AbstractGreen Public Procurement is currently a voluntary instrument to promote Sustainable Consumption and Production and Sustainable Industrial Policy. Surveys in this field help to understand how individual States, Public Authorities and Organizations, are approaching this voluntary instrument and thus how far they support Eco-Innovations and Sustainable Economy. Our survey focuses on mapping of units of local self-governments in the Slovak Republic that carried out Green Public Procurement in the category of paper products through the Electronic Contracting System (ECS) in 2017. We consider local self-government units to be major consumers of paper products, especially because of their extensive administration, what makes them a target group to promote the use of Green Public Procurement in a given category in practice. The total number of contracts awarded through the ECS in 2017 was 471. As the results show, the share of Green Public Procurements in the total number of Public Procurements in the Slovak Republic in 2017 was not satisfactory. In order to improve the situation, it is necessary to further deepen the targeted dissemination of examples of good practice in Green Public Procurement.

Green, sustainable and circular public procurement are concepts that require a completely different approach from the point of view of public procurement as well. An economic approach that goes beyond the economic aspects of occasional procurement needs and is also suitable for achieving wider effects. The legal foundations for these have already been mostly created by the legislator at the EU and national level. However, the application of narrowly or broadly interpreted green aspects requires the conscious behavior of the entire value chain of the given procurement. In our study, we examined (i) what exactly is covered by some definitions of public procurement classified under the general term of green public procurement (sustainable public procurement, circular public procurement), (ii) what is the ratio of green public procurement in Hungary, and (iii) we tried to formulate proposals for the more effective application of green public procurement.

The Polish Ministry of Development and Finance is preparing a new Public Procurement Act. This Act should replace the Act of 29 January 2004 — Public Procurement Law Journal of Laws of 2017, item 1579. The overall objective is to obtain better Value for Public Money, to deliver better outcomes for societal and other public policy objectives while increasing the efficiency of public spending. This is the very good moment for some proposals connected with the improvement of SME’s situation in public procurement.

Abstract:
The present paper first investigates the penetration of Green Public Procurement in the Greek reality and then how Green Public Procurement functions as a tool for the transition from the linear to a circular economy model. To serve this purpose, a questionnaire was structured with a total of 38 questions. The Municipalities formed by the “Kallikratis” programme, were selected as a sample, which enter into contracts with Green Public Procurement for a wide range of goods and services. The majority of the questions gave the possibility to choose from the specific number of specific answers at a time, while some of them required the writing of an answer by the respondent himself. For the drafting of the questions, the most important elements related to the subject of Green Public Procurement were taken into account. As far as their structure is concerned, it was the result of the overall research carried out in the Greek and foreign annotated bibliography, while data were also drawn from questions of a similar nature that were altered from time to time in the field of Green Public Procurement. A very brief introduction to the conceptual approach to Green Public Procurement was also included in the structure of the questionnaire. Therefore, the respondent had the opportunity, in a very short period of time, to understand the subject of the investigation and to answer the questions that followed or to send the questionnaire to the relevant Municipal Department.

Green Public Procurement (GPP) is an essential strategy for achieving goals related to public environmental policy, including sustainable production and consumption, streamlined use of resources and mitigation of climate change. The European Union has adopted policies towards “greening” public procurement for member states in order to promote environmental sustainability. Life Cycle Costing (LCC) is a method that measures the financial impact of an investment over the life cycle of a product. The current EU Procurement Directives (2014) are designed to position LCC centrally to sustainable sourcing. Although the literature identifies the links between the environmental dimension through GPP and the economic dimension through the use of LCC, the interaction between them in the context of public procurement has not been adequately captured. The aim of this paper is to evaluate the results of the LCC tools implementation in the context of GPP in Greece and study the economic impact of green procurement in public organizations. The urgent need of reducing energy consumption in the public sector due to the continuing energy crisis and climate change is an additional incentive to evaluate this impact. LCC tools developed by the EU were used, fed with data from public procurement contracts carried out in the Greek public sector. The results show that the adoption of environmental criteria requires market research, planning and coordination to make it cost-effective, especially under the legislative mandate of GPP in Greece by 2022.

The purpose of the study is to generalize the practice of legislative regulation of green public procurement in the countries of the European Union with the prospect of its application in the legal conditions of Russia. The article formulates the legal content of “green” (sustainable) public procurement. It is substantiated that green public procurement will contribute to solving environmental problems, stimulating the subjects of innovative and environmental entrepreneurship to actively support the climate agenda. The study reveals the obstacles that hinder broader engagement of the Russian contract law to raise efficiency of green public procurement in Russia. Conclusions concern normative regulation considering environmental criteria for identifying green public procurement and developing regulations for this type of procurement based on the experience of the world leaders. Normative and legal regulation of “green” procurement is necessary not only for companies, but also for the state, as it reflects national strategic priorities in the field of environmental protection, which is in line with the UN global goals of sustainable development.

Public organisations develop sustainable public procurement (SPP) policies to compel suppliers to contribute to societal goals. Studies show that the ability, motivation, and opportunity that procurers have to procure in a sustainable manner affect the uptake of SPP. Most studies into SPP examine these factors only in the context of one type of SPP (e.g., green procurement). The goal of this paper is therefore to examine the relationship between ability, motivation, and opportunity and six types of SPP: (1) green public procurement, (2) social return on investment, (3) circular economy, (4) bio-based public procurement, (5) innovation-oriented public procurement and (6) international social criteria. An online survey was administered amongst procurers working in Dutch public organisations. The research shows that ability, motivation, and opportunity affect Green Public Procurement (GPP). Opportunity did affect green public procurement, innovation-oriented public procurement and circular economy, but not the other types of SPP. We were unable to identify an antecedent of more social types of SPP in this research. This research shows that findings based on GPP cannot be directly generalized to other types of SPP, and that there is a need for research into the antecedents of social types of SPP.

The article explores the experience of a number of EU countries. It is revealed that in the EU countries there is growing interest in using public procurement policies for food security by promoting the development of farms, small farmers entering the national market, increasing their incomes, developing rural areas, improving quality nutrition. The main directions of transformation of public procurement policies in the agri-food sector are green public procurements (GPP), aimed at solving environmental problems, and sustainable public procurements (SPP). At the same time, inclusion of quality criteria in the public procurement system and access to the market public procurement of small agricultural producers requires solving a number of problems, including increasing the professionalism of state buyers, introducing innovative methods in boards using modern technology. In addition, the multisectoral nature of these initiatives requires coordinated action between different sectors of the economy at all levels. The conclusion is drawn on the need to transform the Russian government procurement policy in accordance with the target guidelines of economic policy in modern conditions.

Public procurement is considered an important driver of an economy and has a considerable power in orienting the market, including toward environmental protection policies and strategies. This study examines the green public procurement practiced at the level of local Romanian authorities with the aim of understanding the real context by highlighting the mix between what is required and/or expected from local authorities and what is actually happening in terms of green public procurement. The research is based on the results of an online survey conducted from 16 August 2019 to 18 September 2019. The research results show that green procurement is not a subject approached in many administrative units; however, it appears that environmental protection in the context of public procurement is considered important. In line with other research, our results enrich the current knowledge on green procurement practices at the local government level and indicate that increased regulatory pressure for green public procurement may lead to market development and innovation for green goods and services.

Green public procurement (GPP) is a policy tool aiming to achieve environmental protection and resource reservation via public procurement. After decades of adaptation, what promotes and hinders its uptake in public contracting remains difficult to discern. This research explores factors that influence the adoption of green award criteria, covering features of procurement procedures, purchasers, tenderers, and the business sectors through empirical analysis of Probit regression combined with a fixed term method. The data is contract award notices (CAN) from 33 countries in Europe in 2018. Our findings suggest that framework agreements, the medical products sector, the health and social services sector, and the business services sector are negatively correlated with whether a contract is green. On the other hand, the contract value, Government Procurement Agreement (GPA)coverage, joint procurement, competitive dialogue, negotiation with competition (with a call for competition), restricted procedure, transport equipment sector, and food sector can positively correlate with green contracts, or these factors increase the possibility of a contract being green. Explicit explanations on these relations are provided. This research identifies factors relating with and influencing the application of green award criteria in public contracts, which would inform public sectors on efficient resources allocation in terms of increasing green public procurement performance.

With the global resource and environment problems becoming increasingly prominent and the government procurement scale growing rapidly, the implementation of green procurement for government public project will have a significant impact on the protection of resources and environment. Identifying the key influential factors of bid evaluation in government public project green procurement is of great significance for promoting the construction of government public project green procurement system. Based on the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method, Back Propagation (BP) neural network is introduced to determine the direct-relation matrix, optimizing the traditional DEMATEL method. This paper uses the BP-DEMATEL model to identify key influential factors of bid evaluation in government public project green procurement by algorithmic design. Among 56 indicators, which have formed a set of index system of bid evaluation in government public project green procurement, 20 key influential factors are identified, providing reference for the government to implement green procurement in the field of public project. The research results not only enrich and improve the theoretical and practical research in the field of government public project green procurement, but also solve the defects of traditional DEMATEL method that the method is too subjective and tedious when obtaining the influence degree between each pair of factors to construct direct-relation matrix through questionnaire surveys or expert scoring method, thus expanding the scope of the application of the DEMATEL method.

With the combination of sustainable development theory and system theory, and with the goal of government public project procurement as the guide, this paper uses the documentary research method, questionnaire survey method, and expert consultation method to analyze the influential factors of bid evaluation for government public project procurement with the perspective of green development from the aspects of qualification, economy, technology, management, and public welfare and to construct the bid evaluation index system for government public project green procurement; based on Dempster-Shafer evidence theory, using the D-S evidence synthesis method to construct a comprehensive judgment matrix for group decision-making (which effectively solves the problem of synthesizing expert opinions), and combined with the analytic hierarchy process, the index weights are determined. Ultimately, a bid evaluation index system for government public project green procurement is obtained, including 5 first-level indexes, 18 secondary indexes, and 56 tertiary indexes, providing theoretical guidance for the government to implement green procurement in the field of public projects.

The present study seeks to examine the awareness level of green procurement at the district assemblies in Ghana and also help create the consciousness of implementing and enforcing green procurement in the public sector effectively. The research was carried out in Eighteen (18) District Assemblies in the Western Region of Ghana using non-standard interview as the main data collection technique. The findings of the research revealed that, there are key legislations, standards and regulations regulating the assemblies’ activities on the environment and the society which affect green procurement, though there is no specific law/policy titled green procurement. These key legislations, standards and regulations have contributed to increased awareness of green procurement at the District Assemblies in Western Region tied with the recent introduction of sustainable procurement which has been included in the Public Procurement Amendment Act 2016 (Act 914). However, the study identified that the significant impact of public procurement as a policy instrument on environment appeared not to be clear to the assemblies. It is recommended that the procurement policy and the Act 663/914 should be reformed to reflect green procurement to help the districts in their quest in creating sustainable environment. The district assemblies and EPA should organise joint seminars and workshops to sensitize and create awareness among the assembly’s staff on the benefits of green procurement and the need to adopt it.

Purpose Human resources practices, particularly regarding environmental training, play a key role in the dissemination of sustainable supply chain practices, especially sustainable procurement. Both environmental training and sustainable procurement can prompt environmental maturity (EM) among organizations. However, little is known about the relationship between environmental training and the adoption of sustainable procurement in public sector organizations of emerging economies, such as Brazil. In this context, the purpose of this paper is to investigate the relationship between environmental training and the adoption of sustainable procurement in three Brazilian public/state universities. Design/methodology/approach This research is qualitative and includes an exploratory study based on in-depth interviews with experts from the procurement section of Brazilian public universities. A methodological framework is proposed to analyze the results. The main questions that guided this study were: is there a relationship between the environmental-training initiatives and the adoption of sustainable procurement? Does this relationship, whether positive or negative, improve the maturity of environmental sustainability? And what is the future outlook for this issue in the context of public universities in Brazil? Findings According to the results’ analysis, the impact of sustainable procurement practices among the public organizations analyzed was almost void. The environmental training produced limited accomplishments, although respondents viewed it as a source of potential improvement, which indicates a co-evolution of sustainable procurement, environmental training and EM. In the cases analyzed, an alignment was identified among the levels of sustainable procurement and environmental training adoption. Research limitations/implications It was identified that the lacks of training and support from senior management, environmental culture, great bureaucracy and economic factors were considered barriers and difficulties to implementing environmental procurement practices. These barriers deserve further study. Originality/value There is a lack of research on the relationship between environmental training and the adoption of sustainable procurement in emerging economies and in public sector organizations.

Public procurement entities in Russia do not have to include environmental criteria in procurement, yet the strategic priority of the Russian government implicitly calls for it. We analyse such institutional factors affecting green public procurement, as the stringency of the law and the level organisation takes in the federal–municipal hierarchy. Our sample covers all procedures in public procurement of construction works in RF in 2019. International environmental standards are widely used in construction, suggesting procurement entities might be informed about existing environmental criteria. The data revealing green procedures is rather rare, and the strictness of the law reduces the probability of including environmental criteria in procurement. Organisations at the federal and regional levels are more likely to use environmental criteria in procurement than those at the municipal level. Corporations governed by the more fl exible procurement law are more likely to use environmental criteria. With respect to energy effi ciency, where clear guidance exists, the difference diminishes or reverts. Results indicate fl exible legislation and clear guidance may reduce caution and through that contribute to wider adoption of green public procurement in Russia.

Research undertaken of a procurement process for Pesaro, Italy demonstrates the application of an assessment approach and method based on holistic evaluation and interpretation of multiple sustainability aspects of buildings and their parts. Taking a holistic life cycle approach, this case study provides a clear evidence of how to foster ‘circular’ alternatives compared to linear, business as usual options in the management of public procurement. A competitive procedure in the procurement process was undertaken resulting in materials either being reused or taken to a recycling centre. The reuse of the materials during the new construction phase also included monitoring the quantity of all materials, preventing any waste and encouraging optimised reuse. This study shows that it is possible to drive the market towards a circular thinking and a circular construction site management is a critical requirement for transitioning towards a circular built environment. By ensuring that tendering processes support and develop sustainable recovery of waste materials, this study shows that it is possible to provide materials second and third life.

Purpose This paper aims to identify important factors in green public procurement (GPP) implementation and then to clarify how these factors affect GPP implementation. Design/methodology/approach The authors applied the Delphi method first and then conducted a focused and constrained multiple case study at 18 government procurement centers across China. Findings The authors identified four clusters of factors for successful GPP implementation: more clear, consistent and operational policy goals; a nation-wide green procurement campaign to enhance social capital and cultural resources; promoting staff’s ethics, professionalism, capacity and knowledge; and establishing checks and balances among organizations involved in the whole purchasing process. Social implications GPP can significantly improve environmental protection and sustainable development. Originality/value Based on key insights from systems theory and agency theory, the authors emphasize that GPP implementation must take down its own functional silos and adopt a process approach across organizational tiers to synchronize human resource based and inter-organizational capabilities into a unified whole through information sharing, communications and collaboration.

Abstract Green public procurement (GPP) is an instrument for public institutions that have made sustainable consumption and financial aids savings, particularly taking into consideration expenses of the total life cycle of the agreement, not just the procurement price. Municipalities are important to promotion of sustainable consumption through their positive effects on citizens and other stakeholders. The present paper analyses the contribution of municipalities of the Republic of Latvia in developing sustainable consumption through GPP. The aim of the paper is to explore the development of GPP in municipalities, analysing influencing factors. By analysing data from the Procurement Supervision Agency and the State Regional Development Agency, the proportion of GPP is explored. The paper includes data collected in a survey of municipalities of Latvia aiming to identify the main factors that promote the development of GPP and the ones that are obstacles for implementing the GPP. The conclusions show that GPP is a relatively new activity in Latvia, especially in relation to sustainable consumption. Analytical, graphic, statistical research methods as well as other qualitative and quantitative research methods have been used in the research.

The present research paper analyses the EU general and mandatory sectoral legal framework on public procurement, arguing for its inhibiting effect on the EU-wide uptake of green public procurement. It explores de jure and de facto barriers to green public procurement, motivated by the need for a change in the business world towards more sustainable practices through preferably mandatory legal changes of EU corporate law. As the public procurement represents a strong nudge for a qualitative change in private market demand, accounting for a minimum of 12% of the national gross domestic product, it should become environmentally sustainable itself and guide markets through the qualitative and quantitative changes on the demand side. Given the complexity of the current legal framework and the novelty of the approach to public procurement as a strategic tool for the achievement of sustainable production and consumption, a better defined and clear legislative approach is called for, possibly in a mandatory form, clarifying the obligation of public procurers to account for sustainability in their practices, especially as regards incorporating environmental concerns in their purchasing activities. In its current form, the EU legislative public procurement framework entails a seemingly permissive attitude towards green public procurement, hampered in practice by the existing legal institutes in the field, which hamper the strategic use of public procurement and thereby its influence on sustainability on the private markets.

Green Public Procurement has been used as a tool to achieve environmental objectives by some countries especially in Europe. Public procurement in Kenya is estimated to account for between 70 and 80 percent of the national budget. This gives the government purchasing power to influence manufacturing and supply of green products for sustainable development. County governments in Kenya are allocated between 15 and 45 percent of the total country’s income. Despite all these finances Counties possess, many of them do not fully use their purchasing power to achieve environmental objectives. Laikipia County for example, did very well on procurement activities to be ranked the best performing entity in public procurement in Kenya in 2014, yet it did not have a similar identity on Green Public Procurement. It is this research gap that this study sought to fill. The purpose of this study was to evaluate the factors affecting implementation of Green Public Procurement in Laikipia County government. The study was guided by knowledge gap and buyers’ perception on green products as independent variables and implementation of Green Public Procurement as the dependant variable. Descriptive research design was applied in this study. The study targeted County governments in Kenya. The study population was 45 employees from Laikipia County government drawn from procurement and finance department. Primary data was collected by use of a semi structured questionnaire. The questionnaire was self administered. Descriptive statistics and statistical model of multiple regression were used in analysis of data .The study established that knowledge gap (0.561) and buyer’s perception on GPP (0.143) had a positive effect on GPP implementation with knowledge gap as the major one. The study recommends County governments to organize for compulsory training of its staff on GPP. They should conduct lifecycle costing of all products procured by the County governments so as to create the right perception on these products.

Globally, sustainable procurement is seen as a crucial component of public sector sustainability initiatives. This research investigates the internal and external barriers to the implementation of sustainable procurement in China’s public sector. Primary data for this research were gathered using survey techniques from 287 respondents who were procurement officials at higher education institutions that are part of the public sector. Twelve hypotheses were developed based on the conceptual model and literature review and evaluated using SEM-AMOS in order to look at the correlations between the variables. The study’s findings demonstrate that employee competency, employee motivation, training programs, financial aspects, management commitment, government rules and regulations, unavailability of green products, supplier capacity, and third-party pressure statistically influence the sustainability of public procurement. At the same time, green practices, the ineffectiveness of green products, and prices of green items had statistically no significant influence on sustainability in public procurement. This is a crucial effort to identify the factors that influence sustainable purchasing in China’s public colleges. This study draws interest from stakeholders and adds to the scant body of knowledge on sustainability in developing nations. In addition, this research is crucial for creating a roadmap for China’s long-term sustainable development in the area of procurement.

Governance is central for sustainability transitions in maritime transport. Norwegian authorities can directly influence developments in maritime transport through green public procurement, and low- or zero-emission technologies have been or are being considered for more than 250 operational ferry and high-speed vessel connections. This study explores practices of green public procurement and investigates procuring authorities and operators’ perspectives on the efficiency of green public procurement in accelerating sustainability transitions. Through review of calls for tender and interviews with procuring authorities and operators, the study identifies critical issues for green public procurement to accelerate maritime passenger transport toward sustainability. The critical issues are related to either procedural or service delivery issues. Procedural issues refer to timelines with multiple calls on the same time and different views of procurers and operators on the ideal duration of contracts. The most demanding service delivery issues are infrastructure for charging and energy capacity in remote areas where operators have to pre-book energy needs based on rough estimations which in turn increase the tender price.

Forest natural resources in Indonesia are one of the contributors to the fulfilment of human life and development capital. However, the use of forest resources without regard to aspects of sustainability will cause damage and even extinction of the forest. Therefore, green products today have become stronger demands from various groups. The procurement of goods/services within the government has been implementing a Sustainable Public Procurement that fulfils 3 (three) aspects, namely, economic, social and environmental interests. This paper observes Timber Legality Verification System policies in supporting the provision of green products for the forestry sector and Sustainable Public Procurement that will support the achievement of sustainable development. Timber Legality Verification System policy guarantees the provision of wood products by wood processing industry that contributes to realizing good forest governance to combat illegal logging and illegal trade, as well as support improvement in environmental quality. One strategy in fulfilling green products and implementing a Sustainable Public Procurement is to use timber products that have been certified with timber legality. The policy for the use of certified wood products needs to be supported by the implementation rules and information on the list of green products and technical guidelines for the procurement.

Universities play an important role among public institutions because they initiate huge purchasing and contracting activities and contribute to sustainable development through education, research, and day-to-day operations. Existing studies on green public procurement (GPP) practices at Spanish universities focus on products and services. For this study, a total of 316 procedures were collected and analysed from the calls for tenders made by Spanish public universities between 2016 and 2017. The environmental criteria involved in the tenders and their weights were classified by subsector, geographical scope, and project budget. The results of this study show the use of environmental criteria in the works tendered by Spanish public universities is low (19.2%) in comparison with the results of other studies. It is therefore necessary to encourage GPP practices in the contracting process to comply with the environmental policies that universities have defined as part of their institutional policies.

The Procurement of Public Green Open Space (RTH) in DKI Jakarta Province is carried out by the DKI Jakarta Forestry Service based on the land status of the BPN. The procurement of green open space is passive based on requests from the community. The DKI Jakarta Forestry Service data shows West Jakarta's public green open space has only fulfilled 8.8%. This study aims to assist stakeholders in the procurement of green open space in terms of ease of procurement. The ease aspect is compiled from land-use parameters, BPN land status, spatial pattern zoning, SIPPT, RTH Assets, and raw rice fields. The analysis results show that many areas included in the green zoning in West Jakarta have turned the function of land into built-up land, making it difficult for the local government to acquire land. This research found alternative lands with existing non-built land use conditions and clear land status and potential spatial pattern zoning targeted as green open space land acquisition targets. The analysis results show that from 4071 plots of land, there are 784 plots of land that are very potential with 179 ha. For potential land, there are 3234 plots of land with an area of 301 Ha and 53 plots of land classified as standard with an area of 2.4 Ha. Land with great potential can be used as a procurement priority for the relevant local government in the procurement of green open space in terms of the ease of procurement aspect.Keywords: Green Open Space, GIS, Green Open Space Potential

Green Public Procurement (GPP) became an efficient instrument to achieve the objectives of environmental policy expressed by the European Commission in its Communications. At the same time, it must be addressed by the public authorities as a complex process, in which all purchased goods and services must integrate perfectly into an entire puzzle-like system of legislation, the construction field, innovation, healthcare, food, and education. Scientific references published in the Web of Science (WoS) mainly between 2017 and 2020 were investigated, and they analyze the implications of green public procurement in various fields, as presented by scientific communities. This article brings as a novelty in this context the identification of some barriers in the adoption of these processes, so that they can be overcome. Based on good practices and international standards and trends, the article shows how aspects related to the implementation of green procurement in society can be taken into account. In the second stage, we added a case study on Romanian green agriculture and discussions regarding inter-correlation between different fields and GPP.
