Abstract:
Commander Derek Howse, who has died aged 78, was a man of many talents which he used unstintingly in time of war, and in times of peace for the public benefit. After a distinguished career in the Royal Navy he joined the Museum service, and rose in it to become the leading authority on the history of the buildings, instruments and astronomical timekeepers of the Royal Observatory at Greenwich, on the solution in the eighteenth century of the problem of determining the longitude at sea by lunar distance and by chronometer, and on the development and use of radar at sea.Derek was the son of a Captain of the Royal Navy, and at the age of thirteen and a half years followed his father into the Navy as a Naval Cadet. In HMS Britannia (then the Royal Naval College, Dartmouth) for the next three and a half years Derek was given a very broad – for those, even more for present times – education, for it was in the sciences and the humanities, in marine engineering and in seamanship, before going to sea as a midshipman in the 16″-gun battleship HMS Rodney for some two years. He then completed his sub-lieutenant's qualifying courses in navigation, gunnery, torpedoes, anti-submarine warfare and signals in 1939, as the Second World War broke out, when he again went to sea.

Abstract:
Self-harm is a major risk factor for suicide (Gunnell & Frankel, 1994) with around a quarter of suicides preceded by non-fatal self-harm in the previous year (Owens & House, 1994). Strategies for suicide prevention should include accurate monitoring of health service contacts due to self-harm. Unfortunately, the published literature points to few practical steps for ensuring this accuracy. We offer an account of running a database, to assist others who might be setting out on this monitoring process.

It's 10∶30 at night, the day after Halloween 2003. I'm standing in line outside of the Freedom Assembly of God Church in Tallahassee, Florida, to watch their first annual Hell House. Every October, hundreds of congregations across America mount religious dramas conceived as Christian Halloween alternatives. Such productions typically invoke and alter haunted-house conventions, replacing ghosts and monsters with demons and sin—all designed to confront unsaved audience members with the reality of spiritual warfare and the necessity of being born again. Whereas the Tallahassee version promised to be relatively modest, many other Hell House events boast huge production budgets and attract thousands of visitors annually. In recent years, these shows have garnered considerable media attention for their shocking, graphically staged scenes of “sin” and its consequences. Infamous images include gay people dying of AIDS and burning in hell, black-clad, Columbine-style gunmen mowing down Christians in schools, and blood-soaked abortions featuring vacuum-cleaner noises and bowls of raw meat meant to resemble fetuses. Criticism pours in from both left-wing advocacy groups and other evangelical Christians. It's “pornography for the soul,” it's “simplistic theology,” it's “spiritual violence.”

The day I leave Ampara on Sri Lanka's east coast, a wild elephant kills a woman and severely injures two others on the road near my house. This is the second fatal attack in town this year and, as before, the animal is rounded up and bundled back to the jungle in a truck. The incident seems to encapsulate something important about the nature of Sri Lanka: dark forces coiled beneath an appearance of calm. In the past month, for example, three security guards have been gunned down at hospitals in Ampara, Batticaloa and Sammanthurai. Yet the world of crisp nursing bonnets and clinical order remains intact throughout. No one knows who the killers were or how they chose their victims, but in this smoke and mirror conflict, rumours are fuelled of a final push by one side or the other. Then nothing happens, just more of the same, daily isolated encounters, as if it were in no one's interest to go for all-out war. Meanwhile the world's attention moves on to Lebanon.

Abstract:
On 29 September 1994, Cheb Hasni, the most renowned Rai singer living in Algeria, was gunned down outside his family's house in Gambetta, a quarter of the city of Waharan (Oran). He was one of many public figures (and some 50,000 others) who have been killed since the main opposition political party, the FIS (Islamic Salvation Front) was prevented from assuming power by the annulment of elections that they would have won in 1991. Like the most notable of Algeria's victims of violence, which include journalists, lawyers, doctors, television presenters and top policemen, Hasni represented a version of Algerian identity that some people clearly could not tolerate. Responsibility for his assassination has not been claimed, but the manner of his death was identical to others carried out by the armed faction of the fundamentalist Islamic movement, the GIA (Armed Islamic Group). His death has possibly marked the demise of a genre of North African popular music known as Rai as it was produced in Algeria. Rai has been a particularly problematic idiom for Islamists and secularists alike. Both groups nurture distinct views of the place of Algeria, and Algerians in the world, and the role of Islam and liberal secularism in Algeria. Rai music constructs its own distinct trajectories linking local and global, ‘East’ and ‘West’, and, in this way, constitutes a distinct problem for Algerians, and indeed other North Africans today.

Abstract:
This chapter discusses the Islamic State’s field-guide on propaganda. Entitled, ‘Media Operative, You Are Also a Mujahid,’ it was published in April 206 by the Islamic State’s official propaganda channel on the social media platform Telegram. The identity of the author was not provided, but the text was attributed to the group’s central publishing house, al-Himmah Publications. A ‘revised and updated’ edition of a similar booklet that appeared in a video produced by the group the year before, it straddled the middle ground between ‘jihadi strategic studies’ and more stereotypically exhortative propaganda. The document was conceived with a view to setting out the importance of propaganda and eschewing the concerns of media operatives that they, as cameramen not gunmen, were participating in a watered-down version of jihad.

Chapter 9 discusses an important legislative rules change (Joint Rule 20A) which critics claimed weekend the powers of rank-and-file legislators. Joint Rule 20A had no direct effect on the executive branch of government. The chapter explains how House Speaker Philip Gunn and Lt. Governor Tate Reeves pushed through the rules change during the opening day of their tenure to prohibit any legislators from trying to increase the budget of any agency without stating from what agency the increase in funding would be taken.
