Die soziale Dimension der Nachhaltigkeit wird oft nur im Anhang zu ihrer ökologischen und ökonomischen Erstreckung diskutiert. Oder man meint, abgekoppelt von den beiden anderen Dimensionen im »Drei-Säulen-Konzept« der Nachhaltigkeit, mit der sozialen die Sicherung und Zukunftsfähigkeit sozialer Versorgung mit ihren Leistungen insbesondere im Bildungs- und Gesundheitswesen und zur Integration in Arbeit. In Zeiten des Klimawandels kann aber nicht mehr übersehen werden, dass die Probleme in Natur und Umwelt in die soziale und persönliche Daseinsgestaltung reichen und dass die Lebensführung »von Haus aus« ökologisch relevant und in der Ökonomie der Nachhaltigkeit gefragt ist. Uns allen, dem Einzelnen und der Gemeinschaft, obliegen Zuständigkeit und Verantwortung für ein nachhaltiges Wohlergehen.

KurzfassungDie Vorstellung einer Entität, die unserem Begriff von Stadt zugrunde liegt, und die faktische Realität dessen, was wir sehen und erleben, befinden sich nicht (mehr) in Übereinstimmung. Eine der Ursachen dafür ist die augenscheinlich unstillbare Sehnsucht breiter Schichten nach dem Eigenheim im Grünen, nach einer Distanz zur hektischen, lauten, umweltbelasteten, zunehmend unsicheren City, nach einer Nähe zur Natur, nach einer Gemeinschaft, die Sicherheit, Ruhe und soziale Homogenität verspricht, nach einer Umwelt, die kindgerechter ist als das Innere der großen Stadt. Sich jedem Diskurs über Urbanität widersetzend, und von Befragungen und empirischen Erhebungen noch jüngst eindrucksvoll bestätigt, ist das eigene Haus mit Garten längst zum Inbegriff und Wunschbild des Wohnens geworden. Und eben das, unter anderem, generiert Suburbia. Wenngleich der ausufernde Siedlungsbrei keineswegs das Resultat fehlender Planungsarbeit ist, sondern das Ergebnis widersprüchlicher und in ihrem geschichtlichen Verlauf sich tendenziell neutralisierender Wertvorstellungen bezüglich dessen, was Stadt sein soll und kann, und wenngleich jede Kommune zuallererst einmal ihren Vorteil sucht (und suchen muss), so darf die sogenannte Zersiedlung nicht einfach stigmatisiert oder als unveränderbarer Fakt akzeptiert werden. Vielmehr wäre Suburbia stärker als bisher als städtebauliche Herausforderung, als raumkonzeptionelle Aufgabe in Abhängigkeit von Wohnungsmarkt und Wohnbedürfnissen zu begreifen.

ObjectivePricing for safety and quality was introduced into Australian hospitals using a defined list of hospital-acquired complications (HACs). Medication-related HACs include drug-related respiratory complications (DRRC), haemorrhagic disorder due to circulating anticoagulants (HDDCA) and hypoglycaemia. The aim of this study was to determine the probability, severity and preventability of medication-related HACs, common contributory medications and themes, and whether medication-related HACs are a suitable data source to inform risk associated with medicines use. MethodsMedical notes were reviewed retrospectively for all patients discharged from a tertiary referral metropolitan hospital between 1 July and 31 December 2018 who were flagged as experiencing a medication-related HAC. Naranjo, Hartwig’s and Schumock and Thornton tools were used to assess the probability, severity and preventability of medication-related HACs. ResultsOver the 6-month period, 88 patients experienced a medication-related HAC. An HAC was not identified in five (5.7%) patient charts. The most common HAC was hypoglycaemia (n=59; 67%), followed by HDDCA (n=23; 26%) and DRRC (n=6; 7%). Fifteen patients (17%) flagged with a hypoglycaemia HAC were not on a medicine associated with hypoglycaemia. Overall, 6% (n=4) of HACs were severe, 72% (n=49) were moderate and 22% (n=15) were mild. Where the HAC and causal medication(s) were identified (n=68), over half were probable (51.5%, n=35) and 44.1% (n=30) were possible causes of the adverse drug reaction; only two (2.9%) were definite causes. None of the DRRC HACs was preventable. Over half the HDDCA HACs (52.2%; n=12) and almost half the hypoglycaemia HACs (46.2%; n=18) were not preventable. Common themes included appropriate anticoagulant agent, dose and monitoring, as well as periprocedural hypoglycaemic management, which considers oral intake and comorbidities. ConclusionNot all patients who experience medication-related HACs were on causative medications. Of those who were, medications were probable causal agents in over 50% of cases. Only a small number of HACs were severe and under half of medication-related HACs were preventable. What is known about the topic?The relationship between pricing for safety and quality and improvements in patient outcomes has shown mixed results. Medication-related harm is a problem within Australia and system-wide changes should be considered to improve patient care. What does this paper add?This paper adds evidence to the use of medication-related HACs as a source of data to inform risk associated with medicines use and provides details on the preventability and severity of medication-related HACs and the likelihood that medicines contribute to these complications. What are the implications for practitioners?This paper provides clinicians and policy makers details on the utility of using medication-related HACs as a measure of risk associated with medicines use. It discusses merit in using HACs as a source for quality improvement, but recommends that definitions may need to be reviewed to enhance utility.

ZusammenfassungUnter Epidermolysis bullosa (EB) subsumiert man genetische Erkrankungen, die durch gesteigerte Hautfragilität mit Blasenbildung nach bereits geringen mechanischen Belastungen gekennzeichnet sind. Hochvariable kutane, extrakutane und Organmanifestationen verursachen eine signifikante Morbidität und Mortalität sowie eine hohe Krankheitslast für Betroffene und Angehörige. Obwohl derzeit nicht heilbar, eröffnen Fortschritte in der molekularen Charakterisierung pathogenetischer Prozesse, in den diagnostischen Techniken und molekularen Therapieansätzen neue Perspektiven. Neben korrektiven, potenziell kurativen Behandlungszugängen mit dem Ziel der Wiederherstellung der Funktion von Gen bzw. Protein stellen krankheitsmodifizierende Strategien eine wertvolle Ergänzung dar. Unter Letztere fallen symptomatische Therapien, die sekundär dysregulierte, den Phänotyp modulierende Entzündungskaskaden adressieren oder zielgerichtete Interventionen hinsichtlich bestimmter Symptome wie Fibrosierung, Juckreiz oder kanzerogener Zelltransformation. Molekulare Verfahren erlauben heute zudem, eine Diagnose und damit Prognose früher und präziser zu stellen, was die genetische Beratung erleichtert.Das Management von EB-Patienten ist komplex und bedarf einer Spezialexpertise und multidisziplinär akkordierten Versorgung. Entsprechende Ressourcen halten designierte Expertisezentren wie das EB-Haus Austria vor, das als Mitglied des Europäischen Referenznetzwerks für Seltene Hauterkrankungen (ERN Skin) sowohl klinische Versorgung, Grundlagen- und klinische Forschungsaktivitäten sowie Zugang zu Aus- und Weiterbildungsprogrammen für Betroffene, Betreuende und medizinisches Fachpersonal gewährleistet.

Abstract:
The goal of this study is to describe the way Austria-Hungary followed to create and develop a modern navy in 1897-1914, and to determine, which factors were decisive in creating the final composition of the fleet. As the base for the research, a number of works related to the subject were studied, but far more important was detailed research of primary sources located in Austrian State Archives. The main line of the research as well as of this study follows negotiations on navy's budgets because of the assumption that the very base for building ships and developing the navy are financial resources. Among the more important subtopics are the way the navy had to award producers form both state, Austria and Hungary, with adequate portion of contracts, the Austro-Italian naval arms race, and the structure of the Austro- Hungarian fleet. The research revealed, that the ideal fleet as imagined by the commanders of the navy was a product of theories concerning a decisive battle and naval supremacy then widely widespread, and of the rivalry with Italy. However, the extent to which the ideal could have been followed, depended on the economic situation of both states; in the process of discussing and voting navy's budgets, the decisive word belonged to governments, not to delegations. This introductory chapter illustrates that there were multiple understandings of Germanness during the Weimar era, hence emphasizing how the triumph of Nazi ideology after 1918 was far from certain and pointing out how historical understandings of Nazism has overlooked the vital historical relationship between Germany and Austria. It examines the state of Germany in both the nineteenth century and the immediate postwar situation, from which the more contemporary contests that emerged between republicans and their opponents over the nature of German nationalism and politics that this book studies had emerged. The chapter contextualizes the shifting boundaries of Germanness against this backdrop, at the same time highlighting the long-neglected connections between Germany and Austria and the importance of exploring the exchange of people and ideas across the Austro-German boundary.

This chapter provides an overview of the nature and definition of parody in the context of copyright law. The Court of Justice of the European Union (CJEU) has introduced two requirements that must be satisfied before a work may be considered a ‘parody’: firstly, it must ‘evoke an existing work while being noticeably different from it’, and secondly, it must ‘constitute an expression of humour or mockery’. The chapter first traces the origin and history of parody in the arts, including music, before discussing the relationship of parody with concepts such as satire, caricature, and pastiche. It then examines why a parody exception has been considered necessary in copyright law. The chapter goes on to analyse the legal evolution of parody in France, Australia, Canada, the United States, and the United Kingdom, showing that the existing international human rights framework may influence the definition of parody in intellectual property law.

Australia commenced separating from Antarctica some 85 million years ago, finally separating about 33 million years ago, and has been migrating northwards towards the Eurasian plate during that time. In the process, Australia, on its eastern side, progressively passed over a mantle hotspot. A magma plume intersected a variable lithocrust with various lithologic packages such as Phanerozoic sedimentary basins, fold belts and metamorphic terranes, and Precambrian rocks. As such, there was scope for compositional evolution of magmas through melting and assimilation, as well as plucking of host rocks to include xenoliths, and xenocrysts. The volcanic chain, volcanoes, and lava fields that are spread latitudinally along 2000 km of eastern Australia present a globally-significant volcanic system that provides insights into magma and crust interactions, into the variability of xenoliths and xenocrysts, into magma evolution dependent on setting, and into the mantle story of the Earth. The Cosgrove Volcano Chain is an example of this, and stands as a globally-unique potential megascale geopark.

This chapter looks at the nature of utility regulation as it has been conducted in Australia since the 1990s and the manner of the issues that have arisen in its conduct. It looks at the nature of the natural monopoly elements that exist in the utilities sector and the changing perceptions on where these elements lie. Over time the perception has arisen that only parts of the utilities have natural monopoly characteristics, and it is only these that need to be the subject of economic regulation. Roan and Diamond (2003) claim that labour market policy in Australia has focussed on the provision of employment and the preparation of young people for employment but entirely neglected quality of working life issues. The same may be said for other developed economies’ labour market policies. In the anguish to get young people into work, which is understandable given the youth unemployment crisis, the nature of work itself has, until recently at least, rarely been questioned. In the run up to the May 2015 UK general election, rival parties were at loggerheads over the nature of jobs being created in the economy, with the ruling coalition parties pointing to the fall in unemployment and the opposition arguing that many of these jobs were barely paying the minimum wage and that furthermore many of the jobs now being offered were on zero-hour contracts and also on casual contracts, which are ones where the employer can hire staff without the guarantee of work. Suddenly the nature of work reappeared on policy makers’ agendas and this, coupled with tourism’s admittedly poor reputation as an employer, suggests the need for a closer look at the nature of youth employment in the sector. Consequently, this chapter presents and discusses different characteristics of youth employment in tourism and hospitality. It aims to provide an insight into the experience of youth employment as well as reviewing the role of trade unions in improving working conditions for young people. The chapter also addresses separately the nature of youth employment in developing countries, and concludes with a review of the relationship between responsible tourism and youth employment.

Abstract:
Experience has shown that regional factors can contribute to significant variability in decommissioning costs for offshore platforms. Nevertheless, previous studies aimed at estimating decommissioning costs have been valuable inputs for operators, regulators and decommissioning contractors as they develop abandonment and decommissioning strategies and public policy. Estimated costs associated with decommissioning offshore oil and gas platforms in Australia have not been reported widely in the open literature. This paper summarises the physical and regulatory environment in Australia, and develops a cost model which reflects the decommissioning challenges for fixed platforms in this remote region. This cost model could be readily applied to other remote petroleum provinces provided that mobilization times and the nature of the local ocean environment are known. The total cost of decommissioning all 39 current fixed platforms in Australian waters is estimated to be between US$845 and US$1044 million.

In recent years there has been a significant growth in online learning and the delivery of joint programmes of education involving collaborative partnerships between higher education institutions in different jurisdictions. This paper details a case-study of the pilot delivery and assessment of a new online learning programme ‘Certificate in the Management of Work-Related Stress’. This programme was developed as part of an innovative partnership between four European Higher Education Institutions (HEIs) located in Austria, Ireland, Switzerland and the United Kingdom to develop and deliver an accredited online learning programme, as part of a wider EU funded project called DELAROSE, on the management of work-related stress for workers in the health and social care sector across Europe. It describes the nature of the online course, with particular attention given to, the assessment activities undertaken by learners throughout the course, and the collection and analysis of learner feedback as this relates to feasibility and impact of the programme of learning. This case-study highlights the positive benefits to learners of embedding course content and assessment experiences within a real-life workplace context

Nowadays, the development of adult education as an important lifelong learning component is conditioned not only by the dynamics of social, scientific and technological progress, changes in the scope and nature of work, increasing leisure time, and opportunities for its rational use but also by the social role of both society and personality. Non-formal youth and adult education is becoming important in the context of ensuring the sustainable and balanced development of society. For the past two decades, adult education as a component of lifelong learning has been a defining goal of education policy in developed countries at the national and international levels. Adult education is considered a social indicator of the state policy human dimension, one of the ways to achieve socio-economic well-being, and a tool for promoting the ideas of the information and knowledge society. The problem of ensuring access to lifelong learning is becoming a priority, and its solution is possible only taking into account the achievements of foreign countries, including European ones, which are reviewed in the article (Austria, Poland, Liechtenstein, France, Spain, Norway, Sweden, Finland, and Ukraine). The article outlines the European countries` experience in the field of adult education and describes a network of lifelong learning institutions; it is identified strategic directions for the development of continuing education.

Abstract The ubiquitous challenge that is faced by chemical stimulation techniques, of any kind, has always been achieving an economic and efficient distribution of the stimulation solution across the exposed reservoir interval. Many have approached this problem from a chemical perspective and others from the use of additives for mechanical diversion; however the very nature of stimulation itself means that a changing injection profile will make efficient diversion by such techniques uncertain and unpredictable. Instead, rather than relying on serendipitous deployment techniques, the approach described and reported here places true mechanical diversion as part of the well construction process. This paper will completely describe the process and achievements to date, including successful application in a number of horizontal wells completed in the Austin Chalk, as part of an overall deployment plan. Essentially, this new completion system comprises of multiple pressure actuated assemblies, distributed along the liner/casing. These assemblies, when activated, allow the lateral deployment of forty-foot needles, radially distributed at ninety-degree phasing around the casing, into the unstimulated reservoir. These subs can be precisely located across pre-selected intervals and thereby provide certainty of acid treatment distribution. The acid is pumped through the needles themselves during stimulation; however production takes place through a suite of ports. A bespoke debris basket may be run, after the stimulation treatment, in order to recover a suite of needle deployment indicators. This run, if performed, effectively establishes the success of the deployment. In order to demonstrate the concept and avoid the high-cost environment of the North Sea, a low cost field trial location was sought and identified. An Austin chalk operator was looked for that had an extensive horizontal candidate well set available for re-completion in open-hole. A number of candidate wells were then identified and the wells were recompleted and stimulated with this new system. This paper will present the entire suite of data related to these deployments, stimulation operations, lessons learned, production impact and potential. This novel technology was greatly assisted, supported and delivered via the Joint Chalk Research (JCR) council, comprising of some ten operating companies that encourage, fund and drive the development of carbonate completion and stimulation solutions.
