Full textThe polar ice in the Arctic is melting resulting in new opportunities for the Arctic states to extracting vital resources and to find new shorter transport routes. Two of the largest actors who both presently have published polices towards the Arctic region is the EU and the US. This work firstly aims to offer a descriptive view of the EU and the US’ polices towards the Arctic region. Secondly, investigate the documents quantitatively and qualitatively to show weather the EU and US policies are featured by ‘hard power’ or ‘soft power’ by the research of Joseph S. Nye Jr. to find out if Robert Kagan’s hypotheses that the EU mainly use ‘soft power’ and that the US mainly use ‘hard power’. The findings showed that Kagan in this case was right about the EU and the use of ‘soft power’ but that the US mainly uses ‘soft power’ politics in their Arctic policy.

Full textGoal of this thesis was to formalize and to implement a decisional layer for a robot achieving tasks collaboratively with a human to achieve a shared goal. Some functionalities were already there or were built during my own thesis by other inside the team. My first task was to study and formalize the skills needed by the robot. Consequently some of the existing functional modules were improved by some other members of the team or myself. My first main contribution was to develop a new high level control component to integrate and manage the different robot skills according to 3 main activities : state of the world build and update; goals and plans management; manipulation motions execution and monitoring. My second main contribution was to improve geometric and temporal reasoning skills so that first, the robot could better understand and track changes in the world and second, infer when the human had some beliefs about the world that were distinct from its own beliefs

Full textNext generation satellite missions will have to meet extremely challenging pointing stability requirements. Even low levels of vibration can introduce enough jitter in the optical elements to cause a significant reduction in image quality. The success of these projects is therefore constrained by the ability of on-board vibration isolation and optical control techniques to keep stable the structural elements of the spacecraft in the presence of external and internal disturbances.In this context, the research work presented in this thesis combines the expertise of the European Space Agency (ESA), the industry (Airbus Defence and Space) and the IMS laboratory (laboratoire de l’Intégration du Matériau au Système) with the aim of developing new generation of robust microvibration isolation systems for future space observation missions. More precisely, the thesis presents the development of an Integrated Modeling, Control and Analysis framework in which to conduct advanced studies related to reaction wheel microvibration mitigation.The thesis builds upon the previous research conducted by Airbus Defence and Space and ESA on the use of mixed active/passive microvibration mitigation techniques and provides a complete methodology for the uncertainty modeling, robust control system design and worst-case analysis of such systems for a typical satellite observation mission. It is shown how disturbances produced by mechanical spinning devices such as reaction wheels can be significantly attenuated in order to improve the pointing stability of the spacecraft even in the presence of model uncertainty and other nonlinear phenomenon.Finally, the work introduces a new disturbance model for the multi harmonic perturbation spectrum produced by spinning reaction wheels that is suitable for both controller synthesis and worst-case analysis using modern robust control tools. This model is exploited to provide new ways of simulating the image distortions induced by such disturbances

Full text[The congestion control protocols aim to fairly share the network resources between users and avoid congestion. In this thesis, we have shown that the routers-assisted protocols providing explicit rate notification (ern protocols) accomplish those goals better than end-to-end protocols (e. G. Tcp-based protocols). However, ern protocols, like the explicit control protocol (xcp), are not interoperable with current technologies. Thus, ern protocols cannot be gradually deployed in current networks. Our research in this thesis resulted in a set of solutions that allow ern protocols to be tcp-friendly, robust against losses of routers informations and interoperable with non-ern networks equipments in a wide range of scenarios. Full textThe issue that will be addressed in this thesis is the localization of a mobile robot. Equipped with low- cost sensors, the robot aims to exploit the maximum possible amount of information to meet an objective set beforehand. A data fusion problem will be treated in a way that at each situation, the robot will select which information to use to locate itself in a continuous way. The data we will process will be of different types.In our work, two properties of localization are desired: accuracy and confidence. In order to be controlled, the robot must know its position in a precise and reliable way. Indeed, accuracy refers to the degree of uncertainty related to the estimated position. It is returned by a fusion filter. If, in addition, the degree of certainty of being in this uncertainty zone is important, we will have a good confidence contribution and the estimate will be considered as reliable. These two properties are generally related. This is why they are often represented together to characterize the returned estimate of the robot position. In this work, our objective is to simultaneously optimize these two properties.To take advantage of the different existing techniques for an optimal estimation of the robot position, we propose a top-down approach based on the exploitation of environmental map environmental map defined in an absolute reference frame. This approach uses an a priori selection of the best informative measurements among all possible measurement sources. The selection is made according to a given objective (of accuracy and confidence), the current robot state and the data informational contribution.As the data is noisy, imprecise and may also be ambiguous and unreliable, the consideration of these limitations is necessary in order to provide the most accurate and reliable robot position estimation. For this, spatial focusing and a Bayesian network are used to reduce the risk of misdetection. However, in case of ambiguities, these misdetections may occur. A backwards process has been developed in order to react efficiently to these situations and thus achieve the set objectives.The main contributions of this work are on one side the development of a high-level generic and modular multi sensory localization architecture with a top-down process. We used a concept of perceptual triplet which is the set of landmark, sensor and detector to designate each perceptual module. At each time, a prediction and an update steps are performed. For the update step, the system selects the most relevant triplet (in terms of accuracy and confidence) according to an informational criterion. In order to ensure an accurate and relaible localization, our algorithm has been written in such a way that ambiguity aspects can be managed.On the other side, the developed algorithm allows to locate a robot in an environment map. For this purpose, the possibility of bad detections due to ambiguity phenomena has been taken into account in the backward process. Indeed, this process allows on the one hand to correct a bad detection and on the other hand to improve the returned position estimation to meet a desired objective

Full textThis thesis aims to contribute to the development of innovative processes for mechanical components made of hard metals (Titanium, steels and superalloys). In the aeronautical field, the design of ever more efficient and reliable structures remains a technical challenge. In mechanical assemblies, hole edges are the seats of high stress concentrations and are a major risk site for crack initiation. To fight against this damage, manufacturing technologies such as cold expansion are widespread for aluminium applications but not for hard metal. The objective of this study is to provide answers concerning the impact of the cold expansion on the fatigue performance of holes and understand the mechanisms of the process in these high performance alloys. In the present work, the methodology proposed is to carry out both experimental and numerical studies of the response of hard alloy holes subjected to cold expansion. An extensive experimental campaign has been set up. It includes several materials (Ti-6Al-4V αβ and β annealed, 15-5PH & Inconel 718) and aims to test many parameters. The process has proved very effective on the fatigue performance in these high performance alloys. On the other hand, the main technical and scientific challenge lies in determining the stress fields generated within the material after cold expansion, especially in hard metals, the behaviour of which can be diverse and complex. The numerical modelling strategy chosen has led to the development of polyvalent axisymmetric models that are dedicated to simulation of the split sleeve process. Experimental and numerical results were compared using various methodologies, such as the incremental hole drilling technique. Measurements have validated the finite element simulations, with the purpose of mapping the residual fields in the expanded metallic section and the proposal of optimisation techniques

Full textA ideia para este trabalho surgiu da admiração pelo trabalho de Robert Hare, que nos conduziu a uma definição de psicopatia como um agrupamento de traços de personalidade e comportamentos socialmente desviantes. Só que tanto a PCL-R como a PCL-SV são escalas demoradas a passar e envolvem a presença do psicopata, que normalmente é um recluso, dado ser nas prisões que é mais fácil encontrar um número de sujeitos suficiente para fazer uma investigação. A P-Scan é um instrumento relativamente rápido de passar, com a vantagem de que não exige a presença dos reclusos a avaliar. No entanto, sendo a pressa inimiga da perfeição, é também verdade que não nos permite uma avaliação exaustiva da psicopatia, aliada ao facto de que o instrumento foi concebido para ser usado por profissionais não clínicos, oferecendo-nos um despiste de características psicopáticas. Com este instrumento podemos inferir características psicopáticas ou não dos sujeitos e chegar a uma aproximação que nos despiste de características típicas de um sujeito psicopata. As particularidades deste instrumento, o qual traduzimos e é muito mais simples de usar do que um instrumento moroso como a PCL-R, permitem-nos chegar a conclusões, grosso modo, apenas através da consulta de ficheiros, dispensando a presença da própria pessoa em causa. Este trabalho teve como objectivo um estudo exploratório da identificação da psicopatia através da consulta de ficheiros num estabelecimento prisional português. Os itens organizam-se em três dimensões que correspondem às três facetas chave da psicopatia (cada uma com 30 itens): Interpessoal (relacionamentos, interacção com os outros – e.g. volubilidade, grandiosidade, mentir, trapacear); Afectiva (sentimentos e emoções – e.g. emoções superficiais, ausência de empatia, culpa ou remorso) e Estilo de vida (necessidade de estimulação, impulsividade, comportamento irresponsável, estilo de vida nómada e parasita, ausência de objectivos) (Hare & Hervé, 1999). Isto apenas é exequível se os ficheiros dos sujeitos estiverem suficientemente organizados, o que nem sempre acontece. Quando tal não acontece, a solução é chegar a respostas por aproximação, inferindo-as a partir do comportamento global do sujeito. O presente estudo tem como objectivos, partindo de uma amostra de conveniência, chegar a conclusões sobre as tendências psicopatas do sujeito. A nossa hipótese era de que a P-Scan é um instrumento adequado para identificar factores da psicopatia na população recluída através da consulta de ficheiros. Os resultados obtidos confirmam esta hipótese, pese embora as dificuldades que advêm do facto de em Portugal, principalmente no estabelecimento onde fizemos a investigação, os processos não estarem organizados de modo a ser rápido e simples preencher os impressos da P-Scan. Da análise da fidelidade através do alfa de Cronbach obtivemos um valor de .95, o que significa que a P-Scan (versão portuguesa) tem um alto índice de homogeneidade interna. Contudo, alguns itens apresentam condições item-total bastante baixas. Tal, no entanto, é explicável pelo número reduzido de sujeitos participantes, pois a nossa amostra é constituída apenas por 30 reclusos.
The idea for this work arose out of admiration for the work of Robert Hare, who led us to a definition of psychopathy as a group of personality traits and socially deviant behaviours. However, both PCL-R and PCL-SV demand long completion time, and also the presence of the psychopath, who is usually an inmate, as it is easier to find research subjects of this kind in prisons. The P-Scan can be used relatively fast, and does not demand the presence of the inmates to be assessed. However, and because hurry is the number one enemy of perfection, it is also true that it does not allow an exhaustive assessment of psychopathy; also, the instrument was designed to be used by non clinical professionals, serving as a rough screen for psychopathic features. With this tool we may infer whether or not the subjects have psychopathic characteristics and reach an approximation that will function as a pre screening test for psychopathic characteristics. The particularities of this instrument, which we have translated and is much simpler to use than a time consuming instrument such as PCL-R, allow us to reach conclusions, grosso modo, only by consulting files, exempting the presence of the person itself. The aim of this work was to conduct an exploratory study to identify psychopathy by the consultation of files in a Portuguese prison. The items were organized into three dimensions that represent the three key facets of psychopathy (each with 30 items): Interpersonal (e.g., relationships, interaction with others – e.g. glibness, grandiosity, lying, conning); Affective (feelings and emotions – e.g. shallow emotions, lack of empathy, guilt, and/or remorse) and Lifestyle (need for stimulation, impulsivity, irresponsible behaviour, parasitic, nomadic life style, lack of goals) (Hare & Hervé, 1999). This will be only feasible if the files of the subjects are sufficiently well organized, which does not always happen. When it doesn’t, the solution is to come up with answers by approximation, inferring them from the subjects’ global behaviour. The present study aims at reaching conclusions on the subjects’ psychopath tendencies, with a convenience sample. Our hypothesis was that the P-Scan is an adequate tool to identify factors of psychopathy in the imprisoned population by the consultation of files. The obtained results confirmed this hypothesis, although we have to consider the difficulties that come from the fact that in Portugal, especially in the prison where the research was conducted, the files are not well enough organized as to be fast and simple to fulfil the papers of the P-Scan. The Cronbach’s alpha value for the analysis of reliability was .95, which means that the P-Scan (Portuguese version) has a high level of internal homogeneity. However, some of the items present global-item low conditions. That can be explained by the reduced number of participants, as the sample was constituted by 30 inmates.
