本論文では內鮮一體, 一視同仁, 大東亞共榮圈をスローガンとした日本政府の植民地教育政策が義務教育制度の実施については消極的態度にとどまった理由について考察した。このために韓国学 部が構想した義務教育の様子を検討し、日帝强占期における朝鮮総督府の教育官僚及び朝鮮人の義務教育の導入要求に対する談論分析を通して集団の間の葛藤様相を明らかにした。そして、朝鮮総督府が推進した朝鮮人初等教育拡充及び普及計画と義務教育導入計画の実体を検討し、日本で推進された義務教育制度の導入過程を考察した。これを通じて次のような内容が確認された。第一、近代韓国における義務教育の理念は1895年の「敎育立國詔書」と「小學校令」から見られるが、統監府が発布した「普通學校令」では削除された。第二、日帝强占期の植民政府は敎育財政の窮乏と教員需給の問題を提示しながら義務敎育制度の導入の不可方針を明らかにしたが、1938年以降の戰時動員體制の構築のために義務敎育制度の導入が可視化された。第三、日本における義務教育制度は明治年間に段階的に推進され、1900年には4年制の無償義務敎育が、1907年には6年制の無償義務教育が実施された。この際、就学率は97%であった。これらの検討を通して,日本における教育は国家の事務と規定されて義務教育が積極的に推進された反面、植民地朝鮮では戦争の準備に必要な軍人養成及び人力動員の手段として義
