Abstract:
The World Health Organization recommends continuous immunisation coverage and polio surveillance standards for countries to sustain a polio-free status. We highlight experiences and lessons learnt by South Africa (SA) in losing – and subsequently regaining – its polio-free status. Following some decline in achieving acute flaccid paralysis surveillance and immunisation coverage targets, SA had its polio-free status withdrawn in 2017. Existing gaps were addressed and the polio-free status was regained in 2019. Lessons learnt from this experience include reaffirming the importance of continued commitment to polio eradication efforts, strengthening health systems through quality improvement projects, ensuring accountability in supervision, and monitoring of polio-related indicators. Consistent political commitment, collaboration and accountability are critical in sustaining the country’s health programmes, including maintaining a polio-free status and closing identified gaps.

Learning outcomes The learning outcomes are as follows: to demonstrate the phenomenon of strategic inertia in organizations and the impact this has on the type of renewal process that is undertaken; to differentiate between environmental and organizational adaptation strategies and synergies; to apply practical steps of renewal by outlining the influential forces and distinct stages of the process; and to create a practical framework that organizations can use as a guideline for sensing and reacting to changes in the business environment. Case overview/synopsis The case study examines the strategic renewal processes of Anglo American Platinum (Amplats) for the period 2012–2019. Amplats is the world’s largest producer of platinum group metals (PGMs). Despite the adversarial business environment of the South African PGM mining industry, six years into its new strategy, the organization had emerged debt-free and was poised to be sustainable. This posed a unique dilemma in strategic decision-making, namely, how to maintain a strategic renewal process. Chris Griffith, CEO of Amplats, was about to retire, but realized that the organization had yet to fulfil its potential. The ambition of the organization was to redefine the industry benchmark for performance across multiple pillars of value for different stakeholders, and to become the most valued mining company by 2023. Set in 2019, the case invites students to look back at the symptoms of strategic inertia at the time of Griffith’s appointment as CEO, and to define the nature and stages of the renewal that the organization underwent. This will provide insights that will enable an examination of the application of a framework for continual strategic renewal. Abstract:
(1) Purpose: This study aimed to analyze coronavirus disease 2019 (COVID-19) vaccine policies and their effectiveness in Italy, India, and South Africa to provide empirical experience for vaccination and COVID-19 pandemic control. (2) Methods: The study systematically summarized the COVID-19 vaccine policies in Italy, India, and South Africa through public information available on the official websites of the World Health Organization and the ministries of health in these three countries. Total vaccinations, COVID-19 vaccination rates, rates of fully vaccinated, rates of booster-vaccinated, and total confirmed cases were selected for cross-sectional comparison of COVID-19 vaccination in these three countries. Daily cases per million, daily deaths per million, and the effective reproduction rate were calculated to measure the effectiveness of COVID-19 vaccine policies implementation in each of these three countries. (3) Results: Italy, India, and South Africa differ in the start date of COVID-19 vaccination, vaccine types, vaccine appointments, and whether vaccinations are free. The COVID-19 vaccination rates in these three countries varied widely, with Italy having the highest and South Africa the lowest. COVID-19 vaccination has had a positive effect on reducing daily deaths and stabilizing the effective reproduction rate. The three countries had experienced more than one outbreak spike due to the spread of new mutated strains since the start of COVID-19 vaccination. (4) Conclusions: This study concluded that responding to the COVID-19 pandemic requires active promotion of basic and booster vaccinations to comprehensively build up the population immune barrier. Promoting equitable distribution of COVID-19 vaccine internationally and solidarity and cooperation among countries maximizes global common interests. By combining vaccination with non-pharmaceutical interventions, the pandemic can be prevented and controlled comprehensively and systematically in three aspects: detection of the source of infection, reduction of transmission routes, and protection of susceptible populations.

Abstract:
Safety of Artemisia afar has been a controversial issue due to its high thujone content. Despite the declaration of the World Health Organization in the 1970s of the plant being unsafe for consumption, it is still commonly used in folklore medication in South Africa, especially in winter. Essential oils were isolated by hydrodistillation from the twigs of A. afra plants from different locations in the Eastern Cape, Free State and KwaZulu-Natal. Analyses of the oils by GC and GCMS revealed compositional variations in the levels of α-and β-thujone, 1,8-cineole and camphor. α-Thujone was the major component of the essential oils of A. afra from Philippolis (Free State) and Keiskammahoek (Eastern Cape) (62-74%), while the camphor content was very low (≤ 0.1-0.6%). The samples from Gqumahshe, Hogsback (Eastern Cape) and Empangeni (KwaZulu Natal) had low α-thujone contents (3.7-20.0%) while 1,8-cineole (13.0-49.5%) and camphor (13.9-21.2%) were the main components of the essential oils. It was further observed that the concentration of α-thujone increased significantly in the dry leaves when compared with the fresh leaves. This implies that fresh leaves are better used for infusion than dry leaves. This study reveals that not all A. afra contain high concentrations of α- and β- thujone.

Abstract:
This article focuses on the openness and socio-economic dynamics associated with the meeting of different communities from many inland territories of Africa: on the borders of South Cameroon, northern Equatorial Guinea and North of Gabon, attracted by the oil windfall. The study illustrates the effectiveness of "living together" in this vast sub-region. It shows how development is based on the organization of trade that is not simply based on the differences between national systems, but on the establishment of South- South relations. While the challenges based on planning on these cross-border spaces is indispensable, local elected representatives are trying to set-up networking arrangements for cross-border communities. Border management makes it possible to ensure security, counter-threats to people and economic prosperity. The construction of a motorable high-way and the implementation of treaties on the opening of borders signed between the States since the 16th of March 1994 deemed at facilitating the free movement of economic actors, while many still consider the arrival of foreigners in these Eldorado as an invasion.

Abstract:
The participation of trade unions in the anti-apartheid movement is a subject which arguably merits more attention. This article brings into focus a group of unionists whose activism against apartheid was in the forefront of key initiatives. Drawing on new research the argument recounts the role of Australian seafarers on the international stage, particularly its association with the World Federation of Trade Unions (WFTU), and shows how knowledge of events in South Africa passed from the WFTU to educate the union membership. By the 1980s, Australian seafarers were taking the lead in bringing European unionists together in united action to enforce the United Nations' embargo on oil supplies to South Africa by founding a new organization, the Maritime Unions Against Apartheid (MUAA). Reconstructing these events demonstrates two aspects of significance: the growing importance of monitoring shipping as an anti-apartheid strategy coordinated and led by European unions, which we point out relied on ships’ officers and crews for knowledge, and the breaking down of the ideological divide between the WFTU and the anti-Communist International Confederation of Free Trade Unions (ICFTU) working together in the MUAA. The article contributes new understanding of connections between anti-apartheid activism and its Cold War context.

SummaryThe extensive spatial organization of many large-bird populations is difficult to assess. We used a geographic information system to correlate vegetation structure with random sightings for four large bird species that occur throughout the 20,000 km2 Kruger National Park (KNP), South Africa. Vegetation structure was assessed visually during 1991-1992 for the 1093 2-5′-quadrats that cover the KNP. Sightings were made during 1991-1994 of Kori Bustard Ardeotis kori, Martial Eagle Polemaetus bellicosus, Lappet-faced Vulture Torgos tracheliotus and Southern Ground Hornbill Bucorvus leadbeateri, and their nest sites. As control, comparative data on ground hornbills were also available from annual aerial censuses during 1982-1994, and from records of nest sites during 1966-1996. Each species had its highest positive correlation with a different set of vegetation categories, ranging in value from the hornbill (1.13) and vulture (1.15) up to the eagle (1.32) and bustard (1.49). Nest sites had higher correlations (hornbill 1.65, vulture 2.85) than records of free-living birds. The same vegetation categories that had the highest correlations with random sightings of ground hornbills and their nests also had the highest correlations with the more extensive and systematic data from aerial census and long-term nest records. Our method of correlating vegetation structure with random data is predictive, testable and has application to the conservation management of other sparsely distributed species.

The purpose of the study was to determine the concentrations of heavy metals in surface waters used for domestic and farming activities. This study investigated various water quality parameters, including pH, electrical conductivity (EC), total dissolved solids (TDS), and major and trace elements such as Al, As, Cd, Co, Cr, Fe, Mn, Mo, Ni, Pb, Sb, Se, Sr, Tl, and V, which were investigated during the dry and wet seasons from samples collected at Meulsteenpan Lake, Coalplex Stream, and Natref Stream in Sasolburg, Free State, South Africa (2019–2020). The results revealed that the pH of water collected from Meulsteenpan Lake (7.86–7.89) and Coalplex stream (7.13–7.37) were within the Department of Water Affairs and Forestry (DWAF), World Health Organization (WHO), and Environmental Protection Agency (EPA) permissible guideline values for domestic and agricultural use. On the other hand, the pH from Natref stream (6.16–7.68) was within the permissible guideline values set by the DWAF for domestic use but below the permissible guideline values set by the WHO and EPA for domestic use, and the DWAF for agricultural use. The mean TDS and EC values in Meulsteenpan Lake (796–980 mg/L) and (1.20–2.00 mS/m) exceeded permissible guideline values set by the DWAF and WHO domestic use for TDS, Coalplex stream (309–326 mg/L) and (0.65 mS/m), and Natref Stream (269–413 mg/L) and (0.89–0.96 mS/m) were within the permissible guideline values for the DWAF and WHO domestic use for TDS. The results obtained for metal concentration revealed higher mean concentrations for Al, Fe, and Mo, Mn in the study area, which could pose adverse health risks to aquatic life and humans. Various pollution and health assessments (Cf, m-Cd, m-HPI, HEI, NEI, and WQI) were used to evaluate the quality status of the surface water on all sampling sites. WQI revealed that in the wet and dry seasons, surface waters from Coalplex Stream and Natref Stream had “excellent” water quality, while Meulsteenpan Lake had “excellent” water quality in the dry season, but in the wet season, the water quality was “unsuitable for drinking”.

A retail pharmacist who wishes to ensure the long-term survival of his or her business in a free enterprise system must make the pharmacy's profitability the prime objective. In South Africa, the profitability of retail pharmacies and, thus, of their continued operation, are threatened by increasing competition among retail pharmacies and from dispensing doctors. Nonetheless, the profitability can be enhanced even in these circumstances by adopting a strategic management approach. The research hypothesis of this article is that there are specific controllable internal strategic management variables which universally and significantly influence the return on assets (ROA) of South African retail pharmacies. Multiple regression analysis was used in the study and it was found that the variance in the ROAs of South African retail pharmacies is explained by several strategic management variables. These are associated significantly (on a 5% level) with pharmacies' ROA and include variables such as the sole proprietorship and the partnership as forms of business organization, the purchase ratio and the analysis of strengths and weaknesses as part of their strategic management. Mark-up pricing and the closed corporation as a form of business organization are negatively related to ROA.'n Kleinhandelapteker wat die langtermyn-voortbestaan van sy of haar ondenreming in 'n vryemarkstelsel wil verseker, moet die winsgewendheid daarvan as primere doelstelling nastreef. In Suid-Afrika word die winsgewendheid en oorlewing van kleinhandelapteke deur toenemende mededinging tussen apteke onderling en deur resepterende geneeshere bedreig. Desnieteenstaande kan die winsgewendheid van apteke gehandhaaf word deur 'n strategiese bestuursbenadering toe te pas. Die navorsingshipotese van hierdie artikel is dat spesifieke, beheerbare interne veranderlikes betreffende strategiese bestuur bestaan, wat die opbrengs op bates (ROA) van Suid-Afrikaanse apteke universeel en beduidend beinvloed. Meervoudige regressie-analise is in die studie gebruik en daar is bevind dat die variansie in die ROA's van Suid-Afrikaanse apteke deur verskeie veranderlikes betreffende strategiese bestuur verklaar kan word. Hierdie veranderlikes toon 'n beduidende verband (op 'n peil van 5%) met die ROA's van apteke en sluit veranderlikes in soos die eenmansaak en vennootskap as ondernemingsvorme, die aankoopverhouding, en die ontleding van sterk en swak punte van die onderneming as deel van strategiese bestuur. Die toeslagmetode van prysbepaling en die beslote korporasie as ondernemingsvorm toon 'n negatiewe verband met ROA.

Abstract:
Background: According to the World Health Organization (WHO), malnutrition can be linked to 45% of deaths in children under the age of five years. The Integrated Nutrition Programme (INP) was introduced in 1994 to address malnutrition in South Africa. There had been no systematic evaluation of how well clinics perform regarding nutritional services. Malnutrition rates worsened in the Free State from 3.9% in 2009 to 10.7% in 2013. This study aimed to assess the effectiveness of the INP Supplementary Feeding Programme in primary healthcare facilities in the Mangaung University of the Free State Community Partnership Project, known as MUCPP, catchment area of Bloemfontein, Free State, in children aged six months to five years.
 
 Methods: This was a retrospective, descriptive cohort study. All children between six months and five years entering the feeding scheme between July 2014 and June 2015 at the MUCPP, which is the hub of the feeding scheme, and three primary healthcare clinics were included. Data were collected from September to November 2015 from the INP registers and captured on dataextraction forms.
 
 Results: In total, 730 children were included in the study, 38.8% at risk for malnutrition and 61.2% malnourished. Most of the children (80.7%) stopped attending before change was seen. Only 14.1% exited the INP successfully with a normal weight for age and 3.0% deteriorated despite nutrition interventions. Of all children with one or more follow-up visits, 50.4% (119/236) improved from severe malnutrition to underweight or exited at target weight.
 
 Conclusions: The follow-up of the children and the monitoring and implementation of the INP are inadequate. There is some evidence that children who attend the INP regularly benefit from the programme.

This exposes the school managers to stressful working conditions such as being unaware of the school policies and procedures. The overall aim of this study is to explore challenges faced by promoted school managers in Xhariep secondary schools and identify the type of training they would require. The objectives of the study were to identify challenges that promoted school managers in Xhariep secondary schools face and also identify the type of training needs that promoted school managers require. This descriptive study is quantitative in nature because it collects mostly numeric data and employs mainly quantitative techniques in analysing the data. The population under investigation consists of secondary, and high school principals, deputy principals, and heads of departments in Xhariep District in FSDoe in South Africa. The FSDoe Xhariep district office keep a database of schools under their jurisdiction . From this database, a purposeful sampling method was used to select 80 promoted school managers from the 23 listed schools in Xhariep District. Purposeful sampling method was used in order to prevent under or non-representation of parts of the population (Brynard & Hanekom, 2006:56; Scheaffer, Mendenhall & Ott, 2006). A structured, Likert-scaled questionnaire with closed ended questions was used to collect information from the respondents. Part one of the questionnaire was used to collect demographic data, part two focused on induction, part three questioned about the role of the mentor and part four zoomed in on nature of support offered by FSDoe. The results of the study showed that the majority of the respondents (97%) urgently needed induction. There was also a feeling that induction instilled a feeling of belonging by 67% of the respondents. The study also revealed that promoted school managers are offered very little support.

If principals and SGB chairpersons are well trained on their roles and responsibilities regarding financial management, they will be able to effectively deal with financial matters of schools. Financial management is an integral part of efficient and effective financial management in schools. This study provides a literature discussion on funding provided to schools by the government, as well as the essences of financial management in the school setting. The study also sought to scrutinize the impact of related Acts and policies on financial management in schools. The fieldwork sought to determine the extent of possible problems that schools experience regarding financial management and aimed at providing possible solutions for efficient and effective financial management in schools. Principals and SGBs chairpersons made up the sample of this study. Questionnaires were used to determine the views and opinions of these participants regarding the efficiency and effectiveness of financial management in their schools. The data gathered through the open-ended questionnaires were analysed and reported on qualitatively. The key findings were that principals and the SGBs chairpersons wish to play an important role in financial management in schools, but lack financial management skills to do so. The lack of financial management skills was more evident on the side of the SGB chairpersons. The result of this lack of financial management skills has the effect that other types of financial problems arise at schools.

The General Agreement on Tariffs and Trade (GATT) 1994 has resulted in the GATT Contracting States making a renewed commitment to freer global trade and trade liberalisation. These Contracting States signalled their commitment to GATT policies and principles by undertaking to abolish all those non-tariff barriers which were not converted to tariffs and to decrease all tariffs applied by their domestic economies. The movement away from protectionism is intended to bring contracting states in line with the GATT most-favoured-nation and national treatment principles. The only exceptions to these principles are the regional trade arrangements which can be implemented in accordance with Article XXIV of GATT 1947 and the Understanding on the Implementation of Article XXIV of GATT 1947. Regional trade arrangements such as customs unions and free-trade areas have been allowed by the GATT as they are deemed to promote trade liberalisation through the removal of substantially all trade restrictions between countries party to these trade arrangements. In practice this has not been the case, however, as these regional trade arrangements have been known to apply very protectionist trade policies. This research determines whether regional trade arrangements are inherently protective ie does the nature of these regional trade arrangements encourage protectionism? The external trade policies of the European Union (EU), Association of Southeast Asian Nations (ASEAN), Southern African Development Community (SADC) and the Southern African Customs Union (SACU) are analysed to determine whether the contracting parties to regional trade arrangements have corrupted the GATT provisions and so contributed towards the protectionist nature of these regional trade arrangements. The internal trade provisions relating to the implementation of these regional trade arrangements have also been discussed to determine their compliance with Article XXIV of GATT 1947. As all the selected regional trade arrangements have direct or indirect links to South Africa, the implications of the policies chosen by these parties for South Africa have also been discussed. Analysis of the EU, SADC, SACU and ASEAN has shown that prior to the adoption of the GATT 1994, the free-trade areas and customs unions were not implemented in accordance with Article XXIV provisions. These regional trade arrangements have been moulded to fit the economic aspirations of the relevant contracting states. Of the regional trade arrangements accepted by the GATT, free-trade areas have been found to be the least protectionist and are the least likely to be perverted by contracting parties. Customs unions, on the other hand, may encourage contracting parties to protect their economies as they rely on group participation rather than individual participation. Individual Member States become responsible to the group which provides these states with greater economic power. As a result Member States are motivated to protect the new group entity from outside competition. In this way, they are inherently protective. Safeguards are therefore necessary to protect individual non-Member States from such behaviour. The implications of protectionism for South Africa, SADC and SACU have also been discussed.

Education) -- Central University of Technology, Free State, 2011<br>After the inception of the new government in 1994, a new curriculum was introduced, replacing the then existing curriculum. This new curriculum brought about challenges confronting the School Management Team (SMT) regarding its management and implementation. The changes required a paradigm shift and a proactive leadership approach by the SMT and particularly the principals of the Further Education and Training Schools (FET Schools). New policies were developed in respect of the management of this curriculum, which necessarily require the SMT to know and understand in order to be able to implement the curriculum. The aspect of training was also important in order for the SMT to be effective and efficient managers and implementers of the curriculum. The research study was therefore, about the investigation of the factors which influence the implementation of this curriculum known as the National Curriculum Statements (NCS) in the selected FET Schools in Motheo district. The literature in this study was informed and guided by both international and South African contexts and perspectives. The researcher in this study pursued a mixed mode approach. Quantitative investigation was conducted in selected FET schools within Motheo district specifically Bloemfontein, Thaba-Nchu and Botshabelo schools for deputy principals and Heads of the Departments (HOD) whilst qualitative, interviews were done with the principals. Data analysis was done through the development of categories and comparisons and contrasts were made. The data analysis also took into cognizance the visibility of contrary or alternative explanation for the findings. The investigation, therefore, discovered that most of the School Management Team particularly the principals were not trained on the National Curriculum Statement (NCS), and schools were also experiencing a shortage of resources. The recommendation was that the training for the SMT be an ongoing process as it will help with the successful and effective implementation of the NCS.

Tech)(Education) -- Central university of Technology, Free State, 2007<br>The aim of the study is to determine the impediments to parental involvement in the governance of selected primary schools in the Bloemfontein area. It also examines the impact of the principals’ attitudes as perceived by the parents towards their involvement in the governance of the school; the means of communication between the school and parents; whether co-operation between the principal and parents affects school governance; and whether familiarity with parents’ roles as stipulated in the South African Schools Act affects their participation in school governance. The literature was consulted on the segregated education of the previously disadvantaged people under apartheid. The transition from apartheid to education under the new political dispensation, as set out in the South African Schools Act 84 of 1996 also received attention. The study further addresses the issue of parents’ reluctance to participate in school governance and the views of teachers and parents on their roles in school governance. Ministerial investigation into the effectiveness of school governing bodies is presented and an international perspective on school governing bodies is also provided. A quantitative method using survey research method was employed in this study and a questionnaire was used to collect data. The aim was to elicit responses from the parents in as far as impediments to parental involvement in the governance of schools is concerned. It was revealed, however, that despite the parents’ reluctance to take part in school governance, principals’ attitudes were found to have a positive effect on parental participation in school governance. Methods of communication between the school and the parents were found to be effective, though a suggestion is made for improvement. Parents were found to be willing to co-operate with one another for the betterment of the school. Furthermore, parents were found to be familiar with the roles of members of the school governing body, irrespective of whether they are members of the school governing body or not.

Ed.(Educational Psychology)) - Central University of technology, Free State, 2010<br>The purpose of this study was to: * Investigate how school management understands and responds to the impact of HIV and AIDS on educators at Botshabelo primary schools. * Formulate recommendations, based on the findings of the study, for the design of programmes to develop school principals and heads of department so that they can proactively deal with HIV and AIDS. The method of research consists of an investigation in which a sample of thirty (30) primary schools at Botshabelo in the Free State Province was used. Questionnaires were distributed among the principals and heads of department. Descriptive statistics were used to describe the experiences and perceptions of the principals and heads of department towards understanding and responding to the impact of HIV and AIDS on educators. The empirical research was undertaken so as to gather information that could provide answers to the following research questions: * What is the impact and effect of HIV and AIDS on educators? * How can educators be assisted to cope with the impact that HIV and AIDS may have on their lives? * What impact do HIV and AIDS infected educators have on school management? The literature study showed that HIV and AIDS impact on education in various ways. It also indicated that the pandemic has a psychological-social impact on educators. Questionnaires revealed that most educators lose interest in their career. The study also revealed that HIV and AIDS education has not been extensively covered and standardised at the primary schools in Botshabelo. The findings derived from questionnaires provided several implications for planning, teaching and implementation of HIV and AIDS awareness programmes. Although the majority of the principals and heads of department believed that it is necessary to implement the HIV and AIDS policies in their schools, the results revealed that some are neglecting the implementation of HIV and AIDS policies. Lastly, the specific HIV and AIDS programmes should be co-ordinated by the Free State Department of Education in order to ensure that the support programmes achieve what they are intended to achieve. Principals and heads of department should be encouraged to take the lead in the fight against the impact of HIV and AIDS on education.

The research method consisted of an investigation in which a sample of two hundred educators in Lejweleputswa district in the Free State was involved. In order to determine the effective ways of managing ineffective secondary schools, each respondent completed a questionnaire. The empirical research was undertaken to gather information that could provide answers to the following research questions: * What management styles are adopted in both effective and ineffective secondary schools? * What are the main causes of ineffectiveness in secondary schools? * In what way can participative management styles change the status of ineffective secondary schools? The literature survey conducted by the researcher showed that leadership styles that are used as a measure for the effective management of secondary schools are effective. Effective management is developed and enhanced with the use of various leadership styles. The empirical investigation shows that: * educational activities presented are learner-centred * learner development is promoted through a well-designed academic programme * learner performance is regularly monitored * schools show appreciation for learners’ effort and success * learning environments are learner-friendly * educators are involved in decisions that have an effect on their employment * educators work together as co-workers to improve on their teaching practices * educators are provided with opportunities to upgrade their teaching skills * school management teams (SMT) delegate authority to their subordinates * educators turn teaching and learning into challenges that promote creative problem-solving skills * educators work effectively with parents and the community * educators do not work in isolation * there is no lack of social interaction among educators * educators do not find it difficult to control classroom events The researcher provided recommendations for the above findings. The recommendations were highlighted in chapter five. These recommendations proved to promote effective ways of managing ineffective secondary schools.

(Psychology of education )) - Central University of Technology, Free State, 2013<br>This purpose of this study was to investigate the role of the deputy principals in managing conflict among secondary school teachers in the Lejweleputswa Education District, in the Free State Province. Two questionnaires, one for the deputy principals and one for teachers, were developed. The questionnaires were administered on six deputy principals and twelve teachers from six secondary schools in Monyakeng, Nyakallong and Kutloanong townships. The qualitative approach was mainly used for the collection and analysis of data. The study revealed that conflict was common in the surveyed township secondary schools. The study found thatthe causes of conflict for the township secondary school teachers included poor communication, shortage of resources and facilities, work overload, gossiping, high rates of absenteeism and poor performance of teachers. The study further revealed that the role of the deputy principals was crucial in the handling of conflict in schools. The conflict resolution strategies commonly applied by the deputy principals included negotiations, accommodating, collaborating and compromise. However, avoiding, arbitration and competing strategies were avoided by the deputy principals. The role of the deputy principals in resolving conflict was found to focus more on building relationships and collegiality among teachers in the township secondary schools. It was recommended that schools are provided with adequate resources and facilities, as well as adequate teachers; that counseling sessions to be introduced for teachers, and that training in stress and conflict management is also introduced for township secondary school teachers. A conflict resolution model appropriate for the township secondary schools was also developed.

Ed.) - Central University of Technology, Free State, 2008<br>The purpose of this study is to investigate the perceptions of secondary school educators towards inclusive education in Maokeng.”Inclusive education defined as schools, centres of learning and educational systems that ensure that all children learn and participate” (Van Rooyen & De Beer, 2006). Two secondary schools were chosen for this study, with eight respondents who are mainstream educators. There were four male educators and four female educators in the sample. The qualitative methodology, in particular Textual Orientation Discourse Analysis (TODA), was used as the tool to obtain information from the respondents. The respondents, as educators at secondary schools, were selected according to their level of education, experience at work, their age and the way that they perceive inclusive education in secondary schools. The main finding shows that there are educators who favour inclusive education and there are those who are not in favour of inclusive education. Some contributing factors for not being in favour were reported as, lack of information regarding inclusive education, the time factor, lack of resources, inadequate knowledge and skills of educators, need for training, lack of teacher support, efficiency of the support teacher, disruptive and unchallenged learners and their impact on schools. Given the above findings and conclusion, the study recommends that educators should be sufficiently supported by well informed para-professionals, in order to make inclusive education a success. Resources should be well distributed to various institutions where inclusive education is going to be instituted. Government experts should work in collaboration with experts from the university with regard to the attainment of skills, in order to improve the work of educators at schools, particularly those who work with disabled learners. At school level, specialized educators and those who are able to identify learners with problems should be hired. The number of educators needs to increase, in order to reduce large numbers of learners in each class, which will enable educators to reach each learner.

The U.S. Economy does Differ from Europe’s: a less regulated labor market, but also an economy that is more hemmed in than might be expected. By European standards, America has hardish-working people, a state that collects fewer tax dollars, and workers who are paid well even if their holidays are short. In social policy, the contrasts are more moderate. Europeans commonly believe that the United States simply has no social policy—no social security, no unemployment benefits, no state pensions, and no assistance for the poor. As Jean-François Revel, the political philosopher and académicien, summed up French criticism, the United States shows “not the slightest bit of social solidarity.” Will Hutton similarly assures us that “The structures that support ordinary peoples’ lives—free health care, quality education, guarantees of reasonable living standards in old age, sickness or unemployment, housing for the disadvantaged— that Europeans take for granted are conspicuous by their absence.” And, in fact, the United States is the only developed nation, unless one counts South Africa, without some form of national health insurance, which is to say a system of requiring all its citizens to be insured in one way or another. This lack of universal health insurance is the one fact that every would-be comparativist working across the Atlantic knows, and the first one to be hoisted as the battle is engaged. One of the first attempts to quantify and rank health care performance, by the World Health Organization in 2000, gave the American system its due. Overall, it came in below any of our comparison countries, three notches under Denmark. In various specific aspects of health policy, it did better. For disability adjusted life expectancy, it came in above Ireland, Denmark, and Portugal; on the responsiveness of the health system, it ranked first; on a composite measure of various indicators summed up as “overall health system attainment,” it ranked above seven Western European countries. Even on the measure of “fairness of financial contribution to health systems,” where we might have expected an abysmal rating, the United States squeaked in above Portugal. That is, of course, damning with faint praise, especially given that in this particular aspect of the ranking—a well-meaning but other-worldly attempt by international bureaucrats to rake the entire globe over the teeth of one comb—Colombia came in first, outpacing its close rivals, Luxembourg and Belgium, while Libya beat out Sweden.
