The weapons ban at elementary and secondary schools began with passage of the Gun-Free School Zones Act in 1990. Schools are subject to federal, state, and local policies regarding the presence of guns on school property. The federal laws affect both adult and student behavior regarding guns at schools. State laws tend to address both possession of weapons at schools in addition to the right to conceal weapons. This paper provides a theoretical and empirical analysis of cross-state externalities associated with gun regulations that impact gun trafficking. Using tracing data, which identify the source state for crime guns recovered in destination states, we find that firearms tend to flow from states with weak laws to states with strict laws, satisfying a key theoretical condition for the existence of externalities.
