This dissertation argues that the origins of civil defense are to be found in pre-World War II Britain and that a driving force of this early civil defense scheme was fear of poison gas. Later iterations of civil defense, such as the Cold War system in America, built on already existing regimes that had proven their worth during WWII. This thesis represents an account of the experience of race in contemporary Britain. It adopts a ‘micro historical’ approach: the focus is on those of African-Caribbean descent in Handsworth, an inner-city area of Birmingham, during the ‘long 1980s’, defined roughly as the period from the middle of the 1970s to the start of the 1990s. This was a period of heightened racial tension. One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed.
