O artigo descreve o trabalho de meninos (de 7 a 13 anos) em uma pedreira na região da Grand’Anse (Haiti). Os meninos, oriundos de famílias bastante pobres, engajam-se nessa atividade por iniciativa própria e a realizam praticamente sem supervisão de adultos. Eles poupam a maior parte do dinheiro, realizando o que chamei de “ciclo de capitalização” que, ao cabo de 8 a 10 anos, lhes permitirá, através da compra, criação e revenda de animais (galinhas, cabras, um boi), aceder a um lote de terra. Assim, aos olhos dos camponeses locais, poderão mostrar-se como capazes de entrar na vida adulta.

Abstract:
In the eighteenth century, Haiti was the world’s leading sugar producer, but when cane surged in the Caribbean in the early twentieth century, Haiti produced none. Instead, the land sat idle while workers emigrated to work on sugar plantations. I examine the hypothesis that historical property rights institutions created high transaction costs for converting land to cane production. I collect new data on land-use from 1928–1950 and a proxy for transaction costs. The evidence suggests transaction costs impeded the land market from responding to the sugar boom.

Segundo a Organização Pan-americana de Saúde, as principais causas de mortalidade no país nos últimos anos foram as doenças infecciosas representando 14% das mortes e as doenças do sistema circulatório 20%. Considerando os aspectos acima relacionados acredita-se que uma maior compreensão sobre as políticas de prevenção e promoção em saúde aplicado pelo estado do Haiti permitirá compreender se essas políticas atendem as verdadeiras demandas em saúde da população haitiana.
