Abstract:
Neoliberalism, as the influence of economic considerations within the political process, has impacted environmentalism on a variety of levels. Without regulation, the neoliberal capitalist drive to maximize production, consumption, and profits is antagonistic to environmental sustainability. The influences that corporations and economic elites have within modern democracies holds substantial implications for the rigor and enforcement of environmental policies. Particular to the United States, the Environmental Protection Agency offers numerous illustrations of neoliberal influence within its history and policy practices. These influences inevitably impact the Agency's ability to accomplish the goals of their mission and purpose statements. As seen through regulations such as the Clean Water Act, neoliberal pressure has altered the priorities of government on a federal level to prioritize economic well-being over that of other social goods, such as environmental protection. The Clean Water Act prioritizes economic profitability over environmental protection through cap and trade policies, such as NPDES permits, and legitimizes pollution-causing behavior through TMDLs. Further, the act was weakened by neoliberal forces with the non-point source exemption created for the sake of avoiding economic harm to large industries and its shortcomings are visible within many of the nation's waterways, including the Chesapeake Bay. Through a case study, this project demonstrates how the neoliberal influences impacting the Environmental Protection Agency has resonated in its policies, like in the abilities of the Clean Water Act to sufficiently clean-up the Chesapeake Bay within its proposed timeline.

This dissertation is a case study of the Isleta Pueblos of central New Mexico, the Quapaw tribe of northeast Oklahoma, and the Osage Nation of northcentral Oklahoma, and their relationship with the federal government, and specifically the Environmental Protection Agency. As one of the youngest federal agencies, operating during the Self-Determination Era, it seems the EPA would be open to new approaches in federal Indian policy. In reality, the EPA has not reacted much differently than any other historical agency of the federal government. The EPA has rarely recognized the ability of Indians to take care of their own environmental problems. The EPA’s unwillingness to recognize tribal sovereignty was no where clearer than in 2005, when Republican Senator James Inhof of Oklahoma added a rider to his transportation bill that made it illegal in Oklahoma for tribes to gain primary control over their environmental protection programs without first negotiating with, and gaining permission of, the state government of Oklahoma. The rider was an erosion of the federal trust relationship with American Indian tribes (as tribes do not need to heed state laws over federal laws) and an attack on native ability to judge tribal affairs. Oklahoma’s tribes, and Indian leaders from around the nation, worked to get the new law overturned, but the EPA decided to help tribes work within the confines of the new law. Despite the EPA’s stance on the new law, the tribes continued to try to fight back, as they had in the past when challenged by paternalistic federal policy. The EPA treated the Quapaws and Isletas in a similar fashion. Thus, the thesis of this study is that the EPA failed to respect the abilities of American Indian nations, as did federal agencies of years before, to manage their own affairs. Historians have largely neglected the role the EPA has played in recent Indian history and are just now beginning to document how deliberate efforts at self-determination have been employed by tribes for centuries in America.

Abstract:
My dissertation addresses how engineers, scientists, and bureaucrats generated knowledge about pollution, crafted an institution for environmental protection, and constructed a collective identity for themselves. I show an important shift in regulators\' priorities, from stringent health-based standards to flexible technology-based ones through the development of end-of-pipeline pollution control devices, which contributed to the emergence of economic incentives and voluntary management programs. Drawing on findings from archival documents, published sources, and oral history interviews, I examine the first decade of the EPA amid constant organizational changes that shaped the technological and managerial character of environmental policy in the United States. Exploring the EPA\'s internal research and development processes and their relationship with scientific and engineering communities sheds light on how the new fields of environmental engineering and policy were co-produced in the 1970s. I argue that two competing approaches for environmental management, a community health approach and a control technology approach, developed from EPA\'s responses to bureaucratic, geographical, and epistemic challenges. I focus on researchers and managers from the Office of Research and Development at Research Triangle Park, North Carolina, as they were engaged in (1) controversy about integrated aerometry and epidemiology research intended to correlate air pollution and health, (2) intra-agency debate about the government\'s responsibility for introducing catalytic converters for tailpipe emissions reduction and responding to the potential environmental and social consequences, and (3) inter-agency activities for the demonstration of scrubbers for smokestack emissions and further application of the control technology approach in energy-related environmental problems. My principal conceptual contribution is "regulatory engineering." I define regulatory engineering as an approach to sociotechnical problems in which engineering practices are incorporated into regulatory and organizational changes, which in turn influences technical knowledge and identity formation. As EPA activities became closely associated with energy and economic issues toward the end of the 1970s, I argue that engineers took the initiative in demonstrating and evaluating control technologies for pollution abatement and energy development, scientists carefully studied environmental and health effects of these technologies, and regulators set up pollution standards and attainment deadlines accordingly. Studying the co-production of knowledge, institution, and identity through the lens of regulatory engineering helps us to understand technoscientific and managerial aspects of environmental governance beyond the 1970s EPA where technical feasibility considerations, economic incentives, and cooperative management expanded into legislation and regulation.

Abstract:
This thesis examines the motivations of bureaucrats in two government agencies: the Environmental Protection Agency in the US, and the Environment Agency for England and Wales. The model employed in this work is a Trifocal Model which utilises Rational Choice, Institutional and Cultural approaches in answering the thesis question. The aim of this work is two-fold: one aim is to explain motivations in two agencies; the second aim is to suggest why the existing literature in the field of bureaucracy often fails to capture the diversity of bureaucratic motivations. The claim is that the adherence to one particular paradigmatic approach prevents scholars from attaining a comprehensive understanding of motivations. This work focuses on two elements of the Trifocal Approach, namely institutional and cultural explanations. Rational Choice explanations are given a limited explanatory role in this work, in large part because of the restricted usefulness of an approach which takes the preferences of agents as given. This thesis uses a scientific approach to the analysis of qualitative data, allowing other researchers to make use of, and indeed to question, the findings presented below. The argument in this thesis suggests why scholars must pay more attention to what those people within bureaucracies tell us about themselves and their motivations. To take the preferences of agents as givens is to ignore much of what is most important about the study of politics that is, where preferences come from, and how they shape the political behaviour we observe in bureaucracies. This thesis will show that public sector reforms are often flawed, often failing to consider the interplay of cultural and institutional effects, and how these effects have a bearing on the motivations of staff in organisations undergoing reform. Furthermore, cultural and institutional factors must be considered whenever one considers the question what is it that motivates bureaucrats.

Abstract:
Promotion of foreign direct investment in Zambia’s mining sector has been a key priority of the government ever since large scale mining commenced in the country. The sector, which confers on the country numerous benefits either from the economic or social front, has continued to grow with a number of mines being opened in most parts of the country. However, mining, by nature, leads to degradation of the environment and consequently affects the right of persons to enjoy a clean, safe and healthy environment. In light of this, it became imperative that a study is undertaken to investigate the extent to which the environment and human rights are protected from the effects of mining activities in Zambia. The purpose of undertaking this study is to suggest an approach that could be adopted in order to ensure protection of the environment from the negative effects of mining activities. In achieving this goal, a comparative approach was embraced and a qualitative method of data collection employed. The study has revealed that foreign direct investment, environmental protection, and human rights are interrelated with one common objective– enhancing the livelihood of human beings. This is evident from the policies developed and legislation enacted to protect human rights and also control mining activities in Zambia. The study has also revealed that at the international level, standards have been developed to ensure minimisation of the effects of mining activities on the environment. However, these standards are not legally binding. A key finding of the study is that although there a number of domestic policies (such as the Mineral Resources Development Policy and National Policy on Environment) and legislation (Environmental Management Act and the Mines and Mineral Development Act) that prescribe the expected standards to be upheld by mining companies, these do not contain adequate mechanisms to curtail environmentally degrading mining activities. Furthermore, institutions such as the Human Rights Commission, Mines Safety Department and Zambia Environmental Management Agency that have the responsibility of ensuring that mining companies comply with the applicable legislation have not been effective in this regard largely as a result of the numerous challenges that they face, including insufficient funding, inadequate capacity and political interference. This has led some spirited non-governmental organisations to bring court actions against erring mining companies. The analysis of the decisions rendered by the courts shows that the courts have, in these cases, taken a dim view of claims brought before them by complainants against the actions of respondent mining companies. The thesis concludes that while there has been an increase in investment in the mining sector, there are no corresponding legislative or policy measures to curtail mining activities that have negative impacts on the environment. The absence of such measures has left mining companies at liberty to act with impunity at the expense of a sound environment and consequentially, protection of the human rights of persons that live in the vicinity of the mines. It is therefore argued that the framework for foreign investment has neither facilitated protection of the environment nor guaranteed respect for human rights. In order to address this problem, a suggestion is made to the effect that Zambia's legislation needs to adopt some of the best practices that exist in the mining and environmental legislation enacted by some SADC Member States. Doing so would ensure mutual reinforcement of the framework on foreign direct investment and mining on the one hand, and environmental protection and human rights on the other.

This thesis will explore what the U.S. Environmental Protection Agency's (EPA) direct and indirect roles should and could be in fostering place making for Superfund site redevelopment. The EPA manages the clean up of severely contaminated abandoned property under the Comprehensive Environmental Response Compensation Liability Act (CERCLA), a.k.a. the Superfund Program, in order to protect human health and the environment. These neglected places are often a blight to the surrounding communities, causing disinvestment and decay. Redevelopment of these abandoned sites is often difficult and plagued with challenging circumstances and uncertainties. Impediments to Superfund site redevelopment include fears associated with health risks and liability, uncertainty on the length of clean up time, lack of willingness of the property owner, and stigma. The revitalization of these sites is vital to improving the quality of life of the surrounding community and the region. The redevelopment design is a critical component of revitalization and needs to be thoughtfully constructed. Urban design goals should be geared towards enhancing the public realm, improving quality of life, and creating a sense of place. This is place making and should be inclusive and account for the needs of the occupants. EPA's current policies and tools under the Superfund Redevelopment Initiative do not achieve pace making results. Recommendation for change include the development of urban design principles and reuse planning guidance, providing education and training for both EPA staff and affected communities, shifting the expertise of the workforce, providing more funding for planning activities and changing legislative to incorporate regional environmental solutions.

Abstract:

The Cherokee Nation, a Federally-recognized Tribal government in Northeastern Oklahoma lacks Tribal water quality standards for numerical nutrient standards based on baseline conditions in the Cherokee Nation. Lotic waters are of special significance in Cherokee Nation culture and ceremonies. Three water quality standard priorities within the Tribe include defining Culturally Significant Waters as a designated use, identifying Culturally Significant Waterbodies and determining applicable numerical nutrient standards. Culturally Significant Water as a designated use was defined based on community surveys. Twelve rivers and streams were identified as a portion of the Culturally Significant Waters of the Cherokee Nation based on a tribal community survey using a Use Attainability Analysis. To address excess nutrients in the Cherokee Nation, a total phosphorus numerical nutrient criterion was determined using data for Culturally Significant Water bodies, literature guidance and the US Environmental Protection Agency recommended nutrient criteria process for the respective Aggregate Nutrient Ecoregion. The Oklahoma Scenic Rivers criterion of 0.037 mg/L total phosphorus for a 90-day geometric mean was evaluated and determined not to be protective of Cherokee Nation’s Culturally Significant Waters. A total phosphorus criterion of 0.016 mg/L was recommended to protect Cherokee Nation Culturally Significant Waters from benthic algae greater than 100 mg/m2 Chlorophyll a.

Abstract The goal with this study was to investigate the possibility for bird watching tourism in the northernmost national park in Sweden, Vadvetjåkka and to enhance the knowledge of bird species that occur in the area.  To find out which and how many species of birds that nest in Vadvetjåkka a field study in form of bird inventories and spontaneous bird watching was done in the period 1-12 / 7 2014. Line tax was chosen as a method of bird inventory. Together 43 species of birds and 248 individuals of birds were observed. The three most common bird species along the line transects were: brambling (Fringilla montifringilla), willow warbler (Phylloscopus trochilus) and meadow pipit (Anthus pratensis). During the spontaneous bird observations 20 bird species and 65 individuals were found and the three most common species there was: redstart (Phoenicurus phoenicurus), chaffinch (Fringilla coelebs) and hawk owl (Surnia ulula). International studies on bird tourism indicate that bird watching is a very popular nature activity. In Sweden there is no research on bird tourism, but there is a variety of nature companies that engaged in birdwatching tourism in combination with other nature activities. There are attractive and rare species found in Vadvetjåkka national park, so the potential is there to attract birdwatchers. To promote nature tourism in Vadvetjåkka national park the Swedish government has decided to make it easier for nature companies to engage in commercial activities in Vadvetjåkka. If eco-tourism companies and nature conservation authorities work together to minimize the potential negative influence of tourism on birds and nature bird tourism can contribute to a positive development in the area.

Abstract:
Although examination of the relationship between the media and crime has received considerable attention in the academic literature, only a few studies have examined news media coverage of environmental crimes. The present study examines print news media coverage of federal penalties assessed against the petroleum refining industry from 1997 to 2003. The Environmental Protection Agency initiated and/or settled 162 cases involving seventy-eight petroleum refining companies from 1997 to 2003. While a news search of the nations twenty-five largest newspapers produced seventy-four articles related to petroleum refining industry violations, only seventeen articles matched the EPA cases analyzed in the present study. The present study found that while there is a considerable amount of federal petroleum refining industry violations, only a few cases receive media attention.

Abstract:
This study investigates provisions made within institutional and regulatory frameworks of water resources management to enhance multi-stakeholder relationships and the challenges of maintaining those relationships, and implications of water resources management for rural communities in the Densu River basin, Ghana. The primary objectives of this study were four fold, these are to: i) review the existing regulatory framework and how it promotes or hinders multi-stakeholder relationships within the catchment area; ii) examine multi-stakeholder relationships to identify challenges in promoting effective collaboration in water resources management; iii) explore the impacts of catchment management on the livelihoods of rural communities; and iv) generate a model that best or appropriately conceptualizes relationship mechanisms within the framework of water governance. The study employed a mixed methods approach which included data collected through reviewing regulatory and policy documents, key informant interviews, observation, and a household survey of 327 respondents. The results indicate that provisions are made within the existing institutional and regulatory framework to foster multi-stakeholder inter-relationships in the water resources management in the Densu River basin. The management of the Densu River basin is guided by a number of regulatory mechanisms that are scattered within different institutions. The regulatory mechanisms are seen as the instruments for building and maintaining multi-stakeholder relationships, but some have become a source of conflict among stakeholders, posing threats to water resources management in the Densu basin. The findings show that several issues hinder effective multi-stakeholder inter-relationships in water resources management in the Densu River basin. These issues include colonial legacies embedded within institutions, institutional challenges, and political processes. Despite the adoption of integrated water resources management (IWRM) some institutions still hold on to the old water resources management arrangements instituted during the colonial era, creating challenges for effective institutional collaboration. Additionally, institutional challenges such as limited financial and human resources, corruption, high attrition rate, and lack of integration of projects and programs are also threatening multi-stakeholder inter-relationships. The political processes at the district assemblies that determine representatives on the Densu Basin Board were also identified as posing significant threat to building effective multi-stakeholder inter-relationship for water resources management in the Densu River basin. The findings further indicate that a number of uncoordinated catchment management strategies such as restrictions on farming areas, bans on illegal mining and logging, and others strategies have been instituted in the upper Densu basin to prevent degradation of the river. However, these strategies are having significant socioeconomic impacts on the local communities. A majority of residents are aware and comply with the enforcement of the strategies, but some are quite reluctant to adhere to them because of increasing economic hardships. This situation threatens the successful implementation of the strategies and the overall protection of the river. Other residents, however, have adopted alternative strategies (expanding petty trading, farming improvement, multiple jobs and others) to cope with the increasing economic hardships as a result of the enforcement of the catchment management strategies by the government.

Abstract:
Sue-and-settle is the name applied to a federal agency’s use of litigation to create policy outside of the normal regulatory process. This paper discusses the impact that the sue-and-settle policy has had on Congress, the judiciary, and the Environmental Protection Agency. Specifically, this paper will discuss the issues caused by the perception of collusion within the sue-and-settle policy. First, this paper examines whether a relationship occurs between the litigants. The paper then discusses whether the relationship between the litigants in sue-and-settle cases tends to be collusive or not. The second part of the paper examines how Congress, the Environmental Protection Agency, and the judiciary are viewed because of the continued perception of collusion in the agency’s settlements. Overall, this paper finds that, the impacts of the sue-and-settle policy, and the perception of collusion, has affected Congress, the Environmental Protection Agency, and the judiciary by increasing regulation, distorting the purpose of the courts, and resulting in a lost value for the regulatory process.

Abstract:
Living in counties where manufacturers release environmental toxins, such as those tracked by the Environmental Protection Agency's (EPA) toxic release inventory (TRI), may elevate infants' health risks. Because infant mortality (IM) is a strong indicator of a population's health status, it is an important topic in public health research. The purpose of this research was to examine the potential relationships between IM, community size, and factors related to mothers' SES in counties where more than 25,000 pounds of annual toxic air releases occur. The dependent variable was IM per 1,000 live births in a given community for each of the 3 years included in this analysis (1987, 1995, and 2004). The independent variables included county size and factors related to mother's SES (education, age, ethnicity, and marital status). The theoretical framework consisted of Mosley and Chen's framework for exploring child survival. Archival, publicly available data were pulled from (a) the EPAs TRI data, and (b) linked birth and infant death files from the National Center for Health Statistics. The researcher followed a quantitative, retrospective cross-sectional design and conducted 3 linear regression models to test the research questions. Results indicated that an increase in community size was significantly associated with an increase in IM. Regarding the relationships between IM and the 4 different maternal characteristics (education, age, ethnicity, and marital status) included in the analysis, findings were mixed for the 3 years examined. Despite these unexpected findings, the overall results from this investigation, when considered alongside findings from previous research on IM, indicate that policy changes and interventions are needed to reduce socioeconomic disparities in IM, and to save the lives of more infants.

During the last four decades, acidifications has been seen as a great environmental hazard. To combat the effects of the acidification, the Swedish government is funding liming of affected areas. This practice has been questioned in northern Sweden, since there is no general agreement about the origin of the acidity there. This thesis aims to explain the administrative handling of the scientific disputes, and thereby the relation between the responsible authority, the Swedish Environmental Protection Agency (SEPA) and the research exrecised on the matter. Research findings are therefore compared with the content of interviews, performed by civil servants at SEPA. It is concluded that the liming in northern Sweden is a very complicated issue, involving many groups and individuals - so much so that it might not just be an issue of acidification science.

Introduction: A mercury fact sheet that contains essential information and can be clearly understood by majority of adults is needed. In Fiscal Year 2009, EPA responded to more releases related to mercury than any other release. Since 2003, EPA has responded to more than 200 mercury releases. The American Association of Poison Control Centers estimate more than 50,000 people have been exposed to mercury vapors from 2003 to 2008, and 19,000 mercury cleanups have occurred from 2006 to 2008. Purpose: To determine what information needs to be included in a mercury fact sheet and how it should be created to inform adults who may be important in preventing and limiting exposure during accidental mercury release in the United States. Methods: The Flesch-Kincaid Grade Level Formula Data and the Suitability Assessment of Materials (SAM) tool were used to determine readability and appropriateness of twelve fact sheets related to elemental mercury. Length of fact sheets and illustration coverage percentage were also assessed. In addition, surveys were performed with four people who were involved in response to mercury releases in 2007 to 2009. The information they provided was also summarized to determine important elements that should be included in the fact sheets. Results: Information in a fact sheet should include the background of mercury, procedures in the event of a release, and ways to prevent releases. Based on the Flesch-Kincaid Grade Level, the literacy levels required to comprehend the 12 facts sheets was 11.4 on average. The majority of adults cannot comprehend the twelve fact sheets evaluated. Based on the evaluation of the material using SAM, none of the fact sheets scored higher than adequate with SAM. Only two fact sheets were written on one page and none of the fact sheets used relevant, simple illustrations with captions. Discussion: An effective mercury fact sheet needs to be about one page long and focuses on background, procedures, and prevention of exposure during a mercury release. Information obtained from interviews found that people focused the majority of their attention on the first page only. The fact sheet needs to be written at a sixth grade reading and to be able to receive a superior rating when assessed with SAM. This will ensure that the fact sheet is readable and comprehendible by the majority of adults and include the necessary information that the public must know regarding mercury. A new fact sheet was developed and assessed using both Flesch-Kincaid level and SAM and was found to have a 6.6 reading grade level and received a superior score under SAM. This fact sheet will be used by EPA along with the existing more comprehensive fact sheets at state agencies, and poison control centers for future releases and will be given to schools to educate and prevent future releases.

Naturvårdsverkets koncept naturum är ett besökscentrum i naturen och syftar till att vara en port till naturen. Detta för skapa ett fortsatt intresse i att bevara den svenska naturen. Naturumen är också en viktig del av Naturvårdsverkets arbete att göra naturen mer tillgänglig för människor och en del av att synliggöra naturen, dess värde och samtidigt locka fler människor att utforska och upptäcka naturen. Flera kommuner har på eget initiativ skapat naturum och ytterligare kommuner är intresserade av konceptet, dock är betydelsen för kommunerna de är placerade i ett outforskat område. Därför har denna explorativa studie genomfört en kartläggning av tidigare erfarenheter av naturumens betydelse, och applicerats i Tyresö kommun, för att bidra till en ökad förståelse kring betydelsen av Naturvårdsverkets koncept naturum. Kartläggningen av erfarenheter är insamlat via intervjuer med flera aktörer som Naturvårdsverket, Länsstyrelsen Stockholm, stiftelsen Tyrestaskogen och kommuner med naturum tillsammans med ett frågeformulär utskickat till naturumföreståndarna. De tidigare erfarenheterna visar att naturum har en stor betydelse för kommunerna och har många olika funktioner utöver att vara en port till naturen. Dessa sträcker sig från kunskapsspridande och besöksmål, till social mötesplats, symbol för kommunen och en resurs för utbildningsverksamhet. I uppsatsen konstateras att det finns stora möjligheter för Tyresö att uppnå dessa funktioner genom ett naturum och att det väl knyter an till flera av Tyresös kommuns existerade mål. Uppsatsen avslutas med vidare rekommendationer för Tyresö kommun kring deras arbete med ett potentiellt naturum i kommunen.
The Swedish Environmental Protection Agency concept naturum is a visitor center aimed at being a gateway to nature. It also aims at creating a continuing interest in preserving the Swedish nature. Naturum is also an important part of the Environmental Protection Agency's efforts to make nature more accessible to people and it is also aims at visualizing nature, its value and at the same time attract more people to explore and discover nature. Several municipalities have on their own initiative created naturum and there are several others that are interested in the concept, however the impacts of naturum towards the municipalities they are located in is an unexplored field of research. Therefore, this exploratory study conducted an examination of previous experiences of naturums impacts applied in Tyresö municipality to contribute to an increased understanding of the importance of the Environmental Protection Agency concept. The examination of experiences were collected through interviews with several actors as the Environmental Protection Agency, County Administrative Board of Stockholm, the foundation Tyrestaskogen and municipalities together with a questionnaire sent out to the head of all the naturum in Sweden. The previous experience shows that naturum has a great importance for municipalities and has many functions in addition to being a gateway to nature. These range from the dissemination of knowledge and tourist attraction to a social meeting place, a symbol of the municipality and a resource for educational purposes. The paper noted that there are numerous opportunities for Tyresö municipality to achieve these functions through a naturum in the municipality and that it links to several of Tyresö municipality existing goals. The paper concludes with recommendations for Tyresö municipality about their future work with a potential naturum in the municipality.

The paper examines through a legal analysis of some articles of the Cote d’Ivoire Stepping Stone Agreement, how ECOWAS can strengthened its approach in negotiating a comprehensive EPA for the region. These articles are scrutinized with a special focus on market access as to point out fields that need to be re-thinked with regard objectives set out in the agreement. It is argue that current bilateral and multilateral Trade and Investment Agreements are shrinking in their legal framework the policy space need for development in countries that need it the most. This study, underlines the fact that the legal provisions contain in the Cote d’Ivoire IEPA do reduce actually its ability to set up policies tool aim at achieving development goals. It is the sustainability of the IEPA legal provisions that is questioned under this topic with regard to sensitive issues such as the safeguard measures, the stand still clause, the MFN clause, the Rules of Origin etc….. In so doing, the analysis reveals as well the ambiguity of the IEPA relationship with the Cotonou Agreement and the multilateral trade rules of the WTO. This ambiguity is highlighted in an attempt to drawn the attention of the region on the fact that; if there is indeed a need to update the Economic Partnership Agreement currently negotiating with the EC, this cannot be done without first of all updating the negotiating approach of the region. In fact, its weak bargaining approach coupled with that overwhelming of the EC has resulted in the agreement currently on the table. Substantial changes can be made with this regard by acknowledging the insufficiencies in the legal framework of the IEPA but also in learning lesson from mistakes the region itself and Cote d’Ivoire have done in negotiating EPAs and its Interim version. Thus, since EPAs often triggered the debate on liberalization and what it may carry in terms of consequences on developing countries’ economies, examples of countries that took a different step toward liberalization and whose current situation may be use as a testimony by ECOWAS are quoted. Finally, propositions are made to ECOWAS region as to enlarge current development space while battling for more flexibility under the EPA.

Denna studie handlar om svenska kommuners arbete med att integrera ekosystemtjänster i stadsplanering. Fokus riktas mot drivkrafter och utmaningar i implementeringsarbetet. Semistrukturerade intervjuer har genomförts med Kristianstad, Umeå och Gävle kommun. En ekolog och en person inom fysisk planering intervjuades från respektive kommun för att ge en samlad bild av kommunens ekosystemtjänstarbete i stadsplanering. Drivkrafter som identifierats hos kommunerna är Egna mål och förutsättningar, Externa samarbeten och Nationella mål. Utmaningarna som identifierats är Ekosystemtjänster som begrepp, Kommunikation, Exploatering och Värdering. Kommunernas perspektiv på drivkrafter och utmaningar ställs mot tidigare forskning. Myndigheten Naturvårdsverkets perspektiv på kommunernas utmaningar redovisas också. Studiens slutsatser är att ekosystemtjänster kan fungera som ett potentiellt verktyg till en hållbar stadsutveckling. Det finns delade tankar om ansvarsfördelning mellan kommun och myndighet. För att stödja kommunernas integrering av ekosystemtjänster i stadsplanering bör framtida forskning lyfta fram praktiska exempel på hur kommuner kan applicera detta utefter sina lokala förutsättningar. Kommuner behöver arbeta utifrån sin lokala kontext med ett holistiskt synsätt. De behöver även fortsätta att kommunicera och samarbeta inom och utanför kommunen för att öka kunskap om ekosystemtjänster i stadsplanering.
This study is about the integration of ecosystem services in urban planning in Swedish municipalities. There is a focus on the driving forces and challenges in the process of implementation. Semi-structured interviews was performed with the municipalities of Kristianstad, Umeå and Gävle. An ecologist and a physical planner were interviewed from each municipality to present an overall picture of their work with ecosystem services. The identified driving forces within the municipalities is Own goals and conditions, External cooperation and National goals. The identified challenges is Ecosystem services as a concept, Communication, Exploitation and Valuation. The perspectives on the driving forces and challenges was compared to previous research. The perspectives from the authority Swedish Environmental Protection Agency on the challenges were also presented in this study. The conclusions from this study were that ecosystem services may work as a potential tool for sustainable urban development. There are different views on distribution of responsibility between the municipalities and the authority. To support the integration of ecosystem services in urban planning within the municipalities, future research should highlight practical examples on how the they can integrate ecosystem services according to their local conditions. The municipalities should work according to their local conditions and from a holistic point of view. A progressive work must take place in form of communication and cooperation within and outside the municipalities to increase the knowledge about ecosystem services in urban planning.

Seja por uma questão financeira, motivos estratégicos ou simplesmente consciência ambiental, as grandes empresas começaram a preocupar-se com a forma como estão a gastar energia. Esta crescente tendência mundial reflecte-se numa oportunidade de negócio que não passou despercebida aos grandes produtores de hardware, e tem sido notória a preocupação em vender produtos “amigos do ambiente” e de “baixo consumo”. Abstract:
The Swedish Environmental Protection Agency (Naturvårdsverket) has overseen the implementation, evaluation and development of the environmental political decisions in Sweden since 1967. In 1999 one “generation goal” (the general direction of the environmental politics) and fifteen “environmental quality goals” was installed to guide their work, in 2005 a sixteenth goal was instated. These goals (except for one) are supposed to be met in 2020. This is a study from a communication perspective of these goals and The Swedish Environmental Protection Agency’s role based on the theoretical concepts issue arena, stakeholder thinking, network, translation and mass communication. The method used is critical discourse analysis which focuses on how we understand, relate to and value different aspects of reality. The way political goals about the environment are written has implications on our relationship with nature and how we choose to govern it. The analysis shows, in line with previous studies on environmental policy documents, that the economical and human-centred discourses dominate. Ecological metaphors and expressions are mostly allowed within the discourse ecological modernisation. What differs from previous studies is that the growth discourse and the neo-liberal discourse are somewhat challenged and that the economical and human-centred discourses are questioned in some cases. The main conclusions are that more ecological discourse should be implemented in the translations of the political goals to gradually change the way we value and relate to nature and thereby create solutions that are sustainable long term. The Swedish Environmental Protection Agency also should not back away from expressing the ethical responsibilities we have to restore and protect nature.

Abstract:
The purpose of this research is to examine the following research question: how has enforcement of Resource Conservation and Recovery Act (RCRA) adapted to the Big Box business system innovation? Additionally, the study explored the possible nature of regulatory choke points that may emerge from the enforcement of RCRA in the Big Box retail system. This study used contingency theory to establish a foundation for analysis of the Big Box business system innovation through identification of structural elements, external influences, and their subsequent interactions associated with the Big Box retail system in terms of environmental compliance with the RCRA enforced by the United States (US) Environmental Protection Agency (EPA). This research employed an embedded comparative case study design using the comparison of two Big Box firms, Walmart Stores, Inc. and Target Corporation, nationally and for the following states with opposing enforcement strategies: Arizona, Kentucky, Missouri, and Texas. The data used was obtained from third-party federal or firm-maintained sources. Findings indicate Walmart adheres to the structural models developed using contingency theory principles and incurs more impacts from regulatory agencies due to the enforcement of RCRA. Furthermore, it was observed that inspections of the firms are not distributed throughout the organizational structural elements by all states. Additionally, the use of different enforcement strategies resulted in the emergence of regulatory choke points by Arizona, Kentucky, and Texas; however, Missouri appears to balance enforcement without causing a regulatory choke point. This research has identified that the enforcement of RCRA has not universally adapted to the demands of the Big Box business system innovation. Agency implications, firm implications, directions for further research, and continued development of a regulatory choke point theory are discussed.

Abstract:
This thesis draws on David Harvey’s concept of “accumulation by dispossession” and an international political economy (IPE) approach centred on the institutional arrangements and power structures that privilege certain actors and values, in order to critique current capitalist practices of primitive accumulation by the global corporate extractive industry. The thesis examines how accumulation by dispossession by the global extractive industry is facilitated by the “free entry” or “free mining” principle. It does so by focusing on Canada as a leader in the global extractive industry and the spread of this country’s mining laws to other countries – in other words, the transnationalisation of norms in the global extractive industry – so as to maintain a consistent and familiar operating environment for Canadian extractive companies. The transnationalisation of norms is further promoted by key international institutions such as the World Bank, which is also the world’s largest development lender and also plays a key role in shaping the regulations that govern natural resource extraction. The thesis briefly investigates some Canadian examples of resource extraction projects, in order to demonstrate the weaknesses of Canadian mining laws, particularly the lack of protection of landowners’ rights under the free entry system and the subsequent need for “free, prior and informed consent” (FPIC). The thesis also considers some of the challenges to the adoption and implementation of the right to FPIC. These challenges include embedded institutional structures like the free entry mining system, international political economy (IPE) as shaped by international institutions and powerful corporations, as well as concerns regarding ‘local’ power structures or the legitimacy of representatives of communities affected by extractive projects. The thesis concludes that in order for Canada to be truly recognized as a leader in the global extractive industry, it must establish legal norms domestically to ensure that Canadian mining companies and residents can be held accountable when there is evidence of environmental and/or human rights violations associated with the activities of Canadian mining companies abroad. The thesis also concludes that Canada needs to address underlying structural issues such as the free entry mining system and implement FPIC, in order to curb “accumulation by dispossession” by the extractive industry, both domestically and abroad.

The main purpose of this study is investigating the stationary sources of air pollution control operating permit issued by the Industrial Development Bureau and the Environmental Protection Agency, compare the correctness and differences of operating permit issued by the two units, in order to make concrete and feasible proposals for the future as Industrial Development Bureau and the Environmental Protection Agency to review the relevant reference unit and its future studies. For the first, this study mining operation permit issued by two units, comparison the formatting and relevant recording requirements, and then analyze two units that collocation air pollutant emissions reasonable for each process sources . The main findings of this study are as follows:(1)There are significant differences between the two units in the relevant record provisions of the operating permit. (2) Industrial Development Bureau for industrial areas are metal plating industry of public or private premises, if they use organic solvents, may consider asking attach the relevant material safety data sheets when the permit application, to confirm whether they contain Volatile organic compounds. (3)The two units for combustion sources when using heavy oil, natural gas or liquefied petroleum gas as fuel, can consider to require the factories to than the correlation coefficient of air pollution control costs, and select similar emission coefficient SCCs to collocation emissions. (4)Two units can be considered to address the permit review human too little, too inexperienced or replace its high rate and other circumstances, in order to control the permit quality effectively of Changhua county.

In recent years, people’s awareness of environmental protection has risen, and the number of air pollution petition cases has increased. In addition, when a sudden air pollution event occurs, it may cause damage to people or equipment and seriously affect local air quality. This study aims to improve performance management of air pollution of Nantou County Environmental Protection Bureau (EPB) and enhance control of the data from stationary air pollution source, public nuisance dispute cases, and other air sensitive receivers. In this study, the above data will be collected, and combined with geographical information systems (GIS) and other applications to provide EPB''s investigation and control. The GIS of this study will provide inspectors map-query and advanced spatial data analysis function through the internet GIS platform and other relevant operating system of EPB. Air pollution hot zones can be drawn according to the air pollution petition cases, which would provide inspectors to quickly determine the sources of pollution. In addition, inspectors can use handheld mobile devices to look up real-time factory information and establish data of investigation results and upload it to a cloud system, which would contribute to further analysis and follow-up inspections and investigations. Through the GIS, it will be efficient and effective to improve management performance of Nantou County EPB and enhance control of stationary pollution source.
