Abstract:
Uma pesquisa sobre o Princípio Responsabilidade proposto por Hans Jonas é o assunto do presente trabalho. Buscou-se explicitar sobre as peculiaridades da responsabilidade sob uma perspectiva filosófica englobando um novo agir ético frente ao momento tecnológico. A justificativa para a escolha deste tema está na necessidade de ampliação da reflexão sobre o agir humano em relação a natureza, uma vez que este não tem acompanhado a problemática ambiental da atualidade. A questão filosófica que permeia esta dissertação ficou assim descrita: quais os principais fundamentos da ética constituem o Princípio Responsabilidade? Os objetivos centrais e secundários buscam realizar uma pesquisa para compreender os aspectos da ética inseridos no Princípio Responsabilidade propostos por Hans Jonas e pesquisar sobre as características da responsabilidade, sendo estas, autonomia, razão e liberdade respectivamente. Metodologicamente, por se tratar de um estudo teórico, utilizou-se pesquisa bibliográfica. Caracteriza-se também pela tipologia expositiva uma vez que reúne fontes complementares e de apoio para o levantamento e organização dos dados. Pode-se compreender o princípio da responsabilidade como um conceito que está estreitamente ligado à virtude e ao senso de responsabilidade universal. Explaining about the singularities of responsibility under the philosophical perspective that embraces a new ethical action towards the technological moment is one of its aims. The justification for the choice of this topic is on the necessity of expanding the reflection about human action in relation to nature, since it has not been following the environmental problematics of contemporary world. The philosophical question that permeates this dissertation is as follows: what are the main bases of ethics that constitute the Responsibility Principle? The central and secondary objectives are useful for understanding the ethical aspects intrinsic in the Responsibility Principle proposed by Hans Jonas and for the research about the characteristics of responsibility, as autonomy, reasoning and freedom respectively. Methodologically, for being a theoretical study, a descriptive research including a bibliographical research was used. The research is also characterized by the expositive typology, since it gathers complementary sources for the data resurgence and organization. The Principle of Responsibility can be understood as a concept that is closely related to the virtue and the sense of universal responsibility. Furthermore, it is a driving force based on an ethic of relations of humans with the environment, each having a role. Both of them are interrelated and as a new imperative for the entire human kind, taking into account that the continuous progress cannot be stopped.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior<br>Assumimos como objeto de trabalho a proposta de uma nova teoria Ãtica elaborada pelo filÃsofo alemÃo Hans Jonas(1903-1993). Preocupado com o rumo catastrÃfico que a civilizaÃÃo tecno-cientifica parece estar tomando, Jonas em seu Principio Responsabilidade (1979) desvela os problemas engendrados pelo uso desmedido da tÃcnica. Desta forma, tal obra se revela aqui como reflexÃo fundamental para o desenvolvimento deste trabalho. No primeiro momento, nos deteremos a abordar a questÃo da tÃcnica imbricada à sociedade tecnolÃgica, passando pela figura alegÃrica do Prometeu desacorrentado, percorremos as implicaÃÃes do programa baconiano de dominaÃÃo da natureza assumido na era moderna, retornando à influÃncia do estoicismo, atà uma reformulaÃÃo do imperativo kantiano, dada as modificaÃÃes pelas quais a Ãtica contemporÃnea à submetida. No segundo momento, a questÃo da ontologia da vida evidencia a necessidade do reconhecimento do valor intrÃnseco do ser orgÃnico, pensando uma Ãtica para alÃm do antropocentrismo; ao reconhecer o homem nÃo sà como agente modificador da natureza, mas tambÃm, como objeto de sua prÃpria invenÃÃo, refletir atà que ponto o homem da sociedade tecnolÃgica ainda mantÃm sua essÃncia humana. Por fim, o terceiro momento abriga a heurÃstica do temor assumida como mÃtodo, pensando a responsabilidade como um princÃpio politico, Ãtico e coletivo, mas sobretudo, um compromisso para com as geraÃÃes futuras.<br>We assume, as object of work, a new proposal ethical theory developed by the German philosopher Hans Jonas(1903-1993). Concerned about the catastrophic direction that techno-scientific civilization seems to be taking Jonas in his Principle Responsibility (1979) unveils the problems engendered by excessive use of the technique. Thus, this work reveals itself as crucial to the development of this work reflection. At first, we will consider in addressing the issue of imbricated technique technological society, through the allegorical figure of Prometheus unchained, traveled the implications of baconian program assumed domination of nature in the modern era, returning to the influence of estocisimo, to a reformulation of Kantinian impertive given the changes for which contemporary ethics is submitted. On the second point, the question of life ontology highlights the need to recognize the intrinsic value of being organic, ethical thinking beyond anthropocentrism; to recognize the man not only as modifier of nature, but also as an object of their own involvement, reflecting the extent to which the man of the technological society still retains his human essence. Finally, the third phase houses the heuristic method assumed as fear , thinking the responsibility as a political , ethical and collective principle , but above all , a commitment to future generations

Abstract:
Hans Jonas (1903-1993) foi um filósofo judeu-alemão que sob os auspícios de Martin Heidegger desenvolveu uma leitura existencialista do fenômeno do gnosticismo, visto por ele como uma religião dualista cujos contornos antecedem e influenciam o Cristianismo Primitivo. Esta leitura tem ecos ainda hoje na reconstrução histórica do gnosticismo, ainda que alguns autores modernos como Michael Williams (1996) e Karen King (2001) tenham feito duras críticas. Na presente dissertação, verificamos que a análise de Jonas é permeada por conceitos antitéticos na formulação do problema gnóstico. São eles: oriente e ocidente, mito e misticismo, mitologia e filosofia, conhecimento e fé, princípio gnóstico e princípio de responsabilidade. Os conceitos antitéticos são limitativos, pois são assimétricos, isto é, a contraparte que pretendem definir é inferiorizada. (KOSELLECK, 2006) Embora Jonas tenha se voltado ao problema do organismo como ontologia após a experiência traumática da Segunda Guerra Mundial, o princípio gnóstico foi a pedra de toque para a formulação de outro princípio em seu período de maturidade: o princípio responsabilidade. Portanto, concordamos com Wadelstein (2000) quando afirma que a franca hostilidade ao princípio gnóstico do Jonas filósofo da natureza e da responsabilidade não permitiu que sua leitura do gnosticismo avançasse, não obstante a possibilidade de contato com os novos documentos de Nag Hammadi.<br>Hans Jonas (1903-1993) was a German-Jew philosopher who developed an existentialist view to the gnostic phenomena under the scope and orientation of Martin Heidegger, which is a dualistic religion which boundaries had preceded and influenced the Early Christians. Such understanding has yet today played an important role on the historical reconstruction of Gnosticism, even though it has gathered heavy criticism from current scholars such as Michael Williams (1996) and Karen King (2001). In this dissertation is verified that Jonas‘analysis over Gnosticism is trespassed by non-ethical concepts in the basis to the development of the Gnostic construct. So they are: East and West; Myth and Mysticism; Mythology and Philosophy, Faith and Knowledge, Gnostic Principle and Responsibility Principle. Such non-ethical concepts are restrictive itselves since they are asymmetrical, namely, the counterpart they are supposed to define is diminished by them (KOSELLECK, 2006). Although Hans Jonas had turned to face the problem of the self as an ontological one, after World War II, it was the Gnostic Principle the linking point to the construction of his other Principle on his later days: the Responsibility Principle. So that, in accordance to Wadelstein (2000), it was due to the plain hostility towards Jonas’ construct on Gnostic Principle that prevented his understanding over gnosticism from advancing further, despite the possible conection of his ideas with the new-found Nag Hammadi papers.

A teoria de Hans Jonas está pautada na necessidade de uma nova abordagem ética decorrente da tecnologia, visto que as éticas tradicionais estavam centradas no sujeito, e no cenário contemporâneo o poder desencadeado pela técnica moderna tornou-se um grave problema, pois colocou o homem como objeto da técnica. É urgente a necessidade de refletir acerca do avanço tecnológico, visto que, põe em risco a autenticidade da vida humana. Para compreender o exposto, o método de pesquisa será o analítico descritivo, e o trabalho estará dividido em três partes. O primeiro capítulo apresentará algumas distinções acerca da técnica pré-moderna, que possuía objetivos determinados e previsíveis; e, a técnica moderna, elucidando sua relação com a concepção moderna de ciência, e, principalmente, sua imprevisibilidade, que pode culminar com consequências benéficas ou indesejáveis. O segundo capítulo privilegiará a “heurística do temor”, conceito proposto por Jonas que busca através do sentimento de temor uma atitude de prudência frente às inovações tecnológicas, tendo como premissa evitar um prognóstico desfavorável, possuindo como aporte, hipóteses, previsões científicas e imagéticas. No início do terceiro capítulo será comparada, brevemente, a ética kantiana e a ética jonaseana, e, posteriormente será argumentado por que é importante uma responsabilidade intergeracional, bem como a continuidade da vida. There is an urgent need to think straight about technological progress, since it puts at risk the authenticity of human life. For the object of this research, the method will rely on descriptive analysis, and the work presents itself divided into three parts. The first chapter shows some references about the premodern technique, which has determined and predictable goals; and the modern technique, elucidating its relation to a contemporary conception of science, and especially its unpredictability, which can end up with both beneficial or undesirable consequences. The second chapter will focus on a "heuristic of fear", a concept proposed by Jonas that seeks through the feeling of fear an attitude of prudence in the face of technological innovations, based on avoiding unfavourable prognosis, laying its pillars on scientific, imagery hypotheses or previews. At the beginning of the third chapter, Kantian ethics and Jonah's ethics will be briefly compared, and then, it is shown how intergenerational responsibility and continuity of life are important. The result of the present research elucidates the importance of bad prognosis, due to the heuristic of fear, considering that this resource leads to acting with responsibility and,consequently, to the preservation of human and extrahuman life (sic).

Tesina para optar al grado de Licenciada en Filosofía<br>Abordando el problema de la idea de la técnica como la nueva empresa del hombre y el pensamiento técnico como causa radical del trato despótico del hombre sobre la naturaleza, se desarrolla una crítica a su ideal de progreso. La ética de la responsabilidad propuesta por Hans Jonas guarda en sí un proyecto ético como idea de progreso, desde la crítica a las ideas convencionales, materiales y escatológicas de progreso, en una reformulación antropológica tanto de los individuos como el curso de la humanidad y la ampliación del mundo ético. El progreso es concebido como algo más allá de lo humano, como un movimiento que involucra a la entera naturaleza, y a cada uno de sus individuos. Es la consideración de este proyecto que ha pasado por alto su esfera política, que desde el proyecto ético de responsabilidad se abordara su posibilidad y facilitación desde el replanteamiento individual en la educación del sentimiento de responsabilidad, y político desde el replanteamiento de la dignidad y las capacidades como nuevo criterio de justicia. El texto que se encuentra estructurado en tres capítulos, se desarrolla así: el primero da cuenta del problema de la técnica, abordando las reflexiones tanto de Jonas como de su maestro Heidegger, planteándose aquí la búsqueda del problema radical en el trato despótico del hombre con la naturaleza en la técnica como nueva empresa de la humanidad. El segundo trata la técnica como un ideal de progreso, desde lo que se desarrollara una crítica y reformulación de progreso como proyecto ético en Hans Jonas, el principio de responsabilidad, alberga en si la posibilidad un ideal de progreso, el ejercicio de una forma responsable de relacionarse con el mundo lo que abrirá paso a un proyecto ético y un ideal de progreso encontrado en el individuo y la evolución, pero no en el ejercicio de las sociedades; el proyecto ético de Hans Jonas se esboza como un avance real de prudencia y cuidado, tanto de los humanos como de toda la vida. El tercer y último capítulo contiene un análisis sobre la posibilidad efectiva desde un cambio del marco político para el ejercicio del principio de responsabilidad, esto desde un ejercicio político de dos planteamientos éticos: la posibilidad dada por el pensamiento de la educación del sentimiento de responsabilidad; y un nuevo criterio de dignidad y justicia política.

In spite of popularity of the Gaussian distribution in financial modeling, we demonstrated that Levy’s stable distribution is more suitable due to its theoretical reasons and analysis results. We study the possibility of construction indicators- precursors relying on one of the most power-law tailed distributions - Levy’s stable distribution. Here, we apply moving window based procedure for calculation of Levy’s parameters - a - stability and /?- skewness for daily values of Dow Jones Industrial Average (from 1 March 2000 to 28 March 2019), the gold price (from 1 April 1968 to 8 May 2019) and Brent crude oil price (from 2 January 1986 to 6 May 2019) which show their effectiveness as indicators of crisis states. For the construction of the indicators, were selected time series of and, accordingly, for oil. Dow Jones’ time series has the period from 2 January 1920 to 2019. We conclude that a and /3 parameters of Levy’s stable distribution of the observed assets, which demonstrate characteristic behavior for crash and critical states, can serve as an indicator-precursors of the unstable states.

Abstract:
In this paper, the possibility of using some econophysical methods for quantitative assessment of complexity measures: entropy (Shannon, Approximate and Permutation entropies), fractal (Multifractal detrended fluctuation analysis – MF-DFA), and quantum (Heisenberg uncertainty principle) is investigated. Comparing the capability of both entropies, it is obtained that both measures are presented to be computationally efficient, robust, and useful. Each of them detects patterns that are general for crisis states. The similar results are for other measures. MF-DFA approach gives evidence that Dow Jones Sustainability Index is multifractal, and the degree of it changes significantly at different periods. Moreover, we demonstrate that the quantum apparatus of econophysics has reliable models for the identification of instability periods. We conclude that these measures make it possible to establish that the socially responsive exhibits characteristic patterns of complexity, and the proposed measures of complexity allow us to build indicators-precursors of critical and crisis phenomena.

Indonesia is facing a learning crisis. While schooling has increased dramatically in the last 30 years, the quality of education has remained mediocre (Rosser et al., 2022). Teacher capability is an often cited weakness of the system, along with policies and system governance. Approaches focused primarily on adding resources to education have not yielded expected outcomes of increased quality. “It is a tragedy that in the second decade of the twenty-first century, some children in Indonesia are not completing primary school and are turned out into the workforce as functional illiterates.” (Suryadarma and Jones, 2013; Nihayah et al., 2020). In the early 2000s, Indonesia began a process of decentralising service delivery, including education, to the district level. Many responsibilities were transferred from the central government to districts, but some key authorities, such as hiring of civil service teachers, remained with the central government. The Indonesian system is complex and challenging to manage, with more than 300 ethnic groups and networks of authority spread over more than 500 administrative districts (Suryadarma and Jones, 2013). Niken Rarasati and Daniel Suryadarma researchers at SMERU, an Indonesian think tank and NGO, understood this context well. Their prior experience working in the education sector had shown them that improving the quality of education within the classroom required addressing issues at the systems level (Kleden, 2020). Rarasati noted the difference in knowledge between in-classroom teaching and the systems of education: “There are known-technologies, pedagogical theories, practices, etc. for teaching in the classroom. The context [for systems of education] is different for teacher development, recruitment, and student enrollment. Here, there is less known in the public and education sector.” Looking for ways to bring changes to policy implementation and develop capabilities at the district level, SMERU researchers began to apply a new approach they had learned in a free online course offered by the Building State Capability programme at the Center for International Development at Harvard University titled, “The Practice of PDIA: Building Capability by Delivering Results”. The course offered insights on how to implement public policy in complex settings, focused on using Problem Driven Iterative Adaptation (PDIA). The researchers were interested in putting PDIA into practice and seeing if it could be an effective approach for their colleagues in government. This case study reviews Rarasati and Suryadarma’s journey and showcases how they used PDIA to foster relationships between local government and stakeholders, and bring positive changes to the education sector.

Although unintended childbearing has declined in recent years (Finer and Zolna, 2016; Jones and Jerman, 2017), reducing unintended childbearing remains a public health goal in the U.S. due to its links to poorer outcomes for mothers, children, and families (Healthy People 2030). In this profile, we investigate trends in birth intendedness among women 15-44 between 1997 and 2018 using the 2002, 2006-10, 2011-15, and 2015-19 cycles of the National Survey of Family Growth1. Birth intendedness is based on a series of questions in which women were asked to characterize each birth as on time, mistimed (wanted but occurring earlier than desired), or unwanted (the respondent did not want any births at all or no additional births). When births were reported as mistimed, women were asked how much earlier than desired the birth occurred, and we categorize mistimed births into two groups: slightly mistimed (less than two years earlier than desired) or seriously mistimed (two or more years too early). This profile is an update of FP-17-08 and is the first in a three-part series on unintended fertility in the U.S.

Humanitarian agencies working in Syria, as well as other experts, have warned the food crisis could rapidly lead to famine unless immediately addressed. This brief describes the social and political dimensions of food insecurity in Syria. It provides insights into how territorial fragmentation affects wheat-to-bread systems, outlines key threats to wheat production, and sets out key considerations for the humanitarian sector, researchers, and donors responding to the crisis. Sources for this brief include published papers, reports, media articles, and open-source datasets. It also draws on consultations with farmers and other experts that were conducted in November and December 2021. Consultations were held across the three main areas of control in Syria: North East Syria, North West Syria, and territories controlled by the government of Syria. The Dow Jones Industrial Average (DJIA) index for the 125-year-old (since 1896) history has experienced many crises of different nature and, reflecting the dynamics of the world stock market, is an ideal model object for the study of quantitative indicators and precursors of crisis phenomena. In this paper, the classification and periodization of crisis events for the DJIA index have been carried out; crashes and critical events have been highlighted. Based on the modern paradigm of the theory of complexity, a spectrum of entropy indicators and precursors of crisis phenomena have been proposed. The entropy of a complex system is not only a measure of uncertainty (like Shannon's entropy) but also a measure of complexity (like the permutation and Tsallis entropy). The complexity of the system in a crisis changes significantly. This fact can be used as an indicator, and in the case of a proactive change as a precursor of a crisis. Complex systems also have the property of scale invariance, which can be taken into account by calculating the Multiscale entropy. The calculations were carried out within the framework of the sliding window algorithm with the subsequent comparison of the entropy measures of complexity with the dynamics of the DJIA index itself. It is shown that Shannon's entropy is an indicator, and the permutation and Tsallis entropy are the precursors of crisis phenomena to the same extent for both crashes and critical events.

Abstract:
The article considers the possibility of analyzing the dynamics of changes in the characteristics of time series obtained on the basis of recurrence plots. The possibility of using the studied indicators to determine the presence of critical phenomena in economic systems is considered. Based on the analysis of economic time series of different nature, the suitability of the studied characteristics for the identification of critical phenomena is assessed. The description of recurrence diagrams and characteristics of time series that can be obtained on their basis is given. An analysis of seven characteristics of time series, including the coefficient of self-similarity, the coefficient of predictability, entropy, laminarity, is carried out. For the entropy characteristic, several options for its calculation are considered, each of which allows the one to get its own information about the state of the economic system. The possibility of using the studied characteristics as precursors of critical phenomena in economic systems is analyzed. We have demonstrated that the entropy analysis of financial time series in phase space reveals the characteristic recurrent properties of complex systems. The recurrence entropy methodology has several advantages compared to the traditional recurrence entropy defined in the literature, namely, the correct evaluation of the chaoticity level of the signal, the weak dependence on parameters. The characteristics were studied on the basis of daily values of the Dow Jones index for the period from 1990 to 2019 and daily values of oil prices for the period from 1987 to 2019. The behavior of recurrence entropy during critical phenomena in the stock markets of the USA, Germany and France was studied separately. As a result of the study, it was determined that delay time measure, determinism and laminarity can be used as indicators of critical phenomena. It turned out that recurrence entropy, unlike other entropy indicators of complexity, is an indicator and an early precursor of crisis phenomena. The ways of further research are outlined.

The general objective of this study was to develop rationally designed mimetic antagonists (and agonists) of the PK/PBAN Np class with enhanced bio-stability and bioavailability as prototypes for effective and environmentally friendly pest insect management agents. The PK/PBAN family is a multifunctional group of Nps that mediates key functions in insects (sex pheromone biosynthesis, cuticular melanization, myotropic activity, diapause and pupal development) and is, therefore, of high scientific and applied interest. The objectives of the current study were: (i) to identify an antagonist biophores (ii) to develop an arsenal of amphiphilic topically active PK/PBAN antagonists with an array of different time-release profiles based on the previously developed prototype analog; (iii) to develop rationally designed non-peptide SMLs based on the antagonist biophore determined in (i) and evaluate them in cloned receptor microplate binding assays and by pheromonotropic, melanotropic and pupariation in vivo assays. (iv) to clone PK/PBAN receptors (PK/PBAN-Rs) for further understanding of receptor-ligand interactions; (v) to develop microplate binding assays for screening the above SMLs. In the course of the granting period A series of amphiphilic PK/PBAN analogs based on a linear lead antagonist from the previous BARD grant was synthesized that incorporated a diverse array of hydrophobic groups (HR-Suc-A[dF]PRLa). Others were synthesized via the attachment of polyethylene glycol (PEG) polymers. A hydrophobic, biostablePK/PBAN/DH analog DH-2Abf-K prevented the onset of the protective state of diapause in H. zea pupae [EC50=7 pmol/larva] following injection into the preceding larval stage. It effectively induces the crop pest to commit a form of ‘ecological suicide’. Evaluation of a set of amphiphilic PK analogs with a diverse array of hydrophobic groups of the formula HR-Suc-FTPRLa led to the identification of analog T-63 (HR=Decyl) that increased the extent of diapause termination by a factor of 70% when applied topically to newly emerged pupae. Another biostablePK analog PK-Oic-1 featured anti-feedant and aphicidal properties that matched the potency of some commercial aphicides. Native PK showed no significant activity. The aphicidal effects were blocked by a new PEGylated PK antagonist analog PK-dF-PEG4, suggesting that the activity is mediated by a PK/PBAN receptor and therefore indicative of a novel and selective mode-of-action. Using a novel transPro mimetic motif (dihydroimidazole; ‘Jones’) developed in previous BARD-sponsored work, the first antagonist for the diapause hormone (DH), DH-Jo, was developed and shown to block over 50% of H. zea pupal diapause termination activity of native DH. This novel antagonist development strategy may be applicable to other invertebrate and vertebrate hormones that feature a transPro in the active core. The research identifies a critical component of the antagonist biophore for this PK/PBAN receptor subtype, i.e. a trans-oriented Pro. Additional work led to the molecular cloning and functional characterization of the DH receptor from H. zea, allowing for the discovery of three other DH antagonist analogs: Drosophila ETH, a β-AA analog, and a dF analog. The receptor experiments identified an agonist (DH-2Abf-dA) with a maximal response greater than native DH. ‘Deconvolution’ of a rationally-designed nonpeptide heterocyclic combinatorial library with a cyclic bis-guanidino (BG) scaffold led to discovery of several members that elicited activity in a pupariation acceleration assay, and one that also showed activity in an H. zea diapause termination assay, eliciting a maximal response of 90%. Molecular cloning and functional characterization of a CAP2b antidiuretic receptor from the kissing bug (R. prolixus) as well as the first CAP2b and PK receptors from a tick was also achieved. Notably, the PK/PBAN-like receptor from the cattle fever tick is unique among known PK/PBAN and CAP2b receptors in that it can interact with both ligand types, providing further evidence for an evolutionary relationship between these two NP families. In the course of the granting period we also managed to clone the PK/PBAN-R of H. peltigera, to express it and the S. littoralis-R Sf-9 cells and to evaluate their interaction with a variety of PK/PBAN ligands. In addition, three functional microplate assays in a HTS format have been developed: a cell-membrane competitive ligand binding assay; a Ca flux assay and a whole cell cAMP ELISA. The Ca flux assay has been used for receptor characterization due to its extremely high sensitivity. Computer homology studies were carried out to predict both receptor’s SAR and based on this analysis 8 mutants have been generated. The bioavailability of small linear antagonistic peptides has been evaluated and was found to be highly effective as sex pheromone biosynthesis inhibitors. The activity of 11 new amphiphilic analogs has also been evaluated. Unfortunately, due to a problem with the Heliothis moth colony we were unable to select those with pheromonotropic antagonistic activity and further check their bioavailability. Six peptides exhibited some melanotropic antagonistic activity but due to the low inhibitory effect the peptides were not further tested for bioavailability in S. littoralis larvae. Despite the fact that no new antagonistic peptides were discovered in the course of this granting period the results contribute to a better understanding of the interaction of the PK/PBAN family of Nps with their receptors, provided several HT assays for screening of libraries of various origin for presence of PK/PBAN-Ragonists and antagonists and provided important practical information for the further design of new, peptide-based insecticide prototypes aimed at the disruption of key neuroendocrine physiological functions in pest insects.
