Abstract:
Using data from the 2000 American National Election Study and the Uniform Crime Reports, this research studies the impact of core values and contextual effects on gun control policy preferences. The research seeks to produce a contextually sensitive model of gun control policy preferences that accounts for the nature of the elite message war regarding the issue of gun control and for both long and short-term contextual factors that might sway individual opinions at the point of stimulus (e.g., the survey question). While the analysis does find conditioning effects, the effects do not conform to the theoretical expectations, and they are generally weaker than expected. In contrast, the research demonstrates the strong connections that formed in the public’s mind between ideological, partisan and gender-based core values and gun control policy preferences. These results are consistent with research that found the effects of political messages often vary in counterintuitive ways due to variance in the strength of the message and political awareness (Zaller 1992). Replicating this research across various time periods permits the investigation of the decay rate of impacts on individual policy preferences created by substantial, one-time contextual effects. It may be that contextual effects have a substantial impact in the short-term, but these short-term impacts are mitigated over the longterm by continual reinforcement of the basic themes employed by elites in the message war surrounding the issue.

Public Health<br>Ph.D.<br>Annually firearms kill more than 30,000 individuals and injure more than 50,000 individuals, resulting in costs of $45 million to over $1 billion in the United States. Traditionally firearms were addressed as a criminal justice problem, but for more than 30 years, public health and injury prevention specialists have worked to address the problem of firearm injuries through surveillance, education, research, and laws. Firearm legislation is multijurisdictional across the federal, state, and local governments, but the majority of activity is at the state levels. Firearm injury prevention efforts must navigate a politically diverse arena dominated by social regulatory politics in order to affect change. This study presents newly analyzed data on seven firearms laws: child access prevention, minimum age to purchase/possess a handgun, stand your ground, large capacity ammunition limits, Saturday night specials and assault weapons bans. A goal of the study was to create a 50 states longitudinal dataset in order to investigate the relationship between internal state political and demographics characteristics and firearm policy diffusion. The study findings are presented across three manuscripts, which address the trends of enactment of the laws, the analysis of the six gun control laws, and an analysis of one permissive firearm law (stand your ground laws). A panel data set was created from publicly available sources for each state from 1993 to 2010. General Estimating Equations (GEE) were used to evaluate the impact of citizen pressures, lobby pressures, legislative characteristics, and demographic data on the adoption of the seven selected laws. Study findings identified waves of adoption of the firearm laws across politically and demographically similar states in the early study years (1993-94) and the later study years (2005-10). States with Democratic state governments were more likely to pass gun control laws while states with Republican state governments were more likely to pass stand your ground laws. Poverty was also a statistically significant variable for the passage of the laws: states with lower poverty levels were more likely to pass gun control laws while states with higher poverty levels were more likely to pass stand your ground laws. However, aside from legislation to ensure consistency with federal law, most states are not responding to the public call for regulation as measured by the enactment of the selected laws. Instead, a trend of permissive firearms laws is rapidly spreading across the 50 states. Firearm injury prevention advocates should not be deterred by political environments. Rather, they should respond to cues to optimize change for injury prevention. Understanding mechanisms for firearm policy adoption, such as the role of legislative characteristics may help researchers and firearm injury prevention advocates focus limited resources to introduce bills in policy-friendly states. This dissertation contributes to the firearm injury prevention literature by applying policy diffusion theories and analysis techniques to firearm injury prevention efforts. Findings support the literature that internal state political and demographic characteristics guide the adoption of firearm laws.<br>Temple University--Theses

(Security))--University of the Witwatersrand, Faculty of Commerce, Law and Management, Graduate School of Public and Development Management, 2013.<br>This study is about the challenges inherent in the implementation of the firearms control policy in the management and control of Estate Firearms. The interest in the phenomenon emerged in the midst of the recently developed new Firearms Control Act, 2000 (Act No. 60 of 2000). Amongst other things, this policy sought to facilitate the prevention of the proliferation of firearms that in most instances eventually become available for the commission of violent crimes. Despite this development, a gap has been identified that firearms owned and left by deceased persons are not properly managed and controlled. In order to unravel the challenges the South African Police Service is confronted with in implementing the firearms control policy the study resorted to using the qualitative. An interpretive approach blended with descriptive study was used in order to generate deeper understanding of issues investigated. The research environments were the South African Police Service, the Department of Home Affairs and the Department of Justice & Constitutional Development within the Master of the High Court: South Gauteng. The research established that although some measures were put in place to implement the firearms control policy, there still are many challenges such as: monitoring and evaluation, poor management of systems, insufficient outreach and awareness rousing and the lack of enforcement by all the role players as identified in the study. A Inter-Agency Co-creation Model is also proposed as a means to consolidate suggestions that were presented by respondents. Further research is recommended into: • A quantitative study be done on the same topic. • The management of the EFRS and its impact on the implementation of the Firearms Control Policy.

For almost forty years gun ownership and the motivational underpinnings of why guns are valued has received little attention in psychology. The gun rights debate is an unresolved salient item that has been on the national agenda for decades, and national polls provide evidence for a slow and steady voter realignment over this issue. Motivation science tools that explain value creation, regulatory focus and regulatory fit, help to explain the salience and importance of gun rights for millions of Americans. Three field experiments, with replications and extensions, demonstrated motivational fit between the prevention orientation (marked by vigilant concern for threats) and gun ownership. This research remained agnostic regarding the legal and moral components of the gun rights debate. Instead, these experiments demonstrate the malleability of gun value as a function of fundamental motivations. This applied political psychology research made two basic contributions to regulatory fit theory. First, these field experiments found fit effects between motivational inductions and distinct field environments. Also, by incorporating a pure control condition into these regulatory fit experiments, this research pinned down that literal dollar value of motivationally relevant objects is intensified by fit (as opposed to decreased by non-fit).

The research project investigated the impact of the Firearms Control Act (FCA) 60 of 2000 in restricting gun ownership for at-risk individuals in the Pretoria North Firearm Registration Centre (FRC) policing area and identified prevention strategy as well as specific factors that contributed to this problem. Secondary prevention focuses on situational factors that reduces the means and opportunity for at-risk people to commit crime and can be applied in restricting firearms from at-risk individuals. One hundred and thirteen legal firearm owners in the Pretoria North FRC policing area responded to the questionnaire schedule. Data was also collected through interviews with Designated Firearm Officers (DFO) and court officials in that area. Specific factors have been identified that contribute to firearms landing in the hands of at-risk individuals in the Pretoria North FRC policing area. They are among others, poor administration of some sections of the FCA like background checks and section 102 and 103 unfitness declarations. The role of the DFO in continuous public education program on the FCA is also invaluable. The same goes to the general public s involvement in the identification of at-risk individuals. The South African Police Service management needs to address issues within the police service such as additional trained personnel, allocation of sufficient logistical resources like vehicles, computers and scanners to ensure effectiveness in restricting firearms from at-risk individuals. Several secondary role players have been identified that should work closely with the primary role players to address this problem. The recommendations drawn from conclusions as well as the inter-departmental role of all the different role players may assist in restricting firearms from at-risk individuals.<br>Police Practice<br>M.Tech. No<br>The illegal proliferation of small arms and light weapons (SALW) is a global problem, and one consequence of this illicit trade is that regions can become flooded with these guns before, during and following a violent conflict. Effective tracing of these arms requires adequate marking and record-keeping systems as well as improved international co-operation by relevant authorities. This publication argues that the main obstacles to progress in this area are political in nature, rather than technological. Other issues discussed include: the selection of categories and types of SALWs for inclusion in a tracing mechanism; and the structures and institutions required for an effective firearms tracing system.

The primary goal of this diploma thesis is to analyze online and social media communication of the Czech gun-owner platforms. The online space is where these platforms are able to gather support for their cause and influence the mainstream opinion on firearms, use of guns and gun laws. This thesis presents a case study of online posts and articles of analyzed actors vis-à-vis European mass shooting incidents. Such events usually spark debates about stricter gun control which the Czech gun-owner platforms naturally oppose. The analysis is underpinned by the theory of framing and uses a methodological design proposed by the scholars Dennis Chong and James Druckman. Firstly, a basic set of frames is identified. Secondly, these frames are tested against a collection of posts and articles by one of the analyzed groups. It is concluded that most of the texts are explicitly framed using one of the identified communication frames. However, the usage of these frames varies based on the motives behind a given mass shooting. It also differs in the case of Czech incidents. Lastly, this work investigates whether and in what way the frames of gun-owner platforms are adopted by elites and the mainstream media and. This book focuses on the use of small arms in violence and attempts by the state to govern the use and acquisition of these weapons. It is likely that hundreds of thousands of people are killed every year as a result of armed violence ¿ in contexts ranging from war zones to domestic violence. This edited volume examines why these deaths occur, the role of guns and other weapons, and how governance can be used to reduce and prevent those deaths. Drawing on a variety of disciplines, ranging from anthropology through economics to peace and security studies, the book¿s main concern throughout is that of human security ¿ the causes and means of prevention of armed violence. The first part of the book concerns warfare, the second armed violence and crime, and the last governance of arms and their (mis)-use. The concluding chapter builds on the contributors¿ key findings and suggests priorities for future research, with the aim of forming a coherent narrative which examines what we know, why armed violence occurs, and what can be done to reduce it.
