Full textThe present thesis has as an ambition to understand the mechanisms of the production of the precarious habitat in Yaounde and the strategies of the various private and public actors to reabsorb it. It results from a methodology which combines the document retrieval, the direct observations, the investigations by questionnaire near a representative sample of the households of the districts with precarious habitat of Yaounde, and the talks at the chiefs of districts, persons in charge of associations and ONG of Yaounde, working in the improvement of the districts with precarious habitat. It comes out from this study that the districts with precarious habitat of the town of Yaounde develop primarily on the slopes of steep hills and in the funds of marshy valleys. They pose real problems which push the urban powers on the one hand to shave them (Municipality) and on the other hand to implement at it strategies and/or programs of improvement (the State through the PPAB and the PDUE; ONG, associations of the districts, individuals, etc). Indeed, the precarious habitat in the studied districts first of all occupied the slopes of steep hills, then was spread out in the marshes, zones in theory not aedificandi. These districts gather nearly 90% of the population of the city. The latter, which comes from various geographical horizons, does not have a land title guaranteeing the property to him and the land transactions are done there in the illegality. The dwellings as for them, are built by drudges who employ materials of fortune. The districts with precarious habitat of the town of Yaounde have real problems of cleansing. The evacuation of solid waste constitutes a thorny question for the households, especially in terms of access to the services of collection of quality. The distribution network of electricity present in a permanent way of the failures, and the water provision is done either in sub-renting starting from a tap pertaining to a individual, or on the terminal fountain, or with a source or in a water well. The anarchistic occupation of the slopes of steep hills and the funds of marshy valleys is in the beginning many “natural” phenomena of which erosion, landslides and floods. The strategies of treatment of the precarious habitat by the public urban powers are directed on the one hand towards the abandonment without compensation for the populations not having neither land title, nor building permit, and on the other hand towards opening-up by reorganization. Several ONG and associations of the districts contribute to the cleansing of certain districts with precarious habitat in the town of Yaounde. Also, the populations of these districts employ techniques of fortune to stabilize the occupied mediums and to thus make vis-a-vis the hydrological and geomorphological problems. The operations of reorganization of the sectors with precarious dwellings and of rehousing of the populations installed in zones at real risk, are operations of installation adapted in the socio-economic context yaoundéen. For a more effective improvement, the State must imperatively carry out normative and administrative structural changes various scales. The legislation should thus plan the option of a refitting of the precarious sectors of the districts with a long-term aim to standardize the land situation their inhabitants. The public authorities must become aware of the utility to integrate the problems of the districts into precarious habitat in the planning of the evolution of their territory

Full textLike many cities of the third world, authorities in abidjan are confronted with a rapid expansion of squatters. A consequence of the increasing demographic pressure on the one hand and the effects of the economic crisis on the other hand, the number of wood and cardboard houses is growing continuously. This precarious habitat attracts people from different ethnic and cultural groups, and with very diverse migratory and socio-professional backgrounds. Important small scale craftsmen and trade people live. . . Work inside these slums and prosper. This habitat generates an important small-scale construction materials industry and attacts numerous craftsmen and traders. Since their activities prosper, these areas are intersting for local administrations in term of tax incomes. Additionally, there are political and electoral interests at stake. Since 1970, many international institutions have shown increasing interest in these settlements. The world bank has called for their full integration in the urban system, but this options often clashes against local interests. The population concerned has been become consious of their weight and developed strategies for obtaining the legalisation of the fait accompli. In front of both the population and the financial backers, the state has surrendered. More than ever, poor housing areas have became the objet of negotiations and bargainings. Thus, integrating those two ideals in reflexions concerning these settlements, may be a new and important way of solving the problem of precarious housing

Full textThis research questions the inconsistencies between form, regulatory status and use of land, more precisely of freehold. These inconsistencies can create abandoned and neglected spaces. The persistence of this phenomenon demonstrates the necessity of inventing new words to define new mechanisms. In this perspective, I introduce the notion of tiers foncier (third freehold), which can be defined as a transitional state of land, evading the standards established in the regulated city. To define the tiers foncier, I analyzed its forms, status and uses, in the center and the periphery of Marseille. The comparison highlights singular situations: morphological, regulatory and social, in relation to the context (territory and actors). This analysis, based on an intensive (6 cases) and an extensive (scale of Marseille) survey shows that the tiers foncier is marked by several issues: precarious habitat, collective space and biodiversity. In parallel, I analyzed power relations, negotiations, strategies, tactics, and initiatives in these contexts. On this basis, I have been looking for ways of acting on the tiers foncier. For that, I chose to develop action research processes and to analyze their effects. It shows how and why the tiers foncier can be an opportunity to experiment participatory projects or, on the contrary, how and why such efforts failed. This research identifies the tiers foncier not as an empty space to fill up, but as an element of the city which supports an informal urban development. Finally, a major challenge of the tiers foncier is to explore how to allow the development of processes of appropriation, without reducing the margins of manoeuvre of citizens

Full textThe general approach of this thesis is to study the way in which spaces known as squats, shanty towns and illegal encampments are administered by the public authorities and, by extension, their inhabitants, in the light of the study of the housing category 'Roma encampments' that was defined by a circular on 5 August 2010. The analysis of the implementation of the management and eviction of these spaces is based on an ethnography of shantytowns initiated in 2012 in various French cities and particularly in the city of Marseille, as well as on interviews, various forms of observation and the analysis of grey literature. From the development of public policies to their implementation by state-operated associations in the city of Marseille (with a focus on the year 2020), this thesis analyses public action at the local level in order to propose an interpretation of the national situation. By looking at the way in which certain types of precarious housing identified as illicit or even illegal are named and classified, this work sheds light on the ways in which the residents of these areas are categorised. What is formulated as a housing policy actually administers the people who live there, i.e. the people designated as Roma in the 2010 circular. The thesis highlights the fact that the process of labelling these spaces as 'squats', 'shanty towns', 'encampments' and also 'copropriété dégradée' by the public authorities tells us little about the nature of these spaces (the materials of which they are made, their legality or their longevity), but is part of a process of categorising the people who live there. Not all people perceived as Roma living in shantytowns in Marseille are subject to the same logic for classifying their housing, and thus to the same implementation of social monitoring enabling access to certain rights: depending on nationality, language(s) and administrative status, public policy does not take on the same aspect, both in terms of its social aspect (social monitoring based on the social diagnosis set out in the 2012 circular) and its security aspect (housing evictions and deportation from the French territory). This thesis aims to contribute to the debate around the way in which so-called Roma migrants are categorised in France by looking at the social relations of race, gender and class at work in the administration of precarious housing known as squats, shanty towns and encampments

It focuses on one of the forms of non-ordinary housing that has seen massive development in France in recent years: residential camping. Combining an ethnographic immersion in several campsites in the Paris region, interviews, archives and statistics, it shows the existence of a real internal stratification within this habitat, taking into account the heterogeneity of residential situations, trajectories, resources, experiences and lifestyles of the inhabitants. Residential camping has in fact emerged as fulfilling three major social functions which segment the population that practices it: it may represent an alternative to the inaccessible single-family home, or stand as a subjective and objective downgrading or even be a solution that makes up for the shortage of affordable housing, thus preventing the extreme destitution of living in the streets. Illustrating a dispositionalist-contextualist approach to ways of living, the thesis connects these three functions of camping - which also constitute three distinct lifestyles - with the particular characteristics of this unusual form of housing. It also links it to different resources, trajectories and forms of residential socialisation corresponding to relatively homogeneous popular dispositions. Finally, it identifies the causes, dynamics and consequences of eviction practices by documenting "from the inside" the case of a campground closure, an example of the risk involved in the legal status of this habitat

Full textVacant lots and derelict spaces along motorways, insofar as they are wastelands, have a temporary but chronic existence in the city. These wastelands may appear, from the outside, to be abandoned, unoccupied, and sometimes impenetrable. However, they often include shelters, tents or huts, little or not at all visible from the urban spaces that surround them. Based on an ethnography of these discrete, precarious and unstable situations, this doctoral dissertation in anthropology examines from within and through the lens of dwelling, wastelands located in the inner suburbs of Paris. What does the effacement of shelters tell about the "being-in-the-world" and the relationship to the city of their inhabitants? How does this visual disappearance make it possible to understand what constitutes a certain habitability of wasteland? How does this habitability differ from, and even how does it confront, appropriation? Effacement of shelters, “being-in-the-world”, and relationship to the city show that, among other things, these wasteland - seemingly useless, fenced, indeterminate, unsuitable as housing or shelter - are, within the determined, planned and controlled city, essential for those who, French or foreign, from Europe or otherwise, migrants or immigrants, staying for a short time or for a long time in the city, do not have their own space and are not protected by society, the City or the State
