Abstract:
Purpose The Hon’ble Supreme Court of India, in a landmark judgment, scrapped a draconian law [Section 66 (A)] that gave the police absolute power to put behind bars anybody who was found posting offensive or annoying comments online. This paper aims to examine the take of people on the “Free Speech via Social Media” issue and their attitude towards the way sensitive messages/information are posted, shared and forwarded on social media, especially, Facebook. Design/methodology/approach The research was carried out on a sample of 200 social media users, all picked up randomly, from five Indian states/Union Territories. Data were collected through a questionnaire, and users were contacted through e-mail. Data collected were analyzed through the Kolmogorov–Smirnov (K-S) Z test. Findings The findings indicate that hate posts/messages are on the rise, and more and more users are joining in. Besides, prosecution happens only when the aggrieved party is influential or powerful. Practical implications The findings of this research give a strong insight into the social media behaviour of users in relation to hate contents/posts. The study establishes the fact that Indian people are in favour of free speech, but with a sense of restraint and responsibility. The work could form the basis for future research on various aspects of hate speech on social media. Researchers could study the trials and prosecutions that have happened over the past few years and whether punishment has acted as a deterrent. Originality/value The research is likely to be important for those involved in work on freedom of speech or hate speech through social media. Social networking sites such as Facebook would also get some insights into users’ perception towards free and hate speech mechanism on social media.

Abstract:
This study was conducted to identify and analyse Mail and Guardian Online moderation outputs which contradicted the platform‟s own stated policy on hate speech and other forms of problematic speech. The moderation outputs considered were a battery of readers‟ comments that were posted in response to Thought Leader blogs on xenophobia published between May and June, 2008. This was the same period a series of xenophobic attacks was taking place in some parts of South Africa, leaving an estimated 62 people dead, more than 30,000 displaced, and countless victims injured and robbed of their property. The attacks were a catalytic moment that enabled a whole range of discursive positions to be articulated, defended, contested and given form in the media. They also made visible the potential tensions between free speech on the one hand, and hate and other problematic speech on the other. Using qualitative methods of thematic content analysis, document review, individual interviews, and an eclectic approach of framing analysis and rhetorical argumentation, this study found instances of divergence between the M&G policy and practice on User Generated Content. It found that some moderator-approved content advocated hate, hatred, hostility, incitement to violence and/or harm, and unfair discrimination against foreign residents, contrary to the M&G policy which is informed by the constitutional provisions in both section 16 of the Bill of Rights and section 10 of the Equality Act. Based on examples in the readers‟ comments of how „the foreigner‟ was made to signify unemployment, poverty, disease, unfair competition, and all manner of deprivation, and bearing in mind how such individuals have also become a site for the violent convergence of different unresolved tensions in the country, the study‟s findings argue that the M&G – a progressive paper dealing with a potentially xenophobic readership (at least a portion of it) – should have implemented its policy on acceptable speech more effectively. The study also argues that the unjustifiable reference to foreigners as makwerekwere, illegals, illegal aliens, parasites, invaders and border jumpers, among other terms, assigned them a diminished place – that of unwanted foreigner – thereby reproducing the order of discourse that utilises nationality as a space for the expurgation of the „other‟. The study argues that the use of bogus (inflated) immigration statistics and repeated reference to the foreigners‟ supposedly parasitic relationship to the country‟s resources also unfairly constructed them as the „threatening other‟ and potentially justified action against them.

The general tendency to the increasing of the temperatures and the decreasing of the pluviometry, the deteriorating of soils and vegetal cover show how the physical aspect of the Sankarani and upper Niger valley in Mali is damaged. The building of the selingue dam in that area has allowed hydroelectric generation, irrigated farming and an experimention of a new kind of fishing. These new activities illustrate in the technical field the development of our surroundings from which the success of the rural growth operations takes into consideration the total perception of local communities environment

Abstract:
The border area of Mali, Niger, and Burkina Faso is a site of endemic violence. The area is punctuated by anti-state attacks, the targeted killing of traditional chiefs, and attacks on markets and other socioeconomic convening locales that otherwise serve as central mechanisms for the preservation of normalized intercommunal interactions. In addition, foreign military interventions and asymmetric insurgent warfare pit multiple state and non-state actors equipped with heavy weaponry against one another, adding another level of insecurity and threat to local communities. Community-based armed groups (CBAGs) of Fulani and Tuareg ethnicity have aligned themselves with outside actors carrying out operations in the region out of choice, coercion, or in some cases both. Building on other research reports in RESOLVE’s Community-Based Armed Groups Series, this report explores local perceptions regarding the nature and impact of the violence in southwestern Niger. The report provides a summary of understanding of ongoing conflict dynamics from the most impacted communities and an insight on the knowledge and attitudes around actors participating in the violence. It hopes to inform efforts to bring an end to the violence and increase understanding of participating actors.

Abstract:
We examine the role of Venezuelan forced migration on the propagation of 15 infectious dis-eases in Colombia. For this purpose, we use rich municipal-monthly panel data. We exploit the fact that municipalities closer to the main migration entry points have a disproportionate ex-posure to infected migrants when the cumulative migration flows increase. We find that higher refugee inflows are associated with increments in the incidence of vaccine-preventable dis-eases, such as chickenpox and tuberculosis, as well as sexually transmitted diseases, including AIDS and syphilis. However, we find no significant effects of migration on the propagation of vector-borne diseases. Contact with infected migrants upon arrival seems to be the main driving mechanism.

The article is aimed at the analysis of scientific research on the influence of the French media on the formation of the image of Ukraine and its role in international socio-political processes. The study analyzes the materials of French journalists in the media, written during the events in 2004. The main factors influencing the formation of positive features of the Ukrainian state are identified. The main changes in perceptions of Ukraine in the French media are systematized. The influence of the media on the formation of the image and security of the state is determined. The main peaks of interest in Ukraine from foreign mass media are analyzed. Stereotypes and myths in the image of Ukraine that should be destroyed have been identified. The article also analyzes the role of the Orange Revolution in forming a positive image of Ukraine for foreign recipients. It is also investigated what factors influence the information space of the state and its role in image formation. Examples of Russian influence on the French media in order to undermine Ukraine’s image at the international level are given. Articles, radio and TV materials are offered as an example of interest and attention to the events of 2004. At the same time, the need to control the information that enters the information space outside Ukraine has been demonstrated. However, the positive effects of the image on the support of Ukraine by foreign partners have been identified.

Abstract:
In this paper we aim to disentangle how sectoral economic growth affects the growth of the middle class size using state-level data of Bolivia from 2000 to 2017, a country with limited data, breaking the three main economic activities into subsectors aiming for more specific results. By means of a Bayesian hierarchical longitudinal model for small samples, we find that the commerce and services sectors have the biggest impact, even though mining and agriculture also have a positive effect on the increase of the middle class in Bolivia. Our results also suggest that both formality and public social investment have a significant, yet smaller, effect.

Abstract:
The Computerized Delivery Sequence (CDS) file contains listings for nearly all addresses in the United States. Survey researchers use the CDS as a sampling frame from which to draw an address-based sample (ABS). More than 700,000 addresses on the CDS are marked as drop points, which are mail receptacles shared by multiple housing units (drop units). Drop points are a challenge to sample and present a potential source of error because of their "one-to-many" relationships. Several techniques have been developed to overcome this challenge, including deleting them from the frame or sampling all units at a given drop point. This paper serves as an introduction to these challenges, discusses the pros and cons to each "solution," and provides a list of best practices.

The COVID-19 pandemic has highlighted the vulnerabilities and inequalities of national education systems and hindered the education of millions of children globally. In response, the Global Education Monitoring (GEM) Centre, which is a long-term, strategic partnership between the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT), undertook a rapid review of literature to support policymakers. The research has six evidence-based outcomes that can help policymakers to build resilient education systems and thereby enhance education quality and equity during emergencies. The COVID-19 emergency provided the impetus for this research, with much of the reported data associated with this pandemic. Learnings from past education in emergencies situations have informed the understandings of the impacts and implications of the COVID-19 emergency, and have been synthesised with the COVID-19 literature to inform policymakers about how to build resilient education systems. This report presents evidence relating to two main types of emergencies affecting education: natural disasters and communicable disease, and political conflicts. Both types of emergencies can also coalesce within the same education system, resulting in complex and often protracted emergencies. This review found that emergencies impact education in two main ways: endangering children’s wellbeing, and exacerbating unequal learning outcomes.
