Abstract:
China’s economy has been highly reliant on exports in recent years, with Guangdong its biggest province in export trade volume. Despite the global financial crisis of 2008, exports from Guangdong continued to increase significantly; however, the energy consumption embodied in exports is unknown. In this study, we investigate the changes of energy embodied in exports from 2007 to 2012 in Guangdong Province. We use EIO (Environmental Input-Output) and LMDI (Logarithmic Mean Divisia Index) method to find out the drivers of such changes embodied in total exports and export of each sector. Our results show: Firstly, from 2007 to 2012, the export structure in Guangdong has changed, reflecting in low energy intensity industry experiencing faster growth in exports than high energy intensity industry. Secondly, the growth rate of embodied energy consumption in Guangdong’s exports is slowing, with average annual growth from 2007 to 2012 of 6.8%. Thirdly, though Guangdong’s exports grew significantly, the energy consumption embodied therein decreased by 23% from 2007 to 2012, representing a drop of 50.51 Mtce. Finally, the most prominent change driver differed across sectors: For low value-added industries, such as metal smelting and rolling, the main contributor was export structure change, whereas for high value-added industries, such as communications, computers, and other electronic equipment, the main contributor was technical change. Guangdong is playing a leading role in industrial upgrading in China, and this has made the embodied energy consumption decreased obviously in Guangdong. It will be interesting to further investigate the trends of embodied energy consumption of other provinces in China, as this would give us deeper understanding of Chinese resource and environment problems.

Abstract:
In the 13th Five-Year Plan, the Chinese government declared that one of the sustainable policy priorities is improving the energy supply composition in order to reduce greenhouse gas emissions. In accordance with the Plan, the Guangdong government subsequently planned to invest in low-carbon energy infrastructure from 2016 to 2020. Using data from Guangdong province and other regions in China for 2007–2016, we propose a two-stage network data envelopment analysis (Network DEA) model to examine the sustainable performance of the Chinese regional/provincial economic system. We postulated that the less sustainable performance of Chinese regional economic systems may be attributed to lower energy productivity performance. However, we found that increased governmental and industrial spending on electricity mix improvement by building new low-carbon power plants created momentum in Guangdong’s economic growth, which experienced an annual rise of roughly 1.16%. Finally, the results from the two-stage Network DEA model showed that Guangdong fared better than other provinces with respect to sustainable performance. Investment in low-carbon energy infrastructure is not only a measure to combat CO2 emission, but could act as the driving force of regional economic systems.

Logistics and economic development complement each other. The comprehensive competitiveness of Guangdong provincial economy ranks first in China. Under the influence of COVID-19, the freight development of Guangdong Province has been affected, but there is still lack of quantitative research. It is significant to explore the trend of economic development through the freight development of Guangdong Province. Based on the grey theory model, this paper uses six freight indexes to research freight development of Guangdong Province. Under the assumption that COVID-19 did not happen, we predicted the development value of freight index of Guangdong Province from January to December in 2020 and studied the influence based on the comparison between the predicted value and actual value. The empirical study shows three impact characteristics: stage characteristics, structural characteristics, and entity transmission characteristics. COVID-19 has a negative impact on the development of total freight volume, highway freight volume, waterway freight volume, and air freight volume in Guangdong Province. The influence values were −23.001%, −29.344%, −11.296%, and −3.838%. But, the freight volumes of railway and pipeline were positively affected by 14.343% and 13.057%, respectively, due to their continuity and substitution to other transportation modes. To further explore the abate measures of COVID-19 impact on Guangdong’s freight development, the grey correlation model is introduced to study the correlation factors of freight development of Guangdong Province. Through the research of the related factors, this paper puts forward some measures to promote the freight development of Guangdong Province in the postepidemic era.

This paper employs Himawari-8 fire points data to analyze the annual, monthly and regional distribution of fire points in the five southern provinces (Guangdong, Guangxi, Yunnan, Guizhou, and Hainan). Results showed that from 2016 to 2020, the occurrence frequencies of fire points in Yunnan Province showed an increasing trend, while the occurrence frequencies in Guangdong Province showed a downward trend. The occurrence frequencies in Guizhou, Guangxi and Hainan did not change significantly. For the monthly scale, the occurrence frequencies of fire points are mainly concentrated in January-March in the southern China. The analysis results will provide reference for the prevention and control of fire accidents in the five southern provinces.

This paper analyzes temporal and spatial process, and problems based on data between 1986 and 2010. Conclusions are as follows. Power supply of Guangdong relied more on distant outer-province power grids over time, not inner-province ones, close ones or independent power plants. This accelerating enlargement of power supply range could well satisfy its increasing power consumption. However, power production of western provinces couldnt simultaneously meet their own increasing demand and demand by Guangdong. Furthermore, total power transmission and electricity tariff were fixed by long-term framework agreements signed among governments, in which the transmission amount was too much while the tariff was too low, forcing the western provinces limiting their domestic demand without proper compensation. So the current enlarging trend of power supply range of Guangdong is unsustainable and its necessary to introduce power market mechanism through adjusting short-term total power transmission and power tariff according to the market situation.

Abstract:
Since the late 1990s, local governments in China have been relying heavily on land, which is a state-owned asset in urban area, to generate a significant amount of extra-budgetary revenue. Whilst this striking phenomenon has attracted numerous academic attentions, not many literatures shed the light on the process of central-local interactions. Adopting the procedural approach, this study examines the central-local fiscal and policy relations in the context of land finance. Taking the evidence from Guangdong province, this study understands the central-local relations as a process of policy interactions. After the central’s attempt to recentralize the fiscal resources of local governments in the mid-1990s, localities have been facing fiscal stress, which led them to rely heavily on land conveyance income, an extra-budgetary revenue in order to complement the fiscal shortage in budgetary account. However, a series of socioeconomic consequences of local fervent land development have attracted frequent central interventions. The most noticeable example is the housing macro-regulations introduced in light of the soaring housing prices. The example of the housing macro-regulations rejected the classic centrist model of the central-local relations in China, which implies a zero-sum game. On the contrary, in face of an issue influencing the conflicting core interests of both actors, both the powers of central and local governments were intensified to the extent that no one single actor will totally win over another. The powers of the central and local governments were also mutually transformed in the course of the game. It is argued that local governments display a sense of resistance against the central interventions as they have strong interests in land and real estate industry after tax sharing reform. On the other hand, it is unlikely for the central government to give concession to local governments as the failure to alleviate the consequences of land finance may cause public discontent and even political crises. The possible outcome is either a “win-win” situation or loss for both actors. To avoid a negative-sum outcome, collaboration and compromise are recommended. The centre is urged to address the root problem of misalignment of revenue and expenditure and to institutionalize the relationship between the centre and subnational governments.

This is a monograph study of a coastal village of the pearl river delata (guangdong, south china). Fieldwork was conducted during 1987-1990. The population of the village belongs to one the three major ethnics groups of the pearl river delta, namely "boatpeople" or "tanka". This study is divided in three parts. The first three chapters ("to be tanka") concerns the past, as represented in the memory of the aged people of the village and in oral tradition (chapter ii). Chapter three describes the process of fondation of the village (land were granted during the land reform, 1951). The second and thrid parts of the thesis describes various dimensions of social and cultural reality of the village. Chapter four analyses the village as a whole (symbolized by the cult of a territorial deity, the earth god); chapter five and six focus on the house and the household. The three last chapters concerns the domestic cults, with a specific attention to ritual treatment of the souls of the dead members of the househould

Abstract:
This PhD research focuses on rural governance in the context of Mainland China. It focuses on three aspects of the changing rural governance: 1) internalization of the state-sponsored reforms for rural democratization, 2) external intervention and mediation of the human agents for policy implementation, and 3) dispute settlement. Drawing upon the three above-mentioned aspects, this study aims to dissect the interactive processes of China’s rural governance over the ongoing urbanisation of small-to-medium-sized cities. The fieldwork utilizes iterative-inductive ethnography as the research methodology. It additionally adopts the theoretical framework of social constructionism and actor-oriented perspectives to interpret the changing rural governance and employs interface analysis to examine the ethnographic data. It finds that the outcome of rural governance in the selected villages is greatly influenced by the interaction of the human agents’ capabilities and the (emerging) structural forces. In particular, various actors not only construct the emerging power structure but make use of their own knowledge, power relations, discursive practices, and innovate strategies to accommodate, negotiate and compromise with the external forces to solve problems emerging out of rural governance. Simultaneously, structural factors limit the scope of the actors’ choices, and the opportunities for strategies concerning rural governance. In terms of the representativeness of the selected samples, it firstly could reflect on the possible trajectories of rural governance over the next decade for the urbanisation of small-to-medium-sized cities, which is promoted by both the central and local governments. Secondly, the selected samples represent the changing rural governance in villages that feature Hakka culture and history. Further research should be taken on villages consisting of different cultural contexts and political-economic conditions in order to expand on this research as the representativeness of the samples is limited to the specific contexts under study.

Abstract:
Guangdong Province has taken the lead in embarking on nuclear power development to resolve its dire lack of primary resources. With the deepening of the on-going structural reform in the electric power sector in China, the market competition scheme is putting electricity generation enterprises under severe strain. Consequently, it is incumbent upon the nuclear power producers to steadily upgrade management, enhance technical capabilities, reduce cost and improve efficiency. At present, gradual application of such efficiency evaluation methodology has already commenced in some sectors in China including the electric power industry. The purpose of this paper is to use the Data Envelopment Analysis (DEA), which is a cutting-edge approach in the efficiency evaluation field — to study the technological efficiency between nuclear power and coal power in Guangdong Province. The DEA results demonstrate that, as far as Guangdong Province is concerned, the technological efficiency of nuclear power is higher than that of coal power in terms of Technological Efficiency (TE), Pure Technology Efficiency (PTE) and Scale Efficiency (SE). The reason is that nuclear power technology is advanced with a much higher equipment availability factor. Under the same scale, the generation output of nuclear power is far higher than that of equivalent coal power generation. With the envrionemntal protection and sustainable development requirements taken into full account, nuclear power constitutes a clean, safe and highly-efficient energy form which should be extensively harnessed in Guangdong Province to fuel its future continuing economic growth.
