Sami, Dandachi Salam. "La fabrication des stratégies dans un contexte pluraliste : le cas du Conseil économique et social du Liban." Thesis, Toulon, 2018. http://www.theses.fr/2018TOUL2001.
Full textThe objective of this thesis is to understand strategizing in pluralistic contexts. Our research is based on the literature of pluralistic organizations (Dutton & Dukerich, 1991; Gioia & Chittepeddi, 1991; Golden-Biddle & Rao, 1997, Ashforth & Mael, 1996; Hatch & Schultz, 1997; Silva, 2010) and the strategy-as-practice approach (Whittington, 2003; Jarzabkowsky, 2003, 2004; Golsorkhi & al., 2010; Johnson & al., 2010). This research addresses the gap in the literature discussing the relationship between the multiplicity of organizational identities and strategizing. Thus, our thesis operates an interpretativist research design and conducts a one case study: the Economic and Social Council of Lebanon. This institutional constitution has two organizational identities: the identity of a negotiation place and the identity of an expertise one. Due to the novelty of the research field and the context studied, we have chosen to apply the grounded theory methodology advocated by Glaser and Strauss. We show that the pluralism influence strategizing in three ways: 1) by the "referentialization" which means the operationalization of the system of values through an "initiation" and "reinforcement strategy", 2) by the identity "regulation" which consists of managing organizational identities for strategic purposes through a "legitimation strategy" and 3) by the identity "negociation" following an institutional crisis and which leads to a "survival strategy". We have also concluded the evolution of this influence with the evolution of the institutional context of the organization: it is weak at the initiation phase (birth) but increases with the growth of the organization and especially in periods of "perturbation". These periods lead to a breakdown in the praxis of practitioners: if the breakdown is weak, the management of organizational identities become a strategic practice, if the breakdown is significant, the organizational identities become lenses trough which practitioners craft their particular definitions of the organizational core capabilities which influence their strategic choice and praxis

Full textThe United nations system is composed by a great number of organizations that the action must be coordinated specialy in the economic and social fields. This necessary coordination aims to avoid the double employments and overlaps of activities, but also to alow a deep efficiency in the hole activities. In fact it is two kinds of coordination in the United nations system is done in two levels: centralized and decentralized levels. At the centralized level the coordination is essentialy realized by the Economic and social council which uses different processes consecrated by the uno charter and also by the arrangements held between the uno and the specialized agencies. The Economic and social council proceeds by means of recommandations in its mission of coordination. But these recommandations collide with autonomy of the specialized agencies which are independant organizations. In the central level also exist coordinating efforts between the agencies itselves that are realized by differents processes as the reciprocal representation or the exchange of informations and documents. The aim of this coordination is to tend to an harmonization of the sectoral programs. The second level is the regional level where each organization of the un system institued such strucutres. The regional structures are various and numerous. The regional economic commissions of the uno are considered as the essential centers of the regional coordination the coordination is also realized in the country level where the undp resident representative has an important role in the country programming level as decided by the general assembly 32 197 resolution

Full textAlthough it takes more and more pregnancy in the everyday life of individuals to the point of almost gaining a status of musical genre, « advertising music » has nonetheless been scarcely studied by francophone academic research and, amongst this latter, by the theories of cultural industries approaches. Then, this work intends to question the place of advertising music between the recording industry and the advertising industry, especially considering the linked changes these industries have known toghether at the turn of the 21th century. Firmly attached to the field of Information and Communication Science, our perspective also aims to articulate two sets of problematics that are rarely thought toghether in the cultural industries researches : the connection between the confrontation of the different actors' socio-economic strategies and the aesthetical reality of the produced texts. First, we aim to define the organization of the different social actors involved in the creation of advertising music through the analysis of a corpus of semi-guided interviews. These different actors often come from the advertising or recording industry and tend to adjust their strategies according to the usual logics of their activity of origin. Once the socio-economic reality of the advertising music production sector is defined, a second part of our work aim to elaborate categories of analysis for advertising music and highlights to what extent these productions musically wear marks of the various tensions between the different logics that characterize the sector

Full textSince 1789, the financial system of constitutionnal public authorities has been obeying exceptionnal rules to the financial common law. It must be noticed that there is a perfect form of financial autonomy which is applicable to the different constitutionnal institutions. This particular financial autonomy is the fruit of a slow historical evolution which has allowed the parliamentary assemblies and head of state to free themselves from the traditionnal rules of the budgetary law and from the standard accounding law. Theoretically this financial autonomy is based on an unrecognized application of the separation of the powers. Under the fifth republic, the parliamentary assemblies, the presidency of the republic, the constitutionnal council, the economic and social council, the court of justice of the republic enjoy an important financial autonomy. It expresses itself in the elaboration and the executioin of grants and in particular inspections which are exercised over this execution

Full textWhile dealing with the context of the developing countries, the notion of handicap is characterized in a specific way. We carried out our study in the Republic of Guinea, particularly related to the problems of the handicap, more specifically with the disability of inferior members. The main objectives of this research consist in explaining the causes and the consequences of the ascendancy of this type of deficiencies in Conakry. Furthermore, among the other problems analyzed in this work, we are interested in the representations which reflect the handicaps and the influence of traditional and religious beliefs on handicap. Our work is aimed to present the current conditions of the situation and to carry out a significant work on the site. In this framework, we organized two surveys during 2008 and 2009, dealing with approximately 1000 persons. According to our results, the main cause of the deficiencies of lower limbs is associated to the aftereffects of the poliomyelitis and to the presence of the other risk factors, such as the lack of safety on the roads. Furthermore, according to our analyses, about 80 % of the people questioned, belonged to the rural depopulation. Once installed in Conakry, they opt for three modes of subsistence: the practice of begging (48 %), working (16 %) and the family care (18 %). Moreover, each mode seems to determine the participation and the integration of these individuals in the society. Finally, our results show that nearly half of the Guineans believe in the witchcraft and in the malefic nature of the handicaps. Consequently, the faith influences negatively on the interpretation of the handicaps. To conclude, according to our analyses, the majority of the Guineans agrees to define the handicap as a biomedical phenomenon and considers it as an individual and not a social problem

Full textCombining an effective decision-making process with worker participation: such an issue is central in the French representation system. A series of reforms emphasized a state of doubt when it comes to the best way to resolve it. Resulting from a slow maturation, the creation of a single representative body, the economic and social council, shall significantly affect labour relations. Concentrating powers previously spread, within companies having at least fifty employees, among staff delegates, the works council and the health and safety committee, this new representative body shall at first glance be a medium of simplification. Stimulating cooperation, the “new” staff representation law will likely produce radical changes. Encouraging collective bargaining, it carries various aspects. A systemic analysis is feasible provided that the key points of its implementation are identified. If this body is transformed into a company council, the situation of the union representation may be challenged

Full textLargely shaped upon collective bargaining agreement, labour law cannot afford to bypass the debate relating to the identification of the employees party to these agreements. If the collective bargaining agreement was built upon a model of negotiation with the unions, the lack or absence of the latter, combined with the necessity or desire to use the new opportunities offered by the agreement, dictates the acknowledgement of other protagonists. The notion of collective bargaining agreement comes out deeply altered. Employees intervene by way of referendum to create or validate the agreement. But because the referendum does not follow the model of the negotiated collective agreement, a new summa divisio emerges between negotiated agreements and adherence agreements, the regime of which sometimes differs lightly from the former. Insufficient to forge bonds between unions and employees, the referendum develops at the same time as the intervention of other representatives, directly elected by the employees, thus benefitting from a strong legitimacy, to the extent that the agreements resulting from negotiations conducted with them are of the same nature as those concluded with unions
