Abstract:
The study aimed at revealing the factors affecting the implementation of the evaluation of guidance and counselling program in Junior Secondary Schools in East Jakarta. Employing descriptive method, the study was performed in March through September 2012. Using convenience sampling, the study identified 18 schools as samples. The study discovered two main factors causing guidance and counselling teachers not performing the guidance and counselling program: (a) inability to perform the evaluation and (b) the high load of the teachers’ tasks. The low factors include the result of guidance and counselling is difficult to measure, (b) incomplete data of guidance and counselling, (c) insufficient budget, (d) inability to set up relevant evaluation criteria, (e) unwillingness to reveal the existence of teacher-counsello, (f) the lack of gudance and counselling teachers, and (g) insufficient support from the svhool principa. The study suggests (a) to review the work load of the guidance and councelling teachers, (b) to develop the cooperation among related intitutions to imptove the competence of gudance and councelling teachers in the evaluation of guidance and counselling program.

Abstract:
Guidance and counselling constitute the best approach to help children and their families deal with life’s frustrating issues. In the school context, guidance and counselling services assist the school to manage discipline and deal with the influence of social evils on learners and the learning environment. However, for guidance and counselling services to be effective in schools, several factors must be put in place. Among these factors, the key is school management support for guidance and counselling services. In recognition of this fact, the study examined the influence of the schools’ management attitudes towards guidance and counselling on the implementation of guidance and counselling programmes in secondary schools in Baringo Central Sub-County. The study used the descriptive survey research method. It relied on a sample of 36 secondary schools with 36 principals and 72 teacher-counsellors. The research employed a questionnaire to collect the data. The collected data was then analysed using SPSS, version 22. The results of the study revealed that although most schools’ managers had embraced and recognised the role of guidance and counselling in their schools, little time and resources were availed to sustain these important services. This situation had negatively affected the implementation of guidance and counselling in schools. Therefore, it was recommended that guidance should be conceptualised in a broader and more comprehensive and holistic view, incorporating vocational and other aspects of development

Since its genesis in vocational guidance, career guidance and counselling has followed the approach developed in the early 1900s in the work of Parsons (1909). Indeed, the profession has been well served by this approach which has come to be known as the trait and factor approach. However, since the time of Parsons the world of work has changed dramatically. We are living in a time of rapid change. Thus society's needs in terms of career guidance and counselling are significantly different. For career guidance and counselling to remain a relevant force in the next century, career guidance practitioners are being challenged to move away from strict adherence to the traditional model toward more client-centred approaches. One of the biggest challenges to existing practices comes from the influence of constructivism. The constructivist world view has been well documented in the field of counselling. In particular, it has influenced the development of solution-focused and narrative approaches to counselling, which are now well-established counselling modalities. However, it is only comparatively recently that the influence of constructivism has begun to be felt in career guidance and counselling. This paper will briefly examine the history and traditions of career guidance and counselling and discuss the changing nature of the world of work and the needs of clients. Following this, it will examine the nature of constructivism, the challenges and opportunities it presents, and its implications for career guidance and counselling practitioners.

The objectives of this research are: (1) to describe and analyze the implementation of the guidance and counsellingprogram at State Senior High School of Singkawang, and (2) to find some factors inhibiting the implementation of the guidance and counselling program at State Senior High School of Singkawang. This study uses qualitative methods; usinginterview data collecting technique, tested its validity through triangulation. The subjects in this study are all teachers of guidance and counselling in the Senior High School of Singkawang as many as 10 people as well as principals and supervisors as the informants with the total of 11 people. The data analysis techniques are in form of data reduction, presentation and conclusion. The results show that: (1) the implementation of evaluation of guidance and counselling program by the teachers still has many weaknesses on each phase of the evaluation, such as not understanding the evaluation models of the guidance and counselling program, how to apply them, and monitoring process that is not done in deeply and in detail (just what it is), (2) Some factors inhibiting the implementation of the evaluation of guidance and counselling program are lack of knowledge and understanding of the evaluation of guidance and counselling program in the schools, lack of interest in developing professional competencies, and lack of guidance to the teachers in implementing the guidance and counselling evaluation program.

Throughout member countries of the Organisation for Economic Cooperation and Development (OECD), a number of important policy directions are placing increasing demands upon career information and guidance services. A growing emphasis upon lifelong learning for all and active employment and welfare policies are among the more important. Yet alongside these pressures for wider community access to career assistance services, recent OECD work reveals weaknesses in the organisation and delivery of career information, guidance and counselling. A key challenge facing governments is to widen access to these services in an affordable way and yet to maintain their quality. This paper describes a new OECD activity on policies for career information, guidance and counselling services that will examine this challenge.

Abstract:
The growth from childhood to adulthood is always fraught with difficulties which create a void for effective guidance and counselling. Similarly, University of Eswatini (UNESWA) students face numerous problems that require effective guidance and counselling. The purpose of the study was to identify factors contributing to effective guidance and counselling at UNESWA, Luyengo Campus. The study utilised descriptive correlational research design. Data were collected using a self-administered questionnaire. The instrument was pilot tested with 30 students from Luyengo Campus who were not included in the study. The instrument was found to be 79% reliable. Three experts in counselling from UNIESWA and Ministry of Education and Training validated the instrument for both content and face validity. A sample of 297 was randomly drawn from a population of 1277 students. Data were analysed using descriptive, correlational and multiple regression statistics. Findings revealed that counsellor training contributes most, to effective guidance and counselling services (30.4%). Conclusion drawn is that counsellor training is responsible for effective guidance and counselling. Thus, the study recommends that counsellors must receive training in order to provide effective guidance and counselling services to their clients.

Implementation of guidance and counselling services in schools requires School Guidance and Counselling Teachers (SGCT) to provide this services to all students, whether the mainstream students or Special Needs Students (SNT), as outlined in the Buku Rekod Perkhidmatan Bimbingan dan Kaunseling (Guidance and Counselling Services Record Book). This situation has challenged SGCT especially in meeting the specific needs of SNT. This raises questions regarding the involvement of SGCT in providing guidance and counselling services especially to SNT as well as challenges faced in implementing such services. Therefore, a qualitative study has been conducted to answer the questions. This study involved six SGCT who serve in schools that adopt the Integrated Special Education Program or the Inclusive Education Program. Semi-structured interview questions have been used to obtain relevant information. The finding of this study shows that there are direct and indirect SGCT's involvements with SNT. While the challenges that GBKS face in carrying out guidance and counselling services are divided into three themes, namely the challenges characterized by SGCT, challenges characterized by SNT and challenges characterized by the Organization. The findings of this study can provide information on the implementation of guidance and counselling services to SNT and can be used as an improvement of the existing guidelines to increase the involvement of SGCT in providing guidance and counselling services especially to SNT.

This study aims to determine the activities of guidance and counselling, as well as to help increase knowledge in learning motivation of students in facing the national exam in class XI of SMA N 2 Kota Tegal by using the teacher's role of guidance and counselling. The approach of this research is the qualitative assessment. The subject of this study was the role of the leadership and counselling teacher in Palangka Raya 2 High School. The technique used is the technique of combining data with different methods, namely observation, interviews, and documentation. Analysis of the data used is triangulation. The results of this study indicate that guidance and counselling teachers play an essential role in providing services to students. Through the part of teacher guidance and counselling, it can motivate the eleventh-grade students of SMA N 2 Kota Tegal to be even better than before. The importance of the role of guidance and counselling teachers in schools is one way to motivate or provide support and encouragement to students, by showing students things that are not right or that must be left behind and ask them to do things that should be done correctly, as well as guidance and counselling teachers are very instrumental as motivators and as mentors to motivate students of class XI SMA N 2 Tegal City.

The main purpose of the study was to assess the provision of guidance and counselling service in South Godar secondary schools. It was designed to study the types of service provided by service providers in South Gondar secondary schools and to investigate the attitude and awareness of Guidance & Counselling Committee (GCC) members, teachers, principals and students towards the usefulness of guidance and counselling services/programme. The study was conducted using a descriptive survey design from five secondary schools using questionnaires and interview as data gathering instruments. The total number of sampled respondents was 173, of which 100 (students) selected by simple random sampling, five school principals, 49 teachers, 19 GCC members/service providers were selected using comprehensive sampling technique. Statistical data analysis techniques were used to analyse the data and thematic analysis, i.e., qualitative analysis, was used to interpret interview and open-ended questionnaires. The study revealed that most of the secondary school service providers were provided behavioural and academic counselling and educational counselling for their students in their respective schools. The study also indicated that positive attitude and promising awareness towards guidance and counselling service among the four category respondents. Abstract:
This study investigated the strategies for enhancing guidance and counselling services in an effort to mitigate psychosocial distress in Tanzanian Universities. The study adopted a qualitative approach. Multistage and purposive sampling techniques were used to select the study participants. Two universities, two counsellors and two Deans of Students were purposively selected while eighteen students, nine from each university were sampled on the willingness basis for group discussion across the faculties. Data was collected using focus group discussion and interview schedule. For content validity, the inter-raters established the viability of the instruments in view of the research question. Reliability was ensured through multiple data collection instruments. Data was analyzed thematically. The study established that peer counselling programs were not formalized in universities in Tanzania. It can also be concluded that students were not informed about the availability and benefits of guidance and counselling services available in universities and the guidance and counselling departments were underfunded by the universities. Moreover, the counsellors were not professionally trained in counselling. The study recommended that Universities should employ professional counsellors, adequately fund the guidance and counselling services for efficient services. Besides, orientation programs should include informing new students about available guidance and counselling services on campuses.

Objective - The development of science and technology has had a rapid and unexpected impact on human life. It also creates chaos and presents a challenge to various aspects of life, including to procedures of guidance and counselling in senior high schools. This area of research requires a dynamic movement to create a new world or new value in counselling and guidance management to increase its effectiveness, efficiency, creativity and productivity. This study aims to determine student behavior in the science and technology era, using the blue ocean strategy of guidance and counselling to create new value. Methodology/Technique - The study uses a descriptive qualitative method using 4 teachers as the source of primary data and 4 principals and 8 students as the source of secondary data. Findings - The results show that student behavior is very adaptive to independent learning and, on the other hand, the groups tend to behave politely. Novelty - The blue ocean strategy of guidance and counselling has created a new world in accordance with the needs of students through assessment and innovation of counselling and guidance programs in senior high schools. This paper examines the functions of guidance counsellors at adult education centres in Nigeria. Equally, the paper reviews the different definition of adult education, objectives of guidance and counselling units in adult education, the scope of guidance and counselling centre and problems affecting guidance and counselling centre which prompted for the specific functions of counsellors at the adult education centre. Some of the specific functions of counsellors identified are the provision of guidance on how to take decisions on important issues such as a class to enrol into, how to adjust to the class schedule, guide adult learners on how to search and manage jobs. In addition, the paper offers some recommendations among which include organizing orientation for new students, the establishment of functional and fully equipped counselling centres, organizing career day activities arrangement for referral of the clients ’ among others.

This research was conducted to investigate the process of spirituality values in the counselling process carried by counsellors to students of Madrasah Aliyah Nurul Ummah Kota Gede Yogyakarta. The urgency of this study is according to the facts in which show that Guidance and Counselling is considered as something that is scary,shunned and becomes an enemy to students. This condition occurs because the majority of Counselling Guidance in schools are considered as school police, lawyers, guardians of the rules and courts for sanctioned students. This qualitative research was conducted by interviewing and observing counselling teachers at the Madrasah Aliyah Nurul Ummah regarding spirituality values in its implementation. Based on the results of the analysis, Madrasah Aliyah Nurul Ummah has unconsciously practiced spirituality values in the Guidance and Counselling process by conducting classical counselling services such as providing understanding and socialization about Guidance and Counselling, learning motivation, inspirational stories (role models). Besides that, the Madrasah Aliyah Nurul Ummah also teaches values and spirituality by commanding students to read the Asmaul Husna, and dhikr at every morning to strengthen their piety and characteristic.

Abstract:
The purpose of the study was to investigate student demographic factors on perception of the influence of guidance and counseling and school adjustment in Keiyo North Sub-County, Kenya. The objectives of the study were: to determine gender type and students’ perceptions on the influence of guidance and counselling on school adjustment, school type and students’ perceptions on the influence of guidance and counselling on school adjustment and class level and students’ perceptions on the influence of guidance and counselling services on their overall school adjustment. The study was guided by the self-perception theory. The ontology was pragmatism and the epistemology was realism. The research method was mixed method. The research design was ex post-facto, random sampling and stratified techniques were applied. A sample of 21 schools and 367 out of the 8001 students in the sub-county secondary schools were selected. A further, 16 participants were purposively selected (one from each class level of the type of school). Questionnaires and interview guides were used to collect data. Descriptive and inferential statistics were used to analyze the quantitative data. The hypotheses were tested at a significance level of 0.05. The qualitative data was analyzed thematically. The major finding of the study was that female students had a higher mean perception (3.6391, SD .06308) than the male students (3.4000 SD .07159). The study concluded that consistency and competence in provision of guidance and counselling services is wanting in secondary schools in the sub-county. Based on the findings of the study, it was recommended that since there exists’ significant differences in demographic factors on students’ perceptions on the influence of guidance and counselling on their school adjustment, there was need to address the challenges and shortcomings that exist in the provision of guidance and counselling, and encourage the male students to participate in guidance and counselling activities.

This research is qualitative. The informants of this study were the guidance and counselling teacher at Ma'arif Ngawi High School. The research data collection method was conducted by interview, observation, and documentation. Data analysis was performed with qualitative analysis which included data collection, data education, data presentation and conclusion collection. The results of this published research on Ma'arif High School apply guidance and counselling management in providing services to students. Proven in terms of planning, Maakah High School explained several processes that discuss the needs of students, the school needs analysis, setting goals, choosing the type of service, determining the time and place of activity, and determining facilities and budgets. The organizing phase also involves several processes of the division of guidance and counselling tasks, socialization of work methods, and coordination with stakeholders. The implementation phase of the process is following the planning that has been prepared following the program that has been designed. However, the implementation of the program based on research, namely the implementation of the wrong service program. Finally, the review also discusses the process of evaluating work results, evaluating work results and making decisions for improvement and development.

In this century, the world is undergoing many changes in social and economic arena. All these changes are opening door to many opportunities for young people who wish to enter in professional life; and choosing a career is becoming a complex task. The students when entering and leaving the higher education are required to explore their prospects at national and global level (Gybers, 2001). Thus, higher education institutions are required to offer the information through guidance and counselling services. In Pakistan, there are limited guidance and counselling services in higher education. Therefore, the current study was designed to investigate the need of career development at higher education level. The objectives of the study were to; (1) find out the existing practices of guidance and career development; (2) investigate the need of educational, social, emotional and psychological dimension of guidance and counselling, (3) explore the students’ need of guidance and counselling regarding career selection. All the public sector universities of Punjab were the population of the study. Cluster sampling technique was used at first stage for the selection of universities, and stratifies sampling technique were used for the selection of sample. Four universities were selected as cluster and 1003 students (579 female and 424 male) were selected from twenty departments from all four universities. A self-developed instrument was the tool to collect data; the instrument was based on five Likert scale. The tool was pilot-tested in a local university for the reliability of instrument. Cronbach Alpha test was applied and the value of this test was 0.853; the value showed the reliability of instrument. For the purpose of derivation of results, the data were analyzed through percentage and ANOVA by using SPSS. The results of the study showed that although there is some Guidance and Counselling practices exist in some of universities, but working at limited scale is not enough for the population of students enrolled in the universities. But, there is need of guidance and counselling educational, social, emotional, and psychological and career selection in all universities. Need of Guidance & counselling for career selection had been profoundly felt. The comparison among universities Bahauddin Zakariya University Multan was found to be in difference with the rest of three universities on prevailing practices of Guidance & counselling. In Bahauddin Zakariya University Multan, there was more need of all educational, social, emotional, psychological and career selection of guidance and counselling.

This research aims to give birth to an alternative model of the concept of guidance and counselling at the junior high school level. The development leads to the concept of guidance and counselling, which includes objectives, foundations, principles, methods and techniques, and the philosophy of guidance and counselling. The approach used in this research is library research and field research. The first approach is collecting books - related books, both primary and secondary, scientific journals on Islamic counselling guidance. The analysis method used is the skin method as the design of the model. The results of field observations turned out to be guidance and counselling that has not been under expectations because there is a partial system and paradigm that must be improved. The study results that the model of guidance and counselling should be integral, holistic in directing learners to achieve the happiness of the world and the hereafter. During this image in guidance and counselling, it is only to take care of people who directly have problems. Whereas guidance and counselling are more than, it can be seen from the function of guidance and counselling.</p><p class="16aJudulAbstrak"><strong>Abstrak</strong></p><p class="16bIsiAbstrak">Bimbingan dan konseling adalah bagian yang tidak terpisahkan dari dunia pendidikan, akan tetapi keberadaannya di lembaga Pendidikan di daerah kabupaten Bogor Barat belum sesuai harapan. The study examined the inclusion of guidance and counselling programme into basic education curriculum for quality assurance in basic education. The study employed the use of descriptive research design. The sample consisted of two hundred basic education teachers in primary and junior secondary schools in Ondo West Local Government Area of Ondo State. Four research questions were raised. The use of self – designed questionnaire was employed which was validated by experts from curriculum studies and Educational Foundations and Counselling. The data gathered was analyzed with mean rank and standard deviation. The findings of the result shows the various guidance and counselling programmes to be included into basic education curriculum, the benefits derived from the inclusion of guidance and counselling programmes into basic education curriculum, the relationship between basic education and guidance and counselling and the challenges on the inclusion of guidance and counselling into basic education curriculum. Based on the findings, the study makes the following recommendations among others: Formal vocational education to be introduced at the Basic education level, so that pupils would be guided into the right thinking of appropriate careers to be perused, training and retraining of professionally qualified counsellors on regular basis and they should be involved in the formulation and implementation of curriculum for the basic education programme, well trained and competent Guidance and Counselling personnel, with thorough theoretical and practical knowledge, must be employed at schools. These people can help teachers to cope and deal with learners efficiently, government should provide adequate funds to all basic education in the country.

This article reviews the role of guidance and counselling in Malawi in reducing dropout and easing the transition of students to tertiary education, as well as in helping them during their time in tertiary education. It begins by identifying key success factors in guidance and counselling services for learners in both developed and developing countries. The article argues that the provision of viable secondary school careers guidance and changes to the university counselling programme could reduce the dropout rate and create a smoother transition for students during tertiary education with a positive impact on learning progression. The rationale for integrating guidance and counselling between school and tertiary provision is then explored. Drawing on case-study research carried out at Mzuzu University (MZUNI), the article presents findings on the preparation of students at secondary school for university education, the relationship of subjects offered at secondary school to courses pursued at university and the challenges faced by students as they start university and progress through the levels. The article concludes with some recommendations for enabling smoother transitions through the integration of school guidance and counselling in learning institutions.

The study aimed to establish teacher counsellors’ views on the factors impacting the implementation of guidance and counselling services in the Ohangwena region of Namibia. The study was quantitative in nature and used a non experimental design that involved a survey. The population of the study comprised of teacher counsellors in all senior secondary schools in Ohangwena region. Data were collected using questionnaires which were administered to a sample of twenty six (26) teacher counsellors. Teacher counsellors were purposively sampled. The data was analysed by use of descriptive statistics using The Statistical Package for the Social Sciences (SPSS). Based on the findings of this study teacher counsellors viewed inadequate training, high teaching loads and time constraints, lack of support given to teacher counsellors and lack of resources and facilities as key factors impacting the successful implementation ofschool guidance and counselling. It was thus recommended that the training of teacher counsellors in school guidance and counselling be improved, reduced workload for teacher counsellors, better resources and facilities for guidance and counselling, and for teacher counsellors to be supported in order for guidance and counselling to be successfully implemented in schools.

This paper makes a contribution to the still relatively undeveloped literature on the sociology of counselling, using a detailed case study of one organisation. Styles of intervention are explored in the work of the National Marriage Guidance Council/Relate. The paper rejects a simple linear development model based on transitions from ‘guidance’, to ‘counselling’ to ‘therapy’ Influences deriving from Rogerian models of counselling, from psychodynamic and behavioural theory are explored and are placed in the context of wider organisational factors. Attention is given to the varying fortunes of the medical model within Marriage Guidance. The paper concludes with an examination of the contradictions thrown up by recent attempts to develop an eclectic model of marital counselling, which appear to founder on the absence of any clearly defined goals for intervention.

The counselling effectiveness of guidance officers (GOs) was examined in a study involving 21 State secondary schools in Queensland. Students from Year 8 to Year 12 from each school were asked to rate the level of satisfaction with a counselling session. This was measured by the Client Satisfaction Questionnaire (CSQ) developed by Larsen, Attkisson, Hargreaves and Nguyen (1979). Based on Strong's (1968) Social Influence model, counselling was assumed to be an interpersonal influence process. Therefore these students also rated their perceptions of a GO's counselling attributes on the Counselor Rating Form – Short Version (CRF-S; Corrigan &amp; Schmidt, 1983). Results indicated that ratings on the 12 CRF-S items as a total as well as a number of individual items significantly predicted CSQ scores. Student ratings on both questionnaires were high and possible explanations are considered. Also, several GO and student variables (e.g. sex of student, willingness, year level) were found to significantly predict satisfaction. Additionally, a number of these GO and student variables (e.g. GO and sex of student, willingness, the number of counselling sessions) were also found to differentially affect students' perceptions of GOs' counselling attributes.

School guidance counsellors worldwide seek ways of providing appropriate professional assistance to all students. While young people integrate online technology into their daily lives and go online for information and to communicate with each other, school counsellors in Australia are not offering online support to students. This cross-sectional study reported on the reluctance of school counsellors to offer online counselling and the reasons for this. A survey was developed focusing on the intention to offer online counselling based on indicative factors favouring the use of this initiative. 210 school guidance counsellors completed the survey online, which showed that there is conditional support for the introduction of online counselling into the school setting. Counsellors indicated that they would use online counselling if students accepted its use in the school setting though they question how genuine students would be in its use. Most respondents reported a lack of confidence in understanding the ethical and legal implications of online counselling. However, the majority of participants were prepared to undertake further professional development in this mode of counselling. Additionally, they sought confirmation of the effectiveness of counselling students online before committing themselves to it. The implications for school guidance practice are discussed.

Police officers in many countries face a myriad of social, psychological, and occupational challenges in their line of duty which has a significant effect on their mental health; Kenya is no exception. The Administration Police Service established a guidance and counselling programme to address the said challenges. This study, sought to assess the effectiveness of the Guidance and Counselling programme on Administration Police (AP) officers’ self-efficacy. The study was guided by the Self-efficacy theory by Albert Bandura and the Well-being theory by Martin Seligman. The study adopted the ex-post-facto research design. Stratified random sampling technique was used to select 367 participants from a total population of 7,404 AP officers while 20 key informants were purposively sampled. The study utilized both qualitative and quantitative methods in data collection. The study revealed that though the APS offers peer counselling services to its officers, these services were not effective in training self-efficacy among AP officers. Additionally, it was established that the individual counselling services offered to AP officers were not effective in enhancing the officers’ self-efficacy in the delivery of service. The study recommends the introduction of incentives for officers to encourage them to seek professional guidance and counselling training; decentralization of the APS guidance and counselling services up to the County level; employment of professional counsellors to cater for the counselling needs of the APS; the continuous awareness training of the officers on the existence of the Guidance and Counselling programme within the APS; and, provision of environments where officer counsellors can share experiences, exchange ideas and have professional and intellectual discourses.

Hasil penelitian diketahui bahwa pada proses perancangan program bimbingan dan konseling, guru bimbingan dan konseling mengalami permasalahan pada aspek: (1) evaluasi pelaporan dan tindak lanjut; (2) anggaran biaya; (3) sarana prasarana; serta (4) ekuivalensi jam layanan bimbingan dan konseling dengan mata pelajaran. Hasil penelitian ini dapat digunakan sebagai dasar penelitian lanjutan yang terkait dengan perancangan program bimbingan dan konseling terutama pada kesulitan pada aspek evaluasi, pelaporan dan tindak lanjut; anggaran biaya; sarana prasarana; dan ekuivalensi jam layanan bimbingan dan konseling dengan mata pelajaran.This research aims to identify the problems of the design of the program guidance and counseling on guidance and counselling teachers SMK in Yogyakarta include: rational, legal basis, its vision and mission, the description of the needs, objectives, program components, field service, operational plans, development themes/topics, evaluation, reporting and follow-up, budget costs, infrastructure, and equivalence of guidance and counselling service with hours of subjects. The method used is descriptive quantitative. The results of the research it is known that in the process of designing a program of guidance and counselling, guidance and counselling teachers experienced problems on aspects of: (1) evaluation of the reporting and follow-up; (2) cost budget; (3) infrastructure; and (4) the equivalence of guidance and counselling service with its subjects. The results of this research can be used as a basis for further research related to the design of the program guidance and counseling especially on trouble on aspects of evaluation, reporting and follow-up; cost budget; infrastructure; and equivalence of guidance and counselling service with its subjects.
