Penelitian ini bertujuan untuk yaitu untuk mengungkapkan miskonsepsi tentang pendidikan gratis. Metode yang digunakan dalam penelitian ini diantaranya yaitu: metode kritis, , metode dialektis dan metode skolastik. Penelitian ini termasuk dalam penelitian kepustakaan. Penulis berusaha mencari data-data, teori-teori yang berkaitan dengan persoalan yang diangkat dalam berbagai literature atau referensi yang ditemukan penulis kemudian dibandingkan dengan menggunakan metode tersebut di atas. Kesimpulan dari penelitian ini ialah "Program Pendidikan Gratis" di daerah sebaiknya dihilangkan dan tidak lagi dipergunakan sebagai nomenklatur oleh jajaran pemerintahan mana pun. Dengan menhilangkan pendidikan gratis, maka pemerintahan pada berbagai tingkatan mana pun tak mungkin lagi leluasa mempolitisasi pendidikan hanya untuk kepentingan super pragmatis kekuasaan

Ketika ditawarkan produk secara gratis konsumen cenderung rela mengorbankan waktunya untuk mendapatkan produk tersebut. Fenomena ini adalah manifestasi dari fenomena zero-price effect; dimana konsumen menilai barang dengan nilai terlalu tinggi saat ditawarkan produk gratis. Apabila waktu tunggu memengaruhi perceived value dan keputusan membeli konsumen, maka waktu tunggu sebelum mendapatkan produk gratis, menyebabkan perceived value konsumen terhadap produk gratis akan semakin meningkat, membuat konsumen mengalami fenomena zero price effect, dan meningkatkan keputusan konsumen untuk membeli. Tujuan dari penelitian ini adalah menguji efek moderasi waktu tunggu dalam keputusan membeli konsumen terhadap produk gratis yang ditawarkan. Penelitian eksperimental memiliki 2 (harga: gratis vs. diskon) × 2 (waktu tunggu: tidak ada waktu tunggu vs ada waktu tunggu) between-subject desain faktorial. Partisipan (N=54) ditugaskan secara acak pada kelompok berbelanja produk diskon atau gratis kemudian diminta untuk memilih produk yang ingin mereka beli. Mereka kemudian segera diberikan produk atau diminta untuk menunggu sebelum mendapatkan barang yang mereka pesan. Hasil penelitian menunjukkan bahwa tidak ada perbedaan signifikan dari keputusan membeli antara kelompok yang ditawarkan produk secara gratis dengan kelompok harga diskon, baik ketika mereka berada dalam situasi ada waktu tunggu atau tidak ada waktu tunggu.

Abstract:
Tulisan ini mengkaji tentang Implementasi Kebijakan Pendidikan Dasar Gratis di Sekolah Dasar (SD) dan Madrasah Ibtidaiyah (MI) baik yang negeri maupun yang swasta di Yogyakarta. Secara normatif dasar penyelenggaraan pendidikan dasar gratis ini telah diatur dalam UUD 1945 pasal 31 ayat (2), UU No. 20 Tahun 2003 tentang Sistem Pendidikan Nasional pasal 34 ayat (2), PP No. 47 Tahun 2008 tentang wajib belajar dan PP No. 48 Tahun 2008 tentang pendanaan pendidikan. Alasan utama Pendidikan dasar gratis ini dilakukan oleh pemerintah adalah masih banyak jumlah siswa putus sekolah di SD/MI dan SMP/MTs, pemerataan pendidikan dan persebaran tenaga pendidik tidak merata. Akan tetapi dalam implementasinya, pihak sekolah/Madrasah masih memungut anggaran secara terselubung yang membebani orang tua siswa (tidak gratis). Hal itu dilakukan karena pihak sekolah sesungguhnya “tidak setuju” dengan pendidikan gratis karena menurut mereka semua pembiayaan itu harus ditanggung oleh Negara baik yang negeri maupun swasta dari dana Investasi, Personal dan operasional. Sementara yang yang dialokasikan gratis itu hanya biaya operasional Sekolah (BOS), itupun hanya 22% dari kebutuhan operasional siswa selama 1 tahun.Bahkan pendidikan dasar gratis ini telah memunculkan persoalan baru dalam dunia pendidikan diantaranya muncul keresahan pada kepala sekolah dan guru karena mereka harus diberi tugas tambahan untuk menyusun laporan, perlakuan tidak adil dalam dunia pendidikan, semangat kerja menurun, ruang gerak dibatasi oleh regulasi, pelayanan minimal terhadap siswa, motivasi belajar siswa menurun, dan pembelajaran hanya untuk mengejar target sehingga menciptakan siswa menjadi “robot” bukan siswa yang berkarakter dan menemukan sesuatu. Hal itu dikarenakan oleh kebijakan pemerintah yang dipaksakan dengan regulasi (aturan yang mengekang) demi sebuah pencitraan.Untuk itu perlu dimaknai ulang pendidikan dasar gratis secara jelas. Karena pendididikan dasar gratis menurut versi pemerintah hanyalah Bantuan Opersional Sekolah (BOS). Padahal pembiayaan pendidikan bukan hanya urusan biaya operasional saja, tetapi juga menyangkut biaya personal (gaji guru) dan biaya investasi (pembangunan tempat belajar). Istilah “gratis” apakah peserta didik tanpa dibebani dengan biaya apapun, tidak hanya SPP yang gratis, tetapi seluruh biaya investasi, personal dan operasional harus digratiskan. Ataukah tidak dipungut biaya untuk komponen tertentu, tetapi komponen lain tetap harus bayar dengan istilah “sekolah bersubsidi”, agar tidak melambung harapan masyarakat.

Metode penelitian yang digunakan adalah metode penelitian kualitatif yaiu suatu tipe penelitian yang bertujuan untuk memberikan gambaran atau lukisan secara sistematis, faktual dan akurat mengenai objek yang diselidiki dengan mengumpulkan data untuk di analisis. Lokasi penelitian berdasarkan pada judul yaitu di Kantor Dinas Pendidikan Kabupaten Bone. Hasil penelitian dilapangan menunjukkan bahwa strategi pemerintah dalam kapasitas pendidikan gratis di Kabupaten Bone berjalan dengan baik dan hal yang menjadi pendukung strategi pendidikan gratis ini ialah pihak yang terkait dalam hal ini menjalin kerjasama yang baik dalam hal strategi pemerintah dalam pengembangan kapasitas serta sumber daya yang memadai dalam menjalankan program pendidikan gratis.

Artikel ini bertujuan untuk mendalami pelaksanaan program Sekolah Literasi Gratis (SLG) di STKIP PGRI Ponorogo. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Lokasi penelitian bertempat di STKIP PGRI Ponorogo yang beralamat di Jalan Ukel nomor 39 Kertosari Babadan Ponorogo provinsi Jawa Timur. Subjek penelitian adalah para peserta yang pernah mengikuti Sekolah Literasi Gratis (SLG). Instrumen penelitian yang digunakan adalah wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pelaksanaan program Sekolah Literasi Gratis (SLG) ini mendapatkan respon yang luar biasa dari peserta yang tinggal di Ponorogo dan sekitarnya. Upaya-upaya yang dilakukan panitia dalam melaksanakan program Sekolah Literasi Gratis (SLG) adalah: (1) menghadirkan sejumlah praktisi dan akademisi dari berbagai daerah yang sudah ahli dengan bidangnya masing-masing, (2) berlakunya syarat kehadiran peserta yang mengikuti Sekolah Literasi Gratis (SLG), (3) menyusun topik materi-materi literasi, dan (4) memberikan sertifikat penghargaan kepada peserta yang memenuhi kriteria. Dengan demikian, implementasi program Sekolah Literasi agratis (SLG) ini perlu dilanjutkan lagi untuk tahun-tahun berikutnya yang tentunya akan berkembang di lembaga maupun wilayah lainnya. Mengingat tujuan mulia dari Sekolah Literasi Gratis ini adalah untuk menjadikan generasi muda yang melek literasi dan berbudaya baca-tulis.

Abstract:
Idag kallas alla kvinnor i Sverige i åldrarna 23-64, regelbundet till cellprovtagning med syfte att i tidigt skede upptäcka och behandla cellförändringar som annars riskerar att leda till livmoderhalscancer. Trots att cellprovtagning är den viktigaste faktorn i förebyggandet av livmoderhalscancer uteblir ungefär 17% från de kontroller som erbjuds alla vuxna kvinnor i Sverige. Målet med denna forskningsrapport är därför att uppmuntra kvinnor mellan främst 19-30 år till att genomföra cellprovtagningen. Den här studien undersöker därmed hur man kan öka kunskapen kring cellprovtagning samt hur positiva associationer till cellprovtagning kan skapas genom informationsgrafik. Genom en webbenkät och textanalys av den befintliga kallelsen, kartlades informationsbehovet hos målgruppen. Detta formulerades i ett antal informationsmål och låg sedan till grund för innehållet i infografiken. Med hjälp av teorier kring kognition, komposition och gestaltning utformades sedan innehållet. Dessa teorier stärktes även genom tre grafikanalyser för att belysa styrkor och svagheter. I gestaltningen togs tre koncept fram, som testades av en fokusgrupp för att sedan ta fram ett slutgiltigt koncept. Där kom vi fram till att en kombination av de tre koncepten var att föredra. Efter en slutlig värdering i form av en webbenkät, kunde vi konstatera ett antal aspekter som börs ha i beaktande för att utforma informationsgrafik av cellprovtagning, i syfte att öka kunskap samt skapa positiva associationer.
Today, all women in Sweden between the ages of 23 and 64 are regularly invited for a gynecological pap test. The purpose is to detect and treat cell changes at an early stage that otherwise could lead to cervical cancer. Although pap tests is the most important factor in the prevention of cervical cancer, approximately 17% fail to attend the controls offered to all adult women in Sweden. The aim of this report is therefore to encourage women between the ages of 19-30 to go through with their pap tests. This study thus examines how to increase knowledge about pap tests and how positive associations to pap test can be created through information graphics. Through a web survey and a text analysis of the existing invitation letter, the needs of the target group were mapped. This was formulated in a number of information objectives and then formed the basis for the content of the infographic. The content was then developed using theories of cognition, composition and design. These theories were also reinforced with three graphic analyzes to highlight strengths and weaknesses. In the design process, three concepts were developed, which were tested by a focus group and then produced a definitive concept. There we found that a combination of the three concepts was preferable. After a final evaluation in the form of a web survey, we found a number of aspects that should be taken into consideration for designing information graphics of pap tests, in order to increase knowledge and create positive associations.

Abstract:
The purpose of this master thesis is to study sponsoring of culture. The questions asked are: What are the reasons for sponsoring? What are the advantages of sponsoring? What are the disadvantages of sponsoring? What is the relation between public grants and sponsoring? The thesis is based upon studies of literature and a case study in Malmoe. Malmoe Public Library received about a million SEK over a period of three years from the foundation of Foreningssparbanken Skane. The money finances two projects, one with new books, Nyhetstorget, and one with strengthened information for small companies, Projekt Förstärkt Näringslivsinformation. The definitions of sponsoring range from care of personnel to economic exchange. Exchange of value against something in return is fundamental for sponsoring. The main reason for cultural institutions wanting to be sponsored is financial needs. Sponsoring companies use sponsoring of culture as a marketing tool. Their main reasons are to gain goodwill and enhance their image, for which sponsoring of culture is considered especially useful. The main benefit for cultural institutions is extra working capital. Risks involved for cultural institutions are underestimating their own worth and name, economic dependency and indirect adjustment and influence. Public grants are meant to guarantee cultural political goals and the diversification of culture. Sponsoring can function as a complement. Considering the various economic, political and social influences on cultural life, my conclusion is that sponsoring of culture does fill a purpose as a financial complement under certain conditions.

Abstract:
Syftet med denna studie är att försöka förklara vad som ligger bakom fenomenet att kockar vilka arbetar på restaurang med stjärna i Guide Michelin arbetar mycket gratis. Studien avser ge svar på om detta sker av eget val eller genom tvång. 4 kockar har i denna kvalitativa studie intervjuats i syfte att ta del av deras egna upplevelser och subjektiva åsikter rörande fenomenet. Studiens resultat tyder på att yrket har en stark identitetskapade effekt och att dessa kockar har en hög känsla för det egna arbetet. Att vara kock är mer än ett yrke, det är en livsstil. Intervjupersonerna beskriver vidare att de kan välja att acceptera att jobba gratis eller ej. Dessa val är dock i realiteten skenbart fria val vilka begränsas av fältets doxa. Slutsatsen som dras i denna studie är att då skiljelinjen mellan yrkesliv och privatliv delvis suddats ut blir det viktigare att det arbete som utförs är representativt för dessa kockar, att det är deras stil. Paradoxalt leder detta till att de jobbar utöver ordinarie arbetstid för att säkerställa detta. Detta kombinerat med de oskrivna regler som finns inom fältet leder till att dessa kockar jobbar mycket gratis.

Abstract:

Den här uppsatsen handlar om lansering av mp3-böcker. Mp3-böcker har funnits på marknaden i ett antal år nu, men fortfarande är försäljningen inte särskilt imponerande i jämförelse med vanliga ljudböcker, och ännu mindre imponerande i jämförelse med tryckta böcker. Lennart Gustafssons lanseringsteorier har använts för att analysera branschens lansering, medan Jim Blythes och Eric Arnoulds m.fl. konsumentbeteendeteorier använts för att analysera behov, lärande, attityder och köpbeteende hos de av författarna utpekade presumtiva målgrupperna. Dessa fanns vara dels personer som lyssnar på mp3-musik, dels personer som redan lyssnar på ljudböcker. De empiriska data som använts i uppsatsen kommer från sekundära källor såsom artiklar, Temo-undersökningar och Internet, medan ett antal personer från företag i branschen intervjuades per telefon för att kunna ge en bild av denna. Vidare intervjuades ett antal personer från de två kundgrupperna angivna ovan, liksom ett antal personer som redan lyssnade på mp3-böcker. Analysen av det empiriska underlaget visade att branschens lansering varit begränsad och att de kundgrupper som författarna utpekade som presumtiva har branschen gjort små eller inga försök att nå. Dessutom existerar vissa strukturella problem i branschen beroende på relationen mellan förlag, producenter/distributörer och återförsäljare. Mp3-boken bedöms i dagsläget befinna sig i en klyfta, eller ett glapp vilket innebär att de teknikintresserade och de tidiga anammarna har börjat använda produkten, men inte den tidiga majoriteten. För den grupp som lyssnar på vanliga ljudböcker, tycks det som att de största hindren är bristande medvetenhet, ovana vid teknik samt negativ inställning till mp3-boken. Denna inställning verkar bottna i en föreställning om att mp3-boken är något för stressade unga människor. För den andra av våra målgrupper, de som lyssnar på mp3-musik, är det också bristande medvetenhet men kanske i ännu högre grad bristande intresse, och en ännu mer negativ attityd till mp3-böcker, helt enkelt därför att mp3-boken uppfattas som töntig.

Abstract:
In this case study, policy transfer between municipalities within gender mainstreaming is examined. This thesis wanted to find explanations on why municipalities start with gender mainstreaming and how municipalities learn gender mainstreaming from other municipalities. This study also investigates how much influence the municipal official that are responsible for gender mainstreaming have. Semi structured interviews were conducted with six municipalities and seven respondents and to analyze and interpret the answers the study uses theories about ‘lesson-drawing’, ‘mimicry’ and ’fashion’ as well as policy network. The conclusion of the study is that tendencies to both mimicry and lesson-drawing to why municipalities start with gender mainstreaming. Some municipalities’ answers that their work with gender equality was not satisfying and therefore they started with gender mainstreaming. The other municipalities explained because gender mainstream is in fashion now, they started with it also. To how municipalities learn from each other, the conclusion is that it is only about lessondrawing and the municipalities explained that they have to adjust what they learn in policy networks to their own municipality and not copy their work exactly. Furthermore, municipal officials have a great amount of influence in establishing gender mainstreaming in the municipality. But this influence decreases when gender mainstreaming is established in the municipality.

Dust particles carry microbial and chemical signatures from source regions to deposition regions. Dust and its occupying microorganisms are incorporated into, and can alter, snowpack physical properties including snow structure and resultant radiative and mechanical properties that in turn affect larger-scale properties, including surrounding hydrology and maneuverability. Microorganisms attached to deposited dust maintain genetic evidence of source substrates and can be potentially used as bio-sensors. The objective of this study was to investigate the impact of dust-associated microbial deposition on snowpack and microstructure. As part of this effort, we characterized the microbial communities deposited through dust transport, examined dust provenance, and identified the microscale location and fate of dust within a changing snow matrix. We found dust characteristics varied with deposition event and that dust particles were generally embedded in the snow grains, with a small fraction of the dust particles residing on the exterior of the snow matrix. Dust deposition appears to retard expected late season snow grain growth. Both bacteria and fungi were identified in the collected snow samples.

Parental involvement programs aim to strengthen school-home relations with the goal of improving children’s educational outcomes. We examine the effects of a parental involvement program in Mexico, which provides parent associations with grants and information. We separately estimate the effect of the grants from the effect of the information using data from two randomized controlled trials conducted by the government during the rollout of the program. Grants to parent associations did not improve educational outcomes. Information to parent associations reduced disciplinary actions in schools, mainly by increasing parental involvement in schools and changing parenting behavior at home. The divergent results from grants and information are partly explained by significant changes in perceptions of trust between parents and teachers. Our results suggest that parental involvement interventions may not achieve their intended goal if institutional rules are unclear about the expectations of parents and teachers as parents increase their involvement in schools.
