<em>Indonesia is a country that provides constitutional guarantees over the principle of popular sovereignty. A manifestation of the principle of popular sovereignty is through the holding of a General Election. To safeguard the implementation of fair and democratic elections, laws and regulations concerning elections are made by the government. Abstract:
This study examines the evolution of mechanisms for conflict management since 1998, and their effectiveness in preventing conflict escalation during the general elections of 2003. The study draws on extensive field research carried out by CDRI researchers on the 1998 and 2003 elections, and on the practical experience of conflict management gained by staff of CDRI’s Centre for Peace and Development which, through its Committee for Conflict Prevention in Cambodian Elections, hosted a four year programme of meetings between election organisers and representatives of political and civil society.

Palanza, Valeria, Carlos Scartascini, and Mariano Tommasi. Research Insights: What Determines the Degree of Institutionalization of a Legislature? Inter-American Development Bank, 2023. http://dx.doi.org/10.18235/0005294.

Full text
Abstract:
The institutionalization of a legislature improves the quality of laws and public policies. The presidential system, the proportional representation election system, and fragmentation of the legislature decrease the probability of legislatures becoming institutionalized, while the age of a democracy increases this probability. The process by which institutionalization is achieved is complex and requires continuous investment over time.

Full text
Abstract:
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local

The increased occurrence of extreme weather conditions leading to drought is a key development challenge. This paper studies how these extreme events interact with the political process at the local level using rich administrative data for drought declarations and mayoral elections in Brazil. While accounting for current and historical rainfall patterns, the paper finds that that: i) municipalities led by a mayor affiliated with the President¿s party are more likely to receive formal drought declarations prior to the municipal election; and ii) receiving a drought declaration reinforces the el

Abstract:
The Sustainable Urban Mobility Plan (SUMP) is a concept of the European Union. The non-binding guidelines formulated within this framework aim to help municipalities and cities to strategically define a local and long term transport and mobility plan. From the European Union's point of view, citizen participation plays a pivotal role during all phases – from the development of the plan until its implementation. This intends to achieve greater support and acceptance from the community for the plan, and to facilitate its implementation. This paper investigates whether the planning and political

As one of the founding member states of the European Communities (EC), France has played a major role in the process of European integration since the 1950s. However, French presidents have always treated European integration cautiously, generally supporting forms of supranational integration in areas of socio-economic policy and preferring the intergovernmental mode of governance in areas of defence and foreign policy. In a context marked by the recent weakening of the French influence on European integration (see Assemblée Nationale, 2016), the gradual rise in Euroscepticism since the 2010s
