Abstract This chapter analyses the common system of European Union value-added tax (EU VAT) as to the lessons that it holds for the harmonization of VAT/goods and services tax (GST) systems around the globe. The focus of the analysis is on the institutions, procedures, and arrangements that facilitate or complicate the creation as well as subsequent improvement and modernization of the harmonized VAT system. The chapter first explains the institutional framework for the development and implementation of VAT policy in the harmonized system of EU VAT. It then describes its historical trajectory
