Abstract Referring to precedents in the eighteenth-century quasi-judicial practice of the intendant in French Hainault. – Following the practice already in use in the King's Council and government departments, the Commissioner in the French Hainault province (commissaire départi en Hainaut) started towards the beginning of the 18th century to keep all documents received or drafted by his offices. These documents included the orders he issued in adjudicating cases brought before him. As intendant, he had at his disposal the files of the proceedings in which he had had to reach a decision in his quasi-judicial capacity. Judgements rendered in previous cases could help him to solve new cases. As these precedents were documented in his records, he was able to develop a case law in particular areas, such as tax litigation.

This article describes the hitherto unsuspected transmission to England of the two motets in Paris, Bibliothèque Nationale, MS français 571 (also found in Chaillou de Pesstain's interpolated version of the Roman de Fauvel (MS français 146)) as a direct product of the period spent in France by Isabella, Queen of England, 1325-1326, and of the negotiations for the marriage of her son, the future Edward III of England. Isabella's expedition, both before and after the open break with her husband, Edward II, afforded numerous opportunities for the proximity of English and French musicians; new documentation presented here permits the charting in detail of English clerics' contacts with Gervais du Bus, one of the authors of the Roman de Fauvel, and with Philippe de Vitry. A new dating is advanced for MS français 571, compiled for the marriage of Prince Edward and Philippa of Hainault. Edward's proximity to the French royal line (and the residual English claim to the French throne) provided a rationale not only for the English diplomatic handling of the marriage, but also for the inclusion of the motet texts in MS français 571. The motets' topical texts, originally cast with other purposes in mind, are here subordinated to the broader political program of the Anglo-Hainault marriage. Thus, far from being monofunctional, fourteenth-century motets could be re-used in new contexts that made quite different uses of the messages promulgated in their texts: the adaptability of individual motets may, indeed, have been a fundamental cause in their transmission and even in their later survival.

Abstract:
The Acer seed midge, a new species and genus of gall midge, Acumyia acericola (Diptera: Cecidomyiidae), is described on the basis of larval, pupal and adult specimens from collections made at Hainault Forest and Lambourne Common, Essex, and other parts of the UK, during 2006–08. The new genus is distinguished from all known genera of Cecidomyiidae by the combination of a larval puparium and an aciculate ovipositor. It is assigned to the supertribe Lasiopteridi and probably belongs in the tribe Dasineurini. Larvae develop in the ovular cavities of field maple, Acer campestre L., and Norway maple, A. platanoides L., and prevent seed development. Observations suggest that this species is biennial, with final instar larvae surviving for at least two years in Acer seeds lying in leaf litter and soil. The species has been recorded from Acer seeds in continental Europe and plant quarantine interceptions in the USA indicate that the same or similar species are present in Japan and China. Two puparia, possibly of this species, were discovered recently in A. palmatum fruits collected in Honshu, northern Japan.

Voor het voeren van zijn Flamenpolitik tijdens de Eerste Wereldoorlog, deed het Duitse Rijk beroep op een omvangrijke propaganda. Daarmee wilde het de Vlaamsgezinden er onder andere van overtuigen dat er in het buitenland een anti-Vlaamse hetze woedde. In vrijwel de hele literatuur over Flamenpolitik en activisme werd (en wordt) het aangenomen dat de wallingant Buisset, een liberale volksvertegenwoordiger uit Henegouwen, al bij de eerste gouverneur-generaal was gaan aandringen op de afschaffing van het Nederlands. Nader onderzoek leert ons echter dat het verhaal over Buisset op een Duitse propagandafabel berust, ons vooral overgeleverd via een bewuste Hineinterpretierung van oud-activist A.L. Faingnaert. Het verhaal moet ook in samenhang gezien worden met de propaganda van de Duitse stromannen in Nederland die medio 1915 de Flamenpolitik een versnelling hoger deden schakelen.________“The Walloons tried to convince us hundreds of times that there were no more Flemings left …” The story about Buisset and the German propaganda (1914-1915)During the First World War, the German Empire called upon an extensive propaganda for the propagation of its Flamenpolitik. In this way, it tried to convince the Pro-Flemish among other things of the existence of an anti-Flemish witch-hunt abroad. Practically the entire literature about the Flamenpolitik and activism assumed (and still assumes) that the wallingant Buisset, a liberal Member of Parliament from Hainault, had already approached the first governor-general to urge the abolishment of the Dutch language. However, further research indicates that the story about Buisset is based on German propaganda fiction, and has in particular been handed down by an intentional Hineinterpretierung by former activist A.L. Faingnaert. The story also needs to be viewed in context with the propaganda of the German front men in the Netherlands who cranked up the Flamenpolitik around the middle of 1915.

Abstract:
In April 1204, the army of the Fourth Crusade captured Constantinople. For the leading princes, it was self-evident that they would install an imperator of their own in the Queen of Cities. Their choice fell on Baldwin IX/VI, count of Flanders/Hainault. In this contribution, we aim to analyse how Baldwin and his successors saw their emperorship, and how they and their empire were seen by others in Byzantium and the West. The current historiographical term, ‘Latin Empire of Constantinople’, reflects the prevailing view that an entirely new political construct had been set up replacing the former Byzantine Empire. However, contemporaries, both the emperors themselves as well as outsiders, consistently referred to the empire using both Latin and Greek terms that, prior to 1204, had been commonly employed to refer to the Byzantine Empire. Yet eastern and western conceptions of the nature of the empire before 1204 differed greatly: it was ‘Greek’ in Latin eyes, ‘Roman’ in Byzantine eyes. The Constantinopolitan imperial crown having been placed on his head, Baldwin became heir to these conflicting traditions. Moreover, rival imperial claims soon arose within the Byzantine space in neighbouring Byzantine successor states. In the face of these challenges, the Latin emperors strove to formulate a political ideology legitimising their claim to imperial rule. We will argue that in essence the successive Latin emperors adopted, up to a point, the key tenets of Byzantine imperial theory (Roman character, universalism, emperors as vicars of Christ and autocracy). Their western background and their different relationship with the West led to certain changes, but whether these should be seen as fundamentally un-Byzantine is not self-evident. Conversely, the presence of the now Latin rulers on the Constantinopolitan throne also led to changes in the western perception of the eastern empire.

Summary During the late Middle Ages, the organisation of voluntary jurisdiction in the customary regions of the Southern Low Countries was strongly determined by local developments. While it thrived in the major bishoprics of Liège and Tournai as well as in the commercial centers of Flanders and Brabant, historiography long assumed that the notary public failed to integrate into society in the rural county of Hainaut. Competition with the more dominant aldermen and comital vassals or hommes de fief supposedly prevented notaries from institutionalising their role as private legal intermediaries. Yet, the long-held top-down perspective disregarded interactions between, and the mutual competition among these different ‘agents’, thus creating a unilateral view that emphasised the importance of existing or indigenous alternatives. This contribution aims to better comprehend the organisation of late-medieval voluntary jurisdiction in Hainaut, taking the co-existence of public notaries and hommes de fief into consideration. From a bottom-up approach, relying on contemporary documentary writing practices, it will demonstrate how they both employed pragmatic literacy to gain authority, claim fides publica, and consolidate their own institutional position as such. This paradigm shift offers a framework that nuances previous insights regarding the reception of and developments within the notarial office in late-medieval Hainaut.

Although some of these abbeys owed their foundation to the countesses Jeanne and Marguerite of Flanders, analysis here concentrates on the lives and foundations of other noblewomen who continued to have power over property in the thirteenth century. Their religious patronage was often an aspect of their public (rather than private) authority.

AbstractIn 1998, the European Community, the Region Wallonne, and the Province du Hainaut funded the project known as the Centre for the control of animal health and its management (CESAM). This project was initiated in the Hainaut province of Belgium to answer problems encountered by cattle producers. Its overall goal is the identification of stages in the entire bovine production process where economic efficiency can be increased. A part of this project aims principally at the study of the impact of health-related problems on dairy production. For this part of the project, 32 veterinarians and 51 farmers started collecting data in the field. The methodology for data collection was based mainly on the harmony between the farmer and the veterinarian. Therefore, several procedures were implemented to ensure adequate motivation of both farmers and veterinarians. Farmers note all events of their livestock using a list, which contains disease events, preventive treatments, reasons for culling, and management practices. A veterinarian visits farms monthly to validate collected data and to discuss specific problems. During these farm visits, veterinarians collect body condition scores on adult cows. Veterinarians record also information on health problems they encounter during their normal practice using an international health data recording nomenclature. A national organization provides unique animal identification system. Production data will be recorded and feeding practices, milking procedures and barn comfort indices will be regularly investigated. All data will be collected on pre-printed documents, scanned at CESAM and centralized in a relational computer database. Criteria to evaluate the quality of the proposed methodology are presented.

Abstract Paleomagnetic sampling was carried out in Mesozoic exposures of Northwest France and Southeast Belgium. Cretaceous localities in Hainaut, Boulonnais and Normandie yielded statistically well defined paleomagnetic directions. These localities fall into two groups. Hainaut and Boulonnais are characterized by declinations suggesting 30° counterclockwise (CCW) angular deviation of declination with respect to the present North, while Normandie exhibits moderate (12°) clockwise (CW) angular deviation with respect to the present North. In Normandie, we also observed occasionally very weak signals of a CCW deviated component, which, however, could not be treated statistically. Fold test suggests that both groups of samples were remagnetized during deformation. The overall mean paleomagnetic declination of the first group is westernly, that of the second group practically coincides with post-Eocene European reference directions, From assessing structural inversion and relevant paleostress-directions in Normandie, remagnetization may be connected to tectonic inversion in late Eocene-Oligocene times. While the statistically meaningful paleomagnetic result for the second group fit the synthetic stable European apparent polar wander path (APWP) at about 30 Ma, the overall mean paleomagnetic direction of the first group (based on 5 localities, representing 42 samples) defines a pole which is significantly offset from it, at any time following the deposition of the studied sediments. One explanation of this offset could be intraplate rotation on a small (Brabant Massif) scale. However, the angle of deviation in declination seems to be too large for a tectonic solution. Furthermore the data obtained from the Paleozoic do not show such declination deviation. It seems, therefore, that we need to increase considerably the direct stable European paleomagnetic database for the late Cretaceous-Tertiary, in order to further improve the late Cretaceous-Paleogene segment of the European APWP.

Abstract Latin Constantinople in the 1240s and 1250s has often been considered a ripe fruit waiting to fall into the hands of one of the competing political entities in the region (Nicaea, Epiros, Bulgaria, etc.). This paper argues, on the contrary, that under Emperor Baldwin II (1240-1273) the Latin Empire remained a dynamic power in the post-1204 Byzantine world. The basis for this re-evaluation is a revisionist study of the genealogical relations between a number of leading families in the region (among others the Villehardouin, Da Verona, and Cayeux), creating networks both within Latin Romania and beyond. One of the main hypotheses advanced is that two Serbian queens – Stefan Nemanja’s third wife Anna (of Hainaut) and Stefan Uroš I’s wife Helena (Angelos/Courtenay) – were in fact what one might call Latin imperial princesses. This in turn leads to a reconsideration of Latin-Serbian relations in the period 1204-1261.

Abstract:
The State reform is at the root of a deep mutation of institutions in Wallonia. Indeed, the regionalist trend has increased. With this renunciation of the French speakers from Brussels, the two political parties, FDF and PRL, have decided to join their efforts in order to safeguard their interests. A lot of Walloons get worried about federal Belgium Kingdom. Being anxious to demonstrate their attachment to Belgium, they organize a unitary demonstration and thus show their affection to late King Baudouin, symbol of national unity. 1993 is also theyear of "juridical affairs". With the investigations about the murder of André Cools, some socialist politicians are harassed. Misappropriation of stolen securities, corruption, murder are the headlines in the newspaper almost wholeyear. From an economic point ofview, the province of Hainaut region highly reached by the economic crisis gets some help from the European Community being called "Objective I Europe". In the educative field, the French speaking teaching is deeply modified.
