi, à Grenade, Peyron se plaît à décrire avec grande minutie les fontaines de l’Alhambra et à transcrire les inscriptions qui y sont rattachées. De plus, le voyageur juge admirables les bassins de la Cour des Lions et du palais du Generalife. Par contre, à Séville, il n’aime pas les jets d’eau de l’Alcazar. Aux alentours de Madrid, Peyron décrit aussi les fontaines qui ornent le Buen Retiro ainsi que celles du cloître principal de l’Escurial. Une autre des constructions que le diplomate admire près de la capitale sont les jardins de la Grange, truffés de bassins. Tout en poursuivant sa route de Madrid à Cuenca, le diplomate s’arrête à Aranjuez où il parle du grand nombre de fontaines qui peuplent les jardins. La fonction utilitaire n’est envisagée que rarement, comme il arrive avec les fontaines qui ornent les carrefours et les places de Burgos ou de Madrid. Le visiteur pense que leur esthétique est généralement décevante. Nonobstant, il est de l’avis que ce fut l’excellence de l’eau potable madrilène qui convainquit Philippe II de fixer la résidence royale dans cette ville. Over the past 15 years, the French program on deep geologic disposal of high level and long-lived radioactive waste has benefited from a clear legal framework as the result of the December 30, 1991 French Waste Act. To fulfil its obligations stipulated in this law, Andra has submitted the “Dossier 2005 Argile” (clay) and “Dossier 2005 Granite” to the French Government. The first of those reports presents a concept for the underground disposal of nuclear waste at a specific clay site and focuses on a feasibility study. Knowledge of the host rock characteristics is based on the investigations carried out at the Meuse/Haute Marne Underground Research Laboratory. The repository concept addresses various issues, the most important of which relates to the large amount of waste, the clay host rock and the reversibility requirement. This phase has ended upon review and evaluation of the “Dossier 2005” made by different organisations including the National Review Board, the National Safety Authority and the NEA International Review Team. By passing the “new”, June 28, 2006 Planning Act on the sustainable management of radioactive materials and waste, the French parliament has further defined a clear legal framework for future work. This June 28 Planning Act thus sets a schedule and defines the objectives for the next phase of repository design in requesting the submission of a construction authorization application by 2015. The law calls for the repository program to be in a position to commission disposal installations by 2025.

Turkey has had two major mine accidents recently. In 2014, three hundred and one (301) miners died in the Soma coal mine accident and about five months later, in October 2014, eighteen miners lost their lives in Ermenek. In June 2012, a new Occupational Health and Safety Law entered into force. Although this law brought serious clauses for the organizations to take precautions to prevent such accidents, it was not applied properly for some reasons. First, it was ignored by the businesses as it brought financial burden for them. Second, workers could not express their views individually because they did not have a union to do it for them. The third and most important reason was that; businesses were not inspected properly. As a result of these accidents, The Turkish Grand National Assembly approved the ILO Mine Workers’ Health and Safety Agreement No. 176 in December 2014. Before Turkey, this agreement had been approved by 29 countries among 185 ILO members including Zambia, USA, Finland, Albania and Germany. These frequent mine accidents get serious reactions from the public. Therefore, unionization must be compulsory in mine businesses and inspections must be more effective.&#x0D;

It is known that CWR can break in cold weather and can buckle in hot weather. Currently, there is a need for the railroads to know the current state of thermal stress in the rail, or the rail Neutral Temperature (rail temperature with zero thermal stress), to properly schedule slow-order mandates and prevent derailments. UCSD has developed a prototype for wayside rail Neutral Temperature measurement that is based on non-linear ultrasonic guided waves. Numerical models were first developed to identify proper guided wave modes and frequencies for maximum sensitivity to the thermal stresses in the rail web, with little influence of the rail head and rail foot. Experiments conducted at the Large-scale Rail NT Test-bed indicated a rail Neutral Temperature measurement accuracy of a few degrees. Field tests are planned at the Transportation Technology Center (TTC) in Pueblo, CO in June 2012 in collaboration with the Burlington Northern Santa Fe (BNSF) Railway.

Experiments conducted at the Large-scale Rail NT Test-bed indicated a rail Neutral Temperature measurement accuracy of a few degrees. Field tests are planned at the Transportation Technology Center (TTC) in Pueblo, CO in June 2012 in collaboration with the Burlington Northern Santa Fe (BNSF) Railway.

Abstract:
OBJECTIVE: To analyze the association between the expansion of the Family Health Strategy and hospitalizations for ambulatory care-sensitive conditions in older adults. METHODS: This ecological study was conducted from June to October 2019. The units of analysis were all states in the Northeast of Brazil, and the historical outline included the period from 2008 to 2018. Data on the coverage of the Family Health Strategy and hospitalizations were extracted from the Primary Care Information and Management System and the Hospital Information System. For the association analysis, Spearman coefficients (r) were calculated at a 95% confidence interval (p &lt; 0.05) using STATA, version 13.0. An absolute r value above 0.5 was considered satisfactory. RESULTS: From 2008 to 2018, the Northeast Region recorded a 13.33% increase in the Family Health Strategy coverage and a 27.44% decrease in hospitalization rates. Coverage did not expand in the states of Paraíba, Rio Grande do Norte, and Sergipe; in the latter, there was also no significant reduction in hospitalization rates. There was a correlation between the expansion of the Family Health Strategy and a reduction in hospitalizations for ambulatory care-sensitive conditions in the states of Alagoas (r = −0.9636), Bahia (r = −0.9545), Ceará (r = −0.8884), and Piauí (r = −0.7000). CONCLUSIONS: The results indicate that increased coverage of the Family Health Strategy is associated with greater effectiveness of primary care. However, other intervening factors in hospitalization rates for ambulatory care-sensitive conditions should be considered, such as the health care model and socioeconomic context.

Abstract:
It is widely held, that the constituents packed in the a -granules are released by stimulated platelets via the surface connected system (SCS). By means of the fast-freezing and freeze substitution technique (which allow the investigation of membrane fusion) we found a secretory pathway in platelets (compound exocytosis) without an involvement of the SCS during the release of a-granules. To study the process of a-granule secretion human platelets concentrated in citrated blood plasm were stimulated with thrombin or collagen. 20 - 120 seconds after stimulation the platelets were rapidly frozen with a metal-mirror attachment to the KF 80 cryofixation unit (REICHERT-JUNG). Using plastic spacers droplets of the PRP were slammed against a copper block at 80 K at a rate of 0.2 m/sec. After cryofixation the specimens were transferred (in liquid nitrogen) into a Cs-auto cryosubstitution unit (REICHERT-JUNG). Cryosubstitution was programmed for 48h at 193 K in acetone with 4% osmium tetroxide. The temperature went automatically up to room temperature at a rate of 10 K/h. The specimens were embedded in araldite. The analysis of serial ultrathin sections of platelets in different phases of exocytosis revealed the following. a -granules in apposition showed different stages of swelling and dispersal of their electron dense matrix. Membrane appositions were also found between a -granules. The contraction of a sphere of microfilaments and microtubules during stimulation seemed to support this process. On the other hand this internal contraction prevented most of the a-granules from contacting with the plasmalemma. We observed fusion between swollen -granules in apposition and the plasmalemma and swollen and unswollen a -granules. Thus, large compound granules were formed frequently before fusion of the secretory organelles with the plasmalemma took place. These observations suggested that a -granules in stimulated platelets performed a compound exocytosis after swelling. The process seemed to start with the apposition of a -granule membranes to the plasmalemma. It cannot yet be answered whether the swelling of the granules is due to an osmotically driven influx of water or due to an influx after microfusion.Supported by DFG, Grant Mo 124/2-4

Abstract:
The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.

There are two types of ancillary funds that may qualify for DGR status – Private Ancillary Funds (PAFs) and Public Ancillary Funds (PubAFs). The intended purpose of an ancillary fund is to act as an intermediary between donors and organisations (not individuals) that can receive tax deductible donations. In total, as at 30 June 2019, there were 3,090 ancillary funds, with combined net assets of $10.33 billion. They received $1.39 billion in donations in the 2018–19 year and distributed $967 million in grants.
