This study explains how the Council of Europe (CE) influenced the international anti-doping movement from the 1960s until the establishment of the World Anti-Doping Agency (WADA) in 1999. AbstractThis chapter focuses on the role of Russian institutions in Palestine before, during and after WWI. The task of the first Russian mission was the control over the distribution of Russian donations, supporting Orthodoxy against Catholic and Protestant proselytisation and organising pilgrimages. Being founded with both political and philanthropic aims, the Russian organisations in Palestine supported the local Orthodox Arab population. Along with the traditional colonial modes of “soft power” in Palestine and Greater Syria (acquiring land and organising schools), on the eve and during WWI more flexible trends appear, providing a dialogue and cooperation with both the Greek Patriarchate and the Arab party. After the revolution of 1917 the Russian presence in Palestine was reduced to a few institutions of the Russian Church Abroad, and lost its political significance.

AbstractThe impacts of global warming on rainfall in West Africa were examined using a numerical framework for 5 monsoon years (2001, 2007, 2008, 2010, and 2011). Rainfall characteristics over the three climatic zones, Guinea coast, Savannah, and Sahel, were analyzed. The potential changes associated with global warming were assessed by the pseudo-global warming (PGW) downscaling method. Multiple PGW runs were conducted using climate perturbation from the 40-member ensemble of the Community Earth System Model version 1 (CESM1) coupled with Community Atmospheric Model version 5.2 (CAM5.2) component large ensemble project. The model output was compared with Tropical Rainfall Measuring Mission and Global Precipitation Climatology Project rainfall alongside surface temperature from the European Center for Medium-Range Weather Forecast Reanalysis. Results show that the estimated rainfall amount from the future climate in the 2070s increases slightly compared with the current climate. The total rainfall amount simulated for the current climate is 16% and 63% less than that of the PGW runs and observations, respectively. Also found is an increase (decrease) in heavy (light and moderate) rainfall amount in the PGW runs. These results are, however, contingent on the global circulation model (GCM), which provides the boundary conditions of the regional climate model. CESM1.0-CAM5.2, the GCM employed in this study, tends to provide a greater surface temperature change of about 4 °C. This projected temperature change consequently caused the increase in the simulated precipitation in the PGW experiments, thus highlighting the advantage of using the PGW method to estimate the likely difference between the present and future climate with reduced large-scale model differences and computational resources. The findings of this study are, however, useful to inform decision-making in climate-related activities and guide the design of climate change adaptation projects for the West African region.

Placing the Jesuit missions into a global phenomenon that emphasizes economic and cultural relations between Europe and the East, this chapter analyzes the possibilities and limitations of religious conversion in the Micronesian islands of Guam and the Marianas. With the establishment of these strategic missions placed at the route of the Manila’s Galleon, Guam and the Marianas were drawn politically, ideologically, and economically into the larger Spanish colonial world. This chapter contributes to understanding both the role of the Jesuits’ global mission and the origins of global consciousness in the “Pacific world” from the sixteenth to the eighteenth centuries. An understanding of the “Pacific world,” one of great diversity and territorial dispersion, will, as Professor John H. Elliot has argued, allow us to transcend anachronistic national and regional boundaries and write a transnational history on one of the most dynamic regions of the Hispaniarum Rex. In doing so, this chapter focuses not only on the archival research but also on the profiting of archaeological excavations—stone forts, churches, and shipwrecks—and cultural anthropology. This interdisciplinary approach helps us analyze and understand the effects of the evangelization process in the age of European colonial expansion and commercial capitalism.

For any way of thought to become dominant, a conceptual apparatus has to be advanced that appeals to our intuitions and instincts, to our values and our desires, as well as to the possibilities inherent in the social world we inhabit. If successful, this conceptual apparatus becomes so embedded in common sense as to be taken for granted and not open to question. The founding figures of neoliberal thought took political ideals of human dignity and individual freedom as fundamental, as ‘the central values of civilization’. In so doing they chose wisely, for these are indeed compelling and seductive ideals. These values, they held, were threatened not only by fascism, dictatorships, and communism, but by all forms of state intervention that substituted collective judgements for those of individuals free to choose. Concepts of dignity and individual freedom are powerful and appealing in their own right. Such ideals empowered the dissident movements in eastern Europe and the Soviet Union before the end of the Cold War as well as the students in Tiananmen Square. The student movements that swept the world in 1968––from Paris and Chicago to Bangkok and Mexico City––were in part animated by the quest for greater freedoms of speech and of personal choice. More generally, these ideals appeal to anyone who values the ability to make decisions for themselves. The idea of freedom, long embedded in the US tradition, has played a conspicuous role in the US in recent years. ‘9/11’ was immediately interpreted by many as an attack on it. ‘A peaceful world of growing freedom’, wrote President Bush on the first anniversary of that awful day, ‘serves American long-term interests, reflects enduring American ideals and unites America’s allies.’ ‘Humanity’, he concluded, ‘holds in its hands the opportunity to offer freedom’s triumph over all its age-old foes’, and ‘the United States welcomes its responsibilities to lead in this great mission’. This language was incorporated into the US National Defense Strategy document issued shortly thereafter.

This chapter examines the future for the ABMC after the project the agency had been created to do—namely, build and dedicate the eight cemetery chapels and eleven monuments—was completed. Discussing in great detail the planning for the dedication of the memorials in 1937, the chapter points out how the difficulties of that process paled in comparison to the solemn and honorable significance of the project the ABMC had been given. The dedications featured impassioned pleas for peace at a time that war clouds were again appearing in Europe. Once the dedications were finished, the ABMC was able to confound speculation that its termination would follow. This chapter ends with General Pershing surviving a near fatal bout of illness, and the beginning of the next European war that found the newly created monuments in the middle of the coming terror.

In October 1948, James B. Conant, president of Harvard, journeyed from Cambridge across the Charles River to address the fiftieth anniversary convocation of Northeastern University. Though the ceremonies on N.U.’s new Hungtington Avenue campus occurred only two miles from Conant’s offices in Harvard Yard, in academic terms the two settings could not have been separated by a greater distance. Harvard was the nation’s richest and most distinguished institution of higher education, the alma mater of generations of regional and national leaders in government, business, and academia. Northeastern, only recently cut loose from the Y.M.C.A., still struggling to obtain proper facilities, was an obscure, local school offering practical training to working-class students. Indeed, Conant’s appearance at Northeastern eloquently symbolized the variations that existed among institutions that called themselves “universities” in the United States at the end of World War II, and Harvard’s president made these differences the subject of his talk, which he titled “Diversity in American Education.” Conant’s speech was a hymn to institutional variety as an academic characteristic particularly appropriate for a democracy. “There would be a contradiction in terms,” Conant said, “if we had an American system,” in the sense of an organization “logically constructed, well-integrated ... and administered from the top down” like those of continental Europe. The opportunity of individuals from any background to better their positions in this country’s “fluid and free society” would be inhibited by centralization. For Conant, the colleges and universities of Massachusetts illustrated democratic higher education at its best. “We have here in this section of New England,” he observed,...a number of academic organizations designed to provide educational facilities for young men and women... These institutions are diverse in their history and their specific objectives and cover a wide spectrum of educational opportunity. Between us there are but few gaps in the type of advanced instruction we offer. We each have our own mission.. . Taken as a whole [we] represent as diversified a program of post-high school education as can be found in the United States. In celebrating the variability of the nation’s universities, Conant found an ideal way to narrow the embarrassing difference in status between himself and his hosts.

Anton Hemerijck, Mariana Mazzucato and Edoardo Reviglio, in chapter 7, offer an original perspective: the most competitive economies in the EU spend more on social policy and public services than the less successful ones. However, the twenty-first century knowledge economies are ageing societies and require European welfare states to focus as much — if not more — on ex-ante social investment capacitation than on ex-post social security compensation. The growing needs for social services will require new and updated social infrastructure. According to a report on social infrastructure in Europe coordinated by former President of the European Commission Romano Prodi in 2018, the minimal gap is estimated at €100–150 bn per annum and represents a total gap of over 1.5 tn in 2018–2030. Long-term, flexible and efficient investment in education, health and affordable housing is considered essential for the economic growth of the EU, the well-being of its people and a successful move towards upward convergence in the EU. But how do we finance the great new needs with such a pressure on public finances? The chapter suggests innovative financial solutions using institutional and community resources to lower to cost of funding of social infrastructure. One such solution is the creation of a large European Fund for Social Infrastructure, owned by State Investment Banks (SIBs) and institutional long-term investors, which would fund its operations by issuing a European Social Bond. In this endeavour, a central role must be played by the EIB and by State Investment Banks. The authors discuss the potential role of these “mission-oriented” SIBs in social innovation by changing their mission. They should not simply “compensate market failures” but also become institutions that “shape the market” and become major providers of sustainable long-term and patient finance to deliver public value.

This concluding chapter argues that any conception of justice relevant today must combine two elements, both strongly rooted in European traditions, but neither of them exclusive to them: equal respect for the diversity of conceptions of the good life that characterises pluralist societies and equal concern for the interests of all members, present and yet to come, of the society concerned. This concern, moreover, must be responsibility-sensitive — distributive justice is not a matter of outcomes but of opportunities — and it must be efficiency-sensitive, a fair distribution need not be a strictly equal distribution, but rather one that sustainably maximises the condition of the worst off. Justice, in brief, means real freedom for all, the greatest real freedom for those with least of it. Therefore, justice means global justice.

Abstract:
Contemporary music festivals in late modern European culture have different histories, focuses, missions and geographical conditions. This chapter calls for deeper analysis of the development of festivals that is rooted in cultural anthropology, sociology and the sciences – a multidisciplinary approach. Without this, festivals will simply be known as recurring celebrations, thematic ritual events reflecting the basic values and the worldview shared by the participants that are the basis of their social identity. However, nowadays, the economic importance of festivals has become even more rigorously evaluated, whilst complicated ways to measure cultural impact are often left out, even from detailed reports. Most studies emphasise the difference between Eastern and Western European festivals (Newbold et al. 2015), however, the life cycle of a festival is influenced by factors that are similar wherever they take place: marketing, promotions, sales, audience development and quality, improvement challenges etc. As the size of the festival market has grown, new questions are being asked about economic efficiency. In this study I will search for similarities in the development of five major Eastern and Western European festivals, namely Glastonbury Festival (United Kingdom), Roskilde Festival (Denmark), Sziget Festival (Hungary), Exit Festival (Serbia), and Woodstock Festival Poland (Poland). I will also analyse the Sziget Festival’s life cycle in detail in order to go deeper into the issues and discuss ways to further research music festivals.
