Abstract:
Harmonisation in accounting refers to either disclosure or measurement harmonisation where two financial reports are comparable in terms of one specific event, if under the same circumstances, this event is accounted for the same way in both reports. This study focuses on the actual reporting practices, i.e. disclosure harmonisation, rather than measurement harmonisation. Since one of the characteristics of public sector accounting among the local governments in Malaysia is lack of harmonisation in financial disclosure, therefore the objective of this study are to examine the extent of mandatory financial disclosure harmonisation of local governments in Peninsular Malaysia. Annual reports from 76 local governments in Peninsular Malaysia for the financial year ended 2008 were scrutinised. Each local government was rated based on the Mandatory Financial Disclosure Harmonisation Index (MFDHI) and scoring procedure. Seventy one items (divided into seven sections) were included in the MFDHI, and this requirement is in accordance with the Local Government Act 1971, FTC No. 4/2007 and FRS. The study shows that the level of mandatory financial disclosure harmonisation (MFDH) by local governments in Peninsular Malaysia is high, i.e. 79.62 percent. The result of this study supports the stewardship theory as it is able to explain the objective of a mandatory financial statement to provide useful information to assess management’s stewardship. This is reflective of the expected relationship between the public and the local governments in managing their resources efficiently and effectively so as to discharge their accountability through harmonised financial statements. Objectives: Harmonisation is the process whereby standardised uptake values from different scanners can be made comparable. This PET/CT pilot study aimed to evaluate the effectiveness of harmonisation of a modern scanner with image reconstruction incorporating resolution recovery (RR) with another vendor older scanner operated in two-dimensional (2D) mode, and for both against a European standard (EARL). The vendor-proprietary software EQ•PET was used, which achieves harmonisation with a Gaussian smoothing. A substudy investigated effect of RR on harmonisation. Methods: Phantom studies on each scanner were performed to optimise the smoothing parameters required to achieve successful harmonisation. 80 patients were retrospectively selected; half were imaged on each scanner. As proof of principle, a cohort of 10 patients was selected from the modern scanner subjects to study the effects of RR on harmonisation. Results: Before harmonisation, the modern scanner without RR adhered to EARL specification. Using the phantom data, filters were derived for optimal harmonisation between scanners and with and without RR as applicable, to the EARL standard. The 80-patient cohort did not reveal any statistically significant differences. In the 10-patient cohort SUVmax for RR > no RR irrespective of harmonisation but differences lacked statistical significance (one-way ANOVA F(3.36) = 0.37, p = 0.78). Bland-Altman analysis showed that harmonisation reduced the SUVmax ratio between RR and no RR to 1.07 (95% CI 0.96–1.18) with no outliers. Conclusions: EQ•PET successfully enabled harmonisation between modern and older scanners and against the EARL standard. Harmonisation reduces SUVmax and dependence on the use of RR in the modern scanner. Advances in knowledge: EQ•PET is feasible to harmonise different PET/CT scanners and reduces the effect of RR on SUVmax.

These issues are explored in the context of the harmonisation project undertaken by HELCOM in 2000–01. As will be demonstrated there are four main factors that influence the likelihood of harmonisation of measures. Of these the one most likely to promote harmonisation is pragmatism. The other three—geographic, economic and political factors—are all more likely to tilt against harmonisation than for it.

AbstractWhen we talk about harmonisation, we may mean quite different things. There is a close, yet often unclear, relationship between minimum harmonisation and mutual recognition on the one hand, and between full harmonisation and the country of origin principle on the other hand. This paper will discuss harmonisation in relation to these other regulatory models with, among others, the Tobacco Products and Services Directives as illustrations. Moreover, many years after Tobbaco Advertising I and II it remains entirely unclear how minimum harmonisation instruments must be designed in order to be lawful. This paper proposes a consistent reading of the case law on what is called legislative minimum harmonisation based on Article 114 TFEU. It is also shown that the Court of Justice of the European Union applies a lenient standard to more stringent national measures under what is called constitutional minimum harmonisation based on competences for social policy and the environment.

This paper deals with the accounting of the biological assets. There are described two approaches: Czech and international. The International Accounting Standards are emulative of more authentic presentment of economic processes in agricultural activities than Czech accounting legislation. From the comparison the both approaches accrued some differences, which can influent the financial statements of enterprises. The causation of main difference appears an application of fair value, which is prescribed for biological assets in international accounting standards. In international accounting standards is preferred principle of fair and true view, while in Czech accounting is preferred prudence principle.

IntroductionAdvancing research and support for neurologically diverse populations requires novel data harmonisation methods that are capable of aligning with contemporary approaches to understanding health and disability.ObjectivesWe present the International Classification of Functioning, Disability and Health (ICF) as a conceptual framework to support harmonisation of mental health data and present a proof of principle within the Risk and Resilience in Developmental Diversity and Mental Health (R2D2-MH) consortium.Method138 measures from various mental health datasets were linked to the ICF following the WHO’s established linking rules.FindingsFindings support the notion that the ICF can assist in the harmonisation of mental health data. The high level of shared ICF codes provides indications of where items may be readily harmonised to develop datasets that may align more readily with contemporary approaches to understanding health and disability. Although the linking process necessarily entails an element of subjectivity, the application of established rules can increase rigour and transparency of the harmonisation process.ConclusionsWe present the first steps towards data harmonisation in mental health that is compatible with contemporary approaches in psychiatry, being more capable of capturing diversity and aligning with more transdiagnostic and neurodiversity-affirmative ways of understanding data.Clinical implicationsOur findings show promise, but future work is needed to address quantitative harmonisation. Similarly, issues related to the traditionally ‘pathophysiological’ frameworks that existing datasets are often embedded in can hinder the full potential of harmonisation based on the ICF.

Purpose This paper aims to explore why harmonisation, given its potential, is so difficult to achieve. It analyses the issues and challenges in achieving harmonisation of training and development across an industry. Design/methodology/approach The approach was a meta-analysis of six research projects undertaken in the Australian rail industry. These projects varied in duration from 12-24 months. Between 2009 and 2013, rail employees in varying roles and levels of seniority, including middle managers, front-line supervisors, rail incident investigators, track workers and drivers, were interviewed (n = 176) and surveyed (n = 341). Findings The meta-analysis identified a range of characteristics associated with harmonisation. It uncovered three categories of harmonisation, seven types of risk modelled in a layered risk pyramid and analysed key structural, environmental and organisational barriers to harmonisation. The paper concludes that harmonisation struggles to gain strategic significance and is hampered by operational pragmatism. Research limitations/implications There are few published papers examining harmonisation across companies or based on meta-analyses, especially qualitatively. Despite limitations of insufficient detail to allow close analysis, potentially variable quality data across projects from which to develop a meta-analysis and the danger of comparing apples with oranges, more attempts using this approach would be helpful in gaining nuanced insights into an industry. Practical implications Achieving industry harmonisation requires significant change in the mindset of executives. To enhance the chances of harmonisation, there is need for a strong national entity with overview of the entire industry, high-quality training and development resources and activities and cost-benefit analyses and active campaigns. A major outcome of this research is the risk pyramid, which can be used by managers as a strategic evaluation tool. By using such tools based on sound research, leaders can be equipped to make informed decisions and reduce downstream risks. Originality/value This research has value in extending the literature in two main ways: through examining the notion of harmonisation across an industry as distinct from within organisations that has been the focus of most studies and through using qualitative meta-analysis in a field dominated by quantitative approaches. It analyses the grey areas between rhetoric about its potential and difficulties in its achievement.

Abstract Appropriate precision and low cost are the basic conditions that have to be fulfilled by a project of a geodetic network. Reliability, translating into the ability to detect gross errors in the observations and higher certainty of the obtained point position, is an important network characteristic. The principal way to provide appropriate network reliability is to acquire a suitably large number of redundant observations. Optimisation of the observation accuracy harmonisation procedure allowing for the acquisition of an appropriate level of reliability through modification of the observation a priori standard deviations is the focus of this study. Parameterisation of the accuracy harmonisation is proposed. Furthermore, the influence of the individual parameter operation on the effectiveness of the harmonisation procedure is tested. Based on the results of the tests an optimal set of harmonisation parameters which guarantees the maximal efficiency of the harmonisation algorithm is proposed.

AbstractThe debate around private law harmonisation in the EU has gradually moved from a narrow scope of market-related issues to the creation of a European civil code. The relationship between this process and children's rights is, however, rarely acknowledged. The political, social and legal legitimacy of these harmonisation efforts have come under strict scrutiny, but hardly ever from the point of view of children. This article explores the impact of the process of legal harmonisation on children's rights, and uses the issue of children's tort liability as a case-study. The legal solutions in this field are analysed and compared, and the academic proposals for harmonisation are assessed. This choice of subject and approach allows us to assess the advisability of further harmonisation, illustrate the importance of socio-economic factors in this process, and highlight the relevance of children's rights and fundamental rights to this debate.

However, EQA providers are being stretched to meet the needs of their participants with proven commutable material with reference method targets, a range of clinically significant levels of the materials, detailed and customised data analysis, and educational support. The path ahead for harmonisation of EQA schemes will require leadership from an organisation that has the support and confidence of EQA providers, like the European Organisation for External Qualily Assurance Providers in Laboratory Medicine.

AbstractUrban–rural harmonisation has risen to prominence in recent social security reform in China. This article offers an account of the changing welfare institutions and social citizenship configurations unfolded by this particular policy approach. As social activism gained substantial weight as part of the regional developmental strategies of local governments, harmonisation efforts have led to a boundary shift of social citizenship largely defined by the within–without criterion rather than the urban–rural divide. In places where urban–rural harmonisation takes hold, the pivotal criterion for claiming social benefits is the possession of local resident status, regardless of whether this status is urban or rural. The heterogeneity of regional social security developments resulting from social decentralisation also calls attention to the ‘variable geometry’ of institutional change, i.e. various social policy domains manifest diverse degrees of institutional dynamics towards harmonisation. In this light, urban–rural harmonisation is likely to trigger competitive solidarity in terms of regional competition and emulation in economic development and social provision, leading to regional disparities that will shape the future contours of social policy and social citizenship in China.

PurposeThe purpose of this paper is to evaluate the changes of accounting policy choices and the harmonisation of accounting practices for two important financial reporting items within and between three IFRS adopting countries. Furthermore, it aims to address methodological shortcomings in the prior harmonisation literature through the introduction of two newly developed significance assessment methodologies.Design/methodology/approachThe influence of the mandatory IFRS adoption in Australia (AUS), Hong Kong (HK) and the UK on deferred taxation (DT) and goodwill (GW) accounting practices as well as the within and between country harmonisation of accounting practices is investigated through an event type study. These investigations are conducted using a McNemar test with Bowker extension as well as the Split C‐Index with a newly developed bootstrapping significance testing methodology.FindingsThis study demonstrates that the mandatory IFRS adoption in the analysed countries is linked to a significant harmonisation of DT and GW accounting practices between AUS, HK and the UK. Furthermore, the increase of adequate accounting policy information in the financial reporting documents of UK firms over the period of this study is identified as an important harmonisation accelerator.Originality/valueThis study adds to the prior literature due to its focus on the mandatory IFRS adoption within the analysed countries. Furthermore, the introduction of two newly developed methodologies to evaluate the significance of accounting policy choice changes and harmonisation over time addresses an important methodological shortcoming in the prior literature.

Abstract:
This paper addresses recent developments in European company law. The Commission originally adopted a detailed positive harmonisation approach to company law convergence, which stymied agreement on further legislation and ossified the rules that had been promulgated. This stagnation necessitated adoption of a new minimalist approach to harmonisation, which acknowledged diversity in the system. Thus competition in the company law regime was accepted as a motivation towards best practice. Conceptions of best practice are beginning to accept stakeholders’ rights as a legitimate concern of corporate governance. This is a major development in EU company law jurisprudence and reflects the growing importance of societal concerns at the European level. The Societas Europea is a welcome development, which recognises that prescriptive, top-down harmonisation of company law is slow, cumbersome and extremely difficult to achieve. The establishment of a pan-European corporation is preferable to, and more efficient than, wholesale harmonisation of individual Member State company law. The attempts at harmonisation of company law have illustrated that EU law is evolutionary. Major obstacles to the realisation of a truly European company law regime, such as tax and fiscal policy, remain.

Abstract:
Archival laws exist in most countries, with some similarities due to a common professional basis. Over several decades, regional and global laws have evolved in different fields imposing requirements, or expectations, for reliable and accessible archives. Merely a few attempts have been made to harmonise archival law in the sense of pursuing a goal of rule similarity. Still, there seems to be an increase of areas where international law or regional harmonisation of laws presupposes archival law with a capacity to safeguard creation and preservation of reliable archives, documenting government activities. Even without manifest goals of harmonising archival law into uniform rules, the broad range of emerging requirements on reliable archives may lead to some form of approximation of archival law. Following a broad account of developments in this field, Sections 2 through 4, there is a discussion of advantages and disadvantages of stronger or weaker modes of harmonisation. Strong harmonisation could perhaps more convincingly safeguard the reliability of archives, at the cost of a possible lock-in of the scope of archival law. Weaker forms of harmonisation yield more differentiated archival laws. On the other hand, weak harmonisation may be more adaptive to developments in adjacent fields.

ABSTRACTIn assessing whether or not harmonisation is an appropriate policy goal for a social dimension to the European Community, the article compares different aspects of employment conditions, practices and legislation in member states to see the extent to which these converge or diverge. The thesis is that harmonisation for the most part depends on whether convergence already exists in specific aspects of the member states' labour markets. If there is considerable divergence, then it will be practically impossible to obtain harmonisation without highly disruptive and far-reaching policy changes by some member states, changes which may not necessarily yield them beneficial results.

The Storme Commission has published a proposal for a Directive on harmonisation of certain aspects of civil procedure. This initiative is to be welcomed as promoting discussion of the need for and problems of harmonisation, but provides no definitive solutions. The European Union probably has competence to legislate in this area, provided that the harmonisation measures adopted do in fact facilitate the development of the single market. The risk is that partial harmonisation will not achieve this objective but will instead lead to greater complexity because of the need to deal with the interaction between harmonised and non-harmonised rules. An analysis of the Storme Commission proposals demonstrates that they leave considerable uncertainty as to the remaining role of national laws, and that they would not gain universal acceptance because they would conflict with the approach adopted in some jurisdictions.
