Debates about whether limits to economic growth are necessary or desirable have moved on to discussions about the type and quality of economic growth. The notion of ‘green growth’ has become widely adopted as a core objective of international institutions and national governments. The concept of ‘green growth’ is used flexibly and its definition contested. Green growth is defined as long-run increases in gross domestic product alongside the enhancement of natural capital. An analysis is undertaken that dismisses some environmental concerns, and instead leads to a focus on others. Theoretical economics of green growth are reviewed. The chapter observes that implementation of policies in the real world is far from the theoretical ‘optimal’ in narrow economic models. Developing practical green growth policies for the Anthropocene will require a careful and different approach to technology, markets, and prices, a realistic assessment of political economy constraints, and an acceptance of pragmatic solutions.

Despite the growth of specialty palliative care over the past twenty years, the experience of most seriously ill patients in America has not changed. Although some have argued that the solution to this problem is to increase specialist palliative care (SPC), the author argues that this is a mistake. The growth of SPC may distract attention from solutions that are more likely to improve care for most seriously ill patients. SPC may decrease the quality and quantity of palliative care provided by nonspecialists by allowing the health care system to continue to deny death and “ghetto-izing” and deskilling generalist palliative care. This chapter presents these two arguments and tries to determine what changes are required to ensure that all seriously ill patients receive good palliative care, regardless of who provides the care.

In the European Union, green and digital transition are being addressed through ambitious policy frameworks such as the European Green Deal and the Digital Europe Programme. This article examines the worsening food crisis in sub-Saharan Africa. It discusses how food production has failed to keep pace with population growth, partly due to low farm productivity. Because most Africans are farmers, lagging production per capita translates into little or no rural income growth, and hence little or no increase in the capacity to purchase food. Decades of lagging farm productivity have resulted in a doubling of the number of Africans living in extreme poverty, from 150 million in 1980 to approximately 300 million in 2013. The analysis then turns to the reasons behind the government’s failure to boost farm productivity. The article also considers the potential solutions to the current food and farming crisis.

Population movements can affect security in a variety of ways. Aside from altering a society’s overall balance of population and physical resources, they exert a considerable influence on the institutions of society—the state, elite recruitment and social status, the military, labor organizations and peasant villages—in a way that undermines political and social order. The consequences of population movements for security can also be seen in differential population growth and migration, differential aging of different populations, and issues of resource allocation and climate change. The work of T. R. Malthus in the early nineteenth century advanced the argument that more people would put an undesirable burden on societies, and weaken them. Julian Simon turned the Malthusian argument on its head with his claim that people were the “ultimate resource,” and that the more people were around to work on solving the globe’s problems, the more likely it was that powerful solutions would be found. The debate between Malthusians, represented by Paul Ehrlich, and Cornucopians, represented by Simon, from the 1960s to the 1990s was primarily about the impact of population on economic growth. In the 1990s, a new direction emerged in the debate on population and security. This was the argument that population growth would lead to local shortages of critical resources such as farmland, water, and timber, and that these could trigger internal conflicts and even civil wars. These conflicts arise only where states and economies are relatively weak and unable to respond to population growth.

South Korea’s economic miracle is a well-known story. However, today Korea is confronting a new set of internal and external risks, which may foreshadow the next crisis. The Korean economy has struggled with a faltering growth momentum and the rise of unprecedented socio-economic problems well before the pandemic crisis. After abrupt downshifts to markedly slower growth in the early 2000s, economic growth has continued to decelerate. Koreans are grappling with slow income growth, all time-high household debt, high youth unemployment, inequality, and social polarization. Politics is in disarray and is incapable of directing social discourse for the common good. Rapid population aging along with the world’s lowest fertility rates stokes fears of Japanification. Simultaneously, disruptive technologies and a fast-changing business environment, including the rise of China, clash with a range of long-standing structural problems. The contemporary challenges are radically different from those seen in the early stages of industrialization. There are multiple risks that threaten to self-perpetuate low or stagnant growth over the next decade or so, if not an outright financial crisis. Motivated by these latest developments, this book seeks to provide a timely and in-depth analysis of key current issues and foreseeable challenges of the economy, with a provocative reassessment of its future. Based on extensive new empirical works, it examines the underlying causes of the socio-economic problems. In a constructive spirit, it puts into perspective what would constitute critical elements of ideal policy solutions and the direction of the future government’s role.

Global connectivity is increasing, visibly and invisibly—in trade, finance, culture, and information—helping to spur economic growth, technological advance, and greater understanding and freedom, but global disconnects are growing as well. Ubiquitous electronics rely on high-value minerals scraped from the earth by miners kept dirt-poor by corruption and war. People abandon burning states for the often indifferent welcome of wealthier lands whose people, in turn, pull in on themselves. International bucket brigades are too little, too late—and some throw gas on the flames. Humanity’s very success, underwritten in large part by lighting up gigatons of long-buried carbon for 200 years, now threatens humanity’s future. The global governance institutions established after World War Two to manage global threats, especially the twin scourges of war and poverty, have expanded in reach and impact, while paradoxically losing the political support of their wealthiest and most powerful members. Their problems mimic those of their members in struggling to adapt to new problems and maintain trust in institutions. This volume argues, however, that a properly mandated, managed, and modernized global architecture offers unparalleled potential to midwife solutions to vexing issues that transcend borders and capacities of individual actors, from conflict and climate change to poverty and pandemic disease. The volume offers “just security” as a new conceptual framework for evaluating innovative solutions and strategies for institutional reform.

As environmental crises loom, this book makes an argument for radical changes in the ways in which people live in order to stave off a dystopian future. A possible way forward is radical sustainable development, which emphasizes environmental and social justice concerns that are at once transformative, or egalitarian toward total liberation, and regenerative, or restorative to heal the health of people and the planet. Radical sustainability is distinguished from weak sustainability—a critique of the neoliberal, sustainable development project that, in practice, prioritizes economic growth over people and the planet—using theories from ecofeminist, environmental justice, and postcolonial scholars. The prevailing notion of sustainable development has remained ineffective at reducing environmental degradation and social inequalities. To gauge possible solutions to these problems, the book examines two alternative, community-scale, socioecological models of development with small environmental footprints and more egalitarian social practices. Methods employed are qualitative, cross-national, and comparative. The cases are an urban ecovillage in the Pacific Northwest, United States and a Cuban urban farm in Havana. These cases are important reminders that elegant, low-cost solutions already exist for environmental harm mitigation as well as social equity and adaptation. Findings highlight that each case uses community-oriented, low-tech practices and integrates ancestral, Indigenous, and local ecological knowledges. They prioritize social and ecological efficiency and subsume economic rationality towards those ends. While neither is a panacea, both provide examples for how communities can move toward stronger forms of sustainable development and empower readers to imagine, and possibly build, more resilient futures.

Abstract This book brings together early career researchers, non-governmental organisations and industry practitioners, indigenous and local communities, and government agency workers to interrogate the concept of water security. By collating multicultural perspectives, diverse contributions, and illustrative media, we challenge the current anthropocentric, technocratic narrative of water security, according to which: water security is solely for humans; development initiatives and interventions are driven by neocolonial and neoliberal ideologies; the socio-cultural approach to water security is secondary to a technical, engineering-based approach; and interdisciplinarity is not practical in its application. Presented here is an amalgamation of our personal and professional efforts to address these challenges. The nuance of this book is in our methodology: transnational cooperation, collaboration across disciplines, and diagnostic problem-solving. While we do not promise a single solution (there is no such thing as ‘one size fits all’), we believe this timely contribution broadens the discussion around water security through its firm rejection of reductionist approaches to this most complex of ‘wicked problems’. Most notably, we push for the radical acceptance of the indivisibility of environmental conservation, social stability, and economic vitality. We resist the temptation of ‘green growth’, recognising it as little more than neoliberalism in disguise. The brilliance, innovation, and recall to tradition that emerge through this book demonstrate the importance of solutions that are informed by a plurality of knowledge types (from scientific and technical to indigenous and local) and generated through collaboration and partnerships to support the attainment of socio-ecological justice. It may also have increased the attraction of populist policies that claim to offer magical or easy solutions to problems. A major conclusion of the book is that the objective of simplicity in laws and in policies should be given more importance by both economists and governments.
