Bibliography: p. 369-419.<br>Since the election of the new government in South Africa in 1994, a process of reconstructing and prioritising social problems has been underway in which firearms have been afforded prominence. A 'gun problem' has been constructed based on the traditional premise that illegal private possession is the issue and most interventions have targeted the reduction of unlicensed guns. However, despite more than 35 years of research worldwide, this foundational premise lacks empirical support. Moreover relevant work on South Africa has been scarce. Utilising this as the basic assumption of a contemporary conception of the 'gun problem' would thus seem unwise. Hence an alternate approach was adopted, starting with the question of whether guns were actually problematic in this context. A case study was conducted using a complete sample (1555) of fatal shootings in metropolitan Cape Town from 1984 to 1991. The overall aim was to paint a comprehensive picture of lethal gun use that would enable the identification and prioritising of problems, and the shaping of interventions. A pencil-and-paper device was constructed to extract information from mortuary registers, inquest and criminal court records. Variables included characteristics of victims, shooters, circumstances, weapons, injuries, and the legal process. Specific attention was paid to restraint in homicides; various indicators were used to •measure levels of minimum force and proportionality. The data were transferred into a customised computer database for analysis. Statistical significance was assessed using chi-square tests and the analysis of standardised residuals for selected single and cross-tabulated variables.

Abstract:
Pereskia aculeata Miller (Cactaceae) is an environmental weed that is damaging to natural ecosystems in South Africa. The plant is native to Central and South America and was first recorded in South Africa in a botanical garden in 1858. In this thesis, research into the biological control of P. aculeata was conducted with the intention of improving the control of the weed. A pre-release study of the relationship between P. aculeata density and native plant biodiversity indicated that P. aculeata has a negative impact on native biodiversity. The native plant biodiversity associated with different P. aculeata densities was used to determine threshold values and goals for the control of the weed. A threshold value of 50% P. aculeata density was calculated, indicating that P. aculeata density must be maintained below 50% in order to conserve native plant biodiversity. The ultimate goal of the control programme should be to maintain P. aculeata densities below 30%. At these densities there was no significant difference in native plant biodiversity from if the weed were absent from the ecosystem. The biological control agent, Phenrica guérini Bechyne (Chrysomelidae), has been released in South Africa but the potential of the agent to impact P. aculeata is not known and no post release evaluation has been conducted. Impact assessment studies indicate that P. guérini does not impact P. aculeata, even at high densities, but the results of greenhouse experiments should be interpreted with caution because of problems with extrapolation into the field. Although observations in the field suggest that P. guérini has reduced P. aculeata densities at one site, it is clear that new biological control agents are needed to reduce the weed to acceptable levels. Identifying the origin of the South African P. aculeata population was believed to be important to the biological control programme due to the disjunct native distribution and intraspecific variation of the species. Natural enemies associated with plant genotypes in different parts of the native distribution may have developed specialised relationships with certain intraspecific variants of the plant, resulting in differences in agent efficacy on certain host plant genotypes. A molecular study indicated that the closest relatives to the South African weed population found in the native distribution were in Rio de Janeiro Province, Brazil. A bioassay experiment in which fitness related traits of the biological control agent, P. guérini, were measured on various P. aculeata genotypes was conducted to determine the importance of host plant intraspecific variation. There was little variation in fitness traits between genotypes and no evidence of intraspecific host plant specialization. Although intraspecific variation had no effect on agent efficacy in the case of P. guérini, it is possible that other natural enemies may be more specialized. Genotype matching is expected to be more important when natural enemies likely to be specialised to individual genotypes are considered for biological control. Potential biological control agents were prioritized from data collected on surveys in the native distribution. The most promising of these, based on the presence of feeding, incidence, predicted host range, climatic matching, genotype matching and mode of damage, are two species of Curculionidae, the current biological control agent P. guérini and the stem boring moth, Maracayia chiorisalis Walker (Crambidae). The two curculionid species and M. chlorisalis should be considered priorities for host specificity studies. Releases of P. guérini and any new biological control agents should be made at sites where the pre-release study was conducted so that post-release evaluation data can be compared with the pre-release data and the impact of biological control can be evaluated. Retrospective analyses of biological control programmes provide important ways of improving aspects of biological control programmes, such as methods of agent selection. The evaluation of success in biological control programmes is essential for retrospective analyses because factors that have lead to successes or failures can be analysed. Retrospective analyses of biological control programmes, such as this thesis, may improve weed management, thereby contributing to the conservation of natural resources.

Abstract:
This thesis reports the results of a prospective multicentred case-control study of mesothelioma carried out in South Africa. The objectives of the study were: 1) to examine asbestos exposure of cases in detail with respect to source, risk occupations, fibre type and duration; 2) to determine relative risks for level (certainty) of exposure (definite, probable, possible, unlikely), for category of exposure (occupational, environmental), and for fibre type and skin colour; 3) to determine whether cases without recall of exposure were exposed to other non-asbestos putative agents; 4) to investigate the possible protective effect of certain dietary components. Previous studies of mesothelioma in South Africa had, with the exception of one incidence study, focused on particular occupational or case material, exposure data had been gathered in a non-systematic way, often indirectly from surrogates, and non-asbestos agents had not been investigated. In this case-control study these issues are all addressed. In addition, special efforts were made to minimise potential sources of bias (e.g. interviewer bias) and so to furnish reliable effect estimates. The study incorporated the following methodological features: 1) a prospective approach to gather exposure and dietary information directly from the cases and controls in life and so avoid the use of surrogates for this information; 2) the study was multicentred with study teams established in six cities, each with a major referral hospital, to maximise nation-wide coverage; 3) information was gathered with interviewers blind (at least at the beginning of the study) to study objectives and case control status at the time of the interview; 4) rigorous pathologic review was used to establish the diagnosis of mesothelioma; 5) two controls were selected for each case, a cancer and a non-cancer patient matched for hospital, sex, age and skin colour; 6) in analysis the case control datasets were treated separately (i.e cases and cancer controls, and cases and non-cancer controls were treated as two separate datasets). One hundred and twenty three cases were accepted into the study. No case was documented with purely chrysotile exposure nor exposure to a putative non-asbestos cause of the tumour without some evidence of asbestos exposure. A minimum of 22 cases (18%) had exclusively environmental exposure, 20 were from the NW Cape (a crocidolite mining region). Fifty eight percent had occupational exposure, three of whom had mined amosite. The relative risks associated environmental exposure in the NW Cape were larger than for environmental exposure in the NE Transvaal: 21.9 versus 7.1 for the cancer control dataset and 50.9 versus 12.0 for the medical control dataset. Increasing consumption of carotene rich fruit was found to be protective for mesothelioma when adjusted for asbestos exposure. The results confirm the high disease burden due to occupational exposure, the importance of environmental exposure in the crocidolite mining area of the NW Cape, the relative paucity of cases linked to amosite, the rarity of chrysotile cases, and are consistent with the view that there is a fibre gradient in mesotheliomagenic potential for South African asbestos with crocidolite &gt; amosite &gt; chrysotile. The evidence for a protective effect of carotene rich fruit is new in the South African context.

Globalization has seen an unprecedented dispersal of exotic and alien species worldwide resulting in worldwide homogenization and sometimes extinction of indigenous or endemic taxa. When an exotic species becomes established in a new habitat the invasive organisms are capable of having an impact on indigenous community dynamics and the overall structure and function of ecosystems. Furthermore, the impact of invasion is determined by the geographical range, abundance and the per-capita or per-biomass effect of the invader. However, the success of the introduced organisms is reliant on their ability to acclimate to the physiochemical conditions of the newly invaded environment.Freshwater ecosystems are especially vulnerable to invasions because there are numerous potential routes of introduction including intentional pathways such as stocking, and unintentional pathways such as the release of ballast water and aquarium releases. Efforts to limit the introduction of invasive species or to manage established exotic populations are often hindered by insufficient understanding of the natural history of problematic species. Relatively little is known regarding the physiological tolerances of many taxa. Knowledge about specific species ecophysiological constraints allows for the prediction of future patterns of invasion more accurately, including where an introduced organism would probably survive, thrive and disperse. Furthermore, data on the physiological tolerances of an introduced exotic organism may provide data necessary for effective management and control. This studyinvestigated three invasive species in the Nseleni River system in a protected area in KwaZulu-Natal. The species studied were, Tarebia granifera (Quilted melania – Lamarck, 1822), Pterygoplichthys disjunctivus (Suckermouth armoured catfish - Weber, 1991) and Eichhornia crassipes (water hyacinth – (Martius) Solms-Laubach,). The Nseleni River flows into Lake Nsezi which is responsible for providing potable water to the surrounding towns and industry, as well as the surrounding rural communities. The Enseleni Nature reserve has become the centre for biodiversity dispersal in the immediate area, due to the change in landscape surrounding the protected area.An important step in developing alien invasive species management strategies in protected areas is determining their extent and invasive traits. Tarebia granifera is a prosobranch gastropod originally from South-East Asia that has become invasive in several countries around the world including South Africa. Snail populations were sampled at nine sites throughout the Nseleni/Mposa river system every six weeks over a twelve month period. The snail was abundant throughout the system, especially in shallow waters of less than 1m in depth.The first positive identification the loricariid catfish Pterygoplichthys disjunctivus for the Nseleni River was in 2006. The original introduction is believed to have been via the aquarium trade. The aim of the study was to assess the usefulness of the unified framework with regard to management of fish invasions by assessing the invasion stage of the loricariid population and identifying appropriate management actions using the Blackburn et al. (2011) framework. The fish were sampled at nine different sites and three different depths over a period of twelve months, as well as when two ichthyological surveys were carried out on the Nseleni River system. This invasive fish has been located throughout the system and both male and female fish were collected. The smallest fish sampled was a fingerling of a day or two old and the smallest pregnant female was a mere 270mm TL. This is a clear indication that this fish is breeding in the river system.Although T. granifera and P. disjunctivus were abundant in the Nseleni/Mposa river system, it was not clear what their role in the system was, and in particular if they were competing with any of the indigenous species. Therefore, isotope samples were collected from numerous taxa over a two week period, with the exception of Pterygoplichthys disjunctivus samples, which were collected over 12 months. The δ13C and δ15N signatures of all samples were determined. The niche overlap between the invasive and indigenous snails was effectively zero (1.02E-13%), indicating no shared food resources. The medium ranges of dNRb (7.14) and dCRb (9.07) for the invasive fish indicate that it utilizes a wider range of food resources and trophic levels than the majority of indigenous fish. A medium CDb value (2.34) for the invasive fish species, P. disjunctivus, describes medium trophic diversity, with three indigenous species possessing higher diversity and three possessing lower diversity. Furtherresults indicated that there was no direct dietary competition between P. disjunctivus and indigenous species. Eichhornia crassipes was first recorded on the Nseleni River in 1978, and has been shown to have a significant negative impact on the biodiversity of the Nseleni/Mposa River system and therefore required a control intervention. Although biological control using the two weevil species Neochetina eichhornia (Warner) and N. bruchi (Hustache) has been credited with affecting a good level of control, the lack of a manipulated post-release evaluation experiments has undermined this statement. Five experimental plots of water hyacinth of 20m2 were sprayed with an insecticide to control weevils. After ten months the plants in the sprayed plots were significantly bigger and heavier than those in the control plots that had natural populations of the biological control agents. This study has shown unequivocally that biological control has contributed significantly to the control of water hyacinth on the Nseleni/Mposa River system.The management plan for the Enseleni Nature Reserve identifies the need to control invasive and/or exotic organisms within the boundary of the protected area. In addition, set guidelines have been implemented on how to control these organisms, so that indigenous organisms are least affected. Lack of control of exotic organisms can have serious consequences for indigenous species. It is therefore of utmost importance that the population dynamics of the invading organism be understood, what the potential impact could be and how to control them. Furthermore, it has also acknowledged the threat of possible exotic species invasions from outside of the protected area that might result in threats to the protected area and that these must be investigated, researched and managed.This thesis has identified Tarebia granifera, Pterygoplichthys disjunctivus and Eichhornia crassipes as being a threat to indigenous biodiversity within the protected area, as well as in adjacent areas to the protected area. The thesis will therefore investigate the hypothesis that both Tarebia granifera and Pterygoplichthys disjunctivus are having a direct negative effect on available food resources for indigenous species of organisms. In addition, this thesis will investigate if theNeochetina species that have previously been introduced onto E. crassipes are having any negative effect on this invasive alien aquatic plant.

Wine farmers in the Western Cape have, since the 1970s; been increasingly changing the form of labour control on their farms from co-ercive to co-optive techniques. 2. The Rural Foundation has played a key role in promoting and facilitating these changes to co-optive methods of labour control. 3. The changes to co-optive forms of labour control have resulted in corresponding changes in the form of paternalism that has characterised the relations of production in the Western Cape for the past three centuries. 4. Whilst the change to co-optive managerial techniques has improved working and living conditions for farmworkers, it has not necessarily reduced the dependency of farmworkers on the farmers, nor empowered workers. 5. Farmworkers have themselves internalised the ideology of 'enlightened' paternalism, with this ideology being fundamental in structuring their work-place behaviour. Trade unionists need to recognise this, and strategise accordingly. The empirical data that is used both to verify the fore-mentioned theoretical statements, and to provide information used in the construction of these statements, was gathered by means of interviews. Interviews were conducted with nine farmers/farm managers and 25 farmworkers from wine farms in Koelenhof, two members of both the Rural Foundation and the Food and Allied Workers Union and an organiser for the National Council of Trade Union's National Union of Wine, Spirit and Allied Workers. This empirical information is integrated into a conceptual method that draws from both the structuralist and social historian perspectives in agrarian social theory. In this sense, the discussion in both abstract and theoretical, and descriptive. Furthermore, the discussion is, at times, prescriptive, arguing that trade unions should adopt particular tactics in their attempts to defend and advance the interests of farmworkers in South Africa.

Thesis (MA)--Stellenbosch University, 2014.<br>ENGLISH ABSTRACT: Rotter’s (1966) locus of control (LOC) is, fundamentally, a theory pertaining to individuals’ perceptions of personal control and their appraisal of the contingency of reinforcements in life. An individual may feel as though he/ she has either no control (external LOC) or ample control (internal LOC) over reinforcements. Due to its expediency, the locus of control construct has garnered much attention since it was first introduced to academia in the late 1960s. While originally positioned within Social Learning Theory, the notion of loci of control has since been appropriated into academic fields such as Medicine and Sociology. This particular study now brings the theory of LOC into the realm of Political Science. Employing World Values Survey (WVS) data collected over three time points (1995, 2001, and 2006) in South Africa; this longitudinal study establishes whether or not self-reported class and/ or race influence LOC by measuring the relationship between these three variables. The extent to which any relationships may be significant is also examined. The data analyses showed that the LOC of South Africans has steadily increased (become more internalised) from 1995 to 2006, and that a significant interaction effect occurs between race and class on LOC in South Africa. It was likewise discovered that class and LOC were highly correlated with each other – the self-reported Lower Class had a notably lower LOC compared to the relatively high LOC of the self-reported Upper Class. It is suggested that improved education levels and social security benefits may have a role in improving individuals’ LOC, especially in the South African context. The results of this study uncover future research avenues into class analyses, particularly studies that seek to understand the psychological dimensions of self-reported class or the psychological antecedents of class mobility.<br>AFRIKAANSE OPSOMMING: Rotter (1966) se lokus van beheer (LVB) is, fundamenteel, ‘n teorie wat betrekking het tot individueë se persepsies van persoonlike beheer en die waarde wat hul heg aan gebeurlikhede waar versterkings hul voordoen in hul lewens. ‘n Individu mag voel asof hy/sy geen beheer het nie (eksterne LVB) of genoegsame beheer het (interne LVB) oor versterkings. As gevolg van die bruikbaarheid van die term, geniet die lokus van beheer toenemend aandag sedert die bekendstelling daarvan aan academici in die laat 1960s. Die term was aanvanklik geposisioneer in Sosiale Leer Teorie, maar die idee van lokusse van beheer is ook later aangewend in Sosiologiese en Mediese studies. Hierdie studie bring nou die teorie van LVB na Politieke Wetenskap. World Values Study (WVS) data wat versamel is tydens drie opeenvolgende jare (1995, 2001 en 2006) in Suid-Afrika is aangewend as deel van hierdie longitudinale studie om te bepaal of self-geidentifiseerde klas en/of ras ‘n impak het op LVB. Die verhoudinge van hierdie drie veranderlikes, sowel as die beduidendheid van hierdie verhoudings, is ondersoek. Die data analise toon dat die LVB van Suid-Afrikaners bestendig vermeerder het (meer geinternaliseer het) vanaf 1995 tot en met 2006, en dat ‘n noemenswaardige interaksie effek voorkom tussen ras en klas en hul impak op LVB in die Suid-Afrikaanse geval. Daar is eweneens gevind dat klas en LVB hoogs gekorrileerd is vir die aangeduide periode – die self-geidentifiseerde Laer Klas het merkbaar laer LVB in vergelyking met die relatiewe hoë LVB van die self-geidentifiseerde Hoër Klas. Dit word voorgestel dat verbeterde opvoeding vlakke en welsyns voordele ‘n rol speel in die verbetering van individueë se LVB, veral in die Suid-Afrikaanse konteks. Bibliography: pages 259-277.<br>Influx control legislation was formally abolished in South Africa in 1986. This thesis investigates the social processes set in motion with its abolition in the spheres of employment and urbanisation and argues that the way in which influx control has been defined is central to any analysis concerned with its abolition. In this regard, influx control has been viewed in two senses: a narrow one in which it has been equated with formal influx control legislation, 'the pass laws'; and, secondly and more broadly, through definitions which embrace all methods of control over African urbanisation and associated labour mobility. This thesis argues that, in the macro domain, while influx control in its narrow sense has been abolished, it has been replaced with far more complex and subtle forms of control. These ostensibly racially neutral measures, an 'orderly urbanisation' policy and a wide variety of laws existing on South African statute books continue to circumscribe African rights. The research focuses on a specific region, the Western Cape, an area where influx control has been more harshly implemented than elsewhere through the implementation of the Coloured Labour Preference Policy. This thesis investigates on a micro-level, via the medium of a company compound, how people at both an individual and institutional level have interpreted the legislative changes and acted upon them. The particular range of actors include government officials, employers and employer organisations, union representatives, and migrant workers and their families living in the company compound. The evidence I present was obtained primarily through interviews and ethnographic field-research conducted in 1988. A particular concern of the thesis has been to examine the disjunction between policy and practice as pursued by government officials and the effects and implications arising from this among the actors mentioned above. The main themes which have emerged from this research are those of confusion and a lack of knowledge among many of the informants. It was found that high-ranking government officials lack consensus on vital issues of citizenship and employment which affect the lives of thousands of Transkeian and Ciskeian citizens. Employers, confused by the confusion in government departments, and confronted by a new situation and new sets of rules have either ignored these or succumbed to government policy. Equally, unions have been slow to respond or systematically adopt a policy on the 1986 legislative changes. Finally, it was found that migrant workers and their families are availing themselves of opportunities presented by the abolition of influx control legislation in terms of freedom of movement, although as I argue, this takes the form of a complex range of fluid and dynamic movement patterns between the compound, the rural areas and urban townships. This complexity, as the thesis demonstrates, is reflected both in the attitudes and in the practical daily living arrangements of the workers as they respond to and interpret the macro-level forces which affect them.

Abstract:
The main objective of monetary policy is to protect the value of the currency, and in so doing, achieve the objectives of maximum economic growth, development, and the creation of employment opportunities. As from 1985, under the advice of the De Kock Commission, the South African Reserve Bank (SARB), implemented the classical cash reserve system of monetary control. Under this system, the SARB was willing to refinance the money market shortage fully, automatically, and on certain predetermined terms, conditions and costs. However, since the new political dispensation in 1994, South Africa’s financial markets have become more globalized, liberalised, and integrated. Thus, the classical cash reserve system had lost its usefulness, and was no longer effective. As from March 1998, the SARB implemented the new repurchase system of monetary control. In implementing the repurchase system of monetary control, South Africa was adopting a more eclectic approach. This system is aimed at making monetary policy more effective and more flexible in a financial environment filled with complexities. This study finds that the repurchase system has thus far been successful in meeting its objectives. Interest rates are more flexible and sensitive to developments in the domestic and external environment, the signalling mechanism of the SARB has proved to be successful, accommodation and interest rates are closely related and the interbank market has become more developed. Therefore, the repurchase system appears to be more efficient than the previous system of monetary control in South Africa.

The production of biodiesel from vegetable oils is not a new technology; it has been around since the 1950’s and both the research in terms of the different feedstock that can be used and the production of biodiesel has since been gaining momentum as there needs to be a new, sustainable and domestic alternative to petroleum fuels. These petroleum fuels pose enormous threats to the environment and therefore need to be replaced as they are mostly contributing to climate change and global warming not to mention the frequent price hikes which are crippling the South African economy. Biodiesel production using vegetable oils seems to be and is the future and a law has recently been passed which sanctions the production of biofuel locally.[1] South African fuel producers will instigate obligatory blending of fossil fuel with biofuel as the country moves to encourage investment in its biofuels sector. The production of biodiesel locally and the blending of biodiesel with other petroleum products will reduce the country’s dependence on imported fuel. The already established petrochemical companies like BP, Sasol and Engine are therefore mandated to purchase these biofuels if and when the biofuels meet the required South African National Standard (SANS) 1935 requirements. This is then where the challenge comes as most of these growing biofuel companies cannot afford to purchase testing equipment.The growing companiesthen discover upon completion of the biofuel manufacturing process that their product does not meet the required standard specification. The failure translates to a financial loss as the final product can possibly not be reworked. The aim of the project is then to assist these companies who are manufacturing biofuel, by providing them with in-house biofuel process methods which will allow for early detection, should there be a need to redo a step in the process and not wait until the completion of the production process. These in-house process-testing methods will range from pH determination, titration tests which will determine the soap content and the percentage free fatty acid content, water determination, density and visual testing. It is not cost-effective for these biodiesel manufacturers to send their samples for outsource testing as evidently the results obtained would be out of specification hence the need to provide these biodiesel manufacturers with in-house analytical testing techniques that will aid in monitoring of the biodiesel production.

The treatise analyses the issues around budgets and examines budget expenditure control procedures. The research method selected has been formulated from the research onion process (Saunders, Lewis and Thornhill 2009). This methodology first identifies the research approach, research strategy, timelines and data collection methods. As part of the research process, a quantitative approach has been taken and a survey was carried out in relation to the collection of quantitative data for the purposes of the treatise research. The final analysis of the survey results is reflected in the conclusion of the research findings. Budget expenditure control procedures provide a company with a method of control for managing actual spending against the budget. Most companies have a refined practice of budget preparation, and in the larger companies, these are implemented across all departments and carried out by respective managers. Once the budget is in place, it is the responsibility of the managers to ensure that those having expenditure authorisation adhere to it. If control procedures are well managed, this allows for improved efficiency in operations and can lead to benefits in budget performance. Control procedures that are inefficient and poorly managed will inhibit budget objectives being achieved. The control procedures for budget expenditure can be formulated and applied to optimise budget performance and to control budget variance. Formal budget expenditure control procedures, as part of a company’s budget strategy, can provide managers with an effective business tool that improves current budget spending control procedures. This will then result in the identification of potential efficiency gains and improve budget performance.

The government and the milk industry currently have programmes underway to stimulate economic activities in the informal sector, targeting emerging cattle farmers for the production of milk as part of government’s Accelerated Shared Growth Initiative of South Africa (ASGISA). These initiatives further increase the number of informal milk producers and distributors, which holds a further challenge to regulatory authorities. At the same time, the quality of milk from the informal milk-producing sector poses a serious public health concern. Most of the milk produced and sold by the informal sector is raw (unpasteurised), which does not meet the minimum statutory requirements, and the milking practices applied by the informal sector also do not comply with best practice compliance standards. Local authorities (LAs) are statutorily responsible for registering milking parlours and controlling milk hygiene quality from production stage to purchase stage in order to ensure safe and wholesome dairy products to the consumer. Therefore, LG should play an increasingly important role in ensuring that safe and wholesome milk is produced and distributed to the consumers. All metropolitan municipalities (metros) and district municipalities (DMs) should be authorised by the Ministry of Health to enforce the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act 54 of 1972) through their authorised officials – mainly environmental health practitioners (EHPs). This work examines the legal effects of a declaration of a state of emergency under the Public Safety Act 3 of 1953 and the exercise of legislative and administrative powers pursuant thereto. The general basis of judicial control over executive action and the various devices used to limit or oust the court's jurisdiction are set out and explained. Against this background, the courts' performance of their supervisory role under the special circumstances of emergency rule is critically surveyed and assessed. The legal issues raised by the exercise of emergency powers is examined at the various levels of their deployment: first, the declaration of a state of emergency; second, the making of emergency regulations; third, their execution by means of administrative action, including detention, banning, censorship and the use of force. The major cases concerning emergency issues, both reported and unreported, are analysed in their appropriate contexts, and an overview provided of the effects of emergency regulations and orders on such freedoms as South Africans enjoy under the 'ordinary' law. Finally, an attempt is made to assess how these decisions have affected the prospect of judicial review of executive action, both in the emergency context and in the field of administrative law generally. The conclusion is that, however far the Appellate Division may appear to have gone towards eliminating the role of the law in the emergency regime, grounds remain for the courts to exercise a more vigorous supervisory role should they choose to do so in future.

Rabbits and goats were inoculated with crude, membrane-associated and soluble components extracted from unengorged adult females and nymphs of the bont tick Amblyomma hebraeum. Inoculation provided some protection against nymphal infestation, however it had little effect on adult feeding. Histological examination of adults fed on inoculated hosts showed evidence of gut damage. Skin provocation testing with tick extracts elicited a Type I immediate hypersensitivity which was influenced by antihistamine. A delayed skin reaction was also evident. Whether this was attributable to Type III Arthus reaction or Type IV cell-mediated hypersensitivity was not determined. A comparative histological study of sites of tick extract injection, on inoculated and naive hosts, demonstrated the role of eosinophils in the hosts response to tick feeding. Serological examination revealed elevated anti-A hebraeum lgG titres following inoculation. These titres were found to decrease in the ten weeks after inoculation, despite the hosts being repeatedly infested with A hebraeum. Although the IgG titres of naive control hosts increased after each tick infestation, they failed to reach the titres achieved through inoculation. Western blot analysis of serum from inoculated hosts recognized most of the A. hebraeum proteins against which it was screened.

Resource control as a form of community participation in the mineral economy has gained much recognition. One prevailing argument is that direct control of natural resources by local communities is an important precondition for equitable utilisation of the natural resource wealth, peaceful co-existence between mining corporations and indigenous communities, and congenial relations between local communities and the state. Studies have also shown that the absence of direct community control of mineral wealth remains a major factor in the communal resistance and socio-political conflict witnessed in the natural resource-endowed regions of countries such as Nigeria, Ecuador, Sierra Leone and the Democratic Republic of the Congo. However, little is known about mineral resource control at the community level. Does community control necessarily translate to equity? How does local involvement in the mobilisation of mining royalties benefit different segments of the community? Indeed, how do different segments of the community “control” the wealth? What is the specific model adopted to engender broad-based community participation in the utilisation of mineral wealth – and does it matter? These theoretical and practical questions were the impetus for undertaking this study in the Royal Bafokeng and Bakgatla Ba Kgafela – two platinum-rich ‘traditional’ communities in South Africa’s North West Province that have significant control over platinum resources in their territories. Utilising ethnographic data collected in the two study communities in 2008 and 2009, the thesis examines the character of community participation in platinum wealth utilisation; specifically, the conditions under which community participation promotes or hinders sustainable community development. The analysis uses a “three-dimensional participation ladder” conceptual scheme, based in part on Sherry Arnstein’s (1969) “ladder of citizen participation” and subsequent typologies of participation. Among the key findings of the thesis are that despite observed benefits, the interface of resource wealth and community development is fraught with tokenistic participation, elite-targeted grassroots anger, and local tensions – all linked to the contradictory nature of participation. The thesis further reveals that in some instances the challenge of platinum wealth-engendered community development tends to undermine existing customary and democratic spaces for participation, and that this is exacerbated by community-level issues such as poverty and inequality. The findings of the study compel a shift of analytical focus from conflict as an epiphenomenon of collective community exclusion and deprivation (as in the case of many natural-rich countries in Sub-Saharan Africa and elsewhere), to conflict as also resulting from collective community inclusion (in natural resource utilisation). At the policy level, the study generates insights that will, hopefully, assist mineral resource-endowed countries, such as South Africa, in dealing with the challenge of developing appropriate policy frameworks for regulating business and social partnerships between local communities and mining corporations, and within resource-rich communities themselves.

The aim of the present study was to determine the potential impact of intertidal grazers on the distribution of macro algae on the south coast of South Africa. Particular attention was paid to the large patellid limpet, Patella oculus, which is found thoughout the intertidal zone. Studies of gut contents revealed that Patella oculus was capable of ingesting not only the thallus of foliose (eg. Ulva spp.) and encrusting coralline macroalgae, but also spores and diatoms. The inclusion of these relatively small particles in the diet was surprising, as electron micrographs of the radula of P.oculus revealed that it is typically docoglossan in structure. Such radulae are thought to be poorly suited for collecting small food particles. Sand made up a significantly higher proportion of the gut contents than other particles at all shore heights, which suggests that P.oculus might be capable of excavating the rocky substratum, or of sweeping up sand, while searching for food. Analysis of the gut contents of other local herbivorous molluscs, was also carried out. These species included the winkles, Oxystele variegata and O.sinensis, and the small pulmonate limpets, Siphonaria concinna, S.capensis, and S.serrata. The guts of all species contained mainly spores and diatoms, although small fragments of Ulva sp. were found. The population structure of Patella oculus was investigated at two sites, Cannon Rocks and Old Woman's River. At Cannon Rocks, mean shell length of low-shore animals was significantly lower than that of both mid- and high-shore animals, while at Old Woman's River, no significant difference was found among shore heights. A regression equation for In (shell length) vs In (dry weight) was calculated, and based on length data, the biomass density (g dry mass.m⁻²) of P.oculus at Old Woman's River was estimated. Values ranged from 2.8 on the low- and midshore to 0.37 on the high-shore. A manipulative field experiment was used to determine the impact of mesograzers and macrograzers (such as Patella oculus) on the distribution of intertidal macro algae on the mid- and low-shore at Old Woman's River. Grazers were excluded using mesh cages (mesh size = 3mm), in two separate experiments, one in winter and the other in spring. Percentage cover of macroalgal species and sessile invertebrates was estimated at approximately 6 week intervals for up to 3 months. MANOV A showed that treatments did not significantly affect cover of macroalgae or barnacles during winter. However, towards the end of the spring experiment (midshore only) cover of barnacles and green foliose turfs did increase in those plots from which mesograzers and/or macro grazers were excluded. The failure of the statistical tests to detect significant differences at some time intervals may have been caused by high levels of variation among replicates. This suggests that factors other than grazing are of overriding importance in determining the distribution of local macroalgae. The existence of a possible symbiotic relationship between Patella oculus and the red foliose alga, Gelidium pristoides, was investigated. The availability of various substratum types, including rock, limpet shells, barnacles etc., and the proportion of the total cover of G.pristoides on each, was calculated. It was shown that a significantly higher proportion of the alga grew on limpet shells, although the availability of this substratum type was low. It is thought that the aggressive behaviour of P.oculus prevents all but juvenile Patella longicosta from grazing on its shell, thus providing a refuge from grazing for G.pristoides.

The aquifer of the study area occupies an escarpment and low lying limestone plain, and exhibits a Vaal River type karst. The four dolomitic formations present fall into two distinct aquifer forming types; chert poor units and chert rich units. The chert poor units of the Oaktree and Lyttelton Formations were deposited in a subtidal environment and were probably dolomi tised in a migrating schizohaline environment during basin subsidence and shoreline trangression. The chert rich units of the Monte Christo and Eccles Formations were deposited in the shallow subtidal to supratidal zones and the interbedded chert and dolomites may result from minor cyclical marine trangressions and regressions or be a geochemical response to the periodic flooding of freshwater carbonate and flats and tidal deltas. These fundamental geological differences are reflected in correspondingly different development of karst. Transmissive zones in the chert poor units are generally discrete solution features in massive dolomite, 1 m to 2 m thick. Transmissive zones in the chert rich units comprise thick (up to 60 m) and extremely weathered chert with a high void content resulting from the dissolution of carbonate material. The relative importance of various geological features to the development of the karst was assessed using information from two extensive hydrogeological investigations of the area. From the results it bas been concluded that lithostratigraphy, including the occurrence of palaeokarstic horizons, is the major control of aquifer properties. All other geological features are of lesser importance but may nevertheless be associated with enhanced transmissivi ties in any given unit. Faults and lineaments are the structural features most widely associated with highly transmissive zones. The knowledge gained in this study is applicable elsewhere as the principal hydrogeological characteristics of the study area are common to many of the Chuniespoort Group aquifers in the Pretoria - Witwatersrand - Vereeniging Region.

Studies of leisure will provide geography with a powerful focus for deconstructing the social forces operative within the urban landscape, and thus the construction of a detailed understanding of socio- spatial dialectics. This thesis analyses the state of leisure geography and identifies the issues central to theoretical development within this field. Of primary importance in this study is the contention that geographers have seldom been concerned with issues within the realm of leisure, and that their insights have been limited, given that these are frequently based on conservative discourses. A structuralist paradigm is advocated as the foundation for formulating a progressive framework for leisure studies. Such a framework, however, must be sensitive to the complex dialectics of agency and broader social constraints if it is to move beyond the determinism of past structuralist analyses of leisure. By attending both to issues of structural control and the importance of individual agency, it is possible to challenge the focus upon resource distribution that has dominated geographical enquiries in the realm of leisure. With reference to the history of South African recreation experiences and the broad principles of apartheid policy, it is shown that investigations of leisure need to include an appreciation of resource utilisation. In this way, the efforts and energies of communities can be recognised. The advantage of this is that a more empowering critique of leisure patterns and processes can be established. In order to demonstrate the value of such an approach, the thesis ends with a case study of leisure opportunities within a low-income residential area in Cape Town. More traditional, conservative analytical frameworks would have been unable to make visible the dynamics of resistance and control that are identified here. This thesis is informed by the wish to link academic enquiry to practical interventions into the sphere of leisure. The dialectics of control, resistance and transformation are manifested in both tangible geographical space and in intangible issues of resource utilisation. The implications of this reality are explored with reference to state, capitalist and community agendas.

Alien invasive species pose a great threat to ecosystems and human communities (Richardson & van Wilgen 2004; Hobbs & Humphries 1995). On private lands, there is a need to find institutional, administrative and scientific responses to the alien plant problem that operate beyond the scale imposed by property boundaries (Slocombe 1998; Grumbine 1994). One such response is the development and support of institutions, such as the St Francis Conservancy, that foster cross-boundary management of landscapes (Hurley et al. 2002). This study seeks to promote collective decision-making and collaborative management by private landowners through the development of a resource allocation system for the control of alien invasive plants on the St Francis Conservancy. The conservancy is located in the south-eastern lowlands of the Cape Floristic Region, between the villages of Cape St Francis and Oyster Bay, and is comprised of the properties of multiple landowners. Mutliple Criteria Decision Analysis (MCDA) and Geographical Information Systems (GIS) techniques were integrated to provide a spatially explicit resource allocation system that considered environmental, social and economic concerns. The MCDA technique selected for use was the Analytical Hierarchy Process (AHP). This technique has a record of providing robust, defensible decisions and enabled the resource allocation decision-problem to be decomposed into a hierarchy of objectives, criteria and indicators. Stakeholders participated in the development of the resource allocation system, especially through providing input into the determination of the relative importance of criteria and indicators through the assignment of weights. Various weighting scenarios were presented and these were interpreted into an ii implementation plan. The costs and effort required to clear alien plants were estimated, and obstacles facing the implementation of the plan were identified.

Water hyacinth is recognised as one of the most problematic invasive aquatic plant species in Africa. For this reason considerable funds are spent each year on itscontrol. As a consequence of the amount of money being spent on problems such as the invasion of water hyacinth, and because of the recognition of the ongoing and accelerated efforts that are required in the future, recent research has focused on accurately quantifying the costs and benefits of control of invasive species to aid policy decisions.A comprehensive cost-benefit analysis would be able to identify if the funds are justified and are being spent effectively. This thesis provides an example of a cost-benefit analysis of funds spent on the control of water hyacinth in an urban environment in South Africa. In order to develop a comprehensive assessment of the total economic value of the control of water hyacinth to an urban population, the Nahoon River in East London was selected as the study site to calculate the benefits of control. In addition to valuing the direct services provided by the resources that are traded in the market (in this case water provision), a contingent valuation study was undertaken in Abbottsford and Dorchester Heights (two suburbs in East London banking the Nahoon River). These were done in order to assess any non-use value a sample of 132 households of the population has for the control of water hyacinth, and any use values that are not traded in the market, for example recreational value. When the benefits of control of water hyacinth were compared to the costs of one of the least cost effective methods of control (herbicidal control), the benefits outweighed the costs by a ratio of more than 4:1, and for the most cost effective method of control the ratio was almost 6:1. These results provide a justification for the funds that are devoted to the control of water hyacinth, providing an argument for the continued expenditure for its control, and for further research into more cost effective methods of control, such as biological control.

Water hyacinth (Eichhornia crassipes) is an aquatic macrophyte originating from the Amazon basin. Due to its beautiful appearance it has been introduced into numerous countries across the world as an ornamental pond plant. It was introduced into South Africa in the early 1900s and has since reached pest proportions in many of the country’s fresh water bodies, causing significant economic and ecological losses. It is now considered to be the worst aquatic weed in South Africa. Efforts to control the spread of the weed began in the early 1970s and there have been some successes. Biological control has been used widely as an alternative to mechanical and chemical controls because it is cost-effective, self-sustaining and environmentally friendly. To date, six biological control agents have been introduced onto water hyacinth in South Africa. However, due to factors such as cold winter temperatures and interference from chemical control, the agent populations are occasionally knocked-down and thus the impact of biological control on the weed population is variable. In addition, many South African water systems are highly eutrophic, and in these systems the plant growth may be accelerated to such an extent that the negative impact of the agents’ herbivory is mitigated. One of the agents established on the weed is the galumnid mite Orthogalumna terebrantis, which originates from Uruguay. In South Africa, the mite was initially discovered on two water hyacinth infestations in the Mpumalanga Province in 1989 and it is now established at 17 sites across the country. Many biological control researchers believe that the mite is a good biological control agent but, prior to this thesis, little quantitative data existed to confirm the belief. Thus, this thesis is a post-release evaluation of O. terebrantis in which various aspects of the mite-plant relationship were investigated to determine the efficacy of the mite and thus better understand the role of the mite in the biological control programme of water hyacinth in South Africa. From laboratory experiments, in which mite densities were lower than densities occurring in the field, it was found that water hyacinth growth is largely unaffected by mite herbivory, except possibly at very high mite densities. When grown in high nutrient conditions the growth of the plant is so great that any affect the mite has is nullified. Plant growth is thus more affected by nutrients than by mite herbivory. However, mite feeding was also influenced by water nutrient levels and mite herbivory was greatest on plants grown in high nutrient conditions. The presence of the mite had a positive effect on the performance of the mirid Eccritotarsus catarinensis, such that the interactions of the two agents together had a greater negative impact on the plant’s growth than the individual agents had alone. Furthermore, water hyacinth physiological parameters, such as the plant’s photosynthetic ability, were negatively impacted by the mite, even at the very low mite densities used in the study. Plant growth rate is dependent on photosynthetic ability i.e. the rate of photosynthesis, and thus a decrease in the plant’s photosynthetic ability will eventually be translated into decreased plant growth rates which would ultimately result in the overall reduction of water hyacinth populations. In addition, temperature tolerance studies showed that the mite was tolerant of low temperatures. The mite already occurs at some of the coldest sites in South Africa. Therefore, the mite should be able to establish at all of the water hyacinth infestations in the country, but because it is a poor disperser it is unlikely to establish at new sites without human intervention. It is suggested that the mite be used as an additional biological control agent at sites where it does not yet occur, specifically at cold sites where some of the other, less cold-tolerant, agents have failed to establish. Finally, conditions of where, how many and how often the mite should be distributed to water hyacinth infestation in South Africa are discussed.

Abstract:
Species of Prosopis (Mimosaceae), or mesquite, are native to the Americas and introduced in South Africa as agro forestry trees to provide wood, fodder and shade in the late 1800s. In the Northern Cape Province, these trees have been particularly used for their pods by local farmers and local industry. However due to Prosopis’ ability to spread rapidly there has been increasing pressure to step up control of the tree. Due to the costs associated with most control methods biological control has been singled out as the most viable control method worth pursuing. This thesis attempts to explain and shed light on the effects that increased biological control of Prosopis would have on the farming community and Prosopis based businesses in the area. Two hypothetical scenarios were used, the first being a possible 50% reduction in available pods and the other a possible 100% reduction. In an effort to explain these effects data was collected from a series of collection activities in the form of a pilot study and two unique questionnaire surveys. Twenty-seven farmers and one Prosopis based business were interviewed at random with the data analysed and documented. Results showed that the business community is the main user of pods incurring crippling losses in the event of a 50% or 100% decrease in available pods. Using control costs from working for water De Aar long term costs of the presence of Prosopis were estimated and compared to the estimated provincial cost of losing pods giving a cost comparison ratio of (α)270 million : Y(N(15.7million)). Only 48% of the respondents valued pods and 11% had traded in pods, the top concern resulting from the invasion was the loss of underground water. With a 50% decline in available pods, all respondents indicated unchanged effects. However empirical results showed that with a 100% decline in pods estimate losses of R 5 818 per farm are expected. The cost comparison ratio showing the losses farmers bore with Prosopis in the area and the losses they would suffer with a 100% decline in pods was R11 389 + (K): R5 818. In light of the empirical results, policy recommendations that support the introduction of more effective biological control agents have been made with areas for further research identified and discussed.

Abstract:
Lantana camara (lantana), a thicket-forming shrub, a number of different varieties of which were introduced into South Africa as ornamental plants but which has become a serious invasive weed. Conventional control measures for lantana are expensive and ineffective and it has therefore been targeted for biological control since 1961. To date, eleven biological control agent species have become established on lantana in South Africa. However, most agents persist at low densities and only occasionally impact plant populations. Three species regularly cause significant damage, but only reach sufficiently high numbers by midsummer after populations crash during the winter. Overall, the impact of the biological control programme on the weed is negligible and this has been ascribed to the poor selection of agents for release, the accumulation of native parasitoids, differences in insect preference for different varieties of the weed and variable climatic conditions over the weed’s range. This study suggests that the importance of varietal preferences has been over-estimated. A predictive bioclimatic modelling technique showed that most of the agents established in South Africa have a wide climatic tolerance and that the redistribution and importation of new climatypes of these agents will not improve the level of control. Additional agents are required to improve the biocontrol in the temperate conditions, and also to increase damage in the sub-tropical areas where most of the agents are established and where the weed retains its leaves year round. New candidate agents that possess biological attributes that favour a high intrinsic rate of increase, a high impact per individual and that improve the synchrony between the weed and the agent in climatic conditions that promote the seasonal leaflessness of plants should receive prior consideration. A survey in Jamaica indicated that additional biological control agents are available in the region of origin but that care should be taken to prioritise the most effective agents. The various selection systems currently available in weed biocontrol produce contradictory results in the priority assigned to candidate agents and a new selection system is proposed. The biology and host range of two new candidate natural enemies, the leaf-galling weevil, Coelocephalapion camarae and the leaf-sucking mirid, Falconia intermedia were investigated for the biocontrol of lantana. The studies indicated that these have considerable biocontrol potential, in that the weevil has a wide climatic tolerance and has the potential to survive the host leaflessness typical of temperate conditions, while the mirid has a high intrinsic rate of increase, and the potential for several generations a year. Both agents caused a high level of damage to the leaves, with the weevil galling the vascular tissue in the leaf-petiole and the mirid causing chlorotic speckling of the leaves. During laboratory trials both agents accepted indigenous species in the genus Lippia. However, under multiple choice conditions these agents showed a significant and strong oviposition preference for lantana. A risk assessment and post release field trials indicated that F. intermedia is likely to attack some Lippia species in the presence of lantana, but the levels of damage are predicted to be relatively low. A possible low incidence of damage to indigenous species was considered a justifiable ‘trade-off’ for the potentially marked impact on L. camara. Preference and performance studies on the two candidate agents suggested that most of the South African lantana varieties are suitable host plants. The mirid preferred certain varieties in multiple choice experiments, but this is unlikely to affect its impact under field conditions. Permission for release was accordingly sought for both species. Finally, the challenges facing the biological control programme and the potential for improving the control of L. camara in South Africa are considered.

Abstract:
This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

Abstract:
Cydia pomonella (Linnaeus) (Family: Tortricidae), the codling moth, is considered one of the most significant pests of apples and pears worldwide, causing up to 80% crop loss in orchards if no control measures are applied. Cydia pomonella is oligophagous feeding on a number of alternate hosts including quince, walnuts, apricots, peaches, plums and nectarines. Historically the control of this pest has been achieved with the use of various chemical control strategies which have maintained pest levels below the economic threshold at a relatively low cost to the grower. However, there are serious concerns surrounding the use of chemical insecticides including the development of resistance in insect populations, the banning of various insecticides, regulations for lowering of the maximum residue level and employee and consumer safety. For this reason, alternate measures of control are slowly being adopted by growers such as mating disruption, cultural methods and the use of baculovirus biopesticides as part of integrated pest management programmes. The reluctance of growers to accept baculovirus or other biological control products in the past has been due to questionable product quality and inconsistencies in their field performance. Moreover, the development and application of biological control products is more costly than the use of chemical alternatives. Baculoviruses are arthropod specific viruses that are highly virulent to a number of lepidopteran species. Due to the virulence and host specificity of baculoviruses, Cydia pomonella granulovirus has been extensively and successfully used as part of integrated pest management systems for the control of C. pomonella in Europe and around the world, including South Africa. Commercial formulations have been typically based on the Mexican strain of CpGV. However due to long-term multiple applications of CpGV and the reliance on CpGV in organic farming practices in Europe, resistance to the CpGV-M strain has developed in a number of field populations of C. pomonella. This study aimed to identify and characterize novel isolates of CpGV in South Africa and compare their virulence with the commercial standard CpGV-M. Secondly, since C. pomonella is difficult to culture on a large scale, an alternate method of CpGV production was investigated in order to determine if CpGV could be produced more efficiently and at a reduced cost without negatively impacting the quality of the product. Several isolates of CpGV were recovered either from field collected larvae or from a laboratory-reared C. pomonella colony. Characterisation of DNA profiles using a variety of restriction enzymes revealed that only a single isolate, CpGV-SA, was genetically different from the Mexican strain of the virus used in the commercially available CpGV based products in South Africa. In dose-response bioassays using CpGV-SA, LC₅₀ and LC₉₀ values for neonate C. pomonella larvae were 3.18 x 10³ OBs/ml and 7.33 x 10⁴ respectively. A comparison of these values with those of CpGV-M indicated no significant difference in the virulence of the two isolates under laboratory conditions. This is a first report of a genetically distinct CpGV isolate in South Africa. The biological activity and novelty of CpGV-SA makes this isolate a potentially important tool for CpGV resistance management in South Africa. In order to justify production of CpGV in an alternative host, studies on the comparative biological performance of C. pomonella and T. leucotreta based on oviposition, time to hatch, larval developmental times and rearing efficiency as well as production costs were performed. Thaumatotibia leucotreta was found to be more fecund and to have significantly shorter egg and larval developmental times. In addition, larval production per unit of artificial diet was significantly higher than for C. pomonella. This resulted in T. leucotreta being more cost effective to produce with implications for reduced insectary space, sanitation practices as well as the labour component of production. Virus yield data generated by inoculation both C. pomonella and T. leucotreta with nine concentrations of CpGV resulted in comparable virus yields, justifying the continuation of the research into production of CpGV in T. leucotreta. It was important to determine the LC and LT values required for mass production of CpGV in late instar T. leucotreta larvae. Dose- and time-response bioassays with CpGV-M were conducted on artificial diet to determine these values. Fourth instar LC₅₀ and LC₉₀ values were 5.96 x 10³ OBs/ml and 1.64 x 10⁵ OBs/ml respectively. LT50 and LT90 values were 81.10 hours and 88.58 hours respectively. Fifth instar LC₅₀ and LC₉₀ values were 6.88 x 10⁴ OBs/ml and 9.78 x 10⁶ OBs/ml respectively. LT₅₀ and LT₉₀ values were 111.56 hours and 137.57 hours respectively. Virus produced in fourth instar T. leucotreta larvae was bioassayed against C. pomonella neonate larvae and compared to CpGV-M to establish if production in the heterologous host negatively affected the virulence of the isolate. No significant difference in virulence was observed between virus produced in T. leucotreta and that produced in C. pomonella. The data generated in the bioassays was used in CpGV mass production trials to evaluate production. All production methods tested produced acceptable virus yields. To examine the quality of the virus product, genomic DNA was extracted from larval cadavers and subjected to REN analysis with HindIII. The resulting DNA profiles indicated that the virus product was contaminated with the homologous virus, CrleGV. Based on the above results, the use of T. leucotreta as an alternate host for the in vivo production of CpGV on a commercial basis is not at this stage viable and requires further investigation before this production methodology can be reliable used to produce CpGV. However, this study has shown that CpGV can be produced in a homologous host, T. leucotreta and significant strides have been made towards developing a set of quality control standards that are essential for further development of successful production methodology. Finally a novel isolate of CpGV has been identified with comparable virulence to the CpGV-M. This is an important finding as it has broad reaching implications for resistance management of CpGV products in South Africa.

Thesis (MSc)--Stellenbosch University, 2003.<br>Full text to be digitised and attached to bibliographic record.<br>ENGLISH ABSTRACT: The losses incurred to by the South African hardwood industry because of damage caused by the larvae of the Australian eucalyptus borers Phoracantha semipunctata (Fabricius) and P. recurva Newman (Coleoptera: Cerambycidae) were countered by the introduction of various biological control agents. Megalyra fasciipennis Westwood (Hymenoptera: Ichneumonidae), restricted to the southwestern Cape for nearly 91 years after its probable establishment in 1910, is a specialist pupal parasitoid achieving a parasitism level of up to 52.5 %. It has an activity peak in early spring, which coincides with the pupation of a large percentage of its hosts that had overwintered as larvae. The average length of the ovipositor of M. fasciipennis (42.71 ± 5.33 mm S.D.) was longer than the average tunnel length (31.34 ± 11.85 mm S.D.) to the pupal chamber of Phoracantha spp, within the log despite variations in the thicknesses of the eucalypt stems. Stem thickness therefore did not adversely affect the level of parasitism. Megalyra fasciipennis adults are diurnal, with activity largely determined by temperature. Over 70 % were active between 25°C and 34 °C, the minimum threshold for activity being 16°C. Optimum temperature for oviposition was 30 °C. Males became active before the females and maximum oviposition occurred between 10hOOand 15hOO. In 1993, a host specific egg parasitoid, Avetianella longoi Siscaro (Hymenoptera: Encyrtidae), was introduced for the control of Phoracantha spp. A total of 7791 A. longoi adults and 80 parasitised eggs were released around Cape Town between 1993 and 1995 before establishment was confirmed. Dispersal was monitored annually and was determined to occur at a rate of 50 km/year. By 1998 A. longoi had dispersed 300 km north of Cape Town to Lutzville and 270 km east to Riversdal. Subsequent to a satellite release in Knysna during 1994, it has been established 40 km from this release site, at Plettenberg Bay. The parasitoid has also bridged a LO km expanse of ocean to establish on Robben Island, immediately off the west coast of Cape Town. Avetianella longoi has a preference for the eggs of P. semipunctata, which is the most likely cause for the decline in the population of P. semipunctata. However, P. recurva remains relatively unaffected. Average parasitism of Phoracantha spp. eggs by A. longoi was 59.4 %. An undescribed Cleonymus sp. (Hymenoptera: Pteromalidae) of unknown origin (the genus being widely distributed on several continents), was discovered in the Cape Peninsula parasitising late instar larvae of P. semipunctata and P. recurva. This ectoparasitoid lays its eggs (mean number per larva = 20.3 ± 15.2 S.D.) through the bark into the host chamber after the host has been paralysed. The host is entirely consumed and pupation takes place in the chamber with wasps emerging in the ratio of 1 male: 3 females. Although uncommon in the field, mass rearing of these wasps in culture was easily accomplished and a consignment was released in the Tzaneen district in 1993, where it was confirmed to have become established in 1996. Bark thickness constraints on the effectiveness of this parasitoid as a biological control agent because it's short ovipositor restricts the wasp to certain eucalypt species or trees with thin bark. The introduction into South Africa in 1995 and attempted establishment of the larval parasitoids, Syngaster lepidus Brullé (Hymenoptera: Braconidae), Jarra phoracantha Marsh & Austin (Hymenoptera: Braconidae) and J maculipennis Marsh & Austin proved unsuccessful in the Western Cape. However, the former two species were established in the Tzaneen district and their recruitment for release in the Western Cape should be considered. The present guild of biological control agents has been insufficient to give the required control. In the absence of biological control agents, intraspecific competition amongst host larvae is the major mortality factor. Although high levels of mortality are achieved as a result of parasitism despite the biological constraints of the parasitoids (e.g. the narrow activity peak of A. longoi and the restriction of Cleonymus sp. to thin barked eucalypts), their combined parasitism has succeeded in reducing the competition between host larvae, resulting in fewer yet larger host beetles emerging. Lantana camara L. (Verbenaceae) remains a highly invasive and ecologically damaging weed in South Africa, despite some 50 years of biological control efforts. Lack of success has been ascribed to varietal differences, climate and predation of agents but these have not been tested. In this study, the effects of ant predation were tested on populations of three biological control agents for L. camara. Colonies of two species, Crematogaster sp. 1 and 2 were investigated. Crematogaster sp. 1 colonies were offered no choice between immature stages of the agents Hypena laceratalis Walker (Lepidoptera: Noctuidae), Falconia intermedia Distant (Hemiptera: Miridae) or Teleonemia scrupulosa Stål (Hemiptera: Tingidae) on lantana shoots. Density-dependent predation on F. intermedia and T. scrupulosa nymphs on lantana shoots was tested using Crematogaster sp. 2 colonies. In choice experiments Crematogaster sp. 2 colonies were offered F. intermedia or T. scrupulosa nymphs on potted lantana plants. Preliminary food trials confirmed that colonies foraged for protein, thereby validating results of no-choice experiments. Crematogaster sp.1 foragers removed 50% of F. intermedia nymphs, followed by 45% of H. laceratalis larvae and only 9% of T. scrupulosa nymphs. Foragers recruited most actively to H. laceratalis larvae and significantly more H. laceratalis biomass was removed than either F. intermedia or T. scrupulosa. A trade-off existed in prey size selection because larger larvae provided considerably more biomass but required forager cooperation and a longer time to subdue than did smaller prey. This increases both forager energy expense and mortality risk by other predators. This study showed that all Crematogaster sp. 1 colonies removed small (≤10mm) H. laceratalis larvae more frequently than larvae larger than 10mm. Thus, of these biological control agents, predators probably prefer small H. laceratalis larvae. Significantly more F. intermedia than T. scrupulosa nymphs were removed by Crematogaster sp. 1, while Crematogaster sp. 2 colonies removed comparable numbers of both agent species. Falconia intermedia nymphs' fast movement triggered a predatory response by these ant species. In contrast, the relatively immobile behaviour of T. scrupulosa nymphs was identified as a highly effective predator avoidance strategy. Since T. scrupulosa nymphs are unable to escape predators by moving, they appear to depend on the presence of alternative prey attracting predator attention. At high agent and/or forager density, T. scrupulosa nymphs attempted escape, but foragers identified them as prey once they moved and caught them. Predation on F. intermedia was also density dependent in that at high nymph and/or forager densities, escape routes were congested and nymphs were more easily caught. Survival of F. intermedia and T. scrupulosa nymphs in particular was low on ant-accessed shrubs in choice experiments and high on ant-excluded shrubs. It is likely that ants significantly depress F. intermedia populations in the field since besides predation, ant foragers probably interrupt F. intermedia feeding and ovipositioning. The combination of parasitism and predation on early instar larvae may explain why H. laceratalis occurs across lantana's range in South Africa but populations remain low. It is unlikely that T. scrupulosa nymphs are habitually preyed on by ant species unless they attract attention by being mobile. Although biological control of L. camara is influenced by climate and physiological defence mechanisms, this study has shown that predation by two ant species severely impacts leaf-feeding agents for L. camara. Thus, it is recommended that future selection of additional agents to control lantana should exclude leaf-feeding .

Water hyacinth, Eichhornia crassipes Mart. Solms-Laubach (Pontederiaceae), a freefloating aquatic macrophyte of Neotropical origin, was introduced into South Africa as an ornamental aquarium plant in the early 1900’s. By the 1970’s it had reached pest proportions in dams and rivers around the country. Due to the sustainability, cost efficiency and low environmental risk associated with biological control, this has been a widely used method in an attempt to reduce infestations to below the threshold where they cause economic and ecological damage. To date, five arthropod and one pathogen biocontrol agents have been introduced for the control of water hyacinth but their impact has been variable. It is believed that their efficacy is hampered by the presence of highly eutrophic systems in South Africa in which plant growth is prolific and the negative effects of herbivory are therefore mitigated. It is for these reasons that new, potentially more damaging biocontrol agents are being considered for release. The water hyacinth grasshopper, Cornops aquaticum Brüner (Orthoptera: Acrididae), which is native to South America and Mexico, was brought into quarantine in Pretoria, South Africa in 1995. Although the grasshopper was identified as one of the most damaging insects associated with water hyacinth in its native range, it has not been considered as a biocontrol agent for water hyacinth anywhere else in the world. After extensive host-range testing which revealed it to be safe for release, a release permit for this candidate agent was issued in 2007. However, host specificity testing is no longer considered to be the only important component of pre-release screening of candidate biocontrol agents. Investigating biological and ecological aspects of the plant-herbivore system that will assist in determination of potential establishment, efficacy and the ability to build up good populations in the recipient environment are some of the important factors. This thesis is a pre-release evaluation of C. aquaticum to determine whether it is sufficiently damaging to water hyacinth to warrant its release. It investigated interactions between the grasshopper and water hyacinth under a range of nutrient conditions found in South African water bodies as well as the impact of the grasshopper on the competitive performance of water hyacinth. Both plant growth rates and the response of water hyacinth to herbivory by the grasshopper were influenced by nutrient availability to the plants. The ability of water hyacinth to compensate for loss of tissue through herbivory was greater under eutrophic nutrient conditions. However, a negative linear relationship was found between grasshopper biomass and water hyacinth performance parameters such as biomass accumulation and leaf production, even under eutrophic conditions. Water hyacinth’s compensatory ability in terms of its potential to mitigate to detrimental effects of insect feeding was dependent on the amount of damage caused by herbivory by the grasshopper. Plant biomass and the competitive ability of water hyacinth in relation to another freefloating aquatic weed species were reduced by C. aquaticum under eutrophic nutrient conditions, in a short space of time. It was also found that grasshopper feeding and characteristics related to their population dynamics such as fecundity and survival were significantly influenced by water nutrient availability and that environmental nutrient availability will influence the control potential of this species should it be released in South Africa. Cornops aquaticum shows promise as a biocontrol agent for water hyacinth but additional factors that were not investigated in this study such as compatibility with the South African climate and the current water hyacinth biocontrol agents need to be combined with these data to make a decision on its release. Possible management options for this species if it is to be introduced into South Africa are discussed.

In South Africa, studies analyzing the relationship between spousal communication and family planning behaviour are virtually nonexistant. Understanding this relationship is critical for less developed countries where fertility remains at substantially high levels. In most countries, the isolation of men's participation in family planning issues is acknowledged as one of the major causes of poor performance of most family planning programs. In addition, lack of spousal communication about family planning is identified as one of the reasons for low levels of contraceptive use among women. The main objective of this study was to assess spousal communication on contraceptive use and family planning behaviour in three distinct areas in the Richtersveld (Northern Cape) area.</p>

The majority of South Africa’s fresh water (lotic and lentic), is eutrophic and this has resulted in water hyacinth, Eichhornia crassipes (C.Mart.) Solms. (Pontederiaceae) becoming South Africa’s most damaging aquatic macrophyte. Recently however, concerns have also been voiced over the presence of highly invasive submerged macrophyte species, such as Eurasian water-milfoil, Myriophyllum spicatum L. (Haloragaceae) in the Vaal River. Interaction studies between floating and submerged macrophytes have shown that floating macrophyte dominance restricts light penetration into the water column shading out submerged macrophytes while submerged macrophyte dominance reduces nutrient availability in the water column limiting floating macrophyte growth. This cycle ensures that these species cannot coexist in the same habitat for extended periods of time. The aims of this thesis were to: 1. Investigate changes in the historical and current macrophyte dominance in the Vaal River 2. Determine whether these changes could be attributed to stochastic events, such as floods and herbicide control measures. 3. The physio-chemical conditions of the water column, and whether pressure from herbivory by macroinvertebrates had possibly influenced Eurasian water-milfoil’s ability to dominate. Spatial and temporal analysis of satellite imagery revealed that water hyacinth and submerged macrophyte species dominated different regions of the study area over different periods of time from 2006 to 2010. This was significantly correlated with nitrate concentrations of the water column. One of the lower Vaal River Water Management Areas (WMA) had changed from a water hyacinth dominated state in 2006 to an alternative submerged macrophyte dominated stable state in 2008. It was concluded that this change could be attributed to: a stochastic flooding event in 2006; perturbation from integrated control measures implemented against water hyacinth; and low nitrate concentrations of the WMA. The lack of any substantial macroinvertebrate herbivory pressure or control measures implemented against Eurasian water-milfoil, compared to similar surveys conducted in the U.S.A. and its native range in Eurasia was shown to contribute to its dominance. Future successful integrated control programmes, including biological control against Eurasian water-milfoil, could provide the perturbation required to restore the ecosystem. However, without the reduction in nitrate concentration levels, water hyacinth will remain the dominant stable state of the rest of the Vaal River.

Further amendments have been made to the initial act, namely Tobacco Products Control Amendment Act, 1999 and the proposed Tobacco Products Control Amendment Bill, 2004. This assignment emerges against the backdrop of the alcoholic beverage industry coming under similar scrutiny to that of the tobacco industry from government legislation and control measures The main objective of this assignment was to discover the similarities, if any, between the tobacco industry and the alcoholic beverage industry of South Africa, specifically with regard to their advertising practices before legislation. The purpose of this assignment is to discover whether or not the alcoholic beverage industry can learn from the example of the tobacco industry in order to maintain its self-regulation, rather than to fall under the control of State regulation and legislation. The literature and empirical study sought to achieve the following four objectives: 1.) To gain a thorough understanding of the tobacco legislation on a global scale; 2.) To analyse the control measures and legislation of tobacco in a South African context; 3.) To identify any similarities between the tobacco industry and alcoholic beverage industry of South Africa and 4.) To identify means in which the alcoholic beverage industry can work with the State in order to maintain the self-regulation of its industry. Findings indicate that similarities arise when comparing tobacco and alcohol, as both of them have addictive qualities, are often used from a very young age and both have laws prohibiting sale to minors. The success gained in South Africa with regard to anti-tobacco initiatives and government legislation since the introduction of the first Tobacco Act in 1993, has led to certain members of society feeling that similar, if not the same, strict strategies and / or legislative measures should be used to address the public health problems relating to alcohol.<br>AFRIKAANSE OPSOMMING: Die Suid-Afrikaanse tabaknywerheid val onder streng wetgewing en beheermaatreëls deur die Suid-Afrikaanse regering sedert die aanvanklike Wet op die Beheer van Tabakprodukte, 1993 aanvaar is. Verdere wysigings op die aanvanklike wet is aanvaar, naamlik die Wysigingswet op die Beheer van Tabakprodukte, 1999 en die voorgestelde Wysigingswetsontwerp op die Beheer van Tabakprodukte, 2004. Hierdie werk spruit voort teen die agtergrond van die alkoholdranknywerheid wat onder 'n soortgelyke soeklig geplaas is as die tabaknywerheid by wyse van regeringswetgewing en beheermaatreëls. Solanum mauritianum Scop. (bugweed), a serious exotic weed in South Africa, supports a depauperate herbivore fauna relative to indigenous Solanum species. These comprise mainly polyphagous, and some oligophagous, species. The greater diversity of insect herbivores on Solanum hermannii Dun., relative to other indigenous Solanum species in the eastern Cape, suggests that the plant is indigenous and not exotic as has been suggested. Five oligophagous species seasonally caused a high incidence of damage to S.hermannii and other indigenous Solanum species in the eastern Cape, during the study period. Galls of the flowers, stems and leaves of some indigenous Solanum plants are described and biological data on the gall-formers and their natural enemies presented. The tortoise beetle, (Chrysomelidae), defoliates a Conchyloctenia tigrina wide range of indigenous Olivo Solanum species. The exotic S.mauritianum and S.elaeagnifolium Cav. were unfavourable for growth and survival. S.hermannii proved the most favourable of the indigenous hosts tested, for growth and survival, providing further evidence that it is indigenous. Extensive studies on different field populations of the beetle revealed no evidence of host adaptation (host races). All populations tested displayed greater fitness when reared on S.hermannii. South African Solanum faunas are characterized by a scarcity of endophagous and monophagous herbivores, vacant feeding niches and low numbers of species relative to other plant taxa. This may suggest evolutionary immaturity of the insect-plant associations, although comparative studies of solanums from other parts of the world are needed for confirmation. Alternatively, these characteristics may simply be a feature of the genus Solanum in general. The depauperate herbivore fauna of S.mauritianum reflects a lack of local herbivores suitably preadapted to overcome its defences. This appears to be accentuated by absence of any close relatives of bugweed in South Africa. The greater diversity of herbivores in its native South America suggests that biological control may be a potentially useful means of control for bugweed. The potential for biological control is, however, threatened by the susceptability of the cultivated eggplant (Solanum melongena L.) to attack by Solanum-feeding insects. Possible solutions to this problem are discussed

Plague is a classic zoonosis caused by the bacterium Yersinia pestis and is subject to the International Health Regulations, 1969. In the last two millennia, plague has become widespread, with three pandemics occurring in the 6th, 14th and 20th centuries. Currently, plague outbreaks and epidemics still occur worldwide. This study attempts to develop formal work methods and procedures for plague surveillance and control by environmental health practitioners as a strategy to ensure that field data can be integrated within the municipal, provincial and national spheres of government. A qualitative, explorative, descriptive, inductive and deductive research design was followed. A documentary research approach was employed as the primary method of data collection. To obtain additional information, both semi-structured personal interviews and physical observations during plague surveillance were adopted by the researcher. The organisational structure of the health care system in South Africa was analysed to identify and explain the role and functions of relevant decision-makers related to the surveillance and control of plague within the different spheres of government. Legislative measures regarding plague surveillance and control were also presented. As a prerequisite for the development of work methods and procedures for plague surveillance and control, the epidemiology of plague was discussed with emphasis on the distribution and characteristics of the disease in South Africa. Important rodent reservoirs and flea vectors of plague in South Africa were identified. Clinical manifestations, diagnosis and treatment of plague were described and discussed. Within this qualitative study an attempt has been made to develop work methods (xiii) and procedures for plague surveillance and control in South Africa. Relevant field data forms to be used during plague surveillance and control strategies were also developed. Recommendations emanating from the study can be found in the final chapter.

Inbreeding was thought to be responsible for the loss in the second filial generation (F₂) of Amalafrida leithella Dyar, Cactoblastis mundelli Heinrich, Nanaia sp. Heinrich, Sigelgaita sp. Heinrich and Sigelgaita transilis Heinrich in the laboratory. This pre-empted the investigation of the effects of inbreeding on another cactophagous moth, Mimorista pulchellalis Dyar, an established biological control agent of jointed cactus in South Africa. Initially three populations were set up. A randomly-mating control (OUT 1) population, and a sibmating experimental (IN 1) population, consisted of laboratory-reared stock . A second experimental population (KR 1) comprised a small number of field-collected randomly-mating individuals which recreated the conditions under which the five abovementioned species were lost. The inbreeding depression of fifteen fitness components was assessed. The mean values of each component in each generation of treatments IN 1 and KR 1 were compared with those of OUT 1. In addition the mean values of IN 1 were regressed against the coefficients of inbreeding since inbreeding depression is linear with respect to the probability of two genes at any locus being homozygous through ancestry. The component egg viability was important because a reduction in OUT 1, IN 1 and KR 1 in the F₂ resulted from mated females producing no viable eggs. Duplicate treatments OUT 2, IN 2 and KR 2 were set up to confirm whether this was a general F₂ phenomenon. Assessment of the fitness components prevented a direct evaluation of the numbers of offspring produced. However a hypothetical estimate of population size and growth rate was made using the percentage survival calculated from life-table analysis. Although not statistically demonstrable in the component analysis, life table analysis indicated that egg viability suffered an inbreeding depression and affected population fitness. It was also evident that treatments OUT 1 and 2 were fitter than treatments IN 1 and 2 and KR 1 and 2 with respect to population fitness. Thus, inbreeding, resulting from sibmating and introduction of a small number of individuals to a laboratorYJ caused a decrease in numbers of offspring produced and population growth rate. This is important in relation to the demise of the cactophagous Lepidoptera and to future biological control programmes.

Aquatic weeds transform and degrade the ecosystems which they invade, impacting various aspects of their surroundings ranging from the community level to disrupting important processes affecting ecosystem services. All of the major aquatic weeds of South Africa are found in the Cape Town Metropolitan Area. Landowners, whether private or public, are legally obliged to manage the listed invasive species through applying environmentally acceptable methodologies. This thesis provides an overview of the strategic management options, prevention, early detection, rapid response and eradication of new invasions, and containment and control species of established species. It discusses the different control methods available for managing aquatic weeds, namely mechanical, manual, chemical and biological, and the integration of different methods to improve their effectiveness. Although various studies have shown that biological control is the most cost–effective, environmentally-friendly and sustainable method, it is not yet fully integrated into weed management programmes in South Africa. In addition, the successes achieved in other parts of the world with the control of water hyacinth through biological control have not been repeated in the urban environment, despite the fact that South Africa has the highest number of biological control agents available for the weed. Urbanisation puts pressure on the natural environment and ecosystem functioning. Nutrient-enriched waters support aquatic weed growth and pose a challenge to the management thereof, in particular with regard to integrating biological control into management programmes. The aims of this study were to determine the reasons for the lack of integration of biological control into weed management programmes in South Africa, to determine the feasibility of integrating biological control in aquatic weed management programmes in a complex urban environmental and socio-political landscape by means of three case studies in the Cape Town Metropolitan Area, which showed that biological control is feasible in urban environments and should be considered. Two surveys were conducted to determine the reasons for the lack of integration of biological control into weed management programmes. The surveys showed that there is a gap between research and implementation as a result of poor communication, non-supporting institutional arrangements and a lack of appropriate capacity and skills at the implementation level. Recommendations were offered to address these issues.

Some of these developments - school based management, new curriculum developments and devolution of control to the school level have brought with it policy changes. Many educational leaders are struggling to keep pace with these changes that are taking place in the management of education. Others are struggling against the changes, while possibly not fully understanding the dynamics of these changes. In a time of rapid political and social change, the need for spelling out the concomitants of educational leadership has become both necessary and essential. Planned quality intervention by the state has completely underestimated the lack of managerial competencies among educational leaders. Quality in leadership is not a luxury item in educational transformation, changes in leadership are in fact central to instilling the democratic values and principles which underpin the new educational policies. There must also be a comprehensive strategy which addresses educational leadership as a school-wide intervention. There needs to be a more coordinated effort between provincial education departments and schools to bring their collective resources to bear on school quality change; but the process must be prioritised and co-ordinated by the state. This assignment seeks to establish what challenges and constraints educational leaders face in their attempts to effect transformation in South Africa. It details the daily strategies and plans used by educational leaders as they go about running their schools. Strategic opportunities in the policy field should be harnessed to drive education quality improvements. It is vital to link in-service development to policy implementation. Ultimately the monitoring and evaluation system in place must track the impact of the changes more carefully. This would allow departments to define future poiicies and programmes based on informed choices about which quality interventions make a difference. This is critical since the evidence shows that most changes have not always resulted in the planned leadership improvements. There is no reason for this trend to continue as this research shows that many schools have considerable advantages working in their favour: a relatively stable schooling infrastructure, a growing corps of qualified educational leaders and a policy environment in which there is optimism about change and transformation in the school sector.<br>AFRIKAANSE OPSOMMING: Daar is huidiglik vele nuwe ontwikkelinge in die onderwysstelsel. Hierdie werkstuk poog om te bepaal watter uitdagings en beperkinge opvoedkundige leiers in die gesig staar in hul pogings om by te dra tot tranformasie in Suid-Afrika. Die strategieë en metodes wat deur opvoedkundige leiers gebruik, word in die daaglikse bestuur van instellings, word gespesifiseer. Dit is belangrik om onderwysontwikkeling aan beleidsimplementering te koppel. Die monitering en evalueringstelsels wat in plek is, moet noodwendig tred hou met die gevolge van die veranderinge. Dit sal toelaat dat departemente hul toekomstige beleide en programme, op ingeligte en kwaliteitstoetredings baseer, wat 'n verskil maak. Dit is krities, want bewyse dui aan dat veranderinge nie altyd in die beplande leierskapverbeteringe eindig nie. Daar is geen rede vir die veloop van gebeurtenisse nie, want die studie wys dat die skole aansienlike voordele in hul guns het: 'n betreklike stabiele skoolinfrastruktuur; 'n groeiende komponent van onderwysleiers, en 'n beleidsomgewing waarin daar optimisme oor veranderinge en transformasie in die opvoedingssektor is.

Abstract:
Arising from Marxist theory, critical theory investigates the mechanisms that enable continued domination in capitalist society, with a view to revealing the real, but obscured, nature of social relations and enabling these to be challenged by subjugated classes. Within the broad spectrum of Marxist theory, social relations of domination and subordination are assigned according to the relationship of social classes to economic production. However, the neo-Marxist perspective developed by Antonio Gramsci locates relations of power within the broader context of the political economy. In doing so, the role of the State in a capitalist society assumes greater significance than that of maintaining and securing social relations on behalf of the dominant class through coercion and force. Instead, the State embarks on a range of activities in the attempted “exercise of hegemony”, or the cultivation of general acceptance by all social classes of existing social relations and conditions. Gramsci refers to this desired outcome as “consent”, the product of the successful exercise of hegemony, a political function which is thus crucial to the accumulation of capital. When unsuccessful, dissent cannot be contained by the State, and the extent to which contestation constitutes a threat is revealed by recourse to coercion. The manner in which relations of power are cemented through the exercise of hegemony lies at the core of this thesis. It investigates the relationship between the State and the administrators of an institution within civil society, the University of Fort Hare, as well as the responses to the activities of the State and University Administration within the University itself, over an extended period of time between 1916 and 2000. This period is divided into three specific time frames, according to changes in the expression of the South African State. In general, it is seen that conformity characterises the relationship between the State and the University Administration, underscoring the success of the State in fostering the role of education in the reproduction of social relations and values and in eliciting conformity. The nature of conformity is seen to vary according to different expressions of the State and changes in social relations, which are in turn informed by the overarching political economy and events taking place within society and the University of Fort Hare. Manifestations of consent and dissent, as responses to the attempted exercise of hegemony, are presented in the three periods corresponding to different expressions of the State. Four reasons for conformity, as presented by Gramscian scholar Joseph V Femia (1981), are utilised in order to explain and illustrate the nature of control and compliance at the University of Fort Hare between 1916 and 2000.

Thesis (MTech (Business Administration))--Cape Peninsula University of Technology, 2007<br>An assessment undertaken by the Clothing and Textile Centre in the Western Cape (Clotex) during 2002 revealed that there was a great need for quality in the clothing sector. Furthermore, the research undertaken by the Department of Science and Technology (2004) supports and recommends the development of simple, paper-based systems for implementation and measurement for quality and production systems. An analysis of the macro- and micro-environmental factors confronting the clothing industry revealed that substantial pressure was placed on the clothing industry due to unfavourable exchange rates, increased pricing and illegal imports. The result has been a decline in sales, profits and exports, which has lead to the closure of many clothing companies in the Western Cape during the period 2003 to present. Furthermore, this has resulted in the increase of SMME companies that have been established due to the increase in unemployment. A combination of qualitative and quantitative research techniques was applied during this study, namely focus-group sessions and survey questionnaires. Six focus-group sessions were held with participants from the retail sector, large manufacturers and small manufacturers with the purpose to establish the quality needs in the clothing industry and the type of quality systems utilised. The outcome of the focus group was the development of a questionnaire, using both a combination of scale response questions as well as dichotomous questions. As a result a research survey was conducted amongst the small manufacturing companies in the Western Cape who conform to the provisions contained in the National Business Act, 1996 (Act 102 of 1996). The research revealed that all the respondents had implemented quality control systems. Quality control systems are viewed as preventative systems in ensuring that goods not conforming to customer specifications are prevented from reaching the customer. The research analysis further revealed that communication between buyer and seller was an integral part of the success of the business. The research provides small-business with a framework, which will facilitate the evaluation of the current quality practices with the view to improving or implementing an effective quality assurance system.

Bibliography: pages 134-147.<br>Pollution control regulations directed at the land-based factories of the Southern African fish processing industry do not appear to promote the required level of investment in pollution control systems. Two self-administered mail-questionnaires comprising undisguised fixed-alternative and open-ended questions were constructed to survey the opinions and viewpoints of a census consisting of twenty-seven senior managers responsible for making pollution control investments in the demersal and pelagic sectors of the fish processing industry. The first questionnaire was directed at establishing the relative importance of factors that influence waste and pollution control investment decisions as well as the perceptions and preferences of managers with regard to various pollution control policy options. Descriptive statistics such as the modal class were used to summarize the distribution of opinions and viewpoints within the research population. Rank ordered preference data was analyzed using a multidimensional unfolding computer algorithm. This structural multivariate statistical method is a special case of non-metric multidimensional scaling that generates perceptual maps which can aid in the discovery of the hidden structure underlying multidimensional decisions. Investments in waste and pollution control do not appear to have a high priority when compared to other strategic investments that the fish processing industry managers may make. The relative importance of factors that could influence the managers of the industry to invest in waste control equipment appear to be determined by the perceived financial returns that can be expected from such investments. Findings suggest that pollution control legislation is rendered ineffective due to inadequate enforcement. However, it appears that existing legislation needs to be rationalized in order to facilitate compliance. The most favoured pollution control instruments were those that lowered the cost of legally mandated expenses such as subsidies and income tax allowances. These were followed by permit systems which specified the allowable characteristics of discharges while allowing individual companies freedom of choice as to the method of achieving compliance. The second questionnaire was used to verify the researcher's interpretation of the findings and preliminary conclusions drawn from the replies to the first questionnaire.

The interest in the phenomenon emerged in the midst of the recently developed new Firearms Control Act, 2000 (Act No. 60 of 2000). Amongst other things, this policy sought to facilitate the prevention of the proliferation of firearms that in most instances eventually become available for the commission of violent crimes. Despite this development, a gap has been identified that firearms owned and left by deceased persons are not properly managed and controlled. In order to unravel the challenges the South African Police Service is confronted with in implementing the firearms control policy the study resorted to using the qualitative. An interpretive approach blended with descriptive study was used in order to generate deeper understanding of issues investigated. The research environments were the South African Police Service, the Department of Home Affairs and the Department of Justice & Constitutional Development within the Master of the High Court: South Gauteng. The research established that although some measures were put in place to implement the firearms control policy, there still are many challenges such as: monitoring and evaluation, poor management of systems, insufficient outreach and awareness rousing and the lack of enforcement by all the role players as identified in the study. A Inter-Agency Co-creation Model is also proposed as a means to consolidate suggestions that were presented by respondents. Further research is recommended into: • A quantitative study be done on the same topic. • The management of the EFRS and its impact on the implementation of the Firearms Control Policy.

The research project investigated the impact of the Firearms Control Act (FCA) 60 of 2000 in restricting gun ownership for at-risk individuals in the Pretoria North Firearm Registration Centre (FRC) policing area and identified prevention strategy as well as specific factors that contributed to this problem. Secondary prevention focuses on situational factors that reduces the means and opportunity for at-risk people to commit crime and can be applied in restricting firearms from at-risk individuals. One hundred and thirteen legal firearm owners in the Pretoria North FRC policing area responded to the questionnaire schedule. Data was also collected through interviews with Designated Firearm Officers (DFO) and court officials in that area. Specific factors have been identified that contribute to firearms landing in the hands of at-risk individuals in the Pretoria North FRC policing area. They are among others, poor administration of some sections of the FCA like background checks and section 102 and 103 unfitness declarations. The role of the DFO in continuous public education program on the FCA is also invaluable. The same goes to the general public s involvement in the identification of at-risk individuals. The South African Police Service management needs to address issues within the police service such as additional trained personnel, allocation of sufficient logistical resources like vehicles, computers and scanners to ensure effectiveness in restricting firearms from at-risk individuals. Several secondary role players have been identified that should work closely with the primary role players to address this problem. The recommendations drawn from conclusions as well as the inter-departmental role of all the different role players may assist in restricting firearms from at-risk individuals.<br>Police Practice<br>M.Tech.
